What is a Debate?

A classroom debate involves students delivering persuasive speeches to present and support their opinions on a given subject. This activity helps develop critical thinking and communication skills, enabling students to gain a more comprehensive grasp of various topics.

Debate speeches are written according to a set of rules so a moderator can assess their effectiveness and allow others to question or challenge their statements within a formal debate.

A classroom debate is not an unruly fight or pointless argument but a structured formal conversation on a chosen topic in which two teams argue for or against it to convince the neutral moderator that they hold the stronger position.

How To Run A Classroom Debate

Before jumping in headfirst to write your debating speech, ensure you understand how a debate is run to maximise your strategy and impact when it counts.

Debates occur in many different contexts, such as public meetings, election campaigns, legislative assemblies, and as entertainment on television shows. These contexts determine the specific structure the debate will follow.

This guide provides a basic step-by-step debate structure we can comfortably run with students in a classroom. By familiarizing students with this structure, they will effortlessly transition to other debate frameworks.

Running a classroom debate can be an engaging and educational activity that helps students develop critical thinking, communication, and research skills. Here’s a step-by-step guide on how to organize and facilitate a successful classroom debate:

1. Choose a Topic For Your Debate.

Also called a resolution or a motion , the topic is sometimes chosen to debate. This is usually the case in a school activity to practice debating skills. 

The resolution or motion is usually centered around a true or false statement or a proposal to change the current situation. Often, the motion starts, ”This House believes that….”

Select a topic relevant to your curriculum and the students’ interests. Ensure that it is debatable and has multiple perspectives. Further down this article, you can find a list of popular classroom debating topics.

2. Form Two Debating Teams

Two teams of three speakers each are formed. These are referred to as ‘ The House for the Motion ’ or the ‘ Affirmative ’ team and ‘The House Against the Motion ’ or the ‘ Negative ’ team.

Preparation is an essential aspect of debating. The speech and debate team members will need time to research their arguments, collaborate, and organize themselves and their respective roles in the upcoming debate.

They’ll also need time to write and rehearse their speeches. The better prepared and coordinated they are as a team, the greater their chances of success in the debate.

3. Assign Roles to Students.

Each team member should have a specific role, such as speaker, researcher , or rebuttal specialist . This encourages teamwork and ensures that each student is actively involved.

4. Research and Preparation:

  • Allocate time for teams to research and prepare their arguments. Encourage students to use multiple sources, including books, articles, and reputable websites. Make sure you read our complete guide to powerful student research strategies.

5. Set Debate Format:

  • Define the debate format, including the structure of each round. Common formats include opening statements, cross-examination, rebuttals, and closing statements.

6. Establish Rules:

  • Set ground rules for the debate, such as time limits for each speaker, etiquette, guidelines for respectful communication, and consequences for rule violations.

7. Conduct a Practice Debate:

  • Before the actual debate, conduct a practice round. This helps students become familiar with the format and allows you to provide feedback on their arguments and presentation skills.
  • On the day of the debate, set up the classroom to accommodate the format. Ensure that each round has a clear structure, and designate a timekeeper to keep the debate on schedule.

9. Facilitate Q&A Sessions:

  • After each team presents their arguments, allow time for questions and cross-examination. This encourages critical thinking and engagement among the students.

10. Evaluate and Debrief:

  • After the debate, provide constructive feedback to each team. Discuss the strengths and weaknesses of their arguments, presentation skills, and teamwork. Also, please encourage students to reflect on what they learned from the experience.
  • Have a class discussion about the debate, exploring different perspectives and opinions. This can deepen students’ understanding of the topic and enhance their critical thinking skills.

Consider integrating the debate topic into future lessons or assignments. This reinforces the learning experience and allows students to delve deeper into the subject matter.

Remember to create a supportive and respectful environment throughout the debate, emphasizing the importance of listening to opposing views and engaging in constructive dialogue.

Each speaker takes a turn making their speech, alternating between the House for the Motion, who goes first, and the House Against the Motion. Each speaker speaks for a pre-agreed amount of time.

Ensure your debate is held in front of an audience (in this case, the class), and occasionally, the audience is given time to ask questions after all the speeches have been made.

Finally, the debate is judged either by moderators or by an audience vote.

How To Write A Debate

How to start a debate speech.

In highly competitive speech and debate tournaments, students are only provided the topic on the day, and limited time is allowed for preparation, but this is not recommended for beginners.

Regardless of the stakes of your classroom debate, the speechwriting process always begins with research. Thorough research will provide students with both the arguments and the supporting evidence for their position on a topic and generate forward-thinking about what their opponents might use against them.

Writing Your Introduction

The purpose of the introduction in a debate speech is to achieve several things:

  • Grab the attention of the audience,
  • Introduce the topic
  • Provide a thesis statement
  • Preview some of the main arguments.

Grab The Attention Of Your Audience With Strong Hooks

Securing the audience’s attention is crucial, and failure to do this will have a strong, negative impact on how the team’s efforts will be scored as a whole. Let’s explore three proven strategies to hook your audience and align their thinking to yours.

Introduce Your Topic With Efficiency and Effectiveness

Once the audience’s attention has been firmly grasped, it’s time to introduce the topic or the motion. This should be done straightforwardly and transparently to ensure the audience understands the topic of the debate and the position you are approaching it from.

For example, if the topic of the debate was school uniforms, the topic may be introduced with:

Provide Your Thesis Statement

A thesis statement is a concise declaration summarizing the points and arguments of your debating speech.

  • It presents a clear stance on a topic and guides the reader on what to expect in the content.
  • A good thesis statement is debatable and allows for opposing viewpoints and discussion.
  • It serves as a roadmap for the writer, ensuring coherence and focus in the piece.
  • It helps the audience understand the purpose and direction of the work from the beginning.

Provide A Preview Of Your Arguments

The final part of the introduction section of a debate speech involves previewing the main points of the speech for the audience.

There is no need to go into detail with each argument here; that’s what the body of the speech is for. It is enough to provide a general thesis statement for each argument or ‘claims’ – (more on this to follow).

Previewing the arguments in a speech is especially important as the audience and judges only get one listen to a speech – unlike a text, which can be reread as frequently as the reader likes.

Attention grabbers task.

Writing T he Body of the Speech

The body paragraphs are the real meat of the speech. They contain the in-depth arguments that make up the substance of the debate, and How well these arguments are made will determine how the judges will assess each speaker’s performance, so it’s essential to get the structure of these arguments just right.

How to structure an Argument

With the introduction out of the way, it’s time for the student to get down to the nitty-gritty of the debate – that is, making compelling arguments to support their case.

There are three main aspects to an argument in a debate speech. They are:

  • The Warrant

Following this structure carefully enables our students to build coherent and robust arguments. Ttake a look at these elements in action in the example below.

Brainstorming Arguments

Present your students with a topic and, as a class, brainstorm some arguments for and against the motion.

Then, ask students to choose one argument and, using the Claim-Warrant-Impact format, take a few moments to write down a well-structured argument that’s up to debate standard.

Students can then present their arguments to the class.

Concluding a Debate Speech

The conclusion of a speech or a debate is the final chance for the speaker to convey their message to the audience. In a formal debate that has a set time limit, the conclusion is crucial as it demonstrates the speaker’s ability to cover all their material within the given time frame.

Avoid introducing new information and focus on reinforcing the strength of your position for a compelling and memorable conclusion.

A good conclusion should refer back to the introduction and restate the main position of the speaker, followed by a summary of the key arguments presented. Finally, the speaker should end the speech with a powerful image that will leave a lasting impression on the audience and judges.

Examples of strong debate Conclusions

The Burden of the Rejoinder

In formal debates, the burden of the rejoinder means that any time an opponent makes a point for their side, it’s incumbent upon the student/team to address that point directly.

Failing to do so will automatically be seen as accepting the truth of the point made by the opponent.

For example, if the opposing side argues that all grass is pink, despite how ridiculous that statement is, failing to refute that point directly means that, for the debate, all grass is pink.

Our students must understand the burden of the rejoinder and ensure that any points the opposing team makes are fully addressed during the debate.

The Devils Advocate

When preparing to write their speech, students should spend a significant proportion of their team collaborating as a team. 

One good way to practice the burden of the rejoinder concept is to use the concept of Devil’s Advocate, whereby one team member acts as a member of the opposing team, posing arguments from the other side for the speaker to counter, sharpening up their refutation skills in the process.

Debating strategies for students.

Research and preparation are essential to ensure good performance in a debate. Students should spend as much time as possible drafting and redrafting their speeches to maximize their chances of winning. However, a debate is a dynamic activity, and victory cannot be assured by pre-writing alone.

Students must understand that the key to securing victory lies in also being able to think, write (often in the form of notes), and respond instantly amid the turmoil of the verbal battle. To do this, students must understand the following keys to victory.

When we think of winning a debate, we often think of blinding the enemy with the brilliance of our verbal eloquence. We think of impressing the audience and the judges alike with our outstanding oratory.

What we don’t often picture when we imagine what a debate winner looks like is a quiet figure sitting and listening intently. But being a good listener is one of our students’ most critical debating skills.

If students don’t listen to the other side, whether by researching opposing arguments or during the thrust of the actual debate, they won’t know the arguments the other side is making. Without this knowledge, they cannot effectively refute the opposition’s claims.

Read the Audience

In terms of the writing that happens before the debate takes place, this means knowing your audience. 

Students should learn that how they present their arguments may change according to the demographics of the audience and/or judges to whom they will be making their speech. 

An audience of retired school teachers and an audience of teen students may have very different responses to the same arguments.

This applies during the actual debate itself too. If the student making their speech reads resistance in the faces of the listeners, they should be prepared to adapt their approach accordingly in mid-speech.

Practice, Practice, Practice

The student must practice their speech before the debate. There’s no need to learn it entirely by heart. There isn’t usually an expectation to memorize a speech entirely, and doing so can lead to the speaker losing some of their spontaneity and power in their delivery. At the same time, students shouldn’t spend the whole speech bent over a sheet of paper reading word by word.

Ideally, students should familiarize themselves with the content and be prepared to deliver their speech using flashcards as prompts when necessary.

Another important element for students to focus on when practising their speech is making their body language, facial expressions, and hand gestures coherent with the verbal content of their speech. One excellent way to achieve this is for the student to practice delivering their speech in a mirror.

Debating is a lot of fun to teach and partake in, but it also offers students a valuable opportunity to pick up some powerful life skills.

It helps students develop a knack for distinguishing fact from opinion and an ability to assess whether a source is credible or not. It also helps to encourage them to think about the other side of the argument.

  • Provide Topic Selection and Preparation Time: Offer students a range of debate topics, allowing them to select a subject they are passionate about. Allocate ample time for research and preparation, encouraging students to gather evidence, develop strong arguments, and anticipate counterarguments.
  • Incorporate Scaffolded Debating Skills Practice: Before the actual debate, engage students in scaffolded activities that build their debating skills. This can include small group discussions, mock debates, or persuasive writing exercises. Provide feedback and guidance to help students refine their arguments and delivery.

Encourage students to take notes on key points, supporting evidence, and persuasive techniques used by speakers. So, you've joined debate, and it's time to write a debate speech. There are some tried and true methods to writing an effective debate speech. If you understand them, and the components that make up a standard debate speech, you will increase your chances of success.

Preparing for the Debate Speech

Step 1 Understand how debates...

  • You may be asked to stand affirmative or negative. In LD (Lincoln-Douglas debate), the first affirmative speech will be at most 7 minutes long, and the first negative speech will be at most 6 minutes. [1] X Research source
  • The speakers then present arguments against the earlier affirmative or negative speech that was just read. Speakers must listen carefully and be able to counter arguments. There are two segments involving cross-examination (CX), in which the debaters are allowed to ask questions and openly debate the topic. This is most often called cross-examination, or cx for short, and occurs after the first affirmative speech, and the first negative speech.
  • The best thing you can do to better understand LD/PF/Policy debate is practice and research.

Step 2 Research...

  • Brainstorm the topic, and research it before you sit down to write. Write out a list of key components for both sides of the issue. If you are on a debate team, do this together. Each member could discuss the key component list, in order to figure out which issues you want to cover in each speech.
  • Spend some time at the library or on the Internet using credible sources to research the key reasons that seem strongest. Use books, scholarly journals, credible newspapers, and the like. Be very cautious about unverified information bandied about on the Internet.
  • You will also want prepare to deal with the strongest arguments your opponent(s) might make. Ignoring the other side’s best arguments can weaken your rhetorical appeal.

Step 3 Write an outline...

  • A basic debate outline should contain six parts: An attention-getter, your stated stance (aff or neg)/ restatement of the resolution, your definitions, your value, criterion, and contentions.
  • You can break each of those six parts into subcategories. It’s often a good idea to write the contentions last, focusing on the value and criterion to hold it up first.

Writing the Debate Speech

Step 1 Write an introduction...

  • You should address the jury or audience with formal salutations. For example, you could say something like, “Good morning, ladies and gentlemen.” Debates are very formal in tone.
  • Making a good first impression with the judges is very important. This leads judges to assume the debater is persuasive. One technique to write a strong introduction is to contextualize the topic, especially in relation to real world events.   • Introductions can also focus on prominent examples, quotations, or on a personal anecdote that can help establish a rapport with the audience and judges. Be careful using humor; it involves risks and can lead to awkward silences if not done right. Find a relevant specific that illustrates the underlying point.

Step 2 Outline where you stand very clearly.

  • Don’t muddle your position. It needs to be extremely clear whether you affirm or negate the resolution, so don’t hem and haw and contradict yourself. The audience also should not have to wait until the end to find out. Make your stance very clear, and do it early on
  • For example, you could say, “my partner and I firmly negate (or affirm) the resolution which states that unilateral military force by the United States is justified to prevent nuclear proliferation.” [7] X Research source

Step 3 Make key points to back up your stance.

  • A good rule of thumb is to back up your position with 3-4 strong points of supporting argumentation. You definitely need to have more than 1 or 2 key points to back up the stance you have taken.
  • The body of the speech – the key points and their development – should be, by far, the longest part of the debate speech (perhaps 3 ½ minutes to 30 seconds for an opening and for a conclusion, depending on the rules of the debate you are doing).

Step 4 Develop your key points.

  • Focus on the causes of the problem, the effects of the problem, expert opinion, examples, statistics, and present a solution. Try to use visual images, not just generic terms – show don’t tell, and illustrate a point with details.
  • Appeal to the motives and emotions of the listener with a light touch. Appeal to their sense of fair play, desire to save, to be helpful, to care about community, etc. Ground examples in how people are affected.
  • Try using rhetorical questions, which make your opponents consider the validity of their point; irony, which undermines their point and makes you seem more mature and intelligent; simile, which gives them something to relate to; humor, which gets the audience on your side when done well; and repetition, which reinforces your point.

Step 5 Understand the art...

  • Aristotle believed that speakers were more persuasive if they combined elements of logos (persuasion by reasoning) with pathos (having an element of emotional appeal) and ethos (an appeal based on the character of the speaker) - for example, that they seem intelligent or of good will.
  • There are two ways to use logic – inductive (which makes the case with measurable evidence like statistics or a specific anecdote or example) and deductive (which makes the case by outlining a general principle that is related to the specific topic to infer a conclusion from it - as in, I oppose all wars except those involving imminent self defense; thus, I must oppose this one because it's a war that was not in imminent self defense, and here's why). Or the reverse.
  • You should use pathos sparingly. Emotional appeal on its own can be dangerous. Logos - the appeal to reason - should be at the core. However, logical appeal without any pathos at all can render a speech dry and dull. Consider what you are trying to make your audience feel. Explaining how a topic affects real people is one way to use pathos well.

Concluding the Debate Speech

Step 1 Write a strong...

  • One strong way to conclude a debate speech is to bookend the conclusion with the opening, by referring back to the introduction and tying the conclusion into the same theme.
  • Quotations can be a good way to end a speech. You can also end with a brief summation of the key arguments of the speech to ensure they remain fresh in judges’ minds.

Step 2 Work on your delivery from beginning to end.

  • Use a clear , loud voice, and be careful to watch pacing. You don’t want to speak too loud or too slowly. Remember that confidence goes a long way toward persuasion.

Debates provide a forum for individuals to logically examine opposing sides of an argument. During a debate, one person takes the affirmative or is in agreement with the issue. Another person takes the negative side and offers a solid disagreement with the issue. The introduction paragraph to a debate is crucial. It's your first opportunity to grab the audience's attention and help them see the issue from your point of view whether that is positive or negative viewpoint. Formulate your intro so that even if the audience doesn't hear another word, they'll know where you stand.

1 Researching Debate Speech Topic

When researching use everything at your disposal including the Internet, library books and periodicals, media footage and personal interviews. 3 Writing the Introduction

For example, if you're arguing that condoms should be issued in middle school health classes and your research revealed 30 percent of teen pregnancies occur in middle school, start there. 6 Giving the Debate Introduction

When it comes time to present the debate speech, make sure you also consider how you present the information. Other debate strategies include speaking clearly when delivering your introduction to the audience. Another strong strategy to keep in mind is to make eye contact. Debate Speech Definition

A debate speech is a formal discussion on a specific topic between two opposing sides or groups. One side discusses in a favor of the given topic or title, while the other side speaks against it or disagrees with the first side. The main purpose of a debate speech is to convince the judges and audience that your opinion is right. In debate speech, you need to express your views in a specific format and make your opponents impress by good debate writing skills.

Opening Statements and Explanation

This section consists of the opening sentences by using three arguments with explaining questions.

  • Pro Tema – Up to 5 minutes

In this section, the debaters repeat the deponent arguments and evaluate what is wrong with his/her position.

In the summary, debates summarize their positions after detailed arguments and discussions with the opponents. In addition, the debaters also say why their position is the best.

How to Write a Debate (6 Steps)

Structuring and writing your debate correctly will increase your chance of success. By following the 6 easy steps below will help you win the debate competition. Without further ado let’s dive into the following steps.

  • Begin With a Strong Opening Lines

Step #1: Begin With a Strong Opening Lines

Every good speech and discussion starts with a strong sentence. Remember the first impression is the last impression, hence start your debate with a strong opening line that can help you impress the audience and the judge immediately. For example, you can start your debate by asking an open-ended question, tell a story, state an amazing fact or say a powerful quotation.

Step #2: Define the Topic

When you started your debate with a strong sentence and catch the audience’s attention, in the next step you need to make the subject clear to your listeners. You need to state the topic and your group’s position on the topic to help the audience comprehend the side you are going to argue about.

For Example:

“Ladies and gentlemen, today I would like to talk to you about the education system. The education system that we have followed in our country has been reformed many times. Computer literacy at the age of 13 can help in the child’s future studies. Here, I will argue that the problem is the pandemic, besides being stressful, are indecisive in assessing student learning.”

Step #3: Signposting

Signposting may seem irritating and avoidable. If you are word-addict it can even seem like it’s confusing the flow of your otherwise clear and lyrical speech. However, it’s totally important in the format of a good debate speech. You might think that you write a good debate speech, but remember the audience isn’t you to judge. They don’t how much idea about the topic as you have and they might get bored for a few moments in your introduction and then get completely lost. This is why signposting is necessary for debate.

This is a good way to remind your audience of what you are discussing and where you are up to in your speech. Hence, after your introduction add a few points that tell the audience that how many points you are going to deliver and in what order you are delivering them.

Step #4: Rebuttal

Have you heard that sometimes the best offense is a good defense? In a professional debate, the most compelling part is usually when one side takes one of the arguments of the opponent and then cuts it to pieces. How To Start a Debate : Debate is a formally organized argument or discussion involving two or more persons of two opposing sides, whereby the sides express opposing views towards the subject of discourse. Simply put, debate is the discussion of opposing views.

The importance of knowing how best to start a debate cannot be overemphasized. The default of a speaker as regards protocols and procedures in a debate is in fact detrimental to the entirety of the presentation.

Features of a Debate

For an activity or occasion to be considered a debate, the following must be present in the scene:

1. Team:  this is the group of people involved in the debate activity.  Debates usually involve two team namely affirmative team and negative team. Each team is constituted by two or three speakers.

Affirmative team is the “ yes ” team. They are the group which are for and not against the given topic. They are in support of the given topic and are to establish that the given position is true.

Negative team argues against the given topic. Negative team is also known as the opposing team. They are to establish that the given topic is false.

2. The Judge : the Judge presides over the debate, observes, records and decides the winner of the debate exercise. There is usually more than one judges officiating a debate. After the exercise, their records will be evaluated and be presented as the final decision.

3. Audience: these are the listeners who are present in the debate arena. There is no debate without an audience.

4. Time Keeper: this is a person assigned to record time and regulate the timing available for the presenters and the debate activity as a whole.

1. Persuasive: the arguments of the presenter must be sound enough to convince the audience. To be persuasive, the language and tone need to be confident, positive and authoritative. The points made must be valid and relevant.

2. Logical: the presentation must be rational, explicit and articulate.

3. Informative: the presentation must be knowledgeable and educative.

4. Well Structured: the information contained in a good debate must be presented in an orderly manner.

Types of Debate

1. Team Policy Debate: in this type of debate, the affirmative team proposes a plan while the negative or opposing team opposes the proposed plan. It usually involve two sides. While one side advocate for the given topic, the other side advocate against it.

2. Cross Examination : Shortly called cross – ex. In this type of debate, the opponents are allowed in the middle of the presentation to ask questions to each other for the purpose of ascertaining or understanding a point made.

3. Lincoln Douglas Debate : This is a debate had in 1958 between Abraham Lincoln, the Republican Party candidate of the United States senate from Illinois, and Senator Stephen Douglas, the Democratic Party Candidate.

4. Spontaneous Argumentation (SPAR): for this type of debate, the students debate on a different topic in each round. Here there is usually a limited time for preparation.

5. Public Forum Debate: for this type, students debate on current rising issues. It also allow for rebuttals and cross-examination.

6. Parliamentary Debate : this is an academic debate usually in higher institutions based on British model of government. It involves two sides, one known as the government and the other known as the negative team or opposition team.

Starting A Debate

Starting a debate begins with preparation. Preparation here demands meticulous and extensive research on the topic of the debate. The research here involves sourcing for logical, statistical and verifiable points to justify one’s stance. It is important and advisable to extend your research to understanding the stance of the opposing team. This gives a foresight on the possible line of argument and defense of the opposing team and renders them predictable.

By so, you are already guided on how to prepare your own line of argument, counterargument and rebuttals. The benefit of understanding your opponent’s stance is that you have heavier point of defense against them and you are visited with less surprises during presentation.

Steps On Presenting A Sound Debate

Step 1. Understanding the Topic: The first step is to understand your topic. Understanding your topic gives you confidence and certainty. There is no other means other than by conducting extensive and defensive research. As stated earlier, research should focus on both sides of the debate topic.

Then, it is important to outline your points accordingly starting from the introduction, the content of the argument and the conclusion.

Step 2. Greetings: Before introducing your topic, it is cultural to first of all acknowledge the presents of the audience, the judge, the time keeper, the moderator and any other personnel collectively. This usually comes by way of, “ Good Morning Ladies and Gentlemen, Panel of Judges, Accurate Time Keeper, Moderator ” etc. The phrase “ Ladies and Gentlemen ” covers every other person not specifically mentioned.

Step 3. Introduction: After the greetings comes the introduction. This is a brief oral explanation of what constitute the basis of an issue. Here the presenter is expected to state the topic of the debate and then categorically state his or her stance in the debate, whether in support of the given topic (affirmative) or against it (negative). The introduction is expected to be very sharp, catchy, concise and explicit.

The tone of presenting your stance should be assertive and convincing that indeed, this is unequivocally your stance. Remember that the manner of introduction and how appealing it is arouses and sustains the interest of the judges and audience. So it is most advisable to begin it best.

Step 4. Body of the Argument:  Now that your presentation has started, you should focus on the main substance of the debate which is the body of the argument. The presenter should firstly, win the curiosity and the attention of the audience by giving a captivating background.

This could be achieved by relaying a point through a story, by creating working instances and suitable scenarios, etc. the presenter is expected to establish unquestionable definitions preferably supported by notable authorities. Mastery of the art of persuasion is an addendum advantage for a debater.

The presenter can also achieve emphasis and arouse curiosity by the use of rhetorical questions. Logic and statistics can be employed too as long as it is favourable to the presenter’s stance and is relevant, valid and convincing. It is necessary to maintain eye contact because it showcases confidence and certainty.

These are the factors judges also look at while taking performance records. The presenter is advised not to read verbatim as this  makes the presentation unnatural. This does not in any way suggest that one should cram the argument. The presenter can instead highlight his or her points or outline them as stated earlier.

Tonality : Application of tonality is beautiful and admirable. It is the rising and falling of the pitch. This is the application of tonal emphasis where appropriate. This helps in making the voice and speech interesting, and of course catches and sustains the interest of the audience and the judges. This has a way of appealing to people’s emotion. The tone is expected to match the severity of the debate topic.

Time keeping: There is a reason why every debating activity has a time keeper. Time keeping is of essence in a debate. The presenter is expected to wrap up his or her point within the given time. Most times, every point made upon the exhaustion of the given time does not count. This does not suggest that the presenter should be too fast in speech.

Team: Debate team usually consist of two or three presenters for a team. The topic is usually shared for each team accordingly, from the first speaker to the last. It is necessary for each speaker to restate his or stance in the debate before proceeding.

Aristotle believed that speakers are more persuasive writing if they combined elements of logos (persuasion by reasoning) with pathos (having an element of emotional appeal) and ethos (an appeal based on the character of the speaker) – for example, that they seem intelligent or of good will.

Debating can look intimidating from the sidelines, with speakers appearing confident, passionate and unwavering, but it consists of skills that anybody can learn. Debating may not be something that you encounter in your everyday work but these skills can be incredibly valuable. In this article we provide a guide to the basics of debating.

What is debating?

A debate is a structured contest over an issue or policy. There are two sides – one supporting, one opposing.

Benefits of debating include:

  • Allowing you to think about aspects and perspectives you may not have considered.
  • Encourages you to speak strategically.
  • Improving  public speaking skills .
  • Learning how to create a persuasive argument.
  • When you have to argue against your personal view you realise that there are two sides to the argument.

Debate structure

There are multiple formats a debate can follow, this is a basic debate structure:

  • A topic is chosen for each debate – this is called a resolution or motion. It can be a statement, policy or idea. The motion is usually a policy which changes the current state of affairs or a statement which is either truth or false. The motion typically starts with “This House…”
  • The Affirmative team support the statement
  • The Negative team oppose the statement
  • Sometimes you will be asked to take a position in the debate but in other debates you will be allocated your position.
  • Teams are provided with time to prepare – usually one hour
  • Each speaker presents for a set amount of time
  • Speakers alternate between the teams, usually a speaker in the Affirmative team starts, followed by a Negative speaker, then the second Affirmative speaker presents, followed by the second Negative speaker etc.
  • The debate is then judged.
  • There may be an audience present but they are not involved in the debate

Once you have learned how to debate in one format you can easily switch to another.

Roles of the speakers

Each speaker must typically do the following:

First Affirmative

  • Contextualise the debate – clearly set out your team’s interpretation of the topic and the significant issues they disagree with.
  • Provide definitions if necessary.
  • Outline the team line and the team split – this is where you outline your team’s case and summarise the way your arguments have been divided between your speakers.
  • Provide 2-3 arguments supporting the motion.

First Negative

  • Clearly state your definition
  • Provide your arguments as to why this is the superior definition
  • Rebut the Affirmative’s arguments supporting their definition
  • Outline a team line and team split.
  • Rebut the arguments made by the First Affirmative.
  • Deliver 2-3 arguments against the motion.

Second Affirmative

  • If needed, resolve any definitional issues.
  • Rebut the First Negative’s arguments.
  • Deliver 2-3 arguments supporting the motion.

Second Negative

  • Rebut the arguments made by the Affirmative team up to this point, with a focus on the Second Affirmative’s arguments.

Third Affirmative

  • Rebut specific issues raised by Second Negative and defend any other important attacks on your team’s case.
  • Conclude your speech with a brief summary (1-2 minutes) of your team’s case. You should include the key issues which you and the Negative team disagreed on during this.
  • You can introduce new material but this is interpreted as poor team planning.

Third Negative

  • This is the same structure as the Third Affirmative.

There are many variations of the three against three debate, a commonly known one is Points of Information. This is used a lot in  university debates . During a speech the opposition is allowed to ask a question or make a point.

They stand up and say “point of information” or “on that point” etc. The speaker can choose to accept or reject the point. If accepted, the point of information can last around 15 seconds and the speaker can ask for it to stop at any time.

Debate definitions

Younger debaters tend to waste time defining terms so you must first decide whether you need to define a term. Ask yourself: will my speech be confusing if I don’t define this term? Could the opposition misinterpret what I mean without a definition? For example, the motion could be “we should ban plastic straws”. It’s clear what “plastic straws” are but what does “ban” mean?

Two factors which determine the definition of the debate:

1. Context  – what is happening in the area that relates to this issue? For example, maybe the government of a country is debating banning smoking in public buildings and you decide to define the term “passive smoking” during the debate. If a significant event related to the topic has occurred then it should be the focus of the debate, for instance, a shocking report may have recently been revealed in the media showing the widespread effects of second-hand smoking.

2. Spirit of the motion  – topics are chosen for a reason so what sort of debate was imagined when the topic was chosen? Looking at the spirit of the motion will ensure that you pick a definition that will produce a well-balanced and important debate.

If the topic is vague then you will have more choice of definitions. You have a duty to pick a clear definition and one that will create a good debate. If not, this may cause a definitional challenge which will ruin the debate and frustrate the judges.

For example, the topic may be “we spend too much money on the stars”. Stars can refer to celebrities or astronomy so you need to choose a definition.

  • Look at the context and see if there has been a recent significant event related to either topics – the media is the best place to look.
  • Then apply second test – which definition will lead to the best debate, which will be more interesting and debatable?

If one answer passes both tests then that’s your definition. If they tie then either is a good definition.

When providing your definition explain the context used to form the definition. This is important because your understanding of the context may be different from others due to various factors, such as, religion, culture, gender etc.

Basic argument structure

There are various ways of dividing up cases according to groups of arguments, such as, social/economic/political etc. You could assign each speaker to handle a group.

Place the most important arguments first, for example, “The media has more influence on self-esteem than anybody else. This is true for three reasons. Firstly (most important argument)… Secondly…, Thirdly (least important argument)…”

To structure an argument follow these steps:

  • Claim  – present your argument in a clear statement. This claim is one reason why you’re in favour of/against the motion.
  • Evidence  – the evidence supporting your claim, such as, statistics, references, quotes, analogies etc.
  • Impact  – explain the significance of the evidence – how does this support your claim?

Arguments are weakest at the evidence stage as it’s easy to argue against, for example, the evidence may consist of isolated examples or there may be counter evidence. But it’s not a good technique because the opposition can provide more evidence or rebut your criticisms.

It’s difficult to rebut claims because they are usually reasonable but if you can attack a claim then that speaker’s whole argument falls apart. So if you think a claim is vulnerable then rebut it but you will need a strong explanation to show why it doesn’t matter.

There are common flaws you can look for to form a rebuttal:

1. False dichotomy  – this is where the speaker is trying to falsely divide the debate into two sides even though there are more alternatives than they state. It’s likely the speaker is doing this on purpose but in some cases they do not understand the debate.

2. Assertion  – this is when a speaker presents a statement which isn’t actually an argument because there is no reason to believe that the statement is valid. It may just be an assumption. You can point out that there has not been enough examination to prove this validity and then give a reason why the assertion is (probably) not valid.

3. Morally flawed  – arguments can be morally flawed, for example, “All criminals given a prison sentence should be given the death penalty instead, this will save the country money and space.” What has been argued is true but it’s clearly morally flawed.

4. Correlation rather than causation  – a speaker may suggest a link between two events and suggest one led to the other. But the speaker may not explain how one caused the other event which can make an argument invalid.

5. Failure to deliver promises  – sometimes a speaker might fail to complete a task they promised to deliver. For instance, they may state that they will provide evidence supporting a certain claim but they may lose track of what they have said and not actually do this.

6. Straw man  – the opposing team introduces an argument and then rebuts it. They may use an extreme example of your proposal or perhaps they were hoping that you would make this argument.

7. Contradiction  – an argument the other team presents may contradict one of their previous arguments. You must point out that the arguments cannot be true simultaneously and then explain how this reduces their case’s credibility.

8. Compare the conclusion to reality  – think “what would happen if what they (the other team) are suggesting is implemented right now?” This usually shows that it’s more complicated than they have suggested and the changes can cause secondary problems.

  • Content / Matter  – What the debaters say, their arguments and evidence, the relevance of their arguments.
  • Style / Manner  – How the debaters speak, including the language and tone used.
  • Strategy / Method  – The structure of the speech, the clarity and responding to other’s arguments.

Important skills for debating

To meet the judges criteria you will have to develop certain skills, consider the following:

  • You points must be relevant to the topic.
  • Provide evidence whenever you can and not your personal opinion.
  • You must put aside your personal views and remain objective when you debate so your argument remains logical. You can be passionate about a topic but interest can turn into aggression and passion can turn into upset.
  • Consider the audience’s attention span – make it interesting, for example, don’t just present lots of complicated statistics.
  • Ethos – the ethical appeal
  • Pathos – the emotional appeal
  • Logos – the logical appeal
  • Use notes but keep them brief and well organised. Use a different piece of paper for rebuttals.
  • Similar to looking at conclusions to create rebuttals, think comparatively by asking yourself “How does my plan compare to what’s happening now/what would happen in the world if the other team won?” You can win the debate if you can make comparative claims about why your arguments matter more than the other team.
  • Only tell jokes if you’re naturally good at it otherwise this can backfire.
  • Flexibility is important because you might get allocated the side of the argument you don’t agree with. You’ll have to work hard to overcome your views. Also use this insight to think of the potential arguments you might make and then plan for counter arguments.
  • Speak clearly and concisely.
  • You must talk fast enough to have the time to deliver your speech but slow enough so you can be understood.
  • Project your voice to the back of the room.
  • Incorporate dramatic pauses.
  • Emphasise important words and vary your tone appropriately.
  • Have a relaxed pose and posture.
  • Avoid filler words.
  • Know your material.
  • Emphasise using gestures and avoid nervous gestures.
  • Maintain eye contact with the audience.
  • Keep your language simple to avoid confusion.
  • Refer to the opposite side as: “My opponent”.
  • When making a rebuttal say: “My opponent said…, however…”
  • Don’t exaggerate – avoid the words “never” or “always” etc.
  • Avoid saying that a speaker “is wrong”, instead say that “your idea is mistaken”.

What to avoid

  • Falsifying, making up or altering evidence.
  • Publicly disagreeing with the judges’ decision.
  • Attacking a speaker rather than an idea.
  • Acting aggressively or offensively towards debaters, judges, audience etc.
  • Interrupting other debaters as this can suggest that your argument isn’t very strong.
  • Disagreeing with facts or obvious truths.

British Parliamentary debating

British Parliamentary debating  is a popular form of debating so we will briefly explain it: There are four teams made up of two speakers each. Two teams are on the government’s side and the other two teams are the opposition but all the teams are trying to win rather than one side. The motion is given 15 minutes before the debate begins and teams are assigned to positions randomly. They alternate their speeches, with the government’s side starting. Speeches are usually 5-7 minutes.

The first two speakers on the government side are called the “opening government” and the first two speakers on the opposition’s side are called the “opening opposition”. The last two speakers on the government’s and opposition’s side are called the “closing government” and “closing opposition” correspondingly.

The speakers’ roles in the opening half of the debate are similar to the roles of the first and second speakers in the three against three debate described previously. The only difference is that the second opening government and second opening opposition speakers include summaries at the end of their speeches – this is because they will also be competing with the teams in the closing half of the debate.

The closing government and closing opposition aim to move the debate on but not contradict their side’s opening team. As well as rebuttal, the majority of the third speaker’s time consists of presenting either: new material, new arguments, a new analysis from a different perspective or extending previously presented arguments. This is called an “extension” which must be something that sets their team apart and makes them unique.

The last two speeches of the closing teams are summary speeches – they summarise the debate and disagreements between the team. Their most important goal is to explain why their side has won the debate. They are not allowed to present new arguments but they can present new evidence and rebuttal.

During the speeches points of information are offered regularly. Speakers should only accept a maximum of two points of information. The first and last minute is protected time where points of information cannot be offered.

Rather than a side trying to win, all the teams are trying to win – this allows different perspectives to be explored. The teams are then ranked 1st to 4th in the debate.

  • Should we recognise Bitcoin as a legal currency?

  • Does technology make us more lonely?
  • Should guns be banned in the U.S.?
  • Should we make internet companies liable for illegal content shared on their platforms?
  • Will posting students’ grades publicly motivate them to perform better?
  • Should animals be used for scientific testing?
  • Do violent video games make people more violent?
  • Should the death penalty be stopped completely?
  • Should smoking in public places be completely banned?
  • Should doping be allowed in professional sports?
  • Should all zoos be closed?
  • Should consumers must take responsibility for the plastic waste crisis?
  • Is euthanasia justified?
  • Is the boarding school system beneficial to children?

Powerful speech opening lines set the tone and mood of your speech. It’s what grips the audience to want to know more about the rest of your talk.

The first few seconds are critical. It’s when you have maximum attention of the audience. And you must capitalize on that!

How to use the power of imagination to open your speech?

Putting your audience in a state of imagination can work extremely well to captivate them for the remainder of your talk.

It really helps to bring your audience in a certain mood that preps them for what’s about to come next. Speakers have used this with high effectiveness by transporting their audience into an imaginary land to help prove their point.

When Ric Elias opened his speech, the detail he used (3000 ft, sound of the engine going clack-clack-clack) made me feel that I too was in the plane. He was trying to make the audience experience what he was feeling – and, at least in my opinion, he did.

When using the imagination opening for speeches, the key is – detail. While we want the audience to wander into imagination, we want them to wander off to the image that we want to create for them. So, detail out your scenario if you’re going to use this technique.

Make your audience feel like they too are in the same circumstance as you were when you were in that particular situation.

How to use humour to open your speech?

When you use humour in a manner that suits your personality, it can set you up for a great speech. Why? Because getting a laugh in the first 30 seconds or so is a great way to quickly get the audience to like you.

And when they like you, they are much more likely to listen to and believe in your ideas.

Obama effortlessly uses his opening line to entice laughter among the audience. He brilliantly used the setting (the context of Trump becoming President) and said a line that completely matched his style of speaking.

Saying a joke without really saying a joke and getting people to laugh requires you to be completely comfortable in your own skin. And that’s not easy for many people (me being one of them).

If the joke doesn’t land as expected, it could lead to a rocky start.

Keep in mind the following when attempting to deliver a funny introduction:

  • Know your audience: Make sure your audience gets the context of the joke (if it’s an inside joke among the members you’re speaking to, that’s even better!). You can read this article we wrote where we give you tips on how you can actually get to know your audience better to ensure maximum impact with your speech openings
  • The joke should suit your natural personality. Don’t make it look forced or it won’t elicit the desired response
  • Test the opening out on a few people who match your real audience. Analyze their response and tweak the joke accordingly if necessary
  • Starting your speech with humour means your setting the tone of your speech. It would make sense to have a few more jokes sprinkled around the rest of the speech as well as the audience might be expecting the same from you

4. Mohammed Qahtani

Opening: Puts a cigarette on his lips, lights a lighter, stops just before lighting the cigarette. Looks at audience, “What?”

5. Darren Tay

Opening: Puts a white pair of briefs over his pants.

How to use props to begin your speech?

The reason props work so well in a talk is because in most cases the audience is not expecting anything more than just talking. So when a speaker pulls out an object that is unusual, everyone’s attention goes right to it.

It makes you wonder why that prop is being used in this particular speech.

The key word here is unusual . To grip the audience’s attention at the beginning of the speech, the prop being used should be something that the audience would never expect. Otherwise, it just becomes something that is common. And common = boring!

What Mohammed Qahtani and Darren Tay did superbly well in their talks was that they used props that nobody expected them to.

By pulling out a cigarette and lighter or a white pair of underwear, the audience can’t help but be gripped by what the speaker is about to do next. And that makes for a powerful speech opening.

6. Simon Sinek

Opening: “How do you explain when things don’t go as we assume? Or better, how do you explain when others are able to achieve things that seem to defy all of the assumptions?”

7. Julian Treasure

Opening: “The human voice. It’s the instrument we all play. It’s the most powerful sound in the world. Probably the only one that can start a war or say “I love you.” And yet many people have the experience that when they speak people don’t listen to them. Why is that? How can we speak powerfully to make change in the world?”

How to use questions to open a speech?

I use this method often. Starting off with a question is the simplest way to start your speech in a manner that immediately engages the audience.

But we should keep our questions compelling as opposed to something that is fairly obvious.

I’ve heard many speakers start their speeches with questions like “How many of us want to be successful?”

No one is going to say ‘no’ to that and frankly, I just feel silly raising my hand at such questions.

Simon Sinek and Jullian Treasure used questions in a manner that really made the audience think and make them curious to find out what the answer to that question is.

What Jullian Treasure did even better was the use of a few statements which built up to his question. This made the question even more compelling and set the theme for what the rest of his talk would be about.

So think of what question you can ask in your speech that will:

  • Set the theme for the remainder of your speech
  • Not be something that is fairly obvious
  • Be compelling enough so that the audience will actually want to know what the answer to that question will be

8. Aaron Beverley

Opening: Long pause (after an absurdly long introduction of a 57-word speech title). “Be honest. You enjoyed that, didn’t you?”

How to use silence for speech openings?

The reason this speech opening stands out is because of the fact that the title itself is 57 words long. The audience was already hilariously intrigued by what was going to come next.

But what’s so gripping here is the way Aaron holds the crowd’s suspense by…doing nothing. For about 10 to 12 seconds he did nothing but stand and look at the audience. Everyone quietened down. He then broke this silence by a humorous remark that brought the audience laughing down again.

When going on to open your speech, besides focusing on building a killer opening sentence, how about just being silent?

It’s important to keep in mind that the point of having a strong opening is so that the audience’s attention is all on you and are intrigued enough to want to listen to the rest of your speech.

Silence is a great way to do that. When you get on the stage, just pause for a few seconds (about 3 to 5 seconds) and just look at the crowd. Let the audience and yourself settle in to the fact that the spotlight is now on you.

I can’t put my finger on it, but there is something about starting the speech off with a pure pause that just makes the beginning so much more powerful. It adds credibility to you as a speaker as well, making you look more comfortable and confident on stage.

9. Dan Pink

Opening: “I need to make a confession at the outset here. Little over 20 years ago, I did something that I regret. Something that I’m not particularly proud of. Something that in many ways I wish no one would ever know but that here I feel kind of obliged to reveal.”

10. Kelly McGonigal

Opening: “I have a confession to make. But first I want you to make a little confession to me.”

How to use a build-up to open your speech?

When there are so many amazing ways to start a speech and grip an audience from the outset, why would you ever choose to begin your speech with a ‘Good morning?’.

That’s what I love about build-ups. They set the mood for something awesome that’s about to come in that the audience will feel like they just have to know about.

Instead of starting a speech as it is, see if you can add some build-up to your beginning itself. For instance, in Kelly McGonigal’s speech, she could have started off with the question of stress itself (which she eventually moves on to in her speech). It’s not a bad way to start the speech.

But by adding the statement of “I have a confession to make” and then not revealing the confession for a little bit, the audience is gripped to know what she’s about to do next and find out what indeed is her confession.

11. Tim Urban

Opening: “So in college, I was a government major. Which means that I had to write a lot of papers. Now when a normal student writes a paper, they might spread the work out a little like this.”

12. Scott Dinsmore

Opening: “8 years ago, I got the worst career advice of my life.”

How to use storytelling as a speech opening?

“The most powerful person in the world is the storyteller.” Steve Jobs

Storytelling is the foundation of good speeches. Starting your speech with a story is a great way to grip the audience’s attention. It makes them yearn to want to know how the rest of the story is going to pan out.

Tim Urban starts off his speech with a story dating back to his college days. His use of slides is masterful and something we all can learn from. But while his story sounds simple, it does the job of intriguing the audience to want to know more.

As soon as I heard the opening lines, I thought to myself “If normal students write their paper in a certain manner, how does Tim write his papers?”

Combine such a simple yet intriguing opening with comedic slides, and you’ve got yourself a pretty gripping speech.

Scott Dismore’s statement has a similar impact. However, just a side note, Scott Dismore actually started his speech with “Wow, what an honour.”

I would advise to not start your talk with something such as that. It’s way too common and does not do the job an opening must, which is to grip your audience and set the tone for what’s coming.

13. Larry Smith

Opening: “I want to discuss with you this afternoon why you’re going to fail to have a great career.”

14. Jane McGonigal

Opening: “You will live 7.5 minutes longer than you would have otherwise, just because you watched this talk.”

How to use provocative statements to start your speech?

Making a provocative statement creates a keen desire among the audience to want to know more about what you have to say. It immediately brings everyone into attention.

Larry Smith did just that by making his opening statement surprising, lightly humorous, and above all – fearful. These elements lead to an opening statement which creates so much curiosity among the audience that they need to know how your speech pans out.

This one time, I remember seeing a speaker start a speech with, “Last week, my best friend committed suicide.” The entire crowd was gripped. Everyone could feel the tension in the room.

They were just waiting for the speaker to continue to know where this speech will go.

That’s what a hard-hitting statement does, it intrigues your audience so much that they can’t wait to hear more! Just a tip, if you do start off with a provocative, hard-hitting statement, make sure you pause for a moment after saying it.

Silence after an impactful statement will allow your message to really sink in with the audience.

15. Ramona J Smith

Opening: In a boxing stance, “Life would sometimes feel like a fight. The punches, jabs and hooks will come in the form of challenges, obstacles and failures. Yet if you stay in the ring and learn from those past fights, at the end of each round, you’ll be still standing.”

How to use your full body to grip the audience at the beginning of your speech?

In a talk, the audience is expecting you to do just that – talk. But when you enter the stage and start putting your full body into use in a way that the audience does not expect, it grabs their attention.

Body language is critical when it comes to public speaking. Hand gestures, stage movement, facial expressions are all things that need to be paid attention to while you’re speaking on stage. But that’s not I’m talking about here.

Here, I’m referring to a unique use of the body that grips the audience, like how Ramona did. By using her body to get into a boxing stance, imitating punches, jabs and hooks with her arms while talking – that’s what got the audience’s attention.

The reason I say this is so powerful is because if you take Ramona’s speech and remove the body usage from her opening, the entire magic of the opening falls flat.

While the content is definitely strong, without those movements, she would not have captured the audience’s attention as beautifully as she did with the use of her body.

So if you have a speech opening that seems slightly dull, see if you can add some body movement to it.

If your speech starts with a story of someone running, actually act out the running. If your speech starts with a story of someone reading, actually act out the reading.

It will make your speech opening that much more impactful.

Final Words

So there it is! 15 speech openings from some of my favourite speeches. Hopefully, these will act as a guide for you to create your own opening which is super impactful and sets you off on the path to becoming a powerful public speaker!

But remember, while a speech opening is super important, it’s just part of an overall structure.

Beginners' Introduction to Debate

This series of programs is designed to be the starting place for students who are just beginning their speech & debate career.  We offer a 1-Week Introduction to Argumentation & Debate which covers the fundamentals and basics of argumentation and debate so that students learn the bedrock skills necessary to enter into one of our debate format specific sessions (ex Lincoln-Douglas, Public Forum, Individual Events, Congressional Debate, etc) at a more advanced level.  This session will cover argument theory, basic debate research skills, "flowing" (note taking for debate), and other important topics.  In addition, there will be an introductory survey of the specific formats of competitive debate so that students can make an informed choice about which format to choose for their entry into forensics.

We realize that it is daunting to choose your debate format before you come to camp in the summer, so we offer several longer Beginners’/Intro Flex Packages which allow students to continue into the specific debate format of their choice immediately after completing the survey component of the 1-Week Introduction to Argumentation & Debate session:

The 2-Week Beginners' Flex Package combines the 1-Week Introduction to Argumentation & Debate session with the student's choice of our 1-Week Public Forum Workout , 1-Week Lincoln-Douglas Workout , 1-Week Individual Events Workout , or 1-Week Congressional Debate Workout programs.  Students enrolled in the 2-Week Beginners' Flex Package will learn the basics of debate and will be able to choose which type of debate they would like to work on after the survey component of the first week.

The 2-Week Beginners' Parliamentary Program combines the 1-Week Introduction to Argumentation & Debate session with the 1-Week Parliamentary Debate Program .  Students enrolled in the 2-Week Beginners' Flex Package will learn the basics of debate in first week, and then will be able to join the 1-Week Parliamentary program one level up from the "beginner" group a starting student would otherwise be placed in.

The 3-Week Beginners' Core Flex Package combines the 1-Week Introduction to Argumentation & Debate session with the student's choice of our 2-Week Core Public Forum , 2-Week Core Lincoln-Douglas , 2-Week Core Individual Events , or 2-Week Core Congressional Debate programs.  Students enrolled in the 3-Week Beginners' Core Flex Package will learn the basics of debate and will be able to choose which type of debate they would like to work on after the survey component of the first week.

The   4-Week Beginners' Flex Package Experience combines the 1-Week Introduction to Argumentation & Debate session with the student's choice of our 3-Week Public Forum Experience , 3-Week Lincoln-Douglas Experience or 3-Week Individual Events Experience programs.  Students enrolled in the 4-Week Beginners' Flex Package Experience will learn the basics of debate and will be able to choose which type of debate they would like to work on after the survey component in the first week.

Our excellent City team, the great people of Minneapolis: Good morning from the Northstar Center in downtown Minneapolis! Council President Payne, Council Vice President Chughtai – good morning. Good morning to all Council Members: Council Member Wonsley; Council Member Rainville; Council Member Vetaw; Council Member Ellison; Council Member Osman; Council Member Cashman; Council Member Jenkins; Council Member Chavez; Council Member Koski; Council Member Chowdhury; and Council Member Palmisano. All of you bring the voice of your constituents. You bear the weight of their aspirations and concerns. And you work through these hard issues, even, and especially in a city that doesn't always agree. Thank you.

Last year, the state of our city was in rebound. We highlighted our record-setting affordable housing; our exciting, new climate action; and all the amazing events that were yet to come that summer. By the numbers, the acceleration of our recovery and the pace of change continues.

We are leading the nation in the rate of visitor returning to downtown with activity up by 45% in the past year. Meet Minneapolis announced that 2023 was the strongest year for hotel room demand since 2019. Zillow recently ranked Minneapolis as a top city for first-time homebuyers. That’s right. Anyone looking for a great new home, in a great new city… they should look no further than right here. People want to live here, and they increasingly want to work here, specifically for our City enterprise. Compared to last year, applications to work at the City of Minneapolis are up 101%, and our number of hires are up 26%.

I just got back from Washington D.C. where I joined the U.S. Conference of Mayors’ Homelessness Task Force alongside nearly 50 fellow mayors from around the country. Do you know what I heard repeated over and over? That other cities look to Minneapolis for our forward-thinking approach to housing, and our results set the bar.

Positive strides and significant shifts mark a city – our city – brimming with possibility. Achieving that possibility and realizing potential during a time of great transition is hard. And realizing potential is not always a comfortable process, but we must lean into that discomfort all the same.

So, the state of our city is brimming with possibility and leaning in to change.

New possibilities

Take, for example, the building we are in now, at the Northstar Center, the home of our first, recent commercial-to-residential housing conversion project. This space—literally under construction right this second—is a sign of greater change to come: a reimagining of how we think about downtown. Let’s give a big thank you to Chris Sherman, Matt Legge, and all of Sherman Associates, Gardner Builders, and Polaris Development who had a collective team working to open this space early to host us. And this conversion project overall is supported by more than 200 union jobs. So as the space shows us, the future of downtown isn’t limited to a place where workers drive in at 8 a.m. and leave at 5 p.m. It can be a playground of activity, a place to bring your kids, grab a meal and a drink, have a night out, maybe even go ice skating down the middle of Nicollet Mall, which could be fully pedestrianized... and we can make it happen. We can have carnivals, bright lights, food vendors, and people… lots of great people watching.

People will be coming in and out of the Northstar, a previously half vacant building that’s now complete with both affordable and market rate housing where people… yes, live! We can make sure the warehouse district is the entertainment hub. The place where people come from around the state not just to catch a play or a ballgame, but for an experience so rich with choices and activity that they feel safe, stay longer, lose track of time, and wander back home way later than intended.

And we also must continue to embrace the return to in-person work and collaboration as one part of the overall strategy. To every employer and team member here who continues leading by example – thank you.

Cities also encapsulate a human response to the feeling that the world is crazy and disorganized. And by the way... it kind of feels that way, doesn’t it? Everyone let’s take a breath. The world is a chaotic place right now. An indicted former president standing trial and up for re-election. Thousands of innocent people are dying through war and famine. A global and environmental crisis is only getting hotter… literally.

So first, let’s take a collective breath; like actually take a breath…take a beat…find the good, the positive in each other…and the good, the positive in our city. I don’t know what’s in store for the world, but we can envision–and actualize–our outcomes here in Minneapolis.

Cities are the place where we can accept each other, organize ourselves, work together, build relationships, fall in love, and share time in person with friends and colleagues. Cities are the answer to loneliness and the antidote to fear because we can find a collective understanding within the people, with our neighbors. In Minneapolis, we are going through this transition together. Cities will be a backbone that hold it all together through steadfast relationships and mutual agreements. The way you treat the clerk at the cash register or a fellow Council Member on the dais. So, today I’m going to focus on a few things that will guide Minneapolis through this transformational time, areas that will need collective buy-in and support.

Arts & vibrant storefronts

There is a clear prerequisite to realizing potential and leaning in to change, and that’s embracing and supporting art.

Artists have long been a precursor to economic revitalization. In the 1920s, Uptown gained a theater–obviously, we all know the one–with an iconic “Uptown” sign atop the building. The stage was set for film enthusiasts to flock to the area, and other artists followed suit, coming to the neighborhood to make their mark on Hennepin and Lagoon. In the ’80s, Uptown saw a revitalization and boost via the punk music scene. Artists, musicians, and fans alike came together for memorable sets from icons such as The Replacements and Soul Asylum.

Uptown is in the “leaning into change” part of the cycle right now. The Uptown Theater is refurbished and open once again, and good things are on the horizon. We have people–culinary artists like Ann Kim–who are committed to seeing through the next phase of Uptown, and it will be a great one.

At other points in our history, artists were prevalent downtown. Then the values went up, and the increasing rents pushed the artists over to an area with abandoned warehouses – now called the North Loop. Art and music there created another renaissance, the values went up, and the artists moved to Northeast. And so on.

Recognizing that art is a lynchpin for so much in Minneapolis, we created the Department of Arts & Cultural Affairs last year, and now they are embarking on a beautiful plan for transition across the city. Got a bland, vanilla, underutilized storefront? Give it to an artist. Let them shape an outcome that is dynamic and transformative.

Imagine walking over to Harmon Place after a drink at Mackenzie Pub or a meal at Gai Noi. Lights hang from roof to roof, a local artist is playing, oil paintings from Florence Hill representing the Northeast Arts District, a poem from Heid. E. Erdrich, our Poet Laureate, and live dance featuring young and talented Northsiders from Les Jolies Petites School of Dance.

The possibilities are truly endless, and our potential can be realized. That’s exactly what Director Ben Johnson and his team are doing. Changing vacant storefronts to must-see destinations. Giving the next Prince or Aldo Moroni their rightful place in a public space. And this work, our focus on arts, it should be supported unanimously. And I believe it is.

Community safety

Let’s talk about another area where we have unanimous agreement: rideshare.

Just kidding. Let’s talk about the South Minneapolis Community Safety Center. We’ve got a site, and we have a clear-eyed vision to create a comprehensive and integrated safety system under one roof. We have Council Members passionate about stepping up, and an entire administration ready to get the job done.

Commissioner Barnette is leading a team to bring this idea to fruition by next year, and our communities are shaping this vision alongside our city team. To date, OCS [the Office of Community Safety] has met with community members during more than 15 engagement sessions and is collecting feedback directly from those who will be most impacted, our Third Precinct residents. The team, led by Director Amanda Harrington, is engaging residents on East Lake Street and Franklin Avenue. They are meeting new immigrants at Bossen Terrace food shelf events. They are pounding the pavement, getting real-time feedback on what people want to see in their new safety center, a first-of-its-kind. While that might sound pretty simple, reinventing community safety is hard work.

I was recently talking with Council President Elliot Payne and Council Vice President Aisha Chughtai about this. We are embarking on something that is very new and very different. We won’t always get it right because it’s new and it’s hard, but we are truly united in this groundbreaking work. These points of consensus should shine brighter. They should also guide us as we work through decisions that will ripple across our city. That includes the site for the formerThird Precinct.

The Elections & Voter Services team, Finance & Property Service team, and deeply committed, smart public servants from across the enterprise have designed an exceptional proposal for the area: a Democracy Center with 8,000 square feet of ground-level space dedicated to community use. I wish I were overstating this: voting in this country is under attack. Cities need to be investing in election integrity and infrastructure. This proposal will help shore-up our status as being consistently one of the highest voter-turnout cities in America while making the best financial use of a space owned by Minneapolis taxpayers. We know that a new voting center is a need. We own a centrally located building that staff have determined meets that need. We shouldn’t ask taxpayers to foot the bill for another one. This proposal is a win for community; a win for democracy; and a win for property taxpayers. I hope that my Council colleagues will join in supporting this vision for a neighborhood that deserves the opportunity to move forward and move forward quickly.

Another area where our city is depending on us to act quickly? Our first responders. From 911 call takers and dispatchers to police officers—these are critical roles that save lives. So, in March we launched a multi-year recruitment marketing campaign for hard-to-fill safety jobs, seeking both police officers and 911 call takers and dispatchers. The campaign, titled “Imagine Yourself” seeks not just qualified candidates but community-oriented candidates, candidates that love our city. While it’s early, and there will be a bigger, official update this summer, I want to give you a preview on what we’re seeing so far.

Police applications are up, and it’s likely that 911 call taker positions will be filled in the coming months. These results are borne out of partnership. From staff in HR, Police, and Communications to many other staff from both the Office of Community Safety and the Office of Public Service… our team is working together and getting a job done – filling these critical roles.

For years, I’ve asked our department heads to not think of themselves as leaders of their individual departments, but as leaders of the city team. Ready for collaboration and poised for action. Look beyond the City of Minneapolis; specifically, look to time spent in Emmitsburg, Maryland, just a month ago. Under the leadership of our Emergency Management Department, we took a team of 70+ city employees to a week-long FEMA simulation to test our overall emergency preparedness.

Yes, we had staff you’d expect there, from Police, Fire, and 911; but we also had staff from Health, Public Works, Finance, and even a multi-jurisdictional presence. This entire team worked together to complete the final recommendation coming out of our 2020 civil unrest after-action report to achieve emergency preparedness. We worked together to make collaboration the going rate and reduce complex processes to muscle memory. That practice–and gained trust and camaraderie–will better prepare the City to handle and respond to crises well into the future.

We’re also acting on the recommendations coming out of the Minneapolis Safe and Thriving Communities Report. This report serves to launch our community safety design and implementation work – helping OCS [Office of Community Safety] coordinate our safety departments to address prevention, response, and restoration.

Again, as I mentioned earlier, this work, building out a comprehensive approach to community safety is new. But we have the right people at the table to take novel concepts and build out a plan. That includes OCS [Office of Community Safety] in collaboration with our Performance, Management, and Innovation team and even with NYU’s Policing Project. I know this team will get the job done.

And finally, we are carrying out the necessary work of police reform. Both through a settlement agreement with the State and an eventual federal consent decree, we are changing the way policing is done in the United States. I know Chief O’Hara and his leadership team are committed to these reforms and strengthening community-police relations. I know City Attorney Kristyn Anderson and the entire 34-person implementation unit is committed to upholding compliance and seeing this thing through to the end. Minneapolis will be the city that leaned into the challenge, that met the moment, and embraced change.

City workforce

Speaking of meeting the moment, let’s talk about our amazing city workforce.

Through deliberate recruitment efforts by staff across our enterprise, great leadership from department directors, and a brilliant HR strategy execution from our Human Resources Director, Nikki Odom, we are getting new hires in the door quicker, increasing employee diversity, and welcoming and retaining some serious talent as well. I’ll reiterate: City applications have gone up 101%, time to fill jobs has decreased 26%, and the diverse team we are forming is serving our city with passion and skill.

In the first quarter of 2024, we are up 56% in our Hispanic/Latino hires; up 55% in our Native American hires; up 15% in our Asian hires; and up 8% in our Black/African American hires. And, this past year, we have also been recognized as an “Age Friendly Employer” by the Age Friendly Institute and as a “Most LGBTQ+ Friendly Employer” by Diversity for Social Impact.

These aren’t just awards. These recognitions, coupled with the new hiring data, show the deep investment we have made–and continue to make–in our City workforce. And that investment is just that: an investment, which also includes salary increases.

As our City Operations Officer Margaret Anderson Kelliher will tell you, from filling potholes to keeping us safe to administering payroll, we invest in our employees because they are invested in our city. This means new union contracts that reflect their commitment to service and are in line with the ideals we govern by. This increase in pay will cost money, but it’s worth it. Because our staff are worth it.

When you see a traffic control agent out checking meters on University Avenue, thank them. When you see a police officer walking down West Broadway, thank them. When you see a snowplow driver out in the middle of a snowstorm by Bde Maka Ska, thank them. Don’t run out in traffic, though; maybe yell it at them from the sidewalk. To our nearly 4,000 City employees, I can’t emphasize enough how incredible you are. I can only say I am excited to keep up the amazing work we are doing together. Thank you.

H ousing, climate, economic inclusion, parks

And what comes with amazing and dedicated City staff? That’s right: impressive programs and nation-leading outcomes.

Since I took office in 2018, affordable housing has remained a top priority, and our housing team in CPED [Community Planning & Economic Development] has been leading the charge. We have invested a total of 363 million dollars into affordable rental housing and homeownership programs in the past six years. And we have seen our return on investment firsthand. You don’t need to take my word for it, look at the numbers: between 2018 and 2024, we have produced 4,679 total units of affordable housing, an average of 780 total units each year. That’s more than double the average between 2011 and 2017.

Even more, we have been prioritizing deeply affordable rental housing at 30% AMI or lower, and our investment is paying off. On average over the past six years, we are producing deeply affordable units at nearly 8.5 times the previous rate, 8.5 times! That’s a huge jump. And a necessary one for our residents who need safe, stable, and permanent housing.

As I said earlier, mayors–and people–from across the country are looking to us for housing reform. Our housing policy is seen as a benchmark, and the 2040 Comprehensive Plan sets the standard. This is now my seventh State of the City address. In my first one in 2018, I said: “Do I believe in the notion that we should change our zoning code to allow for a greater breadth of housing options? You’re damn right I do.” And since then, this issue has been a staple of virtually every major address. So, I’m sorry if you feel like I won’t stop talking about it. But it really is a big deal.

Many of you know that today, the 2040 Plan is still being challenged in court. We are going to win this thing, whether in the courts or in St. Paul. We aren’t backing down. Following suit with our nation-leading affordable housing work, we have built a highly recognized program that continues to see success here at the local level. Our Stable Homes Stable Schools program has served 4,881 children since we first launched it in 2019 – getting our kids into homes and enabling them to find success at school.

This work will outlast our time in these offices.

When it comes to climate action, to say we are excelling more than other cities would be an understatement; in fact, we are creating a legacy: the Climate Legacy Initiative. With $10 million of new climate action funding this year, we are setting a standard that others should—no—must follow. Other standards we have set, investing directly into our local entrepreneurs. Since launching the Ownership and Opportunity Fund in 2019, we have invested $11 million and supported 22 business owners. These dollars literally support them in not just owning their business but owning the underlying real estate, moving them along on the path of building generational wealth.

We have signed executive orders designating Minneapolis as a safe haven for women seeking abortions, for people seeking gender-affirming care, and deprioritizing enforcement against psychedelics.

We have stepped up to deliver long-term sustainable funding for youth programming in our parks. Through that funding, and Superintendent Al Bangoura’s vision, Spark’d Studios have been established in neighborhoods across the city. These creative technology spaces are giving our kids a place for self-expression and self-actualization. We’ve invested further in our parks by putting significant dollars towards our waterways and boulevards. We’re keeping our most vital, natural assets not just up to date but world-class.

And we are investing in both racial healing and new development at George Floyd Square. Under the leadership of Senior Project Manager Alexander Kado, we’re currently engaging the community to help inform the future of the 38th and Chicago through street improvements, art projects and healing work, and eventually a memorial.

And by the way, our staff have taken the steps to purchase the Peoples Way site, a critical step to allowing a community vision to rise. If you own the land, you can guide the outcomes. We now own the land, and the community will help us envision the outcome at George Floyd Square.

Budget forecast

Now stay with me as I forecast out what we are seeing in terms of the City budget for this next year.

The reality of everything I have said so far in this speech, every statistic I provided and number-one ranking I bragged about, is true. It’s also true that our world has changed. And changing with it will, at times, be uncertain. Even uncomfortable.

Here’s the reality: budgeting will look different this year. This is not the year to add new, shiny programs. It’s the year to effectively carry out the ones we have. Coming into this year’s budgeting process, we are starting at a projected levy increase of 6.1%. Anything we add to the budget will only increase the levy. And at the very least, as I said earlier, we know we have 12 union contracts up for renewal next year where we expect to see significant wage increases for over 1,000 City employees.

And the big factor – downtown valuation.

I’ve previously provided statistics about the necessity of getting people back downtown, back to work. I’ve provided anecdotes, I’ve heard from people complaining that their favorite sandwich shop closed in the skyway while sitting in their home in the suburbs. And I’ve told some jokes…one in particular that actually united this city for a brief moment, not in laughter, but around the premise that I’m not funny. But I’ll tell you what’s not a joke: residents having to pick up the tab because less taxes are generated from downtown buildings. Lower occupancy leads to decreased valuation. Decreased valuation leads to lower property taxes collected from buildings that can generate as much property taxes as other wards in their entirety. The money has to come from somewhere, so that burden of a regressive tax shifts to residents–both homeowners and renters, disproportionately impacting our low-income residents and seniors.

We pride ourselves on being an inclusive and accessible city. We will neither be inclusive nor accessible by taxing people out of their homes. I know for some property taxes have not been at the forefront of political discourse. That needs to change now.

As I near the end of this year’s address, I want to end with a few heartwarming stories coming out of the City.

First, a gratuitous applause line if you’ll let me. Those Timberwolves, huh? Yeah, pretty exciting stuff. What an exhilarating ride to watch this year. Doing Minneapolis (and Minnesota) proud.

On a cold night last November, a terrifying call came into 911. A 4-year-old boy had fallen through the ice on a pond in North Minneapolis. MPD’s Sergeant Jeremy Depies and Officer Ashley Bergersen rushed to the scene. It was dark and they didn’t immediately see the child. Once they got eyes on his snowpants above the water in the distance, Officer Bergersen crushed her way through the freezing cold ice water to reach the boy and get him to safety. The police officers performed chest compressions until paramedics arrived, doing everything in their power to keep the child alive. This boy is alive today because of their heroic actions. Just last week, Chief O’Hara and the MPD honored these two officers with a Medal of Valor for their actions to save this young life.

For the first 5 months as a Minneapolis resident, Anna didn’t realize she was recycling incorrectly. Anna, by the way is a fake name that was given to a current City employee; we changed the name here to keep her recycling woes a personal story. So, Anna had just moved here from another city and was recycling the way she was used to; that makes sense. But when picking up the trash and recycling, a Public Works employee noticed that Anna was sorting it a little bit wrong and took this information back to the office. They wrote an amazingly helpful letter to Anna explaining how we separate recycling here in Minneapolis, giving tips and additional information. Anna was so impressed that a Public Works employee took the time to write an informative letter advising how to recycle better. Anna appreciated how thoughtful this was–and has indicated that this is great government service. She’s right.

Some of my favorite stories come out of our Stable Homes Stable Schools program. I remember welcoming a family to their new home after they had been jostled around from couches to cars, in temporary stays. And they got a new home. You know what else? A new bed. And what else? Bedding. With trucks, no mermaids, maybe it was action figures; honestly, I don’t remember at all what was on the bedding. But what I do remember is the smile on that little girl’s face when she realized where she was going to sleep that night. In her very own bed; she wasn't sharing it, she wasn't borrowing it. It was hers. Her space to sing and play, her space to grow. This is why we do this work.

The journey of some local artists is a natural progression. They grow up here, they start their career here, they end their career here. But sometimes, some of our best local artists are transplants who now call Minneapolis home. As a fellow transplant, I know first-hand what it is like to fall in love with Minneapolis and decide to make a career here. An Ohio native, Chris Harrison first became involved with the City through our Public Art Advisory Board back in 2012. He has since gone on to find great success, creating murals and dynamic public art installations, and was one of 17 Black artists who created the John Biggers Seed project that spans I-94 on the Olson Memorial Highway bridge. His contribution to this massive, public art includes 304 porcelain and enamel panels that were inserted into the bridge railing. These panels will most certainly live on and be touched by many Minneapolitans for years to come.

So: brimming with possibility. That is a phrase that means something different to me six years into the job. The world around Minneapolis has changed–and so have we. This city has lessons to teach for those willing to listen.

Brimming with possibility does not mean idealism disconnected from reality. Our city is brimming with possibilities, but these possibilities are not guaranteed. There are some bedrock principles that must be acknowledged: our city exists in an eco-system built on balancing competing needs. We do not need to look any further than the competing approaches to rideshare policymaking in the Twin Cities. This shouldn’t be a debate about left versus further left. This should be a debate guided by fact and guided by doing right; yes by drivers, but also riders who need to get to and from a job, who need to pick up their medicine, or experience the city for the first time. We need to recognize the stakes of this policymaking process are high not just for one group but for the broader ecosystem. We can increase the rates for drivers, keep rideshare here, and maintain on momentum on our economic recovery.

Cities, as the governmental backbone of our country, don’t really have the luxury of dealing in the theoretical. High-minded philosophy and political ideology alone do not get the job done for us. Like any other level of government, we debate–and we disagree. But unlike every other level of government, we’ve got to get the job done. We fill the pothole, or we don’t. We get a home built, or we don’t. I’ve learned over the last six years that in the offices we occupy, every day we have an opportunity to make life a little better for people. And progress demands give-and-take.

Reality doesn’t wait for theory to catch up. Minneapolis residents expect a lot of their local government–most importantly, they expect results. And in Minneapolis, we achieve our possibility by saying “we do” and “we can.”

Changes city leaders and advocates have sought for generations are arriving today. We can knock down the K-Mart, breathing new life into a corridor. We can put up eight and half times the amount of deeply affordable housing. We can convert buildings from commercial to residential; make Nicollet Mall a pedestrian space; and achieve permanent implementation of the 2040 plan. We can. Our city is brimming with possibility, and we all make up that team to ensure it’s realized.

Remarks by President   Biden at the U.S. Holocaust Memorial Museum’s Annual Days of Remembrance   Ceremony

THE PRESIDENT:  Thank you.  (Applause.)  Thank you, thank you, thank you.  Please.  

Thank you, Stu Eizenstat, for that introduction, for your leadership of the United States Holocaust Memorial Museum.  You’re a true scholar, a statesman, and a — a dear friend.

Speaker Johnson, Leader Jeffries, members of Congress, and, especially, the survivors of the Holocaust.  If my mother were here, she would look at you and say, “God love you all.  God love you all.”

Abe Foxman and all other survivors who embody absolute courage and dignity and grace are here as well. 

During these sacred Days of Remembrance, we grieve.  We give voice to the 6 million Jews who were systematically targeted and murdered by the Nazis and their collaborators during World War Two.  We honor the memory of victims, the pain of survivors, the bravery of heroes who stood up to Hitler’s unspeakable evil.  And we recommit to heading and heeding the lessons that [of] one of the darkest chapters in human history, to revitalize and realize the responsibility of “never again.”

Never again, simply translated for me, means “never forget.”  Never forget.  Never forgetting means we must keep telling the story.  We must keep teaching the truth.  We must keep teaching our children and our grandchildren.  

And the truth is we are at risk of people not knowing the truth.  

That’s why, growing up, my dad taught me and my siblings about the horrors of the Shoah at our family dinner table.  That’s why I visited Yad Vashem with my family as a senator, as vice president, and as president.  And that’s why I took my grandchildren to Dachau, so they could see and bear witness to the perils of indifference, the complicity of silence in the face of evil that they knew was happening. 

Germany, 1933.  Hitler and his Nazi party rise to power by rekindling one of the world’s oldest forms of prejudice and hate: antisemitism.  His rule didn’t begin with mass murder.  It started slowly across economic, political, social, and cultural life: propaganda demonizing Jews; boycotts of Jewish businesses; synagogues defaced with swastikas; harassment of Jews in the street and in the schools; antisemitic demonstrations, pogroms, organized riots.  

With the indifference of the world, Hitler knew he could expand his reign of terror by eliminating Jews from Germany, to annihilate Jews across Europe through genocide the Nazi’s called the “Final Solution” — concentration camps, gas chambers, mass shootings.  

By the time the war ended, 6 million Jews — one out of every three Jews in the entire world — were murdered.  

This ancient hatred of Jews didn’t begin with the Holocaust; it didn’t end with the Holocaust, either, or after — or even after our victory in World War Two.  This hatred continues to lie deep in the hearts of too many people in the world, and it requires our continued vigilance and outspokenness.    

That hatred was brought to life on October 7th in 2023.  On a sacred Jewish holiday, the terrorist group Hamas unleashed the deadliest day of the Jewish people since the Holocaust.  

Driven by ancient desire to wipeout the Jewish people off the face of the Earth, over 1,200 innocent people — babies, parents, grandparents — slaughtered in their kibbutz, massacred at a musical festival, brutally raped, mutilated, and sexually assaulted.  Thousands more carrying wounds, bullets, and shrapnel from the memory of that terrible day they endured.  Hundreds taken hostage, including survivors of the Shoah.  

Now, here we are, not 75 years later but just seven and a half months later, and people are already forgetting.  They’re already forgetting that Hamas unleashed this terror, that it was Hamas that brutalized Israelis, that it was Hamas who took and continues to hold hostages.  I have not forgotten, nor have you, and we will not forget.  (Applause.)    

And as Jews around the world still cope with the atrocities and trauma of that day and its aftermath, we’ve seen a ferocious surge of antisemitism in America and around the world: vicious propaganda on social media, Jews forced to keep their — hide their kippahs under baseball hats, tuck their Jewish stars into their shirts.  

On college campuses, Jewish students blocked, harassed, attacked while walking to class.  

Antisemitism — antisemitic posters, slogans calling for the annihilation of Israel, the world’s only Jewish State.  

Too many people denying, downplaying, rationalizing, ignoring the horrors of the Holocaust and October 7th, including Hamas’s appalling use of sexual violence to torture and terrorize Jews.  

It’s absolutely despicable, and it must stop.  

Silence — (applause) — silence and denial can hide much, but it can erase nothing.  Some injustices are so heinous, so horrific, so grievous, they cannot be muri- — buried, no matter how hard people try.  

In my view, a major lesson of the Holocaust is, as mentioned earlier, it’s not — was not inevitable.  We know hate never goes away; it only hides.  And given a little oxygen, it comes out from under the rocks.  

But we also know what stops hate.  One thing: all of us.  

The late Rabbi Jonathan Sacks described antisemitism as a virus that has survived and mutated over time.  Together, we cannot continue to let that happen.  

We have to remember our basic principles as a nation.  We have an obligation — we have an obligation to learn the lessons of history so we don’t surrender our future to the horrors of the past.  We must give hate no safe harbor against anyone — anyone.  

From the very founding — our very founding, Jewish Americans, who represent only about 2 percent of the U.S. population, have helped lead the cause of freedom for everyone in our nation.  From that experience, we know scapegoating and demonizing any minority is a threat to every minority and the very foundation of our democracy.  

So, in moments like this, we have to put these principles that we’re talking about into action.  

I understand people have strong beliefs and deep convictions about the world.  In America, we respect and protect the fundamental right to free speech, to debate and disagree, to protest peacefully and make our voices heard.  

I understand.  That’s America.  

But there is no place on any campus in America — any place in America — for antisemitism or hate speech or threats of violence of any kind — (applause) — whether against Jews or anyone else.  

Violent attacks, destroying property is not peaceful protest.  It’s against the law.  And we are not a lawless country.  We’re a civil society.  We uphold the rule of law.  

And no one should have to hide or be brave just to be themselves.  (Applause.)

To the Jewish community, I want you to know I see your fear, your hurt, and your pain.  

Let me reassure you, as your President, you are not alone.  You belong.  You always have, and you always will.  

And my commitment to the safety of the Jewish people, the security of Israel, and its right to exist as an independent Jewish state is ironclad, even when we disagree.  (Applause.)

My administration is working around the clock to free remaining hostages, just as we have freed hostages already, and we will not rest until we bring them all home.  (Applause.) 

My administration, with our Second Gentleman’s leadership, has launched our nation’s first National Sec- — Strategy to Counter Antisemitism that’s mobilizing the full force of the federal government to protect Jewish communities.

But — but we know this is not the work of government alone or Jews alone.  That’s why I’m calling on all Americans to stand united against antisemitism and hate in all its forms.  

My dear friend, and he became a friend, the late Elie Wiesel, said, quote, “One person of integrity can make a difference.”  We have to remember that now more than ever.   

Here in Emancipation Hall in the U.S. Capitol, among the towering statues of history, is a bronze bust of Raoul Wallenberg.  Born in Sweden as a Lutheran, he was a businessman and a diplomat.  While stationed in Hungary during World War Two, he used diplomatic cover to hide and rescue about 100,000 Jews over a six-month period.  

Among them was a 16-year-old Jewish boy who escaped a Nazi labor camp.  After the war ended, that boy received a scholarship from the Hillel Foundation to study in America.  He came to New York City penniless but determined to turn his pain into purpose, along with his wife, also a Holocaust survivor.  He became a renowned economist and foreign policy thinker, eventually making his way to this very Capitol on the staff of a first-term senator.  

That Jewish refugee was Tom Lantos, and that senator was me.  

Tom and his wife, Annette, and their family became dear friends to me and my family.  Tom would go on to become the only Holocaust survivor ever elected to Congress, where he became a leading voice on civil rights and human rights around the world.  

Tom never met Raoul, who was taken prisoner by the Soviets, never to be heard from again.  But through Tom’s efforts, Raoul’s bust is here in the Capitol.  

He was also given honorary U.S. citizenship — only the second person ever, after Winston Churchill.  

And the Holocaust Museum here in Washington is located on a roal- — a road in Raoul’s name.  

The story of the power of a single person to put aside our differences, to see our common humanity, to stand up to hate.  And it’s an ancient story of resilience from immense pain, persecution to find hope, purpose, and meaning in life we try to live and share with one another.  That story endures.

Let me close with this.  I know these Days of Remembrance fall on difficult times.  But we all do well to remember these days also fall during the month we celebrate Jewish American heritage — a heritage that stretches from our earliest days to enrich every single part of American life today.  

Great American — great Jewish American named Tom Lantos used the phrase, “The veneer of civilization is paper thin.  We are its guardians, and we can never rest.”

My fellow Americans, we must — we must be those guardians.  We must never rest.  We must rise against hate, meet across the divide, see our common humanity.  

And God bless the victims and survivors of the Shoah.  

May the resilient hearts, the courageous spirit, and the eternal flame of faith of the Jewish people forever shine their light on America and around the world, pray God.

President Joe Biden talked about the documented increase of antisemitism in the United States during the annual US Holocaust Memorial Museum’s Days of Remembrance ceremony at the US Capitol building. Every recent president has made remarks at least once at the event, but Biden’s remarks came as pro-Palestinian protests have disrupted classes and commencements at multiple US universities . At times, rhetoric at those protests has veered into antisemitism, offended Jewish students and sparked a fierce debate about free speech.

Biden talked in-depth about the Hamas terror attack against Israel on October 7, 2023, and the Israeli hostages that remain in captivity . He did not mention Israel’s heavy-handed response, which has not only destroyed much of Gaza and cost tens of thousands of lives but has also driven a wedge between Biden and many progressives, particularly on college campuses. Abe Foxman and all other survivors who embody absolute courage and dignity and grace are here as well.

During these sacred days of remembrance we grieve, we give voice to the 6 million Jews who were systematically targeted and murdered by the Nazis and their collaborators during World War II. We honor the memory of victims, the pain of survivors, the bravery of heroes who stood up to Hitler's unspeakable evil. And we recommit to heading and heeding the lessons that one of the darkest chapters in human history to revitalize and realize the responsibility of never again.

The Days of Remembrance commemoration has been an annual event since 1982. Every US president since Bill Clinton has spoken at least once at a remembrance event.

House Speaker Mike Johnson spoke shortly before Biden and tried to compare the situation on college campuses today with that on college campuses in Germany in the 1930s.

Never again, simply translated for me, means never forget, never forget. Never forgetting means we must must keep telling the story, we must keep teaching the truth, we must keep teaching our children and our grandchildren. And the truth is we are at risk of people not knowing the truth.

That's why, growing up, my dad taught me and my siblings about the horrors of the Shoah at our family dinner table.

Shoah is the Hebrew term for the Holocaust.

That's why I visited Yad Vashem with my family as a senator, as vice president and as president. And that's why I took my grandchildren to Dachau , so they could see and bear witness to the perils of indifference, the complicity of silence in the face of evil that they knew was happening.

As vice president, he toured the Nazi concentration camp outside Munich in 2015 with his granddaughter during a trip for an annual security conference.

Germany, 1933, Hitler and his Nazi party rise to power by rekindling one of the world's oldest forms of prejudice and hate — antisemitism.

His rule didn't begin with mass murder. It started slowly across economic, political, social and cultural life — propaganda demonizing Jews, boycotts of Jewish businesses, synagogues defaced with swastikas, harassment of Jews in the street and in the schools, antisemitic demonstrations, pogroms, organized riots.

With the indifference of the world, Hitler knew he could expand his reign of terror by eliminating Jews from Germany, to annihilate Jews across Europe through genocide the Nazis called the final solution. Concentration camps, gas chambers, mass shootings. By the time the war ended, 6 million Jews, one out of every three Jews in the entire world, were murdered.

This ancient hatred of Jews didn't begin with the Holocaust. It didn't end with the Holocaust either, or after, even after our victory in World War II. This hatred continues to lie deep in the hearts of too many people in the world and requires our continued vigilance and outspokenness.

The Holocaust survivor Irene Butter wrote for CNN Opinion in 2021 about Adolf Hitler’s rise and echoes of Nazism in the January 6, 2021, Capitol attack.

That hatred was brought to life on October 7th in 2023. On the sacred Jewish holiday, the terrorist group Hamas unleashed the deadliest day of the Jewish people since the Holocaust.

Driven by ancient desire to wipe out the Jewish people off the face of the Earth, over 1,200 innocent people — babies, parents, grandparents — slaughtered in their kibbutz, massacred at a music festival, brutally raped, mutilated and sexually assaulted .

Evidence of sexual violence has been documented. Here’s the account of one Israeli woman who has spoken publicly about her experience.

Thousands more carrying wounds, bullets and shrapnel from the memory of that terrible day they endured. Hundreds taken hostage, including survivors of the Shoah.

Now here we are, not 75 years later but just seven-and-a-half months later and people are already forgetting, are already forgetting that Hamas unleashed this terror. That it was Hamas that brutalized Israelis. It was Hamas who took and continues to hold hostages. I have not forgotten, nor have you, and we will not forget.

On May 7, 1945, the German High Command agreed to an unconditional surrender in World War II, 79 years ago.

And as Jews around the world still cope with the atrocities and trauma of that day and its aftermath, we've seen a ferocious surge of anti s emitism in America and around the world.

In late October, FBI Director Christopher Wray said reports of antisemitism in the US were reaching “ historic ” levels.

Vicious propaganda on social media, Jews forced to keep their — hide their kippahs under baseball hats, tuck their Jewish stars into their shirts.

On college campuses, Jewish students blocked, harassed, attacked while walking to class . Antisemitism, antisemitic posters , slogans calling for the annihilation of Israel, the world's only Jewish state.

Many Jewish students have described feeling intimidated and attacked on campuses. Others have said they support the protests , citing the situation in Gaza.

Last month, the dean of the University of California Berkeley Law School described antisemitic posters that targeted him.

Too many people denying, downplaying, rationalizing, ignoring the horrors of the Holocaust and October 7th, including Hamas' appalling use of sexual violence to torture and terrorize Jews. It's absolutely despicable and it must stop.

Silence. Silence and denial can hide much but it can erase nothing.

Some injustices are so heinous, so horrific, so grievous they cannot be married – buried, no matter how hard people try.

In my view, a major lesson of the Holocaust is, as mentioned earlier, is it not, was not inevitable.

We know hate never goes away. It only hides. And given a little oxygen, it comes out from under the rocks.

We also know what stops hate. One thing: All of us. The late Rabbi Jonathan Sacks described antisemitism as a virus that has survived and mutated over time.

Together, we cannot continue to let that happen. We have to remember our basic principle as a nation. We have an obligation. We have an obligation to learn the lessons of history so we don't surrender our future to the horrors of the past. We must give hate no safe harbor against anyone. Anyone.

From the very founding, our very founding, Jewish Americans , who represented only about 2% of the US population , have helped lead the cause of freedom for everyone in our nation. From that experience we know scapegoating and demonizing any minority is a threat to every minority and the very foundation of our democracy.

As of 2020, Jewish Americans made up about 2.4% of the US population, according to the Pew Research Center , or about 5.8 million people.

So moments like this we have to put these principles that we're talking about into action.

I understand people have strong beliefs and deep convictions about the world .

In America we respect and protect the fundamental right to free speech, to debate and disagree, to protest peacefully and make our voices heard . I understand. That's America.

The complaint of many protesters is that Israel’s response to the terror attack has claimed more than 30,000 lives and destroyed much of Gaza .

But there is no place on any campus in America, any place in America, for antisemitism or hate speech or threats of violence of any kind.

Whether against Jews or anyone else, violent attacks, destroying property is not peaceful protest. It's against the law and we are not a lawless country. We're a civil society. We uphold the rule of law and no one should have to hide or be brave just to be themselves.

To the Jewish community, I want you to know I see your fear, your hurt and your pain.

Let me reassure you as your president, you're not alone. You belong. You always have and you always will.

And my commitment to the safety of the Jewish people, the security of Israel and its right to exist as an independent Jewish state is ironclad, even when we disagree.

My administration is working around the clock to free remaining hostages, just as we have freed hostages already, and will not rest until we bring them all home.

My administration, with our second gentleman's leadership, has launched our nation's first national strategy to counter antisemitism. That's mobilizing the full force of the federal government to protect Jewish communities.

But we know this is not the work of government alone or Jews alone. That's why I’m calling on all Americans to stand united against antisemitism and hate in all its forms.

My dear friend — and he became a friend — the late Elie Wiesel said, quote, “One person of integrity can make a difference.”

Elie Wiesel , the Holocaust survivor, writer and activist, died in 2016.

We have to remember that, now more than ever.

Here in Emancipation Hall in the US Capitol, among the towering statues of history is a bronze bust of Raoul Wallenberg . Born in Sweden as a Lutheran, he was a businessman and a diplomat. While stationed in Hungary during World War II, he used diplomatic cover to hide and rescue about 100,000 Jews over a six-month period.

Among them was a 16-year-old Jewish boy who escaped a Nazi labor camp. After the war ended, that boy received a scholarship from the Hillel Foundation to study in America. He came to New York City penniless but determined to turn his pain into purpose. Along with his wife, also a Holocaust survivor, he became a renowned economist and foreign policy thinker, eventually making his way to this very Capitol on the staff of a first-term senator.

That Jewish refugee was Tom Lantos and that senator was me. Tom and his wife and Annette and their family became dear friends to me and my family. Tom would go on to become the only Holocaust survivor ever elected to Congress, where he became a leading voice on civil rights and human rights around the world. Tom never met Raoul, who was taken prisoner by the Soviets, never to be heard from again.

He failed to mention Gaza, where Israel’s military campaign has killed so many, and which has led the World Food Programme to warn of a “full-blown famine .”

High school journalists published a pro-Hitler quote heard on campus. This is what happened next

The student newspaper at C.K. McClatchy High School in Sacramento published a list late last month of anonymous quotes dubbed “some of the weirdest stuff” heard on campus.

The listicle included odd but innocuous lines like: “My hamster ate its babies last night,” overheard in a hallway. And, “Please, stop licking my armpits,” heard in a history class.

Then there was this: “Hitler’s got some good ideas” — a line purportedly overheard in a government class.

The decision by student editors at the newspaper, the Prospector, to publish the remark has sparked a debate about cavalier antisemitism on campus and the rights of the press — including the student press — to publish offensive speech.

For two young journalists, showdown at UCLA camp was baptism by fire

The showdown between law enforcement and protesters on the UCLA campus tested two new journalists, who had no food or helmets but plenty of adrenalin.

In an email to families Sunday night, Principal Andrea Egan called the quote “deeply offensive” and said she promptly met with the journalism students to discuss “the importance of exercising good judgment in their editorial decision-making.”

“Please know that I am navigating this to the best of my ability within student publications’ laws governing free speech,” Egan wrote. “Nothing is more important to me than the wellness of the students and staff who come to our schoolhouse daily.”

Brian Heap, a spokesman for the Sacramento City Unified School District, said in a statement that the remark, allegedly overheard in a classroom, was not reported to a teacher or administrator prior to publication.

It was published as part of a listicle titled “What Did You Say?”

The introduction to the list of nine quotes read: “Have you ever heard something while walking in the school hallways and thought, ‘That is the strangest and weirdest thing I have ever heard in my life’? Well, we asked you to share with us some of the weirdest stuff you’ve heard. Here are some of our favorites.”

In an email to The Times, Samantha Archuleta, the faculty advisor for the journalism program, emphasized that the Prospector’s staff is composed of “14-17 year olds learning to navigate journalism.”

“All choices — topics, writing, editing, publishing — are made by students, so there will be inevitable errors,” Archuleta wrote. But she stressed that their right to publish is protected by California law and the 1st Amendment.

“Yes, our ‘explainer’ was too simplistic and unsophisticated, given the sensitivity of the quote, and we’ve discussed this error as a staff and addressed how to avoid it in the future,” she wrote. “But to be clear, the offending quote was from a student on campus, not a Prospector journalist — the Prospector was merely reporting what the student said.”

In a statement on the Prospector’s website, the student journalists said their intent was for the listicle to “expose things that are said on campus that are inappropriate at different levels.”

“While some quotations may be innocuous or even funny, none of them were meant to be seen as light-hearted, celebrated, or condoned. Instead, we hope to hold up a mirror to our richly diverse community and expose the things we and others on campus overhear daily,” the statement reads.

The statement said the Hitler comment was made by a student who was speaking among friends and was not part of a classroom discussion.

“We do believe that addressing the quotes has sparked a much-needed conversation, but the situation has escalated into something we did not intend. ... It’s deeply concerning that these remarks are being said on campus without proper action from staff,” the statement reads.

The controversy at McClatchy High School comes at a volatile time, with protests over the Israel-Hamas war roiling university campuses nationwide and student journalists providing some of the most detailed, up-to-the-minute coverage of the unrest.

At UCLA last week, four student journalists who work for the Daily Bruin were attacked — sprayed with Mace and pummeled — by pro-Israeli counterdemonstrators who violently clashed with pro-Palestinian demonstrators in an encampment on campus.

The decision by the Prospector staff to publish the quote also comes amid a surge in antisemitism on school campuses — as well as a rise in vandalism at synagogues and Jewish stores, restaurants and institutions. There also has been a rise in Islamophobia and anti-Muslim sentiment and attacks nationwide.

Jay Schenirer, president of Congregation B’Nai Israel, a synagogue in the same neighborhood as McClatchy High School, told The Times that children and teenagers in his congregation were hurting and scared because of the rhetoric at their schools and that they were taking the publication of the pro-Hitler quote seriously.

It was particularly alarming, he said, that the quote was published in a list of seemingly lighthearted quotes.

“It’s hard to imagine anyone would find this funny,” said Schenirer, a former Sacramento City Council member whose adult children attended McClatchy.

On Sunday, he said, some 70 people attended a meeting at Congregation B’Nai Israel to discuss the incident, antisemitism at local schools, and how to make sure students feel safe.

Detention of independent journalist and activists at UCLA draws outcry over press freedom

An independent journalist and prominent police critics were among dozens detained at UCLA — raising objections from legal experts and press organizations.

They composed a list of recommendations for schools, including: designating an adult to whom students can report incidents of antisemitism; “provide administrators with additional education about free speech and where is the line, when it is crossed, and how to deal with it”; and standardizing high school ethnic studies curriculum throughout the district.

Schenirer said he had spoken multiple times with Principal Egan since the student newspaper’s publication of the offensive quote.

“We need to take this seriously,” he said. “We can’t stand by on the sidelines. We need to be very proactive about this.”

Given a little oxygen, it comes out from under the rocks. We also know what stops hate. One thing: All of us. The late Rabbi Jonathan Sachs described antisemitism as a virus that has survived and mutated over time. Together, we cannot continue to let that happen. We have to remember our basic principle as a nation.

We have an obligation, an obligation to learn the lessons of history so we don’t surrender our future to the horrors of the past. We must give hate no safe harbor against anyone. Anyone. From the very founding, our very founding, Jewish Americans represented only about 2 percent of the U.S. population and helped lead the cause of freedom for everyone in our nation. From that experience, we know scapegoating and demonizing any minority is a threat to every minority and the very foundation of our democracy.

It’s in moments like this we have to put these principles that we’re talking about into action. I understand people have strong beliefs and deep convictions about the world. In America, we respect and protect the fundamental right to free speech. To debate, disagree, to protest peacefully, make our voices heard. I understand, that’s America. But there is no place on any campus in America — any place in America — for antisemitism or hate speech or threats of violence of any kind. Whether against Jews or anyone else. Violent attacks, destroying property is not peaceful protest. It’s against the law. And we are not a lawless country. We’re a civil society. We uphold the rule of law, and no one should have to hide or be brave just to be themselves.

The Jewish community, I want you to know: I see your fear, your hurt, your pain. Let me reassure you, as your president, you’re not alone. You belong. You always have and you always will. And my commitment to the safety of the Jewish people, security of Israel, and its right to exist as an independent Jewish state is ironclad even when we disagree.

My administration is working around the clock to free remaining hostages. Just so we have freed hostages already. And we will not rest until we bring them all home. My administration, with our second gentleman’s leadership, has launched our nation’s first national strategy to counter antisemitism that’s mobilizing the full force of the federal government to protect Jewish community, but we know it’s not the work of government alone or Jews alone.

That’s why I’m calling on all Americans to stand united against antisemitism and hate in all its forms. My dear friend, he became a friend, the late Elie Wiesel said, quote: “One person of integrity can make a difference.” We have to remember that now more than ever. Here in the Emancipation Hall of the U.S. Capitol, among the towering statues of history, is a bronze bust of Raoul Wallenberg. Born in Sweden, as a Lutheran, he was a businessman and a diplomat. While stationed in Hungary during World War II, he used diplomatic cover to hide and rescue about 100,000 Jews over a six-month period.

Among them was a 16-year-old Jewish boy who escaped a Nazi labor camp. After the war ended, that boy received a scholarship from the Hillel Foundation to study in America. He came to New York City penniless but determined to turn his pain into purpose, along with his wife, also a Holocaust survivor. He became a renowned economist and foreign policy thinker, eventually making his way to this very Capitol on the staff of a first-term senator.

That Jewish refugee was Tom Lantos, and that senator was me. Tom and his wife, Annette, and their family became dear friends to me and my family. Tom would go on to become the only Holocaust survivor ever elected to Congress, where he became a leading voice on civil rights and human rights around the world. Tom never met Raoul, who was taken prisoner by the Soviets, never to be heard from again. But through Tom’s efforts, Raoul’s bust is here in the Capitol. He was also given honorary U.S. citizenship, only the second person ever after Winston Churchill.

The Holocaust Museum here in Washington is located on a roll — road — in Raoul’s name. The story of the power of a single person to put aside our differences, to see our common humanity, to stand up to hate and its ancient story of resilience from immense pain, persecution, to find hope, purpose and meaning in life we try to live and share with one another. That story endures.

Let me close with this. I know these days of remembrance fall on difficult times. We all do well to remember these days also fall during the month we celebrate Jewish American heritage. A heritage that stretches from our earliest days to enrich every single part of American life today. Great American — great Jewish American — Tom Lantos used the phrase the veneer of civilization is paper-thin. We are its guardians, and we can never rest.

My fellow Americans, we must, we must be those guardians. We must never rest. We must rise against hate, meet across the divide, see our common humanity. And God bless the victims and survivors of the Shoah. May the resilient hearts, courageous spirit and eternal flame of faith of the Jewish people shine their light on America and all around the world. Praise God. Thank you all.
