After considerable concerns were raised on public health grounds that water merchants were selling ‘pure gutter’ instead of ‘pure water’, the government, through the National Agency for Food and Drugs Control (NAFDAC) intervened to regulate standards. Proprietors of packaged water are expected to apply for licenses which can only be issued after inspection of their facility by NAFDAC officials. Consumers are advised to patronize only packaged water with NAFDAC number, which is supposed to come with a certification of quality. The paper also examined the socio-economic implications of “pure water” sale, taken cognisance of the policies and reforms on water supply in Nigeria historically. ABSTRACT A paper presentation on Water and development challenges in Nigeria can never come at a better time than now. The Nigerian Government has long considered the provision of water supply and sanitation services to be the domain of the Federal, State and Local Governments. However, the public sector has not been successful in meeting more than a small portion of the demand for water of residential and commercial users. Services are in critically short supply. For example, out of the 85 million people living in urban and semi-urban areas, less than half have reasonable access to reliable water supply. Many households, often the poorest, end up purchasing water from private vendors much more expensively than from the public supply. Water supply services, where they exist, are unreliable and of low quality and are not sustainable because of difficulties in management, operation and pricing and failure to recover costs. Many water supply systems show extensive deterioration and poor utilization of existing capacities, due to under-maintenance and lack of funds for operation. This work has been carefully carried out to show the way forward in the Nigeria Water Sector; Reviewing the current situation of Nigeria Water Sector, the huge investments that has been made by The Nigerian Government and External Partners alike, the benefits the populace stand to derive by making the a healthy one, and liberalization of the Water Sector Administration. ABSTRACT Variations in price of vended water sold is a challenging issue that has gained ground, taking the advantage of insufficient supply of water Abeokuta in Ogun State and Ilesa in Osun State. The study was conducted by distribution of questionnaires and oral interviews. The questionnaires contain questions related to the price and how people cope with the variations in water sold. Representation of virtually every sub human group, the literates, the illiterates; the young and also the old was ensured. It was difficult getting information from the aged because many of them cannot write by themselves but I used verbal means of collection by interpreting into their dialect and helping them fill. A sample of 250 respondents is used for the study in each of the two locations. The questionnaires were distributed in six local government areas namely Abeokuta North, Abeokuta South, Odeda, Ilesa West, Ilesa East and Atakumosa West. In Ilesa, over half (56.0%) of the respondents signified that variation in vended water sold is occasional, 19.6% also said that the level of variation is regular while a few 13.6% said it is rare. Also in Abeokuta, it follows the same pattern with 54.8% respondents who said the level of variation in the price of water is occasional; 14.4% and 22.4% also said the level of variation in the price of water is regular and rare respectively. It is obvious that in both cities, the increase in the price of water vended occurs occasionally. The respondents in both cities hereby indicated that the most pronounced factor responsible for the variation of price of water sold is the increasing scarcity of water; this may be as a result of the increasing population of the inhabitants and also the insufficient distribution of water to the cities area due to the expansion of the cities. Price variation in vended water sold in the Southwest Nigeria has created an aftermath of people resolving to get an alternative. It is therefore again obvious that the failure of government to adequately provide water for the public through the State Water Corporations (SWCs) has caused the public which the vendors had capitalized on to exploit the people.

The increasing stress on freshwater resources brought about by ever – rising demand and profligate use, as well as by growing pollution worldwide, is of serious concern. The World Bank while commenting on the world water challenge stated that access to water supply services and sanitation is a major factor in reducing child mortality. Water, apart from being absolutely essential for life, is also the most common, most widely distributed and most useful liquid on earth. The result shows that the economic impacts of packaged and bottled water businesses identified in this work were as follows: a business that provides business opportunities; it engages small scale packaged and bottled water manufacturers; it provides employment opportunities; it provides profits and wages; it offers a medium of economic growth; it provides a source of revenue to the government e.g. Tax etc. and it provides water at affordable prices.
