We are all aware of the famous proverb that cleanliness is next to godliness. But we never followed cleanliness properly. 

Various benefits are associated with keeping the environment clean and healthy. A clean environment helps to save our endangered species from going extinct. We can breathe clean air in a clean environment.

Green India Mission (GIM) - National Mission for a Green India

Latest Update about Green India Mission –  The budget for National Mission for Green India has been reduced by 6.7 percent as mentioned in the Union Budget 2021 . GIM, a subcategory of the National Mission has been allocated Rs 250 crore (Rs 11 crore less than what was allocated in 2020.)

Green India mission is one of the missions that come under the umbrella of the National Action Plan on Climate Change (NAPCC). Every country has an obligation to arrest the downward spiral of climate change. Hence, India as a responsible growing global power took up the responsibility of reducing the deleterious effects of climate change by launching different missions under NAPCC .

Green India Mission was launched in 2014. The primary aim is to protect, restore and enhance India’s diminishing forest cover. This topic would be of importance in the IAS Exam for both Prelims and Mains.

Objectives of Green India Mission (GIM)

  • Growth in forest or tree cover to 5 million hectares (mha) and increase the quality of forest cover in another 5 million hectares of forest or non-forest lands. There are separate sub-targets for a variety of forests and their ecosystems namely, grassland, dense forest, wetland etc.
  • Increase the quality of degrading moderately dense forests – 1.5 million hectares (ha).
  • Ecologically restore open forests which are being degraded – 3 million hectares (ha)
  • Grasslands revival – 0.4 million hectares
  • Wetlands revival – 0.10 million hectares
  • Ecological restoration of shifting cultivation areas, mangroves, scrub, ravines, cold deserts, & abandoned mining areas – 1.8 million hectares with different sub-targets.
  • Increase in forest cover in urban areas and its outskirts – 0.20 million hectares.
  • Increase in forest and tree cover on marginal agricultural lands/fallows and other non-forest lands which comes under agroforestry – 3 million hectares.
  • Increase forest-based livelihood income for about 3 million households in and around these forest areas.
  • Increase Carbon Dioxide sequestration to a range of 50 to 60 million tonnes by 2020.

Implementation of Green India Mission (GIM)

  • At the national level implementation is done by the Ministry of Environment and Forests.
  • The State Forest Development Agency to guide the mission at the state level.
  • At the district level, the implementation to be done by the Forest Development Agency.
  • The gram sabha and various committees are the key institutions for planning and implementation at the village level.
  • In urban areas, the ward level committees like Residents Welfare Association (RWA) linked to the municipality/municipal corporations facilitate planning and implementation under the mission.
  • Potential to develop 1 lakh skilled local community youth who would provide support in community-based forest conservation. They would act as a bridge between the community and implementing agencies such as the forest department.

How is the Green India mission different from other NAPCC missions?

It has a preparatory phase of 1 year which is missing in other missions of NAPCC, mentioned in related links given at the end of the article.

What are the features of GIM preparatory phase

Rs 50 crores were set aside from the National Clean Energy Fund for the preparatory year 2011-12. The amount was released for 21 states for 71 landscapes involving 708 villages. The activities in the preparatory phase included micro-planning, entry point activities, nursery development, landscape identification awareness and outreach.

Activities under Green India Mission are implemented under the convergence with Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Compensatory Afforestation Fund Management and Planning Authority (CAMPA) and National Afforestation Program (NAP).

The sharing pattern for plan outlay for centre and state would be 90:10 for the North Eastern States and 75:25 for the rest of the states respectively.

Parliamentary Committee Report – Performance of the National Action Plan on Climate Change

As per the observation of the Parliamentary Committee, approximately Rs 47 crore was allocated during 2017-18, which the committee found to be woefully insufficient, to meet the committed liability of approximately Rs 89 crores for 2 years i.e. 2015-16 and 2016-17.

Forest cover in India currently stands around 81 million hectares (The report mentions 75 million). The Parliamentary Committee raises a concern on the targets set for carbon sequestration. As per the Nationally Determined Contribution (NDC) of India, by the year 2020-30, the target to achieve is approximately 2.5 billion tonnes of carbon and to meet this target, India needs an additional forest cover to the tune of 30 million hectares. The Parliamentary report observes that till the year 2016-17, the target set for the afforestation was approximately 51,000 hectares, which comprises a minuscule proportion of the requirement.

GIM was supposed to be launched in 2012, but owing to financial constraints the mission was launched after 3 years in 2015.

The report also observed that in a span of 2 years 2015-16 and 2016-17, the mission failed to meet its targets by 34%. The target was to cover approximately 67,000 hectares of land, with the green cover but only approximately 44,000 hectares of land could be provided with the green cover.

The other shortcoming noted in the report is that mission only aimed at increasing the number of trees without taking into account the weather conditions and soil conditions. It is imperative to plant trees that solve environmental problems not inflate the problem. Hence planting trees like eucalyptus is doing a disservice in solving the environmental crisis. Incompatible trees will only create a drought-like situation and thus stagnating and destroying the biodiversity of the concerned region.

The report also takes cognizance of the differentiation between forest and a plantation and how plantations can never be a substitute for forests, although plantation activities are undertaken with the noble cause of increasing the green cover. Forests are an amalgamation of a variety of plants and trees which come in varied sizes and shapes. The report also observes that the growth of forests happens naturally and can be attributed to the climatic conditions prevalent in that particular area.

Most of the waste out there is produced by human activity. It consists of both biodegradable and non-biodegradable waste. However, waste generation is not a problem here; it is the careless behaviour of the people that is a problem. Littering is done on quite a large scale in India. Indians usually carelessly throw away waste on the streets in order to keep their houses and shops clean. 

Such behaviour by people leads to many problems. First, it makes our streets unhygienic, and many times, too dirty to even walk. Second, it harms stray animals such as dogs and cows, who consume waste such as plastic and paper which harms their bodies. Third, it makes the streets look ugly, decreasing tourism. Fourth, litter also mixes with the soil to affect plant growth in a negative way. Waste mixes in the soil and prevents water from pouring down, hence decreasing the water supply for plants and trees.

It is important to not only keep our cities and country clean but also green. Indian cities rank among the top most polluted cities in the world. Increasing the green cover – a term used to describe the land covered by trees and plants– will increase the level of oxygen in the cities. Lately, various new measures such as plant walls and vertical gardens are used to improve beauty while adding oxygen to the air. Also, trees and plants are planted on the sides of the streets for a long.

Such creative measures are also good for the economy. They increase the beauty of a place, thus attracting more tourists and boosting the economy. They have also created demands for various items such as plants, pots, pot stands etc., thus creating jobs.

Essentially, this means the carbon dioxide is absorbed from the atmosphere and stored in the trees; thereby reducing the carbon footprint on our planet.

Without this phenomenon, the earth would lose heat quickly and freeze. However, if large quantities of these gases persist, then the greenhouse effect would be accelerated. This was a cause for concern when pollution levels in India were significantly rising.

Our honorable Prime Minister, Narendra Modi shed light on the importance of cleanliness. This philosophy echoed the values of the Father of our nation, Mahatma Gandhi. So on 2nd October, which is celebrated as Gandhi Jayanti Prime Minister announced the Swachh Bharat Abhiyan Campaign in 2014.

The objective of this mission as the name suggests is to clean India. The Clean India campaign focuses on sanitation and hygiene in all parts of the country. The budget was over 30 billion dollars to invest in rural villages, small towns as well as cities.

In rural India, one of the major hindrances to cleanliness is open defecation, so the campaign set out to build more toilets to promote the need for sanitation. This is important because it allows men and especially women to avoid health problems caused due to lack of proper sanitation facilities. Last March, the Indian government implemented one of the most stringent coronavirus lockdowns in the world. With just a few hours’ notice, all 1.3 billion people in the country were ordered to stay at home for several weeks. Ongoing restrictions to limit the spread of the virus crippled economic activity. Businesses closed. Workers fled from cities. And India’s clean energy transition was put on pause .

Looking back, however, 2020 proved to be a decisive year for clean energy in India.

Bids for new solar projects hit record lows last year, affirming that coal is no longer the cheapest source of electricity. The country awarded landmark supply contracts for flexible renewable power, an important step in addressing the limitations of intermittent wind and solar. Cheap renewables were favored on the grid last year, which caused coal use to fall as energy demand plummeted amid the economic slowdown. Stimulus measures for utilities, an extension to project commissioning deadlines, and domestic solar manufacturing initiatives also helped to bolster the outlook for renewables.

But while the renewable energy industry endured a turbulent 2020, coal remains the dominant player in India’s electricity mix. With power demand expected to triple by 2040 as India’s population continues to achieve upward mobility, fossil fuels are poised to see continued growth even as the clean energy market thrives.

Two burning questions for India — and the world — are how fast the use of renewables and related clean energy technologies can scale, and to what extent can they mitigate the increase in fossil fuel use. As the second-largest coal-producing and -consuming country on earth and the third-largest emitter of greenhouse gases, India’s transition from carbon-intensive resources is a critical front in the global climate change fight.

Challenges lie ahead, but there may be cause for optimism. As the country grapples with the intertwined issues of air pollution, water scarcity and energy security, along with energy access and affordability, experts say they’re starting to see a future for India where coal will no longer be king.

"Despite the pandemic, there has been a slew of challenges for coal mining and generation, and the government is becoming clearer that energy transition is on track even as the economic recovery continues to take shape,” said Aarti Khosla, founder and director of Climate Trends, a Delhi-based strategic communications initiative, and former communication lead for WWF India.

“The energy transition is gathering speed,” she said. “It's no more a question of if the transition will happen or not. It's only a question of what the pace of the transition will be.”

Modi: India on track to "exceed" its renewable targets

Speaking at the United Nations Climate Ambition Summit in mid-December, Prime Minister Narendra Modi declared that India is on track to reach, and ultimately exceed, its ambitious renewable energy targets.

“India has reduced its emission intensity by 21 percent over 2005 levels,” he said at the virtual event, which marked five years since the adoption of the Paris Agreement on Climate Change. “Our renewable energy capacity is the fourth largest in the world. It will reach 175 gigawatts before 2022.”

India’s total installed capacity of renewable energy, not including hydropower, currently stands at 90 gigawatts. According to a year-end review by the Ministry of New and Renewable Energy, another 49.59 gigawatts of renewable energy capacity is under installation, and an additional 27.41 gigawatts of capacity has been tendered. This puts the total capacity of renewable energy projects already commissioned or in the pipeline at nearly 167 gigawatts.

Modi recently announced that he expects the country’s clean energy capacity to reach 220 megawatts by 2022 — besting the country’s 175-gigawatt target. India has an even more ambitious target of 450 gigawatts of renewable energy capacity by 2030. By that year, the government wants to meet half of the country's power demand with renewable energy resources.

“India is not only on track to achieve Paris targets but to exceed them beyond your expectations,” Modi said at the climate summit last month.

While leadership reaffirmed the country’s lofty goals, the pace of renewable energy deployment in India slowed significantly in 2020. Solar installations in the first nine months of the year totaled 1.73 gigawatts, marking a 68 percent decline from the same period in 2019, according to Mercom India Research . Wind installations also fell dramatically .

Still, India’s renewables industry weathered the market turbulence. Central and state governments took steps to support the domestic clean energy sector last year, which have put low-carbon energy resources in a position to see continued growth and claim a greater share of India’s coal-heavy power system.

Record-low solar bids and "must-run" status

One key action the Modi government took to bolster clean energy in 2020 was to grant wind and solar projects “must-run” status, which means that their power cannot be curtailed except in conditions that would compromise grid stability. Renewables were insulated from the decline in electricity demand as a result, while coal plants took a major hit.

During the 2019/2020 fiscal year, the average coal-fired power plant ran just 55.5 percent of the time, according to the Institute for Energy Economics and Financial Analysis (IEEFA) . In April 2020, the average Indian coal-fired power plant operated at just 40 percent capacity utilization, creating inefficiencies and ultimately increasing the cost of production.

In addition to granting renewables must-run status through the pandemic, the government launched multiple tenders for new renewable energy projects to meet India’s future energy demand. Not only did the auctions continue but the country also saw a series of record-low solar bids.

Last month, a 500-megawatt solar auction held by utility Gujarat Urja Vikas Nigam Limited set a new record for the lowest price in India of INR 1.99 ($0.0269) per kilowatt-hour.

The latest auction results narrowly beat a record set just a few weeks prior. In late November, state-owned Solar Energy Corporation of India announced the outcome of a 1.07-gigawatt solar auction in Rajasthan that attracted bids of INR 2 ($0.0270) per kilowatt-hour from Saudi Arabia-based Aljomaih Energy and Water Co. and Sembcorp Energy’s India arm Green Infra Wind Energy Ltd.

These recent historic bids are 15 percent lower than the previous Indian record of INR 2.36 ($0.032) per kilowatt-hour, submitted by Spanish developer Solarpack in an auction held earlier in the year. In addition, developers set a new record for solar-wind hybrid projects, quoting a price of INR 2.41 ($0.0326) per kilowatt-hour.

“Solar is now by far the lowest-cost source of new energy in India,” said Tim Buckley, director of energy finance studies for Australia and South Asia for IEEFA. Solar is helping to meet the country’s objective of making power affordable to low-income residents, he said. But that is far from the only benefit.

“India's economy is going to see its energy consumption double over the next decade or two, and they want to enhance energy security, which means they want to ideally use domestic energy supplies,” said Buckley. “They also have a massive air pollution problem, so they want to reduce the air pollution issues. They have a massive water security issue, too…so they want to use energy sources that are least taxing on their water supply. Solar ticks every one of those boxes.”

“And...it doesn't emit carbon dioxide or methane,” he added. “So there's an ancillary benefit that it helps solve the world's climate crisis.”

The combination of low-cost financing and expected solar module cost declines are among the key factors driving down solar prices in India today. Delivering on this year’s record-low solar bids will be a challenge; it will require developers to deploy the latest technology and accurately estimate costs for every project component.

But while the recent bid prices set a tough standard for the Indian solar industry, IEEFA analysts say that it demonstrates investor confidence in the sector and opportunities for continued cost reductions as the country strives to create a more sustainable and domestic-based energy system.

A boost for domestic solar manufacturing

In a testament to India's growing demand for low-cost and locally manufactured power, Indian power minister R.K. Singh announced last fall that the country would boost its domestic solar manufacturing base to reduce reliance on solar cells and modules imported from China. He also announced that renewables would replace the generating capacity from 29 coal plants slated to retire in the coming years.

State-owned enterprise Coal India — the largest coal-producing company in the world — announced that it will enter the solar value-chain business and launch a new renewable energy vertical. The company received board approval to establish an integrated solar wafer manufacturing facility in December. There are also reports that other state-owned companies could be required to establish a domestic polysilicon supply chain.

In November, Prime Minister Modi announced that the government will offer new incentives for Indian-made solar modules, which follows an announcement that solar modules have been included in a production-linked incentive scheme to help make domestic players more competitive abroad.

A lifeline for renewable projects and utilities

In addition to the measures above, the Indian government extended commissioning deadlines for wind and solar projects already under development, taking into account that developers couldn’t get their workers and equipment to their construction sites amid the lockdowns.

“They gave a blanket five-month extension to all projects, which was really essential,” said Sumant Sinha, chairman and managing director of ReNew Power, India's largest clean energy company.

Another significant step the government took to benefit the clean energy sector was to give power distribution companies (discoms) a roughly $13 billion liquidity injection as part of a stimulus package to shore up the Indian economy. The country’s discoms, which have long suffered from financial woes , fell deeper into debt due to weak power demand caused by the COVID-19 pandemic.

Because discoms purchase the power from renewable energy projects, the financial health of the utility sector is critical to keeping India’s clean energy transition moving forward. Analysts note that utility bailouts also benefit thermal power plants . But according to Sinha, the stimulus funding was critical to ensuring that renewable energy generators continued to get paid on time.

“All of these steps have really been very positive,” said Sinha, who recently published the book Fossil Free focusing on the drivers of India’s clean energy transition and path ahead. “I think they indicate that the Indian government is very serious about supporting the growth of renewable energy and they are willing to do whatever is required to push the agenda forward on that front.”

Landmark auctions for flexible renewable energy

As the share of renewables on India’s power grid continues to grow, so too does the demand for new technologies to balance better integrate these intermittent resources.

In January 2020, the Solar Energy Corporation of India (SECI) announced the results of its first peak power tender , requiring developers to couple wind and solar with energy storage to meet grid needs at times of peak demand. At 1.2 gigawatts, the auction represented one of the largest renewables-plus-storage tenders in the world. Greenko Group and ReNew Power ultimately won 900 megawatts and 300 megawatts of capacity, respectively.

SECI also held the country’s first tender for " around-the-clock " clean power last year, which requires developers to bundle solar with wind, hydropower or energy storage to provide an 80 percent plant load factor over the course of the year. ReNew Power was the sole winner in the around-the-clock auction, which was criticized for having terms that were both too tough and too lenient in turn.

These auctions mark a new era in India's energy transition. The government is seeking these new kinds of bids with a view to "making renewable energy more acceptable into the grid and enabling India’s discoms to buy more renewable energy," said Sinha. But he acknowledged that it’s still early days for the next wave of cleantech products and services in India.

There is only one utility-scale energy storage project deployed in India today: a 10-megawatt-hour pilot project owned by Tata Power Delhi Distributed Limited. ReNew’s peak power and around-the-clock projects will be the next battery installations to come online, and they’re still a year and a half out.

“The government is introducing all of these storage-based tenders [because] they are experimenting to ensure that...the storage ecosystem develops in India,” Sinha said.

The International Energy Agency forecasts that India will eventually become the largest market for utility-scale battery storage worldwide. But right now, the government is grappling with what the ecosystem for energy storage in India should look like, including the mix of standalone battery projects versus renewable energy hybrid systems and requirements for ancillary services.

"Over the last decade, India’s government had the luxury of focusing mostly on adding solar and wind energy capacity as fast as possible. Now it must walk, chew gum and much more," Varun Sivaram, senior research scholar at the Columbia University Center on Global Energy Policy, wrote in a recent analysis for the Aspen Institute .

"The next phase will require deep structural reforms to create a cleaner, more flexible and more efficient power system," he continued. "But given the impressive progress to date on deploying renewable energy and the willingness of the government to constantly experiment with new policy approaches, there is reason for optimism about India’s energy future."

National Mission for Green India (GIM)

The National Mission for a Green India or the commonly called Green India Mission (GIM), is one of the eight Missions under the National Action Plan on Climate Change (NAPCC). It was launched in February, 2014 with the objective to safeguard the biological resources of our nation and associated livelihoods against the peril of adverse climate change and to recognise the vital impact of forestry on ecological sustainability, biodiversity conservation and food-, water- and livelihood-security. It aims at protecting, restoring and enhancing India’s diminishing forest cover and responding to climate change through adaptation and mitigation measures. It envisages a holistic view of greening that extends beyond tree planting. GIM focusses on multiple ecosystem services such as biodiversity, water, biomass, preserving mangroves, wetlands, critical habitats etc. along with carbon sequestration. 

The Mission would strive for enhancing carbon sinks in sustainably managed forests and other ecosystems, adaptation of vulnerable species/ecosystems to the changing climate and adaptation of forest-dependent communities. The goals include increased forest/tree cover and improved quality of forest cover in millions of  hectares of forest/non-forest lands, improved ecosystem services including biodiversity, carbon sequestration and hydrological services along with provisioning services like fuel, fodder, and timber and non-timber forest produces and increased forest-based livelihood income of households living in and around forests. Traditional Ecological Knowledge of communities, along with forestry science and state-of-the-art technology would improve the Mission interventions. 

GIM also aims at convergence with complementary schemes and programmes for better coordination in developing forests and their fringe areas in a holistic and sustainable way, which is required to address the challenges being faced in environment, forest and wildlife sectors. A multidisciplinary team, both from Govt. and NGOs will be mandated to facilitate planning and implementation at cluster/landscape unit level. The Mission's emphasis on the landscape approach i.e. landscapes as large contiguous areas of forest/ non forest land, at different scale/levels provide better opportunity to meet targets for both National and State Forest policy. An integrated cross-sectoral approach would be implemented on both public as well as private lands with the involvement of grass root level organizations and local communities in planning, decision making, implementation and monitoring. Moreover, GIM would take into account the forces of de-greening operating across the country and thereby give special emphasis to relate to processes that halt ‘de-greening’.

Economic Results

Crop areas under this project needed more water, more fertilizers , more pesticides, and certain other chemicals. This increased the growth of the local manufacturing sector. Increased industrial growth created new jobs and contributed to the country’s GDP . The increase in irrigation created the need for new dams to harness monsoon water. The stored water was used to create hydro-electric power. All of this resulted in industrial growth, created jobs and improved the quality of life of the people in villages.

This new technology used frequent application of water, fertilizers, insecticides , larger volumes of transportation, electricity, etc. Not only the agricultural workers but also industrial workers got plenty of jobs because of the creation of facilities such as factories, hydro-electric power stations, etc. to back up the revolution.

Political Results

One of the most important factors that made Mrs. Indira Gandhi (1917-1984) and her party the Indian National Congress, a very powerful political force in India is this Green Revolution. India transformed itself from a starving nation to an exporter of food. This gave India admiration and appreciation from all over the world, especially from the Third world country.

Disadvantages of the Green Revolution

The negative social effect of the Revolution was also soon visible. Disparities in income have been widened by these innovations in agriculture. Rich landlords have control over the agricultural input and improved chemical fertilizers. The worst part is that the poor farmers found themselves handicapped by small farms of land and inadequate water supply. With complete agricultural techniques and inputs, the Green revaluation tended to have its most concentrated application on large farms.

As a concentration of the new technology to large farms, the Inequalities have further Increased. The poor farmers have been adversely affected by a growing tendency among the rich farmers to reclaim land previously leased out under tenancy agreement, which has been made profitable by higher returns from new technology.

The poor and backward class of farmers has been increasingly pushed into the rank of the landless laborer. A drastic increase in a higher level of rent with land value soaring. Also because of excessive use of fertilizers soil started to become alkaline or acidic depending upon the nature of the fertilizer used.

India has made a huge achievement in term of the Green Revolution, as it has provided an unprecedented level of food security. It has pulled a large number of poor people out of poverty and helped many non-poor people avoid the poverty and hunger they would have experienced had it not taken place. This revolution has saved over a billion people all over the world from famine.
