This research has been focusing factors affecting success of construction projects in Ethiopia, The driving force to study the selected area came from personal observation of the considerable delays in completion of construction projects undertaken in Ethiopia and the reworks and performance problems on the constructed projects. Being the second most population country and third most wide area of Africa continent , Ethiopia demands a highly growing infrastructural development. Among the developments desired at all corners of the region is construction of standard projects. Yet, as communities in region, we have been witnessing the significant delays in completion of different projects (i,e water projects and road construction projects) administered by Ethiopia construction sector administration bureaus. We have also heard the complaints of the society and several institutions for the inconveniences resulted by the delays of the projects for completion and the quality problems of the deliverables through various media. Moreover, number of different construction projects (i.e buildings, water sector and roads) are constructed without the ensuring quality and guarantee of project, due to that after a while (beyond life span) it may need maintenance and rehabilitation works resulting in spending of additional resources and time besides creating inconvenience on the users. Consequently, these projects will also be subjected to cost overrun , schedule over run and reworks are among other the factors resulting in cost overrun. Considering the failure of the construction projects, to be succeed in the three success dimensions of projects and the definition of project success given by other scholars, it can be implied that most of the projects executed by the authority have not been successful so far. ‘‘Time, cost and quality have their proven importance as a prime measure for project success and Project requirements are commonly assumed to be time, quality and cost of a project. Success and failure of any project will be measured by these three requirements.’’

The construction industry is dynamic in nature due to the increasing uncertainties in technology, budgets, and development processes. Nowadays, building projects are becoming much more complex and difficult. The project team is facing unprecedented changes. The study of project success and the critical success factors ~CSFs! are considered to be a means to improve the effectiveness of project. However the concept of project success has remained ambiguously defined in the mind of the construction professionals. Various attempts were made by different researchers to determine CSFs in construction. A number of variables influencing project success have been proposed. Some variables are common to more than one list, but there is no general agreement on the variables. This Project examines the success factors and determines which success factor is more critical in a successful completion of a project. From literature review and past studies, it was obtained that there were different directions and methodologies used in order to achieve the required target, goals and objectives. A structured questionnaire survey approach is considered to study the impact of various attributes and factors affecting success. The relative importance index method (RII) is used here to determine owners, consultants and contractors perceptions. In this study 63 factors affecting the success of construction projects are selected. These factors are grouped into 10 groups with the help of different literature reviews.

This research paper comprises three different case studies taken under consideration and involves a step-by-step analysis of all three. The analysis of these case studies is based on the fundamentals of Project Management Techniques and the way it was implemented by the Project Managers during the different phases of the project to achieve success. The purpose of this research is to study the projects which avoided failure even at the toughest times and proved any project can be successful if managed and executed with proper project management techniques. The measurement of project success in the construction industry, in general, has been grounded in the conventionally accepted objective oriented success metrics. However, recent evidences in the field has suggested a holistic perspective than the traditional measures that considers subjective as well as objective metrics in assessing project success. The main purpose of the study is to examine the success rate of the public building construction projects in Addis Ababa, Ethiopia by devising a project success measurement model. The failure of governmental building construction projects has a negative effect on the development of any country; particularly, for those developing countries like Ethiopia that use foreign loans for such purposes. Design/methodology/approach The study adopted a descriptive and explanatory research design. A structured questionnaire was used to collect data from 78 purposely selected key project stakeholders and analyzed using both descriptive and inferential data analysis techniques, including fuzzy scientific evaluation model and earned value analysis method. Findings The result of fuzzy scientific evaluation model revealed that from the studied projects, 6 out of 11 and 4 out of 11 showed moderately and slightly successful performance. The result of earned value method implies that 9 out of 10 projects (due to data limitation one project is not included in the analysis) recorded poorly successful performance in terms of both cost and time criterion. The results of both models are almost the same. Research limitations/implications Although this study is confined to only the quantitative aspect in examining the success rate of public building construction projects in Addis Ababa, it provides an important insight to Policies and strategies intended to improve the performance of construction projects in Addis Ababa in Ethiopia Originality/value: This study is important especially to decision-makers to make informed decisions regarding public building construction projects performance management in Ethiopia. In this regard, this study provides valuable information and evidence on the success rate of public building construction projects in Addis Ababa by devising a context referenced project success measurement model.

I The chief defect of all hitherto existing materialism – that of Feuerbach included – is that the thing, reality, sensuousness, is conceived only in the form of the object or of contemplation , but not as sensuous human activity, practice , not subjectively. Hence, in contradistinction to materialism, the active side was developed abstractly by idealism – which, of course, does not know real, sensuous activity as such. Feuerbach wants sensuous objects, really distinct from the thought objects, but he does not conceive human activity itself as objective activity. Hence, in The Essence of Christianity , he regards the theoretical attitude as the only genuinely human attitude, while practice is conceived and fixed only in its dirty-judaical manifestation. Hence he does not grasp the significance of “revolutionary”, of “practical-critical”, activity. II The question whether objective truth can be attributed to human thinking is not a question of theory but is a practical question. Man must prove the truth — i.e. the reality and power, the this-sidedness of his thinking in practice. The dispute over the reality or non-reality of thinking that is isolated from practice is a purely scholastic question. III The materialist doctrine concerning the changing of circumstances and upbringing forgets that circumstances are changed by men and that it is essential to educate the educator himself. This doctrine must, therefore, divide society into two parts, one of which is superior to society. The coincidence of the changing of circumstances and of human activity or self-changing can be conceived and rationally understood only as revolutionary practice . IV Feuerbach starts out from the fact of religious self-alienation, of the duplication of the world into a religious world and a secular one. His work consists in resolving the religious world into its secular basis. But that the secular basis detaches itself from itself and establishes itself as an independent realm in the clouds can only be explained by the cleavages and self-contradictions within this secular basis. The latter must, therefore, in itself be both understood in its contradiction and revolutionized in practice. Thus, for instance, after the earthly family is discovered to be the secret of the holy family, the former must then itself be destroyed in theory and in practice. V Feuerbach, not satisfied with abstract thinking, wants contemplation; but he does not conceive sensuousness as practical, human-sensuous activity. VI Feuerbach resolves the religious essence into the human essence. But the human essence is no abstraction inherent in each single individual. In its reality it is the ensemble of the social relations. Feuerbach, who does not enter upon a criticism of this real essence, is consequently compelled: To abstract from the historical process and to fix the religious sentiment as something by itself and to presuppose an abstract – isolated – human individual. Essence, therefore, can be comprehended only as “genus”, as an internal, dumb generality which naturally unites the many individuals. VII Feuerbach, consequently, does not see that the “religious sentiment” is itself a social product, and that the abstract individual whom he analyses belongs to a particular form of society. VIII All social life is essentially practical. All mysteries which lead theory to mysticism find their rational solution in human practice and in the comprehension of this practice. IX The highest point reached by contemplative materialism, that is, materialism which does not comprehend sensuousness as practical activity, is contemplation of single individuals and of civil society. X The standpoint of the old materialism is civil society; the standpoint of the new is human society, or social humanity.
