The University Grants Commission (UGC) has released the guidelines for PhD scholars in 2024 to ensure that the students are eligible for PhD program. The main objective of these guidelines is to ensure that students get suitable opportunities and facilities to pursue their doctoral studies in a smooth and seamless manner. - A student must have completed a four-year bachelor’s degree program in any subject with at least 75 per cent marks in aggregate or equivalent grade. A relaxation of 55 marks is also provided to the special category like SC, ST, OBC (non-creamy layer), economically weaker sections differently abled and others below the poverty line.
- From 2024-2025 session The National Eligibility Test (NET) scores will be used for PhD admissions to reduce the need for separate entrance tests conducted by numerous universities and higher education institutions, as per the University Grants Commission.
- The NET exam is taken twice a year i.e. in June and December. The scores are currently used to award Junior Research Fellowship (JRF) as per the general eligibility for appointment as an assistant professor for those who have a master’s degree.
- The eligibility criteria also include , having passed all final year examinations as prescribed by the University Grants Commission (UGC). This consists of all examinations from first to fourth years including practical, internal assessments and thesis defense.
- Having cleared the entrance test for admission into Ph D courses at this institute or any other university affiliated to the University Grants Commission
The UGC-NET Exam registration will start on the 10th of May. All aspiring candidates can register from 10 th May. Following are the necessary registration steps:
- Navigate to the Homepage: Go to the official website of the UGC-NET exam.
- Find the Notification: Search for the notification that mentions the “Apply Online” link for the UGC-NET exam.
- Click on the Link: Click on the “Apply Online” link to start the registration process.
- Register as a New User:
- Enter your name, email address, mobile number, and date of birth.
- Create a strong password for your account.
- Choose a Security Question:
- Choose a security question and provide a suitable answer. This will be used for account recovery purposes.
- Complete Registration:
- After entering all the major details, submit the registration form.
- Save the credentials (username and password) generated during registration for future use.
- Once registered, log in using the credentials you created.
- Make sure to save your login details for future reference.
By following these crucial steps, you should be able to register as a new user and access the UGC NET exam application form .
When the UGC NET application form begins, you can apply for it online.
- Login in with your account with your crucial credentials on the official website of the National Testing Agency (NTA) or the UGC-NET portal.
- Carefully read the necessary instructions provided to fill in the required details such as personal information, education qualifications etc.
- Check up for all the crucial details carefully and upload the required document. Make sure to upload in the necessary format.
- Then significantly upload scanned copies of passport-sized photographs and signatures as per the given format and size from the University Grant Commision.
- With utmost attention and guidelines carefully review the application.
- The minimum course duration is three years and two years for all regular courses offered at the undergraduate, postgraduate and research levels. This new rule was implemented to ensure that students can complete a program in a reasonable time frame.
- There will be no changes to what is considered as an extension of a regular course except for those who have taken up an internship or placement program that extends beyond six months in duration.
Qualified candidates for UGC NET
- Those eligible for PhD admission with JRF and assistant with JRF and assistant professor appointment
- Those eligible for PhD admission without JRF but for assistant professor appointment
- Those only available for PhD program admission
The number of seats eligible for approval by UGC in all PG courses should be at least 50% of the total seats available.
UGC Guidelines 2023 will have diverse options for students choosing Distance Learning (Especially for women). These include:
- Self-financing mode (i) where a student pays for the course fee directly;
(ii) where a student pays for the course fee through their own resources or through some other form of financial assistance such as scholarships and grants etc.;
The University Grants Commission (UGC) has mandated PhD scholars to publish at least one research paper in a UGC refereed/peer-reviewed journal before the submission of the dissertation/thesis for adjudication.

UGC approves use of National Eligibility Test (NET) scores for PhD admissions from 2024-25 session
The announcement came following the 578th ugc meeting held on march 13, where an expert committee's recommendations were considered. the net is conducted twice a year, in june and december, to award junior research fellowships (jrf) and select assistant professors for those holding master's degrees.
Under the new rules, candidates who qualify for the UGC NET will be eligible for three categories:
- PhD admission with JRF and assistant professor posts
- PhD admission without JRF and for assistant professor posts
- Admission to PhD programs only
However, it's important to note that for creating a merit list for PhD admissions, 70 per cent weightage will be given to the UGC NET scores, while the remaining 30 per cent will be based on interviews.
The UGC NET June 2024 notification is expected to be released soon on the official website at ugcnet.nta.nic.in. It's worth noting that NET scores remain valid for one year.
This move by the UGC aims to provide a unified and streamlined process for PhD admissions across universities, reducing the burden on candidates who previously had to prepare for multiple entrance exams. New Rules on PhD Admission in India
The University Grants Commission, UGC has implemented new regulations on PhD (Doctor of Philosophy) degrees from 7 November 2022. Known as " UGC Minimum Standards and Procedures for Award of PhD Degree Regulations 2022 ," these rules have replaced the erstwhile rules notified in 2016. The new regulation modifies the eligibility requirements, admissions process, and evaluation methodologies governing doctoral programmes in colleges and universities of the country.
With this move, India has simplified and streamlined the rules governing research programs and brought them in line with the prevalent global practices. Just so you know, these guidelines were released for feedback from stakeholders in March 2022 itself. By incorporating several feedbacks into the draft, it has finally been notified and implemented across the country since 7 November 2022.
Students and scholars pursuing, or planning to pursue, a PhD through old criteria have nothing to worry about as the new rules will have no effect on the status quo. To elaborate further, candidates pursuing or having completed MPhil will continue to remain eligible for admission to PhD programmes.
Now Graduates can do PhDs
Students who have completed a 4-year undergraduate course, or completed the first year of PG after a 3-year graduation, are now eligible for direct admission to a doctorate programme. Be mindful that a minimum of 75 per cent marks in aggregate OR a Cumulative Grade Point Average (CGPA) of 7.5 is a must to apply for PhD programs.
What about 3-year bachelor's Degree students now studying in PG? How to calculate their marks?
In case you don't have 75 per cent aggregate marks in graduation (be it a 3 or 4 years course), pursue a one-year master's programme and score at least 55 per cent in that and you become eligible.
MPhil Program gets dropped!
The new Rules discontinue the Phil programme altogether. However, that will have no bearing on those holding or pursuing M.Phil degrees currently. So M.Phil students can now take a deep sigh of relief.
No Need for UGC NET/JRF
Universities and colleges will be free to admit students through the NET (National Eligibility Test)/JRF (Junior Research Fellowship) qualification route as well as entrance exams; whatever they wish!
The individual institution can holds entrance tests to admit students to PhD programs. The "entrance test shall consist of 50 per cent research methodology and 50 per cent subject-specific". Those clearing the entrance test will get admission into the course irrespective of whether they have passed the UGC NET/JRF or not.
So can we say goodbye to UGC NET?
Rules regarding entrance test for PhD admission:
The entrance Exam must consist of a Written Test (70% weightage) and a Personal Interview (30% weightage).
As per the new guidelines, PhD students may be given 4 to 6 hours per week of teaching/research assistantship for conducting tutorial or laboratory work and evaluations.
Freedom from publishing research articles
In a relief to many scholars, the mandatory requirement to publish research articles in peer-reviewed publications or present them at conferences has been done away with. The reason behind this move is mushrooming of 'paid-for' journals publishing anything and everything (read garbage) just to help students fulfil the legal requirements for getting the coveted degree.
Concept of Part-time PhD Degree
After a part-time MBA, here comes a part-time PhD program for working professionals. Candidates, however, have to submit a "No Objection Certificate (NOC)" issued by the employers to the college. It's important to know for the college that the employer has no problem in letting the employee study for a part-time degree.
Good News for EWS Students
The revised regulations provide for a 5% relaxation in the entrance test for EWS students.
Benefits of the new rule
Scrapping the requirement of research publication will help more people complete the PhDs they start.
- It is hoped that the new progressive regulations will improve the quality of research in India. By opening up the field to almost all aspirants, the move will also increase the pool of scholars and address the shortage of faculty members in higher education in India in the coming few years.
- Faculty members with less than three years of service before superannuation shall not be allowed to supervise new research scholars. Most of the time they retire before their disciple can complete their PhDs and thus leaving them in the lurch and in search of a new guide derailing their efforts.
- Now each supervisor can guide up to two international research scholars on a supernumerary basis over and above the permitted number of PhD scholars.
- The higher education institutes have been given the freedom to decide their own selection procedure for PhD admission of international students. However, they do have to toe the guidelines/norms set by statutory/regulatory bodies regarding admission.

A doctorate in India is for those who are passionate about deep research. These studies often lead to new discoveries or significant scientific advances. Some findings improve our understanding of the world.
Others spark scientific revolutions acknowledged for decades. In this blog, we explain UGC regulations for pursuing a PhD in India. The guidelines are called UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022.
They apply to :
- Universities established by Central, Provincial, or State Acts
- Institutions deemed to be Universities under Section 3 of the UGC Act, 1956

What are the Guidelines for Pursuing a PhD Program
The University Grant Commission (UGC) has decided starting in the 2024-25 academic year, that NET scores will be used for PhD admissions. This will replace the entrance exams that universities and higher education institutions used to hold. This change was announced on March 27, 2024 :

Three criteria are used to group NET scores :
- Award for JRF & Assistant Professor Appointment is the first category : If you meet the requirements, you can be considered for a PhD program, you are eligible for a Junior Research Fellowship, and an Assistant Professor appointment.
- Promotion to Assistant Professor and PhD Admission is the second category : The Junior Research Fellowship is not available to candidates in this category. You are still able to get a PhD and be assigned as an assistant professor, though.
- PhD Admission Only is the third category : Only PhD admission is eligible for this category. It is not possible for you to be appointed as an Assistant Professor or get a Junior Research Fellowship.
- Moreover, 30% of the weight for PhD admission comes from the interview and 70% comes from your NET score.
- For categories 1 and 2, the NET score is valid for a year, therefore you must submit a PhD admissions application within a year of passing the UGC NET.
Who is eligible for a PhD Program?
- 1-Year Master’s Degree : Candidates with a 1-year divided into 2-semester Master’s degree, must have completed an undergraduate of 4 years with at least 55% marks or a 'B' grade on the UGC 10-point scale can apply to a PhD Program.Or you must have an Equivalent degree from an accredited foreign university are also accepted.
- 2-Year Master’s Degree : Candidates with a 2-year divided into 4-semester Master’s degree must meet the same eligibility as above.
- Bachelor’s Degree : Candidates with a 4-year divided into 8-semester Bachelor’s degree are only allowed not with a 3-year bachelor’s degree for Research need a minimum CGPA of 7.5/10. Or a 75 percent mark in the graduation.
M.Phil. Candidates :
- Candidates who completed the M.Phil. coursework with at least 55% marks or a 'B' grade on the UGC 10-point scale are eligible. Equivalent degrees from accredited foreign institutions are also accepted.
- If the M.Phil. dissertation is evaluated and recommended for the award, candidates can be admitted to the Ph.D. program provisionally before the viva voce.
Relaxations :
- Marks Relaxation : A 5% relaxation in marks (from 55% to 50%) or equivalent grade relaxation is allowed for SC/ST/OBC category, Differently-Abled, Economically Weaker Section (EWS), and other categories as per the Commission’s decision.
- CGPA Relaxation : A relaxation of 0.5 in the CGPA score (to 7/10) or an equivalent grade is allowed for the same categories mentioned above.
Note : The 55% eligibility marks (or equivalent grade) and the 5% relaxation for specific categories are based only on qualifying marks without including grace marks.
Program Duration
- The duration of a PhD Program is a minimum of 2 years excluding a course work and it can extend up to 6 years.
- Extensions beyond six years are allowed as per the institution's rules, but not for more than two extra years.
- Women and Persons with Disabilities over 40% disability can get an extra two years for their Ph.D. Women can also take up to 240 days of Maternity/Child Care Leave during their Ph.D.
- For student exchanges that help complete the thesis, leave may be granted from the second year onwards
- Short research trips (less than one month) need supervisor and department head approval.
- Longer research missions that last more than one month need department proposals and approval from the Research Advisory Committee for work in National/International Research Labs or Centres of Excellence.
Admission Procedure of a PhD Program
Ph.D. candidates may apply to any university using the National Eligibility Test (NET), a National Admission Test, or one of their own admission exams. Universities are required to comply with notifications on common entrance exams issued by the Ministry of Education or the UGC.
Colleges and universities that provide Ph.D. programs need to :
- Determine the annual number of Ph.D. candidates to accept based on the facilities and supervisors that are available.
- Publicize on their website and in two national publications (one in the local language) the availability of seats, the entrance requirements, and other pertinent information.
Observe any state or federal reserve laws :
The admissions requirements must take into account state and federal reservation rules, as well as UGC and other legal requirements. A two-stage admissions process utilizing National Level Entrance Exams or comparable exams will be used.
- Those who meet the requirements for the NET and JRF will occupy 60% of the seats, while those who pass the university or common admission exam will occupy 40%. Candidates from the other category may fill open seats in accordance with reservation policies and merit.
- Research, analytical, understanding, and mathematical skills will all be evaluated through an entrance exam. With a 50% qualifying mark (45% for SC/ST/OBC and Differently-abled candidates, it will be held in centers that have been notified. Within a month, a Special Admission Drive will take place if the reserved seats are not filled.
- Candidates will describe their research interests via interview. For applicants who pass the entrance exam, selection will be made in a 70:30 ratio; for JRF/NET candidates, selection will depend only on the interview. There will be distinct merit lists released.
The interview will evaluate :
- The applicant's research proficiency of the candidate.
- The capacity of the organization to fund the study.
- The study topic's applicable.
- Academic institutions are required to publish a list of all Ph.D. candidates, together with their name, research subject, supervisor's name, and registration date, on their website each year.
Course Work
The Ph.D. program requires a minimum of 12 credits and a maximum of 16 credits.
Coursework is a prerequisite for Ph.D. preparation. Four credits must be assigned to one or more courses on Research Methodology, covering quantitative methods, qualitative methods, 3) computer applications, research ethics, review of published research in the relevant field, and fieldwork.
All Ph.D. students must take courses in teaching, education, pedagogy, or writing related to their subject.
Other courses will be advanced-level to prepare students for their Ph.D.
Experienced researchers with original contributions can choose courses that help monetize their intellectual property.
Credits earned from coursework can be transferred between institutions through the Academic Bank of Credits.
Ph.D. students should gain 3-4 hours of teaching experience per week through assistantships or other knowledge dissemination activities.
Dissemination activities, including presentations, articles, and research, must be approved by the Research Committee.
All Ph.D. courses must meet credit hour requirements and be approved by academic bodies.
The Department, based on the Research Advisory Committee's recommendations, will prescribe courses for the scholar.
Ph.D. students must complete coursework within the first one or two semesters, with blended learning options in case of pandemics.
Candidates with an M.Phil. may be exempt from Ph.D. coursework.
Government-sponsored candidates may also be exempt if they have completed equivalent coursework.
Course grades will be assessed by the Research Advisory Committee and the Department.
Ph.D. students need at least 55% marks or an equivalent grade to continue and submit their thesis.
Evaluation and Assessment
- Ph.D. candidates must begin research and prepare a draft dissertation or thesis within a response time frame specified by the university after finishing courses with the necessary grades.
- Scholars are required to present their work to the Research Advisory Committee and obtain feedback from faculty members and other researchers before submitting their thesis.
- It is encouraged to present research at conferences and publish it in peer-reviewed publications. Universities have the authority to establish standards and should guarantee the caliber of Ph.D. degrees.
- An originality report generated by anti-plagiarism software must accompany the thesis submission. Managers need to look over this report.
- Institutions need a way to identify plagiarism. A statement of originality from the student and a supervisory certificate must be submitted with the thesis.
- The supervisor and two outside examiners, who are professionals not affiliated with the university, will assess the thesis. Examiners may come from outside India, but at least one must be from outside the state.
- The supervisor and one or more external examiners will conduct the Interview test. The Research Advisory Committee, academic staff, research researchers, and other specialists are welcome to attend.
- The applicant and supervisor are required to notify the institution if the study findings result in the possibility of intellectual property rights. It is possible to handle the thesis in private and to postpone the public defense for up to a year.
- Only if the examiners approve the thesis only then will the Interview take place. An additional examiner will be consulted if one examiner rejects it. The thesis will be dismissed if the secondary examiner concurs.
- After submission, the Ph.D. thesis assessment procedure should be finished in full within three months.
- It is recommended for Ph.D. scholars to spend a minimum of three consecutive weeks, one to six months, working at different research institutes, including foreign ones.
PhD through Distance or Online Mode
Ph.D. programs cannot be conducted through distance education or online mode. However, candidates in service can pursue a Ph.D. as long as they meet all eligibility conditions specified in the Ph.D. regulations.

PhD: UGC revises eligibility, admission & evaluation norms
A draft notification has been issued, revising the regulations for awarding Doctor of Philosophy, i.e., PhD, by institutions under the University Grants Commission (UGC). These would come into effect from the date of publication in the Union Gazette. This would modify the May 5, 2016, Regulation and its subsequent two amendments.
The proposals on the criteria for admission, eligibility, programme duration and evaluation are the following:
A) Proposed admission norms Admission should be given via the National Eligibility Test (NET) of the UGC or similar recognised test.

Each year, the universities and colleges can determine the number of seats while taking into account the number of available research supervisors, basic facilities and the student-teacher ratio.
Relevant information such as the number of seats, subject-wise list, admission criteria and procedures should be published on the website in advance. If there is an entrance test, details of that should also be included. Details should also be published in two newspapers, including one in regional language.
The central/state reservation policy should be adhered to.
Sixty per cent seats to be filled from NET/JRF, while 40 per cent seats from the university/common entrance and the interview conducted by the institution. In case of vacant slots in one category, these can be filled from the other category.
Only those candidates with 50 per cent marks in the entrance exam should be considered. For SC/ST, OBC and differently-abled, 45 per cent.
Candidates in the NET/JRF categories should be ranked on the basis of their interview, and the others on their performance in the written test (70) and interview (30).
If retired professors get appointed as an emeritus professor at the same university, they can continue as supervisors till the age of 70.
B) Proposed eligibility norms One-year/two-semester Master’s degree with 55 per cent marks in aggregate or equivalent grade, after a four-year under-graduate degree. Two-year/ four-semester Master’s degree with 55 per cent marks or equivalent grade Four-year/ eight-semester 'bachelor’s degree with research' with a grade point average of at least 7.5/10.
Applicants should have completed MPhil course work, with 55 per cent marks in aggregate or equivalent grade. Candidates pursuing MPhil but have not completed viva voce and final defence can be given admission to PhD on a provisional basis.
Candidates in the SC/ST, OBC and differently abled categories and the economically-weaker section need only 50 per cent marks. The minimum marks/grade should be considered without including the grace mark.
C) Norms on programme duration The programme duration should be 2 to 6 years, excluding course work. If the duration is extended as per the special rule of a particular institution, it should not be more than 2 years.
For women and the differently abled, the duration can be extended up to 2 years. Women can also avail maternity/ childcare leave for 240 days. Women who have to relocate due to marriage or any other reason can be allowed to transfer the research study to a new centre, subject to conditions.
There is also a provision to take leave for a few weeks to take part in a student-exchange programme in the country or abroad that would help in preparing the thesis.
D) Evaluation method An anti-plagiarism software report also needs to be submitted along with the draft dissertation or thesis on the satisfactory completion of the course work. It is recommended to present the research work in the journal or present it in the conference, with the permission of the institution. But not mandatory.
No university or college should conduct the PhD programme in the distance education mode or online mode. Those in service should also follow the above-mentioned provisions while pursuing PhD.
Even though there is no MPhil programme from 2022-23 academic year onwards, the already earned MPhil degree would remain valid. On the satisfactory completion of the programme, the PhD provisional certificate should be given to the research student.

New Delhi, 16 November 2022, UGC New Guidelines – The University Grants Commission (UGC) has issued new eligibility criteria and made amendments to the existing regulations for PhD (Doctor of Philosophy) degrees. As per the recent guidelines, candidates must secure 75% marks in a four-year undergraduate program and if they fail to do so, they have to apply for the master’s programme and score a minimum of 55% marks.
Note –
- The PhD scholars are now required to teach or provide research apprenticeship to the students for a minimum of 6 hours per week.
- The working people can apply for part-time PhD programmes and provide a “No Objection Certificate” from the respective organisation.

UGC New Guidelines – Eligibility Criteria
- Candidates must have 1/2 year master’s degree after 3/4 years of bachelor’s degree with a minimum of 55% marks in total.
- Those seeking admission after 4 years of the bachelor’s degree programme, must secure a total of 75% marks in aggregate.
- Candidates who have completed the M.Phil. programme with a minimum of 55% marks are also eligible to apply for the PhD programme.
Note – The relaxation of 5% marks will be given to the candidates who belong to the categories of Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Class (OBC), and Economically Weaker Section (EWS).
UGC New Guidelines – Duration of the Programme
- The programme shall be for a minimum of three years and a maximum of six years from the date of commencement.
- The additional two years can be given through the re-registration process. However, the total period should not exceed eight (8) years.
- Female candidates and Persons with disabilities (PwD) are allowed a relaxation of two years.
- Female scholars can take maternity or childcare leave for up to 240 days.
UGC New Guidelines – Admission Process and Research Supervisors
- Students are required to pass the entrance examination with a minimum of 50% marks. The entrance test will be course-specific.
- Candidates will be called for an interview after the announcement of results. The weightage of the entrance test will be 70% marks and the rest 30% marks will be based on the performance in the interview round.
Research Supervisors
- The faculty members who are working as Professors/Associate Professors in their institutions cannot supervise scholars of other institutions. They can work as co-supervisors for such institutions.
- In multidisciplinary research work, institutes can appoint co-supervisors from other institutions or departments.
- The faculty members who have less than three years of experience are not eligible to take research scholars under their supervision.
UGC New Guidelines – Evaluation Process
- Candidates must complete the coursework within the allotted time frame and acquire a minimum of 12 credit points to produce a draft of the final thesis.
- Candidates must create a presentation and present it in front of the Research Advisory Committee (RAC).
- The institutions will check the plagiarism to detect the uniqueness of the content.
- After the successful completion of plagiarism detection, candidates can submit the research work with a declaration of plagiarism-free content.
- Candidates will go through the viva and interview process that will be conducted by the respective institutions.

NEW DELHI: After proposing amendments to the existing guidelines for PhD programmes in March, the University Grants Commission (UGC) has now made extensive changes in regulations on PhD admissions.

As per the revised PhD eligibility criteria, candidates with a four-year undergraduate degree with a minimum 75% marks or its equivalent grade will be eligible for a PhD.
Such candidates can register after completing a one-year master’s programme after a four-year bachelor’s programme. Students who have completed a conventional three-year bachelor’s degree must complete a two-year master’s degree programme with at least 55% marks or its equivalent grade to be eligible.
Currently, several universities ask for MPhil dissertation for admission to PhD programmes, however, the National Education Policy (NEP 2020) does not endorse the degree. By scrapping MPhil, a preparatory degree for PhD programmes, in the new regulations UGC has aligned the admission requirements with the NEP 2020.
One of the primary changes is the scrapping of 2016 regulations that made publishing a research paper in a peer-reviewed publication a requirement for a PhD. A section of students has called the step one that could “hamper academic rigour” as well as impedes inclusivity in higher education. Despite the relaxation, the All India OBC Students Association (AIOBCSA) has urged the backward class PhD aspirants to work on producing quality research papers .
The UGC has asked higher educational institutes to initiate steps to implement new PhD regulation on Monday.

What are the changes in the PhD admission process?
The UGC has dropped the plan to reserve 60 percent of the total seats for applicants who have qualified the National Eligibility Test (UGC-NET) or Junior Research Fellowship (JRF). Universities and colleges will admit students through the NET or JRF entrance route as well as institute-level entrance exams.
The institute-level entrance test, however, must assign 70% weightage to the entrance test scores and 30% to the performance in the interview or viva-voce. “The entrance test syllabus shall consist of 50% of research methodology, and 50% shall be subject specific,” the new guidelines state.
In the entire duration of the PhD programme, female candidates will be eligible for a maternity leave or child care leave for up to 240 days.
Can MPhil students apply for PhD?
Even though MPhil has been scrapped in the new regulations, the UGC has made provisions for PhD admissions for those who already have an Mphil degree. Candidates who have completed M.Phil. programmes with at least 55% marks in aggregate or its equivalent grade in a foreign educational institute will be eligible for admission to PhD programme in India.
A relaxation of 5% marks has been provided to students who belong to historically marginalised Scheduled Caste, Scheduled Tribe and Other Backward Castes communities. The same relaxation has also been given to differently-abled, and Economically Weaker Section (EWS) students as well.
How will research supervisors be allocated in PhD?
Like before, eligible professors, associate professors and assistant professors can continue to guide up to eight, six, and four PhD candidates respectively at any given time.
In case of interdisciplinary or multidisciplinary research work, if required, UGC rules allow engaging a co-supervisor from outside the department, college or university.
Teachers with less than three years of service before superannuation will not be allowed to take new research scholars under their supervision. However, they can continue to supervise PhD scholars as co-supervisors before attaining the age of 70.
Earlier, teachers were allowed to take up MPhil students along with PhD scholars. After the new rules come into force, this will be discontinued. The new rules also allow supervisors to guide up to two international research scholars on a supernumerary basis “over and above the permitted number of PhD scholars”.

What are the new PhD academic requirements?
A PhD scholar will have to earn a minimum of 12 credits which should include a course in “research
and publication ethics”. As per the latest UGC regulations, a PhD candidate will have to appear before a research advisory committee to make a presentation and submit a brief report on the progress for evaluation every semester. In case the progress is unsatisfactory, the committee will “record the reasons” and suggest corrective measures.
All scholars will mandatorily have to undergo training in teaching, education, pedagogy or writing related to their chosen PhD subject. For this, four to six weeks will be assigned to earn credits.
To retain research integrity, the UGC regulations also direct institutions to use “ well-developed software” applications to detect plagiarism in research work. In 2018, the ministry of education had notified stringent measures to counter the long-standing issue of plagiarism in PhD thesis.
What are the part-time PhD UGC guidelines?
The eligibility conditions are the same for both full-time and part-time candidates. Like the former, the part-time candidates will also be assessed every semester.
In addition, the PhD candidates will also have to produce a no-objection certificate or NOC from their employer to be eligible. The NOC must specify that they will be given sufficient time for research work and they will be allowed to take time off to complete the course work.

The story so far: The University Grants Commission (UGC) has made sweeping changes in its latest regulations governing the award of PhDs. Important changes such as abolishing of MPhils, relaxing course work for obtaining PhDs and allowing candidates to register for a PhD after finishing four years of a graduation programme, have been seen as steps that could lead to diminishing academic rigour as well as impediments to inclusivity in higher education.
What are the key changes?
The UGC on November 7, 2022 notified the University Grants Commission (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022. One of the notable changes it made was to the evaluation and assessment criteria for the award of the degree, where it has waived the need to mandatorily publish a research paper in a peer-reviewed journal. This is accompanied by completely abolishing MPhil, which has been a gateway for PhD programmes, in line with the recommendation in the National Education Policy 2020. The eligibility criteria for admissions too have been revised, and a candidate can register after completing a one-year (or two semester) master’s degree programme after a four-year (or 8-semester) bachelor’s degree programme or a two-year (or four-semester) master’s degree programme after a three-year bachelor’s degree programme with at least 55% marks or its equivalent grade.
There are also important changes to course work. Earlier, the description of course work candidates needed to finish was more detailed, with at least four credits assigned to courses on research methodology. Candidates were also required to finish this either in the first semester, or by the second semester. Only candidates who were awarded MPhil or had completed their MPhil were exempted. But the new regulations leave it more open ended and says that all PhD scholars “shall be required to train in teaching/ education/ pedagogy/ writing related to their chosen PhD subject.” They can also now be assigned 4-6 hours per week of teaching/research assistantship for conducting tutorial, or laboratory work and evaluations.
The UGC now also allows part-time PhDs, a practice that was disallowed under the 2009 and 2016 regulations.
How will research scholars be evaluated under the new regulations?
PhD scholars will be required to undertake research work after completing their course work, make a presentation and produce a draft dissertation or thesis. If the evaluation of the submission is satisfactory, the candidate will have to defend the thesis in a public viva voce. They will not have to publish a research paper in refereed journal and make two paper presentations in conferences or seminars before submitting the thesis. The Chairman of UGC M. Jagadesh Kumar says that while publishing a paper in a peer-reviewed journal is not mandatory anymore in order to curb unethical practices such as pay-to-publish or plagiarism, students should be motivated and trained to publish in peer-reviewed journals and present at conferences. He says that a one-size-fits-all approach is not desirable as doctorals in computer science prefer presenting their papers at conferences rather than publishing them in journals. Former UGC Chairman and Ambedkarite, Sukhdaeo Thorat, welcomed the move to discontinue publishing papers in journals as it would often lead poor candidates to pay to get published like their peers, as well as put them at a disadvantage as they wouldn’t have contacts to get published. However, Jamia Milia Islamia Professor Furqan Qamar says that while these concerns are valid, there is a need to provide enhanced and cost-effective opportunities to the researcher to publish as there is a limited availability of quality journals but far more researchers. He cites from the Scopus database of scientific publications for 2020 to point out that India accounted for only 4.52% of total research papers in the world though it accounts for 12% of the global faculty pool.
Are there other concerns?
Experts like Professor Thorat say that discontinuing MPhils, along with the introduction of four-year BA course and 2-year MA course with multiple exits will hurt socially disadvantaged groups who may not be able to pay for longer-duration courses and may have to exit earlier, which will put them at a disadvantage in the job market. He adds that while a four-year Bachelors course will allow some students to pursue Masters abroad without studying for one more year, others will be discriminated against. Though UGC says the move is intended to attract younger students for research.
There are also concerns over diminishing scholarships and fellowships to support PhD scholars as well as severe shortage of teachers, impacting the number of research supervisors available.
“Until the 2009 regulations were notified, the award of PhDs, their evaluation, course-work was not regulated. Part-time PhDs were also widely prevalent. In 2016, these were strengthened and publishing a paper in peer-reviewed journals was made mandatory. However, the changes being brought in the latest regulations take us back to the pre-2009 era,” says Professor Qamar.

UGC NET/JRF & Entrance Test New Rules for PhD Admission 2022 Based on NEP: University Grant Commisssion is taking a number of initiatives for the implementation of the National Education Policy (NEP) 2020. To implement the recommendations connected to minimum standards for the award of Ph.D. Degree, UGC has developed a draft university Grants Commission (Minimum Standards and Procedures for Award of Ph.D. Degree) Regulations, 2022.

Eligibility criteria for admission to the Ph.D. programme
SC/ST/OBC/EWS Reservation/ Relaxation of Marks
A relaxation of 5% of marks, from 55% to 50%, or an equivalent relaxation of grade, may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Commission from time to time, or for those who had obtained their master’s degree before 19 th September 1991.
Note: The eligibility marks of 55% (or an equivalent grade in a point scale wherever grading system is followed) and the relaxation of 5% to the categories mentioned above are permissible based only on the qualifying marks without including the grace mark procedures, if any.

Issuing a Provisional certificate
Prior to the actual award of the degree, the degree-awarding Institution shall issue a provisional certificate to the effect that the Degree has been awarded in accordance with the provisions of these UGC Regulations.

New Delhi: Academicians are wary of the University Grants Commission (UGC)’s latest regulation which says that students who have completed a four-year undergraduate course can now directly pursue a doctoral degree. Academics say these students will have no research experience and will be lost in the first few years of their study.
Another argument raised by academicians was that the implementation of the four-year undergraduate programme, as devised under the National Education Policy (NEP), has not been brought into effect in all universities. Since this undergraduation is a prerequisite for a direct entry into the PhD program, current students will have to continue to pursue a Master’s degree to be eligible for the same.
Rohit, Assistant Professor at the Jawaharlal Nehru University (JNU), said that in the Indian higher education system, every programme has served a purpose. The bachelors course introduces the student to a subject, master’s offers a specialisation, an M.Phil degree gives them an interim training to conduct research and then ultimately the PhD helps them establish themselves as a subject matter expert. The latest regulations disrupt this structure.
He said “It does seem like the UGC is trying to emulate the American system of an integrated PhD but it stands to do more damage than good. Without specialised knowledge in a discipline, no student can write a doctoral research paper, be it a humanities or a sciences student.”
Adding that the move will discourage students from joining doctoral programs, he argued “At JNU we have seen the academic rigour of students improve with time and degrees. Students who have not had excellent education in their undergraduate degree will naturally shy away from going for a doctorate when they are not able to perform on par with their contemporaries in their graduate degree courses or masters courses itself.”

Removal of M.Phil, master’s programmes
Associate Professor Debraj Mookerjee of the Ramjas College in Delhi University said the scrapping of the clause mandating students to publish research papers in journals is a positive move. However, the decision to remove the M.Phil and master’s programme will force students to spend the first couple of years of the doctoral study in learning research methodology.
He said “The bachelors and master’s programme in our country is designed in a way where students do not get to conduct any research. While the M.Phil programme gave them the space to conduct a full-fledged research, its removal will pose an issue for aspiring doctorate students. They will be forced to spend the first couple of years of their doctoral study trying to figure out the process.”
Srikanth Kondapalli, the Dean of School of International Studies and a Professor of China studies at the JNU, said that while the move seems to be a measure by the UGC to implement the NEP, there are not enough undergraduate colleges with a four-year programme.
“The scrapping of the M.Phil degree made sense since it now makes the pursuit of a doctorate degree at par with universal standards. However, at JNU, where students from all regions and strata of the society come in, the M.Phil served as a preparatory course for those students who did not have the calibre to pursue a doctoral degree.”
He added, “Since the implementation of the NEP’s four-year-long undergraduate programmes has not been brought into effect in all universities across the country, this provision stands to help tech students more.”
On removal of the need for publishing research articles in peer-reviewed publications, Prof Mookerjee said, “For the past couple of years, we have witnessed an increase in the number of bogus journals in which students would pay money to get published. This provision will put a stop to publication of poor quality research papers.”
Learning right methodology is vital
Prof Pankaj Kumar of the Allahabad University said that the UGC has made the higher education institutions a field of rigorous experimentation. Research for all doctoral students has to be an endeavour that they can achieve only if they have an academic bent of mind and have the motivation to conduct research on their own.
He said, “Students have lost the bent for research post the coming of the internet. Most of their work is a simple copy and paste. In addition to this, with the removal of courses that teach them how to conduct research, students will not be able to conduct research.”
He added that pre-doctoral courses, at par with international standards, is the need of the hour so that interested students can learn the right methodology and design to work towards their doctorate degree.
The new PhD regulations — “University Grants Commission (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022” — says a candidate should have a minimum of 75 per cent marks in “aggregate or its equivalent grade on a point scale wherever the grading system is followed”.
If not, the student has to pursue a one-year master’s programme and score at least 55 per cent.
The rules further say “A 1-year master’s degree programme after a 4-year bachelor’s degree programme, or a 2-year master’s degree programme after a 3-year bachelor’s degree programme, or qualifications declared equivalent to the master’s degree by the corresponding statutory regulatory body, with at least 55 per cent marks in aggregate or its equivalent grade in a point scale wherever grading system is followed” will be required.
The UGC has removed the clause “publishing paper in a peer-reviewed journal” as mandatory for a PhD. The 2016 regulations had said that PhD scholars “must publish at least one research paper in a refereed journal and make two paper presentations in conferences/seminars before the submission of the dissertation/thesis for adjudication”.
The latest regulations by UGC have also brought in several provisions to improve the quality of research by students and aid provided by their mentors/guides. Women candidates and persons with disability will be given extra time to finish their research.
Scholars who were previously required to appear before the Research Advisory Committee to present their findings and progress once every six months will now have to do so every semester.
The new rules bars faculty members with less than three years of service left before superannuation from taking new students. While the move encourages the entry of an increased number of students into PhD programs, the previously proposed common entrance test for PhDs has been left out.
The new regulations also allow each supervisor to guide up to two international research scholars in addition to their domestic students.

NEP 2020: UGC proposes revised norms for PhD admission
The candidates who have cleared m.phil course with at least 55% marks in aggregate or a candidate whose m.phil dissertation has been evaluated and recommended for award of the degree may be admitted to phd programme.
Under the New Education Policy (NEP)-2020, those holding four-year undergraduate degrees with a minimum CGPA (Cumulative Grade Point Average) of 7.5 with 1-year/2-semester master’s degree programme (after 4-year undergraduate degree) with at least 55% marks in aggregate will be eligible for admission to PhD programmes, according to revised norms proposed by the University Grants Commision (UGC).
Under the NEP-2020, universities and colleges will now offer 4-year undergraduate degrees with multiple exit and entry options. Other eligibility criteria are 2-year/4-semester master’s degree programme or a candidate seeking admission after a 4-year/8-semester bachelor’s degree with research should have a minimum CGPA of 7.5/10.
The candidates who have cleared M.Phil (Master of Philosophy) course with at least 55% marks in aggregate or a person whose M.Phil dissertation has been evaluated and recommended for award of the degree may be admitted to the PhD programme in any institution on a provisional basis even before the viva voce or final defence.
The UGC has proposed a relaxation of 5% of marks, from 55% to 50%, or an equivalent relaxation of grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/differently-abled, economically weaker section (EWS) and other categories of candidates as per the decision of the commission from time to time.
These regulations may be called University Grants Commission (Minimum Standards and Procedure for Award of PhD Degree) Regulations, 2022. Every degree-granting autonomous college and every affiliated college are allowed to offer PhD programmes.
Programme duration
PhD programme shall be for a minimum duration of two years excluding course work and a maximum of six years. Extension beyond the above limits will be governed by the relevant clauses as stipulated in the statute/ordinance of the individual institution concerned but not beyond more than two years.
Women candidates and “Persons with Disabilities” (more than 40% disability) may be allowed a relaxation of two years for a PhD in the maximum duration. In addition, women candidates may be provided maternity leave/child care leave for up to 240 days once in the entire duration of PhD.
For student exchanges, provided that they contribute significantly to the completion of the thesis, leave of absence may be granted from the second year onwards.
Admission procedure
All universities shall admit PhD scholars through a National Eligibility Test (NET) or National Entrance Test or an entrance test conducted at the level of individual universities. The admission shall be based on the criteria notified by the institution, keeping in view the guidelines/norms in this regard issued by the UGC and other statutory bodies concerned and taking into account the reservation policy of the central/state government from time to time.
Sixty percent of the total vacant seat of the academic year shall be filled from NET/JRF qualified students and the remaining forty percent through the university/common entrance test qualified students on the basis of interviews conducted by the concerned institute. However, in case of an unfilled vacancy in either of the category, candidates from another category can be requisitioned to fill the vacant slots in the order of merit reservation norms.
The syllabus of the entrance test shall consist of questions that test research/ analytical/ comprehension/quantitative aptitude. The entrance test shall be conducted at the centre(s) notified in advance by the organisation conducting the examination.
Qualifying marks in the entrance test will be 50% provided that a relaxation of 5% of marks (from 50% to 45%) shall be allowed for the candidates belonging to SC/ST/OBC (non-creamy layers)/differently-abled category in the entrance examination conducted by the universities.
The university/college shall maintain the list of all the registered PhD scholars on its website on a year-wise basis. The list shall include the name of the registered candidate, the topic of their research, the name of their supervisor/co-supervisor, date of enrolment/registration.
Thrust areas of research
Proposed area of research is socially relevant/locally need-based/ nationally important/globally significant/create value to the society or in cutting edge areas or contribute to new/additional knowledge in the areas of emerging concerns worldwide.
Allocation of research supervisor
Eligibility criteria to be a research supervisor, co supervisor, number of Ph.D. scholars permissible per supervisor etc. A PhD scholar has to obtain a minimum of 55% of marks or its equivalent grade in the UGC 10-point scale (or an equivalent grade/CGPA in a point scale wherever grading system is followed) in the course work in order to be eligible to continue in the programme and submit the thesis.
Research advisory committee
There shall be a research advisory committee or an equivalent body for a similar purpose as defined in the statutes/ordinances of the institution concerned for each PhD scholar. The research supervisor of the scholar shall be the convener of this committee. It is aimed to review the research proposal and finalise the topic of research.

- Application form for PG programs shall be filled online, candidates of MPhil (Basic Sciences at AM College/ AFPGMI may select TWO SUBJECTS in order of priority. However, they will be shortlisted for the interview based on their first priority selection). - One-year Experience Certificate after B.S Nursing (Generic) / Post RN for MSN Only

- A research proposal-brief, structured document that outlines the research topic you are interested in pursuing during your studies, For MPhil Psychology and MS Clinical Psychology only.
- NOC from employer (If Govt/Semi employed), wherever applicable
- MBBS/Equivalent Degree & Transcript where applicable for Clinical Certification Only
- FCPS/FRCR Radiology Transcript & Degree for Clinical Certification Only
- Post FCPS work Experience for Clinical Certification Only
- 4-years Training in Radiology Transcript & Degree for Clinical Certification Only
- MCPS/FCPS/FRCR (Diagnostic Radiology) Degree for Clinical Certification Only
- Upon successful completion of application, the applicant will be able to print Application Processing Fee Challan
- Separate application processing fee will be charged for each program.
- Applicants will be required to visit nearest branch of Habib bank Ltd (countrywide)
- After Fee submission, upload the NUMS Copy of paid of Fee challan on Online Admission Portal then click the “Final Submit ” button.
- Valid GAT (General) Result with a minimum 50% of cumulative score (GAT is valid for a period of two years) is mandatory for Admission in MPhil Basic Sciences at AM College/ AFPGMI. Those applicants who have not yet applied for GAT (General), can register themselves and upload their Admit Card.
- Only short listed candidates will be called for interview.
- Employees of Government / Semi Government organizations must apply through their departments. NOC from the respective departments is a pre-requisite for their final selection.
- Application Processing Fee is non-refundable and non-transferable in any case.
- Foreign students can enroll in any program after getting NOC from HEC.
- All foreign qualifications must be supported by an Equivalence Certificate issued by IBCC/HEC and PM&DC.
- Decision of the Admission Committee shall be final.
- Applications shall be submitted through online admission portal only. Hard copies are not acceptable
