I feel like I’ve been playing this game for ages now. I recently got to where you first talk to the journalist in the parking garage. Am I supposed to have the ability to assign districts by this point in the story? I want to unlock all the Vito perks so I can get the mobile kickbacks and all that. The game is very bad at explaining what it means by things. Right now Vito and Cassandra each still only have 2 map thingies. Do they get more as the story progresses, or am I supposed to be doing something during free roam to get them more?

To make it best way, give rackets to that person who you are going to give the whole district in the end. If you give one to Burge and the other two to Cassandra then Vito will turn on you. The way i did this was one to Burge, then cass, then Vito and repeat from start.
The first 3 districts and the rackets therein are automatically assigned and you cannot change that (Delray Hollow > Cassandra, River Row > Vito, Pointe Verdun > Burke). All other rackets and districts can be assigned to anyone you want.
Rackets increase your underboss' total earn which in turn increases the amount of kickback you'll receive. Earn is basically the total amount of cash that flowing to your underboss. Increasing their max earn unlocks more type of favors or upgrade existing ones.
