Pathways for international medical graduates 

The pathway to licensure in Canada for students, graduates from international medical schools listed in the World Directory of Medical Schools , or internationally trained physicians, will vary for each person. The level of experience and the province or territory they want to practise in are two important factors.

The requirements for each province or territory are defined by that jurisdiction’s medical regulatory authority (MRA) . It is essential that candidates check the requirements outlined by the MRA of the jurisdiction where they want to practise.

This page outlines some of the common steps for international medical graduates (IMGs) planning to practise in Canada, but it is not an exhaustive resource. It is intended as a guide to better understand some of the actions that may be required to practise medicine in Canada and how the Medical Council of Canada (MCC) may be involved. It is essential that candidates check the requirements outlined by the MRA of the province or territory they are interested in practising in.

Starting your pathway to licensure in Canada

IMGs may need to complete all or some of the following steps at the beginning of their pathway to licensure in Canada.

Complete a language test

All practising physicians in Canada need to be able to communicate clearly with their patients in English or French. For IMGs whose medical degree is from a country where the first language is neither English nor French, demonstrating language proficiency in one of the two official languages is part of the pathway to licensure set by MRAs.

Several language testing options are available, and the one(s) you choose may depend on your goals, skill level, or the timeline of your planned immigration. For example, candidates may elect to take a language test prior to taking the MCC exams to prepare for success.

Check with the MRA in the province or territory where you would like to practice and with Immigration, Refugee, and Citizenship Canada to review the accepted language test options and recency requirements.

Create a physiciansapply.ca account

A physiciansapply.ca account will give you access to important services, such as source verification of your medical credentials, and to the application for the MCC exams that you may need on your pathway to licensure.

Using the MCC source verification request service* through your physiciansapply.ca account, have your medical credentials source verified.

*Candidates interested in practising in Ontario should contact the College of Physicians and Surgeons of Ontario for source verification.

Pass the MCCQE Part I

Prepare for and challenge the MCC Qualifying Examination (MCCQE) Part I, Canada’s national standardized exam assessing candidates at a level expected of a student about to graduate with a medical degree in Canada.

Pass the NAC Examination

Prepare for and challenge Canada’s national standardized exam that assesses international medical students’ and IMGs’ readiness to enter supervised training in Canada. For example, this exam is required for those looking to enter the Canadian Resident Matching Service (CaRMS) for a postgraduate training program, as well as a screening tool for some provincial Practice-Ready Assessment (PRA) programs.

Choosing the right pathway for you

IMGs have several options for acceptable postgraduate training for licensure in Canada. Depending on the pathway you choose, the MCC may play a role in further assessment as well as your application for medical registration with an MRA. Other options not listed below may also be available to you.

CaRMS match

Available for IMGs who have not completed postgraduate training or who have completed postgraduate training outside of Canada and are willing to retrain. In this pathway, IMGs will need to apply to, be matched with, and complete a Canadian residency program through CaRMS.

Practice-Ready Assessment programs

Available to IMGs who have already completed their residency and practised independently abroad. In this pathway, IMGs can apply to provincial Practice-Ready Assessment (PRA) programs to complete a clinical workplace-based assessment over a period of 12 weeks.

International residency programs

Available to internationally trained physicians who graduated from accredited postgraduate training, meet the eligibility requirements, and may or may not have started practice. The College of Family Physicians of Canada (CFPC), the Royal College of Physicians and Surgeons of Canada (RCPSC), and the Collège des médecins du Québec (CMQ) set requirements and any applicable assessments for these pathways to licensure.

Licensing, certification, and registration

The requirements for medical registration are set by each MRA and are different between provincial and territorial jurisdictions. Most MRAs require some of the following steps to be granted full licensure to practise medicine in that province or territory.

Apply for your LMCC

Apply for and be granted the Licentiate of the Medical Council of Canada (LMCC), an important component of the Canadian Standard, after completing your accepted postgraduate training.

Apply for medical registration with MRAs

In Canada, you need to apply for medical registration with the provincial and territorial MRA of the jurisdiction you would like to practise. Each MRA may have different requirements, so it is important to familiarize yourself with those applicable to you. You will be able to apply for medical registration through your physiciansapply.ca account to most MRAs.

Apply for a specialty certificate

You will need to apply for a specialty certificate with the RCPSC, the CFPC or the CMQ.

Black Student Application Program

The Black Student Application Program (BSAP) i s an optional application stream for Canadian citizens and Permanent Residents who self-identify as Black African, Black Caribbean, Black North American, multi-racial students who have and identify with their Black ancestry, etc.

The aim of this application program is to increase and support Black medical student representation at the University of Toronto. Through BSAP, we hope to break down some of the barriers that might impede Black students from applying and nurture an inclusive environment that is welcoming to all.

Indigenous Student Application Program

The goal of the Indigenous Student Application Program (ISAP) is to increase the number of Indigenous (First Nations, Inuit, and Métis) medical students at the University of Toronto (U of T). Students who are interested in the optional application stream will have to opportunity to discuss their experiences with the Indigenous community in the application materials.

MD/PhD Program

In Canada, the need for physicians has tripled. Particularly after the COVID-19 epidemic, it is the only sector of the Canadian labor market where new positions are added virtually daily. Steps to get a licensing as a Doctor from India

Step 1: verify that your medical degree is from an accredited institution..

Visit the website of the Foundation for Advancement of International Medical Education and Research (FAIMER) to access the International Medical Education Directory (IMED). To be accepted in Canada, your medical school, the title of your medical degree, and the year of graduation must be listed on the FAIMER International Medical Education Directory.

Step 2: Be prepared for your medical examination

IMGs can use the Medical Council of Canada Self-Administered Evaluating Examination to gauge their preparation for the Medical Council of Canada Evaluating Examination (MCCEE) (SAE - EE). IMGs who take the SAE-EE will be provided with a percentile chart that compares their performance to the outcomes attained by other MCCEE candidates as well as the number of questions successfully answered. When applying, fees should be verified.

Step 3: Submit your resume

Before coming to Canada, IMGs can create a secure professional electronic portfolio of their qualifications via the MCC's Physician Credentials Repository. IMGs have the option to request that provincial or territorial medical regulatory agencies, certifying, and qualifying organizations see their portfolio in the Repository.

Step 4: When applying, fees should be verified.

To apply for a residency position through the Canadian Resident Matching Service, IMGs must pass the MCCEE. Over 500 locations in more than 70 countries offer the MCCEE. IMGs may apply to the Medical Council of Canada for an exemption from the MCCEE if they have received Canadian or American board specialist certification. When applying, fees should be verified.

The International Student’s Guide to Becoming a Doctor in Canada

A large group of medical students stands together as the students recite an oath as part of the white coat ceremony to celebrate the start of their career journeys.

Being from Canada isn’t a requirement to practice medicine there, which is great news for aspiring physicians who wish to practice in the country. Whether they want to work in a particular region, are pursuing a highly specialized field, or simply desire a new challenge, many students from other countries have their sights set on becoming a doctor in Canada.

Knowing international students have few options for attending a Canadian medical school, how can these aspiring physicians begin? Below, you’ll find an overview of all the required steps.

Exploring the typical path for foreign doctors in Canada

While there are several paths that lead to becoming a doctor in Canada, many students find that pursuing a postgraduate residency in the US and then later moving to Canada is the best option.

1. Apply to medical school

Due to differences in education systems around the world, there are numerous types of medical degrees. While some students in Canada obtain a Medicinæ Doctorem et Chirurgiæ Magistrum (MDCM), a Doctor of Medicine (MD) is the more common degree for Canadian physicians, and the one that may give aspiring physicians the most opportunity.

When determining what medical schools to apply to , do some research to ensure you select institutions with high academic standards, strong licensing exam scores, a history of successful alumni , and a strong record of graduate placements in Canada. Application requirements vary by school, but typical requirements include a strong academic record and exam scores as well as English language proficiency.

It’s important to know that MD programs outside Canada, including those in the Caribbean, Australia, and Ireland, have provided a pathway for aspiring physicians to practice in Canada. For example, St. George’s University (SGU) School of Medicine , which has locations in the UK and Grenada, has helped a growing number of graduates on the path to success. According to data from the last few years, 94 percent of SGU’s international students obtained a passing score on the United States Medical Licensing Examination (USMLE) Step 1 on the first try. ¹

2. Obtain your medical degree

Once they’ve entered a four-year MD format, most medical students spend the next two years attending lectures and completing labs in the basic sciences. You’ll need to begin taking your licensing exams at this time. It’s a good idea to sit for the USMLE Step 1 near the end of your second year to ensure you’re able to apply for residency positions in both countries

The final two years of an MD program are typically devoted to cl inical rotations. These immersive experiences take place in actual medical centers and help students develop their skills working directly with patients. You will also need to pass the Medical Council of Canada Qualifying Examination (MCCQE) Part I within a year of graduating to apply for residency positions in Canada. As your final year of medical school approaches, you’ll need to start preparing to apply for postgraduate training positions.

3. Address requirements for obtaining a residency

There are a few items medical students should address near the end of their medical education. Those who will be completing their postgraduate training in Canada will need to make arrangements to move there (being a permanent resident or citizen is a legal requirement). Relocating is also necessary to meet other Canadian Resident Matching Service (CaRMS) eligibility requirements , such as completing the National Assessment Collaboration (NAC) exam .

Students who intend to complete a US residency program will first need to obtain certification from the Educational Commission for Foreign Medical Graduates (ECFMG). To become ECFMG certified , a student will need to complete an application and have passed the USMLE Step 2.

4. Apply for residency positions

To secure a medical residency in Canada , students will apply to programs through CaRMS. Before this step, however, it’s important to look into provincial criteria to address the specific requirements for all the programs you’re considering. Again, it is also a legal requirement to be a citizen or permanent resident of Canada.

Students who complete their postgraduate training in the US will apply for positions through the Electronic Residency Application Service (ERAS). Before submitting applications, students should verify that the programs they’re selecting are willing to provide H-1B visa sponsorship, which does not require recipients to return to their home countries for a few years after residency.

5. Complete your postgraduate training program

Residency will last anywhere from three to seven years, depending on the specialty and program. Regardless of whether you complete postgraduate training in the US or Canada, expect a rigorous program that will help prepare you for the complexities of medical practice. Many physicians say residency is a necessary challenge that rapidly helps you develop skills you’ll rely on for the rest of your career.

At this point, you can either begin taking the next steps toward practicing or pursue a fellowship should you wish to further specialize. Requirements for post-residency training programs in Canada vary widely both by specialty and province, so applicants will have to carefully review criteria for each program they’re considering to ensure they’re eligible. Note that if you will be completing additional training in the US, you will need to pass the USMLE Step 3 .

6. Become a Licentiate of the Medical Council of Canada

Becoming a Licentiate of the Medical Council of Canada (LMCC) is a requirement for all physicians in Canada. Graduates who are completing postgraduate training in Canada can begin the process of becoming an LMCC during their residency program. You can apply after you have completed one year of residency and passed both the MCCQE Part I and the MCCQE Part II . Upon approval, you will receive your Certificate of Registration.

Graduates who complete their postgraduate training in the US may find it simpler to pursue LMCC status upon completing their entire residency program. This allows them to move to Canada, establish permanent residence, and take the MCCQE Part II .

7. Obtain the appropriate certification

Once you’ve completed your initial licensing exams, you will need to have a recognized authority evaluate and approve your postgraduate training. After you have completed this step, you’re eligible for examination to become certified by the College of Family Physicians of Canada (CFPC), the Royal College of Physicians and Surgeons of Canada (RCPSC), or the Collège des médecins du Québec (CMQ). Note that acquiring board certification for family medicine in the US makes it possible for graduates to obtain CFPC certification without further examination. It’s also critical to address any other province-specific requirements, after which you can obtain a license to practice in your desired area.

8. Begin practicing

When you’ve completed all requirements to practice within Canada and the specific province in which you live, you’re free to start your career as a physician. There are multiple types of medical practices , so think about which model best aligns with your career goals. You should also know that it’s completely possible to adjust later if you find that something else better suits your lifestyle. For instance, some physicians find that sharing responsibilities with a few other practitioners is preferable to hospital employment.

How to become a doctor in Canada after completing MBBS in India?

Are you a future doctor who finished an MBBS in India and dreams of practicing in Canada? You might be curious about the steps to make it happen. In this blog, you will go through the process of becoming a doctor in Canada after completing your MBBS in India, giving you helpful tips to achieve your dream.

1. Medical Degree from WHO recognized school/ college 

You have to Complete your medical school or medical college and complete your medical degree. This degree has to be from a college that is recognized by the World Health Organization. This you can check from the World Directory of Medical Schools ( WDOMS )

2. Verify your Medical degree with MCC 

Your Medical degree should be verified by the Medical Council of Canada ( MCC ). For this, you have to submit all your degrees on the website called physiansapply.ca

Here you need to submit all your credentials like a medical degree, and internship certificate, if you have completed your medical training then you submit that.

Now medical Council of Canada uses a third party will verify all these documents and say they are actually authentic. This does cost a lot of money but it is a part of the process.

3. Check your Medical Knowledge 

This can be checked in the form of two different exams 

  • MCCQE1 – Medical Council of Canada Qualifying Examination Part 1. This is a computer-based, one-day examination that checks your medical knowledge based on MCQs
  • NAC – National Assessment Collaborative.This is also a one-day OSCE-based exam.

As you work through this process, simultaneously you have to apply for your Canada PR or permanent residence. Canada offers PR on a point-based system. You can start the application right from your country. 

4. Apply for Residency 

The next step is to apply through a website called CARMS in order to be eligible for matching in a Canadian Residency program.

5. Residency Training 

Now you can complete the Medical Residency training in your desired Specialization.

After passing the Royal College Canada Examination, you will be a fully certified doctor in Canada.

6. Obtain a Licence 

The next step is to obtain a license from the provincial regulatory body. You can practice in any province of your choice where you want to work. During your residency training your license will be called a training license and it comes with a lot of restrictions. 

7. Start Practicing

Once you have a full licence you Can work as a consultant in your specialization. 

Becoming a doctor in Canada after completing MBBS in India is possible. If you meet all the requirements like passing medical council exams, finishing residency training, and getting a medical license, you can practice medicine in Canada.
