These are the conditions which must be met before free board is assigned to a ship and load line certificate is issued following a load line survey. Free boards are computed assuming ship to be a completely enclosed and water tight / weather tight envelop. The convention then goes onto recognize the practical need for opening in the ship and prescribes means of protection and closure of such openings. These are called condition of assignment since the assignment of computed free board is conditional upon the prescribed means of protection and closure of openings such as hatchways, doorways, ventilation, air pipes, scuppers, etc. Following are the conditions which must be met before assigning the load line.

  • Enough structural strength should be possessed.
  • Enough reserve buoyancy should be possessed.
  • Safety and protection of crew.
  • Prevent entry of water through hull.

Ships to be surveyed annually to ensure that they fulfill the condition of assignment.

Most of the condition of assignment are concerned with the water tight integrity of the ship. Hull construction should meet the highest standard laid down by the classification society. This ensures protection against flooding of the ship. The superstructure and bulkheads must be strengthened sufficiently. Some of the condition of assignment which contribute towards water tight integrity are:

  • Machinery space openings
  • Details of opening in free board
  • Details of opening in superstructure deck
  • Ventilators
  • Cargo ports
  • Side scuttles
  • Inlet and discharges

All the above parameters ensures water tight integrity and protection against flooding of compartment. If above are not water tight then during rough weather water can enter into the areas below main deck causing to reduce the free board. So, condition of assignment very much contributes towards water integrity of the ship. Also if green sea effect is not reduced and water is being accumulated on the deck, it can cause free board to reduce and add free surface effect. In rough weather if any longitudinal or transverse girder give way it can cause structural failure and water can enter area below main deck.

Because of this coaming, height of hatchways, height of sounding pipes and vent pipes are prescribed in M.S. load line rules.

Chapter 5: Odometer Mileage Reporting

5.075 vehicle/vessel transfer and reassignment form (reg 262).

The Vehicle/Vessel Transfer and Reassignment Form (REG 262) is used for odometer disclosure when:

  • The title is a noncomplying title.
  • An Application for Replacement or Transfer of Title (REG 227) form is required and is part of the application.
  • The title is unavailable at the time of transfer.
  • There is an error or alteration in the odometer disclosure section of a complying title or Application for Registration of New Vehicle (REG 397) form.
  • There are multiple transfers.

The REG 262 must be completed in  ink, not pencil , as follows:

Section 1: Vehicle/Vessel Identification —The complete vehicle identification number (VIN) must be shown or the application will be returned as incomplete.

Section 2: Bill of Sale —Provided for convenience and may be used whenever a bill of sale is required. The seller’s signature is required in Section 4 when used as a bill of sale only. This section is not required to be completed when the REG 262 is used for odometer disclosure only. The Bill of Sale (REG 135) form is available online.

Section 3: Odometer Disclosure Statement —Completed at the time of sale by the seller disclosing the mileage and signed by both buyer and seller. Errors or alterations  void  the odometer disclosure statement. A new REG 262 for the odometer disclosure is required with a Statement of Facts (REG 256) form explaining why a separate odometer disclosure is attached.

If the Bill of Sale (Section 2) and/or Power of Attorney (Section 5) information was completed, retain the REG 262 with the application even when the Odometer Disclosure Statement (Section 3) contains an error/alteration.

Section 4: Buyer and Seller Information —Completed by the buyer and seller:

  • A business name may be completed by hand in ink, typewritten, or computer-generated. The authorized agent’s countersignature  must  be handwritten in ink.
  • The printed name(s)  and  signature(s) of buyer and/or seller  must  be completed by hand and in ink.

Section 5: Power of Attorney —Provided for convenience and may be used whenever a power of attorney is required. This section is not required to be completed when used for odometer purposes only but is required when an attorney-in-fact signs on the title other than for the odometer. The Power of Attorney (REG 260) form is available online.

46 CFR § 42.09-1 - Assignment of load lines.

(a) The assignment of load lines is conditioned upon the structural efficiency and satisfactory stability of the vessel, and upon the provisions provided on the vessel for her effective protection and that of the crew . Certain vessels, such as vessels carrying all their cargo as deck cargo, or vessels where design or service require special conditions to be applicable, shall have certain stability limitations imposed on them, as may be necessary. When stability limitations for a vessel are prescribed, the assigning authority shall furnish the master the vessel's maximum draft permitted and other conditions, including reference to Commandant approved operating stability features, which may be applicable.

(1) No load line assignment shall be made under this part to a vessel proceeding on a foreign voyage, or where the load line assignment is related to the flooded stability provisions and the vessel is proceeding on a domestic voyage, until the applicable light ship characteristics are established and incorporated into the vessel's stability data approved by the Commandant and furnished to the master of the vessel.

(2) If load line assignments are made to vessels for coastwise voyages before the results of the required stability characteristics are determined and incorporated into the vessel's stability data approved by the Commandant , then such load line assignments shall be regarded as conditional and shall be subject to verification or modification for removal of the conditional status. Any vessel with a conditional load line assignment shall not be loaded beyond a conservative safe draft. Where the Commandant deems it unnecessary, the requirement for furnishing stability information to the masters of coastwise vessels assigned load lines not related to flooded stability may be omitted and the assigning authority and others concerned will be so notified.

(b) Each vessel subject to load line requirements shall carry on board a valid certificate attesting to compliance with such requirements. (See §§ 42.07-35 and 42.07-40 for additional data furnished to the vessel.)

(c) The master of the vessel for which a load line certificate has been issued shall be responsible for the maintenance of such certificate on board such vessel and for compliance with its terms and conditions. Additionally, the master shall be responsible for having the current load line survey report on board the vessel. This report shall be made available to surveyors when carrying out subsequent load line surveys.

Structure of the Load Line Convention 1966/88

  • The LL Convention contains 34 articles directing the actions of the signatory States concerning the implementation of the convention.

To which ships does the Load Line Convention apply?

The convention applies to the following ships engaged in international voyages :

  • ships registered in countries the governments of which are contracting governments
  • ships registered in the territories to which the current convention is extended under Article 32
  • unregistered ships flying the flag of a State, the government of which is a contracting government

Which vessels are exempt from the Load Line Convention?

The Load Line Convention does not apply to the following vessels:

  • Ships of war
  • New ships of less than 24m
  • Existing ships of less than 150gt
  • Pleasure yachts not engaged in trade
  • Fishing vessels

Certification and verification schedule under LL 66/88.

The purpose of the 1988 Protocol in the main, was to apply the Harmonised System of Survey and Certification . Under LL66/88, the following applies:

  • Initial surveys  must be conducted before a ship is put into service. This ensures that the structure, equipment, materials, scantling and markings comply with the current convention.
  • There have been no alterations to the hull or superstructure that affect the calculated positioning of the load line marks.
  • Fittings and appliances to protect openings, guardrails, freeing ports and means of access for crew quarters are in good condition.
  • The freeboard marks are correctly and permanently indicated.
  • The required information concerning the loading and discharging of cargo is provided.
  • Renewal surveys must be conducted at intervals not exceeding five years to ensure that the structure, equipment, arrangements, materials, scantling and markings comply fully.

What is the duration and validity of the International Load Line Convention?

ILLC is a five-year certificate.

Under what circumstances can an International Load Line Certificate cease to be valid?

The ILLC can become invalidated when any of the following conditions arise:

  • Material alterations have been made to the hull or to the superstructure that would necessitate a reassignment of the freeboard.
  • Fittings and appliances mentioned in the Conditions of Assignment are not maintained in an effective condition.
  • The certificate is not endorsed to attest that the ship has been correctly surveyed in accordance with the required survey schedule.
  • The structural strength of the ship is depleted to such an extent that the ship is unsafe.

Definitions of some key terms of the LL66/88

Block Coefficient is the volume of moulded displacement divided by the volume of length, breadth and moulded depth.

Freeboard is the distance measured vertically downwards in midships, from the upper edge of the deck line to the upper edge of the related load line.

Freeboard deck is normally the uppermost complete deck exposed to weather and sea, which has a permanent means of closing all openings in the weather area and below, which are openings on the ship's side and can be permanently closed off.

Moulded depth is the vertical distance measured from the top of the keel to the top of the freeboard deck beam at the side.

Load line mark comprises a circle of 300mm diameter intersected by a horizontal 450mm in length, the upper edge of which passes through the centre of the circle.

The centre of the ring shall be placed amidships and at a distance equal to the assigned summer freeboard measured vertically below the deck line.

The Superstructure is a decked superstructure on the freeboard deck extending from the side to side of the ship or with the side plating not being on board of the shell plating, more than 40% of the breadth.

Weathertight means that in any sea condition, water will not penetrate the ship.

Watertight means that the arrangement can prevent the passage of water in either direction including while also allowing for a pressure increase water for the maximum head of water which it might have to sustain.

Deck line is a horizontal line meeting the following requirements:

  • 300mm in length
  • and 25mm in breadth
  • marked amidships on each side of the ship
  • its upper edge shall normally pass through the point where the continuation outwards of the upper surface of the freeboard deck intersects the outer surface of the shell

How applicable load lines should be marked?

All assigned load lines must be marked amidships on each side of the ship, together with the deck line.

Freshwater load line is indicated by the upper edge of the line marked F. The difference between this line and the Summer load line is the allowance to be made for loading in freshwater.

Tropical  load line is indicated by the upper edge of the line marked T.

Summer  load line is indicated by the upper edge of the line, which passes through the centre of the circle and is marked by the letter S.

Winter  load line is indicated by the upper edge of the line marked W.

Winter North Atlantic  load line is indicated by the upper edge of the line marked WNA.
