A wide range of significant research scholarships ensure UWA remains the university of choice for a large number of Higher Degree by Research (HDR) students – from across the nation and the globe.

Scholarships for HDR

The range of UWA scholarships available to support your Higher Degree by Research includes those funded by the Australian Government, University, and external organisations. Scholarships can cover costs such as tuition fees, stipends (living allowances), overseas student health cover, travel, research and relocation allowances.

UWA offers research scholarships to support the training of domestic and international students, developing graduates with the skills required to build careers in both academic and non-academic employment.

At UWA we award research scholarships through a competitive merit-based selection process which includes two annual scholarship rounds and some additional selection processes. Eligible applicants are ranked according to academic achievement and research potential, based on evidence provided.  

Scholarships rounds and application dates

UWA usually holds two Higher Degree by Research scholarship rounds per year:

• International Round: typically open from July to August.
• Domestic Round:  typically open from September to October. 

International students who have completed a degree at UWA are also entitled to apply in the Domestic Round.

Understanding RTP scholarships, stipends and allowances

The Australian Government’s Research Training Program (RTP) is a dedicated pool of funding to support domestic and international students who are undertaking Research Doctorate and Research Masters degrees. Universities may use RTP funding to provide support to a student through one or more of the following avenues:

Domestic RTP Tuition Fees Offset Scholarship

Automatically provided to all domestic HDR students, without the need for a competitive application process.

International RTP Tuition Fees Offset Scholarship

Awarded to selected international HDR students, on the basis of a competitive application process.

RTP Stipend Scholarship (living allowance)

Awarded to a limited number of domestic and international students, via a competitive selection process. The current value is $35,000 per annum.

RTP Allowance

Awarded to assist students with ancillary costs of higher degree by research, including relocation.

How RTP works for HDR students

An RTP Fees Offset pays for the tuition fees of a Higher Degree by Research student that would otherwise have been paid by the student. 

Students approved for Fees Offset scholarships are normally entitled to up to four years full-time equivalent for a doctorate by research and two years full-time equivalent study for a master's by research. The value of Fees Offset at UWA is approximately $33,500 per annum, and is subject to change in future years.

This entitlement is subject to the student making satisfactory progress and may vary depending on individual circumstances.

Tuition fees for HDR

Citizens of Australia and New Zealand and permanent residents of Australia are exempt from tuition fees if UWA admits them to a HDR course.

This exemption applies for up to four years' full-time equivalent study for a doctorate by research, and two years' full-time equivalent study for a master's by research.

All international students at UWA must pay tuition fees for their course unless they have a scholarship or sponsorship that covers the fees.

All students are required to pay the UWA Student Services and Amenities fee .

This compulsory charge provides access to a range of amenities and services, including recreational, sporting and educational facilities and social, education and representation activities.

The costs of a research degree

As a research student at Macquarie University, you will need to understand the costs involved with your degree and the fee payment process.

Research degree fees vary depending on whether you are a domestic or international student and whether your degree is coursework-based or thesis-based.

Domestic students

You are a domestic research degree student if you are enrolled in a research degree and are one of the following:

• an Australian citizen or permanent resident
• a New Zealand citizen
• an Australian humanitarian visa holder.

Graduate Certificate/Graduate Diploma of Research

When working out the cost of your tuition, you will need to take into account:

• course type and unit cost
• student services and amenities fees, textbooks etc.

Master of Research/Master of Philosophy/Doctor of Philosophy

Domestic students enrolled in either the Master of Research (MRes), Master of Philosophy (MPhil) or Doctor of Philosophy (PhD)  program are funded by the Government under the Research Training Program (RTP) .

Students are entitled to a maximum of three years’ full-time equivalent study if undertaking a PhD, and a maximum of two years’ full-time equivalent study if undertaking a MPhil or MRes.

Students with incomplete research degrees will have their prior candidature period deducted from their full RTP entitlement when they enrol.

International students

If you are studying with us on an international student visa, you are considered an international student and must pay international fees.

Fee amounts for our graduate research degrees are available below.

• The approximate annual cost is based on a full-time study load completed over two enrolment periods.
• You will be required to pay the  commencement fee when you accept your offer. This fee will be taken off your first session tuition fees (i.e. it is not in addition to your tuition fees).
• Refunds of any fees paid will be in line with the Graduate Research International Fee Refund Policy .

International Out of Time (iOOT) fee

Students who apply for and are approved for an extension of Expected Work Submission (EWS) date in accordance with the HDR Variations to Candidature Policy will be charged a flat rate of AUD $2000 for a three-month extension (iOOT fee).

Students will be expected to apply for an extension of EWS date before the expiry of their candidature. If you do not pay your iOOT fee by the payment due date, late payment penalties may also apply.

Further information about the iOOT fees for the Master of Research (MRes), Master of Philosophy (MPhil) and Doctor of Philosophy (PhD) are available below.

Master of Research

• Students will not be liable for full tuition fees for more than one year (full time equivalent) of the MRes program.
• Students may apply for up to two extensions of EWS date for three months at a time - a cumulative maximum of 0.5 EFSTL.
• The first extension of candidature for MRes for three months up to the end of January (for Session 1) or end of July (Session 2) will not incur a charge of full tuition fees or a write up fee.
• $2000 iOOT fee will apply for the second approved application for extension of EWS date.
• When a student has an approved extension, marks are not deducted should they submit on or before their new EWS date.

Master of Philosophy/Doctor of Philosophy

• Students will not be charged full tuition fees for the period beyond their standard period of candidature. The standard period of candidature is defined in the Graduate Research Rules .
• Students may apply for up to four extensions of EWS date for three months at a time - a cumulative maximum of 1 EFTSL.
• $2000 iOOT fee will apply for each approved application for extension of candidature.

iOOT fee FAQs

Can I apply for six months’ extension?

PhD and MPhil can apply for a six-month extension in accordance with the HDR Variations to Candidature Policy, however you will be charged for two three-month periods (2 × iOOT = $4000).

I have a scholarship, will it cover my iOOT?

Scholarships for international students funded by Macquarie University do not cover the iOOT fee. If you have an externally funded scholarship you will need to check with your provider or sponsor.

I don’t need three months; can I apply for less than a three-month extension and pay a lesser fee?

No, if you apply for an extension of EWS date you will be granted three months, for a flat rate of $2000. This is not pro-rata.

Can I submit before the end of my approved extension period?

Yes, you can submit before the end of your approved extension. If you submit your thesis within one month of your original EWS date after applying for a three month extension, the fee will be reversed and you will not have to pay.

When is the fee due?

The fee due date will be displayed in your eStudent account. It will be due one month from your original EWS date.

I haven’t submitted an extension of EWS date, will I be charged the fee?

You will only be charged the iOOT fee of $2000 when you apply for an extension of EWS date. If you do not submit your thesis and you have not obtained an EWS date extension your candidature may be ceased in accordance with the HDR Variations to candidature policy.

I withdrew from my program without applying for an extension and now I want to re-enrol to submit my thesis, will I be charged?

If you withdrew on or after your original course EWS date, yes, when you apply to re-enrol to submit your thesis you will be charged the iOOT $2000 fee and be given three months in which to finalise and submit your thesis. If you submit in the first month the fee will be reversed, and you will not have to pay.

I am a cotutelle student, will I have to pay?

Yes, cotutelle and joint PhD students who apply for an extension will be subject to the $2000 iOOT fee on application for a three-month extension of EWS date.

Will the fee apply when I am completing my thesis corrections?

No, if you are completing thesis corrections following an examination outcome of Award with Corrections you will not be charged tuition fees and you will not be required to pay the iOOT fee.

I have been asked to revise and resubmit my thesis, what fees will I have to pay?

You will not be required to pay full tuition fees for the period of enrolment for revision and resubmission of the thesis. However, you will be charged the iOOT fee for each three months of enrolment (4 × iOOT = $8000).

HDR Fees and costs

All HDR Candidates

There are costs that all UNSW students need to pay, and these are outlined on the  UNSW Fees page .

HDR candidates may have additional incidental costs associated with their degree. We have highlighted some of the key costs below but they will vary on a case by case basis.

Living costs: estimated minimum costs $37,684 per year, with $3,000 to cover set up costs. Yearly cost.

When undertaking a higher degree research program, it's important to consider the living costs associated with residing in Sydney including the cost of rent, groceries, transport and utilities.

Student Services and Amenities Fees (SSAF): 2023 cost $87.75 per term ($351/year). Yearly cost.

The SSAF is charged each term a candidate is enrolled and contributes to the provision of amenities and non-academic services for students. These services include counselling, employment, orientation, career advice, childcare, financial advice, health services, food services, sporting and recreational activities, student advocacy and legal services.

Field Work: varies 

Candidates may be required to participate in field work during their degree. Costs will vary based on type of field work, location, duration, resources required and the level of funding provided by School/Faculty.

Conference attendance: varies 

Candidates may attend conferences as part of their research training during their degree. Costs will vary based on type of attendance and presentation, location, duration, resources required, and the level of funding provided by School/Faculty. 

Note: PhD candidates may apply for the DRTG funding to contribute to their conference funding. 

Thesis submission related costs: varies

There are no costs related to thesis submission unless your Faculty, School or Supervisor, require you to have your thesis professionally edited or proof read prior to submission – contact your Faculty for more information. 

An example of one quote for 100,000 words (average PhD):

Thesis editing: $4,400

Thesis proofreading: $2,500

Tuition Fees Quarterly cost

If you are an International candidate, you are required to pay  Tuition Fees  for the duration of your candidature unless you have been granted a scholarship or sponsorship that covers these fees. You are required to pay a tuition fee deposit before your initial enrolment. Once you are enrolled, you will receive a fee statement each term.

If you enrol in approved coursework as part of your HDR program, you will not be charged any additional tuition fees.

Other costs

In addition to tuition fees, there are some of additional costs associated with your candidature. 

Overseas Student Health Cover One off cost

As an International candidate, it is a condition of your student visa that you have Overseas Student Health Cover (OSHC) for the entire duration of your stay in Australia. You need to purchase your OSHC up front before you can enrol in your program, unless you have been granted a scholarship or sponsorship that covers this cost.

OSHC insurance cannot be paid in monthly or yearly instalments. You need to purchase a policy that covers the entire period of your student visa so that you can provide the DHA with a valid OSHC certificate when you lodge your student visa application.

If the insurance premium exceeds your credit card limit, you can make separate payments as long as you use the correct payment details.

The University's preferred provider is Medibank, however you can choose an alternate OSHC provider if you wish to do so. If you do decide to obtain your OSHC with Medibank, the University may receive a commission - this is used to improve services to students.

Visa Processing Fee 2023 cost $650. One off cost

You may need to pay a processing fee to the Australian Government Department of Home Affairs when you apply for your student visa.

If your family plans to relocate to Australia with you, there will be additional costs including Overseas Health Cover (OSHC), visa processing, relocation and living costs for your family members. Some estimated costs are outlined in the table below.

Note: UNSW Research Scholarships aim to support candidates through their UNSW study and are not intended to be used to support dependents.

Tuition Fees

Domestic HDR candidates at UNSW may be offered an Australian Government Research Training Program (RTP) Fees Offset Scholarship for four years for a Doctorate, and two years for a masters.

The RTP Fees Offset is paid to the University by the Australian Government on your behalf and is used by the University to offset your tuition fees so that you may receive free research training.

From 2024 the value of the Australian Government's support is in the range of $40,000 - $50,000 annually (subject to variation in later years based on actual HDR expenditure). UNSW bears any additional cost of tuition for the duration of the RTP.

No Coursework Fees

If you are required to enrol in approved coursework subjects as part of your HDR program at UNSW, you will not be charged any additional tuition fees. 

The purpose of this table is to provide an example of the costs for HDR candidates.

The fees and costs provided below are  estimates  only, are not exhaustive, and will vary on a case by case basis.

Please note that the University reserves the right to vary student fees during enrolment in line with relevant legislation.

If you plan to fund your fees and living expenses yourself, please attach the following documents to your application for admission:

• Bank statements showing that you have accumulated enough funds over the past 6 months to cover all of your expenses for the duration of your degree. If you are applying for an Engineering degree, you need to show that you have enough funds for 2 years of study (Masters), or 4 years (PhD). For all other Faculties, you need to have enough funds for 1.5 years (Masters) or 3 years (PhD).
• Completed UNSW Financial Declaration form .

Please refer to the “Combined Costs and Tuition Fees” table in the "Example of Costs" tab for a summary of the costs you will need to show that you can cover. 

If the bank statement you have provided is for a bank account that is not in your name, the account holder must declare that the funds will be used for your studies fees and costs on the  UNSW Financial Declaration form .

Please outline your financial capacity to fund your studies in section 3 of the UNSW Financial Declaration form . This outline should be no more than 1-2 sentences in length.

English language requirements

You are required to satisfy the applicable English language requirements  and this degree requires a minimum of IELTS 6.5 or equivalent . If you do not meet the English language requirements you may apply to study a University-approved English language program .

UniSQ offers a number of masters degrees  for you to study to help you meet the entry requirements for your chosen degree.

The Doctor of Philosophy comprises a minimum of 16 independent research units, although students would normally complete 24 independent research units, with the option to extend to 32 independent research units if needed.

Grant to help you pay your fees

All Australian citizens, Australian permanent residents, and New Zealand citizens commencing a Higher Degree by Research (HDR) degree will have their tuition fees paid by the Australian Commonwealth Government under the Research Training Program (RTP) Fees Offset scheme. The RTP Fees Offset scheme covers program fees for an HDR student up to a maximum period of four years for full-time study or up to eight years part-time study for a Doctoral degree, and up to a maximum period of two years for full-time or four years part-time for a Masters by Research degree.

As part of the enrolment process, students are required to submit proof of citizenship or permanent residency status and transcripts of all previous academic study. This documentation enables the University of Southern Queensland to determine eligibility for an RTP Fees Offset place.

• have not used RTP Fees Offset funding in the previous three years; or
• have already used RTP Fees Offset funding and have successfully completed an HDR degree. Once a student completes an HDR degree, full entitlements of RTP Fees Offset are restored.

If a student's RTP Fees Offset entitlement expires before completion of the degree, the student will be required to pay full tuition fees, or if meeting the eligibility criteria be able to apply for a FEE-Help loan .

Higher Degree Research tuition fees

International students.

Below are the published indicative fees or fee range for International students enrolled full-time (48 units) in Higher Degree Research (HDR) programs at the ANU. Fees are charged by course and are based on the discipline of the course. Annual fee costs may vary depending upon the number of units a student is enrolled in or if a student enrols in coursework. For more detailed program specific fees please refer to Programs and Courses   page for the specific program that you are enrolled in or intending to apply for. 

For students holding an Australian Government Research Training Program International Fee Offset scholarship, these fees will reflect the annual value of that scholarship

If an International student is unable to complete their HDR program in 4 years they will be required to apply for a program extension.  If the student is not supported by a fee scholarship for the period of extension (eg. a tuition fee scholarship provided by your College), the student will be required to pay an extension of program fee (as outlined below) which will cover their enrolment for up to 6 months.   

Domestic students

The amount of tuition fees for Domestic students enrolled full-time (48 units per year) in Higher Degree Research (HDR) programs at the ANU currently ranges from $41,030 to $54,880 per year. For individual students the amount will be determined by a number of factors including field of research, progress through the degree, tuition fee scholarships, coursework enrolment, enrolment intensity, and the total pool of Higher Degree by Research students at ANU.

Currently all domestic students enrolling in HDR programs at ANU will be awarded an Australian Government Research Training Program Fee Offset scholarship, the fees stated above reflect the annual value of that scholarship.

If you’re an international student who has completed higher education studies, you might now be considering studying a doctorate degree, also known as a PhD. In Australia, this is the highest level of study and, once completed, can unlock doors to better employment, higher wages, and industry recognition.

Here’s a handy guide on how to apply, what to expect, and where to find further information for your exciting next step.

What is the difference between honours, a master ’s and a PhD?

An honours  is an extra year of study in Australia. To qualify you need to have completed your undergraduate degree, otherwise known as a bachelor’s degree, to a high standard. This is often considered a stepping stone to further postgraduate study.

Graduates with a bachelor’s degree might consider a graduate certificate, which usually takes one semester of full-time study and can help you specialise in your chosen career path. One step up from a certificate is a graduate diploma. This type of study takes one year of full-time study and can often be continued on from the graduate certificate.

A master’s by coursework is similar to a graduate diploma but takes a little longer and is regarded as a higher qualification. In most cases, you need a relevant bachelor’s degree; however, in certain circumstances, extensive relevant work experience might be accepted instead. This type of course typically takes 18 months to complete. A master’s by research takes two years of full-time study and is based on a research project supervised by a university academic.

A doctorate by research or a PhD is the highest level of study offered in Australia. A PhD requires submission of a thesis that is assessed by examiners who determine whether the research is worthy of the qualification. A PhD student must show through their thesis that they have made a significant contribution to their field. Once graduated, the candidate may use the title of Doctor.

How does a PhD work in Australia?

A PhD in Australia is usually studied over the course of three years. While some students take a little longer, extensions are subject to funding, as well as other important factors. Domestic students may have the option to study part-time but as an international student, you must study full-time in order to be eligible for a student visa .

According to the Australian Government , fees to study a PhD range from A$19,000 to A$78,000 per year, depending on the education provider. There is a chance you may not have to pay the full amount if there is funding available, which is common in Australia. Most universities have funding for promising PhD students set aside. Get in touch with your chosen university directly to find out what scholarships are available to international students. The Australian Government also runs Destination Australia , which funds eligible education providers in regional areas to offer scholarships to both domestic and international students. The government also offers the Research Training Program for participating universities.

Do I need honours to apply for a PhD?

In most cases you will need an undergraduate degree with a minimum of Second Class Honours (Division A) – also known as ‘upper second-class’ honours – to apply for your PhD to demonstrate you have significant research experience. However, many education providers offer research-based qualifications to give you this experience if you didn’t complete an honours degree originally.

What is the basic structure of a PhD?

PhDs in Australia are usually research-based and, while they may contain other aspects, the focus of your studies will be on working towards your doctoral thesis.

In general, a PhD begins with a literature review that collects, analyses and summarises the current research published on your chosen subject. This then provides the basis for designing, implementing and analysing your own research that you’ll write about for your thesis.

In Australia, you are not required to undergo a viva voca , which is an assessed oral exam in defence of your research topic, method and predicted results. Instead, you are assessed solely on your thesis.

How do I apply for a PhD?

To apply for an Australian PhD, the first step is to contact a university academic working as a supervisor for PhD projects. You contact them, usually about four months before you wish to commence your studies, with the research topic you would like to propose. The person you choose should be the lead researcher for the institution you wish to apply to, in the relevant field you wish to study.

Once you have what is known as an ‘expression of interest’ from a provisional supervisor, you can begin your formal application to the university. Most universities won’t consider an application without an expression of interest from a supervisor, so make sure you have this first.

What else do I need to know?

To study as an international student in Australia, you must have a student visa (subclass 500) from the Australian government. Unless you are exempt, the application fee for this visa is AUD$710. You can read more about student visas and their requirements here .

Australian PhDs are delivered in English and have language skill requirements. There are various tests you can take to verify your English language skills including the IELTS, CAE and PTE. The score you need is usually specified on the universities website and will depend on the test you take.

International students must have Overseas Student Health Cover (OSHC) in order to be granted their student visa. There are a variety of providers to choose from, including many universities, but the policy you choose must adhere to the Overseas Student Health Cover guides. The new international student working limit of 48 hours every fortnight does not apply to international students who are pursuing a doctorate or a master’s degree through research. These students are not restricted in terms of the number of hours they can work. However, your actual work hours should align with your study requirements and also require approval from your academic supervisor. This is to ensure that your employment does not interfere with your primary objective of completing your academic research.

PhD study is an excellent way to enter the Australian workforce and graduate visas are available that can entitle you to stay in Australia for up to four years after you have finished your PhD. Doing a PhD or MPhil is a big commitment of your time, energy and resources. The costs involved will differ according to your personal circumstances. The information on this page provides you with an overview of what you can expect to pay.

Domestic Students

Fees: As a domestic student you are awarded a tuition fee scholarship for your higher degree by research (HDR) program under the Australian Government's Research Training Program (RTP).

RTP funding is limited to:

• four years full-time (or part-time equivalent) for a PhD candidate
• two years full-time (or part-time equivalent) for a Research Masters candidate

You will be required to complete your degree within the RTP entitlement period. The university awards a minimum $32,192 stipend – it is recommended that you should budget on this as a minimum amount for living expenses.

International Students

Fees: The annual cost of a higher degree by research (HDR) program with the University of Newcastle varies depending on your chosen degree. See Costs for International Students for details on what the cost will be to you.

Overseas Student Health Cover (OSHC) must be arranged for the full duration of your student visa. If your scholarship includes OSHC, it will be provided to you for the full duration of your student visa. The University's preferred OSHC provider is Medibank . The University-arranged coverage is for the candidate only and does not cover dependants.

Please be aware that the University cannot provide any additional subsistence to research students who choose to come to Newcastle with insufficient funding.

Student Services and Amenities Fee (SSAF)

A Student Services and Amenities fee is paid by all students for each semester of enrolment. This money is used to improve student services offered by the University.

Please note that this fee is not covered by any higher degree by research scholarship. Off-campus, online and distance students are also required to pay a service and amenities fee.

Is Australia good for PhD?

The other common motivations for international students to choose Australia for their PhD in Australia include:

Structure of doctoral studies in Australia

How many years is a PhD in Australia?

There is this one thing about PhDs that it can easily become overwhelming if you don’t fix an end date beforehand. But you should expect to complete a full-time PhD between 3 and 4 years in Australia. 

It can take more time depending on the object of your research and any obstacles you might come up with along the way. Part-time PhD on the other hand may take up to 6 years to complete. 

However, this format usually is not available for international students. In fact, one condition to obtain a student visa in Australia is that you must study full-time.  

What are the requirements to do PhD in Australia for international students?

To apply for a PhD program in Australia, you don’t necessarily need a master’s degree. You just need a first proven experience in conducting research. And a bachelor’s degree usually requires you to complete an extensive research project to graduate.

In general, each university sets its own requirements and application process. But you should nonetheless provide your:

• ID (a passport)
• English language proficiency proof (usually IELTS/ TOEFL/PTE scores)

• Statement of purpose / Research proposal

Some universities may wish to interview you for your PhD, that generally takes place online. Make sure then to get ready and make the arrangement via a video-conferencing platform. 

Another crucial step is also to find a PhD supervisor to supervise your research. This person should guide you through all the process, from the application to the thesis submission, so make sure to choose carefully. PhD in Australia cost

Tuition fees for a PhD in Australia are relatively higher compared to what apply in other countries. However, thanks to many funding and scholarships available, so there’s a good chance that students won’t have to pay the entirety of the tuition fee.  

The Australian government estimates the cost of an international doctoral degree to be between AUD $20,000 and AUD $50,000 per year. This is the amount you should have available if you apply for a research project without a funding attached. 

But the good news is that many Australian PhD research projects are pre-funded. This is especially the case in majors such as science, engineering, medicine and technology. So if you haven’t yet chosen your project, this might be a way to pay for your PhD at a more affordable cost.  

Fully funded PhD in Australia for international students 

PhD funding in Australia is available through either scholarships from Australian universities or research training program funding. There are also scholarship opportunities from the Australian government. 

Scholarships from universities in Australia 

Promising students have the opportunity to get fully-funded PhD spots at the research universities in Australia. SYDNEY: University of Technology Sydney marketing major Raghan Motani fears he is no longer welcome in Australia.

A major housing shortage has plagued the nation, which the Labor government partially blames on a rise in the number of international students like Raghan. Now, a clampdown on such students is causing widespread concern in the country’s multibillion-dollar education industry.

In the government’s latest move to rein in record migration that has soared since the COVID-19 pandemic, international student visa fees more than doubled to A$1,600 (US$1,068) from A$710. The higher fees took effect on Jul 1.

There are no refunds if an applicant is rejected.

English language requirements were previously tightened in March, while the amount of savings international students need to qualify for a visa was raised in May to A$29,710 from A$24,505 - the second increase in about seven months.

The government is currently holding consultations over a plan to cap the number of international students that domestic universities can accept.

These measures have sent shock waves through the industry and the student movement who believe they are being unfairly blamed for Australia’s housing crisis.

“We international students, we come over here with the hope, with an understanding … plus, we are bringing that much cash, that much money to the economy. We contribute a significant amount,” said Raghan, who is also an international student officer at his university.

“The only thing we ask in return is protect us; protect our rights.

"But instead of that, (they are) arguing with us and then putting us in a situation where we ourselves are doubting: Are we welcome in the country?” he told CNA.

CAP COULD COST BILLIONS OF DOLLARS

Such perceptions risk deterring thousands of students from choosing Australia over other countries to study in.

Universities and industry players have warned that a cap on international student numbers would cost Australia billions of dollars.

Last year, international education contributed nearly A$48 billion to the country’s economy.

Australian universities earn about twice as much from overseas students than local ones, while reports have suggested that a drop in international students going to Australia since the visa clampdown has already cost the economy more than A$4 billion.

Over the past year, the number of student visas approved fell by 23 per cent – or nearly 60,000 students.

Liang Weihong from Sydney University’s Postgraduate Representative Association told CNA he believes overseas students can no longer have faith in government policy when it comes to the education sector.

 “My feeling is that it’s not a behaviour that we imagine an Australian government can do. It is really low,” he added.

CHANGES COULD PRODUCE TWO-TIER SYSTEM

While efforts to aim policies at international students play well in the electorate and are supported by the government and opposition, some industry players believe they are misdirected. 

George Williams, professor and vice-chancellor of Western Sydney University, said that while it makes sense for the government to have a managed migration programme, it has been “wrongly applied” to international students.

“These are people not coming as permanent migrants,” he pointed out.

“Eighty-six per cent … get a great education here and go to a wonderful set of employment opportunities in their home country.”

So far, the government has been determined to cap numbers, saying the new laws will discourage people using student visas as a backdoor to Australia. But it remains unclear how far the cap will go and which universities would be most affected.

The government has introduced The Education Services for Overseas Students Amendment (Quality and Integrity) Bill 2024, which covers the cap on international students and proposes to give the Education Minister powers to interfere with courses.

On Tuesday (Aug 6), Universities Australia chief executive Luke Sheehy told a senate committee hearing that the cap could cost 14,000 jobs.

In parliament, the country’s Education Minister Jason Clare said he is “consulting directly” with universities to “make sure we get this right”.

“But it’s about making sure we provide universities with the certainty and stability for managed growth over time,” he added.

Observers said these changes could produce a two-tier education system, with smaller colleges and universities being penalised while larger ones remain relatively unscathed.

Williams from Western Sydney University noted: “There’s no doubt that the door is open for next year, but how that affects the relativities between universities is still being resolved.

“So if a student would like to come and study with us, there should be no barriers to studying here as opposed to other great universities.

“And if we (do) get a divide in the sector, we believe that would harm students across the board so we would fight hard against it,” he added.

What is the ivy league.

The Ivy League is a group of eight prestigious, high-ranking American universities. Ivy League schools have a reputation for producing world-renowned research, as well as high-profile graduates from former US presidents to Nobel Prize winners.

The members of the Ivy League are:

• Harvard University
• Yale University
• Princeton University
• Columbia University
• Dartmouth College
• Brown University
• University of Pennsylvania
• Cornell University

Though its members have a reputation for academic excellence, the Ivy League isn’t technically an academic alliance at all – it’s an athletic conference . Officially formed in 1954, the primary purpose of the conference was originally to set shared ground-rules for intercollegiate football.

Over time, the Ivy League has gone on to acquire the academic reputation it enjoys today. This is partially because its members were already amongst the country’s best established universities (all but one pre-date the American Revolution).

It is also because intellectual merit is a founding principle of the league – one of the motivations behind its inception was to make sure sports didn’t take priority over academia. This meant all eight universities agreed not to offer athletic scholarships so that they only admitted the most academically qualified students – a rule that persists to this day.

In the near seven decades since it was founded, the Ivy League has become less known for its sporting success and more known for the quality of its research (and its alumni!). Eight of the nine current Supreme Court justices and every former US president in the last 40 years studied at an Ivy League university.

Why do your PhD at an Ivy League university?

Earning your PhD at an Ivy League institution is certainly a worthy ambition – you’ll have gained your doctorate at one of the oldest and most well-respected universities in the United States (if not the world). Six of the eight Ivy League schools rank in the top 20 universities worldwide according to the Times Higher Education 2023 World Rankings . The same number rank within the top 100 according to their research-specific score.

Largely thanks to sizable donations from alumni and other benefactors, Ivy League schools are also able to offer some of the most well-funded PhD programmes across the globe. The eight members each have endowments ranging from approximately $5-30 billion . This means you’ll certainly benefit from excellent research facilities during your PhD!

Ivy League graduates also join an extensive alumni network. This will allow you to form lifelong connections that will be invaluable – whether or not you decide to pursue an academic career.

That said, it’s worth noting that none of these benefits are exclusive to the Ivy League. Of the top ten universities in the USA according to Times Higher Education, five are not members. Nobody would call into question that quality of education and research at non-Ivy institutions such as Stanford University or the Massachusetts Institute of Technology (MIT)!

When choosing where in the US to do your PhD, there are plenty more important factors to consider than whether a university belongs to a particular group. Are there faculty members in your department that share your research interests? What funding opportunities are available?

PhD tuition fees at Ivy League universities

An Ivy League PhD guarantees a very high standard of education – but all that prestige comes at a price! You can expect to pay an average annual tuition fee of $48,405 for a PhD at an Ivy League university.

All eight members are all private universities – but their PhD tuition fees are still higher than the average private institution in the US (which charges around $26,621 per year).

Here’s an overview of the average PhD fees at each university:

In 1985, an admissions officer at Yale named Richard Moll listed eight public universities he considered to be of a comparable education standard to the Ivy League. He termed them the ‘Public Ivies’. They are:

• College of William & Mary
• Miami University
• University of California
• University of Michigan
• University of North Carolina at Chapel Hill
• University of Texas at Austin
• University of Vermont
• University of Virginia

The average annual fee for a PhD at a public university in the US is $12,394 . If you’re looking for a cheaper alternative to an Ivy League doctorate, these universities are definitely worth considering!

PhD funding at Ivy League universities

Fees for PhD programmes at Ivy League universities may seem high – but the good news is that it’s rare for students to pay the full cost of their PhD. Ivy League schools provide generous funding packages for PhD students. In fact, many will even cover the full cost of your tuition, along with a stipend towards living costs. Some funding packages may include added benefits such as health insurance.

It’s actually very common for PhD students at Ivy League universities (and elsewhere in the US) to receive full coverage for their PhD costs. At Cornell University, for example, almost 97% of PhDs are fully funded through a combination of fellowships, assistantships and stipends.

Applying for a PhD at an Ivy League university

It won’t come as any surprise that PhD programmes at Ivy League universities are very competitive. Acceptance rates for postgraduate programmes are generally under 10% and can be as low as 4%.

Applications are made directly to your chosen graduate programme. It’s worth noting that applying for a PhD in the US is very different to in the UK and many European countries. American PhDs are not pure research degrees and you’ll usually have to go through a taught coursework stage before you start writing your thesis. For this reason, you’ll often develop your research proposal during your programme.

To apply for a PhD at an Ivy League university, you’ll usually need a combination of the following:

• Academic transcripts: The university will want to see a detailed breakdown of the grades you achieved during your previous degree(s). Because PhD programmes in the US effectively combine Masters and PhD study (some universities may even award a Masters part way through your PhD), it’s unlikely that a Masters will be required. However, it may be an advantage when applying to a competitive Ivy League school!
• Academic CV/ Resume
• Personal statement (sometimes referred to in the US as a ‘statement of purpose’)
• Standardised test scores : Ivy League applicants are sometimes required to take the Graduate Record Examination (GRE)
• Writing sample

Undergraduate and Masters programmes in the US are assessed using a system called Grade Point Average (GPA) . Your university will usually calculate your GPA equivalent based on your academic transcript.

Ivy League universities generally do not set minimum GPA requirements; however, it is true that the average GPA for successful applicants is quite high. For example, the average GPA amongst successful PhD applicants at the University of Pennsylvania’s School of Engineering was 3.8 in 2021 (4.0 is the highest GPA you can achieve).

That said, your GPA won’t necessarily make or break your application. A PhD application has many elements – meaning there are plenty of opportunities to compensate for a lower GPA, whether through a stand-out personal statement or a glowing letter of recommendation.

University of Melbourne tells senators of risks posed by international student caps

University of Melbourne Vice-Chancellor Professor Duncan Maskell will today appear before a Senate Inquiry into the Federal Government’s Education Services for Overseas Students Amendment (Quality and Integrity) Bill, alongside other vice-chancellors.

Professor Maskell will emphasise the significant contribution international education makes to Australia, and to our culture and society, warning this will be severely undermined if the government proceeds with the Bill, in its current form.

Remarks regarding this afternoon’s hearing, attributable to Professor Maskell:

International education is a prized national asset, contributing significantly to Australia’s economic, social and diplomatic success.

With bi-partisan support, Australia has grown to become one of the world’s leading providers of international education, contributing more than $47.8 billion to the Australian economy.

This revenue includes $30.5 billion spent on goods and services within the broader economy, bolstering local businesses and supporting 250,000 jobs nationally. International students add to the diversity on campus and in our communities and provide a workforce for local businesses.

International education also has significant soft diplomacy value, with many alumni becoming leaders in our region and acting as ambassadors for Australia once they return home, providing opportunities for many of our students to thrive in the global economy overseas.

But the proposal to arbitrarily cap international students at universities puts this position at risk – it will harm all students (domestic and international), jeopardise the sector’s reputation and long-term sustainability.

The caps penalise the sector for a temporary, larger-than-expected increase in student numbers due primarily to the pandemic lag effect.  The Treasury Secretary covered this in Senate Estimates testimony, noting the catch-up had peaked.

The revenue to universities, who as charities reinvest proceeds back into the core purpose, pays for widening participation support programs, tops up Australia’s underfunded research system and delivers essential teaching and research infrastructure, which is not funded by the Australian government.

Universities are still recovering from the impact of the pandemic on their operations with most universities running deficit budgets. For example, in Victoria five of eight universities reported net operating deficits in 2023, including the University of Melbourne.

Spending by international students accounted for more than half of Australia’s economic growth in 2023. With Australia’s economy experiencing weaker economic growth, the Government should be aiming to grow the industries that sustain our economy rather than adding more strain:

• The Governments of NSW, SA, WA and Victoria have made this point in relation to the caps.
• The Business Council of Australia and the Australian Chamber of Commerce and Industry have similarly called for the government to reconsider.
• S&P Global Ratings have warned that caps could erode universities’ credit ratings.
• Global rankings agency QS has warned that caps could hurt Australian universities’ competitiveness.

The University of Melbourne has set out its position in detail in its submission to the inquiry, including amendments that would make the Bill less harmful. The rationale for the Bill’s measures is flawed:

• Home Affairs statistics show total student visa grants in the year 1 July 2023 to 30 June 2024 were lower than in the last financial year prior to the pandemic (2018-19).  Downward pressure has been created by the visa processing changes at the beginning of the year and the recent increases in visa fees to the highest in the world for international students.
• International students make up only 4 per cent of renters in Australia. In most local government areas, international students make up less than 1 per cent of the rental market. Universities Australia modelling has found that the rental vacancy rates in suburbs surrounding inner-city university campuses are higher than the averages of major cities.
• The Bill suggests that international student enrolments should better align with Australia’s skills needs. Yet only 16 per cent of international students remain in Australia post-graduation.
• The idea that capping enrolments in metropolitan universities will boost regional university enrolments is not realistic – most international students prefer to live in major cities, demonstrated by the fact that more than half of those enrolled at regional universities were studying at capital city campuses in 2022.

The combination of the Federal Government’s policies is resonating in Australia’s offshore markets, causing students to reconsider their intention to choose Australia as their preferred study destination. We saw what happened to Canada after it adopted similar draconian measures - it slipped from 1 st last year to 4 th this year as a preferred study destination.

In light of the significant contribution international education makes to our nation, the Government should take on board the extensive and wide-ranging feedback it has received about the ESOS Bill and make changes before it is too late to avoid further inflicting harm and undermining the success of international education in Australia.

• You must not be a citizen of New Zealand or Australia
• Moreover, you must have received an unconditional offer letter to study at the Melbourne University
• Must have secured at least 95% in your 12th exams. (For Indian students)
• Previously, you must not have undertaken any tertiary studies (excluding the extension studies completed as a part of the 12th standard)

You will receive either of the 3 benefits:

• 100% tuition fee discount for the duration of 3 years
• 50% tuition fee discount for the duration of 3 years, or
• $10,000 tuition fee discount off the 1st year tuition fees

Monash International Leadership Scholarship 

The Monash International Leadership scholarship is available to students from all nationalities. You do not need to apply for this scholarship. Applications are automatically considered for the scholarship for the course duration. The scholarships are given on the basis of academic achievement.

• You must be an international student enrolling full time at the university for an undergraduate program 
• Your must have received an unconditional offer letter from the university
• However, pathway programs and  Doctor of Medicine (MD), Bachelor of Medicine and Bachelor of Surgery (Honours) course  or the Medical Science course are ineligible

The Monash International Leadership scholarship covers 100% of your tuition fees for 4 years.

UTS Vice-Chancellor’s International Undergraduate Scholarship

The University Of Technology Sydney ’s Vice-Chancellor’s International Undergraduate Scholarship is also a fully funded undergraduate scholarship in Australia for international  students. The scholarship is available to high achieving students starting to study at the university. 

Eligibility Criteria The eligibility criteria for this scholarship are as follows:

• You must be an international student enrolling in a full time undergraduate program 
• You must meet the admission requirements of the university before the closing date of the closing application
• Moreover, you must have have completed an Australian Year 12 or obtained equivalent qualification no longer than 3 years prior to commencing studies 
• Additionally, you must have secured an average score of 85% where the passing mark is 50% or equivalent from a recognised high school.
• You also must fill the UTS online scholarship application form

The UTS Vice-Chancellor’s International Undergraduate Scholarship covers your entire tuition fees for the course duration.

ANU International University Scholarship 

The Australian National University provides fully funded undergraduate scholarships in Australia for international  students. However, there are only limited scholarships available. 

• You must be categorised as an international student for tuition fee purposes 
• You must not have commenced further studies after completion of your secondary education. Unless, this is required by the university for admission.
• Moreover, you must be applying for tertiary studies for the 1st time 
• Must have achieved excellent academic results in the 12th standard. A score equivalent to Australian Tertiary Admissions Rank (ATAR) of 99.50 or above.
• Moreover, you must have received unconditional offer letter from the university

The benefits of this scholarship is as follows:

• Covers 100% of your tuition fees for the course duration
• Additionally, you will receive finances to for your Overseas Student Health Cover
