Senior Research Fellow

A Senior Research Fellow is a NIH employee who possesses a doctoral degree and is on a time-limited, renewable appointment. The position represents a scientific appointment for individuals who have gained considerable experience (i.e., more than 10 years) beyond postdoctoral training in positions outside of NIH. The designation is not intended for scientists who have gained their experience at NIH (i.e., Research Fellows who have completed eight years of service and are attempting to convert to a Senior Research Fellow appointment).

It should be noted that a scientist with less than 10 years of experience (8-9 years) could be considered for a Senior Research Fellow appointment as long as most of their experience has been gained from outside NIH. The type of past experience is also an important factor in the decision (e.g., experience as in a senior/associate director in industry, assistant/associate professor in academia, etc.). If a candidate has been previously employed by NIH, in any capacity after their doctorate (e.g., Special Volunteer or Contract Worker), they must wait a minimum of two years before applying for a Senior Research Fellowship.

Because Senior Research Fellows perform services for NIH in addition to the training experience, these positions apply against the Institute and Center’s (IC) Full-Time Equivalent Employment (FTE) ceiling.

A Senior Research Fellow is a Full-Time Equivalent Employment (FTE) position.

Approvals (Process)

Senior Research Fellows are appointed using Title 42(g) and approved by the delegated authority in each IC. Depending on salary level and other pay components proposed, review and approval may be required from both the IC Title 42 Standing Committee and the NIH Compensation Committee (NCC). Please consult the Title 42 Pay Model for additional information.

Initial Senior Research Fellow appointments may be made in increments up to 5 years. The Deputy Director for Intramural Research (DDIR) must approve any appointment that extends beyond 8 years. Also, a Senior Research Fellow appointment does not impact the “1:1 Senior Investigator/Investigator to Staff Scientist” ratio (i.e., DDIR approval is not required to appoint a Staff Scientist and a Senior Research Fellow under the same Principal Investigator [PI]).

For Senior Research Fellows that require clinical credentialing, an additional approval must be received from the Director, CC (or delegate) after recommendation by the Clinical Center (CC) Credentials Committee and the Medical Executive Committee (MEC). There is currently no Deputy Director for Intramural Research (DDIR) -approved check sheet or checklist for the Senior Research Fellow designation. Individual ICs may have additional requirements and check sheets. Please contact your Administrative Officer (AO) or HR Specialist for additional guidance.

Intramural scientists at the NIH, as is true for all scientists, should be committed to the responsible use of scientific tools and methods to seek new knowledge. While the general principles of scientific methodologies are universal, their detailed application may differ in various scientific disciplines and circumstances. All research staff in the Intramural Research Program should maintain exemplary standards of intellectual honesty in formulating, conducting, presenting, and reviewing research, as befits the leadership role of the NIH.

Pay / Compensation

Pay and compensation for Title 42(g) appointed Senior Research Fellows is based on the Title 42 Pay Model . Senior Research Fellow salary ranges are in Band II (minimum salary is the minimum for Band II). Depending on salary level and other pay components proposed, review and approval may be required from both the IC Title 42 Standing Committee and the NIH Compensation Committee (NCC).

Recruitment Process / Appointment Mechanisms

Recruitment of a Senior Research Fellow is made via Title 42 .

Qualifications for a Senior Research Fellow appointment include the following:

  • Appointees must be U.S. citizens, U.S. permanent resident (green card, resident alien), or non-resident aliens with a valid employment-authorized visa.
  • Candidates must possess a Ph.D., M.D., D.D.S., D.M.D., D.V.M. or equivalent degree in a biomedical, behavioral, or related science, or have been certified by a university as meeting all the requirements leading to such a doctorate.
  • Candidates must furnish proof that they meet educational requirements. For most scientists, official transcripts are required. For very senior scientists with established professional reputations who are well known in their fields, a copy of the doctoral degree, and professional license if any, may be sufficient. However, if the diploma does not indicate the field in which the doctorate is awarded (e.g., indicates only Doctor of Philosophy), then copies of transcripts or listings of courses are required.
  • Foreign educated scientists from certain countries (e.g., China) may be unable to provide official transcripts. In those rare cases, a copy of the diploma, with official English translation, if necessary, may be accepted. However, if the diploma does not indicate the field in which the doctorate is awarded (e.g., indicates only Doctor of Philosophy), then copies of transcripts or listings of courses, with official translation, are required.
  • Foreign education must be evaluated by an accredited organization to ensure that it is comparable to education received in the United States. ICs may wish to consult with the Division of International Services, ORS, and with OIR for preliminary advice on the equivalency of foreign degrees with U.S. doctorates. Simply because a degree is identified as a doctorate does not mean it is equivalent.
  • A minimum of two references is required from professionals in the field, attesting to the candidate’s scientific qualifications, credentials, and accomplishments. Additional references may be required depending upon Office of Intramural Research (OIR) policies and the IPD proposed.

Senior Research Fellow appointments are made via Title 42(g) and renewed in increments of one to five years, according to the 5/8 Year Duration Policy . The maximum length of the appointment may not exceed eight years – the duration is determined by the length of time spent at NIH in all fellowship capacities – unless the scientist is approved for a tenure-track or another staff NIH appointment.

A Senior Research Fellow is not granted independent resources by their Institute.

Termination

Senior Research Fellow appointments may be terminated before their expiration date for cause (e.g., personal or scientific misconduct), unsatisfactory performance, or administrative reasons, including but not limited to, programmatic changes and/or budgetary considerations. Terminations of a Senior Research Fellow must follow the policies and processes appropriate to the Title 42(g) appointment mechanism.

  • G. Senior Research Scientists

Note: The Senior Research Scientist position in the FAS divisions of the Arts and Humanities and Social Science is called “Senior Research Scholar.” The Senior Research Scholar position is in all ways identical to the Senior Research Scientist position, differing only in name. References to “Senior Research Scientist” below and throughout the FAS Appointment and Promotion Handbook encompass Senior Research Scholars as well.

(1) Description

Senior Research Scientist appointments are made to secure the paid professional services of an individual in support of the intellectual pursuits of a faculty member(s), department, core facility, or research center. Senior Research Scientists are able to conduct their own independent research in collaboration with a Harvard faculty member or in support of a core facility or research center. They may supervise other researchers. The Research Scientist (see 13F) and Senior Research Scientist appointments are part of a professional research track, not an academic track that is intended to lead to a possible faculty appointment.

Individuals receiving this appointment will possess a doctoral degree at the time of appointment and ordinarily will have had at least ten years of postdoctoral experience. Individuals should have a strong record of scholarly publications.

Senior Research Scientists have rights as “principal investigator” or “project director.”

The appointment , which is contingent on funding and space, is made for five years. Feedback on performance will be provided on an annual basis. Reappointment in this rank for an additional five-year term requires review in the penultimate year of appointment, with subsequent reviews for reappointment at similar intervals thereafter. Part-time appointments or non-consecutive appointments for a fraction of a year will ordinarily count as a one-year appointment for determining eligibility for a renewal or a review date.

Note: Members of the FAS and University community are expected to familiarize themselves with, and conform to, Harvard policies on teaching, research, and service, as appropriate to their position. Please see Chapter 2, “FAS and University Policies,” for more information.

In keeping with Harvard University’s Intellectual Property policies ( https://otd.harvard.edu/ ) and other research policies, faculty and researchers are expected to sign electronically the Harvard University Participation Agreement by the start of their appointment .

Senior Research Scientists are paid at a rate commensurate with experience, in consultation with the assistant dean for faculty affairs.

(3) Appointment/Search, Promotion Review, and Reappointment Procedures

A search is required for all external appointments to senior research scientist. A promotion review is required for all internal promotions to senior research scientist from a Harvard position as a research scientist. A review for reappointment is required for reappointments beyond the original five-year term (and for subsequent reappointments). Please see the processes below.

Search Process for External Appointment to Senior Research Scientist:

a. Departments or principal investigators should place an advertisement in an appropriate professional journal, and ARIeS, indicating the availability of positions in their areas. Other suggested recruitment methods include posting open positions on the department’s webpage and making direct inquiries in the service of developing a diverse pool. Advertising copy must indicate that Harvard is “an equal opportunity employer and all qualified applicants will receive consideration for employment without regard to race, color, sex, gender identity, sexual orientation, religion, creed, national origin, ancestry, age, protected veteran status, disability, genetic information, military service, pregnancy and pregnancy-related conditions, or other protected status .” Care should be taken to avoid language that could be construed as discriminatory with regard to age.

As two recommendation letters must be obtained for all short-list candidates (and five more external letters for the finalist must later be solicited, before any offer can be made), the advertisement may indicate that candidates should submit with their application either contact information for two recommendation letters or else two recommendation letters. All recommendation letters should be from experts at the ladder faculty ranks, and all external letters should be from experts at the tenured ranks. For both kinds of letters, it may be appropriate to include highly accomplished senior researchers from corporations or research institutes, or well-established museum professionals or practicing artists.

In addition, the advertisement should request a curriculum vitae (including a list of publications) and a research statement.   The summary research statement should be no more than 3-4 pages.

Please note that print advertisements are not required for research appointments; online ads are sufficient.

b. The P.I. should suggest, for approval by the assistant dean for faculty affairs, a three-person search committee composed of individuals at the tenure-track, tenured, or senior non-ladder faculty ranks, or at the rank of Senior Research Fellow.

c. The committee reviews the candidates’ materials (including the two recommendation letters for all short-list candidates). In considering a possible finalist, the committee solicits five additional letters from experts external to Harvard, for a total of seven letters in the final dossier. At least three letter writers should be "arm's length" from the individual. "Arm's length" means that the evaluator is not a past or present advisor, mentor, collaborator, co-teacher, or other role in close relationship to the candidate, as assessed by the divisional dean/SEAS Dean’s office.

d. After reviewing all materials, including external letters for the finalist, the committee votes on the case. After a favorable vote, the committee drafts a short case statement and sends a dossier to the assistant dean for faculty affairs, for review. The dossier includes:

  • A statement describing the steps taken to identify candidates from diverse populations; a description of how the leading candidate was identified; comparison of the candidate with other leading candidates, and reasons why the other leading candidates were not chosen.
  • The Departmental EEO Report displaying aggregate demographic data from the search. This report, which does not identify characteristics of individual applicants, can be retrieved through the ARIeS system.
  • The case for appointing the candidate, including a summary of the search process, a summary of the candidate’s qualifications and contributions, an explanation of how the candidate meets the criteria for senior research scientist, a discussion of the strengths and weaknesses of the candidate’s case as noted in the recommendation letters, external evaluations, and the internal deliberations of the search committee, and the committee’s signatures, with an indication of the primary author of the statement.
  • A curriculum vitae (including a list of publications)
  • The candidate’s research statement
  • The candidate’s recommendation letters, copies of the letter soliciting external evaluations, and the external letters received.
  • Copies of all advertisements.

e. Once the dossier has been reviewed by the assistant dean, the final dossier will be submitted to a subcommittee of the Committee on Appointments and Promotions (CAP). The CAP subcommittee reviews the dossier, and the divisional dean decides whether to approve the appointment. If approval is granted, the offer letter is issued by the department or the P.I., cc’ing the divisional assistant dean.

f. If the offer is accepted, the final dossier is sent to the Appointments Office with the offer letter, and the appointment is processed in the Aurora system by the department.

Review Process for Internal Promotion to Senior Research Scientist:

For promotion to senior research scientist from a Harvard position as a research scientist, please see the steps below.

a. The P.I. should suggest, for approval by the assistant dean for faculty affairs, a three-person review committee composed of individuals at the tenure-track, tenured, or senior non-ladder faculty ranks, or at the rank of Senior Research Fellow. The P.I. should not serve as a member of the committee.

b. The committee asks the candidate (who should have a strong record of scholarly publications) to submit a curriculum vitae (including a list of publications) and a summary research statement of no more than three to four page s . In addition, the candidate should submit a list of experts in the field whom the department may wish to consult about the review or any experts the candidate feels should not be consulted, with an accompanying explanation. At least three letter writers should be "arm's length" letter writers. "Arm's length" means that the evaluator is not a past or present advisor, mentor, collaborator, co-teacher, or other role in close relationship to the candidate, as assessed by the divisional dean/SEAS Dean’s office. If the candidate prefers, the candidate may provide this explanatory information to the department chair. The candidate may also consult with the assistant dean.

c. The committee reviews the candidate’s materials. These materials should include a letter from the P.I., describing what the candidate has been doing, what the impact of the candidate’s work has been, the expected length of the candidate’s project and the stability of its funding, and why it is important for the candidate to remain at Harvard rather than pursue an independent career.

In addition, seven evaluative letters about the candidate must be obtained by the committee before any offer can be made. The committee takes into consideration the suggestions of the candidate (as submitted with the candidate’s materials in Step b. above), but the committee has final authority in deciding who it will ask to write letters. At least five of the seven letters must be from letter-writers external to Harvard; one letter can be from the Harvard department seeking to make the appointment (or, for candidates from SEAS, this letter can be either from the SEAS area seeking to make the appointment or else from SEAS more broadly); and one letter can also be from Harvard, but must be external to (as applicable, depending on the candidate’s primary affiliation) the Faculty of Arts and Sciences or the John A. Paulson School of Engineering and Applied Sciences. All seven letters should be from experts at the tenured ranks; it may be appropriate to include highly accomplished senior researchers from corporations or research institutes, or well-established museum professionals or practicing artists. At least three letter writers should be arm’s-length letter writers.

  • Copy of the P.I.’s letter describing the candidate’s work, impact, expected project length and funding, and the rationale for the candidate continuing at Harvard.

e. Once the dossier has been reviewed by the assistant dean, the final dossier will be submitted to a subcommittee of the Committee on Appointments and Promotions (CAP). The CAP subcommittee reviews the dossier, and the divisional dean decides whether to approve the promotion. If approval is granted, the offer letter is issued by the P.I., who should cc the divisional assistant dean.

Reappointment Process for Senior Research Scientists:

Reappointment to Senior Research Scientist beyond the initial five-year appointment (and for subsequent reappointments) requires a formal review by the appropriate department or center, with subsequent approval by the appropriate divisional/SEAS dean. This review should occur in the penultimate year of the appointment. 

a. To conduct the review, the P.I. should propose to the divisional dean/SEAS Dean (via the assistant dean for faculty affairs) a committee that will evaluate the justification for reappointment. This committee consists of two ladder faculty (not including the P.I.).              b.  Once the divisional dean/SEAS Dean has approved the committee, the committee will review the following materials to determine whether or not the candidate merits reappointment: i.   A letter authored by the P.I., describing what the Senior Research Scientist has been doing, what the impact of his/her/their work has been at Harvard and more broadly on the field, and any mentoring or advising roles. The letter should also discuss the expected length of the project and the stability of its funding, and why it is important for the Senior Research Scientist to remain at Harvard. ii.  The Senior Research Scientist’s

1. Curriculum vitae , including details of his/her/their Harvard affiliation  2. Research statement  3. Mentoring and advising statement, if applicable.

c.  After reviewing all materials, the committee votes on the case and informs the P.I. or the department. After a favorable vote, the committee drafts a short case statement and sends a dossier to the Assistant Dean for review, via Accellion Kiteworks (secure document transfer: filetransfer.harvard.edu) or encrypted email. All materials should be sent as PDFs.

i.  The case statement should include:

  • The committee’s evaluation of the Senior Research Scientist’s professional accomplishments and future promise and their impact on the field.
  • If applicable, an evaluation of the Senior Research Scientist’s advising and mentoring roles
  • A recommendation as to whether the Senior Research Scientist should be renewed.

ii.  The dossier should include:

  • A letter authored by the P.I., describing what the Senior Research Scientist has been doing, what the impact of his/her/their work has been at Harvard and more broadly on the field, and any mentoring or advising roles. The letter should also discuss the expected length of the project and the stability of its funding, and why it is important for the Senior Research Scientist to remain at Harvard.
  • Curriculum vitae , including details of his/her/their Harvard affiliation
  • Research statement
  • Mentoring and advising statement if applicable.    

d.  If the reappointment is granted, the offer letter is issued by the department or the P.I., cc’ing the divisional assistant dean.

e.  If the offer is accepted, the final dossier is sent to the Appointments Office via Aurora with the offer letter, and the appointment is processed in the Aurora system by the department.

(4) Documentation Requirements

a. The dossier (i.e., as described above, in section 3d of either the search process or promotion review process, or else in section 3.c.ii of the reappointment process).

Perform a variety of research, data, and clerical duties of a routine and technical nature to support the conduct of clinical research for the Duke Cancer Institute’s [DCI] Brain Tumor Clinical Research Program. Work Preformed

Operations, Study and Site Management – 15% Effort

Screen participants, conduct and document consent for participants in minimal risk studies. Maintain subject level documentation.  Schedule participants for study visits.  Prepare necessary documents, equipment, supplies, and  interviews according to study protocol and Standard Operating Procedures [SOPs]. 

Follow procedures and documentation of study payment.  Assist with maintenance of study level documentation.  Define source document. 

Collect, prepare, process, ship, and maintain inventory of research specimens. 

Communication – 15% of Effort

Write and speak clearly in a variety of settings and styles to convey messages and ideas effectively. Respond to routine questions related to study protocol and refer more complex questions or escalate issues to others as appropriate. 

Communicate and coordinate with other study personnel as required for study implementation and routine problem resolution. 

Data – 50% of Effort

Use Electronic Data Capture (EDC) systems, technologies, and software to accurately enter study data.  Complete paper and electronic Case Report Forms (CRFs and eCRFs) accurately and according to protocol.  Run summaries and reports on existing data. 

Follow SOPs for data QA.  Use required processes, policies, and systems to ensure data security and provenance.  Independently investigate incomplete, inaccurate or missing data and documents to ensure accuracy and completeness of data.

Recognize and report vulnerabilities related to security of physical and electronic data. 

Leadership – 5% Effort

Actively network.  Actively and proactively participate in team meetings, committees, task forces and ad hoc groups.

Getting into research

As a science-based profession, pharmacy practice relies on knowledge underpinned by high-quality research that continuously grows and enhances the evidence base. In their everyday roles, pharmacists can identify unique clinical questions around medicines use and through the research process can produce evidence that drives significant improvements in patient outcomes and overall standards of care.

Increasing pharmacist involvement in research is a strategic priority for the healthcare system, but there are many barriers that can prevent participation.

In this episode of The PJ Pod , we look at how pharmacists can become more involved in research, by hearing directly from those who have done just that. We speak to the members of our ‘Outstanding Pharmacy Early-Career Research Award’ (OPERA) 2024 shortlist , and winner, as well as Parastou Donyai, chief scientist at the Royal Pharmaceutical Society, to explore some of the practical steps that individuals can take when starting out, while also considering the skills and characteristics that can help pharmacists thrive as researchers.

Your Key Responsibilities:

Trial Monitoring strategy:

• Serves as the primary site manager for assigned clinical investigative sites (first point of contact between investigative site staff and Novartis)

Position Summary

The Center for Smart Streetscapes (CS3) is a National Science Foundation-funded Engineering Research Center located at Columbia University that is engaged in research, education, and innovation to develop real-time, hyper-local streetscape applications. The Center is led in partnership with Florida Atlantic University, Lehman College, Rutgers University, and University of Central Florida, with Columbia as the lead institution (Professor Andrew Smyth, Director, and Principal Investigator). Reporting to the Managing Director of the NSF Engineering Research Center for Smart Streetscapes and working closely with the CS3 Senior Director and representatives from institutional partners, the CS3 Strategic Partnerships Senior Director will be responsible for defining and leading the execution of the innovation ecosystem strategy, managing industry stakeholder partnerships, and engaging non-industry stakeholders in the public and non-profit spheres. (20%) Leadership Collaboration: Works with Center leadership and faculty to assist in establishing and maintaining relationships with all institutional partners (Florida Atlantic University, Lehman College, Rutgers University, and University of Central Florida) to coordinate strategic partnerships across the Center. This will involve travel to partner institutions in Florida and New Jersey.

(20%) Membership and Community Support: Assists Center faculty in maintaining good ongoing relationships with members and stakeholders. Collaborates with other CS3 and Columbia Engineering staff to oversee innovation ecosystem events such as the innovation summit and lead Industry Advisory Board meetings. Develops and distributes content pieces and publicity material to promote these events.

Minimum Qualifications

Bachelor's degree required.

Over 6 years of strategic relationship management, account management, or business development experience with industry and government stakeholders.

The International Water Management Institute (IWMI), a CGIAR Research Center is seeking an innovative & multi skilled candidate to join its proposed office in Charsadda, Pakistan, as a Senior Researcher Officer – Water Management.

This successful candidate will initially be based in Lahore but will be relocated to Charsadda** once the proposed office has been established.

The Senior Research Officer – Water Management will be responsible for carrying out water management studies for monitoring, managing, and protecting water and water resources in different hydrological and environmental settings. The incumbent will develop, calibrate, and validate models, including sensitivity analysis, and document various modeling applications at different spatial scales under the FCDO funded Water Resources Accountability Programme (WRAP).

The successful candidate will contribute to the research activities, including literature reviews, field data collection, analytical work, policy analysis, and coordination with stakeholders and project partners in the water and climate sectors. The candidate will also be responsible for organizing project-related events, workshops, training, and fieldwork involving various stakeholders. Additionally, the candidate will contribute to writing donor reports and research publications.

DUTIES & RESPONSIBILITIES:

  • Assist in collecting hydrological and hydrogeological variables from national and international data archives.
  • Work with specifically designed computer modeling packages to assess the most effective methods of managing available water in a river basin.
  • Process meteorological, snow, and hydrologic data to analyze changes in water flows resulting from changes in land use, environmental factors, and crop irrigation.
  • Pre-process primary data in different image processing software to calculate and audit the water resources system.
  • Assist in parameterizing hydrological models to enable the development of flood forecasting and drought management strategies.
  • Assist in calibrating and validating various hydrological models for different land use and climate change scenarios.
  • Analyze collected datasets to compute changes in water storage on different spatiotemporal bases.
  • Assist in deploying instrumentation, field observations, and measurements analysis related to soil water and carbon components to provide valuable insights for decision-making processes.
  • Assist in the development of data and methodologies to map basin-wide water productivity assessments across different agroecological zones within designated study areas.
  • Assess the relationship between rainfall, runoff, soil, and plants to map systematic changes in water demand and supply, considering climate shifts from catchment to basin scale.
  • Assist in determining the amount of water that can be allocated for domestic, agricultural, industrial, and environmental purposes to sustain the ecosystem.
  • Be part of the research team during fieldwork, participating in interdisciplinary research activities, including data collection, processing, and analysis, focusing on thematic issues such as policy, institutions, water governance, and water management.
  • Coordinate with stakeholders and project partners in the water and climate sectors to gather insights, exchange knowledge, and foster collaboration.
  • Organize project-related events, workshops, training sessions, and fieldwork involving various stakeholders to promote capacity building and knowledge sharing.
  • Assist in preparing high-quality project reports and communication materials according to project timelines.
  • Perform other related duties as determined by the project leader.

Requirements

EDUCATIONAL QUALIFICATIONS & EXPERIENCE:

  • Master’s degree in water management, hydrology, meteorology, hydrometeorology, environmental sciences, agricultural engineering, or closely related fields.
  • Minimum of 07 years of experience working on the development of hydrological models and relevant experience in water management, such as conducting water budgets in the Indus or a similar basin.
  • Demonstrated experience in conducting water management studies, including modeling, analysis, and publications in well-reputed international journals.
  • Proven experience in utilizing advanced spatial analysis and Geographic Information Systems tools, as well as hydrological modeling approaches, for multiple scale assessments.
  • Prior experience working with international organizations.

KNOWLEDGE, SKILLS & ABILITIES:

  • Excellent communication skills with the ability to explain development challenges and complex interdisciplinary water, environment, and climate sectors.
  • Considerable depth of scientific knowledge and specialized expertise in water resources management working with the farming communities in the Khyber Pakhtunkhwa (KP).
  • Good knowledge of instrumentation techniques and data logging systems for handling large datasets collected from field instruments.
  • Independent and critical scientific thinking, including a solid understanding of the strengths and limitations of spatial tools for water resource assessments at various scales.
  • Excellent spatial analysis skills using market-leading software such as ArcGIS, and statistical analysis software, including the ability to develop Python scripts.
  • Experience in project coordination, event organization, as well as community and stakeholder engagement for donor-funded projects.
  • Excellent interpersonal skills and the ability to establish and maintain effective working relationships with individuals in a multicultural and multidisciplinary environment, with sensitivity and respect for diversity.
  • Persuasive written and oral communication skills in English, including report development, writing, and editing, as well as strong presentation skills when addressing diverse audiences.
  • Proficiency in Urdu and Pashto language is advantageous.

This is a nationally recruited position and only Pakistani nationals will be considered. Research Study: Senior Housing Benefits Older Adults’ Health Outcomes

NIC, in conjunction with research partner NORC at the University of Chicago, has completed a four-part research series analyzing the health and wellbeing of senior housing and care residents. The research series paired Medicare claims data with NIC MAP Vision property data to provide a nationally representative survey of the prevalence of various health events and conditions by property type. This provides stakeholders with a better understanding of the health and wellbeing of senior housing and care residents – and how they change following a move to senior housing.

By analyzing the healthcare utilization and ultimate outcomes of senior housing residents and comparing them with their counterparts living in the broader community, this research series highlights the value of residing in a senior housing setting.

The most recently released study compared the health outcomes of older adults living in a senior housing setting with those who live in the broader community. The key takeaway from the research indicates that residents in senior housing have lower rates of inpatient admission from the emergency department for issues related to physical injury, hip fracture, wounds, COPD, dehydration, and UTIs. This finding reinforces the notion that senior housing enables improved access to safe and high-quality care for older adults.

The study also found opportunities to further improve care delivery for senior housing residents. Senior housing residents have higher utilization of the emergency department than their peers living in non-congregate settings. Some of this may be attributed to regulatory requirements and legal precautions when sending residents out for emergency care. While these residents are less likely to be admitted to the hospital, decreasing this emergency department utilization is an opportunity for senior housing operators to explore further.

The ‘Health Outcomes’ study findings supplement prior research that focused on Frailty, Access to Physicians, and Longevity. The key takeaways from the first three studies in this research series find that older adults who reside in senior housing communities:

  • Experience improved frailty levels shortly after moving into a senior housing setting
  • Receive more care from specialty providers such as podiatrists, psychiatrists, and cardiologists
  • Receive more healthcare services delivered directly in their place of residence and
  • Live longer and experience a lower mortality rate in the first two years in senior housing

NIC is leveraging the findings from its research showing improvements in health outcomes and longevity measures to raise awareness of the value of senior housing beyond owners, operators, and investors. NIC seeks to raise awareness with CMS, Medicare Advantage payors and payviders, and other holders of the healthcare dollar risk for the residents who live in our communities.

Senior housing operators are often not financially rewarded for the value they provide in reducing healthcare costs to payors. NIC has launched a further study in partnership with NORC to quantify the cost savings and reduction to the total cost of healthcare spending for residents in these senior housing settings. Results of the “Cost Savings” study currently underway will be shared at the  2024 NIC Fall Conference , being held September 23-25, 2024 in Washington D.C.

Tulsa, Oklahoma is one of the 12 winners of new regional Tech Hub grants totaling $504 million.

The Biden administration is awarding $504 million in grants to fund 12 technology hubs across the country. College and university partners are prominently featured in the new hubs.

The twelve winners were chosen from 31 Tech Hubs identified last October in the first phase of the the Department of Commerce’s new Tech Hubs program . An economic development initiative aimed at strengthening a region’s capacity to manufacture, commercialize, and deploy technology, the Tech Hubs program was authorized by the CHIPS and Science Act , signed into law by President Biden in 2022.

Universities, minority-serving colleges and community colleges play major roles in the hubs, which will focus on training, research and commercialization opportunities in areas such as autonomous systems, quantum computing, biotechnology, precision medicine, clean energy advancement, and semiconductor manufacturing.

“Through the Tech Hubs program, we are maintaining our competitive edge by advancing America’s leadership in commercializing critical emerging tech sectors. And we’re leveraging the diverse talent and resources that currently exist across the country to achieve this goal,” said U.S. Secretary of Commerce Gina Raimondo as part of the announcement.

“Thanks to President Biden’s commitment to his investing in America agenda, these 12 Tech Hubs will play a critical role in accelerating America’s leadership in the industries of the future, all while creating high quality, family-sustaining 21st century jobs in people’s backyards,” Raimondo added.
