QUETTA, 24 November 2021 – Today Balochistan Chief Minister Mir Abdul Qudus Bizenjo launched Balochistan Education Support (BESII), a five-year education development programme aiming to improve quality education and support and strengthen education management systems in Pakistan’s South Western province.

The €22 million (PKR4.5 billion) programme will be implemented by the Department of Secondary Education in Balochistan thanks to a €17.4 million (PKR 3.5 Billion) grant from the European Union and €4.8 million (PKR 1 billion) co-financing from the United Nations Children’s Fund (UNICEF), which will also provide technical support.

“This Government will prioritize implementation of the five-year Balochistan Education Sector Plan and provision of basic facilities to all schools. We appreciate the EU and UNICEF for their sustained support to education in Balochistan,” said Mir Abdul Qadus Bizenjo, Balochistan Chief Minister.

BESII builds on the overall education reforms which the Department of Education has initiated in view of providing quality education for every girl and boy. It will contribute to the overall objective of improving literacy, numeracy, skills and qualifications in Balochistan by improving equitable access to quality primary and middle-level education for every girl and boy. It will also help the Secondary Education Department increase accountability, reporting and transparency.

“The Ministry of Education welcomes the support of all donors for the implementation of sector reforms and is very grateful for the long-term support by the EU. The Government will ensure merit-based teacher appointments, so students receive a quality education,” said Mr. Naseebullah Marri, Minister of Education in Balochistan.

BESII comes as a follow up to the five-year Balochistan Basic Education Programme (BBEP) initiated in 2016 with a €18 million grant from the European Union. The programme helped achieve substantial progress despite widespread school closures linked to COVID-19 lockdowns in 2020. To make up for the academic time lost due to pandemic, additional activities have been included in BESII. These include training of teachers on Standard Operative Procedures (SoPs) for school health and safety, tailoring enrolment drives to ensure that children return to education and providing alternatives for children who drop out due to economic impact of the crises.

“Balochistan, the largest province of Pakistan, continues to face serious challenges in the area of education. The EU is delighted to partner with UNICEF and the Government of Balochistan for a second phase of the Balochistan Education Support Programme and to support targeted areas of its education sector plan, to ensure that all children fully realise their right to quality education,” said Mr. Ovidiu Mic, EU Head of Cooperation . “Human capital development is among the key policy priorities of the EU, globally and in Pakistan and we hope that together we can have a real impact in improving the lives and chances of girls and boys in Balochistan with this programme. ”

BES II will build on BBEP’s achievements such as a new performance management system; the newly established Balochistan Assessment and Examination Commission; strengthened and expanded parent-teacher school management committees, local education councils and school development process. 

“Nearly 23 million children in Pakistan are out-of-school today. Among those who are in school, many are still unable to reach minimum proficiency levels in reading and mathematics,” said Ms. Aida Girma , UNICEF Representative in Pakistan. Thanks to the leadership of the Government of Balochistan, and through generous support from the European Union, UNICEF will work together on tackling the learning crisis to prepare every girl and boy in Balochistan for life, work and active citizenship, with a focus on the most marginalized children and adolescents.”

The EU’s support on primary and secondary education is a priority area under the EU-Pakistan Strategic Engagement Plan, which serves as guide for bilateral relations between the two sides and aims to further enhance engagement and work towards addressing emerging global challenges.

What is BEF?

BEF was set up as an independent and autonomous organization in 1994 through the Act of Provincial Assembly with the aim to improve the state of education in the province. BEF is a rapidly growing development organization which aims to bring lasting solutions in the Education sector through public-private and community partnership models.

Increased Enrollment, improved retention, high Completion and Transition with special focus on girls participation through Public-Private Partnership & Community Engagement.

To make a concerted effort towards provision of quality education up to the secondary level with the assistance of the private and non-government sector.

Community Engagement, Innovation, Integrity, Commitment, Team Work, Patriotism, Tolerance & Respect for Diversity, Promotion of Public-Private Partnership.

SCHOOL BUILDINGS

From established 684 Community Schools (CSs) in all 34 districts with BEF provided RCC Buildings to 218 Community Schools. BEF also provided Solar Panels, Furniture, and Stationary items to these constructed schools.

CENSUS ACTIVITY

BEF conducted private schools census as per the directions of Education Department.

COMMUNITY SCHOOLS

Established 684 Community Schools (CSs) in all 34 districts. These Community Schools have enrolled more than 32,681 students (40% girls) and there are 951 teachers in CSs

Since 2015, BEF has also been entrusted with the role of Private educational institutions Registration and Regulatory Authority under the Act passed by Provincial Assembly. BEF has effectively performed its role and around 1,230 private educational institutions having more than 327,000 students have been registered with BEF under BPEIRRA Act before the promulgation of the new act in 2022.

CHARACTER BUILDING SOCIETY(CBS)

BEF supervised and conducted NAB initiated CBS activity in all its community schools. For this activity 542 CBS were formed in 30 Districts of Balochistan

Component I: Community Schools in Rural Areas

Component ii: balochistan private educational institute registration and regulation authority (bpeirra), component iii: teach: leave no girl behind (lngb), admin and human resource.

The Administration department is responsible for supports services in order to stimulate effective organizational functioning.

This  Division  is responsible for formulating fiscal debt, and tax policies, preparing of provincial budget and controlling expenditure through .

Monitoring and Evalutation

Monitoring and Evaluation (M&E) department is primarily entrusted upon the collection and evaluation of information from different programs through multiple sources.

An operations department  ensures that the production process is completed from start to finish .

Prime focus of Audit Department is to provide transparent, efficient and effective utilization of public money while abiding by all applicable Laws, Rules & Regulations governing the Foundation.

Procurement department is the backbone of Balochistan Education Foundation as it plays the pivotal function of meeting the procurement requirements of different departments.

The proposed development objective of the Project is to increase school enrollment and retention in project supported schools, with a special focus on girls’ participation, and to develop mechanisms for information collection and use for improved management of education. Balochistan Education Project is implemented by the Secondary Education Department Government of Balochistan with the financial support by the Global Partnership for Education. World Bank in Pakistan is looking after the project as supervising entity and UNICEF as coordinating agency. The project covers four main thematic areas of the Balochistan Education Sector Plan (2013-18) i.e. Access, Equity, Quality and Governance in public sector education system across 31 districts of the province. The three-year project will establish 725 gender-free primary schools and upgrade 120 schools to the next levels (95 primary schools to middle and 25 middle schools to secondary/higher secondary level). This intervention is expected to contribute in improving access to education for all children in general and equity for girls and marginalized groups in particular.
