As part of the “Blaze New Trails” event in Pokémon Go , a new set of Special Research Tasks that promote routes and reward Zygarde has been added to the game.

Zygarde has a special feature unlike any other Legendary Pokémon: it’s forms change depending on how many cells you find. The first form, 10% , is the one you start with and it resembles a dog. The second form, 50% , is the one players may recognize from Pokémon X and Y , and it is more of a serpent. The third form, called its “ Complete Forme ” (with an e, yes), is more humanoid in shape.

How to change find Zygarde Cells and change Zygarde’s form

By using the “nearby” tab to find local routes , you can follow along on whatever path another trainer submitted. By walking on these routes, you’ll be rewarded Zygarde Cells , which allow you to change your Zygarde’s form. However, the only way to get Zygarde (as of writing this, at least) is to complete the Special Research Tasks we outline below. You also need to get the Zygarde Cube, which holds the cells, first. (It’s also a reward from the Special Research.)

Step 1 of 6.

  • Walk 1 km (5 Pinap Berries)
  • Catch 10 Pokémon (5 Potions)
  • Use 5 berries to help catch Pokémon (5 Poké Balls)

Rewards : 500 Stardust

Step 2 of 6

  • Make 5 great throws (10 Razz Berries)
  • Power up Pokémon 5 times (10 Nanab Berries)
  • Hatch an egg (10 Poké Balls)

Rewards : 1,000 Stardust

Step 3 of 6

  • Claim reward (10 Great Balls)
  • Claim reward (10 Super Potions)
  • Claim rward (100 Stardust)

Reward : Zygarde encounter, 1 Zygarde Cube

The Zygarde Cube is a key item that allows you to store Zygarde Cells, which can only be found while walking routes. Using Zygarde Cells, you can change the form of your Zygarde.

  • Follow 3 routes (1 Incense)
  • Catch 20 Pokémon while following routes (3 Revives)
  • Find a Zygarde Cell (5 Ultra Balls)

Reward : 1,000 XP, 1,000 Stardust

Step 5 of 6

  • Use an Incense while following a route (15 Great Balls)
  • Earn 3 candies walking with your buddy (1,500 Stardust)
  • Follow 5 routes (10 Ultra Balls)

Reward : 2,000 XP

Step 6 of 6

  • Claim reward (1 Star Piece)
  • Claim reward (2,000 XP)

From A to Zygarde is the special research quest released in Pokémon Go during the Blaze New Trails event in July 2023, which also introduced Routes .

At the time of writing, the From A to Zygarde quest is the only way to earn a Zygarde in Pokémon Go . Hopefully we’ll see this Gen 6 Pokémon become available through other means in the future, but for now, it’s best to pick up the special research and get Zygarde while you can.

Below you’ll find the quest steps for the From A to Zygarde special research quest in Pokemon Go, along with this quest’s rewards.

The special research story From A to Zygarde was released into Pokémon Go during the Blaze New Trails event on Friday 21st July 2023. If you want to take part and earn an encounter with the Legendary Zygarde , make sure you log into the game before the event ends on Monday 24th July at 8pm (local time).

As with all special research tasks, you can complete From A to Zygarde at your own pace once you unlock it.

How does From A to Zygarde work in Pokémon Go

From A to Zygarde is a special research quest in Pokémon Go, which means you’re free to either go through it for the rewards straight away, or take it on at a leisurely pace. There’s no time pressure here, so whichever suits you!

This quest became available on Friday 21st July at 10am (local time) as part of the Blaze New Trails event.

Putting this aside, From A to Zygarde works exactly the same as other special research quests in Pokémon Go; you’re challenged to complete a series of tasks in return for rewards and, after doing so, you unlock the quest step’s overall rewards along with the following step. You then repeat this process until the quest is completed.

Zygarde is making its Pokemon GO debut with the latest Special Research, From A to Zygarde . Zygarde is an interesting Pokemon in that it’s comprised of Cells and Cores, and can change its form depending on how many Zygarde Cells it’s obtained. During the course of From A to Zygarde, you’ll get a chance to learn more about these Cells, how to get them and how to catch Zygarde in Pokemon GO.

From A to Zygarde Special Research in Pokemon GO

The From A to Zygarde Special Research is comprised of six parts , with multiple tasks within those parts. This Special Research is part of the Blaze New Trails event highlighting the latest feature in Pokemon GO, routes. The initial stages of the research doesn’t require you to head off on a route, exploring the new feature is a task later on. Here’s all the tasks needed to complete each stage of From A to Zygarde as well as the rewards.

How to complete A to Zygarde Special Research in Pokemon Go

Pokemon Go has recently been releasing a lot of awesome content. From the new user-created routes to shadow Pokemon. However, one Pokemon that has garnered a lot of interest is Zygarde, the legendary Ground and Dragon-type Pokemon from Kalo. If you want a piece of this incredible creature, then you’ll need to make way into the A to Zygarde Special Research. Not only will this net you Zygarde, but loads of other rewards as well!

A to Zygarde: all Special Research tasks and rewards

Below I’ve listed the six steps that need to be fulfilled to complete this Special Research. But don’t worry, there are only really four sets of tasks, as two of the steps are simply a bunch of free rewards! In the later steps, after you’ve got Zygarde, there are a lot of tasks that revolve around the new routes feature. Bear in mind that this is a new feature, and so there may not be many or any near where you live.

Also note that you don’t need to complete them all to get Zygarde!

  • Walk 1 km –  x5 Pinap Berries
  • Catch 10 Pokémon –  x5 Potions
  • Use 5 Berries to help catch Pokémon – x5 Pokeballs
  • Complete all tasks in this step – x500 Stardust
  • Make 5 Great Throws –  x10 Razz Berries
  • Power up Pokémon 5 times – x10   Nanab Berries
  • Hatch an Egg –  x10 Pokeballs
  • Complete all tasks in this step –  x1,000 Stardust

On this step, you get to simply claim x10 Great Balls, x10 Super Potions, x1,000 Stardust, and you get Zygarde (10% form) and a Zygarde Cube! No work required on this step!

You can carry on pursuing the A to Zygarde Special Research for even more incredible rewards.

All Pokémon Go: From A to Zygarde Special Research tasks and rewards

One of the most exciting debuts in Pokémon Go this season has to be Zygarde, the Order Pokémon, making its first appearance in a new event, Blazing New Trails.

The Gen VI Legendary will be appearing alongside a new Special Research story from July 21 at 10am to July 24 at 8pm, local time.

This event is also part of the introduction for Routes, a new feature where you can either create your own unique paths while playing the game or follow ones made by other players to earn rewards and encounters. Niantic cleverly tied this feature into the Special Research story, which will net you an encounter with Zygarde and give you a Zygarde Cube to begin hunting down Zygarde Cells .

For your first opportunity to catch it, you’ll of course need to work through the From A to Zygarde Special Research tasks. Thankfully, the Research is completely free this time around with six pages of tasks to keep you busy.

  • As for me, I’ve been absorbed in reading a research article about the Order Pokémon, Zygarde.
  • The writer hypothesizes that Zygarde monitors the ecosystem from deep within the cave where it lives. And when the ecosystem falls into disarray, it appears and reveals its secret power.
  • I wonder if it ventures outside for other reasons. Here’s an idea for a paper: “Zygarde Habitats and Migration Patterns”!

  • Zygarde is a curious Pokémon. It’s made of Zygarde Cells, and its appearance depends on the number of cells it has gathered.
  • I’d say this one has about 10% of its cells. It’ll change and grow as it collects more.
  • And that’s what my gift is for! The Zygarde Cube can be used to store the Zygarde Cells that you find. You can think of it as a nest for those cells.

Pokemon Go has launched a new feature called Routes, and has included a new Special Research quest alongside it. Here’s everything we know.

Although it’s been teased over the last few months, Pokemon Go trainers are excited to check out a new way to interact with the game, called Routes.

Alongside the new feature, Pokemon Go has added Zygarde into the game for the first time , making Routes a major aspect of his “upgrade” system.

They’ve also introduced a new Special Research quest, and thanks to Leekduck , we know all the tasks you’ll need to complete in order to encounter the newly debuted Pokemon.

Niantic surprised Pokemon Go players with a new special event centered around the Routes feature . While players celebrate the Blaze New Trails event in the game, Legendary Pokemon Zygarde is making its Pokemon Go debut with a new Special Research.

So, without further ado, here’s every task and reward in the Pokemon Go From A to Zygarde Special Research so you can get your hands on the Order Pokemon .

Pokemon Go players that log into the game starting July 20, 2023 will get the new Special Research. Here are all of the From A to Zygarde Special Research tasks and rewards in Pokemon Go:

Pokemon GO: Ho-Oh Raid Guide (Weaknesses, Counters & More)

New pokemon go event features debut of shiny pokemon, pokemon go reveals july 2024 community day pokemon.

Niantic has started to roll out the new Routes feature in Pokemon GO , allowing trainers the opportunity to create paths that other players can travel on to earn rewards and catch Pokemon. It gives players something else to do while walking around that's not just battling gyms or spinning PokeStops, adding a little flair to the monster-catching mobile game. And to celebrate the new mechanic, Pokemon GO 's Blaze New Trails event is live for some people.

The Blaze New Trails event actually kicks off on July 21 at 10 am local time and runs until July 24 at 8 pm local time. The main draw for this event is the inclusion of Zygarde , the legendary Ground/Dragon Legendary from Pokemon X and Y (gen 6) . While the Order Pokemon doesn't evolve, it does have three forms that it switches to and from. However, to change Zygarde's form, PoGo trainers will need to collect Zygarde Cells. With that being said, there is Special Research starting now that involves Zygarde, called ' From A to Zygarde .' We have the tasks and rewards here for players to check out.

Updated on July 21: We've added a new section to our Pokemon GO guide that goes over the Field Research Tasks for the Blaze New Trails event . A new note has also been added to give players info on how to join a Route to get the chance to collect Zygarde Cells to change its form.

To find new Routes to follow in Pokemon GO , players can press the Nearby menu and then hit the tab on the right that says ' Route .' This will show nearby Routes that other players have created. If you get lucky, you can find Zygarde Cells on the Route. Collect 50 of them to change Zygarde's form .

After all, you will also receive a Zygarde Cube with which you can collect Zygarde Cells and upgrade your newly acquired Pokemon. To collect Zygarde Cells, you must repeatedly use the new Routes function, and after collecting enough, you can get a 100% Zygarde form with 4200+ CP.

Zygarde has finally made it into Pokémon Go and can be obtained in a free Special Research story available to all players of the mobile game. You can claim the questline simply by logging into the game at the moment, after which you can work on the missions without any time limit.

From A to Zygarde not only allows you to get a Zygarde, you’re tasked with engaging with the brand-new Routes feature as well. Routes are paths made by players, which can be followed and completed by other users to get special rewards.

Here are all Pokémon Go From A to Zygarde Research tasks and their rewards.

Pokémon Go From A to Zygarde: all Special Research tasks

This Special Research consists of six steps, though only four of them actually have any tasks for you in store – two of them just ask you to claim your rewards, so that’s nice. Here’s what you’ll need to do to get your very own Zygarde:

  • Catch 10 Pokémon : Potion x5
  • Use 5 Berries to help catch Pokémon : Pokéball x5

You may need some patience at first, as it takes a while for a submitted Route to be approved.

Keep in mind that the Routes feature is brand-new and roll-out of it is slow, so some players may not even have access to it yet. It also takes at least 24 hours for a new Route to be approved by Niantic once it’s been submitted, so if you’re the first in your area to get access to the feature and want to create a Route you should lay your plans with some patience.

Zygarde is Coming to Pokemon Go With the ‘From A to Zygarde’ Event

Thanks to Niantic, Pokemon GO fans have a lot to be excited about. From the newly announced Routes feature to Zygarde finally being introduced in the game. Zygarde is yet another Pokemon that has a unique method of obtainment. Niantic will release the special research quest ‘From A to Zygarde’ alongside the release of the legendary Pokemon itself which will provide further information as to what makes Zygarde special and how that will play out in Pokemon GO.

Legendary Pokemon Zygarde to Debut in Pokemon GO

The Blaze New Trails Pokemon GO event runs from July 21, 2023, at 10 AM local time to July 24, 2023, at 8 PM local time . This event has players incredibly excited due to both the introduction of Routes, and the introduction of Zygarde. Zygarde will be introduced alongside the ‘From A to Zygarde’ special research that will be available at the same time as the Blaze New Trails event.

Through the special event, players will be given a Zygarde Cube which will allow them to collect Zygarde Cells as they interact with the newly implemented Routes. When players have collected 10% of Zygarde’s total cells, they will be able to produce a 10% Zygarde. Currently, this is the only Zygarde form that will be available, with the other two forms coming in future updates.

The ‘From A to Zygarde’ research is just the tip of the iceberg and serves as a way to introduce Pokemon GO players who may not be familiar with how both Zygarde and Zygarde Cells worked in Pokemon Sun and Moon. Morgaen Donaldson Reappointed as Philip E. Austin Endowed Chair for Second Term

Donaldson’s tenure as Austin Chair has also been marked by her success in securing substantial research funding

Morgaen Donaldson has been reappointed for a second three-year term as the Philip E. Austin Endowed Chair, following a successful first term beginning in 2021. Her reappointment highlights her exceptional contributions to policy-relevant research, public engagement, interdisciplinary scholarship, and student mentorship.

The Austin Chair was endowed by a group of alumni and supporters to recognize President Emeritus Austin’s many contributions to the University, leading UConn’s transformation into its present status as a top public university in the nation. As the 13th president, serving from 1996 to 2007, Austin led the University through a major growth in its endowment, an increased reputation for academic excellence, national athletic success, and many other points of pride.

Since her initial appointment, Donaldson has significantly expanded her research output and interdisciplinary collaborations. She has published nine articles, two book chapters, and five policy reports, with several appearing in top journals such as Educational Researcher and Educational Administration Quarterly. Her work on policies related to the evaluation of school principals, the efforts of school districts to attract and retain a diverse workforce, and test-optional approaches to undergraduate admissions has been widely recognized. She is also the Neag School of Education’s associate dean for research and director of its Center for Education Policy Analysis, Research, and Evaluation (CEPARE).

Donaldson’s tenure as Austin Chair has also been marked by her success in securing substantial research funding. She serves as the principal investigator (PI) or co-PI on seven grants totaling $6.5 million, with an additional $2.8 million in pending grant proposals. Her interdisciplinary approach is evident in projects like her study on test-optional admissions, conducted with colleagues in educational measurement and higher education, and her research on the superintendency, which includes scholars from political science, economics, management, psychology, and education.

In addition to her scholarly achievements, Donaldson has made significant contributions to public engagement through initiatives like the Connecticut Center for Education Research Collaboration (CCERC) and the Rapid Research Brief (RRB) series. A novel partnership sponsored by the Connecticut State Department of Education (CSDE) and managed at UConn, CCERC has gained national recognition for bridging research, policy, and practice. Under the leadership of Donaldson and her co-director at CSDE, the collaborative has focused on studying the impact of the COVID-19 pandemic and supporting students’ recovery and has produced research that has been referenced in The New York Times, The New Yorker, and numerous other outlets. CSDE funded CCERC initially with a $3 million grant and recently renewed it for another $3 million.

The RRB series, which Donaldson expanded with the support of the Austin Chair, addresses pressing issues in Connecticut’s lowest-performing and lowest-resourced school districts. These briefs, produced with the help of doctoral students and requested by school district superintendents, cover topics ranging from family engagement to the relationship between school boards and superintendents.

Donaldson has also used Austin Chair funds to host influential events, collaborating between UConn, the Connecticut State Department of Education, and local school districts, focusing on critical issues like diversifying the educator workforce and building sustainable leadership pipelines in schools.

Mentorship and student engagement have been central to Donaldson’s work. She has established the Austin Fellowship, providing advanced doctoral students with opportunities to manage the RRB program and Austin-funded events and produce their own scholarship. Her mentorship extends to co-authoring articles and grants with students, helping them produce policy-relevant research.

She also plans to establish a summer program to support small-scale, policy-relevant research projects conducted by doctoral students.

Guided Tours Gain Popularity Among Millennials and Gen Z

A new survey by GetYourGuide found that 70% of respondents have a plan to book a guided tour in the next year.

Guided tours are experiencing a resurgence, with Millennials and Gen Z leading the trend, according to a new survey from Berlin-based GetYourGuide.

Of 1,000 U.S. individuals who traveled for leisure at least once in the past 12 months, 70% planned to book a guided tour for the next year, the survey found. Roughly two in five of Millennials and Gen Z travelers surveyed booked a guided tour in the past year, the results show – that’s 40% of Gen Z and 42% of Millennials compared to 22% of Gen X and 22% of Boomers.

“Across the board, we see travelers expressing interest in authentic experiences where local experts can unlock something deeper about a destination,” GetYourGuide’s chief marketing officer Emil Martinsek told Skift.

Authentic Experiences

Travelers seemed particularly drawn to tours that brought them closer to the society or geography they visited. They prioritized a deep dive into the history of a city or landmark, experiencing local cuisine, and the opportunity to meet locals.

Walking tours were most popular with bus or boat tours following closely behind.

Out of those surveyed, 89% of travelers believed that a local guide is essential for exploring a new destination.

An Ongoing Trend

The findings track with a previous report , published by research and events company Arival in January. This study showed that Millennials and Gen Z are prioritizing guided tours, from culinary and shopping tours to eco and adventure tours. 

Arival’s 2024 U.S. Tour Taker Report found that the younger generation is shifting from sightseeing to experiential tours. Sightseeing tours remain the most popular overall, but that popularity is driven by people over the age of 55. Younger travelers are looking for something more active, experiential, or educational.

The trend is likely to stay positive. GetYourGuide’s latest study also showed that nearly all leisure travelers who booked a guided tour in 2023 plan to do so again this year.

Letting Nature ‘Do the Work’ of Agricultural Drainage

12:00 pm, Sun June 23, 2024 – Agricultural drainage ditches that are “self-forming” could benefit water quality, new research shows

In northwest Ohio, drainage systems allow farmers to remove excess water from surface soil and ensure that crops can grow. Yet that increased flow of water can contribute to nutrient runoff downstream, fueling harmful algal blooms on Lake Erie.

Recently, researchers found that agricultural drainage ditches designed to mimic wetlands and let nature “do the work” can counteract nutrient runoff and actually provide water quality benefits.

Researchers excavate a two-stage ditch floodplain to assess sediment and nutrient deposition.

Such “self-forming” ditch designs were developed by Dan Mecklenburg and other researchers at The Ohio State University. In their latest project, funded by the Ohio Department of Higher Education’s Harmful Algal Bloom Research Initiative ( HABRI ), the team studied how nutrients and sediments are retained within different drainage channels.

“How can we take our understanding of how natural stream systems function and incorporate that into the engineering design of ditches?” said Jon Witter, an associate professor in the Agricultural and Engineering Technologies Division at Ohio State Agricultural Technical Institute ( ATI ) within the College of Food, Agricultural, and Environmental Sciences. “We’re trying to understand how much it’s trapping, and how much might be released back into the environment.”

Agricultural drainage ditches are an important piece of infrastructure for farming, Witter said, and if they’re functioning properly, they simply transport water downstream to rivers and lakes. However, environmental problems can arise in these channels. Ditches can fail, with banks collapsing and introducing sediments and nutrients into the system, or those materials can build up in the system, which costs money to remove or “dip out.”

Since the early 2000s, researchers at Ohio State have worked to improve the engineering designs of ditches. While a conventional “trapezoidal” ditch is simply effective at moving water through a small width of space, a “two-stage” design can do the same while also stabilizing banks, reducing the need for maintenance, and protecting existing habitat. The two-stage ditch design, developed by Professor Andy Ward of Ohio State ATI , includes a deep channel with vegetated floodplain “benches” on either side.

More recently, researchers looked at fluvial geomorphology — the processes that shape natural rivers — to envision how ditches could become more self-sustaining. By widening the area around the channel to create a floodplain, water will interact with vegetation and sediment to create its own stream system, Witter said.

“The idea is that over time, sediment will be supplied from the watershed, flowing water will rework that sediment, vegetation will come in and stabilize it, and then you have the benefit of trapping all those sediments and nutrients in place,” he said.

Essentially, nature will decide what becomes of the site, whether it mimics a wetland or fills in with herbaceous vegetation. Researchers found that the self-forming ditches have a much greater capacity to trap and store sediments than prior designs, Witter said.

To quantify this, the team worked to conduct a formal analysis of self-forming ditches at nine sites around Ohio. They measured repeated cross sections of the channels to see how fast sediments were building up and what nutrients were being stored.

From the analysis, researchers found that across all the sites, the ditches accumulated a little less than an inch per year of sediment. Based on their predictions, the systems should trap material for multiple decades in most cases, Witter said.

The self-forming sites trapped significant amounts of nutrients as well, the study found. Each site accumulated an average of 52 pounds of phosphorus per year — totaling almost 800 pounds of phosphorus over the past 10-15 years. Over decades as the sites mature, some of the projects are expected to trap more than 3,000 pounds of phosphorus.

“The vegetation that comes in is almost like a layer of armor,” Witter said. “It’s going to keep those sediments and a lot of those nutrients there long-term.”

Notably, the team found that retention rates of nutrients in the ditches were comparable to that of natural and constructed wetlands.

Another aspect of the project involved measuring rates of nitrogen and phosphorus mineralization, a long-term process where nutrients are converted to their inorganic forms and can eventually release into the environment. The team extracted soil cores from the sites and found that only very small quantities — .3 to 1 gram per square meter — are being released through mineralization each year.

“We found that we’re trapping a whole bunch more than we’re releasing, and that’s very consistent with findings in other published literature that’s out there,” Witter said. “The numbers are probably the worst case scenario, so we found that what appeared to be our worst case wasn’t that bad. The rate that you’re losing nutrients is so much slower that it’s like a bottleneck.”

From this work, Witter said he hopes to help farmers understand the benefits of using conservation ditch designs. While widening ditches costs money and removes farmland, trapping sediments and nutrients will benefit ecosystems and society as a whole. Recently, Ohio Governor Mike Dewine’s H2Ohio Initiative has incentivized building conservation ditches.

Those trapped materials could be also reused by farmers as a fertilizer alternative or soil amendment, Witter said. His team has tested applying sediment buildup from ditches to farm soil to improve crop yields. Early results are promising, he said, and he hopes to study the concept more in the future.

“So maybe this becomes more of a circular, self-sustaining sort of system where farmers get the drainage they need but society also benefits,” Witter said. “I think this will help farmers want to start to adopt this, utilizing it as a system that enhances their drainage.”

Moving forward, Witter hopes to expand the research to include more sites with agricultural drainage ditches. His colleagues, Ohio State research engineer Dan Mecklenburg and Jessica D’Ambrosio, Ohio Agriculture Director for The Nature Conservancy in Ohio, are also continuing to share resources from the research with engineers and agencies.

Jay Z wants school vouchers in Pa. The move is 'infuriating' to some.

Philadelphia parents learned about school choice on Friday at a lunch provided by an unusual benefactor: Jay Z's entertainment company Roc Nation.

The A-lister is making his final push in a campaign to urge Pennsylvania lawmakers to spend millions on school vouchers ahead of the state's budget deadline, June 30. The vouchers would entitle families to use public funds traditionally used for public schools toward private and parochial schools.

Jay Z's New York-based entertainment company announced this month it was backing a $100 million private school choice program in Pennsylvania.

Desiree Perez, Roc Nation's CEO, said the state's public school system doesn't work for some disadvantaged students, and their families deserve unfettered access to alternative options, including high-performing private schools.

"It's an immediate need," Perez said.

Jay Z was not available to comment.

The free meals, training sessions, advertising and advocacy from the entertainment mogul sparked criticism from public school advocates and national figures who said school vouchers hurt students of color and low-income students. They worry that public schools will lose vital funding: They said schools need all the cash they can get.

A recent court ruling indicates the state has not provided sufficient resources for all students. The Commonwealth Court of Pennsylvania ruled last year that the state's funding system was fundamentally unfair to public school students , and the court directed the state to increase public school funding. Also, earlier this month, the state House passed a plan to spend billions more in state funds on public schools, the Associated Press reported .

Amid the added pressure from the court, the state's impending decisions about spending on public education could be a "historic moment," said Dan Urevick-Ackelsberg, a senior attorney at the Public Interest Law Center which sued the state, alleging unfair funding. He said he and others will "be back in court" if they feel the state doesn't allocate fair funding in its budget decisions.

After the legal victory against the school system, Urevick-Ackelsberg said, Jay Z's activism comes at a particularly inopportune moment.

The lawyers, he said, were "right on the verge" of overhauling Pennsylvania's system of education "when an out-of-state billionaire comes in and says, instead 'Let's enact school vouchers.' It's crazy ... infuriating."

Roc Nation officials have said they also support public schools, but the organization backs school choice as "a strategic, near-term solution" to help low-performing kids.

The argument over vouchers has been around for years.

Many states recently passed laws expanding school choice, through vouchers, education savings accounts, refundable tax credits and tax-credit scholarships.

President Donald Trump signed an executive order in 2020 allowing states to spend federal funds on school vouchers during the COVID-19 pandemic. Many Republican lawmakers , conservative parents rights groups like Moms for Liberty and other school choice advocates say parents should have access to all options when deciding where to send their kids to school.

What Jay Z said about school access

Roc Nation announced earlier this month it would support several Pennsylvania bills calling for funding that could be used toward private schools. The company hosted informational sessions in Philadelphia to teach parents and voters about the Pennsylvania Award for Student Success program, encouraging them to share their support for it with legislators. If the measure passes, the program would grant scholarships to families of students at the state's lowest-performing schools. These families could use the funds to attend private schools and to cover other school-related fees.

State Sen. Patrick Stefano, a Republican from Western Pennsylvania, sponsored one of the measures, which calls for taxpayer funding. The state's Democratic Gov. Josh Shapiro has also said he supports the Stefano bill, according to Chalkbeat Philadelphia . A related bill was introduced by Democratic Sen. Tony Williams of Philadelphia. It calls for $300 million towards school choice scholarships instead of the $100 million in the measure Jay Z has publicly backed.

The program Jay Z is backing is also supported by Republican billionaire, megadonor and voucher advocate Jeffrey Yass .

Roc Nation has previously contributed to private schools through the company's Shawn Carter scholarship program , which grants eligible students money for tuition and other school costs, Perez said.

The case against vouchers

One of the largest teachers unions in the nation and the largest in Pennsylvania both said the state should focus on funding the public school system.

Following Jay Z's announcement supporting school vouchers, Randi Weingarten , head of The American Federation of Teachers, wrote in a statement: "Vouchers are, in effect, a tax cut for the rich – with most going to wealthy families who have never even been part of the public school system. They are bankrupting state budgets and leading to closed schools and programs – in Florida and elsewhere."

"Instead of spending billions on vouchers in Philly, we should be strengthening and investing in public schools so all kids can thrive," Weingarten said.

Aaron Chapin, president of the Pennsylvania State Education Association, has said the state should focus on funding its public schools.

"We shouldn’t even think about sending taxpayer money to private and religious schools when our focus should be on fixing Pennsylvania’s unconstitutional public school funding system,” Chapin wrote.

The fundamental questions for families should be what entity should be providing public education and the purpose of public education, said Erika K. Wilson, a law professor and education researcher focused on equity issues at the University of North Carolina School of Law. The purpose should be to make Americans better citizens and improve our democracy, and public schooling is the avenue for that, she said.

Black parents have a legitimate gripe about the low performance rates and underfunding of their public schools, she said, and Jay Z and Roc Nation's support for private schools as an alternative might look good on its face. But market mechanisms for education are infused with a lot of racial bias, hurt Black communities, in her view.

"If Jay Z really wanted to help, why not partner with public schools and create community schools with wraparound services?" she said.

What’s new in the school voucher discussion?

School choice programs in the U.S. date back to at least 1869.

That year Vermont created its town-tuition program , which provided scholarships to students in towns without public schools, which could be used at public or private schools. In 1991, Wisconsin implemented the Milwaukee Parental Choice Program, the first modern school voucher program, according to the nonprofit EdChoice. The program grants low- and middle-income families educational vouchers to pay for private schools "they couldn't otherwise afford," according to School Choice Wisconsin.

More recently, school choice advocates won support for state-funded voucher and educational scholarship programs with backing from parents upset about COVID-19 pandemic-related closures. Some parents unenrolled their kids from their neighborhood public schools and moved them to other types of schools, including private schools, home schools and charter schools. Many kept them in those schools , and some in states with voucher and scholarship programs have used state dollars to pay for alternative options.

What it means for students and schools: School choice remains popular following COVID closures

At least 29 states and the District of Columbia have some form of school choice program, according an Education Week analysis . This year at least six states – Alabama , Louisiana , Georgia , Missouri , Nebraska and Utah – enacted new school choice programs or expanded previously existing ones, according to the nonprofit EdChoice, which supports school choice.

EdChoice is tracking 83 bills in 30 states this year related to education savings accounts, vouchers, refundable tax credits and tax-credit scholarships, said Chantal Lovell Fennell, a spokesperson for the organization.

What research reveals about voucher programs

Roc Nation's position on school choice is idealistic but not realistic, said Kevin Welner, a professor of educational policy and law at the University of Colorado Boulder.

Research has shown that students who use voucher programs to leave a public school and attend a private school do worse academically, especially in math, Welner said. He cited several studies , including one that showed students who participated in the Indiana Choice Scholarship Program performed worse in mathematics during their first year attending a private school compared with similar students who remained in public schools.

"From my perspective as a researcher, it's incomprehensible that we’re still pursuing these policies that are showing to be so harmful," Welner said. "The explanation for that, I think, is that billionaires really love the idea, like Jeffrey Yass. I think of Betsy Devos pushing it for years, and Donald Trump, and now we have Jay Z."

School choice legislation is being pushed, he thinks, "not because of evidence, but because of a lot of billionaires who have a lot of wealthy interests in them."

"Part of it is I think is an ideological faith in getting rid of public institutions and moving toward a deregulated free market," Welner said.

Joshua Cowan, an education policy professor who has spent nearly two decades studying choice programs, cited findings showing students lose ground in academic achievement in an article for The Brookings Institute .

In the meantime, Jay Z's organization plans to continue educating parents about their options, Perez said, even if doing so means, "We’ve become the public enemy."

Labs in Canada have begun testing milk samples for the H5N1 avian influenza strain that has been spreading through U.S. dairy cows amid fears that the infection might spread to Canadian herds.

So far, there have been no indications of infections in dairy cows, but the Canadian Food Inspection Agency is testing milk and a group of scientists from across the country are also carrying out routine testing on retail milk samples.

"We hope that by testing Canadian milk regularly from across the country over time, we are able to identify any outbreaks as quickly as possible if they were to happen here," said Dr. Hannah Wallace, Ph.D., a postdoctoral research scientist in the department of Medical Microbiology and Infectious Diseases at the University of Manitoba in Winnipeg.

As of the last update on June 14, the scientists had evaluated 72 retail milk samples from every Canadian province coast to coast. All returned negative results for H5N1.

The testing complements Canadian government coordinated testing between the Public Health Agency of Canada, Health Canada and the Canadian Food Inspection Agency, which is testing both cows and milk samples for H5N1. Any dairy cattle imported from the U.S. to Canada must also be tested and confirmed negative for the virus before coming to Canada.

"CFIA has the ability to test large numbers of samples in one batch while we are aiming to test fewer samples but on an ongoing basis. It's imperative that academic and government partners work together on infectious disease outbreaks and if we were to detect any positive samples in the future, our first call will be to CFIA," said Wallace.

The virus, which has also been detected in cats, mice and a small number of people, has now been detected in dairy cow herds in a dozen states , with the outbreak showing no signs of slowing down. But is it inevitable that the virus spreads to Canadian herds, too?

"With proper testing and protocols for containment, I don't believe it's inevitable but it is a possibility," said Dr. Jordan Wight, Ph.D., who is also running the testing at the University of Manitoba "Which is why testing and monitoring is so important so if it does happen, we can catch it early and respond appropriately."

It is currently not known whether infected dairy herds in the U.S. are directly infecting others, or whether all of the dairy herds are being infected by close contact with infected wild birds.

"Since H5N1 is primarily transmitted by wild birds (who of course don’t follow human-made borders), the risk of a bird transmitting the virus to cattle in Canada is an ever-present possibility," said Wallace.

According to recent statistics, there are over 1.3 million dairy cattle in Canada spread across 9,443 farms, and the industry is expected to be worth $15.58 billion (U.S.) in 2024.
