രാ വിലെ പത്രം വായിക്കാന്‍ എടുത്തപ്പോള്‍ ആദ്യം തന്നെ കണ്ടത് തിരുവനന്തപുരം നഗരത്തിലുണ്ടായ ഒരു വാഹനാപകടത്തിന്റെ വാര്‍ത്തയാണ്. അമിതവേഗത്തില്‍ യുവാക്കള്‍ സഞ്ചരിച്ചിരുന്ന ബൈക്ക് ഒരു കാറിനെ മറികടക്കാന്‍ ശ്രമിക്കുന്നതിനിടെ കാര്‍ വെട്ടിതിരിയുകയും നിയന്ത്രണം നഷ്ടപ്പെട്ട് ഡിവൈഡറിലേക്ക് ഇടിച്ചുകയറുകയും ചെയ്തു. കാറിലുണ്ടായിരുന്ന അച്ഛനും അമ്മയും കുഞ്ഞും മുത്തശ്ശിയും അടങ്ങുന്ന കുടുംബത്തിന് ഗുരുതരമായി പരിക്കേറ്റു. പിന്നീട് ഈ കുഞ്ഞ് മാത്രം മരണത്തിന് കീഴടങ്ങി. അപകടത്തിന്റെ ദൃശ്യങ്ങള്‍ സാമൂഹിക മാധ്യമങ്ങളിലൂടെ കാണുകയും ചെയ്തിരുന്നു.

എമര്‍ജന്‍സി വിഭാഗത്തില്‍ അവരെ ചികിത്സിച്ച ഡോക്ടര്‍ എന്ന നിലയില്‍ ഞാന്‍ ആഗ്രഹിച്ച് പോയി, ആ യുവാക്കാള്‍ സാഹസികമായ യാത്ര ഒഴിവാക്കിയിരുന്നെങ്കില്‍, കാറിലെ യാത്രക്കാര്‍ എല്ലാവരും സീറ്റ് ബെല്‍റ്റ് ഉപയോഗിച്ചുരുന്നെങ്കില്‍ ഈ അവസ്ഥ ഒഴിവാക്കാമായിരുന്നില്ലേ? എമര്‍ജന്‍സി വിഭാഗത്തില്‍ ഇത്തരത്തില്‍ ഗുരുതര പരിക്കുകളുമായി എത്തുന്നവരെ കാണുമ്പോള്‍ നമ്മള്‍ ഓര്‍ക്കാറുണ്ട് ട്രാഫിക് നിയമങ്ങള്‍ കൃത്യമായി പാലിച്ചിരുന്നെങ്കില്‍ ഇതില്‍ പലതും ഒഴിവാക്കാമായിരുന്നില്ലേയെന്ന്. മിക്കവാറും ചെറുപ്പകാരാണ് വാഹനാപകടങ്ങളില്‍ ഗുരുതര പരിക്കുകളുമായി ചികിത്സയ്ക്ക് എത്തുന്നത്.

കേരളത്തിന്റെ ആരോഗ്യമേഖല ഏറെ മുന്‍പന്തിയിലാണ്. എന്നാല്‍, റോഡപകടങ്ങളില്‍ മരണപ്പെടുന്നവരുടെ എണ്ണം വളരെ കൂടുതലാണ്. നമ്മുടെ തിരക്കുപിടിച്ച ജീവിതത്തില്‍ സുരക്ഷയ്ക്കായുള്ള പല നിര്‍ദേശങ്ങളും കാറ്റില്‍ പറത്തുകയാണ് പതിവ്. നമ്മുടെ റോഡുകള്‍ വളരെ തിരക്ക് നിറഞ്ഞതാണ്. ഇതിനൊപ്പം മത്സരയോട്ടം നടത്തുന്ന വാഹനങ്ങള്‍ക്കും ഇടയിലൂടെയുള്ള ഓരോരുത്തരുടെയും യാത്ര വീണ്ടും അപകടസാധ്യത ഉയര്‍ത്തുന്നു. ഒരു അപകടമുണ്ടായാല്‍ അവരെ ആശുപത്രിയില്‍ എത്തിക്കാന്‍ പോലും മടിക്കുന്ന ഒരു സമൂഹത്തില്‍ കൂടിയാണ് നമ്മുടെ അതിവേഗ യാത്രകള്‍.

ഈ അവസ്ഥയ്ക്ക് മാറ്റം വരുത്താനാണ് അപകടം നടന്ന് ഒരു മണിക്കൂറിനുള്ളില്‍ അപകടത്തില്‍പെട്ടവരെ ആശുപത്രിയില്‍ എത്തിക്കുന്നവര്‍ക്ക് മോട്ടോര്‍ വാഹനം വകുപ്പ് സമ്മാനം നല്‍കുന്ന പദ്ധതി ഒരുക്കിയിരിക്കുന്നത്. അപകടത്തില്‍പ്പെട്ടയാളെ കൃത്യസമയത്ത് ആശുപത്രിയില്‍ എത്തിക്കുന്നതിലൂടെ ഒരു ജീവന്‍ രക്ഷിക്കുകയാണ് ചെയ്യുന്നത്. വൈകുംതോറും രക്ഷപ്പെടല്‍ കൂടുതല്‍ സങ്കീര്‍ണമാകും. അപകടങ്ങള്‍ സര്‍വസാധാരണമാണ് എന്നാല്‍, കൃത്യമായി നിയമം നിഷ്‌കര്‍ഷിച്ചിട്ടുള്ള സുരക്ഷാ നിര്‍ദേശങ്ങള്‍ പാലിക്കുന്നതിലൂടെ അപകടത്തിന്റെ തീവ്രത കുറയ്ക്കാന്‍ കഴിഞ്ഞേക്കും.

ശ്രദ്ധിക്കാന്‍ ചില കാര്യങ്ങള്‍

1. ഇരുചക്രവാഹനങ്ങളില്‍ യാത്ര ചെയ്യുന്നവര്‍ ഹെല്‍മറ്റ് ധരിക്കുക.

ഇരുചക്ര വാഹന അപകടങ്ങളില്‍ ഹെല്‍മറ്റ് ധരിക്കാത്ത പക്ഷം വ്യക്തിയുടെ മസ്തിഷ്‌കത്തെ സാരമായി പരിക്കേല്‍ക്കാന്‍ സാധ്യത ഏറെയാണ്. മരണത്തിലേക്ക് നയിക്കും വിധം ഗുരുതരമായ പരിക്കുകളേല്‍ക്കാതിരിക്കാന്‍ ഹെല്‍മറ്റ് എന്ന സുരക്ഷാകവചം സഹായിക്കുന്നു. അപകടത്തില്‍ തലയ്ക്ക് പരിക്കേറ്റാല്‍ 'കോമ' എന്ന അവസ്ഥയിലേക്കോ ശരീരം തളര്‍ന്ന അവസ്ഥയിലേക്കോ മരണത്തിലേക്കോ എത്തിക്കാം. ഹെല്‍മെറ്റ് ധരിക്കുമ്പോള്‍ കൃത്യമായി സ്ട്രാപ് ചെയ്തു തന്നെ ഉപയോഗിക്കുക.

2. കാറില്‍ യാത്ര ചെയ്യുമ്പോള്‍ സീറ്റ്ബെല്‍റ്റ് ഉപയോഗിക്കുക

പോലീസ് പരിശോധനയും ക്യാമറയും ഭയന്ന് മാത്രമാണ് ഭൂരിഭാഗം യാത്രക്കാരും സീറ്റ്‌ബെല്‍റ്റ് ധരിക്കുന്നത്. അതില്‍ പോലും ഡ്രൈവര്‍ മാത്രമായിരിക്കും കൃത്യമായി ധരിച്ചിട്ടുണ്ടാകുക.ഇത് തീര്‍ത്തും തെറ്റാണ്. അപകടം ആര്‍ക്ക് എപ്പോള്‍ സംഭവിക്കുമെന്ന് മുന്‍കൂട്ടി പറയാന്‍ കഴിയില്ല. അതുകൊണ്ടുതന്നെ വാഹനത്തില്‍ യാത്ര ചെയ്യുന്ന ഒരോരുത്തരും സുരക്ഷാ സംവിധാനങ്ങള്‍ ഉപയോഗിച്ചിരിക്കണം. സീറ്റ് ബെല്‍റ്റ് ഇട്ടിട്ടില്ലെങ്കില്‍ പെട്ടെന്നുള്ള ബ്രേക്കിങ്ങുകളില്‍ യാത്രക്കാര്‍ മുന്നോട്ട് തെറിക്കുകയും ഗ്ലാസില്‍ തലയിടിച്ച് അപകടമുണ്ടാകാനുള്ള സാധ്യതയുണ്ട്.

3. കുട്ടികളുടെ ചലനം നിയന്ത്രിക്കുന്ന സംവിധാനം (Child restraint system) ഉപയോഗിക്കുക.

കാറില്‍ യാത്ര ചെയ്യുമ്പോള്‍ നവജാതശിശുക്കള്‍ മുതല്‍ 10 വയസ്സ് വരെ പ്രായമുള്ള കുട്ടികള്‍ ഉണ്ടെങ്കില്‍ കുട്ടിയുടെ ഭാരത്തിനനുസരിച്ചുള്ള 'Child safety seat' ഉപയോഗിക്കുകയും സീറ്റ് ബെല്‍റ്റ് ഇടുകയും വേണം. ഈ രീതിയില്‍ കുട്ടികളെ പിന്‍സീറ്റില്‍ ഇരുത്തുന്നതാണ് അഭികാമ്യം. കുട്ടികളെ മടിയില്‍ ഇരുത്തിയും കൈയില്‍ എടുത്തും കാറില്‍ യാത്ര ചെയ്യരുത്. ഇത് അവരുടെ സുരക്ഷയ്ക്ക് വെല്ലുവിളിയാണ്. നമ്മള്‍ ആദ്യം പറഞ്ഞ അപകടത്തില്‍ മരണപ്പെടാന്‍ പ്രധാനമായും കാരണമായത്, കൃത്യമായ സുരക്ഷാ മാര്‍ഗം സ്വീകരിക്കാത്തതാണ്.

4. മദ്യപിച്ച് വാഹനം ഓടിക്കരുത്

മദ്യപിച്ച് വാഹനം ഓടിക്കുന്നത് ഡ്രൈവറിന്റെ സഹയാത്രികരുടെയും റോഡിലൂടെ പോകുന്നവരുടെ ജീവന് ഭീഷണിയാണ്. മദ്യപിച്ചുള്ള ഡ്രൈവിങ്ങില്‍ റോഡ് അപകടങ്ങളെ മുന്‍കൂട്ടി മനസ്സിലാക്കാനുള്ള കഴിവ് കുറയുന്നു. ഇതേതുടര്‍ന്ന് സുരക്ഷ മാനദണ്ഡങ്ങള്‍ പാലിച്ച് വാഹനമോടിക്കുന്ന മറ്റുള്ളവര്‍ക്കും അപകട സാധ്യതയുണ്ടാകുന്നു. നിയന്ത്രിതമായി മദ്യപിച്ചാല്‍ അപകടസാധ്യത ഉണ്ടാകില്ല എന്ന (Permitted Alcohol Level) ധാരണ തെറ്റാണ്. മദ്യപിച്ചുള്ള ഡ്രൈവിങ്ങില്‍ കണക്കുകൂട്ടലുകള്‍ (Driving judgement) തെറ്റുകയും അപകടം ഉണ്ടാകുകയും ചെയ്യുമെന്ന് പഠനങ്ങള്‍ തെളിയിച്ചിട്ടുണ്ട്.

5. അമിതവേഗത്തില്‍ വാഹനം ഓടിക്കരുത്

അമിതവേഗത്തില്‍ വാഹനം ഓടിച്ച് അപകടം വരുത്തിവെക്കുന്നത് സാധാരണ കാഴ്ചയാണ്. ഇതിനെ മാനസിക വൈകല്യമായിട്ടാണ് മനോരോഗ വിദഗ്ധര്‍ പറയുന്നത്. ഇത്തരം അപകടങ്ങള്‍ക്ക് ശേഷം തന്റെ അശ്രദ്ധമൂലമാണല്ലോ ഇത്തരത്തില്‍ സംഭവിച്ചതെന്ന ആകുലത അവരില്‍ ഉണ്ടാകുന്നു. ഇത്തരത്തിലുള്ള അപകടങ്ങളില്‍ മറ്റുള്ളവര്‍ക്കോ ആ വ്യക്തിക്കോ പരിക്കേല്‍ക്കുകയോ മരിക്കുകയോ ആണെങ്കില്‍ ആ കുറ്റബോധം ജീവിതമുടനീളം അയാളെ വേട്ടയാടുന്നു. ഇത് മാനസിക ആരോഗ്യത്തെ പോലും ബാധിക്കുന്നു.

ഒരു നല്ല പൗരന്‍ അല്ലെങ്കില്‍ വ്യക്തി എന്ന നിലയില്‍ ഇത്തരം കാര്യങ്ങളൊക്കെ ശ്രദ്ധിച്ച് റോഡ് സുരക്ഷാ നിയമങ്ങള്‍ കൃത്യമായി പാലിച്ചാല്‍ റോഡ് അപകടങ്ങള്‍ ഒരു പരിധി വരെ ഒഴിവാക്കാന്‍ സാധിക്കും.

ആയിരക്കണക്കിനു ജീവനാണ് നമ്മുടെ റോഡുകളിൽ അപകട ങ്ങളിൽപ്പെട്ട് വർഷന്തോറും പൊലിഞ്ഞുപോകുന്നത്. വാഹനാപകട ങ്ങളുടെയും മറ്റ് റോഡപകടങ്ങളുടെയും വാർത്തയില്ലാത്ത ഒരു ദിവ സംപോലുമില്ല. ഗതാഗതസംവിധാനത്തിൽ പുത്തൻപുത്തൻ പരീക്ഷ ണങ്ങളും പരിഷ്കാരങ്ങളും നടപ്പിലാക്കുന്നുണ്ടെങ്കിലും അപകട ങ്ങൾക്കു കുറവില്ലെന്നുമാത്രമല്ല അതു വർദ്ധിക്കുകയുമാണ് വാഹന വുമായി നിരത്തിലേക്ക് ഇറങ്ങുന്നവരും കാൽനടക്കാരും തിരികെ വീട്ടിലെത്തു ന്നതുവരെ അവരുടെ ബന്ധുക്കൾ ആശങ്കയുടെ മുൾമു നയിലാണ്. നിയമങ്ങളും സൗകര്യങ്ങളും വിദ്യാഭ്യാസവും വർദ്ധിക്കു ന്തോറും ഈ ശാപം കൂടുകയല്ലാതെ കുറയുന്നില്ല.

മുന്തിയ ഗുണമേന്മയുള്ള വാഹനങ്ങൾ ദിനന്തോറും നമ്മുടെ നിര ത്തുകൾ കീഴടക്കുകയാണ്. ഉപഭോക്താക്കളെ ആകർഷിക്കാൻ കമ്പ നികൾ മത്സരിക്കുന്നു. വേഗതയേറിയ പുതിയതരം വാഹനങ്ങൾ സ്വന്ത മാക്കാൻ ഉപഭോക്താക്കളും. ഇത്തരം വണ്ടികളിലേറി ഗതാഗതനിയമം തെല്ലും അനുസരിക്കാതെ തോന്നുംപടി ചീറിപ്പായുകയാണ് ആളുകൾ. കാൽനടക്കാരനും റോഡപകടങ്ങൾ വരുത്തുനന്നതിൽ പിന്നിലല്ല. റോഡു മുറിച്ചുകടക്കുന്നതിനു നിഷ്കർഷിച്ചിട്ടുള്ള മര്യാദ അവരും ലംഘിക്കുന്നു. അശ്രദ്ധയോടെ സീബ്രാരേഖ മുറിച്ചുകടക്കുന്നവരും അപകടമുണ്ടാക്കുന്നു.

ഗതാഗത മര്യാദ ലംഘിക്കുന്നതിൽ മുതിർന്നവർ മുതൽ കുട്ടികൾ വരെ സമർത്ഥരാണ്. അമിതവേഗവും ഓവർടേക്കിങ്ങും അപകടമു ണ്ടാക്കുന്നു. കുറെപ്പേർ ട്രാഫിക് നിയമങ്ങൾ അനുസരിച്ചാലും മറ്റു ള്ളവർ അത് അവഗണിച്ചുകൊണ്ട് വാഹനമോടിക്കുന്നു. ഇതേറെ അപ് കടകരമാണ്.

പൊതുവാഹന സൗകര്യം ഉപയോഗിക്കാൻ ഇന്നു വിമുഖത ഏറു കയാണ്. ഇരുചക്രവാഹനങ്ങളുടെ എണ്ണം അതിവേഗം പെരുകിക്കൊ ണ്ടിരിക്കുന്നു. കൊച്ചു സ്കൂൾ കുട്ടികൾപോലും മുന്തിയതരം ബൈക്കു കളിലും സ്കൂട്ടറുകളിലും ചീറിപ്പായുകയാണ്. തന്റെ കുട്ടി സൈക്കി ളിൽ സ്കൂളിലേക്കു പോകുന്നത് കുറച്ചിലായി മാതാപിതാക്കൾ കരു തുന്നു. ലൈസൻസോ നിയമങ്ങളോ അവർക്കു ബാധകമല്ല. ലൈസൻസ് ലഭിക്കാൻ പ്രായമാകാത്ത കുട്ടികളിൽ വാഹനമേല്പിച്ച് പിന്നിൽ ഇരുന്നു യാത്രചെയ്യുന്ന മാതാപിതാക്കളും നമ്മുടെ നിരത്തുകളിലെ ഒരു കാഴ്ചയാണ്.

വളവുകളിൽവച്ച് ഓവർടേക്കിംങ്ങ് പാടില്ല. ഓവർടേക്ക് ചെയ്യുന്ന വാഹനത്തെ ഓവർടേക്ക് ചെയ്യാൻ പാടില്ല. അതിനു കാരണം സാമാ ന്യബുദ്ധിയുള്ള ഏവർക്കുമറിയാം. പക്ഷേ എത്രപേർ ഇതു പാലിക്കു ന്നുണ്ട്. ഇടതുവശത്തുകൂടി ഓവർടേക്കിങ് ഇന്നു ഒരു ഫാഷനായി മാറിയിരിക്കുന്നു. മദ്യക്കുപ്പി റോഡിലേക്കു വലിച്ചെറിഞ്ഞ് ഫോണും കാതിൽ തിരുകി സംസാരിച്ചും പാട്ടുകേട്ടും അതിവേഗം വണ്ടിയോ ടിക്കുന്നവരെ നിരത്തുകളിൽ സമൃദ്ധമായി കാണാം. സീബ്രാവരയിലൂടെ കാൽനടക്കാരൻ റോഡുമുറിച്ചു കടക്കുമ്പോൾ നിശ്ചിതദൂരത്തിൽ വണ്ടിനിർത്തുക എന്ന മര്യാദ നിയമജ്ഞർ പോലും കാണിക്കാറില്ല. ക്ഷമയുടെ പ്രതീകങ്ങളായ പുരോഹിതന്മാരും ജീവന്റെ രക്ഷകന്മാ രായ ഡോക്ടർമാരും നിരത്തിലെത്തിയാൽ അസഹിഷ്ണുത ഉള്ള വരും നിയമം മറക്കുന്നവരും ജീവന്റെ വിലയെ മാനിക്കാത്തവരുമായ തിടുക്കക്കാരാണ്. 

നമ്മുടെ നിരത്തുകളിൽ ഏറ്റവമധികം അപകടമുണ്ടാക്കുന്നതും അപകടത്തിൽപ്പെടുന്നതും മരണസംഖ്യ കൂട്ടുന്നതും ഇരുചക്രവാഹ നങ്ങളാണ്. കഴിഞ്ഞവർഷത്തിൽ റിപ്പോർട്ടു ചെയ്ത വാഹനാപകടങ്ങളിൽ 80 ശതമാനവും ഇരുചക്രവാഹനം വരുത്തിവച്ചതാണ്. രാജ്യത്ത് രജി സ്റ്റർ ചെയ്യുന്ന വാഹനങ്ങളിൽ 70 ശതമാനവും ഇരുചക്രവാഹനങ്ങ ളാണ്. കേരളം റോഡപകടങ്ങളുടെ കാര്യത്തിൽ ഇന്ത്യയിൽ മുൻ പന്തിയിലാണ്. കേരളത്തിൽ ഏതെങ്കിലും തരത്തിലുള്ള ഒരു മോട്ടോർ വാഹനമില്ലാത്ത ഒരു വീടുപോലുമില്ല. നമ്മുടെ സംസ്ഥാനത്തേക്കാൾ വളരെയധികം വിസ്തൃതിയുള്ള മദ്ധ്യപ്രദേശിൽപ്പോലുമില്ല. ഇത്രയധികം വാഹനങ്ങൾ.

വ്യാവസായിക പുരോഗതിയും നഗരവത്കരണവും സൃഷ്ടിക്കുന്ന തിരക്കാണ് വാഹനക്കമ്പത്തിനു കാരണം. പൊങ്ങച്ചത്തിന്റെ ചിഹ്നമാ യാണ് മറ്റുചിലർ വാഹനങ്ങൾ വാങ്ങിക്കുട്ടുന്നത്. ഓരോ മനുഷ്യ നും സ്വന്തം ലോകത്തേക്കു മാത്രമായി ഒതുങ്ങുകയാണ്. പൊതു സ്ഥലത്തെ വിഭിന്നമായ അഭിരുചികളോട് പൊരുത്തപ്പെടുവാനോ സഹിഷ്ണുത കാണിക്കാനോ വൈമുഖ്യം കാണിക്കുന്നു. ബസ്സിൽ കയറിയാൽ സഹയാത്രികർ അറിയാതൊന്നു ദേഹത്തുമുട്ടിയാൽ കാട്ടുന്ന അസഹിഷ്ണുത ഇതിനു തെളിവാണ്. 

ഗതാഗതനിയമം ലംഘിക്കുന്നതും അപകടങ്ങളുണ്ടാക്കുന്നതും ഗുരുതരമായ കുറ്റമായി പരിഗണിക്കാതെ ശിക്ഷനല്കാത്തതും വാഹ നാപകടങ്ങൾ വർദ്ധിക്കുന്നതിനു കാരണമാണ്. ഡ്രൈവിങ് ലൈസൻസ് നല്കുന്ന പ്രക്രിയ കർശനമാക്കുകയും ട്രാഫിക് കുറ്റവാളികളുടെ ലൈസൻസ് ആജീവനാന്തം റദ്ദാക്കുകയും വേണം. ഗതാഗത നിയമ ങ്ങൾ പാലിക്കേണ്ടതിന്റെ ആവശ്യകതയെപ്പറ്റി ഡവർമാരെ ബോധ വാന്മാരാക്കണം. നമ്മുടെ സ്കൂൾ പാഠ്യപദ്ധതിയിൽ ഇത് ഒരു നിർബന്ധ വിഷയമാക്കണം. ഡ്രൈവിങ് സമയത്ത് മദ്യപാനവും ഫോൺ ഉപയോ ഗവും വധശ്രമമായി പരിഗണിച്ച് ശിക്ഷനല്കണം.

There are many ways in which we can improve road safety. In order to keep yourself safe and out of harm’s way, we must always walk on the pavements meant for pedestrians. Do not jump or run on roads, as you never know when a vehicle might appear.

Similarly, always follow the traffic signals religiously. Even if there is no one on the road and the signal is red, do not move until the light turns green. The obedience to traffic rules must not depend on the traffic on the road. One must follow them no matter what.

In addition, when you’re on foot, always cross the road at zebra crossing only. Do not jump on dividers or more to do the same. Most importantly, always make sure to look both ways, left and right when crossing the road.

Even if it is a one-way street, just because you are following the rules does not mean the other person is also doing the same. So keep your safety above everything else.

Adults must not leave children alone on the road and never use your phone while driving or walking on the road. When in moving vehicles, always wear your seat belt. Similarly, when on a two-wheeler, do not forget your helmet. Finally, do not take out your head or hand in a moving vehicle. Always remember that your safety is in your hands. If you notice the driver being irrational or careless, correct them. Practice road safety and encourage children to do the same.

Good Morning Dear Students!

Today, I am standing here in front of you all as your class teacher and also to deliver a speech on road safety. Now you are no longer small kids who do not know the safety rules while walking on the road. There’s a great saying, “It’s better to be safe than sorry”. However, we tend to forget all this and become carless at times so much so that we risk our lives and put it in danger.

Don’t we keep hearing the news of the count of people who become a victim of road rage or get involved in road accidents? Unfortunately, some die right on the spot and some receive serious injuries that last for the lifetime. Accidents from vehicle have become a big reason behind increased death rates in our country and amidst the time when the government is implementing road safety measures.

Not many of you would know that it is Abu Dhabi which is infamous for holding the highest rate of road deaths in the world. On an average, there are 38 deaths every month because of fatal injuries caused on the road traffic and mainly 0 to 14 year-old children are involved in such cases.

Hence, this establishes the fact that everyone especially pedestrians must remain vigilant while taking the road and must adhere to the safety rules. It is a pedestrian who is chiefly responsible for the accident as it is only when he/she walks carelessly not paying any heed to the traffic signal or do not walk on the designated crosswalk that fatal cases of injuries occur. So I request all of you to remain watchful and never be in a hurry while being on the road. Besides, many people are often seen disrupting the usual flow of traffic, please note that it can also prove very dangerous to one’s lives and therefore should strictly avoid it. Always use zebra crossing in order to walk down the road. Keep your eyes and ears open and listen to the sound of horns if blown around you.

If you are going to travel via public transport and if it’s a bus, then patiently wait for the bus to stop and board it thereafter. Likewise, if you are going to step out of it, then wait for it to stop properly and make sure that no other vehicle is obstructing your path. Make it a point to carry some reflective material so that the drivers can sense your presence from a distance itself. Never ignore stop signs as when people do that serious road accidents occur.

If you are riding a bicycle on the road, then be even more careful and make sure that your bicycle is in a sound condition with lights and working brakes at their proper places. Secondly, avoid taking bicycle on a busy road and try to use public transport.

However, there is no guarantee that through these preventive measures we will be able to avoid fatal cases of road accidents, but we can definitely avert the danger by remaining vigilant on the road and following all the safety rules. Students, always remember that life doesn’t have a reset button, so never be careless.

As the president of our society’s organizing committee, I have organized an event based on ‘Road Safety Week’ starting from today wherein I would like deliver a talk on some important road safety measures for the members of my society. As we all read in newspapers the increasing cases of road accidents particularly that of the young generation of today, I sincerely hope that through the medium of this talk some awareness could be spread amongst the people and they learn to become more responsible and extra careful while walking on the road.

Please allow me to put forth some of the reasons which result in road accidents. Primarily, driving a vehicle beyond the prescribed limit is what causes most accidents on the road. Some drivers or owners themselves drive recklessly and flout traffic rules without any fear of punishment. Besides, people who are drivers by profession have to drive throughout the day and sometimes during the night too that they fail to remain attentive and cause accidents on the road. However, now that our government has enforced strict road safety rules and a hefty fine, especially on the drink and drive cases, the incidents of road rage have significantly come down.

Talking about the youngsters, I have no hesitation to admit that they drive very irresponsibly and consider road as their racing track, which again results in fatal road accidents. It becomes the responsibility of parents to keep a watch over them and make them realize the importance of safety rules. Sometimes, the vehicle is faulty and remains out of service for months that its breaks or clutch don’t work and leads to major road accidents. On the top of this, uneven road surfaces and potholes contribute to the poor road conditions and increase the graph of road accidents.

Recently, a man after dropping his kid to school died after falling in a pothole. There is no dearth of such incidents in our country and it’s high time that our government should come out of its state of negligence and own responsibility for the poor maintenance of public infrastructure. Then, awareness campaign should be run everywhere so that the citizens of our country grow serious towards adopting road safety measures. In fact, my advice to the government would be to suspend the license of those who are involved in the cases of road rage. The offenders must be put in jail and severe punishment should be levied.

Less or no use of seat belts and helmets also contribute to such cases. According to a recent report, it’s the two-wheelers and trucks that cause around 40% of deaths in our country. In India, the cases of road accidents are three times higher than that existing in developed nations of the world. So the only way to curb death rates caused due to road accidents is to sincerely follow safety regulations while driving on the road or while being on foot for that matter. Those who are driving should not exceed their speed limit so that if the need arises, the vehicle can be stopped for the passerby or seeing something coming on your way.

First of all, I want to thank all the event organizers and management team for doing such a great effort for public welfare and of course, all the people who are gathered here with us all. Today, this social event has been organized in this locality because the number of road accidents are rising day by day and thus people need to get aware of this public issue.

More than 1.2 million people are killed and 20 to 50 million people suffer from serious injuries worldwide every year due to road accidents and hence it has become a serious issue these days. According to a prediction of a report known as “Global Status Report on Road Safety”, road accidents will become the fifth leading cause of death by 2030. We should consider this as an alarm for us because most of the road accidents are the cause of carelessness and hence it is becoming a big issue.

There could many reasons for the happening of the road accidents. Negligence or the recklessness of the driver or any other person is the main cause of road accidents. People do not follow the traffic instructions and rules properly and hence it leads to severe injuries and deaths. We can normally see people who jump traffic signals, driving while drunk, not wearing seat belts etc. We all know that what kind of rules and regulation are there in India. There are no proper rules, regulation and strictness on the roads. There are hardly very few places in India, where they follow proper rules. But it is not only up to the government but people should also have some respect towards the rules and regulations.

In many places in India, there is a lack of emergency services for treatment of people who are caught by an accident. There are many other reasons for the road accidents. To get a driving license has become quite easy these days and it is dangerous because the people who do not know about driving properly can harm others who are using the same road. Population explosion, economics developments, industrialization and motorization in the country are the roots of these accidents. As much as the country will get modernized, the use of vehicles will increase. The problem of the road safety is of everyone who is using the roads.

There is urgency for the strict rules and regulations for safety on roads. Everyone should follow the instructions and rules while driving or while using a vehicle. These days, the craze of bikes between youngsters is increasing and hence they should follow the rules such as wearing a helmet and speed limit. While using a car, we should always use the seatbelt and maintain the speed limit. Harsh driving or driving while drunk is the main cause of accidents that happens with the cars.

Our lives are in our hands and thus it is necessary to follow rules and proper instructions while using a road. On this note I would like to thank all the people for gathering here and for making this social event successful.

If we talk about road safety, then it can be only possible when we will follow the rules and regulations of the road safety. The rules differ from two wheelers to four wheelers. If you are on two wheelers, then it is important to wear a helmet and drive in a limited speed. If you are on four wheelers, then it is important to wear seatbelt and of course maintaining the speed limit. One of the main causes of road crashes accidents are due to drink and drive. The accidents that happen due to drink and drive or harsh driving are the cause of driver’s carelessness and lack of strictness on the roads.

According to the report of Global status given on 2013, more than two lakh people are killed in road accidents in India every year. Around one hundred people are killed and thousands of people get injured in road accidents everyday due to the carelessness of drivers. One reason for road crashes could be the condition of the roads. In India, there are many roads that are not in a good condition and became dangerous for driving. Especially in rainy season, the condition of the roads became poor and they get cracks in it. The poor condition of roads is still a big tragedy of India.

It creates problems while driving and sometimes the vehicle gets stuck on the road due to cracks and water. There are very few places in India where these problems do not happen or roads remains in a good condition during rainy season. The cause of this problem is the height of corruption in India. Breaking traffic rules and safety rules are normal because it just needs some money to get out of the trouble and that is it. Tripling on bikes are prohibited for the purpose of safety but still we can see many people doing the same freely because there is no fear in the mind of the people because they know that all they need is just money.

This problem will get deeper as we go through it and thus it needs a solution. It needs the contribution of everyone but not only of the government. I hope that from now every student as well as other people will remember this that safety is first. On this note, I would like to conclude my speech and extend special thanks to our honorable principal for giving me this opportunity.

Hello everyone! Today as we have gathered here, I take this opportunity to talk about the most significant public health issues nowadays; that is – “Road Safety”.

Let’s begin with the statistics first. It will help us assess the graveness of the situation. According to a recently released report by the World Health Organization, nearly 1.35 Million people lose their life in road accidents globally, every year. Pedestrians and two wheeler riders constitute the most vulnerable lot. The stats of India are no better, with nearly 1.5 Lakh people dying annually due to road accidents. The figures are not only alarming, but also indicate that we are way behind our agendas of development and road safety. I am sorry to say, but given to the present situation, a 50% reduction in road accidents in India by 2020, is a distant dream.

Now that we know that what the stats reveal, it’s time to talk about – causes, effects and counter measures. The world today is developing at a fast pace – growing economy, better business prospects and better job opportunities, have in a way accelerated the sale of all types of commercial and private vehicles. The situation is critical in middle income or developing nations, where streets could be seen bustling with cars, two wheelers, pedestrians etc. In Indian subcontinent, a few Middle East and African countries, animals, carts, road side vendors are easily spotted on the road; adding up to the possibility of a road accident.

Though, we might blame it all on the factors like over population, excess of vehicles and administrative apathy; we cannot shrug off the responsibility that we hold. Figures reveal that the prime causes of road accidents leading to casualties are road rage and over speeding, followed by apathy towards traffic rules. In India alone, nearly 50000 riders lose their life every year, for not wearing a helmet. These figures could have been significantly lower if they had just worn a helmet. What sense does it make to risk your life when it could be saved easily?

It is hard to accept, but accidents are caused by our own disdain to follow the rules than by anything else. Though the departments like police, public works department, have a responsibility to ensure the safety of all users of the road; but firstly the responsibility for the safety of our own as well as others, lies in our own conduct i.e. how we behave while on road. By breaking the traffic rules we not only compromise our own safety but also the safety of others.

A fatal road accident is the biggest tragedy that could happen to your family. Believe every word of it – road accidents are painful not only for the victims but also for those who love them. Seeing someone you love, writhing in pain, is unimaginably heart breaking. You might leave your own or someone else’s family scarred for life; living in deprivation, pain and sorrow. Is it worth to be negligent for a momentary pleasure if it leads to lifelong pain and sorrow? Well, it’s your choice to choose life or death. I would definitely choose life always.

Next obvious question is – Why? Why we don’t follow the rules, why don’t we wear helmets, seat belts, why do we jump the signal, why do we compete with other unruly riders or motorists? Apathy towards following road safety rules is a habit. Habit that has arisen due to the ignorance towards the safety of our own, as well as others. Today, we love to be on time, we love to compete and we hate delays. Of course your time is precious, but is it more precious than life? Not following the traffic rules and copying other unruly road users; could have fatal consequences.

The governments are more concerned to curb down road accidents and have also paced up preventive measures. Traffic signals have been installed on every crossing; the roads are well lit up; there is separate lane and bridges for the pedestrians. Some places also have dedicated roads for motorcyclists and heavy vehicles like buses etc. Many things are being done to ensure our safe transit, but it is upon us to utilize the resources in a safe way. Remember the roads are brightly lit and separated for the safety of various users, but not for over speeding and stunting. Authorities can only make laws for our safety, but the first responsibility to implement those lies on us.

For the unruly ones who still don’t follow, strict punishments should be given like – hefty fine and imprisonment. Authorities must adopt a policy of zero tolerance towards traffic rules violations. Then only we could achieve the national as well as global road safety norms.

Are electric cars better for the environment than fuel-powered cars? Here's the verdict

Whether you drive an electric car or are considering making the switch, you've probably been drawn into a discussion about whether they are really better for the climate.

Electric cars are key to the world reducing emissions, with transport accounting for almost 20 per cent and rising, so you probably haven't had that debate for the last time.

To save you from your next barbecue encounter, we have turned to the EV Council, which has crunched the numbers for you.

We're comparing an electric car and a traditional petrol one and looking at the life-cycle emissions — that is, all the emissions produced from cradle to grave.

For both types of car, these are the key stages where emissions are produced:

  • manufacturing of the car,
  • production of the battery, especially for electric cars
  • running the cars over their life-cycle, either on petrol or electricity
  • disposal and recycling of the vehicle at the end of its life, including batteries

We'll also compare electric cars in different states because each state uses different amounts of fossil fuels for electricity, which affects how "clean" the car is.

To compare cars, we've chosen an average medium SUV, the sort of car you commonly see on Australian roads.

Some examples of a medium SUV are the electric Tesla Model Y, Toyota's RAV4 and the Mazda CX-5 on the petrol side.

So, buckle up and let's go.

Let's start at when the car is made

Manufacturing covers the production of the raw materials in the car's metal body, interiors, tyres, seating, the whole bundle. At this first stage, all these cars come out with similar emissions profiles.

… adding batteries for EVs

Battery production is the stage where we start to see a split between petrol and electric cars.

Electric vehicles (EV) are powered by batteries, so their batteries are significantly larger and heavier, and use more critical minerals. Our electric SUV also needs a bigger battery than a small hatchback.

It's important to note that this is about life-cycle emissions, so we aren't evaluating other environmental or human rights impacts from battery production for EVs, and we're also not critiquing the oil industry in those areas for petrol cars. That barbecue debate is for another day.

Batteries produced in China have higher emissions than those produced in Europe, and as most Australian electric cars currently have Chinese-made batteries, that's what's used here.

Climate experts and even the latest Intergovernmental Panel on Climate Change expect these figures to drop as more renewable energy is used in the coming years to make the batteries.

"So the energy needed to produce batteries is decarbonised, and therefore has lower emissions," according to University of Technology Sydney transport researcher, Robin Smit.

So at this point, before the cars hit the road, electric cars have more embedded emissions.

But that all changes when you start driving …

Taking our cars on the road

It won't shock you to find out that most of a car's lifetime emissions come from powering it to drive.

"The fuel energy cycle is normally the most important part of the life-cycle assessment [and] that includes on-road driving, the maintenance, and of course, the production of the energy," Professor Smit said.

The Australian Bureau of Statistics (ABS) estimates the average Australian car drives about 12,600 kilometres a year, or 189,000 over its lifetime, so that is what's used in this modelling.

Petrol cars are dirty. That's a fact. Combustion cars are powered by burning petrol, which releases emissions into the atmosphere and is — pardon the pun — a major climate change driver. These are referred to as "tailpipe emissions".

The petrol SUV here is up against an electric SUV charged on the national grid, which has a mix of fossil fuels and renewables.

Our petrol SUV produces almost 46 tonnes of carbon over its lifetime on the road.

These figures also factor in the emissions coming from refining and transporting the fuel.

"When you look at fossil fuels, they need to be extracted, processed, and then transported to service stations, for example, to make them available. So there's a greenhouse gas emission costs associated with that," Professor Smit said.

The estimated petrol used here is 8.3 litres for 100km and comes from the Worldwide Harmonised Light Vehicle Test Procedure (WLTP). These figures are almost always lower than real-world petrol use.

So, a lot of energy is burnt to move petrol cars, but most of it is wasted.

"They are not efficient, about 70 to 80 per cent of the energy is wasted in heat. So you only use 20 to 30 per cent of the energy into fuels for actually driving around," Professor Smit said.

What's more, Australians typically drive heavier cars than other countries, especially in Europe. Heavier cars require more fuel to move them, resulting in higher emissions.

This all means that petrol cars start producing significantly more emissions during their use, leaving electric cars in the dust.

Let's look at a different view of our two cars as we drive them for 15 years or 189,000km. Petrol cars are displayed in the blue line, and electric cars in red .

Electric cars are powered by electricity (obviously!) but how that electricity is created makes a huge difference to the overall emissions profile of EVs.

You can see emissions for the petrol car   rise while the electric car's life-cycle emissions curve is flattening. That's because the composition of our electricity grid is rapidly changing and more renewables are coming online.

To account for that, this modelling from the EV Council uses the scenario mapped out by the Australian Energy Market Operator (AEMO) which predicts the rate of new renewables coming into the grid and fossil fuel plants being decommissioned. That is, by 2030, the same electric car will be producing lower emissions because it will be charged with more renewable power.

So this is for Australia as a whole, but where you live can also have a big impact on how much cleaner an EV is.

Some Australian states already have mostly renewable energy powering their grids, while others still have lots of fossil fuels.

Let's look at our electric SUV in Western Australia, where in 2022 more than 83 per cent of electricity came from fossil fuels, mostly gas.

Now this is what our SUV's emissions look like in Tasmania (shown in the green line) , which powers almost its entire electricity network on hydro.

It's the same in South Australia, which has lots of wind and solar energy in the grid. You can see here that no matter where the EV is, it saves tonnes of emissions overall compared to a petrol SUV.

This highlights the huge opportunity to reduce transport emissions with electric cars.

The cleaner the grid, the cleaner the electric car.

What about cars charged on rooftop solar?

More than 3 million Australian homes have rooftop solar and, according to a 2021 survey, most EV owners plug into their own set-up.

A car that's charged with rooftop solar produces even lower emissions over its lifetime.

"When you use solar panels, they basically have very small-to-negligible emissions," Professor Smit noted.

Less than a tonne of carbon over all those kilometres!

Now, it's time to say goodbye to our cars and send them to the car afterlife …

Getting rid of our cars

According to Professor Smit, the greenhouse gas emissions from taking cars off the road are small compared to the overall driving life of a car.

What's more, most of the materials in a car can be recycled, so this offsets some of the emissions from the production of the car at the start of the cycle.

To complete our emission profile, let's add the emissions for the disposal of our cars.

There's a lot of potential for improvements here too.

It takes a lot of grunt to power a car, and when a battery can no longer do that and comes out of an electric car, it still holds a lot of value and charging potential.

It can be used as a backup household battery, for example. Some car companies like Tesla are already using old car batteries to power their factories.

It's estimated this second life for EV batteries could cut the carbon footprint of battery production by half.

At the finish line

Overall, every electric car will produce fewer emissions than its petrol equivalent, no matter where they are charged.

Even with an electricity grid that still uses some fossil fuels, electric cars have much lower overall carbon emissions, and that will continue to drop as the electricity gets greener.

And remember, this example uses SUVs, so lighter electric cars like hatchbacks have even lower emissions.

Hang on, what about hybrids?

Put simply, hybrids are complicated.

Plug-in hybrids can be run off either petrol or from a battery that's plugged in and charged. Therefore, the life-cycle emissions from a plug-in hybrid depend on the region where it gets charged but also on how diligent the driver is with charging. Remember, it can also run on petrol.

The European Union's Environment Agency recently found that emissions from plug-in hybrids were 3.5 times higher than reported.

It concluded that hybrids "are charged and driven in electric mode much less than how they were expected to be used".

Where we get our figures from

These figures come from the Electric Vehicle Council, which based its life-cycle emissions calculator on modelling from the European organisation Transport & Environment .

We got Professor Smit to look over the EV Council's modelling and he said while it was generous to petrol cars, it provided a good way to compare life-cycle emissions.

The inputs for petrol use are based on the WLTP . As mentioned in the story, this is likely to underestimate real-world petrol usage.

The modelling uses data for a Nickel-Mangenese-Cobalt NMC li-ion battery produced in China, as that's the most common type of battery in the Australian EV market.

It calculates 105kg CO2/KWh  for the carbon produced from battery production .

This same study found that "producing batteries with photovoltaic electricity instead of Chinese coal-based electricity decreases climate impacts of battery production by 69 per cent". Considering this estimate would reduce the emissions calculation in the point we make about battery production.

For a medium electric SUV, the energy used is 17.3 KWh/100km and a battery size of 70.2 KWh average for cars available in that category.

The emissions factors for energy sources are based on data from the Intergovernmental Panel for Climate Change  here. 

To model the rate of renewables coming into the grid, the EV Council used the step-change scenario from the AEMO .

Statements about the composition of the electricity grids in different states come from 2022 numbers from the Department of Climate Change, Energy, the Environment and Water.

The estimate of recycling emissions comes from a study by Transport & Environment .
