Vytautas Magnus University has a distinct advantage which is connected to its young, promising doctoral students. Doctoral studies at VMU open up unique possibilities for academic research and studies, which contribute to the development of a future generation of highly qualified specialists. Graduates of doctoral studies at VMU are capable of conducting independent scientific research and experimental (social, cultural) development, not to mention solving hot-button issues of Lithuanian, European, and global science.

Study fields

Doctoral studies are provided jointly with 18 partner institutions in Lithuania. Currently, Vytautas Magnus University offers doctoral studies in 5 science areas and 24 science fields:

• Humanities: Ethnology, Philology, Philosophy, History and Archaeology, Art Criticism, Theology;
• Social sciences: Education Science, Economy, Political Sciences, Psychology, Sociology, Law, Management, Communication and Information;
• Natural sciences: Biophysics, Biology, Ecology and Environmental Science, Biochemistry, Informatics;
• Agricultural sciences: Agronomy, Forestry;
• Technological sciences: Environmental Engineering, Mechanical Engineering, Transport Engineering.

Forms of studies

VMU offers two types of doctoral studies, each with a different duration and intensity: full-time (4 years) and part-time (6 years).

Selection criteria

People are admitted to doctoral studies through an open competition. The competition for admission to doctoral studies takes place once a year – from May to September (depending on the science field). The most important criteria are the following:

• Published or accepted to be published scientific publications;
• Scientific research project that details out what the applicant plans to research during his/her studies. It should be around 5–12 pages in length;
• Grade point average of the master’s diploma;
• Motivational interview, in which all the applicants must participate (in person or online). Usually, this interview is held at the end of June or in the middle of September (depending on the science field).

 Admission requirements

• Diploma of master’s degree or qualification equivalent to it, its annex/supplement;
• Document recognising the qualification acquired abroad issued by the VMU International Cooperation Department;
• 2 letters of recommendation;
• Scientific publications (if there are any) and their copies;
• Project of scientific research;
• Copy of ID document.

Important dates

• Admission rules are announced every year at the end of May or at the beginning of July (depending on the science field);
• Motivational interview is held during the last week of June or the first two weeks of September (depending on the science field);
• A list of invited candidates is announced at the end of June or the end of September (depending on the science field);

Scholarships and tuition fees

There are both state-funded places with scholarships and self-funded places available.

The amount of the scholarship is determined by the Government of the Republic of Lithuania and is as follows:

• EUR 1045 per month during the first year of studies;
• EUR 1210 per month during the second–fourth years of studies.

Additional financial support for doctoral students is provided by VMU Science Foundation. Every year, the University awards the most active doctoral students, organises competitions to finance research trips, and supports projects carried out by doctoral students. Additional support may also be provided by other institutions upon application of doctoral students.

Tuition fees in all the science areas are as follows:

• EUR 11837 per year for full-time studies;
• EUR 7891 per year for part-time studies.

For motivated students, tuition fees can be reduced depending on the particular situation by submitting a motivational letter explaining why the tuition fee should be reduced.

Requirements during studies

During his/her studies, a doctoral student should comply with the following conditions:

• Take approx. 5 study courses (30 ECTS);
• Write and publish at least 2 scientific articles;
• Participate in at least 2 conferences (one should be international);
• Write a dissertation.

For EU citizens, tuition fees in Lithuania typically range from 1,000 to 5,000 EUR per year for a Bachelor's degree and 4,000 to 8,000 EUR per year for a Master's degree , while doctorate programmes come in at a higher range of 7,000 to 8,000 EUR annually. Students from outside the EU may be subject to different tuition fees, depending on the university and programme. If you study at a university in Lithuania, you may be eligible for a state scholarship to cover the tuition fees. Tuition fees do not apply to students on exchange programmes.

Graduate visa route stays, as UK government proposes ‘crackdown’ on abuses and migration

The UK government has proposed new measures to ‘further crack down on student visas’, but has stopped short of closing the graduate visa route. Many in the higher education sector have expressed relief that the graduate visa will stay after the government conducted a rapid review of the route as part of a series of measures to reduce net migration.

‘We welcome the news that the graduate route remains in place,’ said Tim Bradshaw , chief executive of the Russell Group, a body that represents 24 of the country’s top research universities. ‘As recognised by the [migration advisory committee’s (MAC)] recent report, international students bring huge value to our universities, our communities and our economy.’

Concerns over the future of the graduate visa were raised after Home Secretary James Cleverly wrote to the MAC in March to request a rapid review of the graduate entry route. Earlier this month, the leaders of seven higher education groups wrote to Cleverly arguing that: ‘Any changes would be extremely damaging to the UK’s reputation and standing as a leading global study destination and research powerhouse, with a severe impact on the economy both nationally and across the regions.’ They also highlighted a significant decrease in the number of international students applying to study in the UK, adding that changes to the graduate visa route ‘could turn a sharp contraction into a collapse’.

The MAC filed its report  in mid-May, noting that it found ‘no evidence of any significant abuse of the graduate route’ and recommending that the route remain in place in its current form. However, it did raise concerns over the use of some recruitment agents that provide ‘misleading information to prospective international students’.

Important and welcome

The chief executive of Universities UK, Vivienne Stern, described the report’s finding that the graduate route should remain as ‘extremely important and welcome’. ‘The uncertainty caused by the decision to review the visa has been toxic,’ she said.

‘What is needed now is stability – we need the government to provide much needed reassurance to both universities and international students that the graduate route is here to stay,’ she added.

Following the publication of the MAC report, the government announced that the graduate route would be ‘kept under review’. It also proposed a number of measures to further regulate the recruitment of international students including ‘cracking down on rogue recruitment agents’, tougher compliance standards for institutions recruiting overseas students, restrictions on remote delivery of coursework and raising the requirements on international students’ financial self-sufficiency.

Earlier this year, the government raised the salary threshold for skilled worker visas by 48% to £38,700. In certain circumstances , science graduates can obtain a skilled worker visa if their salary is over £30,960. However, this figure is 12% higher than the average starting salary of a chemistry graduate in the UK (£27,661).

PhD student shortage

Steve Howdle , head of chemistry at the University of Nottingham, takes issue with policies that have made it harder to bring researchers to the UK. ‘I’ve had a career of 30 years now. I’ve graduated 60 PhD students and helped in the development of around 20–25 postdoctoral researchers,’ he says. ‘And many of those have come from outside the UK into my group and helped me and UK plc to do new science and create new opportunities that have been very valuable. And what I see at the moment is that pathway has become incredibly more restricted – and I think that’s a really difficult thing to get our heads around.’

‘What we’re talking about here is highly-skilled scientists who come to the UK and contribute very positively,’ he adds.

According to Howdle restrictions on recruitment of international talent will make it harder for the UK to maintain its reputation as a global science leader. ‘At the moment, because of the visa situation, it’s very, very hard to bring in non-UK PhD students,’ he notes. ‘And so there is already a dearth of PhD students, we’re starting to see it’s more and more difficult to fill the roles to do [research]. The UK is positioned as punching above its weight in terms of research in the world – that’s going to be damaged if we carry on the way we’re going.’

In January a review conducted by accounting firm PwC on behalf of Universities UK highlighted that ‘increasing financial pressures’ on the UK higher education sector had led to an overreliance on international students to ‘cross-subsidise domestic teaching and research activities’. Howdle believes that making it harder for universities to recruit foreign students will create additional financial strain.

‘We all know that tuition fees are the main mode of funding into higher education and those tuition fees have not increased at all over the last decade … so universities have been pushed to take more overseas students who can and do pay higher fees,’ he says. ‘And that’s been the way that universities have stabilised and have run for the last decade – that’s all going to get very much harder.’

New measures to tackle student visa abuse

New proposals will further crackdown on student visas, ensuring only genuine students can come to the UK; route will be kept under review.

The Home Secretary and Education Secretary have announced new proposals to ensure the UK’s world-leading higher education sector is used for education, not as a gateway to immigration, with options to go further remaining under consideration.

This will deliver on the commitment to lower overall levels of migration while maintaining the UK’s leading status as a world-class destination for higher education and attracting the brightest and best international students.  

It comes as the latest statistics published by the ONS show net migration has dropped by 10% since 2022. These figures do not take into account changes made by the government which are expected to bring migration down further. The latest figures since the changes came into effect show a 25% drop in visa applications. The Office for Budget Responsibility has previously forecast that net migration will halve from its 2022 peak in the next 12 months.

The proposals would regulate the recruitment of international students, cracking down on rogue recruitment agents who encourage people to apply to British universities by mandating universities to sign up to a stringent framework for agents.  

Tougher compliance standards for institutions recruiting students from overseas will be introduced. Those who accept international students who then fail to pass our visa checks, enrol or complete their courses, will risk losing their sponsor licence. 

Financial maintenance requirements will be raised, so international students will have to prove their financial self-sufficiency. The government is already reviewing English language assessments with the objective of standardising independent assessments, ensuring all international students are equipped with the skills to understand their course materials – or they shouldn’t expect a place at a UK university.

Restrictions on remote delivery will also ensure all overseas students are predominantly undertaking face-to-face courses.  

Home Secretary, James Cleverly, said:    

We have taken decisive and necessary action to deliver the largest cut in legal migration in our country’s history. Applications are already falling sharply, down by almost a quarter on key routes in the first four months of this year compared to last, with the full impact of our package still to be seen.   But we must go further to make sure our immigration routes aren’t abused. That’s why we are cracking down on rogue international agents and, building on work across government, to ensure international students are coming here to study, not work. 

Education Secretary, Gillian Keegan, said:   

I am proud that British universities have a fantastic reputation both at home and abroad, and it is testament to the quality of education they offer that so many people aspire to study in this country.   It is right that we strike the balance between controlling immigration and making sure the UK remains the ‘go to’ place for students around the world, supporting our brilliant universities and enabling the best and brightest to study here.

The reforms form part of the government’s overall plan to cut legal migration, which would mean 300,000 who arrived last year would be unable to do so under the new rules.  

These measures, which came into force in the first few months of this year, are already having an impact on migration levels, with the latest monthly statistics published yesterday showing that applications across key routes affected by the changes fell by 25% in the first four months of 2024, compared with the same period last year.  

To protect the integrity and quality of the UK’s higher education sector and ensure it works in the country’s best interests, the Home Secretary commissioned the Migration Advisory Committee (MAC) to conduct a rapid review of the Graduate visa. 

The MAC warned that rogue recruitment agents pose a threat to the integrity of our immigration system, with poor practices exploiting student and graduate visa holders mis-sold UK higher education. Since migrants on the student route transition directly to the Graduate route, immediate action is necessary.  

The government also remains concerned that the route is not attracting the highest earners who contribute to our economy. after analysis from HMRC and the Home Office showed that more than a quarter of Graduate visa holders were not found to be in PAYE employment at any point during financial year ending 2023, and of those that were, the majority (63%) were not in PAYE employment for the full year. 

The UK’s world-leading universities rightly attract some of the brightest students from around the world and the government remains committed to the International Education Strategy which recognises the important benefits that international students bring to the UK, including their economic contributions.   

Taken together, the Home Secretary’s package to reduce legal migration will mean approximately 300,000 people who arrived in the UK last year would no longer be able to. The following measures are already in force:    

increasing the salary threshold for Skilled Worker visas by 48% to £38,700

restricting care workers from bringing dependants with them and requiring care providers acting as sponsors in England to register with the industry regulator, the Care Quality Commission (CQC), to crack down on worker exploitation and abuse within the sector

abolishing the shortage occupation list and replacing it with a new immigration salary list, with employers no longer able to pay migrants less than UK workers in shortage occupations

raising the minimum income requirement for the family visa, to reach the level of the Skilled Worker visa, currently £38,700 by early 2025

Delivery of this comprehensive series of measures comes as the government cracks down on rising migration, both legally and illegally, and reforms the immigration system. 

We have worked successfully with international partners and clamped down on criminal gangs with stepped-up enforcement.

The Safety of Rwanda Act was passed in April and the Treaty with Rwanda has been ratified.

Ailing Nigerian PhD student faces deportation from UK over unpaid fees

A Nigerian student with stage five kidney disease, Sue Agazie, is facing expulsion from the UK for not paying her PhD fees, according to the BBC.

Agazie, an international student at Newcastle University, has been told that she, along with her six-year-old child and husband who came to the UK as her dependents, must leave the UK by 20 July 2024 or make a new application to stay.

According to reports, Agazie was diagnosed with the disease in September 2023, which means her kidneys are close to or have completely failed.

The student, who is on a waiting list for a kidney transplant, says her inability to pay for high-quality healthcare in Nigeria means being sent back is like a death sentence.

According to the university, all international students are subject to strict Home Office rules, but it would not discuss individual cases.

Agazie is one of two students who made an official complaint over alleged promises made to convince them to study in the UK. She claimed her supervisor promised her funding when she was recruited, which did not happen and therefore resulted in her being unable to pay her fees.

She argued the university did not need to immediately report her to the Home Office as her inability to pay her fees is directly linked to her complaint.

However, the university said it must legally follow sponsor immigration guidance, informing United Kingdom Visas and Immigration (UKVI) of certain changes.

“I have to check my blood pressure almost every two or three hours,” said Agazie, who is facing over £2,000 of debt for her university accommodation and is using food banks.

She accused the university of not taking her disability seriously and being actively hostile to her.

“I’ve been really surprised by the way the university has treated me. This is not what we were told – it is not the way British universities are sold to us in our country. The university is meant to protect and support me.”

A university spokesperson said throughout the process, the school offers additional support to their students through their Student Health and Wellbeing Service.

Meanwhile, it is gathered that the university is currently investigating Agazie’s complaint.

The apartment-style residences will serve the university’s expanding graduate population, including international students. Fitchburg State had more than 400 international graduate students enrolled in on-campus classes in the 2023-24 academic year.

“We are confident that the apartments at 185 North St. will provide a valued convenience to our graduate student population, and allow them to become even more embedded in our vibrant campus community,” University Vice President for Student Affairs Laura A. Bayless said.

The apartments at 185 North St. include five bedroom units, all for single occupants in full-size beds. Laundry facilities are on-site, and utilities are included in the housing cost. Unlike traditional student housing, the occupants of 185 North St. will be able to reside on-campus year-round, including academic breaks in winter and spring.

“This opportunity enables graduate students to immerse themselves fully in the Fitchburg State community while also enjoying the convenience of on-campus living, enhancing accessibility and affordability for all,” said Fitchburg State’s Executive Director of Housing and Residential Services Matt Lechter.

The university offers other apartment-style residential options for undergraduates, including the Townhouses along Highland Avenue and Simonds Hall on North Street.

The vice-chancellor of the University of Wolverhampton has expressed concerns that the UK government's plans to reduce Graduate Route visas could have a negative impact on the financial stability of British universities and hit Britain's economy. The Graduate Route visa, introduced in July 2021, allows international students to remain in the UK for up to two years (three years for PhD graduates) after completing their studies. The visa scheme is a favourite of students from India.

The review of the Graduate Route visa, aimed at assessing any misuse, caused consternation in the international student community and led to a drop in applications to UK universities.

Even the report of the government's review of the Graduate Route visa has said any curbs on the scheme could have a "negative impact on the UK as a study destination".

Professor Ebrahim Adia from the University of Wolverhampton expressed concerns that this "could have a damaging impact on jobs, student opportunities, and university finances, alongside wider impacts on local economies", reported the BBC.

Vice-chancellor Adia said the University of Wolverhampton was "very proud" that it attracted students from 130 countries. "Their presence on our campuses has a very positive impact on the University, the city and the region," Ebrahim Adia was quoted by the BBC as saying.

The vice-chancellor wanted all British political parties to reassure prospective students "that the UK remains open, and the graduate visa is here to stay", according to the report.

Even a minister from the Rishi Sunak government said efforts should be made to strike a balance between immigration regulation and attracting the best students from across the world.

“It is right that we strike the balance between controlling immigration and making sure the UK remains the 'go to’ place for students around the world," Gillian Keegan, Education Secretary was quoted as saying by BBC.

The government introduced changes to graduate visas after a review, warning that "rogue recruitment agents threaten the integrity of our immigration system". While acknowledging the value of international students, the government expressed concern that the visa route isn't attracting the highest earners who contribute to the economy.

It has been reported that the UK government decided to abandon plans to reduce Graduate Route visas after significant opposition from PM Rishi Sunak's Cabinet colleagues.

However, no official announcement has been made yet.

Sunak's Cabinet colleagues, including Foreign Secretary David Cameron, opposed the UK government's plans to reduce the Graduate Route visas. The cabinet members have also raised concerns about the financial stability of British universities and the UK's economy if the Graduate Route visas for international students were curbed.

INDIAN STUDENTS' SUPPORT FOR RETAINING GRADUATE ROUTE VISA

In the student visa category, Indian nationals represent the largest group of students granted leave to remain on this route, making up 43% of grants last year.

Indian students and alumni groups in the UK have voiced strong support for retaining the graduate visa, rejecting claims it is merely a way for overseas students to secure low-paid jobs.

The National Indian Students and Alumni Union UK (NISAU UK) has urged Prime Minister Rishi Sunak to protect the visa policy, noting the economic contributions of international students and the strong public support for the Graduate Route.

According to the report, the top five nationalities account for nearly 75% of all Graduate Route visas with India accounting for over 40% of them. Indian nationals made up a higher proportion of Graduate Route visas (42%) compared to their proportion of student visas (26%).

UK GOVERNMENTS REVIEW AND POTENTIAL CHANGES

The government's review of the Graduate Route visa has led to speculation about potential changes, including stricter financial checks for students, limitations on remote learning, and penalties for universities enroling students who fail visa checks. Changes to English language requirements are also being considered.

The Migration Advisory Committee (MAC) report found that Graduate Route visa holders often start with lower-paid jobs but see their wages improve over time when they switch to Skilled Worker visas.

The university sector is concerned that the government's migration policies could weaken the UK university sector and undermine a key reason for companies to invest in the country.

The MAC report highlighted the importance of the Graduate Route visa in maintaining the UK's competitive edge as a study destination. The ninth edition of the Moebius Film Festival, Creative Artists Agency’s annual screening series showcasing diverse graduate student filmmakers, is set to feature, for the first time, films from international schools.

But film students from the Institute of Art, Design and Technology in Dublin and the National Film and Television School in Beaconsfield, England, along with New York University’s Tisch School of the Arts, will also join this year’s program. In all, 10 short films — including live-action, animated and foreign language entries — will unspool during the two-day showcase.

Those include Phoebe Jane Hart’s animated short Bug Diner, which is set in an eatery run by a surprisingly attractive mole and which won the short film jury award at Sundance . The 2024 programming line-up also includes We Met at Camp from MC Plaschke; How to Skin a Cheetah , directed by Meghan O’Shaughnessy; Xinhao Lu’s sport dramatic short Deep Into The Forest; and Jason Adam Maselle’s Punter, set in Johannesburg’s gambling world.

Also part of CAA’s Moebius festival are Nicholas Finegan’s Some Kind of Paradise ; Kieran Barker’s Escape Artist ; Xiaohui and His Cows , by director Xinying Lao; Lisa Ott’s Dragfox ; and Fishmonger , from Neil Ferron. CAA Moebius alumni include Palm Springs director Max Barbakow, Dinner Is Served  helmer Hao Zheng and Geechee director Dubois Ashong.

CAA Moebius was launched by CAA motion picture agents Christina Chou, Zach Kaplan, Pete Stein and Lingie Park. “Each year, Moebius serves as a platform to amplify new voices in filmmaking from around the world. We are excited to welcome our new international partners, further enriching the diverse tapestry of stories that define the spirit of the festival,” Chou, Kaplan and Stein said in a joint statement.

Call for applications for full-time master’s degree or integrated studies at Lithuanian higher education institutions is now CLOSED!

Education Exchanges Support Foundation is opening a Call for applications for Lithuanian state scholarships for full-time Master’s degree or integrated studies (a maximum of the two last years of the integrated studies) at Lithuanian higher education institutions for the year 2024.

Funding under the Call will be provided to the citizens of  Armenia, Azerbaijan, Belarus, China, Georgia, Israel, Japan, Moldova, South Korea, Ukraine and foreigners of Lithuanian origin from non-EU and EFTA countries, 100 grants in total  (monthly scholarships and grants covering the study cost), ensuring quotas for citizens of the following countries:

•  Belarus  (10 grants); •  Ukraine  (20 grants); • Foreign citizens of Lithuanian origin from non-EU and EFTA countries  (5 grants).

Programme requirements for the Lithuanian studies

Applicants for the short-term Lithuanian studies scholarships are required to choose and design their study programme in such a way that at least 50% of the subjects are related to Lithuanian studies, which might include subjects such as Lithuanian philology, linguistics, literature, Lithuanian history, ethnology and folklore, culturology, etc.

Vytautas Magnus University is seeking ambitious, intelligent, and talented students and offers them various scholarship opportunities for full-time Bachelor´s and Master´s degree studies.

Bachelor´s and Master´s degree studies at Vytautas Magnus University

Type of scholarship: tuition fee waiver 25%, 50%, 75%, 90 % or 100%  for the entire study period of a full-time Bachelor´s and Master’s degree programme taught in English.

Dates and deadlines

The application will be opened on  March 1st, 2023 .

Applications received by the following deadlines  will be considered by selection committee:

• By  April 15  (applications opened for all applicants)
• By  May 15  (applications opened for all applicants)
• By  June 25  (applications opened for all applicants)
• By  July 20  (applications opened ONLY for applicants from EU countries, Armenia, Azerbaijan, Moldova, Sakartvelo, Kazakhstan, Uzbekistan, Japan, South Korea and Foreigners currently residing in Lithuania)

Scholarships for international applicants

Kaunas University of Technology offers full or partial tuition fee waiver for candidates with outstanding results depending on their chosen study programme.

Awarded to students with

• strong academic record
• motivation.

These scholarships are open to  all international applicants .

All perspective students who submitted their application through University’s application system ( https://apply.ktu.edu/ ) will automatically become candidates to receive scholarship.

The application for full tuition fee waivers closes together with the latest deadline of application for studies, 30 June 2023. The receivers of the scholarship will be announced latest in the middle of July. We will contact those who receive the scholarships individually.
