What is Internet Explorer (IE)?

Internet Explorer (IE) is a web browser that formerly came bundled with the Microsoft Windows operating system. The browser was deprecated in Windows 10 in favor of Microsoft's new Edge Browser . It remains available on a few versions of Windows, such as Windows 8.1, and Microsoft Edge includes a feature called IE mode.

As of 2023, Internet Explorer was the least widely used web browser on desktop operating systems, with 0.45% of the market, compared to 66.02% for the Google Chrome browser , according to StatCounter. IE was the most popular browser from 1999, when it overtook Netscape Navigator, until 2012, when Chrome took the lead. Other competitors include Mozilla Firefox , an Open Source browser developed using the code from Netscape Navigator, and Apple iOS's Safari.

History of Internet Explorer

Microsoft based the original version of Internet Explorer on technology licensed from Spyglass, developer of the pioneering Mosaic browser, and released it for Windows 95 in August 1995. Version 2, released that November, added support for secure sockets layer encryption and cookies , and Version 3 followed in August 1996 with Java and cascading style sheets .

In 1998, the U.S. Department of Justice sued Microsoft for antitrust violations, accusing the company of, among other things, stifling web browser competition by bundling Internet Explorer with Windows. In 2001, the two sides reached a settlement that did not require Microsoft to unbundle IE from the operating system.

All told, Internet Explorer has gone through 11 versions and many patches in response to targeted attacks on flaws in the programming of the application since its initial release. IE 11, released in 2013, is the last version of the web browser. Microsoft Edge replaced IE as the default browser in Windows with the release of Windows 10 in 2015.

In 2020, Microsoft announced that its office productivity applications would stop working with Internet Explorer in the following year. On June 15, 2022, Microsoft officially retired Internet Explorer and ended support for the IE 11 desktop application on certain operating systems. Finally, in February 2023, a Microsoft Edge update permanently disabled Internet Explorer in most versions of Windows 10, redirecting users to Edge.

If users need Internet Explorer to view older webpages, they can enable IE mode on Microsoft Edge , which makes it possible to work with both modern and legacy applications within one browser.

In the past, IE was also available for Unix and Apple's Mac OS X operating system. Microsoft has discontinued those versions as well.

Internet Explorer features and security settings

The Internet Explorer interface includes an address bar, menu bar, favorites bar and status bar. Each can be enabled or disabled individually via the View menu. In addition, Internet Explorer's View menu includes options to change the encoding, view the page source, adjust the text size and adjust the page zoom. Other View menu options include Go To, Stop and Refresh. The items that appear on Internet Explorer's View menu -- and its other menus -- vary depending on the browser version.

IE's File menu provides options that are similar to those of most other Windows applications, such as Save, Save As and Properties. The File menu can also open a new window, tab or session. Some versions of Internet Explorer even include a File menu option to edit the page code using Notepad. The Edit menu is fairly mundane, with options such as Cut, Copy, Paste and Find on Page.

IE's Tools menu is where most of the browser's security features are. The Tools menu provides access to features such as the pop-up blocker, private browsing, location tracking and ActiveX filtering.

The Tools menu also includes an Internet Options command, which opens a dialog box that can be used to change the home page, clear the browser history or modify the browser's appearance. This dialog box also contains a Security tab which can set the browser's security level and enable or disable protected mode.

The dialog box's Privacy tab includes options that can block pop-ups, enable private browsing and prevent sites from accessing the user's physical location. The dialog box also includes a Content tab with settings related to certificate use, autofill , feeds and web slices. The Connection tab allows users to configure connectivity to the internet, but the mechanisms on this tab are relics from the 1990s and are seldom used today. The Programs tab lets users manage add-ons, file associations and the applications that are used for web-related services, such as email. Finally, the Advanced tab provides fine granular control over almost every aspect of the browser. It lets users completely customize the browser's behavior.

Rags to riches to rags: The rise and fall of Internet Explorer

Internet Explorer History

Few will mourn the death of Internet Explorer in its current form, but those who remember its early days may look back fondly at the program’s early years. The browser’s story is one of rags-to-riches-to-rags, and serves as a reminder the breakneck pace of technology can turn one mistake into a fatal error.

Mosaic takes shape

The first version of Internet Explorer was released on August 16, 1995. Back then, the browser was based on software called Mosaic that Microsoft licensed from Spyglass Inc., as other companies eager to enter the nascent field of browser development had done. However, none of those companies had the necessary infrastructure to make their software the household name that Internet Explorer would soon become.

For a technology geek, there isn’t much more satisfying than knowing that millions of people are using code that you wrote.

Microsoft had agreed to terms with Spyglass that would see the company pay a quarterly fee and a percentage of non-Windows revenue for rights to use the Mosaic Source Code. However, in 1998 the two firms had a falling out, which was resolved by an eight million dollar settlement paid to Spyglass by Microsoft. That was a lot for Spyglass at the time, but for the talent that worked on the software, cash wasn’t the most important reward.

“For a technology geek, there isn’t much more satisfying than knowing that millions of people are using code that you wrote,” said Eric Sink when asked about his contribution to Internet Explorer. Sink was Project Lead for the browser team at Spyglass in the mid 1990s — a time that he reflects upon in an excellent essay on his Website entitled Memoirs From the Browser Wars . Sink was working on software that would eventually be used by hundreds of millions across the globe, but at the time he was just a young programmer learning his trade as he went.

“I was early in my career, so I didn’t know much, and I didn’t know that I didn’t know much,” Sink says of his tenure at Spyglass. “Working with Microsoft on browsers at that time was one of the best learning experiences I could imagine.” Today, it’s strange to think about the browser as a budding tool built from scratch by bright-eyed coders rather than iterated upon by programmers crushed under the weight of years of development and the needs of millions of users. Sink isn’t oblivious to the way the software is viewed years later.

“I suppose the overall effect [of Internet Explorer] was negative,” Sink told us. “But hindsight helps a lot here.” Sink went on to speak about the early and “immature” idea of the Web browser as a platform that began to as early as 1997. Supporters of the idea argued that a browser could be used to replace some functions of software or even an operating system, an idea that was often met with hostility within Redmond’s walls (today, even Microsoft embraces the idea with Office Online).

He can see how Microsoft slowed the advance of the concept, but he still credits Internet Explorer 4 as a “huge part of this ‘browser as a platform’ story” because of its aggressive support for JavaScript, a programming language that enabled the development of new browser applications and games.

Now, Sink has enough distance between himself and the project to think about it rationally. “Internet Explorer’s reputation has suffered at times over the years, but nothing gets that much hate without being incredibly popular and successful.” Don’t expect him to be leading the campaign to bring Internet Explorer back, though. “I’m not really attached. These days I use Chrome most of the time . I used Firefox for quite a while. And I never committed my life to the ‘browser as a platform’ religion. I always found working on browsers to be a lot more fun than working in them.”

The most popular browser in the world

Internet Explorer may have started as a small project, but it grew rapidly over the first few years of its life. When development began, it was the responsibility of just few people and was miles behind the competition in market share. Within a decade, it was the browser of choice for 95 percent of Web surfers.

Netscape Navigator  was the software to beat when Internet Explorer hit the Web. At that time, more than 90 percent of people surfing did it with Netscape’s browser. Compared to the height of Internet Explorer’s popularity, though, it didn’t have anywhere near as many users. Microsoft could see the Internet reaching the mainstream, and had the good sense to build Internet Explorer as a means of capitalizing upon its growth. To combat Netscape, Microsoft aggressively pushed development of IE while bundling it into Windows, a tactic that gave it a distinct advantage over any alternative (and eventually became ammo to be used against Microsoft in an anti-trust case).

By the late 1990s, it was clear that Internet Explorer was pulling away from Netscape Navigator. The latter would never regain any semblance of market share under that brand, though the technology behind it would sow the seeds for a future rival to IE. In 1999, Netscape was acquired by AOL, but not before the company released the source code for its browser and established the Mozilla Organization to help cultivate it. In 2002, Firefox was released as the first step in using the foundation of Netscape Navigator to set a course for the future of the Internet.

By the end of 2005, Firefox had managed to attract more than 10 percent of Internet users. Crucially, that number didn’t come from other niche browsers; it was pulling people away from Internet Explorer and towards something new. At its peak, Firefox was used by about a third of the Internet audience, a number which has since dropped to a little more than half of that. Firefox took a swing at Microsoft, but another browser was destined to knock IE from its perch.

In many ways, its strategy was taken directly from Microsoft’s playbook. Chrome leveraged the popularity of Google’s name and its many brands, such as Gmail, to rapidly expand its user base. Having debuted more than a decade after Internet Explorer, though, Chrome was always going to be a fresher product.

Today, Chrome still enjoys a healthy lead on any other browser outside of the mobile sphere. But, as many popular products have demonstrated over the years, there’s always the capacity for a fickle public to opt for the newer alternative.

The decline of Internet Explorer’s empire

Internet Explorer was the most widely used browser by 1999, four years after its release, but popularity brought its own challenges. At the beginning of the 21st century, people were becoming more comfortable with the Internet. Sites like eBay and Amazon were tempting shoppers to take their business online, and that meant people were entrusting their browser with sensitive data like credit card information and shipping addresses. Attacking IE became the primary objective for crooks looking to take advantage of the way others used the internet.

Microsoft were under pressure to produce a new version of the software that could keep pace with the changing face of the Internet. However, the end product fell short of that task. Released in August 2001, Internet Explorer 6  played a big part in damaging the browser’s reputation. Its security issues are still legendary. One piece of malware, for example, took advantage of a breach to install a keylogger and a backdoor automatically when a user visited a particular page.

Millions of people were using Internet Explorer 6, and in turn they were being exposed to some of the least desirable qualities of the Internet. Vulnerabilities could be fixed via patches and Service Packs, but users affected would look at the Internet Explorer brand in a very different way. For many, Microsoft was the company that shepherded in an age of computing, and security issues in one of its flagship products damaged the trust that the company had established. A host of experts would begin recommending that users stop using the browser .

In the years that followed, Internet Explorer’s crown began to slip. IE’s market share hit its peak in 2004, and would see a steady decline for the rest of its lifespan. Public perception of the browser had changed — it was no longer a portal into the exciting new world of the Internet, but an outdated tool better suited to the Web’s pioneer days than the time of its acceptance into the mainstream.

Going down with pop songs and anime mascots

Microsoft didn’t give up easily, though, and it set about recapturing the youthful audience that had turned away from its Web browser. A slick advertising campaign for Internet Explorer 9  featured the song Too Close by Alex Clare, and attempted to capitalize on the newly refreshed software. The ad sent the song to the top of the charts in Clare’s native United Kingdom, but was less successful in tempting users back to IE.

The Inori campaign came about partly out of jest. We jokingly ended the post with ‘Microsoft, call me!’

That was just one of several Microsoft campaigns intended to change the face of Internet Explorer. A bolder attempt employed the help of design agency Collateral Damage Studios . “The Inori campaign came about partly out of jest,” says KC Ng, project manager at CDS. “There was this image of personifications of Firefox, Safari and Chrome. We felt that we could do the same for Internet Explorer, so we did it — it turned out to be quite popular with our Facebook fans, so we developed the concept further. We jokingly ended off the post with ‘Microsoft, call me’.”

Shortly afterward, CDS representatives were approached by a regional lead for Internet Explorer at a convention. The anime-inspired Inori Aizawa was to be the next attempt at freshening up IE’s public image, a character designed with what KC described as an “ugly duckling approach”. In a blog post detailing the character’s creation on the studio’s Website, Inori is described as “a clumsy girl who tries to do too muc,” which KC says is a direct reference to Internet Explorer’s “checkered past.”

“I think the immediate response took everyone by surprise, because it was such a fresh, unexpected approach from a company you would usually consider stuffy and corporate,” says KC. “IE became ‘cool’ and ‘fun’.” While Inori might not have grown into a household name, the project exceeded expectations for Microsoft, and may well have played a part in the company’s browser efforts beyond IE. Although Halo’s Master Chief couldn’t be much further from Inori in terms of design, Microsoft’s new browser borrows the word Spartan from the iconic battle armor, a move that demonstrates just how crucial it is for modern software to possess some kind of personality.

Even though Internet Explorer hasn’t been phased out just yet, we’ve already heard plenty of chatter about its successor,  Project Spartan.  The new browser looks set to cherry-pick some of the more desirable traits from IE’s twenty-year history. Microsoft’s desire to distinguish it from the Internet Explorer brand demonstrates that the company sees a need to start fresh.

But Spartan is more than just IE with a fresh coat of paint. Its all-new user interface and support for modern browser essentials like extensions  are features that suggest Project Spartan won’t just learn from the failings of its predecessor. It will also benefit from the strengths of IE’s competition.

Finally, the legacy of Inori Aizawa and other such marketing efforts can be seen in the branding of Project Spartan. Much like Microsoft’s virtual assistant software Cortana, the browser is set to leverage Microsoft’s success in the sphere of video games for the benefit of a new product. Rather than personify the software itself, Microsoft has simply re-purposed the popularity of an existing character to fit the task at hand.

Still, in spite of its differences, Project Spartan is inextricably linked to Internet Explorer. The new browser is being built as a response to its predecessor, and IE’s successes and failures will both be integral to decisions made during its development. On the surface, Project Spartan might seem to be evidence that Microsoft is keen to forget their hugely popular browser. In truth, it may turn out to be an ode to what Internet Explorer could have, and should have, been.

Microsoft Edge, the company's signature browser, has been receiving updates throughout the year -- and there is more to come. The current feature road map for Edge reveals that some interesting changes to the browser are coming soon. While there are also some smaller updates in development, the two standouts include tab groups and Video Picture in Picture (PiP).

The road map presented by Microsoft covers a timeline from late last year through September 2021 and includes over 70 changes to Microsoft Edge. A lot of these changes have already been implemented, such as the addition of the date of birth to autofill or the ability to bulk-delete passwords. However, Microsoft's plans for the rest of the year are slightly more interesting than the minor quality of life changes we've received thus far.

Windows 11 is official, and there are lots of big visual changes in the new operating system. One of those changes coming soon could be a new File Explorer app, which looks to be a bit more modern and more focused on touch.

Though it wasn't specifically mentioned during Microsoft's June 24 event, a separate video about the design process of Windows 11 teased the new File Explorer. You can see it at around the 2 minute and 12-second mark, where a person is running their hands along the top of the screen. We included the screenshot for you below in case you missed it.

It's official -- the end of Internet Explorer is on the horizon. Microsoft confirmed what most of us already expected in a blog post released today. The company made the announcement over a year in advance. Starting on June 15, 2022, Internet Explorer will be retired and no longer supported on most versions of Windows 10. However, the legacy of IE11 lives on in Microsoft Edge.

While the vast majority of Windows 10 versions will no longer support IE11, Microsoft said that it won't be retired from all of them. This change will affect devices running Windows 10 version 20H2 and later, on both SKUs and IoT units. This means that most people are soon going to see the official retirement of Internet Explorer.

6/15/2022: Internet Explorer Has Officially Retired

In this blog post today, Microsoft confirmed that IE is history.

I created the web browser project “O’Hare” within the Windows 95 team in early October 1994. I quickly filled out the team with software design engineers and program managers (6 total), and we got to work. By the time we shipped IE 3.0 in August 1996, I had grown the team to 67 people, and IE 3 was the world’s best web browser.

IE soared to 95% market share by 2004, but the last Macintosh version of IE was released in 2003, and Microsoft never released IE for Apple’s iOS/iPhone/iPad nor Google’s Android operating system. Why? Because Microsoft CEO Steve Ballmer believed in Windows Windows Windows , so he walked away from web browser leadership, and Google took up that mantle with its Chrome web browser. As sales of smart phones and tablets quickly outstripped the sales of personal computers, IE became irrelevant (there are an estimated 1.7B Windows computers vs. 5.2B smart phones today).

5/27/2021: Why post this now?

On May 20th, 2021, Microsoft announced the end of Internet Explorer . So this is a perfect time to reflect back on my role in the creation of the world’s most popular web browser (1998-2012).

I first “surfed” the World Wide Web in June 1994, at Microsoft. One of my co-workers had an “Internet Tap” in his office: a standard RJ45 wall plate, connected directly to the Internet (rather than the internal corporate network). This was before “firewalls”, so there were many precautions to be followed! I ordered an internet tap for my office and started exploring the WWW at a blazing 1 Mbps (14.4 K was the fastest dial-up modem speed at the time).

In The Beginning

In early October, my manager John Ludwig asked me to assemble a team and build a web browser for “Chicago” (the code name for Windows 95). I quickly grabbed 6 people and we went to work. Thomas Reardon licensed the NCSA Mosaic code base from Spyglass in December, and in early January we mapped out an 8-week development plan for “O’Hare” (the international gateway to the world for the City of Chicago, and our web browser would be the gateway to the World Wide Web for Windows 95).

The Rise of Internet Explorer

Netscape was the early winner in the “Browser Wars”. Netscape posted the first beta release of “Navigator” (coincidentally) a few days after I pulled together the IE team, and Navigator quickly became the most popular web browser. We shipped three versions of IE in 22 months and I — along with many other team members — worked 80-100 hour weeks for 17 of those months.

Despite being pre-installed on every Windows 95 PC beginning in 8/1995, IE gained only a few percentage points of browser market share. But when we released IE 3.0 in 8/1996, it won all the (trade) press reviews, and its market share soared to over 30% within a year.

IE 3.0 was the first browser to implement CSS, and IE 4.0 (9/1997) was the first browser to implement Dynamic HMTL : the foundation of all interactive web pages still today.

In May 1998, the United States Department of Justice filed an anti-trust lawsuit against Microsoft, with the rising success of Internet Explorer as Exhibit #1 in its case. (If we had done a crummy job, Internet Explorer would never have gained significant market share, and the DOJ would have had to find some other pretext to sue Microsoft.)

In late 1998, IE became the most popular web browser in the world, and its market share hit a peak of 95% in 2004. Internet Explorer seemed unassailable.

The Fall of Internet Explorer

As Firefox (2004), the Apple iPhone (2007), Chrome and Android (both 2008) launched, IE started losing market share. By late 2012, Chrome had taken the crown as the most popular web browser. IE market share continued to decline, and Microsoft announced the new Edge browser (2015). By early 2020, Microsoft threw in the towel and announced they would use the [Google] Chromium Engine for Edge. Microsoft web browsing technology was dead.

What Happened?

When I started the IE team, my management chain was John Ludwig => Brad Silverberg => Paul Maritz => Mike Maples => Bill Gates .

John, Brad and I all realized that to compete on the web, not only did we have to have our own web browser, but we had to be on all the popular computers, too. So Brad hired a team of ex-Apple (Claris, actually) software engineers to build IE for the Macintosh, and first version was posted in April, 1996.

But when Steve Ballmer became CEO of Microsoft in 1999, his strategy was “Windows Windows Windows”. He decided to “play defense” and defend Windows and Office from the Internet. So the IE team was told to focus on Windows. The last version of IE for the Macintosh was release in 2003.

David Bank ‘s 2001 book Breaking Windows: How Bill Gates Fumbled the Future of Microsoft explores the internal conflicts between what Banks called the “Windows Hawks” and the “Internet Doves” [though “Internet Bulls” would have been a better phrase]. Maples left Microsoft in 1995, and by 2000 the rest of us “Doves” — Paul, Brad, John, and me — had also left. So no one remained at Microsoft to argue with Steve Ballmer, and he continued to fight a losing battle, attempting to defend Windows from the inexorable rise of the Internet.

When new hardware platforms arose — Apple released its iPhone in 2007 and iPad in 2010, and Google released Android in 2008 — Internet Explorer was unavailable. Which sealed it’s fate.

( I could write an entire post about Microsoft’s failure in the mobile operating system market. Google mostly copied the “Windows” strategy with Android: selling their mobile OS to all comers. But the short answer is: Steve Ballmer hamstrung the internal “mobile OS” team with too many constraints from Windows. And the Windows team surely didn’t want a homegrown OS — at $10 a license — to compete with Windows: what if PC manufacturers wanted to save >$100 per PC and ship the mobile OS instead of Windows? Shades of the internal IBM Mainframe vs. PC struggles a decade earlier.)

Internet Explorer was a significant part of my teenage life online, so it feels apt that we should give it a bit more of a farewell than a simple “rest in peace.” Microsoft’s love-to-hate-it browser was the way I logged on to the internet every day in the early millennium, but it also introduced me to the concept of pain through a piece of software. There was nothing more aggravating than having IE freeze on you because of an overzealous toolbar packed to the gills with search bars and links you didn’t even remember installing!

Let’s take a second to memorialize IE for what it meant to us at the moment in time—the good and the bad.

Back in the early days of computing, you typically went with the browser provided by your internet service provider or operating system. Internet Explorer 4 was initially introduced in 1997. But when Windows 98 was released a year later, it officially became the bundled browser for “surfing the web,” as we cringe-inducingly said back in the day.

This practice of “forced bundling” created some issues for Microsoft, as it later saw itself under anti-trust scrutiny by the U.S. Department of Justice. But it also helped IE quickly overthrow its chief competitor at the time, Netscape Navigator,

Internet Explorer 4 brought with it support for DHTML, which stands for Dynamic HTML. It combined languages like HTML, style sheets, and JavaScript within the browser, which helped pave the way to the animated, distracting mess that is the internet we’re using now.

Anyway, I have IE to thank for my various fan pages devoted to bands like *NSYNC and Papa Roach, which only live on as blips in the internet archive. I used common CSS tags like box width, height, and opacity to lay out images and text. My favorite was word wrap, and you can bet that I justified the hell out of everything—as was the web design style during my emo kid phase.

I made websites in the late ‘90s and early 2000s, so I feel incredibly nostalgic for the iframe, which IE introduced in version 5. The tag lets you embed a webpage within a webpage, which enabled me to do cool things with menus and graphics. I specifically remember putting a button on my website that let people know they had to use IE to navigate my website correctly. I can still locate my website archives through the Wayback machine and see how I coded that back in the day.

Because of IE’s forced nature, it became standard practice to choose a browsing team as home computing became more accessible. In the 2000s, my open source-browsing pals would stick their tongues out at me for using IE, while the rest of my friends defaulted to Apple’s Safari, which came bundled with their Macs.

I eventually grew frustrated with Internet Explorer’s existence when Google Chrome started trending on the market share charts. Microsoft had launched IE 9, but I had already jumped ship. It was under 50% market share when I switched to Chrome.

Nothing was worse than going home to your parent’s house, only to see their home computer taken over by toolbars . This was a familiar aesthetic for Internet Explorer, which eventually developed a reputation for becoming the browser you used when you didn’t know better.
