Vannevar Bush stated in his seminal report, Science: the Endless Frontier that:

“Basic research leads to new knowledge. It provides scientific capital. It creates the fund from which the practical applications of knowledge must be drawn. New products and new processes do not appear full-grown. They are founded on new principles and new conceptions, which in turn are painstakingly developed by research in the purest realms of science.”

It is with these concepts in mind, that the Basic Research Office (BRO) approaches its role in oversight and management of DoD’s basic research investments. Additionally, BRO sets scientific priorities aimed toward ensuring DoD is a leader in scientific discovery and identifying new paths for investigation. The office is responsible for setting Department policy for grants, and manages programs including: the Vannevar Bush Faculty Fellowship , the  Minerva Research Initiative , Historically Black Colleges & Universities/Minority Institutions (HBCU/MI) Program ,  as well as a number of pilot programs meant to rethink the Department’s approach to managing and maturing basic research investments.

The Defense Established Program to Stimulate Competitive Research (DEPSCoR)  aims to increase the number of university researchers and improve the capabilities of institutions of higher education in eligible jurisdictions to perform competitive basic research in science & engineering relevant to the DoD mission and reflect national security priorities.

  • STIX The Science, Technology, Innovation Exchange (STI X )   was originally piloted in 2017, with the intent of communicating the big ideas, positive social impacts, and disruptive capabilities that have resulted from DoD S&T investments.  The event included a series of lightning (up to 12 minute) talks in fields of science, technology, and STEM, that were presented by DoD personnel and DoD sponsored participants, from across the Department and that span careers from graduate students to senior researchers.

I-Corps @ DoD is a partnership with the National Science Foundation to provide DoD-funded researchers with training from experienced entrepreneurs in how to commercialize their innovations. BRO is also looking to establish bridges that will allow teams who have completed the training to more seamlessly mature innovations into products that may enter DoD programs of record. 

  • The Laboratory University Collaboration Initiative (LUCI) The Laboratory University Collaboration Initiative (LUCI)   started in 2016 to identify, and competitively fund, three-year basic research collaborations between leading scientists at the DoD laboratories and the Vannevar Bush fellows at US universities in fields of critical interest to the Department.

The Bilateral Academic Research Initiative (BARI)  focuses on high-risk basic research in science and engineering as a bilateral academic collaboration, and supports  academic teams to combine unique skillsets and approaches and provide rapid advances in scientific areas of mutual potential interest to both countries.

Dr. Apurva Joshi

Dr Apurva Joshi is an R&D Engineer at 301 Labs, which is engaged in developing autonomous and multi-agent systems. His work as a Research Scientist at IIT Bombay (’19 – ’20) involved the design and fabrication of unmanned aerial vehicles and onboard intelligence systems. He received his PhD from IIT Bombay and Monash University, where he designed and conducted experiments in the modelling and control of multi-agent systems. He received the University Silver Medal for MTech. in Robotics (’12 – ’14) from UPES, Dehradun. He is a B.E. graduate in Electrical and Electronics Engineering. His research has been published in several international journals.

Dr Rupesh Kumar

Dr Rupesh Kumar is a Naval Architect & Ocean Engineer currently working as a Postdoctoral Researcher at GET-Future Research Center, Ulsan, South Korea. His research work involves the design and development of a “Floating Offshore Wind Farm” in the east sea of Korea. He received his PhD from the University of Ulsan, where he designed and carried out experiments for a Novel Stationkeeping System of a floater in waves using ocean wave renewable energy. Also, he is representing Korea in the OC6_CFD research group led by NREL, USA which is responsible for validating the use of CFD in the design of Floating Offshore Wind turbines.

Divya Malhotra

Divya Malhotra, assistant Professor at Rashtriya Raksha University Gujarat is pursuing her Ph.D. from the School of International Studies, Jawaharlal Nehru University, and is a non-resident fellow at Middle East Institute, New Delhi where she monitors Pakistan-Middle East relations. She completed her BA in Economics Hons from Panjab University, Chandigarh, MA in Economics from Christ University, Bangalore, and MPhil from Jawaharlal Nehru University, New Delhi. Neeraj Singh Manhas is the Director, of Indo-Pacific, at Raisina House, New Delhi. Currently, he is a Doctoral Scholar in International Relations at Sardar Patel University, Gujarat, India. He has completed his M.Phil. in Political Science. At present, he is a visiting fellow at Anand Law College, Gujarat, and a fellow at the Global Policy, Diplomacy, and Sustainability (GPODS) Fellowship program. Pritanshu Shrivastava graduated from National Law University (Gujarat) in 2012. He has been awarded two gold medals for academic excellence by the University, presented by Hon’ble Prime Minister Modi. He has been enrolled as an Advocate with the Bar Council of India and is also in the process of requalifying as a Solicitor in the UK and Australia. He has worked with law firms in the realm of corporate laws and international arbitration in India, Malaysia, Singapore, UAE, and other countries. He received many international scholarships for attending courses in Macau, Paris, Hong Kong, and other countries. Muhsin Puthan Purayil is currently pursuing his PhD in Political Science at the University of Hyderabad where he has completed his Master’s in Political Science. He is a former Intern at the National Human Rights Commission, New Delhi, and a recipient of the Junior Research Fellowship by UGC India. His research interests include international relations, India’s foreign policy, South Asia, Iran, soft power, public diplomacy, and public policy. Vaibhav Chaudhary is a young scientist working with CGIAR, a global research partnership focused on ‘science for humanity’s greatest challenges. He is currently exploring the intersection of Big Data, International Development, and Policy. Vaibhav is also interested in topics related to Climate Action, Environment, Gender, and Health and nutrition. Namitha Sudhakar, currently pursuing PhD at Vellore Institute of Technology -Chennai is interested in Behavioral Finance and the Indian Stock market. She is an MBA Postgraduate from NIT Warangal. Anna Sinha is currently pursuing her Ph.D. in Economics from Ambedkar University, Delhi where she also did her Masters in Economics and Bachelor in Arts degree from Ramjas College, University of Delhi. She is a UGC-JRF awardee in Economics. Holding a deep interest in world affairs and strategy, she holds the position of Advisor on the panel of Internationalism and the South Asian Journal of International Law. She was the Founding President of the Model United Nations Society of her college and has been an active debater. She has variously been involved as a Research Associate at the BRICS International Forum, the Ministry of Commerce and Industry, and the Indian Chambers of Commerce, and has been a Fellow at the World Mediation Organisation. Multifaceted Purdue program focuses on strategic defense technologies and engineering

Online degree and certificates are designed for working professionals in national defense

WEST LAFAYETTE, Ind. — A multifaceted, interdisciplinary defense technology- and engineering-oriented program from Purdue University is designed to serve professionals in the field of national defense whether they are seeking an advanced degree or a quick skill set upgrade. 

The new program and courses are available in noncredit and degree-seeking pathways. The newest program offering, the noncredit certificate in strategic defense technologies , is now available for learners to take courses individually or to earn the certificate as a whole. A related concentration option is available for professionals admitted into Purdue’s online interdisciplinary Master of Science in Engineering . A graduate certificate is set to launch in spring 2025.

All the options combine history; strategy; and social, military, and data sciences with engineering and technology in a new way. They provide learners with knowledge and competencies needed to analyze, understand, design and execute defense and civilian strategies that involve technologies supporting the strategic interests of the United States.

“Purdue is uniquely qualified to train military and civilian learners interested in strategic defense technologies,” said Sorin Adam Matei, professor and the associate dean of research and graduate education in the College of Liberal Arts. “While our program examines and explores technologies and engineering solutions, it does it from a policy and social sciences perspective, both calibrated to support and expand practical work in national defense and strategic military planning.”

The program was created by the experts grouped around the FORCES research incubator, a Purdue College of Liberal Arts initiative that brings social sciences and humanities expertise to bear on the nation’s strategic defense needs.

Core courses titled Grand Challenges in Defense Engineering; Space Strategy; Strategic Foresight; Technology, War and Strategy; and Data and AI Storytelling are embedded across the program.

To earn the Strategic Defense Technologies certificate, learners complete the Technology, War and Strategy course and two of the other four core courses, but all the courses can be taken individually outside of the certificate program. The courses are self-paced and there are no prerequisites. 

“This allows you to pick up the knowledge that you need when you need it,” Matei said. “We want to provide a just-in-time type of education.”

All students in the strategy and defense engineering concentration of Purdue’s 100% online interdisciplinary engineering master’s degree must take Technology, War and Strategy and either Grand Challenges in Defense Engineering or Space Strategy, and choose two courses from among Data and AI Storytelling, Strategic Foresight, and a course titled Ethical Reasoning in Defense Technology. Master’s students can then draw on an extensive collection of electives to fill out the 30-credit hour program and to customize their educational experience to their interests and needs. Admission to the master’s program requires a bachelor’s degree in engineering or in another STEM field. Purdue’s online engineering master’s programs are ranked No. 3 nationally by U.S. News & World Report .

The noncredit certificate and courses, master’s degree, and planned graduate certificate are designed for midcareer military and civilian personnel in the Department of Defense ecosystem, including employees of DOD contractors, staff members for policymakers as well as think tanks and other nongovernmental organizations, and graduate students planning to pursue defense-oriented professions.

The anytime, anywhere online format makes it accessible for working professionals looking to boost their careers. Created by expert Purdue instructional designers, the courses are structured to move learners smoothly through the curriculum as they gain new knowledge and skills.

Faculty who teach on Purdue’s flagship campus, rated as a top 10 public university in the U.S. by QS World University Rankings, along with subject matter experts, developed and teach in the program. The instructors have worked or are working in fields as diverse as diplomacy, learning innovation, nuclear military applications and space policy.

“All our instructors are people with vast practical experience who have an ear to the ground,” Matei said. “Our courses are regularly updated and checked against reality.”

DARPA Posts Updates on 10-Year Lunar Architecture Capability Study

The Defense Advanced Research Projects Agency has unveiled the technology concepts included in its 10-year capability study, which aims to evaluate commercial systems that can jointly operate to build the future lunar economy for the U.S. and international partners.

Technology concepts presented for the Lunar Architecture Capability Study include robotics as a service, recyclable in-situ resource utilization and aggregated thermal generation and rejection as a service, DARPA said Friday.

“The LunA-10 program has uncovered how current foundational technologies and capabilities could stitch together into a self-sustaining lunar economy, and where there are gaps that require further exploration and technology maturation,” said Michael Nayak, program manager in DARPA’s Strategic Technology Office.

In December 2023, DARPA selected 14 companies to collaborate on a seven-month study to develop a “future civil lunar framework for peaceful U.S. and international use.”

At the Lunar Surface Innovation Consortium Spring Meeting, the LunA-10 Government Integration Team presented a preliminary analytical framework and enterprise value chains mapped to 19 space applications.

Newswise — The Department of Defense (DOD) has announced that a researcher at The University of Alabama in Huntsville (UAH) has won a Defense Established Program to Stimulate Competitive Research (DEPSCoR) award for $600,000 to study how high-energy density lithium-ion batteries degrade over a range of temperatures. The work is particularly relevant to power applications for unmanned underwater vehicles (UUVs). Dr. George Nelson in the College of Engineering at UAH, a part of the University of Alabama System, will be leading the three-year study in collaboration with Purdue University as part of the DEPSCoR Research Collaborations program.

“My research group has been working on battery performance and degradation for some time, but when it comes to studying temperature effects we've focused on higher temperature operation, like leaving an EV in the sun on a hot day,” Nelson says. “When I started discussing relevant temperature ranges with my collaborator at Purdue, the topic of operation at colder ocean temperatures, like those seen in UUVs, surfaced. We were not aware of studies that involved high-capacity materials at low temperatures, so it seemed natural to pursue that area and advance the current knowledge base.”

The DOD awarded $17.6 million to 27 collaborative academic teams under DEPSCoR , a capacity-building program designed to strengthen the basic research infrastructure at institutions of higher education in underutilized states and territories. The DEPSCoR Research Collaboration competition is open to tenured and tenure-track faculty members in the 37 states and territories eligible to compete for DEPSCoR funds. The program office for the initiative will be the Office of Naval Research.

“Outside of defense applications, these systems could be used for detailed mapping of the ocean floor, inspection of undersea infrastructure – pipelines, cables, oil rigs or offshore wind installations – and searching for wreckage of aircraft,” Nelson explains. “Like rovers for extraterrestrial applications, these UUVs allow us to access places that are inhospitable or inaccessible for humans.”

Distinct battery degradation is expected at elevated and low operating temperatures, the researcher reports. The ultimate goal is to investigate ways to meet the demands to improve the size, weight and power capabilities of these batteries.

“Lithium-ion batteries contain a mixture of materials: millions of particles that store the lithium, materials that help move electric charge through the battery, and a binder that acts like a glue holding these materials together,” Nelson notes. “Changing how these materials are arranged changes how much and how fast energy can be stored or withdrawn from the battery.

“Materials like silicon or tin can hold a lot of lithium, but that also means the particles swell and shrink a lot – by 300% or more – when the battery is charged and discharged. This makes the battery fall apart inside and fail prematurely. Ultimately, we want to understand how the materials inside the battery should be mixed to help them operate longer under demanding environmental conditions.”

Nelson will be assisted on the three-year project by Dr. Partha Mukherjee.

“I've known Professor Mukherjee from Purdue for over twelve years,” Nelson says. “He's a collaborator and friend. Our first research project, on tin alloys for lithium-ion batteries, was funded by the National Science Foundation. When I saw the DEPSCoR funding opportunity, the description of the topic on batteries basically said ‘your research.’ Alabama and Indiana were eligible states, and I knew Partha had experience with DOD projects. So, I contacted him right away, and we hit the ground running.”

The Department of Defense's science and technology mission relies on an ecosystem of creative and insightful researchers in every state," says Dr. Bindu Nair, director of the DOD's Basic Research Office, on making the announcement. "DEPSCoR aims to increase the number of academics pursing research in DOD-relevant areas, while enhancing the science and engineering capacity of their institutions into the long term.”

New Adelaide University to operate $60m defence academy

Lot Fourteen will become home to a state-of-the-art facility from 2026, which will provide digital training, education and research capabilities critical to the defence industry, while aligning with other sectors including space and cyber.

The Academy aims to strengthen South Australia’s skills and talent pool while providing a unique place where research supported environments benefit from deep industry expertise. It will leverage collaboration across industry and academia, while positioning the new Adelaide University as a significant institution for defence and national security.

A Memorandum of Understanding was signed between the Government of South Australia, University of Adelaide and University of South Australia on 13 May.

Infrastructure, Transport, Regional Development and Local Government Minister Catherine King said that the Advanced Defence Technologies Training Academy will benefit all of Australia by enhancing knowledge and human capital to strengthen the nation's sovereign interests.

“The Academy will create a global hub for the defence industry and position Lot Fourteen as a world-class innovation hub,” Minister King said.

South Australian Premier Peter Malinauskas said: “The Academy aims to strengthen South Australia’s skills and talent pool while providing a unique place where research-supported environments benefit from deep industry expertise.”

Professor David Lloyd and Professor Peter Høj AC, co-Vice-Chancellors of Adelaide University, said that the Academy signals the role of the new Adelaide University as a national leader for defence and national security research and education.

“South Australia’s role as a trusted partner in a dynamic world is underpinned by a commitment to research in partnership with industry, ensuring that students at all levels experience the latest thinking and technology innovations in a way that sets them up for future success," Profs Lloyd and Høj said.

“The Advanced Defence Technologies Training Academy will be unique in Australia. It will offer new fit-for-purpose premises which universities do not currently have access to, including sophisticated secure zones.”

Funded through the Adelaide City Deal, the project reflects an equal and joint investment by the Australian and South Australian Governments, providing $30 million each. The Adelaide City Deal is a 10-year agreement between the Australian Government, the South Australian Government and the City of Adelaide to grow Adelaide as an innovative and vibrant city.

The use of government informants has recently taken the spotlight as legal proceedings continue against Proud Boys members in the January 6 violence at the Capitol. 

The Washington Post noted that one of the FBI informants was, in fact, testifying for the defense.

Senior Research Fellow Amy Cooter, who studies domestic terror organizations for the Center on Terrorism, Extremism, and Counterterrorism (CTEC), says that the public’s views on use of paid informants has evolved over the years. Until recently, people have been skeptical of using informants, even viewing the practice as entrapment, Cooter says. But that opinion shows signs of changing, she told the Post.

“It does seem like more people are aware of the threats that can come from groups like this and perhaps are more willing to overlook some of those glitches, let’s call them, in the interest of thinking about the bigger picture of safety,” Cooter said.

Mantis shrimp, often touted as nature’s champions of color vision, possess an astounding 12 to 16 color receptors in their eyes, far surpassing humans’ meager three. Not stopping there, they can even detect the polarization of light, a feat unmatched by most other animals. But perhaps their most jaw-dropping ability lies in their lightning-fast punches, which accelerate with the force of a 22-caliber bullet.

The phenomenon of mantis shrimp

Intrigued by these formidable creatures, Patrick Green delved into the realm of mantis shrimp combat to understand how they defend themselves from the blistering blows of their rivals. While their sturdy shells provide significant protection, Green’s research uncovered an additional layer of defense hidden in their fighting stance, absorbing an impressive 20% more shock.

Unveiling the defense mechanisms

To unravel the secrets of mantis shrimp combat, Green introduced pairs of these territorial crustaceans and meticulously filmed their skirmishes. Capturing the clash at an astonishing 30,000 to 40,000 frames per second, Green dissected the intricate movements of their appendages before and after each strike to calculate the energy dissipated from the impacts.

The research methodology

What Green discovered was truly astonishing. By observing the mantis shrimp’s unique behavior of coiling their tails in front of their bodies like a shield, he found that this simple maneuver enabled them to dissipate a staggering 90% of the strike energy, far surpassing the capabilities of their armor alone. This revelation highlights the crucial role behavior plays in shaping evolutionary defenses.

However, Green’s journey into the world of mantis shrimp combat didn’t end there. Upon closer examination, he unearthed nuances in combat dynamics, revealing that considering both appendage and tail movements together yielded different results compared to solely focusing on appendage movement. This intricacy hints at the complexity yet to be unraveled in the realm of mantis shrimp combat.

Undeterred by the complexities, Green remains steadfast in his quest to unlock the mysteries of mantis shrimp armor and combat. With over 400 species worldwide boasting a myriad of variations in form and behavior, the potential for discovery is boundless. Green’s future research endeavors aim to decipher the correlation between behavior and morphology, providing invaluable insights into how animals navigate their fights.

Future Prospects and Discoveries

Beyond the realm of mantis shrimp, Green’s study holds profound implications for understanding how animals contend with high-impact forces. From bighorn sheep to trap-jaw ants, numerous creatures grapple with the challenges of combat. By bridging the gap between behavior and morphology, Green’s research paves the way for a deeper understanding of evolutionary defenses across the animal kingdom.

Green’s research highlights the importance of studying both physical structures and animal behavior. This combined approach offers a deeper understanding of how creatures like the mantis shrimp navigate the challenges of their environment. The study was published in Journal of Experimental Biology.
