Strategic Planning in Education: A Systematic Review

Problems in the educational system must be addressed immediately given their adverse effects on school operations. In dealing with these matters, strategic planning plays a vital role in creating a specific plan of action to overcome organizational issues. Thus, this systematic review explored the various literature on strategic planning in education through the PRISMA framework. Studies included in this review are focused on the challenges, processes, and impact of strategic planning in educational institutions written in the English language and conducted between 2020 and 2022 from Google Scholar. Out of 131 records identified from database searching, fifteen articles from eight countries revealed three themes for the challenges of strategic planning, namely: lack of knowledge and skills in strategic planning, improper conduct of strategic planning, and low level of stakeholder involvement in strategic planning. Strategic planning is vital in all organizations, including the management of an educational institution. In this context, the study seeks to present the application of strategic planning in educational management. The methodology used was an applied theoretical and conceptual essay with descriptive and bibliographic characteristics and a qualitative approach to data. We searched management journals for articles that addressed strategic planning in educational management. Thirty articles that addressed strategic planning in education management were investigated in the title, abstract, and keywords. Twenty-one articles were selected that carried out empirical studies in educational institutions that prepare strategic planning in their management or aim to implement it. This systematic review delves into the extant literature on educational strategic management, employing the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework. A selection of research articles from Google Scholar, published between 2018 and 2022 and written in English, served as the primary data source. This review delineates the demographic characteristics of the existing work on educational strategic management, focusing on the geographical distribution, research methodologies, and participant numbers. Additionally, it synthesizes vital aspects of educational strategic management and consolidates recommendations found in the literature. Analysis of the literature's demographics reveals a notable paucity of studies emanating from Asian and African countries, underscoring the need for a broader international perspective. Thematic analysis of eight articles spanning five countries identifies four central themes concerning the features of educational strategic management: optimized organizational structures, dynamic managerial capabilities, sustained pursuit of long-term objectives, and responsive feedback mechanisms. Furthermore, the review distills recommendations from various sources into four fundamental elements of strategic management: environmental scanning, strategy formulation, strategy implementation, and evaluation and control. This comprehensive analysis provides valuable insights for school leaders seeking to enhance their educational institutions. It also underscores the potential for future research endeavors to explore diverse dimensions of educational strategic management, such as challenges and coping strategies.

Explores the essence of strategic planning and the urgency for its implementation in the public school setting. Examines some critical elements for successful implementation of this relatively new field for education. Specific caveats are addressed that may lead to unsuccessful implementation. Also presents a brief review and critique of the strategic planning efforts of a Mid‐Western City School District in Texas so that the reader can see firsthand what some public schools in the United States are currently undertaking. Includes (in an Appendix) some of the parameters of the strategic plan that this school district wrote as a guide for itself.

Public sectors in Indonesia have begun to implement strategic planning since the decade of the 2000s, in line with the decentralization policy in education sector. This qualitative descriptive study examined Senior High School strategic planning documents and confirmed the documents through interviews. The study aims to identify models used and its formulation in annual school plan. The result shows that many private schools do not have strategic planning yet. The models used are issue-based models offered by the ministry of national education with variation of components of planning and employment of two main instruments: SWOT and gap analysis. All schools having strategic planning formulate them in the annual work plan, however, not all of school implement them consistently.

This research is motivated by the low quality of education in Indonesia, especially primary education. Improving the quality of education is a must to meet the needs of schools and communities. One of the efforts made to make schools an active forum in improving the quality of education is strategic planning. This study aims to explore school strategic planning, analyze, and plan strategic planning in improving the quality of education at SDN Jetis Bantul. Researchers used descriptive research with a qualitative approach. Data collection techniques in this study were in-depth interviews, participant observation and documentation. This study's subjects were the principal, members of the principal's work deliberation, supervisors, teachers, and the school committee. Parisi Presicce, presenta il colosso della basilica di Massenzio come una rilavorazione della statua di Giove del Tempio del Campidoglio. La seconda, di C. Vollmer, propone di interpretare la rotonda al fianco sud di San Pietro, poi dedicata a Sant’Andrea, come l’edificio nel quale l’augusto avrebbe progettato di farsi seppellire ad Petrum. Se confermate, queste ipotesi impongono una revisione del diffuso schema storiografico che oppone il disinteresse quasi totale di Costantino per il centro di Roma all’ambizioso programma di fondazioni ecclesiastiche extra moenia. Il saggio discute queste ipotesi inserendole nella più ampia problematica del rapporto tra Costantino e la Roma antica, aprendo nuove piste per affrontare in chiave transdisciplinare le dinamiche della trasformazione del mondo tardoantico.
