Video poster

"The flexibility offered by the MSM Executive PhD in Private Sector Development really suits what I was looking for. The programme gives me the ability to work and perform research simultaneously. The first on-campus days were great. The MSM team and the professors ensured that the onboarding was smooth. The cohort is very diverse and multicultural. We exchanged and discussed our research topics, that are all touching various interesting areas, be it in finance, entrepreneurship, technology or else. Embarking for a PhD is a great intellectual challenge, but I am sure very rewarding. I am really looking forward to this unique journey." Jean-Christophe Nicaise (France) current participant in the Executive PhD programme (intake 2)

Our PhD programme is a multidisciplinary course offered by UNU-MERIT. The programme focuses on research skills and methods, training fellows to become both scholars and practitioners in the fields of governance and the economics of technology.

The programme provides advanced training in the knowledge and skills most relevant to the economics of technology and innovation, and to governance, social protection and migration. Built around a core of courses on innovation and development, the programme also features modules on the economics of technological change, complex social systems, governance and policy evaluation, social protection and migration.

During their first year, fellows complete an intensive programme of required and elective courses, taught by leading scholars of the UNU-MERIT and our partner universities. These courses are taught in English, in Maastricht, and spread across two semesters, starting in September each year. The course work is followed by three years of dissertation research and writing, ending with a completed PhD thesis. At the end of the programme, the doctoral degree is awarded by Maastricht University upon successful defence of the thesis. Our students pursue a wide variety of dissertation topics, fitting into any of the institute’s eight research themes:

1. Economics of Knowledge and Innovation 2. Structural Change and Economic Development 3. Economic Complexity and Innovation 4. Governance and institutions 5. Innovation and Entrepreneurship for Sustainability Transitions 6. Migration and Development 7. Social Protection 8. Population, Development and Labour Economics

The Host Institute

The United Nations University – Maastricht Economic and Social Research Institute on Innovation and Technology (UNU-MERIT) is a research and training institute of United Nations University based in Maastricht in the south of the Netherlands. The institute, which collaborates closely with Maastricht University , carries out research and training on a range of social, political and economic factors that drive economic development in a global perspective. Special emphasis is on the process of technological change and innovation, including the governance of science and technology and on factors limiting the access to knowledge; on (public) policy analysis and evaluation; on the social aspects of growth and development, in particular the policy challenges posed by low levels of development including the limitations and possibilities for social security and other social policies; and on the relationship between global development and migration.

UM general PhD trainings

After completion of (all) the online module(s) of each theme, the PhD candidate should register for a multidisciplinary session connected to the theme. There are on site and online multidisciplinary sessions. External PhD candidates who do not have the opportunity to attend on site sessions, can attend the online sessions. The online modules are open to anyone, but the multidisciplinary sessions are reserved for PhD students of Maastricht University.

Graduate schools or faculties may offer additional courses. Participation in the UM general PhD trainings does not exempt PhD students from participating in any other mandatory courses.

Please read the practical information below, for more information and instructions

Practical information about the UM general PhD trainings

A training programme has been set up at the initiative of the Research Platform (a meeting of the Vice Deans of research, chaired by the rector) and in collaboration with the graduate schools. All PhD candidates are highly encouraged to participate in the training programme. It is mandatory to participate for internal and external PhD candidates that started after January 1 st 2024. For some graduate schools or research institutes, it was already obligatory at an earlier date.

The UM general PhD trainings focus on three themes that are of interest to all PhDs of Maastricht University. Each theme is addressed in online module(s) and an interactive multidisciplinary session. In these sessions, PhD candidates of different disciplines can exchange views and broaden their perspective on the themes. Because of the basic nature of the training courses, we advise the PhD candidates to schedule them in the first year of their PhD. PhD candidates who are at a more advanced stage of their PhD track are also welcome to follow the training courses. The online modules are open to anyone, but the multidisciplinary sessions are reserved for PhD students of Maastricht University.

Please only subscribe to the multidisciplinary sessions, when all online modules associated with one theme have been completed. There are on site and online multidisciplinary sessions. External PhD candidates who do not have the opportunity to attend on site sessions, can attend the online sessions.

PhD candidates receive a certificate after participating in the multidisciplinary session.

Life in maastricht, more information.

The first year of the programme (September 2024 – June 2025) :

During the first year, PhD fellows are introduced to the PhD trajectory with a course programme of required and elective courses, taught by leading scholars of UNU-MERIT and our partner universities. These courses are taught in English and spread across two semesters, starting in September. The first semester consists of a programme of  compulsory thematic courses , introducing the fellows to the core research areas of the Institute.  During the second semester PhD fellows also follow elective methods courses, which permit them to develop the skills necessary to excel in the research area of their interest.

Throughout the first year, PhD fellows are supported in the further development of their PhD research proposal by interacting with staff members and potential supervisors. Upon successful defence of the proposal, a PhD agreement is developed with the supervisors and the PhD director, setting out the personal development and research plan and additional training needs for the following years.

After the first year (September 2025 onwards)

The first year is followed by three years of dissertation research and broader professional skill development. PhD fellows are encouraged to participate in seminars and other research activities organised at UNU-MERIT and to present their work in international high-level conferences. As part of their trajectories, PhD fellows can contribute to the Institute with activities related to their PhD, such as tutoring in the Masters’ programmes at the Institute, project-based research or other activities such as providing assistance to conferences and workshops, seminar organisation etc., depending on their longer-term career interests, within or outside academia.

Admission requirements for our full-time PhD track:

  • A Master’s degree from a relevant academic field, including economics, political science, social sciences, business administration, and computational social sciences, with a strong academic background in one of the core disciplines of the institute. Fellows who complete their Master’s degree in spring 2024 may also apply.
  • Documented theoretical and practical understanding of one or more of the topics of interest specified in the introduction.
  • The position requires spoken and written fluency in English, to be demonstrated through an approved test (see section application process) for applicants from non-English-speaking countries.

Desired Qualifications :

  • Knowledge of both qualitative and quantitative research methods
  • Knowledge of the design, development or use of data, modelling and simulation methods and their application in a topic of interest
  • Proficiency in academic writing

Personal Characteristics :

We are searching for candidates who:

  • Enjoy working independently as well as cooperating in interdisciplinary teams
  • Enjoy being part of a multi-disciplinary and multi-cultural community
  • Are willing to interact with societal stakeholders in shaping their research
  • Are able to communicate information and results with clarity and ease, both orally and in writing
  • Are in the earlier stage of their career. An indicative age limit of 32 years is softly applied.

We particularly encourage candidates from the Global South to apply.

Applicants for our full-time PhD programme must complete the  online application form . In addition, applications must submit the following:

  • Application letter (1-2 pages) concerning your motivation for undertaking a PhD as well as your reflections on your suitability and ambitions for the position
  • Research proposal (2-3 pages) where you present the idea for the PhD project you would like to carry out, including theoretical and methodological approach. The proposal’s focus must be linked to the above core disciplines of UNU-MERIT, but the emphasis within this is up to the candidate to suggest.
  • A complete CV with information on education and previous research experience
  • A copy of your passport (PDF or JPEG)
  • Electronic copies of certified certificates and grades, and an explanation of the grading system. Upon selection, hard copies by postal mail will be requested.
  • Applicants from non-English-speaking countries must document English skills by an approved test. Approved tests are TOEFL, IELTS and Cambridge Certificate in Advanced English (CAE) or Cambridge Certificate of Proficiency in English (CPE). We require a minimum level of 600 PBT / 240 CBT / 100 IBT for the  TOEFL  or 7.0 for the  IELTS  (native speakers of English and students who received their Bachelor’s or Master’s education in English are exempt). Maastricht University’s TOEFL code is 7102.
  • One letter of recommendation (in English only) by a current or former professor or employer.

Application deadline: 15 February 2024 at midnight CET

All applications will be reviewed within two months, and a shortlist of candidates will be made based on the above selection criteria. All applicants will be notified of the outcome, and whether you are on the shortlist, by the end of April 2024. If you are on the shortlist, you may be invited for an interview with UNU-MERIT staff and the PhD director in April 2024. The final decision on all shortlisted candidates will be communicated by the end of May 2024.

To enrol in the PhD programme for the 2024-2025 academic year, the following tuition fees apply:

  • Subsequent years: €7000 *

The tuition fee includes all programme-related costs. This excludes books, specific research costs, travel costs, accommodation, and visa or residence permit costs. *No rights may be derived from the fees published here.

UNU-MERIT PhD Fellowships

We award up to 10 PhD fellowships and waive tuition for selected candidates. This applies to the full-time track. The fellowship awarded consists of a monthly net fee of  €1650  provided by UNU-MERIT for a period of four years, conditional on satisfactory progress assessed at the end of the first year. In addition, as a fellow you will receive a research budget to cover costs related to your research, such as equipment or travel.

Due to the limited availability of fellowships, we also encourage motivated candidates to apply for other scholarships. For more information you can visit the  scholarships pages  of the university website. You can also check for grants and scholarships at  www.studyinholland.nl

The basic cost of living is around  €1300 per month . If you wish to join the PhD programme without a fellowship, we will ask you to indicate to us how you will fund the first 36 months of enrolment in the programme, as part of the acceptance requirement. CareerProspects

Our programme gives fellows the skills to function as professionals in many challenging environments. Our PhD fellows typically go on to work as:

• Academics • Government staff • Political analysts • Policy specialists

Many of our alumni follow an academic career: roughly 65 percent of our alumni work in academia. Roughly 15 percent find jobs in international non-governmental organisations including the European Union, United Nations and World Bank. Others work in research institutes such as the Institute of Development Studies (IDS) and Overseas Development Institute (ODI).

For researchers and for the recruitment of researchers

The code of conduct for the recruitment of researchers consists of a set of general principles and requirements that should be followed by employers and/or funders when appointing or recruiting researchers. These principles and requirements should ensure observance of values such as transparency of the recruitment process and equal treatment of all applicants, in particular with regard to the development of an attractive, open and sustainable European labour market for researchers, and are complementary to those outlined in the European Charter for Researchers.

Institutions and employers adhering to the Code of Conduct will openly demonstrate their commitment to act in a responsible and respectable way and to provide fair framework conditions to researchers, with a clear intention to contribute to the advancement of the European Research Area.

Code of conduct for researchers

UNU-MERIT and its School of Governance adhere to the European Charter for Researchers as well as the Netherlands Code of Conduct for Scientific Practice. Staff, researchers and PhD fellows are expected to behave in line with codes of conduct for researchers.  The code contains principles that all scientific practitioners allied with a university should observe individually, among each other and towards society. The principles can be read as general notions of good scientific practice.

Maastricht is considered one of the most beautiful and safest cities in the Netherlands. It is also compact, lively and very international, which makes it a fantastic environment for students.

Residence Permit

PhD fellows who are not nationals of EU countries, Liechtenstein, Norway, Iceland or Switzerland, and stay longer than 90 days in the Netherlands are required before they come to the Netherlands to obtain a residence permit. This group of fellows often also need authorisation for temporary stay (MVV) to enter the Netherlands. Please note that not everyone who needs the residence permit also needs MVV. Nationals of one of the following countries do not apply for MVV: Australia, Canada, Japan, Monaco, New Zealand, the United States, Vatican City, and South Korea.

Should the residence permit be required, the  Knowledge Centre for International Staff  of Maastricht University will submit a request for authorisation to the Ministry of Justice and Security as soon as possible upon acceptance to the programme. Note that the residence permit will be only issued if the correct procedure was followed in the home country..

All PhD fellows coming from abroad and staying for more than 90 days in the Netherlands are required to report upon arrival to the municipality of Maastricht (‘aliens department’) in order to obtain a residence permit and for registration. The Knowledge Centre for International Staff will help you with these issues once you are registered at Maastricht University.

According to the Dutch law, all foreign PhD fellows must have health and liability insurance. PhD fellows may make their own arrangements (coverage by your home insurance) or opt to take  insurance offered via Maastricht University . This insurance covers, among other things, medical and dental expenses and liability.

If you have private healthcare insurance in your home country, you might want to find out whether your policy also covers your medical bills in the Netherlands. If not, you will need to take out Dutch insurance.

What is life like for Fulbrighters in the host country?

The Netherlands is a small country, approximately the size of Maryland or West-Virginia. It is a fairly densely populated country, with good public transport links. This makes it easy to travel to other parts of the country during your stay. It has a temperate climate with a fair amount of rain.  The Dutch economy is geared mainly towards import/export, services and trade, and less on heavy industry.  Most Dutch people will be able to speak basic English, and you will be able to get around without speaking Dutch. However, it is really appreciated if you learn some Dutch either before or during your stay in the Netherlands. With two airports in Amsterdam and Eindhoven, it is also easy to reach other European countries for weekend trips.

The Dutch are known for being direct, which can also be interpreted as being rude or blunt. In general, most Fulbright grantees indicate that it takes a bit of getting used to, but they appreciate it after being in the country for a while. The grading system in the Netherlands may also take some time getting used to. It ranges from 10-1, with a 10 being a perfect score and anything below 6 a fail. The grades 10 and 9 are rarely given, only in case of exceptionally good work, a 7 and 8 are considered to be good grades. Also, the courses and grading are mostly based on exams at the end of term. In terms of discussions on diversity, equity and access, there is a growing awareness of the systemic inequalities in society. You may find that there are differences in interpretation and the discussion between the U.S. and the Netherlands on these topics.

The Dutch Fulbright Commission will organize four meetings during your stay, two introduction meetings at the beginning of the grant period, a mid-year evaluation and a meeting at the end of the grant period. There also is a cultural excursion program in place, where an alumna organizes 5 excursions to places of interest in the Netherlands.

Eligibility

U.S. students with both U.S. and Dutch/European Union citizenship will not be considered.

The Fulbright Maastricht University Award is not available for the second year of a 2-year program.

It is highly recommended that selected grantees attend the Pre-Academic Training program of Maastricht University. This is a two-week optional component of the Fulbright Scholarship. Visa / legal residence.

Every international student needs to provide proof of legal residence in the Netherlands as part of the requirements for enrolment at Maastricht University (UM). The procedure you need to follow and whether you need a visa (MVV) and/or residence permit (VRR) depends on your nationality and where you live.

At the UM Visa Office, we will sort all of this out for you, providing detailed instructions for your individual situation and submitting your application with the Dutch Immigration and Naturalisation Service (IND).

When to take action

Please do not take any action regarding your visa / legal residence until you receive an email from the UM Visa Office.  Once you are offered a place in your study programme, the UM Visa Office will contact you via your private email address beginning from the following dates:

  • If your programme starts in September , you will receive the email as from  late April/early May .
  • If your programme starts in February , you will receive the email as from  late October/early November .

If you are admitted to your study programme after these dates, you will receive an email soon after you are offered a place in the programme.

The actions that you need to take, and the documents required to provide proof of your legal residence will be outlined for you in the email that is sent by the Visa Office.

You may want to add the email [email protected] to your safe senders list to avoid the email ending up in your spam folder.

Information for current students

If you are currently a student at UM, you can find more information about your visa / legal residence on the page: Residence permit: extension, replacement, travel

You can also find the deadlines for most situations below. Make sure that you meet all of the requirements set out in the email and complete your file before this deadline.

If you are admitted to the study programme after the deadline or are not able to meet all of the other enrolment requirements, then your legal residence cannot be established in time, and you cannot be enrolled in your programme at Maastricht University. In that case, please withdraw your application from Studielink and re-apply for the next possible admissions date.

For general information about how to provide proof of legal residence and whether or not you may need a visa and/or residence permit, please select your situation below. Commuters from Belgium, Germany or Luxemburg

If you are a legal resident of Belgium, Germany (Nordrhein-Westfalen, Niedersachsen, Rheinland-Pfalz, Saarland) or Luxemburg and wish to continue living there and commute to Maastricht University during your studies, the following information applies.

  • a recent copy of your municipal registration
  • a completed statement that you will not be living in the Netherlands during your studies

All other international applicants must apply for a Dutch residence permit for the purpose of studying (and possibly a visa)

If you are an international applicant who does not belong to one of the above categories and you wish to live in the Netherlands to study at Maastricht University for more than 90 days, you need to apply for a Dutch residence permit (VVR) and may need to apply for a visa (MVV).

The UM Visa Office will help you through every step of the application process. Their service is free of charge. However, you must pay the legal fees of €228 for the Dutch residence permit application. The fees stay the same if you also have to apply for a visa. The residence permit (and visa, if applicable) will be valid for the duration of your study programme.

Do you need a visa?

Please see the situations below to find out if you will need to apply for a visa in addition to a residence permit:

  • If you come from Australia, Canada, Japan, Monaco, New Zealand, South Korea, United Kingdom, the United States or Vatican City and are going to study at Maastricht University (UM) for more than 90 days, then you need to apply for residence permit but do NOT need to apply for a visa.
  • If you come from another country and are you going to study at Maastricht University for more than 90 days  AND have a residence permit for one of the Schengen countries* that is valid beyond your first day of enrolment, then you need to apply for a residence permit but do NOT need to apply for a visa.

*There are 27 Schengen countries: Austria, Belgium, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland.

  • If you come from a country other than one of those in the first bullet above and are going to study at Maastricht University for more than 90 days, then you need to apply for BOTH a residence permit and a visa.

The legal fees, the general application requirements and the deadlines are the same if you need to apply for only a residence permit or for both a residence permit and visa.

Tuition payment in one lump sum

Please note that one of the requirements for a residence permit for the purpose of studying is that you pay the full tuition fees or enrolment fee in one lump sum before we can submit your residence permit and/or visa application to the IND.

For a degree programme (bachelor’s, master’s or PhD training programme), you pay tuition fees .

For all other programmes, except for regulated exchange programmes like Erasmus, you will have to pay the enrolment fee as communicated by the programme concerned.

To apply for a Dutch residence permit (and a visa, if applicable), you will need to provide the following to the UM Visa Office:

  • Copy of your passport : The passport should bear your signature and be valid until at least six months after your programme starts.
  • Evidence of sufficient financial resources : You must be able to prove that you have enough funds to cover at least €1,250 per month for rent, food and insurances. The UM Visa Office will inform you about how you can show this proof, but note that regular degree students can only do this by:
  • depositing the funds in the Maastricht University account and/or
  • showing verifiable proof of an institutional or educational scholarship
  • Completed forms: The forms you need to complete will be sent to you by the UM Visa Office after you are admitted to your study programme.
  • Proof of payment of the legal fees (€228).

Once your file with the UM Visa Office is complete, we will submit the residence application permit (and visa application, if relevant) to the IND. This must be sent at least two months prior to the start date of your study programme.

Do not travel to the Netherlands until after you have received a positive decision regarding your residence permit application.

Study progress requirement

Once you have a Dutch residence permit for the purpose of studying, you are required by law to meet a study progress requirement . To keep your residence permit, you are required to obtain at least 50% of the possible ECTS education credits per year for your study programme. You need to meet this requirement each year that you study at Maastricht University. This rule does not apply if you participate in an exchange programme.

Tuition fees or enrolment fee

The UM Visa Office can only submit your visa and/or residence application to the IND  after   you have paid the full amount of the applicable tuition fees or enrolment fee for the first year of your studies by bank transfer to Maastricht University. This means that payment in instalments or by debit authorisation is not possible because, in both cases, the payment will arrive past the deadline for the visa and/or residence permit application.

Health insurance

As a non-Dutch student, you are required to have health insurance if you live and study in the Netherlands.

Municipal registration

As soon as you have an address in the Netherlands, you must register as a resident in the respective municipality. As your residence permit is linked to your municipal registration, it is your own responsibility to keep your registration up to date and to consider the consequences of moving and travelling abroad.

If you require a visa and/or residence permit for the purpose of studying, the UM Visa Office will automatically email you information about how to register with the municipality.

Should I start my legal residence procedure if I have not yet met all other requirements for enrolment?   Yes, provided that you have received an email from the UM Visa Office and that you will meet all other requirements for enrolment before the file completion deadline. If not, your legal residence cannot be established in time, and you cannot be enrolled. In that case, please withdraw your application from Studielink and re-apply for the next possible admissions date.

Should I start my legal residence procedure if I have a pending scholarship application?   Yes, provided that you have received an email from the UM Visa Office, that the decision on the scholarship will be made before the file completion deadline, and that you meet all other requirements for enrolment. If not, your legal residence cannot be established in time, and you cannot be enrolled. In that case, please withdraw your application from Studielink and re-apply for the next possible admissions date.

Should I start my legal residence procedure if I have not yet graduated from my previous education programme?   Yes, provided that you have received an email from the UM Visa Office, that you will graduate before the file completion deadline, and that you meet all other requirements for enrolment. If not, your legal residence cannot be established in time, and you cannot be enrolled. In that case, please withdraw your application from Studielink and re-apply for the next possible admissions date.

What if I am admitted after the file completion deadline?   Then your legal residence cannot be established in time, and you cannot be enrolled. In that case, please withdraw your application from Studielink and re-apply for the next possible admissions date.

Do I get all my money back when I cannot or do not complete my enrolment?   When you cannot or do not enrol in a study programme, your tuition fees and/or deposit for financial means will be refunded upon request. The legal fees (€228) will only be refunded when your visa/residence permit application has not yet been sent to the IND.

My visa was approved, but my appointment at the embassy takes too long. What can I do?   When booking an appointment online, first check whether you selected the correct appointment, which is for a  long stay visa (MVV) for the purpose of   studying. You can also keep checking the appointment schedule; new time slots can be added or open up due to cancellations.

Can I still change the embassy where I will collect my visa?   Yes, as long as your application has not yet been sent to the IND. After that, it can no longer be changed.

Can I fly to an airport other than Amsterdam Schiphol?   We strongly advise you to travel to Amsterdam Schiphol directly and not to fly into Germany or Belgium. The decision letter we provide you with is in Dutch and may not be understood by customs officials in neighbouring countries.

I wish to travel home, but my (extended) residence card is not ready yet. What do I do?   If your application has been submitted but your residence card is not ready yet, you can only travel with a return visa sticker that has to be placed in your passport by the IND. Make an appointment with the IND online or call them at +31 88 0430 430 for more information.

I received news that my MVV visa is approved, and the embassy informed me that I have to bring the decision letter with me. How do I get this letter?   The decision letter will be sent to you via email. Your embassy may request it, but it is also important that you have the letter with you when entering the Netherlands at Schiphol airport. If you have not received the letter yet, please email  [email protected] .

I am a national of Canada, USA, Australia, New Zealand, Japan, South Korea, Monaco or Vatican City. Can I travel to the Netherlands without the decision letter of the IND?   No, the decision letter has been provided to all students whose applications were approved and has to be brought with you when travelling to the Netherlands. If you have not received the letter yet, please email  [email protected] .

I have to make an appointment at the IND in Maastricht to collect my (extended) residence card. Can I still do that?   Yes, you can make an appointment with IND in Maastricht by using the following appointment link:  https://afspraak.mic.maastricht.nl/services

I have opened a bank account. How can I get my deposit back?   Please send an email to  [email protected]  with your full International Bank Account Number (IBAN), your name as it appears on the bank card and your UM student ID number. We will then transfer the deposit within five working days.

If you want to have your deposit transferred to a non-Dutch bank account, it takes approximately 15 working days. In that case, we need the following details:

  • name (exactly as it appears on the bank card) and full address of the account holder
  • name and full address of the bank
  • the BIC and/or SWIFT code of the bank
  • the IBAN code of the account, if any (please refer to  http://en.wikipedia.org/wiki/ISO_9362  for more information)
  • the account number
  • your full name and date of birth if different from the account holder
