ସ୍ୱାଧୀନ ଭାରତର ପ୍ରଥମ ପ୍ରଧାନମନ୍ତ୍ରୀ ପଣ୍ଡିତ ଜବାହାରଲାଲ ନେହେରୁ ( ନଭେମ୍ବର ୧୪) ଜନ୍ମଦିନକୁ ଶିଶୁ ଦିବସ ଭାବେ ପାଳନ କରାଯାଏ । ଆଜିର ଶିଶୁ କାଲିର ନାଗରିକ । ତେବେ ଚାଲନ୍ତୁ ଜାଣିବା ଶିଶୁ ଦିବସରେ କେମିତି ଭାଷଣ ଦେବା ।

ସମ୍ମାନନୀୟ ସଭାପତି ମହୋଦୟ, ପୂଜ୍ୟ ଗୁରୁଜୀ ଗୁରୁମା ବୃନ୍ଦ, ମଞ୍ଚାସୀନ ଅତିଥ, ମୋର ସହପାଠୀ ତଥା ଛୋଟ ବଡ଼ ଭାଇଭଉଣୀ । ଆଜି ହେଉଛି ନଭେମ୍ବର ୧୪, ଶିଶୁ ଦିବସ । ଆଜିର ଏହି ଦିବସଟି ଶିଶୁ ମାନଙ୍କ ପ୍ରତି ଉତ୍ସର୍ଗୀକୃତ । ମୋତେ ଏହି ପବିତ୍ର ଦିବସରେ କିଛି କହିବାର ସୁଯୋଗ ମିଳିଥିବାରୁ ମୁଁ ନିଜକୁ ଧନ୍ୟ ମନେକରୁଛି ।

ଆଜିର ଶିଶୁ ଆସନ୍ତାକାଲିର ନାଗରିକ । ଆଉ ସେହି ଶିଶୁଙ୍କୁ ବହୁତ ଭଲ ପାଉଥିବା ସ୍ବାଧୀନ ଭାରତର ପ୍ରଥମ ପ୍ରଧାନମନ୍ତ୍ରୀ ପଣ୍ଡିତ ଜବାହାରଲାଲ ନେହେରୁ ଆଜି ଜନ୍ମ ଦିନ । ଏହି ଦିନକୁ ଶିଶୁ ଦିବସ ରୂପେ ସାରା ଦେଶରେ ପାଳନ କରାଯାଏ । ଶିଶୁଙ୍କ ଅଧିକାର, ଦାୟିତ୍ୱ ଓ ଶିକ୍ଷା ବିଷୟରେ ସଚେତନ କରିବା ଉଦ୍ଦେଶ୍ୟରେ ସାର ଦେଶ ଏହି ଦିନଟିକୁ ଶିଶୁ ଦିବସ ଭାବେ ପାଳନ କରାଯାଏ ।

ପଣ୍ଡିତ ଜବାହାରଲାଲ ନେହେରୁଙ୍କ ମତରେ, ଯଦି ଆମେ ଶିଶୁ ମାନଙ୍କ ଉପଯୁକ୍ତ ଯତ୍ନ ନେବା ତାଙ୍କୁ ଉଚିତ ମାର୍ଗରେ ନେବା, ତେବେ ଆମେ ଏକ ସୁନ୍ଦର ଭାରତର ପରିକଳ୍ପନା କରିପାରିବା । ତେଣୁ ତାଙ୍କ ଜନ୍ମଦିନ ନଭେମ୍ବର ୧୪ ତାରିଖ ଦିନଟିକୁ ଶିଶୁଦିବସ ରୂପେ ପାଳନ କରାଯାଏ ।

୧୮୮୯ ମସିହା ନଭେମ୍ବର ମାସ ୧୪ ତାରିଖ ଦିନ ଆହ୍ଲାବାଦର ଆନନ୍ଦ ଭବନରେ ଜନ୍ମ ଗ୍ରହଣ କରିଥିଲେ ଜବାହାରଲାଲ ନେହେରୁ । ତାଙ୍କ ପିତାଙ୍କ ନାମ ମୋତିଲାଲ ନେହେରୁ ଓ ମାତାଙ୍କ ନାମ ସ୍ବରୂପା ରାଣୀ ଥିଲା । ସେ ସ୍ୱାଧୀନ ଭାରତର ପ୍ରଥମ ପ୍ରଧାନମନ୍ତ୍ରୀ ପଦ ଗ୍ରହଣ କରିଥିଲେ । ସେ ପଣ୍ଡିତ ନେହେରୁ ନାମରେ ଜଣାଥିଲେ । ଛୋଟ ପିଲାମାନେ ତାଙ୍କୁ ଖୁସିରେ ଚାଚା ନେହେରୁ ବୋଲି ଡାକନ୍ତି ।

ନେହେରୁଙ୍କର ବାଲ୍ୟ ଜୀବନ ପ୍ରାଚୁର୍ଯ୍ୟ ଓ ଐଶ୍ବର୍ଯ୍ୟ ମଧ୍ଯରେ ଅତିବାହିତ ହୋଇଥିଲା । ତୁଳସୀ ଦୁଇ ପତ୍ରରୁ ବାସିଲା ଭଳି ପିଲାଦିନୁ ତାଙ୍କ ଗୁଣ ଜଣା ପଡିଥିଲା । ପ୍ରାଥମିକ ଶିକ୍ଷା ସରିବା ପରେ ସେ ୧୫ ବର୍ଷ ବୟସରେ ଇଂଲଣ୍ଡ ଚାଲିଯାଇଥିଲେ । ସେ ଅକ୍ଟୋବର ୧୯୦୭ ମସିହାରେ ସ୍ନାତକ କରିବା ପାଇଁ ତ୍ରିନିତୀ ମହାବିଦ୍ୟାଳୟ, କେମ୍ବ୍ରିଜ ଯାଇଥିଲେ । ସେ ୧୯୧୦ ମସିହାରେ ପ୍ରାକୃତିକ ବିଜ୍ଞାନରେ ସ୍ନାତକ ସାରିଥିଲେ । ୧୯୧୦ ମସିହାରେ ସେ ଓକିଲାତି କରିବା ପାଇଁ ଲଣ୍ଡନ ଯାଇଥିଲେ । ସେ ସେଠି Inns of Court School of Law (Inner Temple)ରେ ୨ ବର୍ଷ ଓକିଲାତି କରିଥିଲେ । ୧୯୧୨ ମସିହାରେ ସେ ଭାରତ ଫେରିଥିଲେ ଏବଂ ସେ ଆଲ୍ହାବାଦ ଉଚ୍ଚ ଅଦାଲତରେ ଓକିଲାତି କରିଥିଲେ । ଏହାପରେ ୧୯୧୯ରେ ସେ ଜାତୀୟ କଂଗ୍ରେସରେ ଯୋଗ ଦେଇଥିଲେ । ମହାତ୍ମା ଗାନ୍ଧୀଙ୍କ ଦ୍ବାରା ଗଭୀର ପ୍ରଭାବିତ ହୋଇ ଅନେକ ଥର କାରାବରଣ କରିଥିଲେ ।

ସେ ୧୯୨୦ରେ ପ୍ରଥମେ ଅସହଯୋଗ ଆନ୍ଦୋଳନରେ ଜଡ଼ିତ ହୋଇଥିଲେ । ବିରୋଧୀ ଶାସନିକ କାର୍ଯ୍ୟକଳାପ ପାଇଁ ସେ ୧୯୨୧ରେ ଗିରଫ ହୋଇଥିଲେ ଏବଂ କିଛି ମାସ ପରେ ଖଲାସ ହୋଇଥିଲେ । ଚୌରୀ ଚୌରା ଘଟଣା ପରେ ଅସହଯୋଗ ଆନ୍ଦୋଳନର ସମାପ୍ତି ଘଟିଥିଲା ।

ମହାତ୍ମାଗାନ୍ଧୀଙ୍କ ନେତୃତ୍ୱରେ ସ୍ବାଧୀନତା ସଂଗ୍ରାମ ଆନ୍ଦୋଳନରେ ଝାସ ଦେଇ ସେ ବହୁଥର କାରାବରଣ ମଧ୍ୟ କରିଥିଲେ । ପରିଶେଷରେ ଭାରତ ସ୍ବାଧୀନତା ଲାଭ କଲା ଏବଂ ସେ ସ୍ଵାଧୀନ ଭାରତର ପ୍ରଥମ ପ୍ରଧାନମନ୍ତ୍ରୀ ହେବାର ଗୌରବ ଅର୍ଜନ କଲେ । ୧୫ ଅଗଷ୍ଟ ୧୯୪୭ - ୨୭ ମଇ ୧୯୬୪ ପର୍ଯ୍ୟନ୍ତ ସେ ଦେଶର ପ୍ରଧାନମନ୍ତ୍ରୀ ଥିଲେ । ଦୀର୍ଘ ୧୭ ବର୍ଷ କାଳ ଭାରତର ପ୍ରଧାନମନ୍ତ୍ରୀ ରୂପେ ଦାୟିତ୍ବ ଗ୍ରହଣ କରି ବିଶ୍ବରେ ଭାରତର ସମ୍ମାନ ବୃଦ୍ଧି କରିପାରିଥିଲେ ।

ତେବେ ଚାଚା ନେହେରୁ ମଧ୍ୟ ବହୁ ପ୍ରେରଣାଦାୟୀ ପୁସ୍ତକ ଲେଖିଛନ୍ତି । ତାଙ୍କ ଦ୍ବାରା ରଚିତ ପୁସ୍ତକ ହେଉଛି 'ଦି ଡିସକଭରୀ ଅଫ୍ ଇଣ୍ଡିଆ', 'ଗ୍ଲିମ୍ପସେସ୍ ଅଫ୍ ୱାର୍ଲ୍ଡ ହିଷ୍ଟ୍ରୀ', 'ଲେଟର୍ସ ଫ୍ରମ୍ ଏ ଫାଦର ଟୁ ହିଜ୍ ଡଟର' ଏବଂ ତାଙ୍କ ଆତ୍ମଜୀବନୀ 'ଟୁୱାର୍ଡସ ଫ୍ରୀଡମ୍' ଇତ୍ୟାଦି ।

ଶିଶୁ ମାନଙ୍କ ପ୍ରତିଭାକୁ ପରିପ୍ରକାଶ କରିବାକୁ ହେଲେ ଆଦର୍ଶ ଶିକ୍ଷା ଓ ଉତ୍ତମ ପରିବେଶ ଆବଶ୍ୟକ । ଶିଶୁମାନଙ୍କ ଉନ୍ନତିରେ ଶିକ୍ଷକମାନଙ୍କର ମଧ୍ୟ ଏକ ଗୁରୁତ୍ବପୂର୍ଣ୍ଣ ଭୂମିକା ରହିଛି । ଶୈଶବ କାଳରୁ ଶିଶୁମାନଙ୍କୁ ଆଦର୍ଶ ଶିକ୍ଷା ପ୍ରଦାନ କରାଗଲେ ସେମାନେ ଜଣେ ଜଣେ ସୁନାଗରିକ ହୋଇପାରିବେ ।

ଶିଶୁମାନେ ହେଉଛନ୍ତି ଦେଶର ଶକ୍ତି ଓ ପ୍ରଗତିର ସୂତ୍ରଧାର । ସେ ଭବିଷ୍ୟତରେ ଦେଶର ନାଗରିକ ଓ ଦେଶର କର୍ଣ୍ଣଧାର ରୂପେ ପ୍ରତୀୟମାନ ହେଇଥାନ୍ତି । ଏଣୁ ଦେଶର ସାମଗ୍ରିକ ବିକାଶ ଶିଶୁମାନଙ୍କ ଉପରେ ହିଁ ନିର୍ଭର କରିଥାଏ । ସେଥ‌ିପାଇଁ ଶିଶୁମାନେ ସୁସ୍ଥ ଓ ନିରୋଗ ରହିବା ଆବଶ୍ୟକ, ଏଥ‌ିପାଇଁ ନେହେରୁ ସର୍ବଦା ଶିଶୁମାନଙ୍କ ଉନ୍ନତି ର ପରିକଳ୍ପନା କରୁଥିଲି । ସେମାନଙ୍କର 'ସର୍ବାଙ୍ଗୀନ ଉନ୍ନତି ପାଇଁ ଶତଚେଷ୍ଟିତ ଥିଲେ ନେହେରୁ ।

୧୯୬୪ ମସିହା ମଇ ୨୭ ତାରିଖ ମଧ୍ୟାହ୍ନ ସମୟରେ ଏହି ମହାନ୍ ବ୍ୟକ୍ତିଙ୍କର ଦେହାନ୍ତି ହେଲା । ତାଙ୍କ ମୃତ୍ୟୁରେ ସାରା ବିଶ୍ବ କାନ୍ଦି ଉଠିଥିଲା । ଶିଶୁମାନେ ତାଙ୍କୁ ଶ୍ରଦ୍ଧା ଓ ସମ୍ମାନ ରେ "ଚାଚା ନେହେରୁ" ବୋଲି ଡାକୁଥିଲେ ।

୧୯୬୪ ମସିହାରେ ନେହେରୁଙ୍କ ମୃତ୍ୟୁ ପରେ ତାଙ୍କର ଜନ୍ମଦିବସକୁ ଶିଶୁମାନଙ୍କୁ ସମର୍ପଣ କରାଯିବାକୁ ନିଷ୍ପତ୍ତି ନିଆଗଲା । ପ୍ରଥମଥର ଲାଗି ୧୯୬୫ ମସିହାରେ ଶିଶୁ ଦିବସ ପାଳନ କରାଯାଇଥିଲା । ସେହିଦିନ ଠାରୁ ପ୍ରତ୍ୟକ ବର୍ଷ ଆଜିର ଦିନକୁ ଶିଶୁ ଦିବସ ଭାବେ ପାଳନ କରାଯାଇଥିଲା ।

ପ୍ରକୃତି ରାଜ୍ୟରେ ବର୍ଷାଋତୁ ହେଉଛି କରୁଣାମୟ ଭଗବାନଙ୍କର ଏକ ଅପୂର୍ବ ସୃଷ୍ଟି । ଜଳ ହିଁ ହେଉଛି ଜଗତର ଜୀବନ । ଭଗବାନ ଜଳବର୍ଷଣ କରି ଜୀବଜନ୍ତୁ, ବୃକ୍ଷଲତା ସମସ୍ତଙ୍କୁ ପ୍ରତିପାଳିତ କରନ୍ତି । ଆଦ୍ୟ ଆଷାଢ଼ରେ ମେଘ ଡମ୍ବରୁ ଶୁଣି କୃଷିଜୀବୀ ମାନବ ଆମ୍ବହରା ହୋଇପଡ଼େ । ସମ୍ମୁଖରେ ତା’ର ନାଚିଯାଏ ନବୀନ ସୃଷ୍ଟିର ଏକ କମନୀୟ ରୂପ । ସେ ହଳଲଙ୍ଗଳ ଧରି ବାହାରିଯାଏ କୃଷିକ୍ଷେତ୍ରକୁ । ମୃଭିକାର ବକ୍ଷଚିରି ସେ ଶୁଭ ମୁହୁର୍ଭରେ ବୀଜବପନ କରେ । ସ୍ରଷ୍ଟାର ଅସୀମ ଇଙ୍ଗିତ ଲାଭ କରି ବୀଜ ଅଙ୍କୁରିତ ହୁଏ । କିଛିଦିନ ପରେ ଦିଗନ୍ତବିସ୍ତାରୀ କେଦାର ମଧ୍ୟରେ ଅପୂର୍ବ ଶ୍ୟାମଳିମା ଆଚ୍ଛାଦିତ ହୋଇଯାଏ । ତାହାରି ଉପରେ ମୃଦୁ ବାୟୁ ତରଙ୍ଗ ଖେଳାଇ ବହିଗଲା ବେଳେ କୃଷିକାରୀ ମାନବର ପ୍ରାଣ ଅସୀମ ଆନନ୍ଦରେ ପରିପୂର୍ଣ୍ଣ ହୋଇଉଠେ ।

ଗ୍ରାମ ସୀମାରେ ନିଦାଘପୀଡ଼ିତା କ୍ଷୀଣତୋୟା ତଟିନୀ ପ୍ରାବୃଟର ଆଗମନରେ ପରିପୂର୍ଣ୍ଣା ହୋଇଉଠେ । ଅଙ୍ଗରେ ତାହାର ଜାଗିଉଠେ ପ୍ରମର ଯୌବନ । ଜୀବନର ନୂତନ ଉନ୍ମାଦନାରେ ସେ କୂଳଲଘନ କରି ଚାଲିଯାଏ । ବେଳେବେଳେ ଅତ୍ୟଧୁକ ବାରିପାତ ଫଳରେ ବନ୍ୟା ଆସି ମହାପ୍ରଳୟ ସୃଷ୍ଟି କରେ ।

ନଦୀ ଭଳି ପୁଷ୍କରିଣୀ ମଧ୍ୟ ହୁଏ ପୂର୍ବତୋୟା । ବକ୍ଷରେ ତା’ର ମୀନ, ମରାଳ ଇତ୍ୟାଦି ଜଳଚର ଜୀବମାନେ ପ୍ରାଣର ଅସୀମ ଆନନ୍ଦ ଓ ତୃପ୍ତି ଘେନି ସନ୍ତରଣ କରନ୍ତି । ପଲ୍ଲୀର ସେହି ଶ୍ୟାମଳ ପରିବେଶ ମଧ୍ୟରେ କିଆ, କେତକୀ, କଦମ୍ବ, ହେନା, ମାଳତୀ ଓ ବଧୂଲି ଇତ୍ୟାଦି ପୁଷ୍ପ ପ୍ରସ୍ତୁଟିତ ହୁଅନ୍ତି । ଆମୋଦମତ୍ତ ଶୀତଳ ମନ୍ଦବାୟୁ ଧୀରେ ଧୀରେ ପ୍ରବାହିତ ହୋଇ ପ୍ରାଣରେ ଅସୀମ ଶାନ୍ତି ସଞ୍ଚାର କରେ । ଝିଲ୍ଲୀ, ଦହଁର ଏବଂ ଡାହୁକର ଡାକ ସହିତ ବକ୍ରର ଗର୍ଜନ ଓ ବିଦ୍ୟୁତ୍ର ସ୍ଫୁରଣ ମେଘାକ୍ରାନ୍ତ ସାନ୍ଧ୍ୟା ପରିବେଶକୁ ଭୀତପ୍ରଦ କରେ ।

ପଲ୍ଲୀ ଉପାନ୍ତରେ ଶ୍ୟାମଳ ତୃଣଶଯ୍ୟ ଉପରେ ରକ୍ତବର୍ଣ୍ଣର ସାଧବବୋହୁ କୀଟମାନଙ୍କର ଏକତ୍ର ସମେଳନର ଦୃଶ୍ୟ ଅତୀବ ମନୋହର । ଶିଶୁମାନେ କ୍ଷୀଣ ଜଳସ୍ରୋତରେ କାଗଜ ନାଆ ଭସାଇ ଅଫୁରନ୍ତ ଆନନ୍ଦ ଲାଭ କରନ୍ତି । କେତେବେଳେ ସେମାନେ ବର୍ଷାରେ ଭିଜିଭିଜି ନୃତ୍ୟ କରନ୍ତି, ପୁଣି କେତେବେଳେ କୁଆପଥର ସଂଗ୍ରହ କରି ତାକୁ ଖାଇ ବେଶ କୌତୁ ଅନୁଭବ କରନ୍ତି । କ୍ଷୁଦ୍ର କ୍ଷୁଦ୍ର ଶିଶୁମାନଙ୍କର ଦରୋଟି ତୁଣ୍ଡରେ “ମେଘ ବରଷିଲା ଟପର ଟପର କେଶର ମାଇଲା ଗଜା, କେଉଁ ରାଇଜରେ ରହିଲେ ମୋ ରାଜା, ତେଲିଙ୍ଗି ବାଇଦ ବଜା” ଇତ୍ୟାଦି ସଙ୍ଗୀତ ବେଶ ପ୍ରୀତିପଦ ବୋଧହୁଏ । ବର୍ଷାଋତୁରେ ଛତ୍ର ଆକୃତିର ଶ୍ୱେତବର୍ଣ୍ଣର ଛତୁଗୁଡ଼ିକ ଫୁଟି ବେଶ୍ ସୁନ୍ଦର ଦିଶେ । କବି ଜଗନ୍ନାଥ ଦାସ ଭାଗବତରେ ଲେଖିଛନ୍ତି -

“ଛତୁ ଯେ ଛତ୍ର ପ୍ରାୟ ହୋଇ

ରାଜାର ପ୍ରାୟ ଦିଶେ ମହୀ ।”

ସେହିଭଳି କବି ଦୀନକୃଷ୍ଣ ଦାସ ଲେଖୁଛନ୍ତି

“କମନୀୟ ଦିଶେ ଶିଳୀନ୍ଦ୍ର ପତି

କାମଦେବ ଶ୍ଵେତ ଛତ୍ର ଆକୃତି ।”

ଅର୍ଥାତ୍ ଶିଳୀନ୍ଧ୍ର ବା ଛତୁ ଫୁଟି କାମଦେବଙ୍କର ଶ୍ୱେତଛତ୍ର ଭଳି ପ୍ରତୀୟମାନ ହୁଅନ୍ତି । କ୍ରମାଗତ ବର୍ଷା ଫଳରେ ଗ୍ରାମପଥ କର୍ଦ୍ଦମାକ୍ତ ହୋଇ ଯାତାୟାତରେ ବିଘ୍ନ ସୃଷ୍ଟି କରେ । କୌଣସି ପଥିକର ଗୋଡ଼ ଖସି ପଡ଼ିଗଲେ ତାହା ଦର୍ଶକମାନଙ୍କ ପାଇଁ ବେଶ୍ କୌତୁକ ସୃଷ୍ଟି କରେ । ଝଡ଼ିବର୍ଷା ଯୋଗେ ଦିନ ଦିନ ଧରି ସୂର୍ଯ୍ୟ-ଚନ୍ଦ୍ର ଦୃଷ୍ଟିଗୋଚର ହୁଅନ୍ତି ନାହିଁ । ଏହି କାଳରେ ଦରିଦ୍ର ଲୋକମାନେ ବିଶେଷ କଷ୍ଟଭୋଗ କରନ୍ତି । ରାତ୍ରି କାଳରେ ଆକାଶରେ ଚନ୍ଦ୍ରମଣ୍ଡଳର ଶୋ ବେଶ୍ ରମଣୀୟ ମନେହୁଏ । ବର୍ଷାଦିନେ ସଂଖ୍ୟା ଝଡ଼ିପୋକଙ୍କର ଉଡ଼ିବା ଦୃଶ୍ୟ ବେଶ୍ କୌତୁକ ସୃଷ୍ଟିକରେ ।

ଲଗାଣ ବର୍ଷା ଫଳରେ ନିମ୍ନଭୂମିମାନ ଜଳପୂର୍ଣ୍ଣ ହୋଇଯାଏ । ବାଡ଼ିବଗିଚାରେ ଜହ୍ନି, କାକୁଡ଼ି, ଭେଣ୍ଡି, ମକା, ଝୁଡ଼ଙ୍ଗ ଇତ୍ୟାଦି ନାନାଦି ପ୍ରକାର ଫଳ ଓ ପନିପରିବା ପୂର୍ଣ୍ଣ ହୋଇଯାଏ । ହରିଦ୍ରାବର ଜହ୍ନିଫୁଲ ଓ କାକୁଡ଼ିଫୁଲରେ ସୁବର୍ଣ୍ଣର କାନ୍ତି ଝଟକି ଉଠେ । ଏହି ଦୁଇଟି ଫୁଲକୁ ଲକ୍ଷ୍ୟକରି କେଉଁ ପୁରାତନ କାଳରୁ ଗ୍ରାମ୍ୟ ଶିଶୁମାନେ ଐକତାନିକ ସ୍ଵରରେ ଗାଇ ଆସୁଛନ୍ତି, “ ଜହ୍ନିଫୁଲ ଠା, କାକୁଡ଼ିଫୁଲ ଠୋ-ଠା, ଚୁଟିଆ ମୂଷା କହିଯାଇଛି ଚାଉଳ ମୁଠିଏ ରଖୁଥା।”

ବର୍ଷାଋତୁରେ ରନ୍ଧନଶାଳାରୁ ନିର୍ଗତ ଧୂମରାଶି ଗୃହର ଛାତ ଉପରେ ଧୀରେ ଧୀରେ ପ୍ରଦକ୍ଷିଣ କରି କ୍ରମେ କୁଣ୍ଡଳାକୃତିରେ ମେଘାଚ୍ଛାଦିତ ଆକାଶରେ ମିଳାଇ ଯିବାର ଦୃଶ୍ୟ ଉପଭୋଗ୍ୟ ଅଟେ । ରାତ୍ରିକାଳରେ ବୃକ୍ଷଲତାକୁ ଆଶ୍ରୟକରି ସେଠାରେ ସମବେତ ହୋଇଥିବା ସହସ୍ର ସହସ୍ର ଖଦ୍ୟୋତ ବା ଜୁଳୁଜୁଳା ପୋକଙ୍କର ସମାରୋହ ଚନ୍ଦ୍ରହୀନ ଅନ୍ଧକାର ରାତିରେ ଶତ ତାରକିତ ଆକାଶର ଶୋଭା ପ୍ରକାଶ କରେ । ଆକାଶର ଦୃଶ୍ୟ : । ବର୍ଷାଋତୁର ଆଗମନରେ ସମଗ୍ର ପ୍ରକୃତି ରାଜ୍ୟରେ ଏକ ଅପୂର୍ବ ପରିବର୍ତ୍ତନ ସଂଘଟିତ ହୁଏ । ଜଳ, ସ୍ଥଳ ଓ ନଦୀ ନାଳଠାରୁ ଆରମ୍ଭ କରି ଗିରି, ବନ, କାନନ, କେଦାର ପର୍ଯ୍ୟନ୍ତ ସର୍ବତ୍ର ଏକ ନବଜୀବନର ଜୁଆର ସଞ୍ଚାରିତ ହୁଏ । ଆକାଶରେ ଘନ ମେଘମାଳାର ସମାରୋହ, ତା’ଦେହରେ ମଧେ ମଧେ ବିଦ୍ୟୁତ୍ରର ସ୍କୁରଣ, ପୁଣି ସପ୍ତରଙ୍ଗର ସମନ୍ବିତ ଇନ୍ଦ୍ରଧନୁର ରୂପଛଟା କବି କଳ୍ପନାର ଉଜ୍ଜୀବିତ କରେ । ମନେହୁଏ, ସତେ ଯେପରି ତାହା ସ୍ଵର୍ଗ-ମଦ୍ୱର ସଂଯୋଗକାରୀ ଏକ ସୁବର୍ଣ ସେତୁ । ଅପର ପକ୍ଷରେ କୃଷ୍ଣ ମେଘମାଳା ବକ୍ଷରେ ଉଡ଼ୀୟମାନ ଧବଳ ବକପୁଞ୍ଜର କମନୀୟ କାନ୍ତି ସାଗର ବକ୍ଷସୁ ଦୂରଦେଶାଗତ ବୋଇତ ସମୂହ ଭଳି ପ୍ରତୀୟମାନ ହୁଏ । ଆକାଶ ବକ୍ଷରେ ଭାସମାନ ମେଘଖଣ୍ଡମାନ ବାୟୁତାଡ଼ିତ ହୋଇ ଗ୍ରାମ ସୀମାସ୍ଥ ସୁଉଚ୍ଚ ଗିରି ଶୀର୍ଷରେ ଯାଇ ଠୁଳ ହେବାର ଦୃଶ୍ୟ କବି କଳ୍ପନାରେ । ଉନ୍ମତ୍ତ ହସ୍ତୀର କ୍ରୀଡ଼ା ଭଳି ପ୍ରତୀୟମାନ ହୁଏ । ଆଦ୍ୟ ଆଷାଢ଼ରେ ରାମଗିରି ଶୃଙ୍ଗର ଏଇଭଳି ଏକ ଅପୂର୍ବ ଶୋଭାକୁ ଲେଖନୀ ମୁନରେ ଫୁଟାଇବାକୁ ଯାଇ ଅମର କବି କାଳିଦାସ ମେଘଦୂତ କାବ୍ୟରେ ଲେଖୁଥିଲେ

“ଆଷାଢ଼ସ୍ୟ ପ୍ରଥମ ଦିବସେ ମେଘମାର୍ଶିଷ୍ଟ ସାନ୍ତୁ

ବପ୍ରକ୍ରୀଡ଼ା ପରିଣତଗଜ ପ୍ରେକ୍ଷଣୀୟ ଦଦର୍ଶ ।”

ଆମୋଦ ଉତ୍ସବ :

କର୍ମମୁଖର ପଲ୍ଲୀଜୀବନକୁ ସରସ ଓ ପ୍ରୀତିପ୍ରଦ କରିବା ନିମନ୍ତେ ବହୁ ପ୍ରାଚୀନ କାଳରୁ । ବର୍ଷର ବିଭିନ୍ନ ଋତୁରେ ନାନାପ୍ରକାର ପର୍ବପର୍ବାଣି ଓ ଉତ୍ସବ ମହୋତ୍ସବ ଇତ୍ୟାଦି ସୃଷ୍ଟି କରାଯାଇଛି । ସେଥିମଧ୍ୟରୁ ବର୍ଷାରତୁରେ ପର୍ବପର୍ବାଣିର ସଂଖ୍ୟା ସର୍ବାଧକ । ରଜୋତ୍ସବ, ରଥଯାତ୍ରା, ଝୁଲଣ ପୂର୍ଣ୍ଣିମା, ଚିତାଲାଗି ଅମାବାସ୍ୟା, ଖୁଦୁରୁକୁଣୀ ଇତ୍ୟାଦି ହେଉଛି ଏହି ଋତୁର ପ୍ରଧାନ ପର୍ବ। ଜ୍ୟେଷ୍ଠମାସର ଶେଷ ଦିବସ ଓ ଆଷାଢ଼ ମାସର ପ୍ରଥମ ଦୁଇଟି ଦିବସରେ ଓଡ଼ିଶାର ଉପକୂଳ ଅଞ୍ଚଳରେ ମହୋଲ୍ଲାସ ସହକାରେ ତିନିଦିନ ବ୍ୟାପୀ ରଜ୍ୟୋତ୍ସବ ପାଳନ କରାଯାଏ । ରଜ ପୋଡ଼ପିଠା ଓ ରଜଦୋଳି ଏହି ଉତ୍ସବର ପ୍ରଧାନ ଆକର୍ଷଣ । ପଲ୍ଲୀବାଳାମାନଙ୍କର ମଧୁର କଣ୍ଠରେ ରଜଦୋଳି ଗୀତ ଗ୍ରାମ୍ୟ ପରିବେଶକୁ ବେଶ୍ ମଧୁମୟ କରିଥାଏ । ପଶ୍ଚିମ ଓଡ଼ିଶାରେ ଏହି ମାସରେ ଆଡ଼ମ୍ବର ସହକାରେ ଶୀତଳଷଷ୍ଠୀ ପାଳନ କରାଯାଏ ।

ଆଷାଢ଼ ମାସରେ ରଥଯାତ୍ରା ହେଉଛି ହିନ୍ଦୁମାନଙ୍କର ଏକ ପ୍ରଧାନ ଉତ୍ସବ । ପୁରୀଠାରେ ସ୍ନାନ ପୂର୍ଣ୍ଣିମା, ଗୁଣ୍ଡିଚା ଯାତ୍ରା ଓ ବାହୁଡ଼ା ସହିତ ଝୁଲଣ ଯାତ୍ରା ଖୁବ ଆଡ଼ମ୍ବର ସହକାରେ ଅନୁଷ୍ଠିତ ହୁଏ । ଓଡ଼ିଶାର ପୁରପଲ୍ଲୀରେ ଝୁଲଣଯାତ୍ରା ବା ରାକ୍ଷୀପୂର୍ଣ୍ଣିମା ବିପୁଳ ଆନନ୍ଦ ଓ ଉତ୍ସାହର ସହିତ ପାଳନ କରାଯାଇଥାଏ । କୁମାରୀ କନ୍ୟାମାନଙ୍କ ଦ୍ଵାରା ପାଳିତ ହେଉଥିବା ଖୁଦୁରୁକୁଣୀ ଓଷା ବର୍ଷାଦିନର ଏକ ସାର୍ବଜନୀନ ବ୍ରତ ଅଟେ । ପଲ୍ଲୀ ପରିବେଶକୁ ଏହା ବେଶ୍ ମଧୁମୟ କରିଥାଏ ।

Once Upon a Time in Odisha: Check out short stories from across 100 years

A new collection offers a rare look at odia’s changing storytelling traditions. some tales go back more than a century. each celebrates the triumph of the human spirit..

A young woman is dragged away by a crocodile, only to mysteriously resurface a decade later, married to the reptile. A pet goat is let loose in a government office, by a rebellious employee. A lout saves his village from a flood. A bullock-cart driver is torn between tradition and modernity.

Odisha comes to life in The Greatest Odia Stories Ever Told, a collection of 24 traditional and contemporary Odia tales selected and translated by Leelawati Mohapatra, Paul St-Pierre, and KK Mohapatra. One of the stories dates back to 1898, others were written as recently as 1999.

There are short stories by masters such as Fakir Mohan Senapati, Gopinath Mohanty, Reba Ray and contemporary voices such as Pratibha Ray and Nrusingha Tripathi.

Senapati’s Rebati, about a young village girl desperate for an education, was written in 1898 and is widely considered the first short story in Odia literature. Before this, longer prose and poetry dominated. Reba Ray’s Sanyasi, written in 1899, is recognised as the first Odia short story by a woman. It tells of a man so disturbed by the unrest in his home and the death of his wife, that he leaves the world behind to become a sanyasi.

In Manoj Das’s Mrs Crocodile, written in 1975, a Western anthropologist visits a primitive village, and seeks out and listens riveted to the story of a woman who is said to have married a crocodile. The story’s narrator and the anthropologist’s interpreter is a local youngster who is now in a modern school and believes such things are silly.

Excerpts from an interview with Leelawati Mohapatra, Paul St-Pierre and KK Mohapatra (who chose to answer collectively rather than individually).

The tales in The Greatest Odia Stories Ever Told were selected and translated by KK Mohapatra, Leelawati Mohapatra and Paul St-Pierre.

What was the aim in representing these short-story traditions?

The main concern was to show how the modern Odia short story, a genre that has grown over a period of a century and a quarter, has remained rooted in tradition while being transformed, how it has absorbed influences without becoming alienated from its milieu. The majority of the stories chosen deal with society in the inexorable grip of transition. They explore the beauty as well as the brutality of life.

Which are your favourite characters from among those in these stories?

There are many characters we liked individually and collectively. The one character all three of us plumped for was Ananta of Senapati’s 1913 story, Ananta, The Widow’s Boy, an overgrown, loutish brat, who saves the day when his village is about to be submerged. He plugs a widening breach in an embankment by pressing his own body against it, and risks being buried in the mud in the process.

We liked Dadhibaman from Mohanty’s 1957 tale The Solution, the hapless and harried clerk who erupts in a dire act of rebellion and lets his pet goat chew up the office files piling up on his desk.

Our hearts went out to Mulgi (of Rabi Patnaik’s 1979 tale Savitri), who sacrifices herself to save her husband. [Mulgi agrees to have sex with a policeman in exchange for his release, after he was detained without cause.]

They all, in their way, display the triumph of the human spirit.

How would you characterise the Odia narrative style?

Since 1898, there has been a kind of restless experimentation with technique and narrative in the Odia short story. The social landscape began to change rapidly, as did the physical. Towns sprang up. Economic activity boomed. Bureaucracy gave rise to newer and varied forms of employment, spurring education. New elites appeared on the scene. Literature, which made a transition from the chiefly oral to the written word, had to grapple with complex forms of relationships, exploitation, encroachments and divides, and make sense of a growing alienation.

It had to chronicle the rapidly fragmenting individual psyche, define the anxiety of coping with a fast-changing world that appeared hostile and incomprehensible. Therefore the narrative style could not be one, but many. No longer did linear story-telling find favour with all authors and audiences.

What is the sense of Odia culture from a century ago that you get from these stories?

One develops an unmistakable sense of nostalgia. Problems have multiplied. The tranquility of an agrarian, pastoral life is gone. Gone too is the old feeling of communal harmony. Life has become more complex, competitive and bitter. The Odia society of 100 years ago can only be glimpsed in the fiction of our older writers. The new society hardly retains the charm and snugness of the old.

Which of the stories was most difficult to translate?

Easily those that had a lot to do with cultural specifics. Chandrasekhar Rath’s The Tale of the Snake Charmer from 1991 and Pratibha Ray’s Salvation from 1993, more than the others, have such a wealth of arcane words and expressions that we struggled a lot to find English equivalents. Preserving their nuances was a challenge.

In Rath’s story are copious references to snakes, snake skins and characteristics, which we had to grapple with. In Ray’s story, the arcane customs governing the relationship between a man and his wife’s elder sister, which might be obvious to the Odia reader, had to be explained for the benefit of the non-Odia audience.

Odia Essay on the Oriya Language: The Essential Odia Essays (Odia Rachana) are intended to meet the growing demand of pupils in Primary, secondary, and higher secondary schools and colleges. Conscious efforts have been made to carefully choose essays on a variety of subjects that are well within the knowledge and experience range of the pupils.

The Odia essays have been presented interestingly in a simple, plain, and idiomatic language containing vocabulary and structural expressions they are familiar with. Meanings of difficult words supposed to be above their vocabulary horizons have been given in their mother tongue. The purpose is to enrich their vocabulary to enable them to express their feelings and thoughts in a better way.

It is important to know that an Odia essay (Odia Rachana) is not always a complete account of the subject matter. There are no rules about how long or short an Odia essay should be. The pupils at the secondary level are, however, supposed to write an essay in 250 to 300 words on the suggested outlines. All that is important is that the essay must be interesting, well-presented, and free of errors.

Benefits of Writing Essays

Three kinds of essays namely descriptive, narrative, and reflective have been dealt with in this book to give the pupils an idea about how each of such essays can be written with ease and facility. Writing an essay on a given topic needs careful planning and appropriate communicative skills.

Pupils are advised to develop each point of the given outlines into a paragraph in their own words. They may, however, show their ability to write sentences containing clauses, phrases, and other elements they learned somewhere. What is significant is that the use of such phrases, words, and clauses should be appropriate and relevant to the topic.

The beginning paragraph of the essay should be impressive and aim at introducing the topic sustaining the interest of the readers. The last paragraph should sum up the writer’s views on the topic and should equally be lively and impressive. Each paragraph should contain one thought and should lead to the next one. All the paragraphs taken together should be a composite whole instead of being segregated parts.

Last but not least, meticulous care should be taken to revise the Odia essay to correct the errors and weed out irrelevant points. Letter writing, on the other hand, calls for a different skill. Its importance is always felt in our everyday life when we need to write personal letters to friends and relatives, business letters to industrial.

India remained under the British for a long time and the Indians have paid every price to achieve this freedom. There were many movements in the country to achieve this freedom and to make every movement successful, the countrymen put everything at stake. During this time, many people lost their lives and many of them became martyrs from the atrocities of British rule. India liberated itself from these British on 15 August 1947.

Introduction

India got independence on 15th August 1947 and lord Mountbatein ruled over India as Governor General till January 1950 . During this time , the constitution of India was prepared under the chairmanship of Baba Saheb Ambedkar and the constitution was implemented on 26th January 1950 . Thus 26th January turned an auspicious day in the history of free India , dubbed as the Republic Day or " The Sadharanatantra Divas " . To memorise this sacred occasion , we are still observing this day with great pomp and show , delight and enthusiasm .

Baba Saheb Ambedkar And the Republic Day

India obtained the most cherished freedom and the Britishers left India . Their administration , their government dissolved . So , there was the neccessity for a new government according to the choice of the Indians which must run as per a written constitution . Therefore , under the presidentship of Baba Saheb Ambedkar , a committe was formed and the responsibility of framing the Indian constitution was entrusted upon it . The committee drafted its resolution in favour of making India a sovereign , socialistic , secular and democratic state , as per the preamble of the constitution , granting equal privilege to all irrespective of class , creed , race , colour and religion . Since Ambedkar was an untouchable and had suffered much due to racial segregation , he prescribed various measures for the upliftment of the down-trodden , povery-stricken and lower caste people . The constitution of India was a replica of the British Constitution with lower house ( Lokasabha ) , Upper House ( Rajyasabha ) , Parliament , President as the apex body , judiciary system with supreme court at the summit , Bureacracy to implement government decisions .

Purpose Of The Republic Day

A country for it's smooth running , progress and prosperity , stability and acceptability depends upon good governance which rests chiefly on the constitution , it's articles , clauses , fundamental rights and duties , directive principles which the constitution itself provides . The Republic Day is observed to create an awareness among the citizens about the provisions of the country , to know about election process , judiciary and governement . It inculcates in the citizens a sense of belongingness , pride , love for the country to feel patriotic fervour , nationalistic feelings . It gives a scope to the government to advise plans and programmes for the people of the country to lend it towards a glorious prosperity .

How is it observed ?

The republic day is a national festival , a day of observation . The district headquarters town headquarters , state capital , country capital witness the grand arrangement for it . Delhi turns a beautiful bride from India Gate to Lalkila tight security is arranged . Each state sends their decorative display chariots which represent the culture , progress the state has achieved . It is really exciting when one chariots move with dancers , bandplayers of the respective state . 

A statesman of a country is usually invited as chief guest of the function . The president of India , the Prime Minister other ministers , MPs , dignitaries sit in Lalkila . The Prime Minister hosts flag and addresses people . It is a rare credit for which each Prime Minister waits eagerly . The soldiers of India display their warfare . The Punjabi regiment , Gurkha regiment , BSF , Military , Air Force , Homeguards , Cadets offer salute to the guests in a tremendous parade . There is plenty of dance , song , merriment .

The Republic Day is pompously observed in state capital , city centres , schools and colleges . The students join in ' Prabhatpheri ' parade playing bands , shouting slogans , singing Ramdhoon and national anthem . The headmaster or the principal hoists flag and addresses the congregated students to keep the glory of the country . Meetings , competitions are arranged . Sweets and prizes are distributed . Melody programmes are arrnaged too .

The Republic Day is the day of self realisation , a reflection to the deeds of the government , a review of government plans and programmes , its success and failure . It makes the statesmen conscious of their duties to how to lead the country towards glorious prosperity . It creates an awareness among the masses regarding their rights and duties to feel pride about their government , their state .

Details emerge after doctor raped and murdered in India as thousands protest

Thousands took to the streets of Kolkata early Thursday to condemn the rape and murder of a local doctor , demanding justice for the victim and an end to the chronic issue of violence against women in Indian society.

The discovery of the 31-year-old's brutalized body last week at a state-run hospital has sparked nationwide protests, with Prime Minister Narendra Modi demanding swift punishment for those who commit "monstrous" deeds against women.

Large crowds marched through the streets of Kolkata in West Bengal to condemn the killing, with a candlelight rally at midnight coinciding with the start of India's independence day celebrations on Thursday.

The protesters in Kolkata, who marched under the slogan "reclaim the night", called for a wider tackling of violence against women and held up handwritten signs demanding action.

"We want justice," read one sign at the rally. "Hang the rapist, save the women," read another.

"The atrocities against women do not stop," midnight marcher Monalisa Guha told Kolkata's The Telegraph newspaper.

"We face harassment almost on a daily basis," another marcher, Sangeeta Halder, told the daily. "But not stepping out because of fear is not the solution."

"Monstrous behavior against women"

Modi, speaking in New Delhi on Thursday morning at independence day celebrations, did not specifically reference the Kolkata murder, but expressed his "pain" at violence against women.

"There is anger for atrocities committed against our mothers and sisters, there is anger in the nation about that," he said.

"Crimes against women should be quickly investigated; monstrous behavior against women should be severely and quickly punished," he added. "That is essential for creating deterrence and confidence in the society."

Doctors are also demanding swift justice and better workplace security in the wake of the killing, with those in government hospitals across several states on Monday halting elective services "indefinitely" in protest.

Protests have since occurred in several other hospitals across the country, including in the capital.

"Doctors nationwide are questioning what is so difficult about enacting a law for our security," Dhruv Chauhan, from the Indian Medical Association's Junior Doctors' Network, told the Press Trust of India news agency. "The strike will continue until all demands are formally met."

The Telegraph on Thursday praised the "spirited public protests" across India.

"Hearteningly, doctors and medical organizations are not the only ones involved," it said in an editorial. "The ranks of the protesters have been swelled by people from all walks of life."

Police accused of mishandling case

Indian media have reported the murdered doctor was found in the teaching hospital's seminar hall, suggesting she had gone there for a brief rest during a long shift.

An autopsy has confirmed sexual assault, and in a petition to the court, the victim's parents have said that they suspected their daughter was gang-raped, according to Indian broadcaster NDTV.  

Though police have detained a man who worked at the hospital helping people navigate busy queues, officers have been accused of mishandling the case.

Kolkata's High Court on Tuesday transferred the case to the elite Central Bureau of Investigation (CBI) to "inspire public confidence."

In the early hours of Thursday, a mob of some 40 people angry at authorities' handling of the case stormed the grounds of the R.G. Kar Medical College and Hospital, the site of the murder.

The men smashed property and hurled stones at police, who fired tear gas in response, authorities said.

West Bengal lawmaker Abhishek Banerjee, from the Trinamool Congress party, condemned the "hooliganism and vandalism," but said "the demands of the protesting doctors are fair and justified."

History of sexual violence in India

Sexual violence against women is a widespread problem in India. An average of nearly 90 rapes a day were reported in India in 2022, according to  data  from the National Crime Records Bureau.

That year, police  arrested 11 people  after the alleged brutal gang rape and torture of a young woman that included her being paraded through the streets of Dehli. Also in 2022, a police officer in India was arrested after being  accused of raping  a 13-year-old girl who went to his station to report she had been gang-raped.

In March 2024, multiple Indian men were arrested after the  gang rape of a Spanish tourist  on a motorbike trip with her husband.

For many, the gruesome nature of the attack has invoked comparisons with the horrific 2012 gang rape and murder  of a young woman on a Delhi bus.

The woman became a symbol of the socially conservative country's failure to tackle sexual violence against women.

Her death sparked huge, and at times violent, demonstrations in Delhi and elsewhere.

Under pressure, the government introduced harsher penalties for rapists, and the death penalty for repeat offenders.

Several new sexual offences were also introduced, including stalking and jail sentences for officials who failed to register rape complaints.

The World Health Organization (WHO) has declared the mpox outbreak in parts of Africa a public health emergency of international concern.

The highly contagious disease - formerly known as monkeypox - has killed at least 450 people during an initial outbreak in the Democratic Republic of Congo.

It has now spread across parts of central and east Africa, and scientists are concerned about how fast a new variant of the disease is spreading and its high fatality rate.

WHO chief Tedros Adhanom Ghebreyesus said the potential for further spread within Africa and beyond "is very worrying".

"A co-ordinated international response is essential to stop this outbreak and save lives," he said.

Mpox is transmitted through close contact, such as sex, skin-to-skin contact and talking or breathing close to another person.

It causes flu-like symptoms, skin lesions and can be fatal, with four in 100 cases leading to death.

Outbreaks can be controlled by preventing infections with vaccines, though these are usually only available for people at risk or those who have been in close contact with an infected person.

There are two main types of mpox - Clade 1 and Clade 2.

A previous mpox public health emergency, declared in 2022, was caused by the relatively mild Clade 2. However, this time it is the far more deadly Clade 1 - which has killed up to 10% of those getting sick in previous outbreaks - that is surging.

There was a change in the virus around September last year. Mutations led to an offshoot - called Clade 1b - that has since spread rapidly. This new variant has been labelled “the most dangerous yet” by one scientist.

Since the start of the year, there have been more than 13,700 cases of mpox in the DR Congo, with at least 450 deaths.

It has since been detected in other African countries - including Burundi, the Central African Republic, Kenya and Rwanda.

It is hoped the declaration of mpox as a public health emergency will lead to research, funding, and the introduction of other international public health measures being accelerated.

Dr Josie Golding, from the Wellcome Trust, said it was a "strong signal", while Emory University's Dr Boghuma Titanji said the move "underscores the gravity of the crisis".

Prof Trudie Lang, the director of the Global Health Network at the University of Oxford, said it was "important and timely", but added that the emergence of a new strain meant there were "many unknowns that need to be addressed".

In July 2022 the milder Clade 2 strain of mpox spread to nearly 100 countries , including some in Europe and Asia.

It spread rapidly, and there were more than 87,000 cases and 140 deaths reported during that outbreak, according to a WHO count.

Although anyone can catch monkeypox, the outbreak was largely concentrated among men who had sex with men.

That outbreak was brought under control by vaccinating vulnerable groups.

On Tuesday, scientists from the Africa Centres for Disease Control and Prevention declared a public health emergency.

The head of the organisation, Jean Kaseya, warned that this current outbreak could spiral out of control if immediate steps were not taken to contain it.

"We must be proactive and aggressive in our efforts to contain and eliminate this threat," he said.
