13 ways to save the Earth from pollution

You might use plastic water bottles, yogurt cups, and straws for just a day, but they can remain in the environment for years. And that pollution can harm habitats and the animals that live there. Cut down Earth’s trash with these tips. 

Bust the balloons

Balloons eventually fall back down to Earth … and can end up in the ocean, entangling animals or being mistaken for food. Skip the balloons at your next party, and ask friends to do the same. Make pom-pom decorations instead!

Bin for the win

Always throw trash in the can. Garbage left outside might harm wildlife and end up in the ocean. Trash that’s properly brought to a landfill is kept out of the sea.

Fish responsibly

If you go fishing, don’t leave nets or lines in the water. Animals can become entangled in the trash.

Scientists estimate that about half the world’s sea turtles accidentally eat plastic and other trash. Keep the ocean clean by never leaving toys or trash at the beach.

Dump plastic

According to one study, over eight million tons of plastic pollution end up in the ocean each year. Drink from a refillable water bottle, place your sandwich in cloth or a reusable container, and use bar soap instead of bottled.

Garbage club

Form a club in your classroom to reduce your waste at school . Monitor what’s thrown away each week, and think about ways to cut down on those items.

Trash trooper

Participate in a community cleanup . The groups that host the events sometimes weigh the collected trash, which helps leaders make decisions about laws that encourage people to waste less.

Recycle right

People in the United States recycle only about 35 percent of their waste, so recycle what you can. Ask for help to create a paper and plastic recycling program in your classroom.

Business talk

Does your favorite ice-cream shop use plastic spoons? Ask an adult to help you talk to the owner about switching to a non-plastic option. Some kinds of spoons are even edible!

Do-good goodie bag

Don’t fill your birthday goodie bags with plastic yo-yos and other trinkets for your friends. Instead, give them homemade treats or coupons to a local bakery.

Straw sense

Experts estimate that Americans use about 500 million plastic straws a day, and they’re one of the top 10 trash items found during ocean cleanups. If you must use a straw, find a reusable metal straw or a paper version or make your own.

Pest Friends

Ask your parents to buy food and clothes that are made without pesticides—chemicals sprayed on crops to kill bad bugs. The problem? Pesticides also can kill critters like bees that are eco-friendly.

Stuffed with stuff

Items shipped to your home often come wrapped in plastic packaging; toys bought at the store are covered in it. Think about what can be bought secondhand, what can be shared, and what doesn’t need to be purchased at all.

What is Environmental Pollution?

The phenomenon of undesirable changes in the surroundings that are harmful to animals and plants, and leads to environmental degradation is known as environmental pollution. These changes can occur because of the solid, liquid or gaseous pollutants. For example, DDT, plastic, and heavy materials take more time to degrade and are known as notable pollutants. For the determination of risk assessment of public health, concentration of pollutants is measured.

The presence of contaminants in the environment is referred to as pollution. Gases like Carbon Dioxide (CO2) and Carbon Monoxide (CO), among others; solid pollutants like plastic, sewage, etc.; and chemicals like fertilisers, as well as those produced as byproducts in manufacturing, transportation, etc., are a few examples of polluting substances.

The immediate result of pollution is that it makes the world’s natural resources useless or toxic to use, as well as leads to the extinction of species and ecological imbalance. Although the world has begun to understand the importance of addressing pollution if the planet and its biodiversity are to be conserved there is still a long way to go.

Everything that makes up the environment, including the air, water bodies, flora, and wildlife, is impacted by pollution in one way or another. There are four main types of pollution – Air Pollution, Water Pollution, Noise Pollution and Soil or Land Pollution . Additionally, pollution contributes to global issues including acid rain, global warming, and greenhouse gas consequences. A rise in the planet’s average surface temperature is referred to as global warming, and it causes starvation, floods, and droughts.

Environmental pollution has a wide-ranging impact. In addition to the current effects of pollution, a lack of effective pollution prevention measures also imperils the future of various species. The pollution is causing harm at a far faster rate than it can be healed. Reversing the environmental harm we have caused could take generations, and even then, it won’t be simple. It will require tight discipline and commitment to stop pollution.

The best ways feasible are being used by various nations to respond to these catastrophes. More efforts are being launched to raise public awareness about the dangers of pollution and the importance of preserving our ecosystem. Greener lifestyles are gaining popularity; examples include using wind and solar energy, new climate-friendly cars, and energy-efficient lighting.

Pollution is the term used to describe the entry of pollutants into the environment. Noise, water, and air pollution are only a few of the several types of pollution. There is a direct relationship between the rise of pollution levels and illnesses among people. Therefore, it is important for everyone to be knowledgeable about pollution, its impacts, and effective ways to eliminate it. Our environment needs a balanced combination of all components, just like our body requires a balanced diet. The environment is polluted by any substance that is present above that limit for example rise in the levels of nitrogen oxides and carbon dioxide in the atmosphere causes harm to human health due to poor air quality. 

All forms of pollution, whether in the air, water, soil, or noise, have a negative impact on living things. Deadly diseases that are brought on by the contamination of soil, water, air, or sound affect organisms.

Among the most common disorders brought on by air pollution are acute lower respiratory infections in children, ischemic heart disease, stroke, lung cancer, chronic obstructive pulmonary disease (COPD), and lung cancer. Air pollution is a major contributor to a number of ailments in India, including strokes, bronchitis, heart attacks, lung diseases, cancer, and early mortality from heart disorders. The most pressing issue in the world now is global warming, which is caused by air pollution.

Around the world, poor drinking water quality is the reason behind 50% of child deaths and 80% of illnesses, including more than 50 different diseases. Water pollution causes diarrhoea, skin diseases, malnutrition, and even cancer, as well as other issues that are related to it.

 Every day, noise pollution has an effect on millions of people. The most frequent result of this is noise-induced hearing loss (NIHL). Loud noises have the potential to cause stress, high blood pressure, heart disease, and sleep difficulties. Children in particular are prone to these health issues across the board in terms of age groups. Noise pollution is extremely harmful, and it’s especially deadlier for people with heart issues. 

Use of the 3Rs, or reduce, reuse, and recycle, is the first step in reducing pollution. People should use air conditioners less since they generate noxious gases, such as ozone-depleting chlorofluorocarbons, which will minimise air pollution.

Reducing the number of vehicles on the road will also help to clean up the planet’s air. The more often cars are used, the more dangerous chemicals like sulphur dioxide, nitrogen oxides, carbon monoxide, and hydrocarbons that contribute to major air pollution are released into the atmosphere.

Increasing public awareness is a further means of reducing pollution on Earth. Through programmes like the “Go Green” campaign, which urges people to plant more trees and use recyclable materials in their daily lives, awareness can be raised about the significance of eliminating pollution on Earth. The “Earth Hour” is another globally recognised event that calls for everyone to turn off all lights for one hour in order to raise awareness of the significance of reducing electricity usage in order to minimise pollution on Earth.

The government’s obligation to maintain national laws is one way to reduce pollution on Earth. Offenders should be subject to harsh penalties, such as increased fines and longer prison terms, which will force them to reconsider their influence on the environment and serve as a message to those who are not currently involved but who might be in the future.

Causes | Environmental pollution is the contamination of the environment through the emissions of pollutants including harmful gases, chemicals, and particulate matter. It is caused by human activities such as burning of fossil fuels, deforestation, and industrial pollution. These activities have caused global warming, acid rain, and water and air pollution, leading to global environmental degradation.

Types | There are different types of environmental pollution. The most common type is air pollution, which is caused by burning of fuels and other industrial activities. Water pollution is another common type of pollution which is caused by sewage and industrial waste. Soil pollution is caused by overuse of pesticides and other chemicals. Noise pollution is caused by traffic, construction activities, and industrial noise. Light pollution is caused by the emission of artificial light.

Impact | The impact of environmental pollution is far-reaching and devastating. Air pollution can lead to respiratory diseases, while water pollution can contaminate drinking water and cause health issues. Land pollution causes reduction in soil fertility and even destruction of natural habitats for animals. In addition, it can lead to the destruction of ecosystems, which in turn leads to a decrease in biodiversity.

Environmental pollution has serious impacts on both humans and the environment. It affects air quality, water quality, soil fertility, and public health. Poor air quality affects the respiratory system, leading to respiratory illnesses like asthma and bronchitis. Water pollution can lead to the spread of diseases like cholera, typhoid, and dysentery. Soil pollution can reduce crop yields, leading to food insecurity.

Types of Environmental Pollution

Air | Air pollution is the introduction of dangerous compounds into the atmosphere, which has a negative influence on the environment and humanity. Air pollution simply makes the air impure or contaminated. It happens when noxious gases, scents, dust, or fumes are discharged into the air in concentrations that endanger human and animal comfort or health or even kill plant life.

Water | The act of contaminating water bodies, such as rivers, oceans, lakes, streams, aquifers, and groundwater, is known as water pollution. It happens when foreign, dangerous substances—such as chemicals, garbage, or polluted materials are released into bodies of water, either directly or indirectly.

Land | When the quality of the earth's land surfaces in terms of use, landscape, and capacity to support life forms is compromised or destroyed, this is referred to as land pollution. It is frequently brought on by human activity and the misuse of land resources, both directly and indirectly.

Soil | Chemical pollutants can pollute soil or cause it to degrade through activities like mining, clearing vegetation, or topsoil erosion. Typically, it occurs when human activities bring harmful chemicals, substances, or items into the soil.

Noise | Noise pollution is an unpleasant sound or a sound that causes excruciating ear pain. Noise pollution is described as unpleasant and unwanted sound levels that cause significant distress to all living beings. It is measured in decibels (dB).

Factors Responsible For Environmental Pollution

All levels of government should give pollution prevention a high priority, incorporate it into development planning, and tie it to commitments regarding climate change, SDGs, and the prevention of non-communicable diseases. Some options are both affordable and offer good returns on investment.

Secondly, governments should increase funding for pollution control and prioritize it by health impacts. There should be a significant increase in the financing for pollution management in low- and middle-income nations, both from national budgets and international development organizations (The Lancet Commission on Pollution and Health, 2017). The most effective international support for pollution reduction is when it mobilizes additional actions and funding from others. Examples include helping towns and nations that are quickly industrializing concerning technical capacity building, regulatory and enforcement support, and support for direct actions to save lives. Monitoring financing initiatives are necessary to determine their cost-effectiveness and to raise accountability.

Thirdly, organizations should work to build multicultural partnerships for pollution control. Public-private partnerships and interagency cooperation can be powerful tools in creating clean technology and energy sources that will ultimately prevent pollution at its source (The Lancet Commission on Pollution and Health, 2017). Collaborations between ministries that include the ministries of finance, energy, development, agriculture, and transport, as well as the ministries of health and the environment, are crucial in pollution control. Governments should promote monitoring systems that could identify and apportion pollution sources, measure pollution levels, guide enforcement, and assess progress toward goals. The use of new technology in pollution monitoring, such as data mining and satellite images, can boost effectiveness, broaden the monitoring area, and cut costs.

One of the main issues facing the world in the current period is pollution. Natural resources are depleting daily due to car emissions, new technologies, factories, and chemicals added to food. All of these factors seriously harm the world. However, the problems caused by pollution can be prevented by building multicultural partnerships, increasing funding for pollution control, integrating it into the country’s planning process, and adopting new technology for monitoring pollution. How to reduce human-caused environmental changes

One way we can reduce is by being extra cautious about the overexploitation of water. Don’t keep your water running and cut down on lawn sprinkler systems.

2. Habitat destruction

We are part of the ecosystem that we live in, so we must support it. The humans vs. nature predicament has never been a productive one and leads to a destructive mindset. Changing this mindset can lead you to be more mindful and respectful of hiking trails, your camping footprint, and nature in general. We are meant to enjoy the beauty of nature, but we should not feel entitled to abuse it.

3. Invasive species

Invasive species prove their destructive nature by causing extinctions, competing with other species, and reducing diversity in the ecosystems they invade, but they also cost the US economy approximately 120 billion dollars per year. Three easy combative measures we can take against invasive species include, never releasing pets into the environment, cleaning boats after removing them from the water, and planting native species in your yard.

Whether it is trash, chemicals, or light, the whole Earth suffers from pollution, and, luckily, we can alleviate the problem through simple efforts.

Some solutions include:

• Avoiding excess use of pesticides and fertilizer. Following instructions helps to avoid infecting ground water and causing pollution. 
• Picking up litter so it isn’t ingested by animals or infecting waterways.
• Minimizing the use of outside lights. 
• Learning to enjoy nature quietly.  

5. Climate change

Broad scale problems like climate change aren’t easily solved, but simple efforts make a difference. Consider your modes of transportation, electricity use, and the benefits of buying locally. Making choices that consider the climate change problem are healthy for the planet and you.

We should be aware of all the possible preventive measures to help reduce every kind of pollution such as to curb air pollution, we should avoid bursting crackers during any festival or using public transport or carpool to reduce air pollution or cutting down the usage of loud loudspeaker, and public honking would help in noise pollution. We should always be aware of this situation and take measures accordingly. It’s us who should be cautious in the beginning and make everyone else surrounding us conscious as well. We should take eco-friendly steps like planting more trees, reducing the usage of plastic, using more sustainable products in the household etc. while talking about the pollution of the entire world, you should always remember that every small step will lead to a bigger impact one day.

Looking toward the year ahead, people might want to make some resolutions that support the environment. But what actions actually make a difference? And what is a reasonable goal to attain? We asked those questions to some of Stanford’s sustainability experts, who very much believe that we can each contribute to a better world through relatively simple acts.

“Our individual choices matter for ourselves, our communities, and our planet,” said Desiree LaBeaud , professor of pediatrics in the School of Medicine . “By getting aligned with our deep values and intentionally making sustainable choices in our behavior, we simultaneously improve our own well-being and serve as a role model for others around us.”

Alongside LaBeaud, the following tips are courtesy of Nicole Ardoin , the Emmett Family Faculty Scholar and an associate professor of Environmental Behavioral Sciences in the Stanford Doerr School of Sustainability (SDSS); Alison Bowers, senior research associate in the Ardoin Social Ecology Lab ; Barbara Erny , adjunct clinical associate professor of allergy and immunology at Stanford Medicine; and Ellen Oh, director of interdisciplinary arts programs in the Office of the Vice President for the Arts.

1. Reduce, reuse, then recycle

The three Rs are actually in order of best practice. “People should try to focus more on reducing and reusing, rather than recycling,” advised Ardoin, citing a recent Nature Sustainability article about people’s bias toward recycling.

LaBeaud, for her part, reuses hard-to-avoid plastics – like those that bread and tortillas are sold in – to separate and carry produce rather than using the store’s plastic produce bags.

Recognizing the growing understanding of the impact of clothing waste on the environment, Bowers recommends shopping at secondhand or thrift stores.

2. Turn waste into art

“Just like Denning Visiting Artist Jean Shin , recycle/reuse cast-off materials to make art projects,” said Oh. Shin worked with LaBeaud’s nonprofit, HERI in Kenya and across Stanford, including LaBeaud’s lab, to make large-scale sculptures from plastic waste. Sea Change was unveiled on Earth Day 2023 in the center of Diani-Ukunda in south coastal Kenya, and Plastic Planet was presented in May 2023 in the lobby of the Stanford School of Medicine’s Biomedical Innovations Building.

Not only does this type of art keep materials from landfill, it can also help people reflect on and elevate sustainability topics. 3. Flex your power

Stanford research encourages electric vehicle (EV) users to charge their EVs in the daytime and at work. In places with solar and wind power, there tends to be excess electricity available during the day. And charging at work can avoid overwhelming local, neighborhood grids. “We were able to show that, with less home charging and more daytime charging, the Western U.S. would need less generating capacity and storage, and it would not waste as much solar and wind power,” said lead author Siobhan Powell, mechanical engineering PhD ’22, in a press release about the work.

Even without an EV, the same idea applies to household appliances. “I save energy by washing dishes and clothes in the daytime when energy needs are less and power is less expensive,” said LaBeaud.

4. Eat more plants

Recent Stanford research on food-related carbon footprints found that a ground beef hamburger patty has a carbon footprint that’s eight to 10 times higher than a chicken patty and around 20 times higher than a vegetarian patty. To reduce meat consumption, Erny recommends starting by replacing beef once a week with a plant-based protein source, shrinking your portions of meat, adding legumes and nuts to your meals, and experimenting with plant-forward culturally traditional recipes.

Additionally, a new Stanford Medicine-led trial of identical twins comparing vegan and omnivore diets found that a vegan diet improves overall cardiovascular health.

5. Cut down on food waste

“There is never enough emphasis on food, which is responsible for 37% of U.S. greenhouse emissions,” said Erny. She added that 40% of edible food in the U.S. is wasted, and the majority of that is food wasted by consumers. Erny’s tips to address this include bringing your own carry-out container to restaurants, planning meals to avoid over buying, getting creative with leftovers, and being sure to compost food scraps.

6. Get in touch with nature – even if you’re indoors

“Spending time in nature-rich settings can help build a sense of place, which research indicates can support a range of pro-environmental behavior,” said Ardoin. “And time in nature has a host of personal benefits, such as improved physical and mental health,” offered Bowers. A 2022 study , which Ardoin co-authored, suggests that even the presence of natural materials – like wood furniture instead of plastic – and of a window can help with stress reduction.

You don’t need to travel far to achieve these benefits, Ardoin and Bowers added, because they can accrue from visiting urban nature settings such as pocket parks, as well as interacting with street trees and even indoor plants.

7. Take the train

If you’re hesitant about trying out train travel, take inspiration from the journey of sustainability scientist Kim Nicholas , environment and resources (E-IPER) PhD ’09 and former visiting scholar at the Stanford Woods Institute for the Environment. In lieu of a traditional wedding, she planned a cross-continent train trip with her husband-to-be. “If you’re someone who flies and drives frequently, especially long distances, your carbon footprint is materially important to addressing the climate crisis,” said Nicholas. She recommends reducing overconsumption, particularly of transport, which, she explained “for the wealthy, and especially the top 1%, is about 60% of our total footprint.”

8. Use your voice

Discuss your sustainability goals and concerns with friends, neighbors, and even local leadership. “Talking about sustainability issues within your social networks and seeking out social connections based on a shared interest in sustainability can be an important step toward making a difference,” said Ardoin. In this vein, working with local parks and schools, Ardoin’s Social Ecology Lab developed the Dear Planet Earth project, an initiative designed to encourage reflection on our place in a changing planet and inspire action.

Ardoin noted that leveraging collective action is key to effectively addressing a range of sustainability challenges, from climate change to biodiversity loss, among others.

Recognizing that these topics can be hard to broach, Erny offered the following advice: “Talk about climate change as it relates to human health. It is often the most accepted way of communicating about the issue.”

Many of our experts also stressed the importance of voting with the environment in mind. “Consider candidates’ stances on sustainability and environmental issues when voting,” suggested Bowers.

“All changes start with one spark, one person doing the right thing. It is how societies advance themselves,” said LaBeaud. She also offered the following quote from anthropologist Margaret Mead, “Never doubt that a small group of thoughtful, committed citizens can change the world. Indeed, it’s the only thing that ever has.”

Ardoin is also a senior fellow at Stanford Woods Institute for the Environment and an affiliate at the Precourt Institute for Energy. Erny is also a faculty fellow at the Center for Innovation in Global Health (CIGH) . Wars cause widespread pollution and environmental damage − here’s how to address it in peace accords

As wars grind on in Ukraine and Gaza , another location ravaged by conflict is taking steps to implement a historic peace agreement. From the mid-1960s through 2016, Colombia was torn by conflict between the government, leftist guerrilla movements and right-wing paramilitary groups. Now the government and rebels are working to carry out a sweeping accord that addresses many critical sectors, including environmental damages and restoration.

University of Notre Dame researchers Richard Marcantonio and Josefina Echavarria Alvarez study peace and conflict issues, including their effects on the environment. They currently are advising negotiations between the Colombian government and several rebel factions over wartime damage to soil, water and other natural resources. They explain that while Colombia’s transition from war to peace has been difficult, the accord offers a model for addressing the ravages of war in places such as Gaza and Ukraine.

Is it common for peace settlements to address environmental harm?

Few agreements include environmental provisions, and even fewer see them carried out, even though research shows that many drivers of conflict can be directly or indirectly related to the environment .

We work with a research program at the University of Notre Dame called the Peace Accords Matrix , which monitors the implementation of comprehensive peace accords in 34 countries worldwide. Only 10 of the accords have natural resource management provisions agreements, and these typically have not triggered major steps to protect the environment.

How is the Colombia accord different?

Colombia’s is seen as the most comprehensive peace accord that has been signed to date. It considers issues ranging from security to social justice and political participation, in great detail.

The accord acknowledges that a peaceful postwar society requires not only respect for human rights but also “protection of the environment, respect for nature and its renewable and nonrenewable resources and biodiversity .” More than 20% of the commitments in the agreement have an environmental connection.

They fall into four main categories:

– Adapting and responding to climate change

– Preserving natural resources and habitats

– Protecting environmental health through measures such as access to clean water

– Process issues, such as ensuring that communities can participate in decisions about rural programs and resource management

There also are gaps. For example, many protected areas have been deforested for ranching and coca production in the postaccord period. And there are no provisions addressing toxic pollution, an issue other agreements also neglect .

Often there are power vacuums during transitions between war and peace , when government agencies are working to reestablish their operations. Natural resources and environmental health need protection during these phases.

In Sierra Leone, for example, resource extraction by foreign companies drastically ramped up immediately after the Lome Peace Agreement eventually ended that nation’s civil war in 2002. Companies exploited a lack of governance and support in the rural areas and often mined metals illegally or hazardously without any regulatory oversight. Today these areas still struggle with mining impacts, including contaminated drinking water and fish , the primary protein source in the area.

What is the environmental toll of war in Ukraine?

The damage is vast: There’s air, water and soil contamination, deforestation and enormous quantities of waste, including ruined buildings, burned-out cars and thousands of tons of destroyed military equipment. Russia’s destruction of the Kakhovka Dam flooded villages, destroyed crops and wrecked irrigation systems.

The cost estimates are staggering. A joint commission of the World Bank, the government of Ukraine and other institutions currently estimate direct damages at roughly US$152 billion .

In addition, cleaning up sites, rebuilding infrastructure and other repairs could cost more than $486 billion over the next decade, as of late 2023. That figure rises every day that the war continues .

There’s broad interest in a green and sustainable reconstruction that would include steps like using sustainable building materials and powering the electricity grid with renewable energy. President Volodymyr Zelenskyy has been adamant that Russia must pay for the damage it has caused. It’s still unclear how this would work, although some U.S. and European lawmakers support seizing frozen Russian assets held in Western banks to help cover the cost.

There is a legal basis for holding Russia accountable. In 2022, the U.N. General Assembly adopted a set of principles for protecting the environment during armed conflicts . Among other existing statutes, they draw on a protocol to the Geneva Conventions of 1949 that prohibits using “methods or means of warfare which are intended, or may be expected, to cause widespread, long-term and severe damage to the natural environment .”

There has been only modest discussion so far of how to integrate these principles into a formal peace agreement between Ukraine and Russia. But a working group that included Ukrainian and European Union officials and former leaders from Sweden, Finland, Ireland and Brazil has recommended a framework for addressing environmental damage and holding perpetrators accountable .

What environmental impacts are known or asserted in Gaza?

Environmental damage in Gaza also is devastating . The U.N. estimated in early 2024 that over 100,000 cubic meters (26 million gallons) of untreated sewage and wastewater were flowing daily onto land or into the Mediterranean Sea .

Gaza’s drinking water system was insufficient before the war and has been further weakened by military strikes . On average, Gazans now have access to about 3 liters of water per person per day – less than 1 gallon.

Thousands of buildings have been destroyed, spreading hazardous materials such as asbestos . Every bomb that’s dropped disperses toxic materials that will persist in the soil unless it’s remediated. Simultaneous environmental and infrastructure impacts, such as water and power shortages, are contributing to larger crises , such as the collapse of Gaza’s health care system, that will have long-lasting human costs.

How can future peace accords address these impacts?

Integrating the environment into peace accords isn’t easy. Resources such as energy, clean soil and water are vital for life, which is precisely why military forces may seek to control or destroy them . This is happening in both Ukraine and Gaza .

Peace negotiators tend to focus on social, political and economic issues, rather than environmental reparations. But leaving environmental damage unresolved until after a peace accord is signed keeps people who have been displaced and marginalized by conflict in precarious positions .

It may even cause fighting to resume. According to the U.N. Environment Program, at least 40% of all wars within states in the past 60 years have had a link to natural resources. In those cases, fighting was twice as likely to resume within five years after conflict ended .

We see some lessons for future negotiations.

First, it’s important for accords to recognize environmental harm as one of war’s main consequences and to acknowledge that a healthy environment is essential for sustainable livelihoods and peace.

Second, connecting environmental provisions with other issues, such as rural reform and political participation, can create better, more sustainable and equal conditions for reestablishing democracy. The Colombia accords are an example.

Third, it is important to clearly define goals, such as what infrastructure and institutions need to be rebuilt, who is in charge of getting those tasks done, and the timetable for doing it. This can help ensure that environmental restoration doesn’t become a secondary goal.

Fourth, the international community has an important role to play in monitoring and verifying environmental restoration and providing financial and technical support. Foreign donors have already pledged $66 billion for rebuilding Ukraine and have said that they will require grantees to follow strict environmental standards in order to receive financing.

Reconstructing nations and simultaneously regenerating communities and ecosystems after wars is a daunting mission, but it’s also an opportunity to build something better . We see Ukraine and Gaza as potential test cases for addressing war’s toll on the environment and creating a more sustainable future.

Bathing water quality remains high overall, but heavy summer rainfall is putting pressure on our beaches

The Environmental Protection Agency (EPA) has today published the Bathing Water Quality in Ireland report for 2023 which shows that water quality at the majority of Ireland’s bathing waters was of a high standard.

• Bathing water quality in 2023 was high overall, with 97 per cent (143 of 148) of sites meeting or exceeding the minimum standard, the same number as in 2022.
• 114 bathing sites (77 per cent) had excellent water quality, down from 117 in 2022. 
• The number of beaches with poor bathing water quality increased to five, compared with three in 2022.  Discharges from wastewater overflows and misconnections are the main issue at these beaches.  
• The wet weather in July and August 2023 put pressure on our beaches resulting in more beach closures to protect public health.
• The rainfall events in 2023 highlighted the need to build climate resilience into the effective management of bathing waters.  

16 May 2024: The Environmental Protection Agency (EPA) has today published the Bathing Water Quality in Ireland report for 2023 which shows that water quality at the majority of Ireland’s bathing waters was of a high standard. 77 per cent of bathing sites have 'Excellent’ water quality while 97 per cent meet the minimum standard. 

Bathing water quality can be impacted by heavy rainfall. This results in waste water overflows and in runoff from agricultural lands and urban areas which can cause short-term deterioration in water quality. In 2023 urban waste water related incidents were the most frequently reported cause of beach closures. Run-off from agriculture, fouling from dogs left on the beach, wastewater from properties going to surface water drains rather than sewer (known as misconnections) and algal blooms also impacted on bathing waters. 

Record rainfall levels in July and storms in August led to more beach closures in 2023 than in previous years. The rainfall events in 2023 highlighted the need to build climate resilience into the effective management of bathing waters.

Commenting on the report, Dr Eimear Cotter, Director of the EPA, Office of Evidence and Assessment, said:

“While our bathing water quality is generally very good overall, there is a need to build climate resilience into the management of bathing waters to reduce the risk of pollution following heavy rainfall.  This needs action by all sectors including Uisce Éireann, local authorities, and agriculture to reduce overflows from urban waste water systems, and runoff from urban areas and agricultural land.  While beach closures play an important role in protecting bathers’ health, local authorities need to improve their understanding of the pressures which can impact beaches in the context of changing rainfall patterns.”  

The number of beaches classified as poor increased from three to five in 2023.  These are Balbriggan Front Strand Beach, Lady’s Bay (Buncrana), Trá na mBan (An Spidéal), which were also poor in 2022, and Loughshinny and Sandymount beaches in Dublin. The relevant local authorities and Uisce Éireann have plans in place to improve water quality at these beaches. These must be fully implemented to make these beaches safe for swimming.   

No new bathing water sites were identified in 2023, although monitoring continues at almost 80 beaches not formally identified.  The EPA encourages swimmers to engage with local authorities to officially identify and manage additional bathing sites to protect bathers’ health.

In summary the key findings of the Bathing Water Quality in Ireland report for 2023 were:

• 97 per cent of bathing waters (143 of 148) met or exceeded the minimum required standard. 
• 114 (77 per cent) bathing waters were classified as ‘Excellent’, down from 117 in 2022.
• Balbriggan – Front Strand Beach, Co. Dublin which is impacted by sewage discharges and misconnections; faeces from dogs, birds and other animals and contaminated surface streams flowing through the town.
• Loughshinny Beach, Co. Dublin, which is impacted by sewage discharges, misconnections from domestic plumbing systems, septic tanks, faeces from dogs, horses and birds, and contaminated streams which flow into the bathing water.
• Sandymount Strand, Co. Dublin, which is impacted by pollution from contaminated streams, misconnections, sewage discharges and faeces from dogs and birds.
• Lady’s Bay, Buncrana, Co. Donegal which is impacted by Buncrana waste water treatment plant, combined stormwater overflows, and surface run-off, which are made worse by heavy rainfall.
• Trá na mBan, An Spidéal, Co. Galway which is impacted by the Spiddal sewer network, run-off from agriculture, and discharges from septic tanks.

Local Authority management plans have been put in place to address the sources of pollution at these beaches.

• One bathing water, Aillebrack/Silverhill Beach, Co. Galway was classified for the first time with Excellent quality. 
• There were no new bathing waters identified in 2023.
• 45 pollution incidents were reported to the EPA during 2023, in comparison to 34 in 2022. Incidents have the potential to cause a pollution risk and, when they occur, swimming restrictions are applied at the beach until sampling shows the water quality is safe.
• Local authorities also put up 228 ‘Prior Warning’ notices at beaches in 2023, to warn swimmers that short-term pollution (lasting no more than a few days) may occur due to heavy rainfall. This was an increase of 42 from 2022. These warnings are removed when sampling shows the water quality is safe.

Bathing season: The designated bathing season in Ireland is from 1st June to 15th September.

Identified Bathing Waters: This is the legal term used for those beaches and lakes managed under the Bathing Water Regulations.  Local authorities are responsible for identifying Bathing Waters within their area annually. The 148 identified bathing waters are either coastal or inland waters widely used by the public for bathing and are monitored, managed and assessed under the requirements of the 2008 Bathing Water Quality Regulations .

Classification: Bathing areas are classified in one of four categories namely ‘Excellent’, ‘Good’, ‘Sufficient’ or ‘Poor’.  The minimum mandatory requirement is for ‘Sufficient’ quality.  Any waters graded as ‘Poor’ require that management measures be put in place to identify and eliminate the sources of pollution.

Assessment: Bathing Waters are classified based on a statistical assessment of monitoring data over a four-year period.

Bathing at sites classified as having ‘Poor’ water quality: The fact that any bathing water has been classified as ‘Poor’ means that there is a risk of microbiological pollution being present which could potentially cause illness such as skin rashes or gastric upset.  Under the Bathing Water Regulations, local authorities are required to put in place notifications for the entire bathing season advising the public against bathing.  This could include a bathing prohibition if a serious pollution incident occurs.

Pollution incident: This is an incident that has the potential to cause the bathing water quality to deteriorate, for example when there is a stormwater overflow from a waste water treatment plant, or when sampling identifies pollution. A precautionary approach is taken when reporting incidents, meaning that not all incidents result in a deterioration in the bathing water quality. This approach is taken to protect bathers’ health. When a pollution incident occurs, local authorities apply a swimming restriction at the bathing water. The restriction stays in place until water sampling shows that the water quality has returned to normal.

Prior Warning: Prior Warnings (also known as ‘Short-Term Pollution’) are used in a precautionary approach to protect bathers’ health by advising the public of possible short-term pollution events which usually last for only a few days at most. These are used by many local authorities when heavy rainfall is forecast.

10 Ways to Minimize Your Environmental Impact on the Road

Select reusable tableware, straws, and packaging over the single-use plastic versions of the latter. It helps to reduce the amount of plastic pollution in the environment, hence saving the environment.

6. Choose Eco-Friendly Accommodations

9. Offset Your Carbon Footprint

Look for carbon offset programs and projects that are environmentally friendly, such as clean energy and forest restoration, to compensate for travel emissions.  Many groups offer people the opportunity to offset the carbon content of their air travel by converting  them into carbon units. Carbon offsetting can make travel emission-free ; thus, it has become a choice tool in climate change mitigation.

10. Leave No Trace

When traveling, always try to lighten waste loads and do  not interfere with wildlife habitats and track patterns; rather, adopt a culture of leaving no trace behind. Dispose of wastes properly and avoid environmental pollution. As long as individuals behave responsibly while on tour, protecting nature and wildlife will ensure  that they  are available for future generations’ pleasure.

1. Introduction

We are the Environment Agency ( EA ), a non-departmental public body established in 1996 and sponsored by the  Department for Food and Rural Affairs ( Defra ). In our roles as regulator, operator, adviser, responder, and research centre, we are tasked with:

• protecting and enhancing the environment as a whole
• contributing towards sustainable development

Our remit primarily covers England, though our influence and collaboration with other UK environmental bodies and partners extends beyond England’s borders. England represents approximately:

• 13 million hectares of land
• 22,000 miles (35,000 km) of river
• 3,100 miles (5,000 km) of coastline seawards to the three-mile limit, which includes 2 million hectares of coastal waters

Through our work we contribute towards the UK government’s 25 Year Environment Plan ( 25YEP ) which launched in January 2018. It set out 10 ambitious goals relating to key aspects of our remit including:

• the environment
• biodiversity
• air quality
• waste reduction
• climate change mitigation

The Environment Act 2021 legally enshrined the commitment to refresh the 25YEP every 5 years. In 2023 the first review of the 25YEP resulted in the Environmental Improvement Plan ( EIP ). The plan builds upon the vision of the 25YEP and sets actions to achieve its goals. It reflects the UK’s commitment to environmental stewardship and global biodiversity conservation.

Key areas we contribute to include:

• halting biodiversity decline
• resource management
• climate change adaptation
• enhancing beauty and heritage

EA2025 – our current 5-year corporate action plan – comes to an end in March 2025. It reflects the ambition of the 25YEP .

This business plan sets out our priorities for 2024 to 2025. It will help focus our delivery as we transition to a new corporate action plan in our 30th anniversary year.

2. Foreword from the Chair

As the primary environmental regulator in England, we exist to create better places for people, wildlife, and the environment. We are here to:

• protect and improve the environment
• support sustainable development

This business plan represents a hugely important and exciting step forward for the Environment Agency. It will guide our delivery towards this mission for 2024 to 2025.

As Chair, I regularly meet with our partners, stakeholders, and communities up and down the country. They tell me they want the Environment Agency to:

• keep rivers clean
• hold polluters to account
• protect homes and businesses from the devastating impact of flooding

Their expectations are clear, and we must strive to meet them. Ultimately, we will be judged on our performance and the outcomes we deliver. We must therefore find ways to enhance and improve it in everything we do.

In the year ahead this includes:

• supporting our people to be more integrated and able to work more effectively as one team
• increasing transparency
• improving the way we use data and information to inform our decisions

This is already happening with regards to our role in ensuring people and wildlife have clean and plentiful water. This will continue to be a huge focus for the organisation. It remains one of the biggest challenges we face but also one of the biggest gifts we can give to future generations. This plan highlights work we will do this year to improve water quality. I look forward to meeting many of our new recruits who will drive this work forward in the year ahead.

We will contribute to green growth and a sustainable future for the country through our continued work on:

• the Flood and Coastal Erosion Risk Management Programme
• maintaining our strong performance on regulation

We can look back on 2023 to 2024 and be proud of what we have delivered. Through this business plan we can also look forward with a sense of optimism and determination. We know that if we can deliver it, we can achieve excellence as a leading environmental regulator. And more importantly make many people’s lives, and the places and environments in which they live, much better.

3. Foreword from the Chief Executive

Our 2024 to 2025 business plan marks the next stage in our journey. We shall focus on:

• meeting the aspirations and standards the public hold for us
• expanding our work on water quality and waste management
• committing to challenging but realistic efficiency and savings targets

We start the year having achieved very good results in 2023 to 2024. This includes:

• protecting more homes from flooding
• delivering an excellent incident response
• cleaner healthier air (year-on-year reduction in pollutants)
• protecting people and the environment through effective regulation (97% compliance at permitted sites)

Our customer service improved too, as we met Freedom of Information deadlines and service standards for permitting.

We have delivered these improved results whilst managing one of the wettest winters on record.

Three years into the second flood asset capital programme , we have protected an additional 88,272 properties (101% of target) on top of more than 314,000 homes protected under the first 6-year programme. Over the last winter period, sadly almost 7,000 properties did flood (with over 240,000 properties protected) which underlines the on-going threat flooding poses to people’s lives and livelihoods.

I pay tribute to all our staff who worked tirelessly, often through weekends and holidays, to deliver an effective response to the weather and flooding we experienced last year.

As we look to 2024 to 2025, we will meet 2 major challenges. Firstly, to deliver a step change in our work on water quality. This follows the government’s approval to invest up to £53m in a new water inspection, enforcement, and data capability. This will ensure we can play a key part in delivering the government’s accelerated Plan for Water , assessing our progress and contribution against our targets and performance framework. We will need to work with all parties to move the dial on water quality and we are determined to succeed as a regulator in this domain.

Our second challenge will be to realise a major step forward on waste management. The coming year has many critical milestones as we deliver the government’s ambitious waste strategy. Core to success will be finding our voice as a confident regulator, which responds to the concerns of communities impacted by poor waste management and waste crime.

Our people are of course at the heart of what we do. In the year ahead we have set targets to improve diversity, building on our success in the last year. We want to introduce new talent schemes, particularly for under-represented groups, expand our work in sponsoring early career professionals, and sign the Armed Forces Covenant.

We know we can rely on our talented, passionate, and skilled staff to deliver for the environment and our communities in the year ahead.

4. Final year of our 5-year corporate plan – EA2025

2024 to 2025 will be the final year of our current 5-year corporate action plan – EA2025 .

• reflects and connects with our people’s passion to protect and enhance the environment
• maps our varied and wide-reaching work to the ambition set out in the 25 Year Environment Plan ( 25YEP )

In the period of EA2025 the world came to grips with the Covid 19 global pandemic. For the Environment Agency, EA2025 helped us retain our sense of purpose and come through an enforced transformation on working practice. The pandemic also heightened the public’s awareness and appreciation of the environment and the places people live.

Our delivery of EA2025 has been tracked and published on GOV.UK in regular quarterly updates of our corporate scorecard . Whilst some of the measures have evolved over the period between 2020 to 2024, we can track our progress in delivering for the places and communities we serve. Our results in 2023 to 2024 are the latest in that series.

Looking ahead, we shall replace EA2025 with our new corporate action plan in 2025 when we will celebrate our 30th anniversary. We are focusing increasingly on the things we are uniquely placed and empowered to do to deliver against our long-term goals set out in EA2025. This focus aligns with:

• growing expectations of the public
• contributing to the delivery of the government’s Environmental Improvement Plan ( EIP )
• other significant contributions we make across a range of government policy and environmental legislation, including net zero and levelling-up

This 2024 to 2025 business plan will help us focus on:

• leveraging our roles (regulator, adviser, operator, responder and research centre)
• the powers given to us by government (as part of our statutory duties and legal responsibilities) to deliver on and progress the ambition set out in our long-term goals

In renewing our corporate plan, we shall take the opportunity to ensure we provide clarity to our people, our partners, and stakeholders, those we regulate, and the public on:

• our purpose as an organisation and our vision for the future
• how we shall bring all the resources we have to bear in delivering against that vision

5. Our performance in 2023 to 2024: making a difference

The Environment Agency use a red, amber, green system to see how we are performing:

• green - we are performing at or above the target(s) set
• amber - we are falling slightly short of the target
• red - there are improvements to be made

5.1 Corporate scorecard 2023 to 2024

6. our priorities and focus for 2024 to 2025.

In 2024 to 2025 we will do all we can to better enable our people to meet the challenges we face in the years ahead.

To do this means embarking on a journey of transformation. This is crucial if we are to secure the developments needed to improve our services to the public and to those we regulate.

A fundamental part of this journey will mean driving efficiencies and delivering better outcomes. In 2024 to 2025 we will focus on:

• developing and recruiting people with new skills
• applying new digital technology tools
• embracing a culture of innovation and agility
• providing clarity on priorities
• streamlining how we do things
• removing duplication
• speeding up decision making and action

Transformation will also underpin our drive to deliver efficiencies against our grant-in-aid and charges income. This will all mean we are better able to align our resources and effort to secure the best possible outcomes for people and the environment.

Our people are central to our future success. We will therefore continue to:

• prioritise their health, safety, and wellbeing
• provide opportunities for personal development and offer flexible working
• provide an inclusive and supportive working environment that reflects the diversity of the communities we serve

7. Focus areas for the year ahead

Our focus on water will mean a significant uplift in resources for our work to improve water quality, and options to address water quantity. We will :

• hire our first new water regulators and begin training them, as we expand our water industry water quality regulation teams from 130 staff to 340 by the end of the year
• deliver 4,000 inspections of wastewater and storm installations, and we will publish our findings
• look at options to use near real time event duration monitoring data, when it becomes available, as a development from the new data capabilities to provide mapped data on storm overflow spills and flow to full treatment data, which are already in use by Area teams
• complete 4,000 agriculture outcomes and farm inspections
• invest an additional £5.8m in 2024 to 2025 in water industry enforcement activity, enabling us to effectively tackle the worst offenders and make full use of voluntary undertaking and variable monetary penalties to tackle serious environmental offending impacting water
• continue to drive water industry investment through Price Review 2024, including securing options to close the 5 billion litre-per-day gap between supply and demand, and ensuring that the water industry deliver on their legal obligations to improve the water environment
• work with all water abstractors to help them understand and secure their water resilience
• deliver government initiatives to identify new water resource options, enable more efficient water use and return more water to the environment
• produce comprehensive classifications for all bathing waters, incorporate new bathing water designations in our operational activities, and ensure action plans are in place to address risk of non-compliance
• deliver the requirements of the River Basin Management Plan cycle and maximise Water Framework Directive delivery to 2027
• increase our Water Environment Improvement Programme delivery to £14.5m through partnership-working, delivering outcomes on Water Framework Directive measures
• deliver the Environment Agency elements of the Plan for Water

7.2 Flood and Coastal Erosion Risk Management Programme

In the year ahead we will:

• continue to deliver the government’s £5.6bn programme for flood protection and resilience including year 4 of our current six-year capital programme; the £200m flood and coastal innovation programme and the £25m natural flood management programme
• deliver the £100m Frequently Flooded Allowance to protect communities that have suffered repeated flooding, and the £75m Internal Drainage Boards fund to protect agricultural land and rural communities
• publish our next National Flood Risk Assessment ( NaFRA2 ) - this will provide an up to date understanding of both current and future flood risk for rivers, the sea and surface water
• develop our long-term investment plans for future flood and coastal resilience in advance of the next spending review
• complete the renewal of our commercial frameworks and establish a new charter for working collaboratively with our suppliers
• develop a strategy for improving the performance and reliability of our flood and navigation assets
• deliver on our Category 1 responder role to deliver a flood warning service under the Civil Contingencies Act (2004)

7.3 Waste and resources regulation

We will work to support the government’s ambitions for waste reduction through:

• focusing on our compliance work on poor performing waste management operators and directing resources to sites presenting a high fire risk or risk of abandonment
• increasing our emphasis on ‘upstream’ interventions, undertaking waste classification, waste acceptance and producer responsibility checks to prevent harm - such as the handling and disposal of non-permitted waste and sulphate waste as landfill and deposit for recovery sites
• directing our response to waste crime on the greatest threat, risk and harm, using best practice in risk assessment - this will mean closing high-risk illegal sites, stopping illegal waste exports and the mis-description of waste
• strengthening our intelligence-led approach and our collaboration with partners to target effort on offending and criminality in the waste sector
• our Waste Regulatory Reforms Programme to develop a new delivery model for new duties and introduce the Extended Producer Responsibility for packaging - this is worth £1.2bn per annum to the UK’s Gross Domestic Product

7.4 Regulation

We will be a confident regulator and maintain our strong performance on regulatory activities, including:

• focusing on high-risk activity, including Control of Major Accidents Hazards ( COMAH ), landfill regulation and abandoned sites, hazardous waste, agriculture compliance, oil refineries, nuclear sites, and radioactive sources to minimise adverse impacts on the environment and communities
• using our regulatory and advisory roles to support the nuclear sector’s contribution to sustainable development by delivering regulation and advice across the civil and defence nuclear lifecycles - delivering the programme to prepare for the regulation of Advanced Nuclear Technologies ( ANT ), including fusion
• ensuring we have a sustainable and class-leading permitting system
• supporting climate resilience and environmental protection and development of decarbonisation – Carbon Capture Utilisation and Storage ( CCUS ), hydrogen, decarb ready, advising government, developing regulatory approaches to innovation, implementing relevant legislation
• spatial planning – influencing strategic planning to identify opportunities for improving environmental and climate resilience. This includes working in partnership with others to protect, create and restore wildlife rich habitats and support nature recovery. Identification of environmental limitations that may shape and inform development programmes, particularly around water quality and water scarcity.
• focusing on our service to customers, delivering permit reviews, reservoir permits, Environmental Permitting Regulation ( EPR ) permits, water industry permits, digitalisation and standardisation of low-risk permits. We will adopt the new triage approach to enforcement, ensuring it is timely, intelligence-led and target effort based on threat, risk, and harm.

7.5 Organisational transformation

We will modernise our services and working environment through:

• creating a new unit in the business - the Strategy, Transformation and Assurance Directorate - to deliver ‘do it once’ services, improve our IT-enabled transformation effort, raise standards in our offer to our staff and provide better assurance of compliance across the business
• identifying and targeting key functions such as permitting that can benefit from digitalisation and service revision, through which we will deliver better customer experience and improved operational efficiency
• progressing towards our high ambitions for our staff through keeping them safe, strengthening our culture, offering a new talent scheme, greater interchange, new governance and initiatives to improve representation of staff from minority ethnic backgrounds by 1.5 percentage points
• improving our employee offer through targeted skills development, attraction and recruitment actions, and a continuous focus on how we reward our people, all guided by our People Strategy
• maintaining our performance against the Information Commissioner’s Office ( ICO ) standards for Freedom of Information and advancing plans to proactively publish more information

7.6 Efficiencies and value for money

We will improve management of our finances and value for money by:

• delivering £15m efficiencies to fulfil our Spending Review commitment, whilst maintaining performance
• reprioritising £8m of spending towards front line water quality work, which will be delivered by efficiencies
• reviewing more of our fees and charges, to ensure that the true cost of services is met by those that use them and bring our charges into line with other government bodies
• establishing a robust commercial plan to make best use of our assets to deliver greater taxpayer value and improve maintenance of our assets wherever possible
• continuing our close collaboration with the National Audit Office ( NAO ) to improve our understanding of our asset base, with a view to removing remaining accounting qualifications and holding significantly improved technical data

7.7 Providing advice to government

We will deliver on our role as the government’s adviser on pollution and environmental risks by:

• reinforcing our nuclear programme, with dedicated focus on Sizewell C nuclear power station
• continuing our programme of managing emerging threats, including work with the Health and Safety Executive on the management of per- and poly-fluoroalkyl substances ( PFAS or ‘forever chemicals’), the implementation of our Methane Plan, and further advisory work on emerging technologies
• reviewing and revising our monitoring work for further opportunities to leverage digital technology to improve the insights and evidence it provides
• advising on, influencing, and implementing planning reforms and levelling up agenda through informing changes to the town and country planning regime and accelerated Nationally Significant Infrastructure Project delivery
• providing a strategic overview role on all sources of flood risk from rivers and the sea
• driving the government’s waste reform projects in partnership with Defra , to deliver a more circular economy and reduce waste crime

8. How we will know we are succeeding

Our 2024 to 2025 priorities, targets and corporate scorecard measures.

8.1 Incident response

We will prepare for, respond to and support recovery from high-risk flooding and environmental incidents including major incidents.

Target and measure for 2024 to 2025

We will target 90% resilience in our capability to respond to incidents.

8.2 Capital programme

We will deliver the agreed capital programme for both the Environment Agency and Risk Management Authorities to better protect properties from flooding by 2027 and deliver wider environmental benefits.

We will target:

• a cumulative total of 114,000 properties better protected from flooding as part of the second programme of the Flood and Coastal Erosion Risk Management Capital Investment Programme (2021 to 2027)
• 80% on track / complete innovation actions delivered in flood and coastal resilience to adapt to a changing climate

8.3 Planning

We will influence local authority planning decisions and Nationally Significant Infrastructure Projects ( NSIPs ) to deliver good environmental outcomes.

• 97% of local authority planning decisions that we successfully influence
• 97% of Development Consent Orders ( DCOs ) for Nationally Significant Infrastructure Projects ( NSIPs ) that we successfully influence

8.4 Asset operation and maintenance

We will maintain our assets to ensure reliable operation and response.

We have a target of 94.5% of assets at required condition. The winter storms between 2023 and 2024 have had a significant impact on existing assets. While we will endeavour to repair and maintain our assets, the more likely outcome for 2024 to 2025 is 92%.

8.5 Compliance

We will ensure effective compliance with a focus on our statutory duties.

• 97% compliance with environmental permits
• reducing the number of serious environmental incidents from permitted sites, activities, and sources we regulate directly to an annual limit of 150

We will deliver the Environment Agency elements of the Plan for Water.

• conduct 4,000 water company compliance inspections
• target 90% of non-compliant water company sewage treatment works to be brought back into compliance
• target completing 4,000 agriculture outcomes and farm inspections

We will reduce the impact of regulated and illegal waste on the environment.

We will target at least 90 high-risk illegal waste sites ( IWS ). They will be ‘stopped’ which means either:

• there is subsequently no activity for a minimum of 28 days
• that site has been brought into compliance

8.8 Habitat restoration

We will deliver environmental enhancement and restoration where we have a statutory duty.

We will target creating or restoring 1,250 hectares of wildlife-rich habitat, delivering Environmental Net Gains to benefit people and wildlife.

8.9 Sustainability

We will deliver our corporate sustainability commitments to meet government targets.

• reduce our carbon emissions to 250,697 tonnes
• become a net zero organisation by 2045 to 2050

8.10 Transformation

As part of a wider transformation programme, we shall review and revise our end-to-end services and the use of digital technology to support our people to deliver.

We will target the equivalent of £15m savings in grant-in-aid and £8m savings in charges income.

8.11 People

Our people’s safety is our top priority. We also want people to be their best selves when working at the Environment Agency and strive to ensure our people reflect the diversity of the communities we serve.

• a 0.11 Lost Time Incident ( LTI ) frequency rate limit per 100,000 hours
• a rate of 50% of executive managers who are female, and 7.6% of staff from minority ethnic backgrounds

9. Our funding

The Environment Agency’s total budget for 2024 to 2025 is £2,086m. This is an increase of £125m compared to our £1,961m budget in 2023 to 2024 and includes:

• government approval to invest up to £53m to deliver the Plan for Water
• a £9m increase in water resources charges relating to Kielder Water in Northumberland (the largest man-made lake in Northern Europe)

As shown in the table, funding to deliver:

• our flood related outcomes is predominately received from government
• environment protection outcomes is predominately generated through our fees and charges

This budget has been allocated across the business to:

• maximise our ability to deliver as one organisation
• enable the delivery of our priorities set out in this business plan

We are committed to efficiencies as a public body. We will deliver £15m of efficiencies this financial year to fulfil our Spending Review commitment. We have also committed to provide an additional £8m from existing resources to fund the commitments set out in the Plan for Water. We aim to deliver these savings by efficiencies. As such a new corporate scorecard measure has been included to capture this commitment. 

Our budget will also change throughout 2024 to 2025 as we are expecting to receive £5.8m to fund water quality enforcement. Our charge income may also increase depending on the outcome of charge reviews in progress.

We are also looking to the future and will develop an over-arching funding strategy to prepare us for future years. This will include proposals such as:

• a commercial plan
• maximising cost-recovery
• work to a prioritised fees and charges programme
• gaining agreement to have greater flexibility in our funding

The aim is to enable us to be more agile and responsive to fast evolving priorities so we can deliver the expectations placed upon us.
