Students seeking full admission into this program should apply as a classified student. Non-degree seeking students wishing to take classes offered through the Online Civil Engineering program should apply as an Unclassified student.
Applications for the degree programs are reviewed three times a year. The application deadlines for those semesters are as follows:
Applications for the off-campus M.S. degree program may be considered for review up to two months after these deadlines upon request by the applicant. Admission requires that the applicant be accepted by a faculty member in their sub‐discipline area who is willing to serve as their major professor. Applicants are encouraged contact appropriate faculty after completion of the application.
Note - These deadlines differ from university published deadlines and are specific to the CEE department to provide timely feedback on application status and appropriate resource allocation.
An applicant for admission to graduate study must hold a bachelor's degree from a fully recognized four-year educational institution that has unconditional accreditation with appropriate regional accrediting agencies. They must meet the admission requirements of the Graduate School and the Civil Engineering program.
Regular admission to graduate study in the program requires a minimum grade point average (last four semesters of undergraduate work) of 3.00/4.00. When a student is deficient in one of the criteria cited, the student's application, nevertheless, may be considered for admission based on the strength of other materials contained in the student's application.
Bagley College of Engineering programs may accept transfer work previously completed by the student. Transcript reviews to determine transfer or prerequisite work will be evaluated AFTER students are granted full admission. Once admitted an academic coordinator can review those transcripts for more information.
To meet admission requirements, submit a separate official final transcript from each college or university attended; faxed transcripts will not be accepted. An applicant may not ignore previous college attendance and must list all colleges attended on the application for admission. You must be in good standing at the last college or university attended
International students are required to take the Test of English as a Foreign Language (TOEFL) and score greater than 550. Detailed information regarding international applications can be found in the Graduate Catalog . Only NINE (9) hours of course work taken as an "Unclassified Student" can be applied toward a degree program. All Unclassified students should submit a classified application once they have reached the maximum of nine hours. Full admission into the Civil Engineering online program will be based upon successful completion of all classified admissions requirements.

PLEASE NOTE In general, students who are not admitted into a degree program are not eligible for student financial aid funds. For more information please visit Student Financial Aid to see if you will be eligible or not while taking courses as an Unclassified graduate student.
Three cases exist for direct admit students. An option exists to obtain a Ph.D. without obtaining a master’s degree with less requirements, but to obtain master’s and Ph.D. degrees under direct admit status has the same cumulative requirements as if the degrees were obtained separately.
A student who has not fully met the requirements stipulated by the University and the department for admission to graduate study may be granted admission as a degree-seeking graduate student with provisional status. Such student must have as his/her initial objective advancement to regular status. A provisional student must receive a 3.00 GPA on the first nine hours of graduate level courses on the program of study taken at Mississippi State University (transfer hours or unclassified graduate hours will not apply) in order to achieve regular status. If a 3.00 is not attained, the provisional student will be dismissed from graduate study.
Once enrolled in graduate study, a student who fails to meet the continuous enrollment requirement must complete an Application for Readmission to register for classes. Continuous enrollment is defined as enrollment in two of three semester terms (Fall, Spring, or Summer) with Fall enrollment required. Students who have not been enrolled for a period of three years or longer and are in good academic standing, are eligible to reapply to through the Lapsed Student Program. Readmission is not guaranteed and must be approved by the Department Head, Academic Dean, and Dean of the Graduate School. Interested students or academic departments should contact the Graduate School for more information.
Students may transfer up to twelve (12) hours of graduate level credits from regionally accredited institutions. The decision to grant transfer credit is made by the advisor and the student’s graduate committee. If you wish to transfer credits, contact your advisor. You will need to provide an official transcript showing the courses you wish to transfer.
While you may request a current faculty member to be your major advisor, typically the major advisor is assigned at the time of admission. This assignment will be based on your area of study, research interests, and any financial support that may be offered. This person will work with you on submission of required documents, establishing a graduate committee, and your completion of all degree requirements.
The major advisor must be a full-time faculty member in Civil and Environmental Engineering. Members of the committee must be members of the graduate faculty at Mississippi State University. The majority of the graduate committee must be full-time graduate faculty at Mississippi State University.

Examples of doctorate programs without dissertation.
Note: This is not an exhaustive list. These examples are simply meant to highlight the various types of doctorate programs that are available and how they address the lack of a traditional dissertation to complete their program.
1. Education & Leadership in Healthcare Online Doctorate at Nebraska Methodist College
This virtual option from Nebraska Methodist College does not require any formal dissertation nor the Graduate Record Examination (GRE). Instead, students in this full-time 24-month (or 36-month, part-time) program must complete a Doctoral Capstone Project. The final submission is a translational research project that explores a question within a field relevant to the program that is meant to align with your career goals.
2. EdD Program in Educational Leadership at Nova Southeastern University
This on-campus program in Fort Lauderdale, Florida offers two Capstone options for completing your education. One is an applied dissertation and the other is a Strategic Research Project (SRP). Both options are meant to prepare graduates for educational leadership. Career paths after this degree include school superintendent, professor of education, and education consulting, among others.
3. Online Doctor of Business Administration at Liberty University
In this 100% online program, students can choose from various specialized paths to further their education of management in the corporate world. Through mentorship from respected business professionals, you will learn the skills to advance your career. No dissertation is required for completion of this DBA program.
4. Transitional Doctorate in Physical Therapy at The University of North Carolina at Chapel Hill, School of Medicine
At one of the top medical schools in North Carolina , this transitional DPT program with web-based instruction is for licensed physical therapists who wish to continue practicing while pursuing this degree. It is only offered on a part-time schedule over 2 years and requires the completion of 27 credits of approved coursework. There is no final or dissertation project.
As you see from the list above, it is very uncommon for a PhD program to not have a dissertation or thesis at the end of it. Programs labelled with the Doctor of Philosophy moniker tend to be based in research, which lend themselves to the student completing a final cumulative research project such as a dissertation. When you answer, “Why do you want to a PhD?” , your answer will typically involve specific research interests you wish to pursue. If you want to pursue a PhD but do not want to complete a dissertation, you may want to explore other viable education options. PhDs and research are inherently linked, so it is difficult to find PhD programs specifically that do not require any form of dissertation.
Instead, what you will likely find is that there are various other degrees, such as a Doctor of Education, that do not require a formal dissertation. In these cases, a traditional thesis is replaced by another form of cumulative project or work experience. In some cases, there could be no final project at all. These are still not common but are more likely to appear in your search results. Deciding what path you would like to pursue will come once you figure out your plans for how to find a job after grad school . This option offers students the ability to develop a plan of study that maximizes the credits dedicated to their topic of interest, for example, Human Factors.
Courses selected for the non-thesis option are intended to provide depth of study in a particular area of interest. The curriculum is designed such that the student has broad selectivity over their coursework. Students are required to select at least 21 credit hours of coursework from IE courses, and are recommended to take at least 6 credit hours from a related area.

The Master of Science (MS) with a major in Environmental Science, Option II, is an innovative non-thesis degree option designed to allow students to pursue advanced training in science while simultaneously developing workplace skills highly valued by employers. PSM degrees prepare students for science and technology careers in business, government and nonprofit organizations. The Professional Science Master's (PSM) degree option requires 36 semester credit hours (SCH) of organized course work at the 5000 and 6000 levels, including a 3 to 6-hour internship. Candidates are required to complete a curriculum composed of core environmental science related courses and elective environmental science courses, and additional non-science professional development courses selected from business, public administration, communication, philosophy, economics and writing. The course of study is selected with the guidance of a graduate advisory committee. Satisfactory completion of a written comprehensive exit exam is required of all students.
The Doctor of Philosophy (PhD) with a major in Environmental Science is a scholarly research program of 90 hours at the 5000 and 6000 levels beyond the bachelor's degree or 60 hours beyond the master's degree, including a 12-hour dissertation. The degree plan includes 41 to 45 semester hours of core requirements (depending on which optional core courses are selected) and 12 hours of dissertation. The remaining hours are selected from a list of electives, the number of hours depending on whether the student is in the 60-hour or 90-hour program.

Reach Out to Potential Advisors
Once you’ve identified potential advisors, you may choose to reach out to them with a well-crafted email. This is not required but encouraged. Introduce yourself, briefly explain your research interests, and express why you’re interested in their work. Attach your CV and any relevant documents. Be respectful of their time and follow up if you don’t hear back within a couple of weeks. Do pay attention if it is documented that a faculty advisor is not taking on new students.
Doctoral students typically receive full tuition and an RIT Graduate Research Assistantship (GRA) or Graduate Teaching Assistantship (GTA) that will pay a stipend for the academic year. There is not a separate application process for scholarship and assistantship consideration
Assistantships and Stipends
Research and teaching assistantships provide valuable experience and come with stipends that help cover living expenses during the school year, such as room and board.
Summer Support Some programs are able to offer stipend support during the summer. Eligibility for summer funding will be determined by the graduate advisor and/or program director.
Funding Throughout Program Funding throughout your doctoral program will depend on your satisfactory academic and research performance. Students are expected to fulfill their assistantship duties responsibly and make satisfactory progress towards their degree. It is expected that starting your second year, funding will be provided from your college either through a Teaching Assistantship or by your graduate advisor from external funds.
Student Fees Full-time students are responsible for both Student Activity and Student Health Services fees. In addition, RIT expects that all students will have health care insurance. Learn more about student fees
Timing and Distribution of Stipends
Graduate Research Assistants and Graduate Teaching Assistants receive a semi-monthly stipend payment starting a few weeks after the initial enrollment term. For U.S. Citizens and Permanent Residents, no taxes are withheld at the time the payment is made. However, students are encouraged to file estimated tax payments quarterly. Detailed information about the timing and distribution of stipends will be provided by your academic department.
Financial Document Submission
Doctoral applicants are not required to submit financial documents as part of the application process. Focus on showcasing your academic and research potential without the added stress of financial documentation. If you are admitted, you will receive funding notification with your admission offer and international students who require a student visa will be assisted through the I-20 process.

Can I go from a Bachelor’s degree to a Doctorate? Do I need a Master’s degree first?
Yes, you can go directly from a Bachelor's degree (BS) to a Doctorate program. You are not required to get a master’s degree before pursuing a Doctorate. This pathway can be a strategic choice depending on your career goals and readiness for advanced research.
May I have an application fee waiver?
The $65 application fee covers the management and processing of your record and admission materials. If you are unable to pay our application fee due to financial hardship, we encourage you to carefully consider the expenses associated with graduate study before applying.
Is there a set GPA requirement for being considered for a doctoral program at RIT?
Admitted doctoral students typically have a GPA of 3.0 or above. If it is lower, you will not necessarily be eliminated from consideration. You are welcome to apply. The Admissions Committee will consider your complete application when making a decision.
Do I need to provide GRE or GMAT scores ?
Requirements vary by program. Refer to your doctoral program page or the deadlines and requirements table for details. For programs that require test scores, we do not state minimum GRE or GMAT scores. Official scores should be sent to RIT directly from the testing agency using Institute code 2760.
What are the English language test score requirements? As an international student do I need to submit scores?
An official score report for the TOEFL, IELTS Academic, PTE Academic exam, or RIT English Language Proficiency Test is required of all international applicants who are not eligible for a waiver. We do not accept letters from your college or university indicating "English proficiency" or letters indicating courses were taught in English in place of official English language test scores. We do not accept Duolingo scores. See the “English Language Test Requirements” section in the Application Materials section of the Application Instructions for full details.
Do I need to have authored research papers to apply for admission to a doctoral degree?
No, you do not need published research papers to apply for a doctoral degree. A majority of admitted students do not have prior experience authoring research papers. However, admission to a doctoral degree is very competitive, and having published research papers helps strengthen your application.
How many students apply for doctoral study, and how many are admitted?
Admission to an RIT doctoral program is highly competitive. The number of applications received and the number of fully funded opportunities are limited and vary from year to year and by program.
Will the stipend fully cover living costs in the US?
The stipend should cover modest living expenses (housing and food), fees (student activity fee and health services fee), and costs for books, supplies, and some personal expenses. However, each student differs in their preferred living styles and their relative expenses. Doctoral students are permitted to take on other part-time employment so long as it does not interfere with their doctoral work (international students are only able to work on campus, for a total of 20 hours per week including their research positions). Do doctoral students need to have personal finances available upon arriving at RIT?
Though our Ph.D. is fully funded, students do need to have their own funds available for travel and arrival in the US and to get settled in Rochester immediately upon entering the program. Please be sure to keep this in mind as you consider applying and your finances. If admitted, your first payment/stipend would not be until a few weeks into the program, so you will need to have a foundation of funds available for housing and other living expenses before that.
