ಬದುಕು ನಡೆಸಲು ಎಲ್ಲರೂ ಒಂದೊಂದು ವೃತ್ತಿಯನ್ನು ಅವಲಂಬಿಸಿರುತ್ತಾರೆ. ಟೀಚರ್‌, ಡಾಕ್ಟರ್, ಲಾಯರ್‌, ಡ್ರೈವರ್..ಹೀಗೆ ವಿವಿಧ ಜನರು ತಮ್ಮ ಸಾಮರ್ಥ್ಯ ಹಾಗೂ ಆಸಕ್ತಿಯ ಆಧಾರದ ಮೇಲೆ ಒಂದೊಂದು ವೃತ್ತಿಯಲ್ಲಿ ತೊಡಗಿಸಿಕೊಂಡಿರುತ್ತಾರೆ. ಈ ವೃತ್ತಿಯಲ್ಲಿ ಅವರಿಗೆ ಜೀವನೋಪಾಯ ಇರುತ್ತದೆ. ಬೇಕಾದಾಗ ರಜೆ, ಅವಶ್ಯಕತೆಗೆ ಆಗುವಷ್ಟು ಸಂಪಾದನೆ, ಸಾರ್ವಜನಿಕ ಸಂಪರ್ಕ ಮತ್ತೆಲ್ಲವೂ ಅವರವರ ವೃತ್ತಿಯಲ್ಲಿ ಅವರಿಗೆ ಸಿಗುತ್ತದೆ. ಆದರೆ ಇದೆಲ್ಲಕ್ಕಿಂತ ಭಿನ್ನವಾದ, ಬೇಕಾದಷ್ಟು ಅನುಕೂಲಗಳೊಂದಿಗೆ ಭರಪೂರ ಅನಾನುಕೂಲಗಳೂ ಇರುವ ವೃತ್ತಿ ಒಂದಿದೆ. ಅದೇ ರಾಜಕೀಯ.

ಹೌದು..ರಾಜಕೀಯ ಒಂದು ವೃತ್ತಿಯೇ? ಅಥವಾ ಪ್ಯಾಷನ್‌ನಿಂದ ಮಾಡುವ ಕೆಲಸವೇ? ಎರಡೂ ಅಲ್ಲದೆ ಬಿಟ್ಟೇನೆಂದರೂ ಬಿಡದು ಎಂಬಂತೆ ಕಾಡುವ ಮಾಯೆಯೇ? ಏನೇ ಇರಬಹುದು. ಆದರೆ ರಾಜಕೀಯವನ್ನು ಒಂದು ವೃತ್ತಿಯ ಚೌಕಟ್ಟಿನಲ್ಲಿ ನೋಡುವುದು ಸವಾಲಿನ ಕೆಲಸವೇ ಸರಿ. ವೃತ್ತಿ ಎನಿಸಿಕೊಳ್ಳಲು ಹಾಗೂ ವೃತ್ತಿ ಎನಿಸಿಕೊಳ್ಳದೆ ಇರಲು ರಾಜಕೀಯಕ್ಕೆ ಬಹಳಷ್ಟು ಕಾರಣಗಳಿವೆ. ಇತರ ಸಾಮಾನ್ಯ ವೃತ್ತಿಪರರಂತೆ ರಾಜಕಾರಣಿಗಳಿಗೂ ಸಂಬಳ, ರಜೆ ಹಾಗೂ ಇತರ ಸೌಲಭ್ಯಗಳು ದೊರೆಯುತ್ತವೆ. ರಾಜಕೀಯ ಮತ್ತು ಇತರ ವೃತ್ತಿಗಳ ನಡುವೆ ಇರುವುದು ಇದೊಂದೇ ಸಾಮ್ಯತೆ. ಮಿಕ್ಕಿದ್ದೆಲ್ಲವೂ ರಾಜಕೀಯದಲ್ಲಿ ಅಯೋಮಯ.

ಬೇರೆ ಕೆಲಸಗಳಂತೆ ಇಲ್ಲಿ ನಿವೃತ್ತಿಗೆ ವಯಸ್ಸಿಲ್ಲ. ಹಾಗೆ ನೋಡಿದರೆ ಒಬ್ಬರ ರಾಜಕೀಯ ಜೀವನ ಬೇರೂರುವುದೇ ನಿವೃತ್ತಿಯ ವಯಸ್ಸಿನ ನಂತರ. ಮಾಮೂಲಿ ಕೆಲಸಗಳಂತೆ ಇಲ್ಲಿ ವಿರಾಮಕ್ಕೆ ಅವಕಾಶ ಇಲ್ಲ. ಬಹುಪಾಲು ಸಂದರ್ಭಗಳಲ್ಲೂ, ಎಲ್ಲ ಸಮಯಗಳಲ್ಲೂ ಜಾಗೃತವಾಗಿಯೇ ಇರಬೇಕು. ರಾಜಕೀಯ ಚಟುವಟಿಕೆಗಳು 24X7/365 ಆಧಾರದ ಮೇಲೆ ಕೆಲಸ ಮಾಡುತ್ತವೆ. ಒಂದು ಕ್ಷಣ ಎಚ್ಚರ ತಪ್ಪಿದರೂ ಲೆಕ್ಕಾಚಾರಗಳೆಲ್ಲವೂ ಅದಲುಬದಲಾಗಿಬಿಡುವ ಅಪಾಯ ಇರುತ್ತದೆ. ʻಮಕ್ಕಳನ್ನು ನೋಡಿಕೊಳ್ಳಬೇಕುʼ, ʻಮನೆಯಲ್ಲಿ ಸಮಾರಂಭ ಇದೆʼ, ʻಮದುವೆಗೆ ಹೋಗಿ ಬರಬೇಕುʼ, ʻಫ್ರೆಂಡ್ಸ್‌ ಜೊತೆ ಪ್ರವಾಸ ಹೋಗಬೇಕುʼ ಎಂಬಂತಹ ಕಾರಣಗಳಿಂದ ವಿರಾಮ ತೆಗೆದುಕೊಂಡರೆ ಅದು ಆ ವ್ಯಕ್ತಿಗೆ ಆಗುವ ನಷ್ಟವೇ ಹೊರತು ಮತ್ಯಾರಿಗೂ ಅಲ್ಲ.

ʻPoliticians are a different breed altogether. ಅವರು ಸಾಮಾನ್ಯರಲ್ಲ. ದಿನಕ್ಕೆ ಎರಡ್ಮೂರು ಡಿನ್ನರ್‌, ನಾಲ್ಕೈದು ಲಂಚ್‌, ಮೂರ್ನಾಲ್ಕು ಬ್ರೇಕ್‌ಫಾಸ್ಟ್‌, ಏಳೆಂಟು ಕಾಫಿ-ಟೀ ಕುಡಿಯುವ ಜನ ಅವರು. ಅರ್ಧರಾತ್ರಿಯವರೆಗೂ ಅವರ ಡಿನ್ನರ್‌ ಪಾರ್ಟಿ ನಡೆದೇ ಇರುತ್ತದೆ. ಅಲ್ಲದೆ ಅವರು ಯಾರೂ ವ್ಯಾಯಾಮ ಮಾಡೋದಿಲ್ಲ. ಆದರೂ ಆರೋಗ್ಯವಾಗಿರುತ್ತಾರೆ. ನಿನ್ನೆ ಬಾಯಿತುಂಬಾ ಬೈದವನು ಎದುರಿಗೆ ಸಿಕ್ಕರೆ ಖುಷಿಯಿಂದ ಮಾತನಾಡುತ್ತಾರೆ. ಒಂದೇ ದಿನ ನಾಲ್ಕೈದು ರಾಜ್ಯಗಳನ್ನು ಸುತ್ತಿ ಹತ್ತಾರು ಕಾರ್ಯಕ್ರಮಗಳಿಗೆ ಹೋಗಿ ಬರುತ್ತಾರೆ. ಇವೆಲ್ಲವೂ ನಮ್ಮ ಕೈಲಿ ಸಾಧ್ಯವೇ ಇಲ್ಲʼ ಎಂದು ಹಿರಿಯ ಲೇಖಕ ಆರ್.ಕೆ.ನಾರಾಯಣ್‌ ಹೇಳುತ್ತಾರೆ. ರಾಜಕಾರಣಿಗಳ ಬದುಕನ್ನು ಅರಿಯಲು ಈ ಮಾತುಗಳು ಸಾಕು. ಒಟ್ಟಾರೆ ದೇಹಕ್ಕೂ, ಮನಸ್ಸಿಗೂ ಬಿಡುವು ಕೊಡದ ಕೆಲಸ ರಾಜಕೀಯ.

ಅಂದಹಾಗೆ ರಾಜಕೀಯಕ್ಕೆ ಬರುವವರು ಎಷ್ಟು ಚುರುಕಾಗಿದ್ದರೂ ಸಾಲದು. ಎಲ್ಲ ಸಾಧ್ಯತೆಗಳನ್ನು, ಎಲ್ಲ ಕೋನಗಳನ್ನೂ, ಎಲ್ಲ ರೀತಿಯ ಪರಿಣಾಮಗಳನ್ನೂ ಯೋಚಿಸಿ ಹೆಜ್ಜೆ ಇಡಬೇಕು. ಯಾವ ವಿಷಯದಲ್ಲಿ ಇನ್ನೊಬ್ಬರ ಸಲಹೆಯನ್ನು ಕೇಳಬೇಕು, ಯಾವುದರಲ್ಲಿ ಕೇಳಬಾರದು ಎಂಬ ವಿವೇಚನೆ ಮಾತ್ರ ಬಹಳ ಮುಖ್ಯವಾಗುತ್ತದೆ. ಮನುಷ್ಯನನ್ನು ಅರ್ಥಮಾಡಿಕೊಳ್ಳುವ, ಸಂದರ್ಭೋಚಿತವಾಗಿ ಹೆಜ್ಜೆ ಇಡುವ, ಪರಿಸ್ಥಿತಿಯನ್ನು ಅವಲೋಕಿಸುವ ಚಾಕಚಕ್ಯತೆ ಬೇಕು. ಏನೂ ಇಲ್ಲವಾದರೆ ಇಲ್ಲಿ ಉಳಿಯುವುದು ಅಸಾಧ್ಯ. ಎಲ್ಲಕ್ಕೂ ಮೀರಿ ರಾಜಕೀಯದಲ್ಲಿ ಬೆಳೆಯಬೇಕೆಂದರೆ ಕೆಲ ವರ್ಷಗಳ ಕಾಲ ವೈಯಕ್ತಿಕ ಬದುಕನ್ನು ಬದಿಗಿಟ್ಟುಬಿಡಬೇಕು. ಆಗ ಮಾತ್ರ ರಾಜಕೀಯದಲ್ಲಿ ನೆಲೆಯೂರಲು ಸಾಧ್ಯ.

ರಾಜಕೀಯ ಬೇರೆ ವೃತ್ತಿಗಳಂತೆ ನಿಮ್ಮ ʻಪ್ಯಾಷನ್‌ʼ ಅನ್ನು ಮಾತ್ರ ಕೇಳುವುದಿಲ್ಲ. ನಿಮ್ಮ ತನು-ಮನ-ಧನ ಎಲ್ಲವನ್ನೂ ಕೇಳುತ್ತದೆ. ಕೊಡದಿದ್ದರೆ ಅದೇ ಪಡೆದುಕೊಳ್ಳುತ್ತದೆ. ರಾಜಕೀಯದಿಂದ ಸಿಗುವ ಹೆಸರು, ಪ್ರಚಾರ, ಸಾರ್ವಜನಿಕ ಸಂಪರ್ಕ ಎಲ್ಲವೂ ಉಚಿತವೇನಲ್ಲ. ಎಲ್ಲಕ್ಕೂ ಒಂದಿಲ್ಲೊಂದು ರೀತಿಯಲ್ಲಿ ಬೆಲೆ ತೆರಲೇಬೇಕು. ಇವೆಲ್ಲಕ್ಕೂ ಸಿದ್ಧವಿರುವವರು ಮಾತ್ರ ರಾಜಕೀಯವೆಂಬ ಚಕ್ರವ್ಯೂಹದಂತಹ ರಣರಂಗವನ್ನು ಪ್ರವೇಶಿಸಬಹುದು. ಇದೊಂಥರಾ ವ್ಯಸನವೇ ಸರಿ. ಒಮ್ಮೆ ರಾಜಕೀಯ ಅಥವಾ ಅಧಿಕಾರದ ರುಚಿ ನೋಡಿದವರು ಎಂದಿಗೂ ಹಿಂದಡಿಯಿಡುವುದಿಲ್ಲ!

How Karnataka was born

A commendable intellectual history that traces the origins and development of the movement for a united karnataka in 1956..

Professor Rajendra Chenni’s treatise on the historical processes that led to the formation of the state of Karnataka was published in 2023, exactly 50 years after the name of the Kannada-speaking province of Mysore was changed to Karnataka by Chief Minister D. Devraj Urs to reflect popular sentiment. This “golden jubilee” was marked effusively on November 1, which is recognised as Kannada Rajyotsava, the day disparate Kannada-speaking territories were merged to form a new State in 1956. For readers who are unfamiliar with the complex developments that culminated in modern Karnataka, Chenni’s book is a must-read.

According to Chenni, the Unification movement, or the movement for a distinct Kannada-speaking province, was the result of the convergence of “colonial modernity and nationalist ideologies” accompanied by an effort to “retrieve and reconstruct a literary, cultural and political tradition”. To appreciate the scale of this effort, it is important to understand that the geographical region of modern Karnataka was culled together from 30 separate fragments spread across south-western India.

The largest piece of this jigsaw puzzle was the Mysore princely state, followed by chunks of Kannada-speaking regions carved out from the erstwhile British-era administrative provinces of Bombay and Madras and the Hyderabad princely state. Chenni points out that welding these parts together was a “Herculean task” because these different regions were at varied stages of development and consisted of a “variety of caste-groups and class formations”.

The Unification movement

The anchor for the Unification movement was the ancient conception of a Kannada-speaking region, first articulated in the 9th-century Kannada literary text known as the Kavirajamarga in which the Kannada land was mapped as extending between the Krishna and Kaveri Rivers. The second key historical moment that provided the cultural impetus for the formation of Karnataka was the great empire of Vijayanagara and its vanquishment in the 16th century. The image of the destruction of Hampi was evocatively used by Alur Venkata Rao, who Chenni describes as the “high priest of the Unification movement”, to galvanise the mass of Kannada speakers for the cause of a unified linguistic entity. Despite these historical signposts used by the ideologues of the Unification movement, Chenni writes that that any “attempt to posit an unqualified Kannada identity in the pre-modern period would be a construction not supported by history”.

The genesis of the Unification movement, avant la lettre , can be traced to the end of the 19th century and to the town of Dharwad (which was then a southern outpost of the Bombay Presidency) when pioneering initiatives began to address the discriminatory attitude towards Kannada. W.A. Russell, an Inspector of Schools, spurred the movement by commencing instruction in Kannada at the cost of Marathi which was the language imposed upon the region. (Russell was not the lone colonial agent who was involved in the production of Kannada consciousness as there were several others such as Walter Eliot and Rev. Ferdinand Kittel who worked and operated in different parts of the Kannada-speaking region.)

Russell’s efforts were a bold departure from the set practice and inspired the establishment of a voluntary association called the Karnataka Vidyavardhaka Sangha which would subsequently spearhead the Unification movement. The epicentre of these early efforts to create a Kannada identity and consciousness was Dharwad, revealing that the Mysore Princely State, which in popular sentiment remains the repository of high Kannada culture, suppressed any move towards cohering a Kannada identity.

In fact, the Mysoreans continued with this hostile attitude over the next few decades and were dead-set against unification and would even propose the formation of two separate states: Mysore and Karnataka. The knotty and layered identity of the Kannadigas is evident here as there was a strong feeling that the Vokkaligas, the powerful shudra peasant caste that was dominant in Mysore, would lose their privileged status if a unified province came into existence. The idea of a primordial linguistic identity transcending caste barriers was simply not powerful enough to convince the Mysoreans.

However, by the 1950s, leaders of Mysore realised that opposition was futile considering the trajectory of the Unification movement and gave in to the demand for a unified Karnataka. The small consolation for this “sacrifice” was that amid the complex cultural contours of the Unification movement, the educated dialect of the Mysore region would become the standard Kannada dialect.

Nation or the sub-nation: what comes first?

Chenni also devotes considerable space to the conception of the sub-national unit. What comes first: the nation or the sub-national (linguistic) unit? Chenni sees both emerging simultaneously at least as far as Karnataka is concerned and complimenting one another under the massive impact of colonial modernity. In the case of the Unification movement which also engendered a literary movement known as the Navodaya , this meant “that Kannada sub-nationality did not acquire a sharp political edge. It remained largely culturalist in its orientation”.

Chenni writes that in the initial stages of the Unification movement, the dominant backward castes such as the Lingayats and Vokkaligas were unenthusiastic about the idea of a unified Kannada identity but when it became clear that “development in trade, economy and industrialisation would also be stunted [if Unification did not happen] these communities not only joined the movement but also sustained it to the end”. To understand the Dalit perspective towards Kannada, Chenni segues into the 1970s in Karnataka to the boosa (“cattle feed”) controversy, when a Dalit minister Basavalingappa categorised mainstream Kannada literature as unrepresentative of the Dalit experience and derided it as “fodder”.

Chenni also discusses the contradictory positions of the Congress before and after Independence. Before Independence, the Congress was in favour of linguistic provinces, but Jawaharlal Nehru, with his desire for a strong Union, opposed the formation of linguistic States after he became the premier. He only did it under tremendous pressure leading to the Reorganisation of States in 1956. In post-unification Karnataka, Chenni focusses his attention on two campaigns that reveal the fragility of the sub-national unit: the first one is the simmering demand emanating from north-east Karnataka for a separate State and the second is the similar demand periodically voiced from Kodagu located in the hills of south-west Karnataka.

Chenni has relied on a plethora of academic and popular sources but privileges the testimonies, memoirs, and letters of the leaders of the Unification movement. With the tight focus of the book on Kannada and Karnataka, it may have perhaps been beyond the purview of the book to examine how minority languages have fared in Karnataka, but this aspect would have certainly provided a richer understanding of the complexity of contemporary Karnataka society. There are minor factual errors in the book such as the inclusion of Bijapur as part of the Hyderabad princely state. The many spelling mistakes clearly show that the manuscript of the book could have undergone further copyediting.

These quibbles apart, Chenni, who is the Director of the Manasa Centre for Cultural Studies in Shivamogga and a well-known commentator on political and cultural issues in Karnataka, has written a commendable intellectual history tracing the origins and development of the movement for a united Karnataka and its consequences since 1956. By demonstrating the fragility of the sub-national linguistic unit, Chenni also shows that like the nation, even this seemingly culturally cohesive sub-national entity is vulnerable to further tugs and pulls reiterating that no modern geographical unit premised solely on cultural impulses is welded together perfectly.

Language model alignment research often attempts to ensure that models are not only helpful and harmless, but also truthful and unbiased. However, optimizing these objectives simultaneously can obscure how improving one aspect might impact the others. In this work, we focus on analyzing the relationship between two concepts essential in both language model alignment and political science: \textit{truthfulness} and \textit{political bias}. We train reward models on various popular truthfulness datasets and subsequently evaluate their political bias. Our findings reveal that optimizing reward models for truthfulness on these datasets tends to result in a left-leaning political bias. We also find that existing open-source reward models (i.e. those trained on standard human preference datasets) already show a similar bias and that the bias is larger for larger models. These results raise important questions about both the datasets used to represent truthfulness and what language models capture about the relationship between truth and politics.

Lack of Educated Ministers

If we look at the scenario of Indian elections, any random person with enough power and money can contest the elections. They just need to be a citizen of the country and be at least 25 years old. There are a few clauses too which are very easy.

The strangest thing is that contesting for elections does not require any minimum education qualification. Thus, we see how so many uneducated and non-deserving candidates get into power and then misuse it endlessly. A country with uneducated ministers cannot develop or even be on the right path.

Karnataka: State of diverse cultures, but language is the binding factor

On the occasion of the 60th formation day of the present day karnataka, a look into the state’s unification movement, the achievements made, and the challenges ahead.

Poet Nrupatunga in Kavirajamarga , the earliest available work in Kannada dating back to 9th century, defined the geographical location of the Kannada land as the one that stretches between the Cauvery and the Godavari. However, in modern times, it was exactly 60 years ago on this day (November 1) that Kannada-speaking people were brought together in one State.

The region that constitutes Karnataka today was till then under 20 administrative regions of the princely State of Mysore, Nizam’s Hyderabad, Bombay Presidency, Madras Presidency and the territory of Kodagu. The period of British rule had seen Kannadigas in these regions feeling alienated from one another.

Though the demand for unification as a linguistic State was a century old, it gained momentum as ‘Ekikarana movement’ with the founding of Karnatak Vidyavardhak Sangha in Dharwad in 1890. It took a dramatic turn with stalwarts such as Alur Venkata Rao (called Kannada Kulapurohita) taking the lead role. Karnataka State Political Conference held in Dharwad in 1920 passed a resolution demanding the unification of all Kannada-speaking areas.

The first Karnataka unification conference was organised in Belgaum in 1924 and it was here that Huilgol Narayana Rao first sang ‘Udayavagali Namma Chaluva Kannada Naadu’, considered to be the first State anthem.

Writers of the time, including Kuvempu, B.M. Srikanthaiah, Da.Ra. Bendre, V.K. Gokak, Sham.Ba. Joshi, Betageri Krishna Sharma, M. Govinda Pai, K. Shivarama Karanth, Kayyara Kinhanna Rai, and A.N. Krishna Rao, were vociferous votaries of unification. “In a sense, the unification movement was a movement of writers,” says culture critic Rahamat Tarikere in one of his essays. Political leaders, including Kengal Hanumanthaiya, T. Mariyappa, Sowkar Chennaiah, H.C. Dasappa, and H. Siddaiah, also urged the Constituent Assembly to create linguistic States.

The 10th conference of the Ekikarana movement was held in 1946 in Bombay. Inaugurating the event, Sardar Vallabhbhai Patel promised that interests of all linguistic groups would be priority in independent India.

Post-Independence, Karnataka Ekikarana Paksha was formed, supported by litterateurs and politicians, including S. Nijalingappa, to push the cause further. Finally, the States Reorganisation Commission recommended reorganisation of States based on linguistic demographics.

Finally, Mysore State, comprising Kannada-speaking territories, came into existence on November 1, 1956. Central College Cricket Grounds of Bangalore University was the place where the inaugural ceremony of the formation of Mysore State was held. But there were disappointments too. For instance, non-inclusion of parts such as Kasaragod — one of the centres from where the Ekikarana movement started — caused some heartburn.

Kinhanna Rai, till his death recently, was dreaming of inclusion of Kasaragod into Karnataka. The fight over sharing the Cauvery, Krishna and Godavari waters and the border dispute with Maharashtra are continuing even after 60 years.

It was on November 1, 1973, that the then Chief Minister D. Devaraj Urs renamed Mysore State as Karnataka.

Perhaps, thanks partially to its history marked by multiple identities, synthesis has been a marked feature of Karnataka’s cultural life. As Kuvempu described in ‘Jaya Bharata Jananiya Tanujate’ (now the State anthem), the aspiration has been to see it as sarva janangada shantiya tota (a garden of peace for all communities). Though recent incidents may make one sceptical, a wider view of history shows that cohesion has been the State’s mainstay. The statue of Bahubali, a messenger of non-violence, in Shravanabelagola or the shrine of Baba Budan and Dattatreya, sacred for both Muslims and Hindus, are symbolic of this despite attempts at disruption.

This diversity is reflected in all aspects of life. For instance, while Hubballi-Dharwad gave distinguished Hindustani musicians such as Bhimsen Joshi, Mallikarjun Mansur, Gangubai Hangal and Kumar Gandharva, the region of Mysuru has seen Carnatic music flourishing. This land gave birth to Madhwacharya, profounder of Dwaita philosophy, and hosted Adi Shankara, who gave the world Advaita philosophy, and Ramanujacharya, profounder of Vishishtadvaita. Basaveshwara, who preached equality and a rational and humanistic outlook, was born here. Christianity gained ground, particularly along the coast, while northern districts have a large presence of Muslims.

The State has seen 22 Chief Ministers from the Congress, the Janata parivar and the Bharatiya Janata Party. Eight writers who have got the Jnanpith Award (the second highest for a language after Hindi) represent different sensibilities, bound together by Kannada.

There have been a few major cultural, social and political churnings in Karnataka over the last 60 years. The most significant among them are Dalit and Bandaya movements in literature that questioned the dominant caste and class equations. The social, political and cultural upheavals of the early 1970s paved the way for the emergence of these movements. This phase also saw a major farmers’ movement emerging in Karnataka, with M.D. Nanjundaswamy forming Karnataka Raita Sangha. In contrast, the current phase of over a decade is generally seen as one with “no big movements” or trends in literary, cultural or socio-political spheres.

As far as the language is concerned, a second significant movement after Ekikarana came with Gokak agitation. Recommendation by writer V.K. Gokak-led committee on making Kannada a compulsory language for students for 150 marks and another language as the second language triggered a big debate. This saw the entry of Kannada icons, including thespian Rajkumar, for the Kannada cause. However, the recommendation got caught in a legal tangle and never got fully implemented. A resonance of this can be seen in the continued debate on language learning and medium of instruction to this day.

The biggest challenge to the very idea of unification, perhaps, comes from the unresolved issue of regional imbalance. The socio-economic situation in major parts of the north Karnataka, which fought for their inclusion with Mysore, has not improved in the six decades.

The high-powered committee headed by D.M. Nanjundappa, set up to study regional imbalances, identified 35 indicators to measure the extent of development. It categorised 21 taluks as most backward, mostly in Hyderabad Karnataka region. The previous UPA government at the Centre accorded special status to Hyderabad Karnataka (under Article 371(J) of the Constitution) to focus on development. However, discontent over being left behind in the development agenda still brews here, and sometimes finds expression in the form of stray demands for separate statehood.

Implementation of Sarojini Mahishi panel report

Kannada Bhasha Kavalu Samiti, established in 1983, which was later renamed Kannada Development Authority, has listed works yet to be completed for the development of Kannada in the State. In a letter to Chief Minister Siddaramaiah, KDA chairperson L. Hanumanthaiah has referred to implementation of Sarojini Mahishi Committee report, which recommended reservation in jobs for Kannadigas in State government departments and public sector undertakings, besides using Kannada names for towns and cities in the administration.

Yet to reap benefits of classical tag

Even seven years after the Centre according classical language tag to Kannada, Karnataka government is yet to reap the benefit accruing out of getting the long-awaited status. After years of protracted battle by Kannadigas, the Centre accorded classical language status to Kannada on November 1, 2008. However, technical and legal problems are coming in the way of availing of benefits from the Centre. The issue pertaining to appointment of the director of the Project Monitoring Board that comes under the Centre for Excellence of the Central Institute of Indian Languages is coming in the way of availing of benefits.

Order on Naada Geethe awaited

Though the government has set aside recommendations of an expert committee headed by poet Chennaveera Kanavi to trim Naada Geethe (State anthem) to 90 seconds and decided to allow ‘Jaya Bharata Jananiya Tanujate’, written by Kuvempu, to be sung in full length of 44 lines, lasting nearly four minutes, order in this regard is yet to be issued.

Siddalingaiah, poet: “The purpose of unification has not been achieved completely. Kannada has not got the desired position so far. At the same time there are regional imbalances. Fundamentalist forces have become active in recent years and dividing society in the name of caste and religion”

Sara Aboobacker, writer: “Unification is not complete unless the northern part of Chandragiri river in neighbouring Kasaragod (Kerala) district merges with Karnataka. The then policymakers focussed only on inclusion of Belagavi with Karnataka. They sidelined the demand of Kannadigas in Kasaragod. Even after the recommendations of Mahajan Commission, the northern part of Kasaragod has not been merged with Karnataka. Better late than never. The northern part of Kasaragod should be included with Karnataka at least now.”

Patil Puttappa, journalist and writer: Although the linguistic province of Karnataka has been formed, the dream of unified Karnataka, which was the primary goal of the movement, is yet to be realised. Regional imbalance in terms of development continues to exist owing to the prominence given to Bengaluru and Mysuru. It is unfortunate that the attacks on minorities and Dalits are increasing, and intolerance is penetrating into Karnataka.”

Kum. Veerabhadrappa, writer: “The spirit of struggle and sacrifices of the protagonists of unification is yet to materialise, though unification of Kannada-speaking areas has been achieved. Kannadigas in the border areas feel neglected. Similarly, the State with a diversified culture is being threatened by forces propagating monoculture. It is time for the people to raise their voice against the sidelining of Kannada and the upsurge of communal forces.”

B.N. Sriram, writer: “The greatest worry in the post-unification period is the raising intolerance. Unless a stern message is sent by both State and Union governments, it is difficult to contain the phenomenon. Every one has an equal responsibility in creating a harmonious Karnataka, which is known for its coexistence.”
