Pantawid Pamilyang Pilipino Program (4Ps) Household Beneficiaries in Malilipot Prof. Ignacio B. Blanquisa, Jr., MAEd Prof. Isidra M. Berdin, Ed.D. The primary aim of this research is to highlight the Pantawid Pamilyang Pilipino Program (4Ps) household beneficiaries, equally describing the personal issues in terms of age, civil status, education, health, number of household beneficiaries, and number of years of stay in the barangay. There were 56 household beneficiaries representing the respondents of the study. The beneficiaries ranged from 30 to 80, many of them from San Isidro Iraya since birth. The number of households is seven (two parents and five children). There was one mother that finished college while many of the mothers-housekeepers finished grade and high school while the fathers are construction workers. Seven of the mothers were single-parent and mostly early widows. Forty-nine households have married parents. The study used a qualitative design using a questionnaire of open-ended questions. The findings revealed that households earned less than P12,000 monthly receiving, 4Ps allowances P5,200 gross quarterly with deductions attributed to absences of the children in school. The form of discipline imposed by the Department of Social Welfare and Development (DSWD). The high school children beneficiaries are given an allowance for schooling higher than the allowance for elementary grade children. For high school, allowance is P1,000 every quarterly while elementary is P500 quarterly. The strengths and weaknesses of the 4Ps program include gratitude expressed by household beneficiaries to the government for launching the program. The families were helped a lot in terms of education and health concerns. The household beneficiaries are happy and hopeful that the 4Ps be a lasting program of the government for them. The strengths of the program in terms of income augmentation, health and education of children, developing the values of work, obedience, respect to members of the community, unity, love for work, and education for the entire household. Weakness focused on the inadequacy of the amount for the other needs of the household beneficiaries. Hence, proposed recommended measures to improve the 4Ps implementation.

INTRODUCTION

The conditional cash transfer (CCT) program locally known as (PantawidPamilya Pilipino Program), or 4Ps, is a government program that provides conditional cash grants to the poorest of the poor in the Philippines. The programs aim to break the cycle of poverty by keeping children aged 0-18 healthy and in school, so they can have a better future.

There are many factors, which account for the good or poor academic performance in secondary schools like; the quality of students admitted the type of scholastic materials available in the school and home environment, the methods of teaching, the nature of administration and teachers involved in academic matters.

However, it seems that the most important factor to be considered in the academic performance of students is being a 4P's member. In fact, there is no recent study conducted in ETTMNHS about the effects of 4P's to the academic performance of selected senior high students so, the study is novel.

The researchers chose this topic for research to find out the benefits of 4P's to the academic performance of selected senior high students of the said school

The researchers used Descriptive Research Design. The Grade 11 and 12 4P's benefactors are a sample of this study with 14 sections of Grade 11 and 5 sections of Grade 12. The instrument used in this research was the questionnaire. The data were collected, tabulated and interpreted using the mean and standard deviation.

Majority of the senior high school students agree that 4P's motivates themselves in going to school, pushes them to perform well in the academic activities that would lead them into the top of their class, helps them to submit all of the school requirements, provides financial assistance to buy their needs.

DISCUSSIONS

It is evident from the result that 4P's has a good benefit for the public school students who want to study hard to rich their dreams in life. This research would also give good realizations about the importance of financial assistance for the poor who cannot afford to send themselves into the academe.

The Pantawid Pamilyang Pilipino Program (4Ps) of the Philippine government was implemented by the Department of Social Welfare and Development (DSWD). It was designed to aid poor households with short-term consumption needs while promoting investment in the education and health of their children to help break the inter-generational transmission of poverty in the country. This study employed a descriptive research design to determine the present socioeconomic conditions of the householdbeneficiaries of 4Ps in Bagacay, Daram, Samar, Philippines. The household-beneficiaries belonged to lowincome families whose highest educational attainment of the majority of their members was elementary level only, and fishing was a main source of their income. More household-beneficiaries had two children each covered by the program. They still experienced deficiency with their daily basic needs such as foods, water, clothing, and other family expenditures. Many of them procured only those affordable televisions, electric fans, bulbs or fluorescents, and cell phones. They had no ownership and assurance in their housing and land used. Most of their houses were not concrete, since they could not afford to purchase materials for house construction. Not all household-beneficiaries constructed toilets, and some of those with toilets were not ideal. Other household-beneficiaries were cultivating agricultural lands which were not their own. More parents constantly monitored their children's attendance, and progresses in school. They actively participated in the school activities.

The aim of this study is to analyze whether the 4Ps beneficiaries of the country’s capital city experience the same as those of in the provinces, and that if the program’s impact is significant for the lives of student-beneficiaries. The researchers used quantitative methods and the correlational research design in conducting the study. The researchers used the census method instead of a sampling method, as it was deemed more effective in order to ensure accuracy in the outcomes of the study. 53 parents in household-beneficiaries in Brgy. 211 Zone 19, City of Manila were interviewed by the researchers. Pearson product-moment correlation was used to test the relationship of the 4Ps grants and conditions and the well-being of the elementary school student-beneficiaries in the area. It turned out that there was a weak but positive correlation between the two variables, and the relationship was not statistically significant. The researchers (1) urge the parents in benefiting households to fully utilize the grants of the 4Ps, (2) suggest to the DSWD and other government entities concerned to monitor the efficiency, effectivity, and even the sustainability of the 4Ps, and (3) recommend to the future researchers that the number of respondent-families be increased, as the number of respondent-families may be a factor in the consistency of results. The study aimed to analyze the food expenditure of Pantawid Pamilyang Pilipino Program (4Ps) of the 270 beneficiary and non-beneficiary households in selected barangays in San Pablo City, Laguna, Philippines. Focus group discussion (FGD) was done to investigate the practices of the beneficiary households in terms of cash transfer management. Food expenditure of the households through a survey was also determined. Based on the findings, the beneficiary households mainly allotted the cash transfers for school, health and nutrition of their children. On the other hand, survey results revealed that beneficiary households spent more on food (absolute value) compared to non-beneficiary households using T-test for independent samples. However, there was no significant difference in terms of food expenditure per capita. Furthermore, the results of the correlation analysis suggest that beneficiary households spend more on food with higher household size and income. Findings also imply that those who live in urban areas tend to have higher food expenditure compared to those who live in rural areas.

Poverty in the Philippines remains a challenge. In a recent nationwide self-rated survey of the Social Weather Station, more Filipino households consider themselves poor despite the positive feedback on one of the government’s poverty alleviation programs, the Pantawid Pamilyang Pilipino Program (4PS). This qualitative study utilized a phenomenological approach to explore the reasons behind this claim. It explored the experiences of poverty from the lower class status, particularly the Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries. The study revealed that norms and practices in the family might contribute to their claim of poverty, such as poor lifestyle choices, difficulty prioritizing needs, lack of parenting style, and extended family. This note discusses two of the Philippines' biggest social assistance programs—the Pantawid Pamilyang Pilipino Program, the government's first conditional cash transfer (CCT) program, and the rice subsidy program of the National Food Authority (NFA), one of the country's long-standing food-based social assistance programs—with a focus on targeting efficiency and the benefits to the poor. The goal of the CCT program, which has an explicit poverty targeting mechanism embedded in the program, is to provide short-term cash assistance to poor households while helping to strengthen human capital of their children with the long-run vision of breaking the cycle of poverty. The goal of rice subsidy program is to ensure that low-priced rice is available in the markets to all consumers. Using benefit incidence analysis on the latest official household surveys of 2009, results suggest that both programs benefit poorest households the most. This has implications for the CCT program given the program was only launched with limited coverage in 2008. Despite having been implemented for one year as captured by the data, the program had already reached 12.4 percent of poor households in 2009. Moreover, about 71 percent of its beneficiaries in 2009 belonged to the poorest 20 percent of the population and accounted for 74 percent of total program benefits. These results suggest that the Philippine CCT program has achieved better targeting outcomes than similar programs of other countries in East Asia and Pacific as well as in Latin America where CCT programs started decades ago. Meanwhile, the universal rice subsidy program was also progressive despite not being explicitly targeted to the poor. In 2009, the program reached 47.7 percent of poor households after nearly fifty years of implementation. Considering both direct and indirect costs to value the total amount of assistance delivered by Pantawid Pamilya and the rice subsidy program, beneficiaries receive about the same benefit from both programs as a share of their reported incomes. However, direct benefits from the Pantawid Pamilya represents a higher share of beneficiary households' reported income (16 percent) compared to the rice subsidy program (1.4 percent). This reflects the high cost of administering the rice subsidy program compared to the CCT. On average, the government spends Php 6.84 for every Php1.00 of direct assistance delivered through the universal rice subsidy program while it only spends 15 centavos through the CCT program. As almost any other program, the universal rice subsidy program and the Pantawid Pamilya do not target the poor perfectly– the former by design and the latter due to errors in targeting or implementation. The share of total program benefits that went to the non-poor is especially high for the rice subsidy program at 58 percent, twice that of the Pantawid Pamilya (29 percent). There is further scope for both programs to reach more poor Filipinos. While the CCT program will never be able to reach 100 percent of the poor by design, coverage is expected to increase in the coming years as the program continues to expand and utilize the national household targeting system. The rice subsidy program can improve efficiency in reaching the poor by adopting an explicit targeting criterion.

The high level of extreme poverty or those experiencing hunger in the country is the most pressing issue that needs to be addressed by our policymakers. Official government statistics and data from self-rated hunger surveys show an increasing trend in hunger incidence among households. On the one hand, latest data from the National Statistical Coordination Board (NSCB) show that the percentage of population experiencing hunger almost remained the same from 11.1 percent in 2003 to 10.8 percent in 2009. The main purpose of the study is to determine the direct impact of the Pantawid Pamilyang Pilipino Program on the Education, Health, and Nutritional Status of Learners Beneficiaries in the Third Congressional District of Quezon. It specifically aimed to find out the status of the learner-beneficiaries before and during the time of being a 4Ps CCT recipient in terms of education, health, and nutrition. The study also determined the assistance received by the learner-beneficiaries in terms of the mentioned aspects. With a total of 348 respondents from the entire Third congressional district, the researcher was able to use the descriptive quantitative method. The respondents were grade 6 pupils from public elementary schools of Bondoc Peninsula and are all 4P's beneficiaries. The researcher considered the validity and reliability of their data. It was found that the 4P's program has a positive impact on the educational outcomes of the beneficiaries, particularly on their GWA with higher rates of subject passing and school attendance. However, further analysis is needed to fully understand the impact of the program on the student's educational outcomes. Results also showed that becoming a 4P's CCT recipient has had a positive impact on the health of individuals, resulting in a significant reduction in the frequency and severity of illnesses experienced by individuals. It was also found that the 4P's CCT program had a positive impact on the nutrition status of the recipients by increasing the frequency of meals consumed, improving BMI, and providing access to vitamins and that the 4Ps program has a positive impact on the lifestyle of beneficiaries before and during the time of being a recipients, particularly in terms of health, nutrition, education, household expenditure, and income. The 4P's CCT program has had a positive impact on the lifestyle characteristics of the individuals who became recipients of the program. Specifically, the program appears to have helped increase the income of the households, reduce gambling and vices and did not lead to any increase in luxurious lifestyles. Finally, the null hypothesis concludes that there is a significant difference in the status of the learner-beneficiaries before and after becoming a 4Ps CCT recipient for all four profiles.

Successful implementation of an extension programs, activities, and projects (PAPs) may be made possible only after having conducted a benchmark survey on the felt-needs. Toward this end, this paper delved into surveying the socioeconomic profile of the target beneficiaries in regard to age, gender, educational attainment, number of household members, monthly income, members with income, their main occupation as the source of livelihood, and their seminar/training needs. It also identified their priority needs for survival and correlated it on their demographic characteristics. Using descriptive-survey method with convenience sampling technique, it determined 58 households endorsed by their Punong Barangay. Result showed that respondents were mostly female, in their golden years, college level, earned very low monthly income, with 3-8 members in the household, with father as the breadwinner, and fishing as their main source of survival. Furthermore, it showed that insufficient income to address their basic necessities was among the topmost of their priority needs. Correlating such felt-need towards their monthly income yielded significant result which means that the respondents' priority needs were affected by their monthly earnings. This further implies that the meager their income, the greater their needs. In other words, their monthly income is a factor towards their needs. Thus, they proposed for a livelihood project. Subsequently, an integrated livelihood project was launched.
