Our Country Research Project is ideal for older elementary students and middle school students. Before tackling this Country Research Project, we introduce, review, and solidify basic map skills with our FREE Printable World Maps & Activities . By the time my students reach 4th grade, they do one of these projects a year for the next two years.  In this project, you can implement research, writing, reading, and more into your homeschool. Our FREE Country Research Sheets & Maps make teaching and learning about different countries around the world easy!

*If you teach in a school setting or would like to download all of our Country Research Project Printables at once, check out our shop . For those of you looking for more free social studies resources , check this post out!

What is included in our Country Research Project?

Country research sheets.

country research project

Our Country Research Project always starts with one of these country research sheets. There are two options to choose from. Years ago, my oldest did his research using a brainstorming sheet. We made it work, but it was much harder to organize his notes since they were random. The Country Research Sheets give students focus and guide them to information that would make a solid research paper. From experience, these research sheets make it easy to organize information for a 5 paragraph essay.

Blank continent maps with outlines.

country research project

This set of Blank Continent Maps with Outlines coincide perfectly with the FREE Country Research Sheets. Whatever country your student is studying, print the corresponding continent map out. Your student can then locate, label, and color their country within its continent. The worksheet then instructs the student to label the countries bordering countries and oceans. This map is an excellent addition to the Country Research Project.

The second version includes the outlined map, but has no instructions written at the top. For those you wanting to use these to color all continents rather than one, then you can!

DOWNLOAD BLANK CONTINENT MAPS

Research paper.

country research project

Once my student completes the country research sheet, it is easy to sit with them and discuss what facts should go into each paragraph of their essay. We literally looked over the facts, and then wrote a 1, 2, 3, 4, or 5 next to them. This was an easy guide for  my student to follow when he sat down independently to write his country project paper. If the fact had a 1 next to it, that meant he was to include that fact into his first paragraph. 2 meant second paragraph and so forth. When I teach my kids to write a 5 paragraph essay, I like to break it down into an introduction paragraph, 3 body paragraphs, and then a conclusion or closing. Each paragraph should include at least 3 sentences, but 5 sentences are encouraged. You might be interested in checking out our  5-paragraph graphic organizers . They make creating an essay outline easy!

DOWNLOAD COUNTRY RESEARCH PAPER

Project visual.

country research project

Creating a visual for the Country Research Project is one of the last pieces of this assignment. Some kids will love this aspect of the project and this is where their creativity will shine. Other students will not enjoy this part of the project. No matter, encourage them to write notes and facts about their country, add a title, draw pictures, color it neatly, display a flag, and so much more. We choose to create a poster display. Your student may create a PowerPoint presentation, a hanging mobile, or a cardboard display. There are several options to choose from.

Country Project Presentation

End the Country Research Project with a presentation. For those of us who  homeschool, this can be easily down at the dinner table. Allow your student to present to the family before dinner or after dinner. Encourage them to share their visual and what things they learned about their country. Some of my kids have read their paper out loud. In a classroom setting, presenting their project is a must. Public speaking is a skill that should be encouraged when possible. Some kids will really shine when presenting, while others will struggle. Regardless of their strengths or weaknesses, it is always a good rule of thumb to give your child the opportunity to share.

Looking for a more Permanent Curriculum?

For the first few years of homeschooling, I created and put together my oldest sons curriculum. On one level, I enjoyed this. It was fun to look at all of the free options and ideas on the web. On the other hand, I got overwhelmed and distracted like a kid in a candy store. As I had more children, life became busier too. It became evident to me that ordering workbooks and textbooks to guide us was ideal for our schedule and life. I still create interactive units to supplement and meet individual needs, but I have found that the workbooks give us  a sense of direction and consistency.

Free Homeschool Resources

For me, compiling engaging curriculum for each of my kids became time consuming and daunting. It is a huge blessing being able to buy math and grammar workbooks. It gives me a piece of mind to know that I am not skipping around or leaving gaps in their education. Some of you may scoff at this. I am not condemning those that go it wholly on their own. Personally, it was just too much. If I was unable to purchase these books, then of course I would change my strategy to use more readily accessible materials. If you are interested in checking out some of the most popular and effective homeschool curriculum available, follow the link below. Happy homeschooling…

How to Teach a Country Research Project

February 17, 2022 By Holly Rachel

I love teaching a research project on a country. They are so much fun and students gain so much from studying them in your social studies curriculum. I have found that students find them fascinating and love learning interesting facts and recognising the similarities and differences between the country they are learning about and their own way of life.

What is a country research project?

In simple terms, as part of social studies, students create a report on a country by researching facts about it. Their country report could be a wide range of presentation mediums such as a written project, an oral presentation, a poster, worksheets, a performance or even a video, you can be as creative as you like! Student can use a range of methods to research their chosen country. This could be through books, the internet, interviews or from teaching presentations and information sheets.

country research project ideas

Why are country research projects important?

It is so important that we teach students about different cultures to their own and to accept and respect differences, as well as to look for the similarities between us all. This is especially important in the interconnected world we live in today.

There are so many benefits to teaching a research project on a country. These include:

-Gaining knowledge about new places and different culture

-Sparking curiosity and a love of learning

-Understanding and accepting differences

-Recognising that even though cultures may have differences, we all share similarities

-Gaining a deeper understanding of their own culture as they learn about others

-Because they are so much fun!

How to do a country research project

A research project on a country may be part of your curriculum, or you may teach the project as part of a whole school cultural week. Alternatively you could set the project as homework for your class. It’s also a great idea to use the project to support learning across other subject areas. For example, students could use the knowledge they gain from their country study and use it in their writing, such as a story setting or an information text. Students could recreate art from the country or develop map skills.

What to include in a country research project

This is the fun part! You may wish your students to lead their own research and report on the areas that interested them, or you may wish to give some guidance. Some great ideas for your research project on a country could include:

Identify the particular country on a map of the word. Where is it located? What continent is the country in? What is the capital city? You could look for physical geographical features such as mountains and rivers. Does the country border any seas? What are the neighbouring countries?

Research the country’s flag. What does the flag tell us about the country? What is the population? What sort of climate does the country have? Students could use graphic organizers to help them record the information they find.

Food is such a great way to learn about a country. It really tells us a lot about the sort of flora and fauna that can be found the country. It can also tell us a lot about the climate of the country. Is it common to preserve food in a particular way? For example through pickling or using spices? Why might this be?

This is such an important skill. As we become more globally connected, learning an additional language is such a valuable skill. You could start with some key phrases and greetings.  Maybe choose certain activities where you could speak in language, such as greeting each other first thing in the morning, or asking. ‘How are you?’ after lunch.

Sight seeing

Learn about the iconic landmarks of the country. When, how and why where they built? What do they tell us about the country and the people who live there?

Recreate art from the country. This could be a study of a particular artist or art movement. Students could recreate a particular painting. What does the painting capture? What can we learn from it? Or perhaps use a painting from the country as inspiration for students’ own work, this could even span different subjects. Create a bulletin board of the students’ own work!

Teach students songs from the country. This is also a great way to learn a language. Listening to and singing songs can really help students gain a valuable insight into the culture.

Research Project Planning

To make any project go smoothly, you want to be organized and prepared.  Here are some questions and tips to consider before diving in:

W ho will be conducting the country research project?

  • the whole class (benefit: opportunity to introduce and model research skills)
  • in small groups (benefits: incorporate cooperative learning skills; provide choice/meet individual needs ; compare and share information about different countries)
  • independently (benefits: provide choice/meet individual needs; compare and share information about different countries)

W hat country will be explored?

Options include:

  • Teachers choose the country based on available resources or as a connection to a book, event, or unit of study – for example, researching China during Chinese New Year celebrations, exploring South Africa while reading Long Walk to Freedom , or investigating Brazil as part of a study of the Amazon rainforest .
  • Students choose the country based on interest or personal connection (heritage, travel).
  • Leave It to Chance & Spin the Wheel!

pick a country for your research project

W hen will the country research project(s) take place?

Over several weeks? Once a quarter or semester? Throughout the year?

Will it be tied to a book or specific curriculum?

Plan the dates and times for researching , creating , and presenting projects.

W here will students find reliable information about the country?

Setting younger students loose on the internet and providing them with books they can’t read or understand is a recipe for disaster. When learning about countries and cultures, it is critical that the information is accurate and does not promote stereotypes.

See our RESOURCES section below for recommended websites and booklists we use. In addition:

  • invite guest speakers such as school staff, families, and community leaders to visit
  • establish global pen pals
  • join National Geographic’s Explorer Classroom

W hy is it important to do a research project on a country?

Benefits include:

  • developing an understanding of world geography and cultures
  • building a foundation for future global learning
  • preparing for living and working in a globalized world
  • learning new perspectives
  • practicing a variety of important skills, including researching, reading, writing, and communication, while discovering our world
  • add your own!

H ow will students share what they learn?

There are many ways students can share their discoveries. An interactive notebook, poster, or presentation board, a slideshow, movie, or travel ad are just some ideas. Encourage your students to come up with their own ideas, too!

Think about who students will be presenting to : classmates, school, families, community …

Plan for where the presentations will be held: classroom, gymnasium, outdoors, online …

Reserve any space needed, and have students create invitations to send out at least one week prior to the event.

Country Fact Sheet

Free Printable Country Fact Sheet For An Easy Geography Lesson

This exploration is for all ages, as the colored smilies show. You can do the Country Fact Sheet with your whole family together!

research country worksheet

The Country Fact Sheet is a geography printable that can be used with any of the geography units from Years 2, 3, and 4 . Those years focus on learning about a variety of countries from all around the world. It s first introduced in the Western Europe unit. Layers of Learning has hands-on explorations, maps, printables, and lots more activities in every unit of this family-friendly curriculum. Learn more about Layers of Learning .

Years 2 and 3 of Layers of Learning are a survey of countries around the world, and we like to keep a written record of a lot of what we learn. The Country Fact Sheet is just one of the ways we record what we’re discovering in our geography time. It’s a place to record the information they are reading from our country studies all on one page.

Step 1: Library Research

Before you begin exploring, read a book or two about the country you’re studying in a library book or in an atlas. Here are some suggestions of atlases we like to keep on hand for our country studies. Your library likely has atlases you can borrow too. The colored smilies above each book tell you what age level they’re recommended for.

As Amazon affiliates, the recommended books and products below kick back a tiny percentage of your purchase to us. It doesn’t affect your cost and it helps us run our website. We thank you!

Step 2: Country Fact Sheet

Here is a  printable country fact sheet  if you want to try this with your kids.

research country worksheet

Search the internet, look in an atlas, or go to the library for books, then spend an hour reading and writing down fascinating facts, drawing maps and flags, and just satisfying your curiosity about countries.  Fill out the country fact sheet as you go, then fill the backside of the page with more interesting things you discovered along the way.  As you work, discuss the similarities and differences between the country you live in and the country you’re studying.

research country worksheet

If possible, find some stories from the countries too.  Many countries have traditional folk tales, fairy tales, myths, or legends that kids love to listen to.  Famous art and music is another fun focus.

We have our television attached to our computer with an HDMI cable (making our big screen function as a computer monitor so everyone can see it well), so I pull up famous art from the country using a simple internet search.  Sometimes we watch YouTube videos of traditional dance or music, travelogues, or other informational videos too.

By the end of the week, you will have all learned about the country by researching, discussing, and writing.  It’s a fun way to bring other cultures and places a little closer to home.

Step 3: Show What You Know

Read the interesting facts to each other, presentation-style. See if some of the things you found out overlap. Did you find any information or fun facts that no one else in your family did?

Additional Layers

Additional Layers are extra activities you can do or tangents you can take off on. You will find them in the sidebars of each Layers of Learning unit . They are optional, so just choose what interests you.

Writer’s Workshop

Write a simulated letter, imagining you are visiting the country you studied and writing home about the things you are doing and seeing.

Additional Layer

Make a traditional recipe from the country you are learning about. We love to cook food from the country we are studying and then give our presentations at the dinner table.

When we can’t go visit a country in person, we go visit the Layers of Learning YouTube playlists and get a little peek through video of what it’s like there.

George Strait Makes History With Record-Setting Concert At Kyle Field

Fans cheer at a George Strait concert in Kyle Field.

The “King of Country” music George Strait claimed another crown at his Texas A&M University concert over the weekend.

On Saturday, 110,905 fans attended Strait’s “The King at Kyle Field” concert, breaking the attendance record for a ticketed concert. Strait took center stage alongside Parker McCollum and Catie Offerman . In March, the performance was announced as Strait’s only Texas performance in 2024.

The previous record was held by the Grateful Dead from a 1977 performance in New Jersey for 107,019 fans, according to Billboard . Strait’s performance on Saturday also broke a previous record for the most attended event in Kyle Field.

“We got some Aggies out there? Oh yeah! I’m ashamed to say this, but this is my first time to ever be in Kyle Field. … Just invite me back, I’ll come!” Strait said Saturday.

At the show, Strait debuted “MIA in MIA” and “The Little Things,” two songs from his upcoming album “Cowboys and Dreamers,” set to release in September.

The Country Music Hall of Fame honoree has sold more than 105 million records worldwide. Strait is currently touring the U.S . with Chris Stapleton and Little Big Town until December, with stadium performances scheduled for Salt Lake City, Detroit, Chicago and Las Vegas.

  • About Pew Research Center’s Spring 2024 Global Attitudes Survey

This Pew Research Center analysis focuses on public opinion of the United States, President Joe Biden and other world leaders. It also explores what people think about Biden’s handling of international issues and their perceptions of American democracy. The study includes publics in 34 countries across the Asia-Pacific region, Europe, Latin America, the Middle East, North America and sub-Saharan Africa.

This analysis draws on nationally representative surveys of 40,566 adults conducted from Jan. 5 to May 21, 2024. All surveys were conducted over the phone with adults in Canada, France, Germany, Greece, Italy, Japan, Malaysia, the Netherlands, Singapore, South Korea, Spain, Sweden and the United Kingdom. Surveys were conducted face to face in Argentina, Bangladesh, Brazil, Chile, Colombia, Ghana, Hungary, India, Israel, Kenya, Mexico, Nigeria, Peru, the Philippines, Poland, South Africa, Sri Lanka, Thailand, Tunisia and Turkey. In Australia, we used a mixed-mode probability-based online panel.

A map showing Countries included in this report

Throughout the report, we analyze respondents’ attitudes based on where they place themselves on an ideological scale. We asked about political ideology using several slightly different scales and categorized people as being on the ideological left, center or right.

  • In most countries, we asked people to place themselves on a scale ranging from “Extreme left” to “Extreme right.” The question was asked this way in Argentina, Bangladesh, Brazil, Canada, Chile, Colombia, France, Germany, Greece, Hungary, Israel, Italy, Mexico, the Netherlands, Nigeria, Peru, the Philippines, Poland, South Africa, Spain, Sweden, Turkey and the United Kingdom.
  • In Australia, the scale ranged from “Left” to “Right”.
  • In Japan, Singapore, South Korea and Thailand, ideology was measured on a scale from “Extremely progressive” to “Extremely conservative.”
  • Ideology was not asked about in Ghana, India, Kenya, Malaysia, Sri Lanka or Tunisia.

Prior to 2024, combined totals were based on rounded topline figures. For all reports beginning in 2024, totals are based on unrounded topline figures, so combined totals might be different than in previous years. Refer to the 2024 topline to see our new rounding procedures applied to past years’ data.

Here are the questions used for the report, along with responses, and the survey methodology .

A dot plot showing that In most countries polled, more have confidence in Biden than Trump

With many around the world closely following the fiercely contested rematch between U.S. President Joe Biden and former President Donald Trump, a new Pew Research Center survey finds that, internationally, Biden is viewed more positively than his rival.

Across the 34 nations polled, a median of 43% have confidence in Biden to do the right thing regarding world affairs, while just 28% have confidence in Trump. The gap between ratings is quite wide in many countries, especially in Europe. Biden’s confidence rating is at least 40 percentage points higher than Trump’s in Germany, the Netherlands, Poland and Sweden.

However, there are exceptions. There is no statistically significant difference in ratings of Biden and Trump in eight nations we surveyed. And people in Hungary and Tunisia give Trump more positive reviews than Biden, although neither leader gets especially high marks there. (The survey was conducted before Trump’s conviction in a state criminal trial in New York.)

Even though Biden gets better assessments than Trump globally, ratings for the current U.S. president are down since last year in 14 of 21 countries where trends are available, including by double digits in Australia, Israel, Japan, Poland, South Africa, Spain, Sweden and the United Kingdom.

A bar chart showing Views of Biden’s international policies

The survey included a series of questions about how Biden is handling major international issues. Overall, opinions are divided on how he is dealing with climate change and global economic problems.

Across the 34 countries polled, a median of around four-in-ten approve of how Biden is dealing with China and with the war between Russia and Ukraine (39% each).

The president gets his most negative reviews on his handling of the Israel-Hamas war: A median of just 31% approve of the way he is handling the conflict, while 57% disapprove. (The survey was conducted prior to Biden announcing a proposal to end the conflict .)

Research in the West Bank and Gaza

Pew Research Center has polled the Palestinian territories in previous years, but we were unable to conduct fieldwork in Gaza or the West Bank for our Spring 2024 survey due to security concerns. We are actively investigating possibilities for both qualitative and quantitative research on public opinion in the region and hope to be able to share data from the region in the coming months.

Six-in-ten Israelis disapprove of how Biden is handling the war, including 53% of Jewish Israelis and 86% of Arab Israelis. (For more on how Israelis rate Biden, read “Israeli Views of the Israel-Hamas War.” )

Of the predominantly Muslim nations surveyed, large majorities in Malaysia, Tunisia and Turkey also disapprove of Biden’s handling of the Israel-Hamas war. Opinion is divided on this issue in Bangladesh.

The new survey finds that overall attitudes toward the United States are generally positive: A median of 54% across the nations polled have a favorable view of the U.S., while 31% have a negative opinion.

However, criticisms of American democracy are common in many nations. We asked respondents whether U.S. democracy is a good example for other countries to follow, used to be a good example but has not been in recent years, or has never been a good example.

A bar chart showing that A median of 4 in 10 across 34 countries say the U.S. used to be a good example of democracy

The predominant view in most countries is that the U.S. used to be a good model but has not been recently. Overall, a median of 21% believe it is currently a good example, while 22% say it has never been a good model for other countries.

In eight of the 13 countries where trends are available, fewer people say American democracy is a good example than said so in spring 2021, when we last asked this question.

For this report, we surveyed 40,566 people in 34 countries – not including the U.S. – from Jan. 5 to May 21, 2024. In addition to this overview, the report includes chapters on:

  • Attitudes toward the United States
  • Ratings of Biden
  • Ratings of Trump
  • Views of Biden and Trump compared with other world leaders
  • Views about Biden’s handling of major foreign policy issues
  • Is the U.S. a good example of democracy?

Read some of the report’s key findings below.

A bar chart showing that International views of the U.S. are largely favorable

At least half of those in most countries surveyed express a favorable opinion of the U.S. Poles are the most positive, at 86% favorable. Of the European nations surveyed, ratings also lean positive in Italy, Hungary and the UK. Elsewhere in Europe, however, opinions tend to be closely divided.

Attitudes toward the U.S. are largely favorable in the Asia-Pacific nations polled, especially Japan, the Philippines, South Korea and Thailand. However, most Australians and Malaysians give the U.S. poor marks.

In the Middle East-North Africa region, a 77% majority of Israelis view the U.S. favorably, although this is down from 87% last year. Large majorities in Tunisia and Turkey offer an unfavorable opinion.

The U.S. gets mostly positive ratings in the sub-Saharan African and Latin American nations surveyed. Two-thirds or more see the U.S. favorably in Colombia, Ghana, Kenya, Nigeria and Peru.

Refer to Appendix A  for long-term trends on views of the U.S.

Pew Research Center has explored attitudes toward American presidents for over two decades, finding significant shifts in opinions over the years. Data from four Western European nations that we have surveyed consistently – France, Germany, Spain and the UK – shows long-term trends in views of recent presidents.

George W. Bush received low and declining ratings during his time in the White House, while Barack Obama got mostly high marks. Attitudes toward Donald Trump were overwhelmingly negative throughout his presidency. Biden has consistently received more positive reviews than his predecessor, but his ratings have declined in these four countries during his time in office.

A line chart showing Confidence in U.S. presidents across Western Europe

There are nine nations in this year’s survey where six-in-ten adults or more express confidence in Biden. Four are in Europe (Germany, the Netherlands, Poland and Sweden), two are in the Asia-Pacific region (the Philippines and Thailand) and three are in sub-Saharan Africa (Ghana, Kenya and Nigeria).

Since last year, confidence in Biden has dropped significantly in 14 nations: Seven in Europe, plus Australia, Canada, Israel, Japan, Mexico, South Africa and South Korea. Biden gets his lowest ratings in Turkey and Tunisia, where only about one-in-ten express confidence in him.

The two countries where at least six-in-ten adults have confidence in Trump are Nigeria and the Philippines. Like Biden, Trump gets one of his lowest ratings in Turkey, where just 10% view him favorably.

Confidence in Trump has increased slightly in a few European countries since we last asked about him in 2020, although his ratings remain quite low in Europe.

In contrast, Trump’s ratings have become more negative in Poland since 2019, which was the last year we asked about him there. Israeli views toward the former president have also become more negative over the past five years.

Refer to Appendix B  for long-term trends in confidence in U.S. presidents.

A bar chart showing Confidence in Macron, Biden, Trump, Xi and Putin

In addition to exploring confidence in Biden and Trump, the survey asked about trust in French President Emmanuel Macron, Russian President Vladimir Putin and Chinese President Xi Jinping.

Overall, Macron receives the most positive ratings across the countries in the study, followed closely by Biden. The French president gets higher ratings than his U.S. counterpart in many of the European nations surveyed. Both Xi and Putin receive mostly poor marks across the countries in the study.

A dot plot showing that Approval of Biden’s handling of the Israel-Hamas war is lower among those on the ideological left

  • In 17 of the 28 countries where political ideology is measured, people on the right are more likely to have a positive opinion of the U.S. than those on the left. For example, 65% of people on the right in Spain view the U.S. favorably, compared with 26% of people on the left.
  • In 18 countries, people on the right are more likely to express confidence in Trump than those on the left. The gap is especially large in Israel, where 75% of those on the right have confidence in him, compared with just 23% of Israelis on the left.
  • There are also some sizable ideological differences on views about Biden’s handling of the Israel-Hamas war. In several countries – including about half of the European countries surveyed – people on the right are more likely than those on the left to approve of how Biden is handling the conflict.

A table showing that In many countries, men are more confident in Trump than women are

  • In several countries – including Canada, all Latin American countries surveyed and several countries in the Asia-Pacific region – adults under 35 are more likely to have a positive opinion of the U.S. when compared with adults ages 50 and older. Australia, Israel and Sweden are the only countries where younger adults have a less favorable view of the U.S.
  • In Canada, Australia and seven of the 10 European countries surveyed, young adults are less likely than older adults to approve of how Biden is dealing with the Israel-Hamas war .
  • Men have more confidence in Trump than women do in many of the countries surveyed. The largest difference is in the UK, where men are about twice as likely as women to trust the former U.S. president. In many of the countries surveyed, women are less likely than men to answer this question at all.

Labour migration: what’s in it for countries of destination and origin?

Two JRC policy briefs highlight how the participation of non-EU nationals is growing in occupations with persistent labour shortages, including in digital and green occupations, and how it benefits the EU.

Skills shortages persist across the EU, in a range of sectors, and at various skills' levels. To address them, the EU will also need to attract skills and talent from all around the world.

A  JRC analysis shows that third country nationals (TCNs) employed in the EU are increasingly filling important gaps in occupations persistently affected by a shortage of workers. In 2021, while the share of third country nationals in the EU27 workforce is 4.4%, it increases to 7.1% when considering the 14 occupations that have endured a labour shortage since 2016.

The analysis focuses on data from 2021, and investigates developments since 2011. Looking at the overall distribution of non-EU workers in the EU labour market in 2021, non-EU workers make up 2.7% of digital occupations, 4% of green and 4.9% of other occupations. The green and digital occupations are defined using a task-based approach, calculating the share of green or digital tasks and setting a minimum threshold. The “other occupations” include domestic, hotel and office cleaners and helpers, shop salespersons, and care workers in health services.

These shares remain low at EU level despite a nearly quadruple (363%) increase of non-EU workers in digital occupations and 70% increase in the green sector. With targeted policies such as targeted training and skills development programmes for migrant workers in green and digital jobs, the facilitation of the recognition and validation of qualifications and work experience, and greater opportunities for migrant entrepreneurship in the green and digital sectors participation rates can further increase, improving their integration in the EU economy.

Graph growth TCNs in digital, green and other occupations 2011-2021

Looking at EU labour needs up to 2035, elementary occupations and high-skilled non-manual occupations are projected to face the strongest shortages. In particular, according to the annual  Employment and Social Developments in Europe (ESDE)  review, the Commission foresees 22 broad categories of shortage occupations, of which eight have a high green or digital task content. The Commission’s  Action plan to tackle labour and skills shortages , the  European Skills Agenda and the  Pact for Skills , launched to address labour shortages, include a series of initiatives on improving and gaining new skills, activation and work incentives, and working conditions.

The largest share of non-EU workers – roughly 38% – originates from European countries beyond the EU, followed by Africa and the Middle East (27%). Europeans from non-EU countries also account for the largest share of jobs held by third country nationals across digital, green and other occupations as defined in the JRC analysis, possibly due to geographical proximity, visa regimes and cultural similitudes.

Graph regions of origin and type of occupations

Germany, Italy, Spain and France – EU’s four most populous countries – host about 6.6 million non-EU workers, equivalent to 79% of all third-country nationals employed in the EU. Germany alone absorbs about a third (2.4 million people) of the non-EU workforce. This absorption capacity could among other factors be explained by the rate of population ageing, as Germany, Italy and Spain are among the fastest ageing countries in the EU.

The four EU countries also employ the largest numbers of non-EU nationals in digital and green jobs. About 28% of all non-EU workers in the green sector and about a third of those in the digital sector, are employed in Germany. The Netherlands, Ireland and Sweden also attract a significant number of non-EU nationals in their digital sector, possibly due to the importance of this sector in their economies.

The origin country perspective: how does the emigration of talent impact countries of origin?

Migration is often perceived through a single-sided ‘brain drain – brain gain’ narrative, which is focused on skilled professionals who move from their home countries in search of better economic prospects. This narrative suggests a loss for countries of origin as they give up their brightest minds to the global workforce.

Another  JRC science for policy brief challenges this perspective, highlighting a more nuanced reality, where migration can catalyse a boost in human capital and sustainable development. The brief explores the multifaceted implications of talent migration and highlights the various positive feedback mechanisms of talent emigration that can foster economic and human development in countries of origin.

Migration is skill-selective, which means that the propensity to emigrate is much higher for the high-skilled than for the low-skilled. Consequently, over the past 30 years, the average global emigration rate of college graduates amounted to approximately 5%, while about 1.5% of the less educated were emigrants. This difference is even more pronounced in low-income countries, where the high-skilled emigration rate was around 18 times higher than the low-skilled one.

Migration can stimulate a beneficial additional skill formation in most countries of origin. Furthermore, the migration of the high-skilled also brings positive feedback mechanisms, such as facilitating trade and foreign direct investments or raising income levels via financial remittances.

Legal migration plays a key and complementary role in supporting the labour market needs of the EU, and also in enhancing migration management, fostering cooperation with countries of origin and transit, and ultimately contributing to the reduction of irregular migration.

The  Pact on Migration and Asylum  – now in force – reflects a comprehensive and a whole-of-route approach to migration management. Therefore, the Commission is pursuing with the Member States a two-track approach, accompanying legislative work at EU level with operational activities. This notably includes work on the external dimension of migration, through the pursuit of comprehensive partnerships with partner countries.

Developing labour migration cooperation with third country partners, supported by common EU legal migration rules and alternative pathways for those in need of international protection, provides for a balanced approach to migration.

Benefits come not only in terms of sound migration management but also through remittance flows and the transfer of skills and knowledge to partner countries. An active policy to make the most of labour migration in Member States makes a major contribution to addressing labour market shortages. Improving labour migration governance, education and vocational education and training systems, and joint approaches to the recognition of qualifications and skills, are essential elements to promoting skills as a driver for economic growth, to the mutual benefit of the EU and its partners.

The EU Talent Pool will also contribute to fair labour migration, as the first EU-wide platform facilitating international recruitment with built-in safeguards to avoid exploitative and unfair practices and informing job seekers in third countries about opportunities to work in shortage occupations in the EU at all skills’ levels. The fast operationalisation of the tool relies on swift adoption of the legal framework by the European Parliament and the Council.

The Commission is also implementing measures set out in the Skills and Talent Mobility package of November 2023 to support the validation of skills and recognition of qualifications gained outside the EU, which remains an obstacle to migrant recruitment and labour market integration. The Commission will continue engaging with Member States and social partners through the Labour Migration Platform, which facilitates cross-sectoral discussions on practical issues.
