For admission, applicants must visit the IGNOU’s official website, ignou.ac.in. They can apply for their preferred course online and submit an application fee of Rs 1000. The online registration process for the PhD, BEd and BSc Nursing entrance exam of the Indira Gandhi National Open University (IGNOU) will end today, January 3. Candidates can apply for it up to 5 pm on the official website of the university, ignou.ac.in.
The application deadline was extended previously and during this extended window, candidates have to pay a late fee of ₹ 200.
“The last date for submission of Online Application Form for Ph.D. (For July 2023 Session), B.Sc. Nursing & B. Ed. (For January, 2024 Session) has been extended till 03rd January, 2024 up to 05:00 P.M with a late fee of Rs.200,” read the notice issued by the university.
The IGNOU PhD entrance test for the July 2023 session and the IGNOU BSc Nursing and BEd entrance test for the January 2024 session will take place on Sunday, January 7, 2024.

Instructions pertaining to Reservation of Seats, Fees, general eligibility criteria and Exam pattern for PhD Entrance Test – 2023
- Submission of application for PhD Programme will be online only. The candidate can only apply for one Programme as the Entrance Test shall be conducted for all the Programmes on the same day.
- Application Fee for submission of online application is Rs 1000.
- Application fee is non-refundable.
- The number of seats to be advertised in different categories (GEN/OBC/SC/ST/EWS) is as per the Reservation Policy for Research Degree Programmes and DOPT,Govt of India .norms amended from time to time. Appendix II of the Information Brochure may be referred in this regard.
- No request for change in reservation category, shall be entertained once the application has been successfully submitted.
- Five percent (5%) seats shall be reserved for Persons with Disabilities (with not less than 40% disability). However such candidates shall be adjusted against the appropriate category (Gen/SC/ST/OBC/EWS) to which they belong (Ref.Annexure II of Information Brochure 2023).
- Candidates awarded with fellowship/scholarship in UGC-NET/UGC- CSIR NET/GATE/CEED and similar National level tests, as per the validity specified by the regulatory bodies, shall be exempted from Entrance Test and their selection will be based on interview. These candidates shall be considered as Category- A. Such candidates have to upload their valid fellowship award letter from the concerned implementing / awarding agency.
- For Category A Candidates , interview shall carry 100% weightage. All eligible candidates from Category A will be called for the interview.
- For Category B Candidates , the Entrance Test shall carry a weightage of 70% and 30% weightage shall be given to the interview. Those who secure at least 50% marks in the Entrance Test (45% marks in case of SC/ST/OBC (Non Creamy layers) / Differently abled persons and EWS) will be shortlisted for the interview in order of merit subject to the maximum limit of five times of the available seats.
Stage II: Interview:
- Eligible candidates from Category A & Category B shall be called for interview before the Discipline Specific Admission committee. Information in this regard shall be uploaded on the University website. The respective disciplines/ schools will communicate regarding the requirement for the interview.
- The interview shall have three components comprising Research Methodology (40%) Subject domain (40%) and Communication Skills (20%).
- Admission to the Ph.D Degree Programmes is strictly on merit, based on the performance in the Entrance Test and Interview taken together.
- A candidate will be eligible for admission and registration for the PhD programme, on the fulfillment of the following conditions :

- A 1-year/2-semester master's degree programme after a 4-year/8-semester bachelor’s degree programme or a 2-year/4-semester master’s degree programme after a 3-year bachelor’s degree programme or qualifications declared equivalent to the master’s degree by the corresponding statutory regulatory body, with at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed or equivalent qualification from a foreign educational institution accredited by an assessment and accreditation agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country to assess, accredit or assure quality and standards of the educational institution.
- A relaxation of 5% marks or its equivalent grade is allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision as per the decision of the UGC from time to time. Provided that a candidate seeking admission after a 4-year/8-semester bachelor’s degree programme should have a minimum of 75% marks in aggregate or its equivalent grade on a point scale wherever the grading system is followed.
- A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Commission from time to time.
In case, a candidate does not meet these minimum eligibility criteria and appears in the written examination, it is at the candidate’s own risk and cost, and if at any stage, it is found that the minimum eligibility requirements are not fulfilled, the admission, if granted, shall be cancelled ipso facto.
Syllabus and Question paper
- a) The syllabus of the Entrance Test is as per the ‘University Grants Commission (Minimum Standards and Procedure for Award of PhD Degree) Regulations, 2022 comprising 50% on Research methodology and 50% on specific subject. The syllabus for each discipline is annexed at Appendix III of information brochure.
- b) The question paper shall have questions consisting of 50% on research methodology and 50% on specific subject .

IGNOU invites applications for BEd, BSc Nursing, PhD; check details here
The exam will be conducted for two hours for bed, 2.5 hours for bsc nursing and three hours for phd candidates..
The Indira Gandhi National Open University (IGNOU) is inviting online applications for admission to three programmes through an entrance test. The three programmes are Bachelor of Education (BEd), Post Basic BSc Nursing [BScN(PB)] and PhD.
Interested candidates have time till December 31, 2023 to apply for these programmes. Admissions will be conducted through an entrance test, which is scheduled to be conducted on January 7, 2024. The exam will be conducted for two hours for BEd, 2.5 hours for BSc Nursing and three hours for PhD candidates.
Candidates should remember that no application forms in hard copy will be accepted. All registrations must be completed online through the University website — ignou.ac.in. The application fee is Rs 1000.
To be eligible for BEd, candidates should have at least 50 per cent marks either in the bachelor’s degree and /or in the master’s degree in Sciences/Social Sciences/ Commerce/ Humanities. Bachelor’s in Engineering or Technology with specialisation in Science and Mathematics with 55 per cent marks or any other qualifications equivalent. There is no age bar for admission.
The BSc Nursing programme will be taught in English, and the minimum duration of the course is three years, and six years maximum.

The Degree of Doctor of Philosophy is granted for research work in areas recognized by the Academic Departments / Centres of the Institute. The research work shall be an original work characterized either by the discovery of facts, or by a fresh approach towards the interpretation and application of facts, or development of equipment making a distinct advancement in instrument technology. It shall evince the candidate’s capacity for critical examination and sound judgment and shall represent original contribution to the existing knowledge. The Institute is also recognized as one of the centres in the country for Ph.D. programmes under QIP. Facilities for enrolling for the Ph.D. programme as a part time candidate are also available.
Stage-wise Operating Procedure for Ph.D.-Programme
- Test on General Research Aptitude and Subject Competency after submitting the Examination Fees
- Personal Interview After Qualifying Examination
- After qualifying the entrance test, Checking of Eligibility and document Verification
- Submission of 1st year Course Fee after Document verification and accessing Eligibility of Registration
- One Semester Course Work including 90 hours of Mandatory Contact Hours (Minimum 75% Attendance Compulsory)
- All Ph.D. candidates have to appear in the Ph.D-Course work Examination and has to score more than 60% marks failing which the course work will be repeated in next semester.
- After successful completion of Course Work, Guide will be allotted to candidates.
- Candidate has to appear for Presentation of Topic and Research Proposal within 12-24 weeks after Course work result compulsorily otherwise a penalty of 5000/- will be imposed on the candidate.
- RDC presentation will be held in the supervision of External Examiner (Subject Expert).
- Finalization/Modification of the topic if any is to be submitted within 8 weeks of the date of RDC, otherwise candidate has to reappear in RDC by submitting the penalty of 5000/-
- Evaluation of Modification of the topic will be held and the letter of RDC with the final topic will be published and will be sent to the candidate as well as Guide/Supervisor.
- After topic approval from RDC, the Candidate has to present his work within 12-24 weeks of the date of finalization of the topic. This presentation will be internal and will be held in front of the University subject expert and Guide.
- After Completion of research work, the candidate has to present his/her work in front of External Examiner (Subject Expert) and has to defend his work.
- This pre-thesis presentation must be held in between 36-48 weeks of finalization of the topic.
- Candidate has to submit his/her the complete thesis in Examination cell with Plagiarism report in spiral binding (2 hard copies) and 2 CDs/DVDs (soft copies).
- Research Advisory Committee will also, check the plagiarism before sending it to evaluators.
- After getting an evaluation of thesis and correction/Modification if any, the final date of Viva/Defence will be notified to the candidate as well as one of the thesis evaluators as External Examiner.
- Candidate has to submit his/her thesis in hardbound (6 copies) to Examination cell on or before the date of the final defense.
Ph.D. Admission Categories & Requirements
Applicants for admission to the Ph.D. programme shall be classified under any one of the following categories which will be decided and recommended by DRC/CRC.
- Full-time Research Scholar
Part-time Research Scholar
- a. In-Service Internal Research Scholar
- b. In-Service External Research Scholar
An applicant belonging to the above category should possess the following minimum qualifications in appropriate areas to be eligible to apply for admission for the Ph.D. programme of the Institute.
1. Master’s degree with minimum Cumulative Grade Point Average (CGPA) of 6.0 on a 10 point scale, or 60% marks for the General, GEN-EWS and OBC category.
For SC / ST or PWD candidates, the minimum CGPA requirements may be relaxed to 5.50 on a 10 point scale or to 55% marks.
Post Graduate Degree in Basic Science Or Graduate/Post Graduate Degree in Professional Course selected through a process described through any one of the following:
- Scholars who are selected through National Eligibility Tests-UGC NET including lectureship (Assistant Professorship) and GATE.
- The selection process through National Level Examinations conducted by MHRD and its Agencies and Institutes such as UGC/IIT/IISc/IISER etc.
2. For candidates other than Centrally Funded Technical Institutes (CFTIs), B.Tech / B. Arch / B. Pharm degree or equivalent with a GATE / GPAT/NET score (marks) and a minimum CGPA of 7.50 on a 10 point scale or 75% marks, irrespective of the category.
- For graduates from CFTIs, the minimum CGPA requirement is relaxed to 7.0 on a 10 point scale or 70% marks.
3. CGPA or percentage of marks in aggregate, in case marks are awarded, of all years / semesters will be considered. If the CGPA is awarded on a scale other than a 10 point scale, proportionate concession to a 10 point scale will be considered.
4. The requirement of GATE / GPAT / JRF / NET score (marks) is not applicable to candidates in ISERS or P-ISIRS or P-ISERS category.
5. Bachelors or Masters from IITs with a CGPA 8.0 and above on 10 scale point scale are exempted from the requirement of GATE / GPAT / JRF /NET.
6. Candidates pursuing Master’s programs in Engineering or Architecture / Planning in the University have CGPA 8.50 and above, shall have a choice of lateral entry to the Ph.D. program after completing first two semesters of the Master’s program.
7. Candidates with MBBS / BDS degree from an Indian Universities / Institution shall have minimum CGPA of 6.0 on a 10 point scale, or 60% in the qualifying degree, irrespective of the category. They are exempt from the GATE / GPAT / JRF / NET requirement.
8. Candidates with Master of Surgery (MS)/ Doctor of Medicine (MD) degree from a Indian University / Institute are exempt from the minimum CGPA as well as the GATE / GPAT / JRF / NET requirement.
9. Candidates with a medicine degree from an overseas university / institute should have qualified the Foreign Medical Graduate Examination conducted by the National Board of Examination.
10. Candidates with Overseas Citizen of India (OCI) / Person of Indian Origin (PIO) status will be treated at par with Indian Nationals in the General Category.
Note: (1) Candidates under OBC-NC and Economically Weaker Sections category must submit a copy of valid certificate, issued after 31st March, 2021, as per GOI issued by a competent authority. Reservation shall be applicable as per the GOI Norms.
- At the time of registration, the candidates should have at least two years' experience in a Government / Semi-Government organization/Public Sector Undertaking, AICTE / UGC recognized educational institute, or a registered company with an annual turnover of more than Rs. Twenty Crores. They should have permission from the employer for pursuing the Ph.D. program with adequate leave of absence to complete the course work requirements. This requirement of leave of absence is waived off for candidates working within 100 km of the institute. Candidates in P-ISIRS category should, in addition, be regular employees of the institute.
Note: The eligibility conditions given above are the absolute minimum. Departments / Centres may prescribe any requirements over and above these. Reservation is applicable as per extant policies of the Government of India and prescribed by the Board of Governors.

How to Apply for PhD Admission?
Students can apply directly through online mode on the university official website. Candidates must follow the following Steps while applying online Application Form.
- Visit the official website of University.
- Find the notification page
- Click on the apply online for M.Phil Ph.D. Entrance Exam Button.
- Fill all the required details in the columns.
- After that upload a passport size photo (size not more than 200kb).
- Re-check all the details filled in the application form and then click on the submit button.
- Now proceed to pay the entrance cum registration through an available mode of payment.
- Selection process is purely based on merit.
- Selection process shall be conducted online.
- Stipulated dates for a written test and /or interview shall be communicated by the concerned departments/centres to the shortlisted candidates. Simultaneously, the dates shall be uploaded in the portal of each department/centre.
- The prescribed qualifications and experience are the minimum required and the mere fact that a candidate possesses the same will not entitle him/her for being called for an interview.
- Departments / Centres of the Institute reserve the right to restrict the number of candidates to be called for interview to a reasonable number, on the basis of qualifications and/or experience.
- Provision exists to apply in one or more departments / centres. Accordingly, a candidate can submit his/her application in one or more departments through single online application.
- All entries should be carefully made while applying online. The University will not be responsible for wrong entries. Candidates shall be sole responsible for the correctness and authenticity of the information / documents provided in the online application.
- Eligibility of candidate with regard to qualification & experience shall be calculated / considered with reference to last date of the online application.
- Candidates must fill/enter their CGPA or percentage of marks as issued by their institute/college/university. Candidate must not convert their CGPA into percentage and vice-versa.
- Online application submitted by the candidates shall be considered final and binding. Requests for making correction in the online application shall not be entertained.
- Candidates should submit complete online application in all respect. No correspondence / communication will be entertained for incomplete application.
- The last date for submission of online application shall not be extended. Accordingly, no request shall be entertained for accepting the application after the last date. The University will not be responsible for technical error while making the online application / payment of fee. Therefore, candidates are advised to submit their application well in advance without waiting until the last date
- Online / Offline applications will be scrutinized; relevant documents will be checked / verified for their authenticity.
- Admission will be offered subject to availability of seats, faculty in the Specialization and the Institute Assistantship.
- Students shall be governed by ordinance/ regulations in vogue.
- The Institute has the right to cancel, at any stage, the admission of the candidate who is found admitted to a course to which he/she is not entitled, being unqualified or ineligible in accordance with the rules and regulations in force.
- The Institute reserves the right to verify the antecedents or documents submitted by the candidate at any time during their period of study. In case it is found that the documents submitted by the candidate are not genuine, then his/her admission shall be terminated, and disciplinary / criminal proceedings will be initiated.
- The candidates should ensure that they fulfil all the eligibility conditions as specified. Their admission will be purely provisional subject to confirmation that they satisfy the prescribed eligibility conditions. Mere issue of call letters to the candidates will not imply that his/her candidature has been found eligible.

- The syllabus for the PhD courses varies based on the specialization the candidates opt for.
- PhD courses consist of both normal academic classroom sessions and research work.
- The research work plays a major role in PhD courses.
- The structure of a PhD course includes course work, qualifying examination, research proposal preparation and thesis work.
ANSWER: - The Ph.D. and M.Phil. programs of prestigious University are conducted and guided strictly as per the provisions and regulations dictated by the UGC (Minimum Standards andProcedure for Award of Ph.D./M.Phil. Degrees) (1st Amendment) Regulations, 2018 and subsequent amendments. The entire procedure for admission to the research programs encompasses a Research Entrance Exam (RET) and then an Interview/Viva Voce. The performance of a candidate in the RET is given 70% weightage, and the remaining 30% weightage is given to his/her performance at the Interview.
ANSWER: - Both the full-time and part-time modes are available at University for pursuing its Ph.D. programs and only full time mode is available for M.Phil. program in the desired subjects/fields. These highly-qualitative and prolific research programs are available in a rather broad range of fields/subjects. At University, the minimum time-duration of the M.Phil. and Ph.D. programs is 1.5 Years and 3 Years, respectively, in general.
ANSWER: - Yes, of course. If the University is properly recognized under the section 2(f) of the UGC Act of 1956, and is a prestigious member of the AIU (the Association of Indian Universities). Its M.Phil. and Ph.D. degrees granted in various fields/subjects are duly valid across India and the world.
ANSWER: - The following are the main eligibility conditions for participating in the RET: - A rigorous Master’s Degree in the proposed subject/field obtained from any recognized university/institution located in India or abroad, with a minimum 55% marks in aggregate or an equivalent grade. Candidates belonging to SC/ST/OBC/Differently-abled categories are given a 5% relaxation in respect of this eligibility criterion. Candidates with an M.Phil. degree in the proposed field/subject, or have qualified the UGC (JRF) Examinations/ NET/ SET/ SELT, etc., will be allowed to appear directly for the interview, without appearing in the RET. Impressive academic records, and any prior experience in research works, will be given additional advantages.
ANSWER: - Candidates belonging to the categories of SC/ST/OBC (Non-Creamy layer)/Differently-Abled, and so on, are given all relaxations prescribed by the Govt. of India and the UGC. These relaxations are provided in form of 5% reduced marks for them at post graduation, and also in the minimum qualifying marks at RET. Thus, candidates belonging to these categories only need to score a minimum of 45% marks at RET, to qualify for the final interview.
ANSWER: - The syllabus or pattern of RET consists of subject-specific matters, and research methodology and aptitude (covering logical reasoning, numerical ability, analytical reasoning, statistics, etc.).Thus, RET will contain a total of 70 multiple-choice questions (MCQs).
ANSWER: - Yes. The holders of M.Phil. degree in their respective fields/subjects are made exempt from appearing in RET. The same is the situation in cases of the aspiring candidates who have qualified exams like UGC-NET (including JRF)/ UGC-CSIR NET (including JRF)/ SLET/ GATE, etc.
ANSWER: - The Application Fee (i.e. the fee for getting participated in RET) can be paid online or offline, like the Application Form. Payment Modes: DD (in Favor of the University) / NEFT/ Cash Deposit.
ANSWER: - Yes, necessarily. Working Professionals those are interested in research at any University are required to obtain the NOC (No Objection Certificate) from their respective employers, in order to avert any intrusion ever during the entire doctoral course.
ANSWER: - Yes. M.Phil. holders are again required to undergo the coursework in Ph.D. at some Universities. However, their prior knowledge in the field/subject will be very supportive to them for learning and performing efficiently during the Ph.D. program.
ANSWER: - Yes, you can pay the yearly course fee as many as in two installments, but well within the yearly session.
ANSWER: - Yes, of course. Many Universities does offer scholarship as well as stipend to the meritorious and talented candidates who undertake research studies at the University. Scholarships are granted to those candidates who come under top 21 by scoring higher marks in RET and interview. And, stipends are provided to those scholars who also give lectures to UG or PG students at the University, in addition to doing their Ph.D. coursework. The amount of monthly stipend will be commensurate with candidate’s qualification and capabilities and may go up to Rs. 20,000.

Candidates applying for the PhD course in IGNOU must go through the eligibility criteria to make sure they are eligible for giving the exam. The eligibility criteria for PhD Programme in IGNOU are as follows:
- It is mandatory for the candidates to have completed the post-graduation in the relevant discipline.
- It is mandatory to have secured a minimum of 55% in post-graduation for the unreserved category people, and a 5% relaxation is given to the reserved category candidates.
- Exemption : Those candidates who have completed MPhil, along with the course work, or have passed the NET (conducted by UGC/ CSIR/ ICAR) or any other equivalent exam will not have to appear for the IGNOU entrance exam for PhD in IGNOU.

The entrance tests are an essential part of IGNOU’s admission process. Aspiring candidates have to fill the application form and then sit for the entrance test for PhD in IGNOU. For this course, the entrance test is a written test with some of its key particulars given below:
To get admission in IGNOU, a candidate had to sit for an entrance exam conducted by IGNOU. Apart from the entrance exam, candidates also have to appear for an interview. At first, candidates have to fill out the application form; next, the shortlisted candidates have to sit for the entrance exam. Then, on the basis of the result or performance of the entrance test, the candidates are called for the interview round. Those who get selected for admission are sent an offer letter to officially join the University for a PhD course.

Honorary Doctorate for Penn Nursing Professor
Therese S. Richmond, PhD, RN, FAAN , the Andrea B. Laporte Professor of Nursing, received an honorary degree of Doctor of Public Service (DrPS hon) from the Board of Regents of the University System of Maryland . The honor, conferred during the School of Nursing’s convocation on May 14, 2024, recognized Richmond’s extensive research and preeminent role in exploring the critical issues related to gun violence and the resulting trauma on individuals and communities.
“I am deeply honored to receive this honorary doctorate and thank the Board of Regents for the recognition. Life is fragile and the impact of firearm violence on health and well-being is significant,” said Richmond. “We can reduce firearm-related harms through rigorous science, partnering with communities who bear the disproportionate burdens of these harms, and respecting differing worldviews.”
Richmond’s research and scholarship are grounded in understanding and overcoming health inequities experienced by individuals and families living in low-resource and often disenfranchised communities. She is committed to identifying and overcoming structural barriers that lead to and reinforce inequities. Richmond’s research has a dual approach. She partners with valuable community partners to examine the impact of living in pervasively violent, low-resource communities on families and rigorously producing data that can be used by agencies to inform programmatic initiatives to reduce inequity and improve health, well-being, and safety. She also has a substantive body of research that focuses on disparate outcomes after serious injury including PTSD and depression and to identify modifiable targets that drive disparities seen in transition to chronic pain after serious injury.

Augsburg Nursing Faculty Focus on Infant Health Through MDH Grant
Augsburg University Assistant Professor of Nursing Katie Martin is the recipient of a $160,000 grant from the Minnesota Department of Health to support infant health in the Cedar-Riverside neighborhood. Martin is a certified midwife who has been providing care to expecting mothers in the area for over 20 years. Since beginning her academic tenure at Augsburg in 2021, she has become a coordinator at the Health Commons and the director of the BSN-completion program in addition to her teaching responsibilities.
“I have been honored to work at the Health Commons in Cedar Riverside over this past year and am so excited that this generous grant allows us to be able to expand the work we do,” Martin says. “We’ll restart programs that were happening pre-pandemic centered on maternal and infant health through community-led programming and community-based research.”
The funds from this grant will support new projects at the Health Commons in Cedar-Riverside, a health-focused drop-in center that is offered through a decade-long partnership between Augsburg, M Health Fairview, and the East Africa Health Project. Aligned with the grant program’s goal to reduce infant mortality in Minnesota, Martin and the Health Commons team are focused on three objectives:
- Infants in the Cedar-Riverside community are born at term and at a healthy weight.
- Infants in the Cedar-Riverside community survive and thrive in their first year of life.
- East African Immigrants trust and feel safe with their health care providers in the Minneapolis metropolitan area.
This grant-funded work will be led by an Infant Health Advisory Committee organized by Martin. Much of the activities of the grant include offering infant health educational courses, distributing safe cribs, increasing safe sleep messaging and prenatal care, and hosting monthly birth celebrations at the Health Commons in Cedar-Riverside. Additionally, graduate students will be able to complete a paid internship through this grant and assist in a research project. This grant will also support ongoing programming and health services currently offered at the Health Commons, such as blood pressure checks and movement and mindfulness classes.
“This grant was extremely competitive and is a tribute to Dr. Martin’s expertise in infant health, health equity, and her relationships in Cedar-Riverside,” said Associate Professor Katie Clark, chair of Augsburg’s department of nursing and executive director of the Health Commons. “Congratulations, Dr. Martin!”

UConn School of Nursing’s Dr. Tiffany Kelley awarded the 2024 Excellence and Innovation in Teaching Award
Dr. Tiffany Kelley PhD was awarded the 2024 Excellence and Innovation in Teaching Award by The American Association of Colleges of Nurses (AACN).

The American Association of Colleges of Nurses (AACN) awarded Dr. Tiffany Kelley PhD, MBA, RN NI-BC FNAP the 2024 Excellence and Innovation in Teaching Award. The AACN, considered the national voice for academic nursing, works to establish, and implement quality standards for nursing education. The AACN was established in 1969 and currently represents over 865 schools of nursing in universities nationwide.
The AACN Excellence and Innovation in Teaching Award recognizes significant innovation and excellence in teaching and learning approaches in nursing education. The award is given to educators with five or more years of experience in a faculty position, holding a doctoral degree in nursing or related discipline, or a master’s degree in nursing. Award recipients have demonstrated success in acting as a role model for creating and sustaining a culture in nursing education.
Dr. Kelley was recognized for her strategic vision and achievement as a nursing leader integrating innovation theory and application content into the core curriculum of all nursing degree programs at the University of Connecticut, School of Nursing. Dr. Kelley was appointed as the Frederick A. DeLuca Foundation Visiting Professor for Innovations and New Knowledge in 2018 and charged with completing this strategic initiative. Since her appointment Dr. Kelley’s has led numerous innovative initiatives for both undergraduate and graduate students. In addition to providing innovation lectures in all degree programs, she leads the Honors Innovation Thesis pathway that provides undergraduate students the option to pursue a nursing innovation idea for their honors thesis.
Dr. Kelley has developed, implemented, and serves as the director of the Healthcare Innovation Online Graduate Certificate Program that brings together healthcare professionals who share a common goal of developing innovative solutions to address complex patient care issues. A seed grant opportunity created by Dr. Kelley provides support to Healthcare Innovation graduate students in their innovation development efforts. The annual Healthcare Innovation award recognizes notable students and faculty for these innovation efforts.
Most recently, Kelley was awarded a common curriculum grant to develop Introduction to Healthcare Innovation, a course for undergraduate students across the University to explore healthcare innovation early in their academic pursuits.
“The opportunities to create positive change in nursing and healthcare are quite vast and noted amongst the nursing profession and healthcare industry. Yet, nurses and healthcare professionals must be prepared on how to create impactful and sustainable change. The ability to create such change is done through formal education and experiential learning,” -Dr. Kelley.
Dr. Kelley goes on to say, “I want to create opportunities for students to be able to question the challenges they see in the day to day, and subsequently explore their ideas on what could be possible in the future. For myself, once I was able to see that I have the ability to create change for the better, I looked at the world in a different way. I want to be able to help students see this as well through these educational learning opportunities. The earlier this is learned in life; the more time is available to make a positive impact.”
In March 2024, Dr. Kelley was inducted into the National Academies of Practice (NAP) as a Distinguished Fellow in the Nursing Academy. The NAP was established in 1981, with the mission to advance interprofessional education, scholarship, research, practice, and public policy. Distinguished NAP fellows, nominated by their peers, demonstrate enduring contributions to their profession over at least 10 years. Dr. Kelley was recognized as a visionary who has ambitiously sought to advance nursing informatics and pioneer nursing and healthcare innovation through intra- and inter-disciplinary practice, research, teaching, and scholarship. Dr. Kelley’s aim to break the status quo in nursing led to her academic and entrepreneurial career trajectory. In addition to her academic role, Dr. Kelley is the founder and CEO of two healthcare technology companies, Nightingale Apps and iCare Nursing Solutions.
Dr. Kelley also serves as the Director of the Nursing and Engineering Innovation Center with Co-Director Leila Daneshmandi PhD, Assistant Professor of the College of Engineering. Dr. Kelley’s healthcare technology background aligns well with the mission of the Nursing and Engineering Innovation Center, established in 2023. The purpose of this partnership between the School of Nursing and the College of Engineering is to foster and advance healthcare, workforce, and economic development to promote the ideation, creation, and commercialization of new evidence-based technologies that can address clinical unmet needs for the betterment of healthcare quality. The Nursing and Engineering Innovation Center is focused on four core pillars: research, education, community engagement, and technology transfer.
Making up the largest group of healthcare professionals, registered nurses use, develop, test, evaluate, and purchase healthcare technologies to support daily care delivery. Engineers have the technical knowledge, skills, and abilities to actualize new technologies. The interdisciplinary collaboration between these two disciplines, especially if begun early in the innovation and invention process will lead to lasting benefits and impact on society. Kelley and Daneshmandi have implemented several initiatives already, including the Nursing and Engineering Innovation Fellowship Program. In this program, undergraduate nursing and engineering students apply for a competitive one-year fellowship opportunity to work in teams to identify an unmet healthcare need and develop a healthcare technology prototype solution. The Nursing and Engineering Fellowship is currently funded by a Venture Well Courses and Program Grant awarded to Kelley (Principal Investigator) and Daneshmandi (Co-Investigator).
“To innovate is to bring forward positive change for others. I am fortunate to be in an environment at the University of Connecticut School of Nursing where innovation is valued and palpable amongst the faculty, staff, students, alumni, and community. Generous philanthropic gifts, grant awards, and an overall supportive culture for innovation across the School and University at large have allowed us to continue to advance the nursing profession through our strategic educational efforts in preparing the next generation of nurses,” says Kelley.

The PhD Programme in Nursing was launched with the objective of enabling the nursing personnel to develop advance research skills in nursing and to prepare the nurse educators, administrators and practitioners to carry out systematic research to improve the quality of nursing care. The programme will enable the nursing personnel to give evidence-based nursing care to patients/ clients in various settings including evidence based nursing education and practice.

Admission Process Admission is as per details in the common prospectus for research degree programmes. Please see the advertisement in newspaper and IGNOU website home page and webpage Research Unit for information. Download the prospectus or purchase from Regional Centre or IGNOU HQ. Fill the application form and submit as per instructions given in prospectus.
Implementation of the Programme The programme is offered full time/part time by the university through School of Studies and Research Unit.
Induction Meeting for Students
Research Unit conducts induction meetings for all enrolled scholars of the university at the beginning of the session.
Guidelines for Theory and Practical Sessions, Attendance and Sample Rotation Plan Pre-Ph.D. course work for six months is conducted for all enrolled scholars. Learners are required to go through guidelines for research degree programme available on webpage of the research degree programme.

Father and son set to receive doctoral degrees May 17
College of Engineering will graduate Jay and Nathan Thom with Ph.Ds in Computer Science & Engineering
Interest in computer science runs in the family.
There’s nothing like 700-level computer science classes to bring on the father-son bonding: just ask Jay and Nathan Thom.
Jay will be receiving a doctorate in Computer Science & Engineering at the May 17 Engineering graduation ceremony, and so will his son, Nathan.
“Graduating with a Ph.D. is a really satisfying accomplishment for me, but graduating with one of my sons will make it one of the most memorable experiences of my life,” said Jay, who also works in the College of Engineering’s Computer Science & Engineering Department as a senior information security engineer.
The two studied together, supported each other and maybe once or twice Jay kept Nathan on track.
“He was a good influence,” Nathan, who goes by Nate, said. “He was the friend you needed to have.”
When Nate joined the University of Nevada, Reno in 2015, Jay helped him with calculus. Years later, Nate would return the favor when Jay needed help with the math in a game theory class. The two have shared lab space and even co-authored two conference papers about Internet of Things (IoT) device identification.
Additional co-authors on those papers were Professor Shamik Sengupta and Assistant Professor Emily Hand, each of whom served as Ph.D. advisors for Jay and Nate, respectively.
“Jay and Nate have been extremely helpful, cooperative and hardworking people,” Sengupta said. “They are extremely friendly and always ready to help on a moment’s notice.”
Sengupta added that Jay will be his 10 th Ph.D. student to graduate; for Hand, the experience of mentoring a Ph.D. student through graduation is new.
“Nate has been wonderful to work with,” she said. “He and Jay both have been an asset to the (CSE) department and college. They serve as our resident IT guys, helping with anything and everything in our labs.”
Anomaly in the data set
Parent-child graduations are somewhat unusual, but not for Jay. In 2015, he received his Bachelor of Science degree alongside his son Ben.
Also out of the ordinary: Jay was a teaching assistant for a class in which his two other sons, Max and Nick, were students.
Nate, the youngest, remembers hanging out with his brothers on the University campus even before he enrolled as a student. When he was 13, Nate was homeschooled by Jay, and would tag along with his father to the University and study on campus. His three older brothers also were students at that time, and as Nate remembers, “Mom had just graduated.”
“Mom” is Shendry Thom, who earned bachelor’s, master’s and doctoral degrees in nursing from the University.
And of course, the University is where Shendry met Jay, back in the 1980s.
The campus has been somewhat of a stomping ground for the Thom family.
“It feels like home,” Nate said.
Family affair
If campus feels like home, computer science is where everyone seems to gather: Nate’s older brothers Ben, Max and Nick are software engineers in the Reno area; Nate’s wife Kathleen currently studies computer science at the University; and Nick’s fiancé, Maddy, is pursuing a master’s degree in computer science, also at the University. Jay might be responsible for this family trend, according to Nate.
Jay originally studied electrical engineering in the 1980s, but when he returned to the University to study computer science, Nate said, “that was the same year Max had started college. That influenced him and me. We’re all in computer science.”
Their areas of expertise vary, however. Jay’s dissertation, “AI Enabled IOT Network Traffic Fingerprinting with Locality Sensitive Hashing,” deals with training smart devices to communicate with each other securely. Nate’s dissertation, “Attributes in Face Processing: Novel Methods for Explanation, Training and Representation,” is about improving AI systems that recognize faces.
What they have in common — besides genetics — is a strong interest in advancing the field of computer science.
“We’re really good at coming up with big ideas,” Nate said. “One of the things we say is ‘create value.’ Every time we show up somewhere, we try to create value.”
