Being a grad student is hard on its own. There is so much pressure and responsibilities that just fall on your shoulders. However, as all of your hard work was not enough to graduate, you also must complete one final paper. Now, a dissertation is no ordinary paper. First, it should demonstrate all the skills and knowledge that a grad student accommodated during their years of studies. Next, it should be informative and valuable for academia. Hence, a student should come up with a unique and original idea.

Choosing between great public administration dissertation topics is not an easy task. Though, it’s possible. All you need is a good approach and determination. What Is Public Administration?

So, public administration is responsible for all the governing systems of a state. It is the area that helps to organize and coordinate government operations. This discipline is essential for the healthy functioning of states and cities. It brings order and control to the system. However, this area also has numerous responsibilities which are hard to remember at first. This is because it operates on multiple levels and covers so many various structures and fields. Overall, this area of study can give you limitless ideas to write about. 

How to Choose Topics in Public Administration

Choosing ideas for paper writing is never an easy task. It requires a lot of time, effort, and erudition. Hence, first of all, each graduate student should be well aware of current public administration issues. Students should show their deep knowledge of the issues they are describing. So, when choosing, you can first pick the area of study you feel most comfortable at; for example, it can be immigration, healthcare, drug control, or else. 

Next, think of the issues that you are most interested to talk about or that seem to be most relevant at the moment. Can you bring something new to the discussion? Will your work change the perception of those issues? Can it be the ground for further research and exploration? Your goal here is to create a meaningful and useful piece of work that other scholars can further use in their writing. It’s not only about grades anymore but about being of use to your fellow colleagues. 

Yet, your idea can even come from your previous essays. For instance, you can easily look for public administration research paper topics and use them for your graduation work. The only difference between them is that the latter should have a more narrow and nuanced take on things. 

Dissertation Topics in the U.S. Public Administration

Choose a topic.

Choosing a topic does not seem like it should be difficult. Unfortunately, it often is.

Choosing a right topic can often make the entire process much easier. This can be done if you follow these steps.

1. Pick a topic that interests you.

The topics we can choose are often dictated by assignments, classes, professors, etc. But, find a topic you like will make the process more rewarding.

If you have an open-ended assignment, browsing the databases listed below can help you decide on a topic by giving you a jumping off point. They also have the added benefit of suggesting many different resources once your topic is found:

  • CQ Researcher This database publishes reports that provide overviewed, background information, opinion pieces, and lots of references for a large collection of topics. A really great place to start, if you aren’t certain what’s out there.
  • Opposing Viewpoints in Context Much like CQ Researcher, this database provides overviews, media, background information, and lots of references on specific topics that are known to be in the public eye. A great place to browse for topics, or to find out more about one you’re considering.
  • Google News or Yahoo News – specific topics Google or Yahoo news can show you topics that are currently being discussed. It can be a good place to start.

2. Find information on your topic.

You may find a topic like "Obesity" or "Fracking" interesting enough to write about, but not know very much beyond what you've noticed in the news.

That's okay! Even for subjects that you feel that you know a lot about, it's hugely beneficial to get background information. That's where encyclopedias and other reference materials come in. You can use them to discover definitions, general trends, subtopics, and other items of interest about the subject you are interested in. Once this information is gathered, you can use it conduct more effective research.

Wikipedia is a really good example of a reference source: a place you go when you want to see what something is. Just like many other encyclopedias, it can give you a basic overview, related topics, and even a brief history of your subject. However, because pages can be edited by anyone (your mom, your little brother, your nosy neighbor down the street), there’s a risk that someone has messed around with the information and it’s completely wrong . On top of that, you can’t cite it. So feel free to use it, but make sure you use it wisely.

  • Gale Virtual Reference Library (GVR) Imagine this as Wikipedia’s older, more reliable sibling, the one you can count on to not exaggerate or just plain lie. It works the same way, but people who have definitely done their research are the ones writing the entries. What’s more, unlike Wikipedia, most instructors will allow materials from GVR to be cited in your assignment. Information isn’t worth very much if you can’t use it!
  • Oxford Reference Online , and Sage Reference Online Just like the GVR, but from different publishers.

Now that you’ve done your background research, your topic should be shaping itself more clearly to you. It can help at this point to create a concept or mind map that demonstrates the interconnected aspects of the topic and how they relate to each other.

It’s now that you need to take the aspects of the topic that are of most interest to you, and form them into a question that your research assignment will answer. This question will guide your research forward, helping you to stay focused and relevant.

3. Create a research question.

When the time comes to do the bulk of your research, three different things can happen with your results.

It’s not pleasant to be on the verge of writing a paper or script, only to find that your topic is too new, obscure, narrow, or broad to find enough supporting research to complete. So it’s important to try it out, and to change your topic, if you find yourself with too many, too few, or irrelevant results.

Some good general tools to try a preliminary search in are:

  • LIONSearch This tool is a single interface to the combined resources provided by the Penn State University Libraries. What that means is that LIONSearch covers almost everything that the library has access to, both print and digital collections. The Google of the library, if you will.
  • Academic Search Complete Comprehensive scholarly, multi-disciplinary full-text database, with more than 5,300 full-text periodicals - in other words, lots of great stuff!
  • The CAT This is the library’s traditional catalog, but it doesn’t only search books. Ebooks, videos, journals, and many other types of media can be found here as well

Example questions might be:

  • How has the obesity epidemic affected Native communities in the United States?
  • How has the economy of North Dakota been affected by fracking?

As you can see, these questions take specific aspects of the broader topics of “obesity” and “fracking,” and narrows them both into focused queries that a thesis statement then begin to answer.

5. Broaden or narrow your topic as needed.

If during your test search, you found too many or too few results, you may need to either narrow, or broaden your topic to make it more manageable.

  • To narrow your topic, consider making it more specific. Focus on one aspect of your topic. This can include geographical area, culture, time frame, discipline, and population group (age, gender, ethnic group, profession, etc).
  • To broaden your topic, consider backing away from your more specific descriptors. Topics that are very narrow are often locally confined, recent, or focusing on very specific aspects of a larger whole (eg. Lady Gaga vs. Pop Music).

GRADUATION THESIS THE ROLE OF PUBLIC ADMINISTRATORS ON PUBLIC POLICY MAKING IN MOGADISHU-SOMALIA

ABSTRACT This study investigated the role of public administrators on public policy making the study had three objectives. The first objective was determining to identify the role of public administrators, working in the public service in public policy making development. The second objective of this study was to investigate of public administration and policy implementation in public participation at local government. The thirty objective of this study was to exam the relationship between public policy making and Citizen participation democracy and economic development in Mogadishu Somalia. The researcher found that there is strong relation and positive impact between public administrators on public policy making. The researcher used a questionnaire as data instrument and data was collected from the employee of local government in benadir region in Mogadishu Somalia. In this study the researchers used to analyze the data by using Statistical Package for Social Science (SPSS) version 16. The researchers preferred to use Statistical Package for Social Science (SPSS) version 16, because of its validity and reliability of analyzing the data...  The study recommended the following: i. To support, encouraging and strengthening the public administrators on both government and community ii. To protected public workers where they in the working public. In actuality. iii. to enhance Actions of social cohesion are needed such tasks contributing to maintaining efforts that provide civil servants. iii. The government should promote the public administrator’s skills. And competency, consistency. iv. The government should allow citizens to fully participate in designing and implementation issue concerns the public administrator’s activities. v. To enhance skills and knowledge of public sector workers in all level public servants.

Good governance calls for public officials to possess both political and administrative skills and competences in order to be able to execute their responsibilities in the interest of the people. There is also a need for officials to be conversant with the laws that regulate public service delivery at sub-national levels. Adherence to laws and policies and the correct application thereof enable government officials to identify and address community problems as they arise. The main aim of this study objective is to assess the influence of public participation on service delivery, the researcher also evaluates the influence of public accountability on service delivery, the study examines the influence of public transparency on service delivery as well, and finally we will also determine influences of rule of law on service delivery. The paper employed cross sectional survey collected from Benadir municipality in Mogadishu Somalia with a proportionate sample size of approximate 50 respondents which is a 10% of the population was selected using purposive sampling or judgmental sampling technique. SPSS Version 20 was used to analyze the quantitative data collected from respondents. The result of the study shows that the relationship between participation, accountability, transparency and rule of law had positive significant influence with service delivery.

Banadir Regional Administration (BRA) is one of Somali local governments founded in Somali constitutional law by article number 48, 1(b) of the constitution15 of the Federal Republic of Somalia. It is one of the 18 administrative divisions16 of Somalia established at independence in 1960. Banadir consists of 17 administrative districts; these 17 districts make up the city of Mogadishu, which is also capital of the Federal of the Republic. Banadir Regional Administration. BRA has overlapping responsibility of managing the affairs of the region as well as the municipality of Mogadishu. Its head is both the Governor of the region as well as Mayor of the City. Quality of Public Service Delivery in Banadir, poor governance and government units' incapacities are frequently reported by researchers and International Organizations whose activities pertain to the field of governance. The most reports and materials cited focused on use of public funds and knowledge of people about the source and how these funds are used by Somali Government departments, these reports and articles claimed the existence of a major corruption in large number of Governments. The study selected a sample size of 77 respondents and proportionate stratified sampling. The structured questionnaire was utilized for data collection. The pilot study was used for checking of the reliability and validity. The SPSS-version 20 was used to analyze data. The study examined the effect of local government public participation, local government accountability, local government transparency and local government equity on the quality of public service delivery, as indicated by the mean averages, show respondents tend to agree that these factors contribute to the quality of public service delivery, additionally positive correlations of the four independent variables; public participation, accountability, transparency and equity and quality of service delivery; shows that there is positive relationships, between the four independent variables and quality of public service delivery.

The objective of this study was to confirm whether or not the gap between policy and practice is the governance gap. ABSTRACT The study assessed the practices of Good governance in The Management and Public Service College of the Somali Regional State. To get the study's purpose, a descriptive research design and mixed research approach were employed. In sampling process Stratified, Simple Random, and Purposive Sampling methods were used. Structured questionnaires, interviews, and Focus Group Discussions also were used. The data through questionnaires were analyzed descriptively, while qualitative data were analyzed thematically. Pre-testing and internal consistency analysis were used as reliability test. Participation, Transparency, and Accountability principles were used as good governance indicators of the study. The result of the study indicated that the college was not effective in attaining the principles of good governance as found that the college has not strong culture of community engagement in the policies and decisions, not transparent in its decision-making processes and that the college is not held responsible for its actions to the community. Finally, the study recommended that the college to increase community engagement in the formulation of the policies and programs, being transparent in the implementation of the policies and decisions, and held accountable to the community in every action and process concerning the college’s affairs. Establishing good governance requires long periods and constant efforts. In addition, it also requires commitment and considerable optimism of the whole components of the nation involving three pillars of the nation namely the government apparatus, the private sectors, and the people in order to nurture solidarity to achieve good governance. To effectively provide strategic governance, there is need to identify the factors influencing governance. This study was aimed at investigating the factors influencing implementation of federal governance system in Mogadishu, Somalia. The study selected a sample of 153 respondents from the federal government. In order to conduct the study, the researcher used a questionnaire to collect data in this study. The researcher employed descriptive analysis, percentages and frequencies to analyze the results of questionnaire using Statistical Package for Social Science (SPSS version 24). Data was presented in tables and analyzed using mean scores, standard deviation, frequencies and percentages. From the study data analysis and interpretations, the following summary, conclusions and recommendations were drawn; transparency, accountability, rule of law and equity principle were found to play a big role in factors influencing implementation of federal governance system in Mogadishu, Somalia. Thus the Somalia public service should encourage the use of accountability practices, transparency practices, rule of law actions and the equity principle in governance of federal system so as to improve on service delivery.

Biden-Harris Administration Releases Data Showing Historic Gains in Health Care Coverage in Minority Communities

HHS Announces Record Investment in Navigators to Connect Underserved Populations to Coverage

The U.S. Department of Health and Human Services (HHS) issued five new reports today showing historic gains in health care coverage and highlighting increases in coverage among minority communities since the implementation of the Affordable Care Act’s (ACA) coverage provisions. The coverage gains are in great part due to the Biden-Harris Administration’s continuous efforts to increase access to affordable, quality health care, especially in underserved communities, and underscore the importance of the Inflation Reduction Act’s tax breaks that lower health care costs and make marketplace plans more affordable. HHS also announced a new, historic $500 million investment in Navigators, who play a key role in helping people across the country sign up for health care, particularly in underserved communities who have been too often ignored.

“The Biden-Harris Administration is laser focused on making sure everyone can get health care, regardless of the color of their skin,” said HHS Secretary Xavier Becerra. “Today’s data show just how far we have come in reaching Black, Latino, Asian American, Native Hawaiian and Pacific Islander, and American Indian and Alaskan Native populations, who are disproportionately uninsured. HHS is doubling down on our efforts by announcing another historic investment in Navigators, helping us continue to reach record enrollment in underserved communities.”

New Data on Coverage Gains in Minority Communities

Four new reports from HHS’s Office of the Assistant Secretary for Planning and Evaluation (ASPE) provide in-depth data on gains in health care coverage in minority communities between 2010 and 2022. The uninsurance rate for the following populations declined as follows from 2010-2022, based on available census data:

  • Black Americans : 20.9% to 10.8%
  • Latinos : 32.7% to 18%
  • Asian Americans, Native Hawaiians and Pacific Islanders (AANHPI): 16.6% to 6.2%
  • American Indians and Alaska Natives (AI/AN): 32.4% to 19.9%

Today, HHS is also releasing an ASPE issue brief titled, " Improving Access to Affordable and Equitable Health Coverage: A Review from 2010 to 2024 ,” which outlines the actions the Biden-Harris Administration has taken to help more people get and keep coverage after the previous Administration’ attempts to gut funding and enforcement.

New Funding for Navigators

The Biden-Harris Administration is continuing its robust investment in Navigators, who help people across the country - especially in underserved communities - sign up for health care coverage, by announcing today the availability of $500 million in grants over the next five years . Navigators have been incredibly effective, helping contribute to the record-breaking number of people – 21.4 million – who signed up for health care coverage through the Marketplaces during the 2024 Open Enrollment Period.

The Navigators’ effectiveness is demonstrated by how many people in underserved communities have signed up for Marketplace coverage in 2024:

  • Twenty-two percent of enrollees who report their race/ethnicity are Latino. If the percentage is the same among those not reporting, the estimated number of Latino Americans with Marketplace coverage in 2024 would be approximately five million .
  • Nine percent of enrollees who report their race/ethnicity are Black. If the percentage is the same among those not reporting, the estimated number of Black Americans with Marketplace coverage in 2024 would be almost two million .
  • About 12 percent of enrollees who report their race/ethnicity are AANHPI. If the percentage is the same among those not reporting, the estimated number of AANHPI Americans with Marketplace coverage in 2024 would be over 2.5 million .
  • One percent of enrollees who report their race/ethnicity are AI/AN. If the percentage is the same among those not reporting, the estimated number of AI/AN Americans with Marketplace coverage in 2024 would be 200,000 .

The Centers for Medicare & Medicaid Services (CMS) expects to award a total of $500 million over the five-year period of performance, provided in five budget periods of 12 months each. For the first 12-month budget period, to be awarded this fall, $100 million is available, the largest investment in the Navigator program to date.

The U.S. economy keeps throwing curveballs, and the May employment report is the latest example.

Employers added 272,000 jobs last month, the Labor Department reported on Friday, well above what economists had expected as hiring had gradually slowed. That’s an increase from the 232,000-job average over the previous 12 months, scrambling the picture of an economy that’s relaxing into a more sustainable pace.

Most concerning for the Federal Reserve, which meets next week and again in July, wages rose 4.1 percent from a year ago — a sign that inflation might not yet be vanquished.

“For those who may have thought they would see a July rate cut, that door has largely been shut,” said Beth Ann Bovino, chief U.S. economist for U.S. Bank. Although wage gains are good for workers, she noted, persistent price increases undermine their spending power.

Stocks fell shortly after the report was published, before regaining their ground to trade slightly higher. Government bond yields, which track expectations for Fed rate moves, rose sharply and remained elevated through the trading day.

But the portrait of an accelerating labor market isn’t perfectly clear, either. In another part of the report, the unemployment rate ticked up to 4 percent, its highest point since January 2022. That number is drawn from a survey of households, which showed essentially no employment growth for the past year and rising part-time employment that had displaced full-time positions.

The data from employers that generates the job growth number tends to be more reliable, but the household survey has recently been more consistent with other indicators. Retail sales have flattened . Gross domestic product declined markedly in the first quarter. The number of job openings is as low as it has been since 2021.

That’s why most economists have expected employment growth to continue slowing, and the unemployment rate to rise further this year.

“Other than health care, we’re not seeing as much strength in the data,” said Parul Jain, chief investment strategist with MacroFin Analytics. “Growth in 2024 is unlikely to be very strong, consumers are pulling back quite a bit, and we expect that disposable income is also going to be affected.”

Health care has been the backbone of hiring for two and a half years, delivering 18.6 percent of the jobs added. An aging population has driven demand, and rising insurance coverage through the Affordable Care Act has given more people access to care.

On the other hand, leisure and hospitality — which was harmed more than any other sector by Covid-19 lockdowns — took until April to regain its February 2020 employment level. Forecasts of a record summer travel season may propel that number higher in the coming months, though few expect job growth to outdo last year’s numbers.

United Airlines, for example, announced this week that it expected to add 10,000 jobs this year, down from 16,000 in 2023 and 15,000 the year before that, as pandemic recovery transitions into organic growth.

One reason job growth surpassed forecasts was government employment, which has been recovering quickly but was expected to slump as federal pandemic relief funding runs dry. The sector instead added 43,000 jobs in May. But a slowdown may still be in the offing.

It’s already apparent to Peter Finch, the superintendent of West Valley School District, which is outside Yakima, Wash. Funding in the American Rescue Plan Act had allowed him to add staff members like mental health counselors and tutors, but now he’s no longer filling positions as people leave.

“It’s a difficult time in education,” Dr. Finch said. “If you have less resources, you cannot deliver the same services you had in the past — that’s the reality.”

The labor market’s impressive run has been fueled both by a rebound in legal immigration and by an influx of millions of migrants with temporary status, many of whom have found work with the aid of accelerated work permits. According to calculations by the W.E. Upjohn Institute for Employment Research, hiring has fallen sharply for native-born workers, but it has held up for those born outside the country.

That impact may also fade as President Biden’s executive order limiting asylum seekers at the southern border takes effect.

One favorable sign about the work force: The share of people between the ages of 25 and 54 who are working or looking for work reached its highest level since early 2002, at 83.6 percent. Women in that age bracket have led the way, and in May reached their highest participation rate on record.

The picture is not as rosy for adults in their early 20s, whose participation rate dropped in May. As employers hold on to their workers and fewer leave voluntarily, there is less room for those with little work experience, who have been finding jobs at lower rates .

Workers over 55 have also not returned to the work force in large numbers — their participation rate remains two full percentage points below where it was before the pandemic. But some people have been driven back as costs have risen and retirement funds haven’t quite been able to cover them.

Take John Refoy, 67, who retired from the Navy after 33 years as a maintenance technician. He moved to Flagstaff, Ariz., to be closer to his sister during the pandemic. As rent and food costs rose — and a Subaru Outback cost more than he expected — Social Security and a civil service pension no longer paid the bills. So late last year, he applied for a job at Walmart.

Working full time in the bakery and deli department — a job that now pays $20 an hour, after years of wage increases — has doubled his income.

“It makes all the difference,” Mr. Refoy said. He will probably leave the job next year when the car is paid off, he said, but he enjoys the social interaction. “It’s a great group of people,” he added, “and it’s been really beneficial for me to get back out there to work.”

Mr. Biden chose to focus on the job-creation side of the report. “On my watch, 15.6 million more Americans have the dignity and respect that comes with a job,” he said in a news release. But in a nod to deep concerns about stubborn inflation, Mr. Biden also emphasized his efforts to bring down prices.

The path of the labor market heading into the fall carries deep implications for the coming election. And while most forecasters see growth fading, the likelihood of an outright recession is as low as it has been in several years, barring some external event like an escalation of wars or an unforeseen financial crisis.

“We could be just teetering along right where we’d want to be at a steadily equilibrium,” said Brad Hershbein, deputy director of research at the Upjohn Institute, “where things are mostly hunky dory, inflation continues to come down, the labor market returns to a place where we’d be expecting between 150,000 and 175,000 jobs per month.”

Opinion | good to go: mayor adams’ plan for more public toilets is welcome relief.

Before we go any further, we promise not to clog this editorial with a single pun related to No. 1, No. 2, flushing or pipes.

What’s the problem? As put by the Urban Design Forum in a piece plumbing the depths of this topic , “The Uniform Plumbing Code requires one toilet for every 500 persons in large assemblies. The United Nations standard for refugee camps is to provide one toilet for every 20 people, a standard that has been used by city officials in Los Angeles and Seattle in regard to the lack of bathrooms for people living on the streets. Yet, for a city of about 8.4 million people, 1,100 bathrooms is only one bathroom for every 7,700 New Yorkers, well short of the standards we demand elsewhere.” 

In short, that stinks. More public bathrooms are in parks than in any other type of place, yet New York — with just 0.8 comfort stations per 10,000 residents — brings up the rear among U.S. cities. There are also public restrooms in libraries, but they’re shut when the libraries are shut. And a handful in the subways , but not nearly enough.

Adams’ big announcement Monday was a plan to bring online 82 new and refurbished restrooms in the next five years — along with the new map, and a joint task force to site and speed approval for 14 high-tech, self-cleaning toilets. In sheer numbers, this is a drop in the toilet bowl — but it counts as progress on which to build, as does the fact that Adams & Co. have added infant and toddler change tables to park restrooms, where feasible.

Speaking of building, New York has horror stories aplenty about the millions it can cost to build or upgrade a bathroom . Adams has talked big about cutting red tape and delivering efficiencies to taxpayers . The expansion will test those promises.

At this week’s show-and-tell, Parks Commissioner Sue Donoghue said a key word: “well-maintained.” A 2019 audit by the city comptroller found 9% of bathrooms in public parks were rated unacceptable, with the percentage as high as 15% in Manhattan and 12% in Brooklyn. A bathroom that’s disgusting is hardly better than one that’s locked. Keep them clean, please.

We’d be remiss if we didn’t take a moment to applaud a young woman named Teddy Siegel , who started out sharing advice on free bathrooms on social media and went on to build a crowd-sourced map showing more than 2,000 bathrooms, public and otherwise, accessible to the public — along with notes like “Bring your own tissues in if you can — often runs out. Sometimes closed when it’s supposed to be open.” If Siegel hadn’t pressed and pressed and pressed, government may never have listened. 

As someone involved in a somewhat more consequential struggle once said, invoking a Biblical passage, hard work continues “Until justice rolls down like water and righteousness like a mighty stream.”
