Despite the substantial research in the domain of electronic procurement adoption, usage and performance (EP AUP), there is no structured review of these studies and most of the literature is in fragmented form. Therefore, the purpose of this paper is to investigate and synthesize EP AUP research in the past two decades and map key research approaches, prevailing theories and antecedents used by researchers to study EP AUP at the individual user and organizational level.

Design/methodology/approach

To evaluate and comprehend past and current patterns/themes in the EP AUP research area, a systematic literature review is undertaken. Significant peer-reviewed studies covering three categories – adoption, usage and performance and seven classification criteria are critically reviewed.

The findings reveal that most investigators mainly used “technology acceptance model,” “technology–organization–environment” framework and their extensions, demonstrating that “perceived ease of use,” “perceived usefulness,” “trust,” “organizational size,” “organizational readiness” and “behavioral intentions” are the most critical drivers of EP AUP.

Research limitations/implications

For researchers and practitioners, the review highlights a taxonomy of contextual factors to be considered for successful EP AUP. It further makes suggestions for future research meeting challenges of Industry-4.0.

Originality/value

To the best of the authors’ knowledge, this is the first systematic literature review undertaken in the field of EP that studies it from three different perspectives. It further builds on the determinants of EP AUP and classifies them in four distinct categories: organizational, individual, information system level and environmental.

A procurement system is a crucial part of supply chain management in firms. International companies are looking forward to how much it is possible to save through implementing the strategies of e-procurement fully. In this paper, we study e-procurement and its application along with its added value for the firms. In addition, we discuss its drivers and barriers as well as demonstrating a supplier selection framework. We also adopt Critical Success Factors (CSF) for e-procurement. Findings indicate that e-procurement will decrease lead time, providing agility for the supply chain management. Added values are: strategic, operational and opportunity which varies depending on to what extent each organization emphasizes it and implements it. E-procurement systems implementation is hard due to its barriers by various technologies, varied organizational culture and changing users’ interacting skills with Information systems/technologies. E-procurement is a complex system in firms and firms’ staff are the main contributors of the technology. We need to write down the hierarchy tree and have a category titled “electronic transaction” that can help for quantitative decision making for the supplier selection in the e-procurement process. We found that all of the CSFs are not crucial in all of the firms and indicators for performance should be categorized into firms’ structures, managerial criteria, and key activities. These three indicators are strongly interrelated.

The purpose of the study was to investigate challenges of implementing e-procurement in Ministry of Transport, Infrastructure, Housing and Urban Development. The research adopted a mixed descriptive design. The advent of the Internet as a business systems platform has been a catalyst for major changes in the operation and status of organizational procurement. Early e-procurement literature forecast significant improvements in procurement costs, an improving status of the purchasing function, and changes to the structure of supply markets. Our study seeks to evaluate the validity of these forecasts through the development of a structural model of the 'e-procurement effect'. This model is intended to define the dynamics of the e-procurement process in an organization and provide a foundation for a research stream into the transformational effect of e-procurement deployment. The article presents the evaluation of e-procurement implementation and operation from an eighteen month study of e-procurement deployment across nine Ghana public sector organizations. The article explores five key themes in e-procurement, namely system specification, implementation management, changes to organizational characteristics, changes in total acquisition costs, and changes to governance structures. Our analysis suggests that the proposed structural model of the e-procurement effect is broadly applicable and that many of the previous claimed benefits in the literature can be realised. We also contend that an important variable for the success of e-procurement adoption is to address the internal service quality attributes of e-procurement processes-a topic which offers significant scope for future research.

The purpose of this study was to establish the role of e-procurement on the performance of Safaricom PLC. The target population Safaricom PLC and consisted of 79 respondents comprising finance officers, procurement officers, logistics officers, quality managers, ICT officers, and operations officers. A census of 79 respondents was carried out. Questionnaires were used to obtain data from the field. Quantitative data were analyzed using descriptive statistics which include mean, standard deviations, frequencies, and percentages and presented in terms of tables, graphs, and charts. Regression analysis was used to test the extent to which the variables under study relate to each other. The findings established that data transmission and system management had a positive and significant influence on the performance of Safaricom PLC. It led to enhanced E-ordering, E-ward and E-ordering, better channel relationship, decision making, and information sharing. It also showed increased better channel relationship, decision making, and information sharing. The study recommends that Safaricom PLC should conduct joint improvement activities, share information intensively but selectively, develop supplier technical capabilities and accept supplier complaints as an opportunity to improve on their procurement processes. The study also recommends that future research will need to be carried in other telecommunication industries in order to show if the link between e-procurement components and organizational performance can be generalized. Procurement is critical in the provision of services and it anchors policies touching on the environment and the society as a whole. Consequently, the procurement processes are closely monitored by the parties involved for the purpose of ensuring that there is transparency in the process and the protection of the welfare of the state (Odhiambo and Theuri, 2015). As such, the procurement department plays a pivotal role in any organization. On the other hand, Thai (2014) argues that procurement is exposed to challenges such as in the legal framework, the structure of the market and the political environment that procurers face, thus achieving efficacy in procurement is an ambitious task. Global acceptance of the internet as a source of information and as a way of doing business has been a conduit of significant changes at the operational level of an organization. There is enough evidence to prove that IT tools have transformed the operations of both corporates and the government (Nelson et al, 2001). It is further opined that most of the firms capitalize on e-procurement to reduce procurement costs. Despite this, e-procurement adoption is limited since these enterprises and the government agencies are still not receptive on adopting e-procurement (Zheng et al., 2004). Going by a report by Epiq Technologies (2010), adoption of e-procurement facilitates real-time communication etween the firm and its suppliers, it also enables monitoring and control of the suppliers as well as cost control. Further, E-Procurement aids in making decisions by providing information about all procurement transactions in a timely manner. In the contemporary world, e-procurement has revolutionized how business is conducted. As such, it has attracted attention to both public and private entities in an equal measure over the last decade but reservedly. It is crystal clear that e-procurement has overriding advantages as compared to traditional tools of procurement. Examples of the automated tools of procurement include electronic Data Interchange which facilitates paperless communication between procuring entities and the suppliers, Enterprise Resource Planning that came about in 1970 was a precursor of both the world wide web and the internet.

Public procurement has remained a topic of interest especially in the developing countries. In many instances, public procurement functions have been characterized by issues of transparency and accountability. E-procurement is one of the emerging trends in procurement. It uses computer technologies and the internet to conduct procurement operations. The purpose of the study was to assess the determinants of successful implementation of e-procurement in Public Institutions in Kenya. The study determined the effect of technology, government support and supplier responsiveness on successful implementation of e-procurement. The purpose of this study was to assess the factors influencing implementation of e-procurement in public entities: a case of Tanesco Arusha region, Tanzania. The specific objectives were to investigate the influence of top management commitment on implementation of E-procurement, to assess the influencing of supplier capacity on implementation of E-procurement and to examine the influence of information systems infrastructures on implementation of e-procurement. The researcher used descriptive design which involves observed and described the behavior of a subject without influencing it in any way. Simple random sampling techniques was used to select respondents and questionnaires were developed and distributed to all members who were involved in the study. Data was collected using questionnaire distributed to a sample of 100 respondents, and the entire questionnaire was returned. The data was analyzed through multiple regressions by using Statistical Package for Social Science (SPSS) version 25 for windows. The study findings showed that top management commitment, supplier capacity and information systems infrastructures influence the implementation of e-procurement.. There is a need of conducting more research on the factors that influence implementation of e-procurement in the private entities.

The main objective of this study was to assess the user perception of electronic procurement in public organization a case of TANESCO in Iringa region, this study has been conducted for three main specific objectives. The first one was to assess the influence of management performance in using electronic procurement at TANESCO, second specific objective was to examine the need of computerized system and its contribution on the perceived ease of use of electronic procurement at TANESCO, and the third objective was to assess employee competence influence on the use of e procurement at TANESCO in Iringa Region, Tanzania The study adopted both research methods, qualitative and quantitative approaches. They were both used so as to help the researcher to complement the weakness of each, therefore provide an extended room for triangulation of both instruments for data collection and approaches. The sample comprised of 50 respondents. Data was collected through questionnaires, both open ended questionnaires and open ended questionnaires. The quantitative data was analyzed with the help of Microsoft Excel 2010 and Statistical Package for Social Science (SPSS) software program version 22 and were summarized in tables of frequencies, percentages, correlations, regression and charts. Study findings unveiled that management performance and availability of computerized system lead to the minimization and reduction of errors in local purchasing orders, increase speed of work, simplify procurement processes hence allow storage of data and documentation for a long time and most of all increase accuracy of work in TANESCO. Also Employee competence influence E-procurement. Thus the study recommends that employees who are authorized to operate E-procurement system should be closely supervised so as to ensure that they do not get opportunity to misuse the system and perform duties for their own benefit. Also TANESCO should review their policies governing regularly and make sure that E-procurement system placed cope with the current technology.

Economic Losses Could Top $1 Billion

Some of the worst wildfires in state history raged through the Texas Panhandle in late February, prompting Gov. Greg Abbott to issue a disaster declaration for 60 counties and the state to launch an investigation that found the fire was started by power lines from a decayed, broken utility pole.

The May 1 report by the Texas House Investigative Committee (PDF) on the Panhandle Wildfires estimated more than 15,000 cattle died and 130 homes and businesses were lost, with more than a million acres of land scorched ― land that held important infrastructure, such as water wells and utility lines. Most tragically, 83-year-old grandmother Joyce Blankenship of Sinnett and 44-year-old truck driver Cindy Owen of Amarillo lost their lives in the wildfires, and Fritch Fire Chief Zeb Smith , who fought the wildfires, died after responding to an unrelated structure fire, according to news reports.

Texas is one of the nation’s top producers of agricultural products, with $29.7 billion in total cash receipts for agricultural commodities in 2022 , as estimated by the U.S. Department of Agriculture and cited in the Comptroller’s office May 2024 Bond Appendix. The Texas A&M AgriLife Extension Service puts agriculture and agriculture-related losses to the Panhandle as a result of the fires at approximately $123 million. Texas Agriculture Commissioner Sid Miller estimated cows are worth between $2,500 and $3,000 a head , mirroring the House committee report’s estimate of $27 million in lost cattle. The immediate monetary loss does not reflect the loss of generations spent cultivating the genetics of these cattle in the Panhandle.

Beyond crop and cattle losses, the wildfires produced an adverse ripple effect on the Panhandle’s economy and adjacent economic sectors – the loss of families who must relocate from the area; the destruction of wildlife and natural habitat, which will impact the local hunting and tourism industries; and the eventual losses to local governments’ tax revenues as property owners utilize property tax exemptions for their damaged properties. According to the House committee report, those additional losses could top $1 billion. One of the hardest hit counties alone, Hemphill County, lost more than $200 million in homes, structures and real property (i.e., farm equipment, vehicles), according to preliminary estimates.

Tax Relief for Property Owners

Texas residents who experience property damage in disaster areas may be eligible for a temporary property tax exemption. All exemption applications are completed locally with the appraisal district, and the Comptroller’s Property Tax Assistance Division offers online information about applying for such exemptions . Texas Tax Code Section 11.35 allows for a temporary exemption for qualified property damaged by disaster if at least 15 percent of the property is damaged by the disaster. Various levels of exemptions are allowed depending on the amount of damage assessed ( Exhibit 1 ).

Property owners must apply with their local tax appraisal office for the temporary exemption no later than 105 days after the governor’s disaster declaration. Since the governor issued the disaster declaration on Feb. 27, the deadline to apply is June 11, 2024. Property owners must submit Form 50-312, Temporary Exemption Property Damaged by Disaster (PDF) to receive a temporary exemption. Any temporary property tax exemptions would go into effect for the current tax year.

Disaster Relief Measures

The Comptroller’s office offered assistance during and immediately after the wildfires. It waived the bond requirements for licenses issued to distributors and importers in Texas that provide fuel to those responding to the wildfires in the disaster-stricken counties. The waiver expired March 22. Additionally, anyone who paid a tax on clear diesel fuel between Feb. 23 and March 22 in the declared disaster counties may request a refund from the Comptroller’s office. Taxpayers in the disaster area also may be eligible for an extension of time to file and pay taxes due of not more than 90 days imposed by the original due date.
