Our economy grew at 5.7 percent, the strongest growth in nearly 40 years. And the unemployment rate has fallen to 3.8 percent, the fastest decline in recorded history. At the same time, the deficit fell last year—by around $300 billion. This progress was a direct result of the President’s strategy to grow the economy from the bottom up and the middle out and his effective management of the American Rescue Plan—a strategy that was built on smart, fiscally prudent investments that helped jumpstart our economy.

As our historic economic and labor market recovery continues, the President’s Budget projects that the deficit in 2022 will be more than $1.3 trillion lower than last year’s—the largest ever one-year decline in our country’s history. The strongest economic growth in four decades, powered by the American Rescue Plan, has also contributed to a historic decline in the deficit—by fueling strong revenue growth and allowing the Administration to responsibly phase down emergency pandemic-related spending.

Today, the President released a Budget that details his vision to expand on our economic and fiscal progress—investing in our economy and our people while cutting deficits, improving our country’s long-term fiscal outlook, and keeping the economic burden of debt low.

As he made clear in his State of the Union address, the President is committed to working with Congress to enact legislation that lowers costs for American families, expands the productive capacity of the American economy, and further reduces the deficit: by reducing prescription drug costs and fixing the tax code to ensure corporations and wealthy people pay the taxes they already owe and close loopholes they exploit.

The President’s FY 2023 Budget also proposes additional smart, targeted investments designed to spur durable economic growth, create jobs, reduce cost pressures, and foster shared prosperity. These investments are more than fully paid-for through tax reforms that ensure corporations and the wealthiest Americans pay their fair share, while also fulfilling the President’s ironclad promise that no one earning less than $400,000 per year will pay an additional penny in new taxes. Overall, the Budget reduces deficits by more than $1 trillion over the next 10 years and deficits under the Budget policies would fall to less than one-third of the 2020 level the President inherited.

The Budget improves our country’s long-term fiscal outlook while also delivering on the ambitious agenda the President laid out in his State of the Union address—to build a better America, reduce costs for families, advance equity, and grow our economy from the bottom up and the middle out. It proposes significant new investments in proven strategies to reduce gun crime and keep our communities safe. It makes additional investments in the American people that will help lay a stronger foundation for shared growth and prosperity. It advances a bipartisan unity agenda through proposals to take on the mental health crisis, combat the opioid epidemic, support our veterans, and accelerate progress against cancer. And during what will be a decisive decade, it strengthens our military and leverages America’s renewed strength at home to meet pressing global challenges, deepen partnerships and alliances, and manage crises as they arise.

PUTTING THE NATION ON A SOUND FISCAL AND ECONOMIC COURSE

The Budget proposes smart, targeted, fully-offset investments while also cutting deficits, improving our country’s long-term fiscal outlook, and keeping the economic burden of debt low. The Budget’s investments are more than paid for with tax reforms focused on making sure the rich and the largest corporations pay their fair share, reducing deficits by over $1 trillion over the next 10 years.

• The tax code currently offers special treatment for the types of income that wealthy people enjoy. This special treatment, combined with sophisticated tax planning and giant loopholes, allows many of the very wealthiest people in the world to end up paying a lower tax rate on their full income than many middle-class households. To finally address this glaring problem, the Budget includes a minimum tax on multi-millionaires and billionaires who so often pay indefensibly low tax rates. This minimum tax would apply only to the wealthiest 0.01 percent of households—those with more than $100 million—and over half the revenue would come from billionaires alone. It would ensure that, in any given year, they pay at least 20 percent of their total income in Federal income taxes.
• Ensures Corporations Pay Their Fair Share. The Budget also includes an increase to the rate that corporations pay in taxes on their profits. Corporations received an enormous tax break in 2017. While their profits have soared, their investment in our economy did not: the tax breaks did not trickle down to workers or consumers. Instead of allowing some of the most profitable corporations in the world to avoid paying their fair share, the Budget raises the corporate tax rate to 28 percent, still the lowest tax rate faced by corporations since World War II except in the years after the 2017 tax cut. This increase is complemented by other changes to the corporate tax code that incentivize job creation and investment in the United States and ensure that large corporations pay their fair share.
• Prevents Multinational Corporations from Using Tax Havens to Game the System. For decades, American workers and taxpayers have paid the price for a tax system that has rewarded multinational corporations for shipping jobs and profits overseas. Last year, the Administration rallied more than 130 countries to agree to a global minimum tax that will ensure that profitable corporations pay their fair share and will incentivize U.S. multinationals to create jobs and invest in the United States. The Budget contains additional measures to ensure that multinationals operating in the United States cannot use tax havens to undercut the global minimum tax.

Advancing Legislation to Lower Costs, Reduce the Deficit, and Expand Productive Capacity

The President is committed to working with Congress to sign legislation that lowers costs for American families, reduces the deficit, and expands the productive capacity of the American economy. That means cutting costs for prescription drugs, healthcare premiums, child care, long-term care, housing, and college; reducing energy costs by combatting climate change and accelerating the transition to a clean energy economy; supporting families by providing access to free, high-quality preschool, up to two years of free community college, nutritious food at school and resources to purchase food over the summer months, and paid family and medical leave and by continuing the enhanced Child Tax Credit and Earned Income Tax Credit; and providing health coverage to millions of uninsured Americans. The President believes these proposals must be paired with reforms that ensure corporations and the wealthiest Americans pay their fair share, including ensuring that they pay the taxes they already owe.

Because discussions with Congress continue, the President’s Budget includes a deficit neutral reserve fund to account for a future agreement, preserving the revenue from tax and prescription drug reforms the President proposed last year for this legislation for the investments needed to bring down costs for American families and expand our productive capacity.

BUILDING A BETTER AMERICA

The Budget includes smart, targeted investments in the American people that will help build a better America. It will keep our communities safe and combat violent crime; promote job creation and expand the productive capacity of our economy; improve our public health infrastructure; ensure America leads the world in combating the climate crisis; and advance equity and opportunity for all. It strengthens our military and leverages America’s renewed strength at home to meet pressing global challenges, deepen partnerships and alliances, and manage crises as they arise.

Combating Crime to Keep Our Communities Safe

• The Budget provides $3.2 billion in discretionary resources for State and local grants, and $30 billion in mandatory re­sources to support law enforcement, crime preven­tion, and community violence intervention, including putting more officers for community policing on the beat across the Nation.
• The Budget provides $1.7 billion for the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to expand multijurisdictional gun trafficking strike forces with additional personnel, increase regulation of the firearms industry, enhance ATF’s National Integrated Ballistic Information Network, and modernize the National Tracing Center.
• Under the President’s Budget, key Federal law enforcement agencies like the FBI and U.S. Marshals Service will have the resources they need fight violent crime, including through fugitive apprehension and enforcement operations. The Budget also ensures U.S. Attorneys have the necessary support to prosecute violent crimes.
• The Budget makes important investments to support law enforcement while addressing longstanding inequities and strengthening civil rights protections. The Budget invests $367 million, an increase of $101 million over the 2021 enacted level, at the Department of Justice to support police reform, the prosecution of hate crimes, enforcement of voting rights, and efforts to provide equitable access to justice.
• The Budget includes $100 million for a historic multi-agency collaboration to provide comprehensive workforce development services to people in the Federal prison system and proposes $106 million to support the deployment of body-worn cameras to DOJ’s law enforcement officers.

Promoting Job Creation, Reducing Cost Pressures, and Boosting Productive Capacity

• In communities throughout the country, rents are skyrocketing and homeownership is becoming increasingly out of reach. This strains family budgets and holds back our economy – making it harder for workers to afford to live near good jobs and good transportation options. To address the critical shortage of affordable housing in communities throughout the Nation, the Budget proposes $50 billion for housing construction and supply – addressing existing market gaps and helping to stabilize housing prices over the long-term. This includes funding, via the Department of Housing and Urban Development, for state and local housing finance agencies and their partners to provide grants, revolving loan funds, and other streamlined financing tools to boost housing supply, with a particular focus on housing types that have traditionally been difficult to finance using existing Federal financing but have the potential to boost supply and density in supply-constrained communities. The Budget also includes grants to advance and reward state and local jurisdictions’ efforts to remove barriers to affordable housing development. It also includes modifying Low-Income Housing Tax Credits to better incentivize new unit production, and funding for the Department of the Treasury’s Community Development Financial Institutions Fund to support financing of new construction and substantial rehabilitation that creates net new units of affordable rental and for sale housing.
• Accelerates Efforts to Move More Goods Faster through American Ports and Waterways. The Budget continues support for the historic levels of Federal investment to modernize America’s port and waterway infrastructure provided under the Bipartisan Infrastructure Law. It includes $230 million for the Port Infrastructure Development Program to strengthen maritime freight capacity, as well as $1.7 billion in spending for the Harbor Maintenance Trust Fund to facilitate safe, reliable, and environmentally sustainable navigation at coastal ports. 
• Strengthens the Nation’s Supply Chains through Domestic Manufacturing. To help ignite a resurgence of American manufacturing and strengthen domestic supply chains, the Budget provides $372 million, an increase of $206 million over the 2021 enacted level, for the National Institutes of Standards and Technology’s (NIST) manufacturing programs to launch two additional Manufacturing Innovation Institutes in 2023 and continue support for the two institutes funded in 2022. The Budget includes a $125 million increase for the Manufacturing Extension Partnership to make America’s small and medium manufacturers more competitive. The Budget also invests $200 million for a new Solar Manufacturing to build domestic capacity in solar energy supply chains while moving away from imported products.
• Expands Access to Registered Apprenticeships and Equips Workers with Skills They Need to Obtain High-Quality Jobs. The Budget invests $303 million, a $118 million increase above the 2021 enacted level, to expand Registered Apprenticeship opportunities in high growth fields, such as information technology, advanced manufacturing, health care, and transportation, while increasing access for historically underrepresented groups, including people of color and women. In addition, the Budget invests $100 million to help community colleges work with the public workforce development system and employers to design and deliver high-quality workforce training programs. The Budget also provides $100 million for a new Sectoral Employment through Career Training for Occupational Readiness program, which will support training programs focused on growing industries, enabling disadvantaged workers to enter on-ramps to middle class jobs, and creating the skilled workforce the economy needs to thrive.
• Fosters Competitive and Productive Markets and Targets Corporate Concentration. The Budget reflects the Administration’s commitment to vigorous marketplace competition through robust enforcement of antitrust law by including historic increases of $88 million for the Antitrust Division of the Department of Justice (ATR) and $139 million for the Federal Trade Commission (FTC). 

Restoring American Leadership and Confronting Global Threats

• Supports United States’ European Allies and Partners . The Budget includes $6.9 billion for the European Deterrence Initiative, the North Atlantic Treaty Organization (NATO), and countering Russian aggression to support Ukraine, the United States’ strong partnerships with NATO allies, and other European partner states by bolstering funding to enhance the capabilities and readiness of U.S. Forces, NATO allies, and regional partners in the face of Russian aggression.
• Defends Freedom Globally . To support American leadership in defending democracy, freedom, and security worldwide, the Budget includes nearly $1.8 billion for the State Department and USAID to support a free and open, connected, secure, and resilient Indo-Pacific Region and the Indo-Pacific Strategy, and $400 million for the Countering the People’s Republic of China Malign Influence Fund. In addition, the Budget provides nearly $1 billion in assistance to Ukraine for State Department, USAID, and Department of Defense to counter Russian malign influence and to meet emerging needs related to security, energy, cyber security issues, disinformation, macroeconomic stabilization, and civil society resilience.
• Promotes Integrated Deterrence in the Indo-Pacific and Globally. The Budget proposes $773 billion for the Department of Defense. To sustain and strengthen deterrence, the Budget prioritizes China as the Department’s pacing challenge. DOD’s 2023 Pacific Deterrence Initiative highlights some of the key investments the Department is making that are focused on strengthening deterrence in the Indo-Pacific region. DOD is building the concepts, capabilities, and posture necessary to meet these challenges, working in concert with the interagency and our allies and partners to ensure our deterrence is integrated across domains, theaters, and the spectrum of conflict.
• Renews America’s Leadership in International Institutions . The Budget continues the Administration’s efforts to lead through international organizations by meeting the Nation’s commitments to fully fund U.S. contributions and to pay United Nations peacekeeping dues on time and in full. The Budget also provides $1.4 billion for the World Bank’s International Development Association (IDA). This investment restores the United States’ historical role as the largest World Bank donor to support the development of low- and middle-income countries, which benefits the American people by increasing global stability, mitigating climate and health risks, and developing new markets for U.S exports.
• Advances Equity and Equality Globally. The Budget provides $2.6 billion to advance gender equity and equality across a broad range of sectors. This includes $200 million for the Gender Equity and Equality Action Fund to advance the economic security of women and girls. This total also includes funding to strengthen the participation of women in conflict prevention, resolution, and recovery through the implementation of the Women, Peace, and Security Act.
• Advances American Leadership in Global Health, Including Global Health Security and Pandemic Preparedness. The Budget includes $10.6 billion to bolster U.S. leadership in addressing global health and health security challenges. Within this total, the Budget supports a $2 billion contribution to the Global Fund’s seventh replenishment, for an intended pledge of $6 billion over three years, to save lives and continue the fight against HIV/AIDS, tuberculosis, and malaria, and to support the Global Fund’s expanding response to COVID-19 and global health strengthening. This total also includes $1 billion to prevent, prepare for, and respond to future infections disease outbreaks, including the continued expansion of Global Health Security Agenda capacity-building programs and a multilateral financial intermediary fund for health security and pandemic preparedness

Strengthening America’s Public Health & Advancing Cures for Cancer and Other Diseases

• Prepares for Future Pandemics and Other Biological Threats . In addition to combatting the ongoing COVID-19 pandemic, the United States must catalyze advances in science, technology, and core capabilities to prepare for future biological threats. The Budget makes transformative investments in pandemic preparedness across the Department of Health and Human Services (HHS)—$81.7 billion available over five years—to enable an agile, coordinated, and comprehensive public health response to protect American lives, families, and the economy.
• Builds Advanced Public Health Systems and Capacity. The Budget includes $9.9 billion to build capacity at CDC and state and local levels to improve the core immunization program, expand public health infrastructure in States and Territories, strengthen the public health workforce, support efforts to modernize public health data collection, increase capacity for forecasting and analyzing future outbreaks, including at the Center for Forecasting and Outbreak Analytics, and conduct studies on Long COVID to inform diagnosis and treatment options.
• Transforms Mental Health Care. The United States faces a mental health crisis that has been exacerbated by the COVID-19 pandemic. The Budget proposes reforms to health coverage and invests in the behavioral health workforce. It provides sustained and increased funding for community-based centers and clinics, and mental health staff in schools, makes historic investments in youth mental health and suicide prevention programs, and strengthens access to crisis services by building out the National Suicide Prevention Lifeline and crisis services infrastructure. These resources will help build system capacity, connect more Americans to care, and create a system of support to improve mental health for all.
• Advances Maternal Health and Health Equity. The United States has the highest maternal mortality rate among developed nations, with an unacceptably high mortality rate for Black and American Indian and Alaska Native women. The Budget includes $470 million to reduce maternal mortality and morbidity rates, expand maternal health initiatives in rural communities, implement implicit bias training for healthcare providers, create pregnancy medical home projects, and address the highest rates of perinatal disparities. The Budget also expands maternal and other health initiatives in rural communities to improve access to high-quality care.
• Accelerates Innovation through the Advanced Research Projects Agency for Health (ARPA-H ) . The Budget proposes a major investment of $5 billion for ARPA-H, significantly increasing direct Federal research and development (R&D) spending in health to improve the health of all Americans. With an initial focus on cancer and other diseases such as diabetes and dementia, this major investment will drive transformational innovation in health technologies and speed the application and implementation of health breakthroughs.

Taking Historic Steps to Combat the Climate Crisis and Advance Environmental Justice

• Invests in Clean Energy Infrastructure and Innovation. The Budget invests $3.3 billion to support clean energy projects that will create good paying jobs, continue to cut to cost of clean energy, and drive progress toward President Biden’s climate goals. Investments include $502 million to weatherize and retrofit low-income homes, including $100 million for a new LIHEAP Advantage pilot to electrify and decarbonize low-income homes, and $260 million to support energy efficiency improvements to USDA-assisted multifamily homes. In addition, the Budget provides $150 million to electrify Tribal homes and transition Tribal colleges and universities to renewable energy, and $80 million for a new Grid Deployment Office to build the grid of the future.
• Strengthens Climate Resilience. The Budget provides more than $18 billion for climate resilience and adaptation programs across the Federal Government. These critical investments will reduce the risk of damages from floods and storms, restore the Nation’s aquatic ecosystems, and make HUD-assisted multifamily homes more climate resilient. In line with President Biden’s commitment to ensure the American’s fighting wildfires earn $15 an hour, the Budget includes $1.8 billion in the Forest Service and Department of the Interior to strengthen the Federal firefighting workforce, increase capacity, and improve firefighter compensation.
• Advances Equity and Environmental Justice. The Budget provides historic support for underserved communities, and advances the President’s Justice40 commitment to ensure 40 percent of the benefits of Federal investments in climate and clean energy reach disadvantaged communities. The Budget includes $1.45 billion to bolster the EPA’s environment justice efforts that will help create good-paying jobs, clean up pollution, implement Justice40, advance racial equity, and secure environmental justice for communities that too often have been left behind
• Achieves the President’s Historic Climate Pledge. The Budget includes over $11 billion in international climate finance, meeting the President’s pledge to quadruple international climate finance a year early. This funding will accelerate the global energy transition to net zero emissions by 2050; help developing countries build resilience to the growing impacts of climate change, including through the President’s Emergency Plan for Adaptation and Resilience and other programs; and support the implementation of the President’s Plan to Conserve Global Forests. Among these critical investments are $1.6 billion for the Green Climate Fund, a critical multilateral tool for financing climate adaptation and mitigation projects in developing countries and support for a $3.2 billion loan to the Clean Technology Fund to finance clean energy projects in developing countries.

Expanding Economic Opportunity, Advancing Equity, and Strengthening our Democracy

• Makes Historic Investments in K-12 Schools and Education Beyond High School. The Budget more than doubles funding for Title I compared to the 2021 enacted level through a combination of discretionary and mandatory funding. This substantial funding, which serves 25 million students in nearly 90 percent of school districts across America, is a major step toward fulfilling the President’s commitment to addressing long-standing funding disparities between under-resourced schools—which disproportionately serve students of color—and their wealthier counterparts. The Budget increases support for children with disabilities by providing a $3.3 billion increase for IDEA Grants to States – the largest two-year increase ever for the program. The budget also doubles funding for IDEA Grants for Infants and Families and proposes to reforms to increase equitable access to early intervention services with a proven record for improving academic and developmental outcomes. The Budget also provides $1 billion in sustainable funding to help schools increase the number of school counselors, psychologists, social workers and other health professionals. The Budget provides an additional $438 million for Full Service Community Schools, ramping up the mental health and wraparound supports in schools for students and their families. The Budget proposes to double the maximum Pell Grant by 2029, beginning with a historic $2,175 increase over the 2021-2022 school year, thereby expanding access and helping nearly 6.7 million students afford college.
• Advances Child and Family Well-Being in the Child Welfare System. The Budget proposes to expand and incentivize the use of evidence-based foster care prevention services to keep families safely together and to reduce the number of children entering foster care, while also targeting resources to reduce the overrepresentation of children and families of color in the child welfare system. For children who do need to be placed into foster care, the Budget provides States with support to place more children with relatives or other adults who have an existing emotional bond with the child and fewer children in group homes and institutions while also providing additional funding to improve the educational outcomes of foster youth and support youth who age out of care without a permanent caregiver.
• Guarantees Adequate and Stable Funding for the Indian Health Service (IHS). The Budget significantly increases IHS’s funding over time, and shifts it from discretionary to mandatory funding. For the first year of the proposal, the Budget includes $9.1 billion in mandatory funding, an increase of $2.9 billion above 2021. After that, IHS funding would automatically grow to keep pace with healthcare costs and population growth and gradually close longstanding service and facility shortfalls. Providing IHS stable and predictable funding will improve access to high quality healthcare, rectify historical underfunding of the Indian Health system, eliminate existing facilities backlogs, address health inequities, and modernize IHS’ electronic health record system.
• Protects Our Elections and the Right to Vote. As our democracy faces threats across the country—and to provide state and local election officials with a predictable funding stream for critical capital investments and increased staffing and services—the Budget proposes $10 billion in new elections assistance funding to be allocated over ten years. The Budget also proposes to fund an expansion of U.S. Postal Service delivery capacity in underserved areas and support for vote-by-mail, including making ballots postage-free and reducing the cost of other election-related mail for jurisdictions and voters.

Peterborough, ON – The 2023 Civic Awards were presented by City Council at the McDonnel Street Community Centre on Tuesday, September 24, 2024 to recognize contributions to the community that enriched the lives of residents and outstanding individual and group achievements in the City in 2023.

"It is an honour to recognize the outstanding achievements and efforts of these exceptional individuals who have gone above and beyond in contributing to the life of our community. Their dedication, hard work, and commitment to making our city a better place is truly inspiring. These Civic Awards are a testament to the impact they have made. On behalf of the entire city, I extend our heartfelt congratulations and gratitude to all of this year's recipients,” Mayor Jeff Leal said.

Community Betterment

Peterborough police auxiliary unit.

In 2023, the Peterborough Police Service Auxiliary Police Unit was comprised of 21 individuals who contributed over 3,000 hours of volunteer time for the betterment of the community. These members do not receive any type of renumeration or benefits other than the rewards of knowing that they are making our community a better place to work, live and play. Activities of the Auxiliary include the following:

• Home Guard – a community-based crime prevention initiative to assist victims of crimes such as break and enters and property damage.
• Crime Prevention Through Environmental Design Audits - to support business and residential owners to reduce victimization.
• Child Safety Seat Inspection Clinics and Public Education programs such as “lock it or lose it”

The volunteers in 2023 were: Bill Bowers, Jared Brandon, Melissa Brinklow, Andrew Burdett, Jeff Fredenburg, John Gallen, Denise Griffin, Mike Harbert, Terry Hickey, Julie Levesque, Karen McArthur, Paula Mann, Don Parnell, Steve Parker, Ken Walden, Adam White, Teena Yates, Max Milan, Richard Smith, Ryan Stabler, Will Sykes.

In the words of their nominator: “As a member of the Peterborough Police Service, but more importantly a 40-year member of this community, I couldn’t think of a more deserving group of individuals to recognize for their combined efforts to Community Betterment.”

Myles Conner

Myles Conner has been the figurehead of the collaborative community group Food Not Bombs that has provided food and community for almost 19 years. This work is carried out with a group of volunteers without any funding and with only their compassion to fuel them.

Meals are provided every Monday in Confederation Square and volunteers are involved with surplus food pickup from farmers, gardeners, grocers, bulk stores and members of the public. After the food is collected, they are involved in meal preparation, packaging and plating as well as cleaning up the kitchen. Myles works to prepare and provide 30 plus meals very week which are distributed at no charge to people in need.

In the words of his nominator: “He continues to do what he does, rain or shine, never having been asked to be recognized as a leader.”

Irish Millie

Irish Millie (also known as Millie Shadgett) is an important part of the Peterborough community. She is a musical artist who often generously donates her time for various charity and fundraising events here in our community, including non-profit organizations nearby such as the Five Counties Children’s Shelter. She has also started a fundraising event in tandem with the Terry Fox Foundation and for cancer research more generally. 

Irish Millie has continuously brightened the Peterborough area through her love of music, and her caring personality. In helping organize and take part in events nearby such as the Havelock Summerfest, Peterborough Performs, as well as through her dedication to working with the unhoused members of our community Millie has shown that both her compassion and time are valuable contributions to our city and its residents.

As a winner of the Peterborough Folk Festival’s Emerging Artist of the Year award, as well as being a three-time nominee for the Young Performer of the Year award at the Canadian Folk Music awards, it is safe to say Peterborough will be fortunate to hear Irish Millie’s music, and benefit from her work with the public, for years to come.

Jennifer and Braden Glasbergen

Jennifer and Braden Glasbergen have spent countless hours preparing beautiful displays on their property that have been enjoyed and celebrated together by the neighbouring residents. In return for their hard work in bringing new and exciting sights to their small community, the Glasbergen’s simply asked for small donations to the Society of Saint Vincent de Paul, as much as people were capable to provide. Their benevolence and creativity in raising funds for such an ever-important cause has been deeply appreciated in Peterborough.

The Glasbergen’s efforts and dedication have not gone unnoticed with local residents, as many have mentioned how such a simple act was able to bring smiles to the youth and families in the area. Their selflessness and contributions have impacted their community positively, and the City of Peterborough is grateful for their hard work.

Marie Gulliver

Marie Gulliver is being celebrated for her role in community betterment within the City of Peterborough. A loving mother of three, Marie has continued to impact her community positively despite dealing with an extremely challenging time in her own family life. Marie’s son, Ezra, was sadly diagnosed with Leukemia shortly before his second birthday. While navigating the impossible landscape of caring for a sick child, Marie has demonstrated outstanding support and advocacy for Canadian Blood Services in Peterborough.

Despite sometimes-weekly trips to Toronto with Ezra for check-ups, Marie has been able to set up a “Partners for Life Program” called Ezra’s Journey, and together the team has donated blood more than 75 times. She also continues to frequent local stem-cell swabbing events, courageously sharing her difficult story with those in attendance to spread awareness. In May, Marie and Canadian Blood Services hosted a month-long donation event, with a pledge of 100 units hoping to be collected. Her tireless work and dedication throughout her own challenging situation are a testament to the compassion and giving spirit that Marie represents here in our community.

In more than one hundred hours of volunteering within the city this year, Marie has shown to be a vital member of our city, addressing and bringing awareness to important causes that also affect her personally. This steadfast commitment to the public and these causes is greatly appreciated.

Dave Rumball

Dave Rumball is being honoured for his role in helping to better our community in Peterborough over the past year, and beyond. Dave is a longtime supporter of Canadian Blood Services in the city, and incredibly, he has donated blood more than 230 times. His selflessness and commitment to helping others who are in need is the foundation of community betterment that is recognized with this award. 

Staff at Canadian Blood Services are always pleased to see Dave coming by and have noted that Dave always comes and leaves with a smile. His workplace of Nisbett Funeral Home has also graciously donated treats from the local doughnut shop ‘Tragically Dipped’ which was greatly appreciated by donors and staff alike within the building. These kind gestures, as well as Dave’s lasting commitment to donating blood here in the City, continue to impact our community in the most positive of ways.

With Dave’s generosity, hundreds of patients who rely on blood donations to live are able to access these services, and the community is forever thankful for Dave’s kind, giving spirit.

Peterborough Lions Club

The Peterborough Lions Club has long served a vital role to community betterment in the City of Peterborough. Just a few examples of the hard work they do for our city include Salvation Army Toy Drives, providing treats and refreshments for Long Term Care residents, and local events such as ‘Porch Pirates’ and ‘Loonies on the Street’. Additionally, the Lions Club helps to provide medical supplies in times of need, as well as finding creative fundraising events to provide financial support for lower income residents in the community.

Having volunteered more than 15,000 hours locally as a collective, there is no question as to the importance of the Peterborough Lions Club to our city, and their commitments are greatly appreciated. Another common example of their charitable work includes Shoe Drives, often designed to provide for local unhoused populations, with surplus shoes being sent to developing countries Internationally. Members of the Lions Club have been described as never saying no to an opportunity to help in Peterborough and the surrounding area, and are often recognized around the city for their generous hearts, and an eagerness to contribute to the goal of community betterment.

With many new members signing on to join the Lions Club this year alone, the significance of their role to the community is clear, and deeply appreciated.

Cultural Betterment

Sebastian johnston-lindsay.

Sebastian Johnston-Lindsay has been an integral part of the Peterborough arts and cultural community since he started working on his PhD at Trent University in 2018. He is very involved in the music scene in Peterborough and can often be found behind his drum kit performing with his Peterborough-based band NightDanger.

His involvement with the music scene and passion for history and Canadiana resulted in his radio show “Great Canadian Covers” through Trent radio. He also co-hosts a radio show “Noisehole”, where he engages with local artists, community members and Canadian icons. Sebastian is also a volunteer member with the City of Peterborough’s Arts and Culture Advisory Committee.

Says one of his nominators: “He is always willing to mentor or support those in need. He is passionate and serious and values his work and personal commitments.” Another supporter adds: “He is also a fierce activist and is always willing to show up for every cause he believes in. He is a cornerstone of Peterborough and should be acknowledged as such.”

The Peterborough arts community is better for the efforts of Sebastian.

Tina Avlonitis

Tina Avlonitis’s remarkable dedication and tireless efforts for community are being recognized with a Cultural Betterment award.

Tina’s volunteerism knows no bounds and she is a dedicated member of Holy Trinity Church. She is involved in supporting new Ukrainian immigrants and foreign students and works to foster a sense of inclusivity and support for newcomers in our community. She can often be found providing transportation for those wanting to become involved in the church.

Well known in the Peterborough Greek community, she is a member of the Board of Directors. In 2023 she volunteered over 200 hours to various initiatives including the annual Greek Festival. Her efforts in coordinating this cultural celebration have left a lasting impact on the community, bringing people together and celebrating the community’s diverse heritage.

In the words of her nominator: “Tina’s dedication to lifelong learning, community engagement, and cultural preservation make her a highly deserving candidate for the Cultural Betterment Award.”

Environmental Stewardship/Sustainability

Ashburnham memorial stewardship group.

Ashburnham Memorial Stewardship Group was formed in 2021 to advocate on behalf of Ashburnham Memorial Park in East City. This is a grass roots, community-based volunteer organization lead by a Steering Committee of six volunteer members dedicated to conserving, improving and appreciating the park. There are currently over 100 active participants.

In 2023, 225 people participated in 11 Ashburnham Memorial Stewardship events and projects and the number of volunteer hours exceeded 535. These activities include park clean-ups in the spring and fall. In 2023, the clean-up resulted in 56 bags of garbage collected from the park.

The group also sponsors guided nature walks for the community to encourage both recreation and to learn about the flora and fauna. These walks are free and open to the general public. The spring bird walk on May 25 included lessons on ornithology, geology, local history and botany. A summer bat walk has also been organized along with bat detectors to observe and record information on our local bat populations.

The group also organized a project called “Open your Eyes” with Kaawaate East City Public School to offer outdoor art education for students. Throughout the year the organization also offers support and assistance for students conducting research through the Trent University Research Centre.

On top of all of these activities, the Ashburnham Memorial Stewardship Group also assisted the City and Ontario Hydro with a massive tree planting event in the park on June 7, 2023.

The City is fortunate to have such an incredible group of volunteers helping to make life better for residents.

Athletic Award of Merit

Holy cross secondary school girls hockey team.

The City is pleased to recognize the Holy Cross Secondary School Girls Hockey Team, the Hurricanes, with an Athletic Award of Merit.

The girl’s hockey team made history in March by becoming the first girls high school hockey team from Peterborough to win the Ontario Federation of School Athletic Associations (OFSAA) Gold Medal. The girls won the provincial title by beating the two-time defending champions from St. David.

Team members include: Isabelle Urie, Kali Dearmer, Ashley Yantha, Jordyn Scott, Grace Plunkett, Lily Merrick, Annalise MacPhee, Katie Belk, Molly Farace, Abbi Brumwell, Olivia Cote, Olivia Mercer, Olivia Desautel, Brooklyn Tulk, Macy Harper, Kira Graham, Megan Bell, Claire Chambers, Hannah Meecham, Lexi Newman, Jenna Menzies, Ashlynn Crowley, Nataya Galvin (manager), Tori Sage (trainer) and Coaches Jaden Gates, Craig Hulsman, Ian Murray.

Congratulations on winning gold.

Chelsea Burton

Chelsea Burton is being recognized for her outstanding achievements in wrestling.

In 2023 she won the OFSAA silver medal, but what sets Chelsea apart is her unwavering commitment to improvement. She was challenged when she transitioned to a more competitive weight class and ultimately secured the provincial gold medal champion title this year. She also exemplifies the values of sportsmanship both on and off the mat. She is also a role model for younger students at Kenner. She has achieved all of this in a sports career of only two years.

In the words of her nominator: “By clinching the gold medal championship, Chelsea has not only elevated her own standing but has also brought recognition and pride to our community.”

Chelsea is a true athlete and also plays on the Kenner girls basketball team, track and field and soccer teams.

Kenner Senior Boys Basketball Team

The Kenner Rams Senior Boy’s Basketball Team finished with an Antique Bronze medal at the Single A OFSAA Boys Basketball championship in 2023.

They uplifted the entire Kenner community that came together to support them. This past OFSAA the same team was able to capture a Silver medal. The entire Kenner community and the City of Peterborough is incredibly proud of these accomplishments.

Winning a sliver and an antique bronze is the best result of any basketball team in Peterborough and is the best record in 23 years for Kenner. Peterborough schools have established themselves as powerhouses provincially since COVID, having all three representatives of the COSSA region being from Peterborough this year.

In addition to winning the antique bronze last year, the Kenner Senior Boys Basketball team was awarded the Sportsmanship award by the host committee. The Sportsmanship award is the highest honour at the tournament, in addition to medal placement. This year they took the silver medal.

Also, it is important to recognize the coaching staff, including Fred Blowes, who although retired these past two years has volunteered to be head coach and develop the team into a provincial contender.

MacKenna Hancock

MacKenna Hancock represented team Ontario at the U15 National Box Lacrosse Championships in Regina and won Gold. She was selected to U15 team Ontario Development Program for Field Lacrosse and competed in the U15 National Championship in St. Eustache Quebec, and Super Sixes in Oshawa. She was also a leader on her PMLA Lakers U15 team and with the Kawartha Lacrosse Club.

MacKenna represented her local clubs and the community of Peterborough well while competing at the highest level of Box Lacrosse and winning a National Championship with Team Ontario in August 2023. She is also a high-performance hockey player competing at the U15AA level and is looking forward to continuing her development as a multisport athlete as a secondary school student.

Holnbeck Award

John mcnutt.

John McNutt has volunteered in a variety of ways most of his life. In particular, he chaired both Heads up for Inclusion and the Council for Persons with Disabilities for 10 and 12 years respectively.

John also provides direction and support for the Capable Con event, currently in its third year and it takes place on the final day of National Accessibility Awareness Week.

In his years of volunteering John has always been ahead of the curve with employing, empowering and showcasing how those with a disability can be productive team members for any organization that employs them.

After undergoing a left leg amputation nearly eight years ago, John found himself in a world facing barriers he had heard about, but not experienced himself. Having a real-world perspective allowed him to better understand and advocate for a community where all can live, work and play without barriers.

Junior Athlete of the Year

Alexis jenkins.

Alexis Jenkins is the 2023 Junior Athlete of the Year. Lexi has excelled at all sports during her high school career, but her dominant sport is women’s field lacrosse which has earned her a scholarship at the Power 5 School – the University of Oregon. In her first year at the Oregon Ducks she earned a starting spot on the team. She was also nominated for the PAC 12 Defensive Player of the Week. Such a tremendous accomplishment for a rookie.

In addition to being a NCAA lacrosse player, the former Kawartha Club player also competed in many sports at high school including: cross-country, Nordic skiing, wresting and track. In addition to qualifying for OFSAA in four sports she also played high school basketball, volleyball rugby, and lacrosse for Crestwood. She also played for Team Ontario in lacrosse from 2018-2022. She was selected as captain for both the Kawartha Lacrosse Team and Team Ontario. She isn’t just a great player she has great leadership skills.

In one of the letters of support, the individual said: “Lexi is a very mature and responsible individual who is highly coachable and one of the most dominant and determined athletes I have been in contact with…what I admire most about Lexi other than her athletic skills and work ethic is her ability to make the plyers around her better, not only with their skills and team play, but she has always been very generous with her time to help her fellow teammates.”

Youth Volunteer of the Year

Titus ngouepo.

Titus Ngouepo has demonstrated exceptional dedication and commitment through his volunteer work at the New Canadian Centre and implementing the Junior Achievement Company programs at his school.

Says his nominator: “Titus’s involvement at the New Canadian Centre showcases his genuine passion for supporting newcomers to integrate into society…His willingness to assist newcomers with language learning, cultural orientation, and other essential services has made a significant impact on their lives, helping them navigate the challenges of settling in a new country.”

Titus is a newcomer to Canada himself, as he has only been here for five years. His volunteering has inspired his peers to explore their potential in business and innovation. He is currently on scholarship at Lakefield College school and has also received the Rotary Youth Leadership Award.

Volunteer of the Year

Greg mcleod.

Greg McLeod has spent decades volunteering to enrich the lives of Peterborough kids, families and the most vulnerable.

Greg spearheaded a reading buddies program to support students at local schools. Greg organized Reading Buddies volunteers through Kiwanis. Volunteers work with the kids weekly helping them to build confidence and practice the skills they need to become strong readers. Without extra support these students would likely continue to struggle in school.

Through his work with Kiwanis, he also supported the recently launched Kiwanis Active Kids program which provides tailored programming for children and youth with disabilities. This program provides activities such as wheelchair basketball, yoga, arts and crafts and games. He has also organized school supplies drives to assist students in need through his local Kiwanis community club.

Greg was also a big brother and acted as a role model for an underprivileged child. His relationship with his former little brother continues today.

Greg was the principal organizer of the Peterborough Hospital Lottery which operated in Peterborough through the 1990s to the early 2000s. Through his efforts money was raised for people in need and enabled investments in supplies such as baby incubators.

Greg’s volunteering is remarkable. In the words of his nominator: “This nomination does not even scratch the surface of Greg McLeod’s contributions to Peterborough but I hope it gives a glimpse of a life dedicated to making Peterborough a better place.”

Lifetime Achievement Award

Ron cambridge.

Ron Cambridge is the 2023 Lifetime Achievement Award winner. Ron has spent decades helping people with special needs with life skills, Special Olympic sports, and social skills.

Hundreds of special needs citizens know and love Ron for all he has done for them. He has been volunteering with Special Olympics for 23 years. His Special Olympians won the national championship in 2020.

Ron’s involvement with Special Olympics began in 2000 when he was supporting a youngster through Kinark and thought it would be beneficial for the child to become involved in physical activities. He started bocce and ball hockey in Peterborough. He coached at two world games, winning silver at both in the sport of floor hockey in 2013 in Idaho, and 2017 in Austria. In 2020 he was named Special Olympics Ontario Coach of the Year and Team of the Year.

Ron has been active over the years fundraising for Special Olympics including Christmas dinners/dances for athletes and their families.

Ron is also a Knight with St. Alphonsus Knights of Columbus and has volunteered countless hours with Peterborough’s faith community. Ron has contributed so much to the Peterborough community over his decades of service and has indeed helped to make Peterborough a better place.

Longmont City Council plans to add new jobs in 2025 budget, endorses RTD ballot measure

The Longmont City Council plans to add 18 new full-time equivalent positions to the city’s employee roster next year, just one aspect of a proposed $469.6 million operating budget the group discussed during its regular session Tuesday night.

Over the past several weeks, the City Council has listened to numerous financial presentations and is expected to finalize and formally adopt next year’s 657-page budget, which is available for public inspection on the city’s website, in October.

If the City Council approves the budget and adds 18 new full-time equivalent jobs, the Longmont city government’s total number of full-time equivalent budgeted positions will be just over 1,161. In 2025, there will be 3.35 new full-time equivalent positions in the water fund, 3.3 in the open space fund, 3 in the parks & greenway fund, 2.5 in the streets fund, 2.3 in the sewer fund, 1.3 in the storm drainage fund, 1 in the electric & broadband fund, 1 in the affordable housing fund and 0.25 in the sustainability fund. Some full-time equivalent positions are funded by more than one fund such as the water and sewer funds.

At the same time, six full-time public safety positions — two firefighters, two police officers, one paramedic and one communications shift supervisor — have been eliminated from next year’s public safety fund. All six of those public safety positions are either already vacant or will be soon, meaning no current employees will lose their jobs as a result of the reductions, city officials have said.

Due to more than $2 million of new ongoing expenses in the public safety fund and less than $1 million of new ongoing revenue, city workers said they would need to make reductions to base ongoing expenses in that specific fund.

On Tuesday, the results of a 2024 employee satisfaction survey were also presented to the City Council. Some 533 workers took the survey. More than 90 percent of survey respondents indicated that they were either extremely satisfied, somewhat satisfied or satisfied with the city government as an employer. Perhaps unsurprisingly, the top issues for employees were compensation, work-life balance and flexibility as well as their relationships with their supervisors and work teams. Longmont Mayor Joan Peck said she was pleased with the positive survey results, calling them “pretty good percentages.”

In other news, the City Council voted 5 to 2 to officially endorse a November ballot measure that, if approved, would allow the Regional Transportation District to continue to collect, retain and spend all of the revenue it receives without regard to limitations set forth in the Taxpayer’s Bill of Rights.

Councilmembers Diane Crist and Marcia Martin cast the two “no” votes.

Approved by voters in 1992, TABOR limits the amount of revenue Colorado governments can retain and spend. It also requires voter approval for tax increases. In 1999, voters exempted RTD from TABOR’s limitations through the period required to pay certain bond debt. That bond debt is expected to be paid off in November.

Merci de votre invitation. Le mandat de Patrimoine canadien est large et il touche le cœur même de notre vie en société. Votre comité réalise un travail colossal en mettant nos politiques et nos programmes sous la loupe, et je vous en remercie.

Je suis accompagnée de membres de la haute gestion de mon ministère, notamment Isabelle Mondou, sous-ministre de Patrimoine canadien (présence à confirmer).

Madame la Présidente, membres du Comité, vous avez sûrement constaté que notre climat social et notre capacité à échanger des points de vue différents ne se portent pas particulièrement bien.

L’érosion du dialogue social est inquiétante. Et les progrès technologiques, qui offrent des bienfaits immenses, ne devraient pas se faire, comme à l’heure actuelle, aux dépens de nos cultures, de nos langues ou encore de notre droit à l’information.

Notre gouvernement en est convaincu. Nous croyons également que notre monde se porte mieux lorsqu’il est nourri par la contribution de nos créateurs, de nos athlètes, des personnes qui nous guident vers la réconciliation et de celles qui protègent nos deux langues officielles et nos langues autochtones.

Le Budget que notre gouvernement vient de présenter se concentre sur des questions urgentes comme le logement, le coût de la vie et la croissance économique, mais il ne néglige pas la culture et le patrimoine. Bien au contraire.

Un total de 723,4 millions de dollars sur cinq ans est affecté aux programmes relevant de Patrimoine canadien, et 307,2 millions de dollars de plus sur cinq ans sont affectés aux programmes relevant des organisations du portefeuille.

Notre budget prévoit un soutien accru aux festivals, aux arts du spectacle, à la musique et à l’édition. Il propose de construire de nouveaux musées et centres culturels, des institutions qui nous rassemblent et nous exposent à une diversité de voix.

Une presse libre est essentielle pour informer les gens et encourager la participation citoyenne. Notre soutien au journalisme local viendrait encourager le travail des organismes de presse indépendants dans tout le pays. Dans le même ordre d’idée, le Budget propose du financement à CBC/Radio-Canada afin que les Canadiens aient accès à des nouvelles de qualité.

Nous proposons également des investissements qui appuieront la mise en œuvre de la Loi sur les langues autochtones . Et nous désirons soutenir le Bureau de l’écran autochtone de façon permanente. À mon avis, ce sont deux excellentes nouvelles, puisque les Autochtones doivent pouvoir entendre leurs langues, raconter leurs propres histoires et s’identifier à des récits portés à l’écran.

Enfin, le Budget prévoit des fonds pour créer un environnement sportif inclusif, sécuritaire et accueillant, tout en soutenant les athlètes et para-athlètes qui nous incitent à donner le meilleur de nous-mêmes.

En tant que ministre, je me réjouis que ce budget nous donne les moyens de bâtir des communautés dynamiques, résilientes et inclusives dans tout le pays.

Avant de conclure, je tiens à mentionner les travaux législatifs qui se poursuivent.

Vous avez participé à l’adoption de la Loi sur les nouvelles en ligne . Cette loi est plus importante que jamais dans le contexte actuel de la désinformation. [La ministre pourra ajouter des détails sur la mise en œuvre de la loi, à sa discrétion.]

La Loi sur la diffusion continue en ligne a aussi été adoptée l’an dernier. Les principes au cœur de cette législation reflètent le besoin de protéger notre culture à l’ère numérique. Le CRTC travaille activement et indépendamment à sa mise en œuvre.

Enfin, le ministre Arif Virani a présenté en février un projet de loi visant à tenir les plateformes responsables des contenus haineux. Avec la Loi sur les préjudices en ligne , nous souhaitons renforcer la sécurité de tous, y compris celle de nos enfants, en ligne.
