Online Phd In India: Is It Approved By UGC?

A PhD is one of the most desirable and respectable programmes, yet very few candidates enrol in it. The tough eligibility criteria and huge time investment can be the reason for this. It is an intense research-based course which requires your full-time commitment, patience and determination. Owing to this reason, there was a wave of offering online PhD programmes in India a few years back. However, the idea of an online PhD is not flowing in the Indian market.

Online PhD Scenario in India: Valid or Not Valid?

Back in 2022, there was a long debate in India about offering online PhD programmes. Considering the fact that a PhD programme requires practical work and training,  UGC  has so far not recognised the format of a fully online PhD in India.

The question of its validity started when some EdTech platforms started offering online PhD courses in collaboration with foreign universities. This format saw significant student participation, which is why UGC jumped in. The University Grants Commission of India  warned  students to not be misled by the EdTech companies offering online PhD courses in India through their official Twitter handle (now X). Therefore, if you have found any EdTech company or Indian university claiming to offer an online PhD, remember it is not valid.

Therefore, if you are looking for flexibility in the PhD programme, you can go for the part-time study mode and pursue a job simultaneously.

Types of PhD Programme

You can pursue PhD in various formats according to your goals and requirements.

Full-Time PhD: It is a regular PhD programme where you have to pursue research on a full-time basis completed under the guidance of a supervisor. The PhD course extends for three years but depends on the candidate and the college.

Part-Time PhD: In this format, you can continue with your job and pursue a PhD programme simultaneously. Since it is a part-time format, the duration is between 4-7 years. The classes are conducted on weekends to accommodate the working professional’s needs.

Integrated PhD:   As the name suggests, this course combines master’s and doctoral degrees into a single programme. The course work of both degrees is blended together including the research work.

Industry-Sponsored PhD: This is a specialised PhD programme designed for working professionals. It is either sponsored by the company or an industry partner which implies that the candidate gains valuable industry experience as well as salary. They basically have to work on a topic which benefits the company.

[2024] 500+ UGC-Approved Online Degrees from India’s Top Universities

Since 2020, Indian Universities can offer online degrees. Now, they have grown to 500 degrees from 60+ universities.

In 2020, Indian Universities were for the first time able to offer fully online degrees. While this could be seen as a response to the pandemic (which increased interest in online education and Class Central ), India’s online degrees were made possible by regulations approved by the University Grants Commission (UGC) back in 2018.

In the last 30 days, Class Central received more traffic than we did in 2019. These users were also more engaged. One number in particular stands out to me – clicks to the provider (Go To Class button clicks on our course pages). In July 2020, when we first compiled this list, we found 50 degrees in total. Which in May 2021, grew to 250. Now this number has grown to 500 degrees from 60+ universities across India. @suparn and I ( @dhawal ) spent over 100+ hours tracking down the degrees, collecting their prices, and reading through UGC’s various regulations and notices.

UGC Online Degree Regulations

In India, the UGC is charged with “determining and maintaining standards of teaching, examination and research in universities”.

According to the UGC (Online Courses) Regulations, 2018 , to be eligible to offer online degrees, a university must:

• Have existed for at least five years.
• Be accredited by the National Assessment and Accreditation Council (NAAC).
• Be a top-100 university in India according to the   National Institutional Ranking Framework (NIRF) for at least two of the last three years.

This changed in September 2020, when UGC published University Grants Commission (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 .

Under the new regulations, UGC granted automatic approval to universities that satisfy certain criteria. Here’s the direct quote:

“Higher Educational Institutions having NAAC score 3.26 and above or having rank in Top-100 in University category of National Institutional Ranking Framework, at least twice in three preceding cycles (at the time of application), shall be permitted to start full-fledged Online programmes without prior approval of the UGC.”

Before these regulations were introduced, students in India could complete up to 20% of their degree online via  SWAYAM , India’s official MOOC platform. SWAYAM’s academic credit system is detailed in the framework introduced by UGC in mid-2016.

On March 25th, 2020, UGC published the University Grants Commission (Credit Framework for Online Learning Courses through Study Webs of Active Learning for Young Aspiring Minds) Regulations, 2021 . Under this new regulation, UGC increased the number of credits that can be earned online to 40%.

Universities offering online degrees in India can offer them through SWAYAM or other learning management systems that fit certain criteria.

In 2020, UGC published a list of 37 programs from 7 Indian universities that have been approved for online delivery. IIT Madras, India’s top technical institute, also announced a stackable online BSc in Programming and Data Science for ~₹242,000 (~$3300) from IIT Madras.

According to IIT Madras, 7,116 students were admitted in its first cohort.

These programs range from certificates to master’s degrees. We researched each one to find details such as cost, duration, credits, and website.

Here’s a quick summary of the different type of programs:

The duration specified is the minimum time to complete the program.

At Class Central, we’re big fans of low-cost online degrees like Georgia Tech’s Online Master’s in Computer Science (OMSCS), which costs $7000.

But India’s new online degrees are priced lower than that. The most expensive ones, like IIT Madras’ BSc or Amity University’s MBA, cost half as much as Georgia Tech’s online degree. And the cheapest bachelor’s degree, IGNOU’s Bachelor of Tourism, costs ₹10,200 or about $135.

Most recently, O.P. Jindal Global University announced three new online degrees on Coursera. Two of them cost $6000, while an MBA in Business Analytics costs $7,500, making it the most expensive online degree offered by an Indian university.

Some of these prices are still too high for a large segment of the Indian population. But on a global scale, where many online degrees cost tens of thousands of dollars, they’re very affordable. Certain Indian universities like IITs and IIMs are also well known around the world. This makes me wonder if in the long term, India could become an exporter of higher education?

As of now, UGC approved HEI’s ranked with in top 100 according to the National Institutional Ranking Framework (NIRF) and those with NAAC “A” Grade or with a valid minimum score of 3.26 on a 4-point scale. But most of these universities are not yet ready with IT infrastructure required for this offering. IGNOU, JSS Academy of Higher Education, Bharati Vidya Peeth, D Y Patil Vidya Peeth are few universties from the list launched online courses.

Amity University is private University. It was established in 2005 by an Act of the State Legislature of Uttar Pradesh. The university is recognized by UGC under Section 22 of the UGC Act and accredited by the NAAC with grade ‘A+’.

However the laws and regulation aorund the university establishments and course approvals are subject to change and there are lot of other options for B.Com from Public State Universities to consider which are much better and safer in long term.

If you have completed 12th certificate you can do a UG course and I can see you are keen on business management. There are many universities now offering online programmes. Check for their approval status in UGC DEB website and enroll. Online degrees are equivalent to on campus degrees.

Most of the Universities listed above do not offer fully online master’s courses. On top of the costs of the courses mentioned do not reflect the reality.

Also, many Universities like Amity online hide too much vital information from potential students. For example they do not say that they do not provide supervisors for project works in the final year. Students have to look for their own supervisor.

Joined an online PhD programme? UGC, AICTE say it won’t recognise the degree

Ugc asked scholars not to be misled by advertisements for online phd programmes, saying such programmes were not recognised by the higher education controller.

NEW DELHI: The University Grants Commission and the All India Council of Technical Education (AICTE) on Friday issued a joint advisory against online PhD programmes offered by education technology (EdTech) companies in collaboration with foreign educational institutions.

According to a public notice issued by these controllers of higher and technical education, the online PhD programmes are not recognised as per their guidelines.

“In order to maintain the standards for awarding PhD degrees, the UGC has notified the UGC (Minimum Standards and Procedure for Award of MPhil, PhD degrees) Regulation 2016. It is mandatory for all higher educational institutions (HEIs) to follow UGC Regulations and its amendments for awarding PhD degrees,” the notice stated.

Asking students not to be misled by the advertisements for online PhD programmes offered by EdTech companies in collaboration with foreign educational institutions, the notice further said. “Such online PhD programmes are not recognised by the UGC. Aspiring students and the public at large, are requested to verify the authenticity of PhD programmes as per UGC Regulation 2016 before taking admission,”

Officials at UGC and AICTE said that several cases of students taking admissions in online PhD courses offered by EdTech firms in collaboration with the foreign universities have come to their notice of late. “Therefore, a fresh notification has been issued to apprise students that neither UGC or AICTE recognise online PhD courses,” said a senior official at AICTE.

Earlier this year, both the UGC and the AICTE issued a joint notice asking their recognised universities and institutions against offering courses in distance learning and online mode in association with Ed-tech companies, saying no “franchise” agreement is permissible according to norms earlier this year.

The UGC has also exempted students pursuing PhD programmes from taking two academic degrees simultaneously under its new regulation. Whereas, students from all other courses, including diploma, undergraduate and postgraduate programmes, will be able to pursue two academic programmes either in physical mode or open or distance mode under guidelines issued in April.

38 universities can offer online degree courses now, says UGC: Check full list with programmes here

UGC has approved 38 universities to offer full-fledged online degree courses in India. These universities, which include 15 deemed-to-be universities, 13 state universities, three central universities, and three private universities, do not need to get prior approval from University Grants Commission from the same.

Jamia Millia Islamia (JMI) will be offering MA (Education) and MA (Public Administration), JNU will offer MA (Sanskrit), while Mizoram University will offer four online degree programmes. Jammu University will offer MA (English) and MCom in online mode.

Deemed-to-be institutes such as Narsee Monjee Institute Of Management Studies will offer Bachelor Of Commerce And Bachelor Of Business Administration; and Jain deemed-to-be university will offer seven postgraduate courses including MA Economics and MA English and two undergraduate ones -- Bachelor of Commerce and Bachelor of Business Administration.

Symbiosis International will offer Bachelor Of Business Administration-Finance And Accounts And Bachelor Of Science (Honours) Economics.

Inviting applicants willing to offer online courses

UGC had earlier invited applications from higher education institutes which want to offer online programmes for 2021-22.

The universities can offer these programmes as long as they comply with the NAAC or NIRF ranking requirements as per UGC regulations.

“Online applications had been invited from all entitled HEls willing to offer programmes under online mode for the year 2020-21. Each HEI was required to submit an affidavit for ensuring compliance to all the provisions of the University Grants Commission (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020,” the UGC statement said.

The Times of India stated that 20.3 lakh Indian students have enrolled in open and distance learning for the academic year 2021-2022. This upsurge shows that more learners are recognizing the appeal of online degrees for boosting their skills and credentials.

But, are online degrees valid? The answer is yes. The University Grants Commission (UGC) has put to rest the debates on the validity of online degrees versus regular full-time degrees.

On September 2, 2022, the UGC published a ‘ Public Notice ‘ for students, the general public, and others. The notice made it clear that all degrees obtained through online mode are equivalent to those obtained through conventional modes. This means that the mode of learning will not be a barrier for upgrading one’s qualifications.

Accreditation for Online Degree Programs

In India, the University Grants Commission (UGC) is a  regulatory authority for higher education to ensure standards and quality across universities.

The UGC has a list of recognized universities in India, covering those offering degrees in both traditional and online formats. So, the online degree validity often depends on whether the UGC recognizes the institution providing the program.

The list of recognized universities can be accessed through the UGC’s official website or by direct inquiry. Some universities include:

Faculty influences the quality of online degrees. Research if the faculty that will teach your course has both relevant academic credentials and practical experience in their respective fields.

Opt for a well-structured curriculum

The chosen course should cover necessary topics and equip students with the skills required in the field. Offline degrees sometimes lack focused specialisations. Online courses fill this gap, providing targeted learning. They provide specialised courses like graphic design, filmmaking or data science and analytics. Recruiters now prioritise a candidate’s credibility over just looking at the degree label.

Academic support

Look for universities that offer services such as academic advising, tutoring, and career guidance. Getting guidance when needed helps students experience a smoother learning journey.

Key Pointers of Valid Online Degree

• Online degree programs can be offered only by those Higher Education Institutions (HEI) which are either recognized or entitled by the regulatory body – University Grants Commission (UGC).
• Adding to the above point, the Higher Education Institution (HEI) must have secured a position in the top 100 rankings at least twice in the last three years or hold a prestigious NAAC rating of A+ for online degree program eligibility.
• For an online degree approved by UGC, learners will engage in online study through a structured learning management system (LMS). This platform will provide access to course materials, lectures, and assignments.
• Students can take exams through a computer-based test or pen-and-paper test in an online proctored environment.

Pros and Cons of Online Degree

Is an Online Degree Valid for Recruiters?

Employers widely believe that an online degree is valid.  Individuals who obtain a graduate or postgraduate degree from a reputed, UGC-entitled university , have an equally worth candidature as an offline degree. 

In the current global and digital environment, where remote work is increasingly common, the adaptability showcased through online education can be seen as an asset.

As long as the online education program is accredited and aligns with the requirements of the job, employers are likely to view it as a valid and valuable qualification.

Is One Time, Two Degrees Valid?

Yes. Students can pursue two full-time degrees at the same time (except for PhD programs). They can either opt for: 

• Both degrees offline (considering the timings of both the programs do not overlap)
• Both degrees through Open and Distance learning or online mode
• One degree through Open and Distance learning or online mode and another degree offline

Foreign universities online degrees may become invalid in India — new UGC draft guidelines here

The university grants commission guidelines specifically target degrees obtained through online and distance learning methods, as well as those acquired through franchise agreements..

The University Grants Commission (UGC) has released a fresh set of criteria for evaluating the equivalence and accreditation of degrees acquired from international universities. These guidelines, issued by the higher education regulator, specifically target degrees obtained through online and distance learning methods, as well as those acquired through franchise agreements.

This strategic move comes at a time when foreign universities are progressively establishing campuses across various Indian cities. Simultaneously, Indian universities are increasingly entering collaborations with global institutions to offer dual or joint degree programmes.

The UGC's draft regulations, named ‘Recognition and Grant of Equivalence to Qualifications obtained from Foreign Educational Institutions) Regulations, 2023,’ cover a wide array of elements. These include globally relevant curricula, academic partnerships with foreign universities, and recognition of credits through twinning arrangements.

For input and feedback on these draft regulations, the UGC has invited suggestions from the stakeholders. Comments can be submitted via email ([email protected]) until September 16, 2023. The draft guidelines lay out specific conditions for the recognition and equivalence of foreign qualifications.

Requirements for equivalence

The recognition and equivalence of foreign qualifications are subject to certain requirements:

• The qualification should be awarded by a foreign higher education institution recognised in its home country.
• The programme should have been pursued through regular, in-person instruction, excluding online or distance learning.
• The entry-level prerequisites for the programme must be comparable to those of corresponding Indian programmes.
• A standing committee will evaluate the similarity of entry criteria based on programme duration, credit demands, and evaluation methodologies. The UGC also emphasises the importance of assessing credits in different course categories to ensure equivalence.

How to apply for equivalence certificate

Applying for equivalence certificates entails using the upcoming online portal, designated as the sole avenue for submissions. Applicants must furnish relevant documents alongside a specified fee. Within 15 days of receiving the application, the UGC will provide its decision. If approved, the equivalence certificate will be accessible on the portal. Additionally, an appellate committee will be instituted by the commission to address instances where applicants disagree with the UGC's verdict. In such scenarios, students can request a review within 30 days.

The significance of the equivalence certificate lies in its validation of “parity of qualification” between foreign credentials and those conferred by Indian educational bodies at an equivalent level.

As per UGC regulations, this certificate will be acknowledged by Indian universities for admission and employment purposes.

At present, the evaluation division of the All India Universities (AIU), a prominent inter-university organisation, issues equivalence certificates to students with foreign qualifications, facilitating their admission to Indian universities. With the new guidelines in effect, the UGC will also undertake the responsibility of conferring equivalence to foreign degrees.

What about offshore campuses? 

Regarding joint degrees and offshore campuses, qualifications acquired through dual or joint degree programmes from offshore campuses will gain recognition if the academic programmes align with accreditation requirements in the host country as well as the country of origin.

Offshore campuses of foreign higher educational institutions will be recognised if they get approval from competent authorities both in India and the country of origin. Academic programmes at these campuses must satisfy accreditation prerequisites in the host country and the country of origin.

However, qualifications obtained through franchise arrangements will not be eligible for recognition or equivalence. Qualifications acquired at the school level from institutions affiliated with foreign boards and offering foreign educational systems will be recognised and accorded equivalence, provided the education has been pursued through regular mode.

A minimum of 12 years of regular schooling, recognised by the f oreign education system, is mandated. The concerned school should be affiliated with an approved board in the foreign country, and the applicant's school leaving certificate must be issued by a recognised or accredited board in the foreign country.

The University Grants Commission (UGC) has warned students not to be misled by advertisements offering online PhD programmes by EduTech companies in collaboration with foreign institutes as these were not recognised by the regulatory body.

The UGC said that such online PhD programmes were not recognised by it and asked aspiring students to verify the authenticity of PhD programmes as per UGC regulations 2016.

Veteran researchers urge UGC to rethink decision on norms for PhD

The higher education regulatory body on Friday tweeted a public notice saying it was mandatory for all higher education institutions to follow UGC regulations and its amendments to award PhD degrees.

“In order to maintain the standards for awarding PhD degrees, the UGC has notified the UGC (Minimum Standards and Procedure for Award of MPhil, PhD degrees) Regulation 2016,” the notice said.

According to the UGC’s dual-degree guidelines released in April, students can pursue two full-time academic programmes simultaneously either at the same university or from different universities. But, PhD programmes do not fall under the guidelines.

New Delhi:  A ‘credit mapping’ exercise has been undertaken by the Association of Indian Universities (AIU), a society that works as a mediator between universities and the government, to analyse academic credits across various countries and understand how they compare to the Indian system.

While it’s a fairly new term in Indian education, academic credits have been awarded by foreign universities — especially in the US, UK and the European Union — for a long time. A credit is a unit award gained by a student by the number of hours put in for a particular course.

For instance, in India, one credit is gained by 15 hours of classroom teaching or 30 hours of laboratory work or 30 hours including self-learning time (and classroom hours).

Credits in India are primarily awarded according to choice-based credit system (CBCS) developed by the University Grants Commission (UGC) and launched in 2015.

The aim behind the credit mapping report by AIU, according to officials, is to ease the process of degree equivalence.

At present, a one-year Master’s degree from a foreign university is not valid in India and does not meet the eligibility criteria for PhD enrollment. A Master’s degree in India is typically a two-year course.

With this report, however, AIU plans to make foreign degrees comparable in terms of credit and not the number of years studied, paving the way to make such degrees valid in the country.

“The credit mapping exercise has been undertaken so that we can understand how credits are awarded in various countries and how we can equate them with Indian credits and give validation to foreign degrees,” Pankaj Mittal, secretary-general of AIU, told ThePrint. Mittal was part of the committee, along with various academics, which prepared the credit mapping report.

Report’s findings

Submitted in July, the report, stated, “A common benchmark needs to be developed for comparison of foreign academic degrees with that of India for granting equivalence.”

According to the report, accessed by ThePrint, for technical courses, under the All India Council for Technical Education (AICTE), 163 credits are required to be completed in 4,920 hours to get a four-year undergraduate degree.

Meanwhile, for three-year undergraduate programmes, approved by the UGC, 148 credits are required to be completed in 4,440 hours for an Honours degree and 132 credits to be completed in 3,960 hours for regular Bachelor’s degree.

Furthermore, the UGC has not laid down a specific number of credits for a postgraduate or a Master’s degree but the average credits required for a PG degree in IITs, NITs and other AICTE-approved colleges is 80.

The report compared the credits in India to those offered in other countries. It found that on average, India asks for about 40 to 49 credits a year (depending on the programme) that have to be completed in 1,200 to 1,400 hours.

In comparison, US universities ask for 30 credits a year in 1,350 hours, EU universities ask for 60 credits in 1,500 to 1,800 hours and universities in the UK seek 120 credits in 1,200 hours a year.

A one-year Master’s programme in the UK requires 180 credits that are completed in 1,800 hours.

After studying the credit system of US, UK, European countries, Australia, Afghanistan and Sri Lanka, the committee recommended that “foreign degrees having the same duration of academic program as that of India should be considered for equivalence provided other equivalence parameters are fulfilled”.

The report further noted that a Bachelor’s, Master’s or PhD degree awarded by a foreign university, which does not match the course duration in India, could be evaluated on the basis of minimum credits required to complete them.

However, it added, a 10 per cent relaxation in the number of credits could be given while evaluating based on the minimum number of credits.

“The education systems worldwide have undergone significant changes with emphasis on outcome-based learning, and choice-based credit system. The European, American, Australian, Canadian and many other universities in Asia now have provision for early completion of academic program provided the minimum number of credits required by the program are attained,” the committee report said.
