Ordnance Colonel Development

The majority of colonel positions are designated multifunctional and joint duty. However, officers holding primary AOC 89E and/or secondary AOC 91A/D may be assigned to functional Ordnance command and staff positions. Ordnance colonels should continue to seek assignments in JIIM organizations toward joint service qualification.

Selected OD colonels will attend Senior Service College (SSC), senior professional military education and leader development training to prepare senior leaders to assume strategic leadership responsibilities in military or national security organizations. OD colonels selected for CSL Brigade level Command/Key Billet positions will attend applicable Pre-Command Courses.

Key developmental assignments

Successful CSL designated OD Colonel Command/Key Billet selection is the most critical colonel key developmental assignment.

Developmental and Broadening Assignments:

In addition to multifunctional logistics positions, Ordnance colonels can serve in key staff positions at Army, joint, and senior-level headquarters, such as USA Tank-Automotive and Armaments Command and Army Materiel Command.

Self-development

Self-development opportunities include nonresident SSC completion for those not selected for resident course attendance. Other educational opportunities include: graduate degree, Joint Forces Staff College (Joint Professional Military Education Level II), and International Society of Logistics Engineers (SOLE) Certified Professional Logistician Program.

Desired experience

Colonels will serve primarily in key staff and/or joint positions in expeditionary sustainment commands, theater sustainment commands, and division, corps, and higher staffs. Select colonels will have the opportunity to command brigades. Successful completion of brigade command will provide an opportunity to serve in positions of greater responsibility. Former brigade commanders are given the opportunity to serve as deputy commanding officers, chiefs of staff and support operation officers of expeditionary sustainment commands, deputy commandant at the Ordnance, Transportation and Quartermaster Schools. In addition, former brigade commanders can serve as executive officers for general officers to the commanding generals of the logistics ACOMs and Army DCS, G–4.

The Army is eliminating the requirement for all enlisted Soldiers to complete the Distributed Leader Course (DLC I-VI) no later than Oct. 1, 2024. DLC (formerly known as Structured Self-Development (SSD) has been a prerequisite for attendance to resident NCO Professional Military Education (PME) since its fielding in 2010.

BLISS, Texas - The Army is eliminating the requirement for all enlisted Soldiers to complete the Distributed Leader Course (DLC I-VI) no later than Oct. 1, 2024. DLC (formerly known as Structured Self-Development (SSD) has been a prerequisite for attendance to resident NCO Professional Military Education (PME) since its fielding in 2010.

In October 2023, The Army Chief of Staff (CSA) directed the United States Army Training and Doctrine Command (TRADOC) to “present options to eliminate and/or significantly reduce online training requirements prior to (resident) PME”. This requirement initiated a comprehensive review of all Distributed Learning Prerequisite (DL-P) requirements across the TRADOC enterprise. DL-P is defined as distributed learning required prior to acceptance and attendance of a PME Course.

The Army originally developed SSD (now DLC) in 2010 to bridge the operational and institutional domains and set conditions for continuous growth and life-long learning. The current DLC courses were developed and updated in 2017 and fielded in 2019. The DLCs are prerequisites for resident PME courses and part of the Select, Train, Educate, and Promote policy within the NCO Professional Development System.

In 2010, TRADOC’s Institute of NCO Professional Development launched Structured Self-Development Courses, levels 1-5. These courses were a result of two main decisions the Army made during the global war on terror (GWOT). The first was to fill an educational gap due to the phasing out of NCO Common Core curriculum from the proponents’ Basic Noncomissioned Officers Course (BNCOC), now the Advanced Leaders Course (ALC) and the Advanced Noncomissioned Officers Course (ANCOC), now the Senior Leaders Course (SLC) which were backfilled with military occupation specialty specific technical and tactical tasks subjects in support of the GWOT. Secondly, in 2010, TRADOC published the Army Learning Concept for 2015, changing the focus of the Army’s Learning Model to better meet the needs for the “Soldier of 2015-2020.” This new learning model would blur the lines between the Operational Army and the Generating Force by meshing self-development, institutional instruction, and operational experience. It also laid out how SSD was going to be implemented for all NCOs and how it will meet the needs of the Army Force Generation cycle.

DLC I is currently a requirement prior to attending the Basic Leader Course, DLC II prior to Advance Leader Course, DLC III prior to Senior Leader Course, DLC IV prior to the Master Leader Course, DLC V prior to Sergeants Major Course, and DLC VI prior to the Nominative Leader Course. The same topics in DLC are covered again, more in depth, in the follow on resident PME course. DLC was the theory in preparation for the application of the same topics once in resident NCO PME.

After careful consideration and a lot of analysis, the Army determined that there would be little to no negative impact to resident NCO PME learning outcomes if all six levels of the DLC were discontinued. “We must drive change for our Army in contact and strive for efficiencies in order to continue building our Army of 2030-2040.”

HQDA-G1 will release an ETP to remove the 8K bar for those Soldiers currently flagged for not completing the prerequisite DLC training. Removal of the 8K bar to continued service for failure to complete required SSD/DLC training opens potential for reenlistment/reclassification to over 14K RA Soldiers as of March 2024.

Army Corps of Engineers releases Work Plan for Fiscal Year 2024 Civil Works appropriations

The U.S. Army Corps of Engineers delivered to Congress its Fiscal Year 2024 Work Plan for the Army Civil Works Program May 10, 2024.

The Work Plan identifies the Programs, Projects and Activities within the Civil Works Program that will receive FY 2024 funding and how much each will receive. With the total funding for this fiscal year, the Work Plan funds to completion the preconstruction engineering and design phase for eight projects or separable elements of projects, and construction of seven projects or separable elements of projects.

“The FY 2024 Work Plan for Army Civil Works continues this administration’s ongoing commitment to fund crucial infrastructure projects and build resilience in a changing climate. Its investments in our coastal ports and inland waterways will strengthen the economy and help maintain our farmers’ competitive advantage in the global marketplace. Resources are also dedicated to ensure the resumption of full operations at Baltimore Harbor, re-opening a critical port for the nation’s trade and commerce,” said Michael Connor, Assistant Secretary of the Army for Civil Works.

On March 9, 2024, President Biden signed into law the Consolidated Appropriations Act, 2024, Public Law 118-42, of which Division D is the Energy and Water Development and Related Agencies Appropriations Act, 2024. The act provides $8.681 billion in appropriations for the Army Civil Works Program. Today, the Army is announcing the FY 2024 Work Plan, which will fund studies and projects in 50 states, four territories, and the District of Columbia, including communities with environmental justice concerns.

Of the $8.681 billion in appropriations provided for the Army Civil Works Program in the act, approximately $8.2 billion is appropriated across five accounts ― Investigations, Construction, Operation and Maintenance, Mississippi River and Tributaries, and the Formerly Utilized Sites Remedial Action Program.     

The Joint Explanatory Statement – Division D report, Title I – Corps of Engineers – Civil, Department of the Army (Joint Explanatory Statement) that accompanies the act allocates approximately $7.581 billion of the total for these five accounts to specific Programs, Projects and Activities. The Army is responsible for allocating the remainder in these accounts, approximately $1.1 billion to specific Programs, Projects and Activities, consistent with the categories, subcategories, and other direction provided in the act, the Joint Explanatory Statement, and applicable law and policy.

The remaining $484 million in the FY 2024 Civil Works appropriations provides funding in the Expenses, Regulatory, Water Infrastructure Finance and Innovation Program Account, and Flood Control and Coastal Emergencies accounts, as well as funding for the Office of the Assistant Secretary of the Army for Civil Works.

The Army Civil Works Program funds the planning, design, construction, and operation and maintenance of water resources projects, with a focus on the highest performing work within the three main Civil Works mission areas: commercial navigation, flood and storm damage reduction, and aquatic ecosystem restoration. It also funds programs that contribute to protecting the nation’s waters and wetlands, generating low-cost renewable hydropower, cleaning certain sites contaminated as a result of the nation’s early atomic weapons development program, and preparing and training for emergency responses to natural disasters.

The FY 2024 Work Plan being announced today includes funding for 284 projects and studies, in 50 states, four territories, and for multiple Tribes. These investments are currently assisting

local communities to improve their resilience in the face of global climate change and are providing improvements to boost coastal ports and the inland waterways. With this funding, the Army has also engaged with environmental justice communities in the development of a strategy targeting underserved and overburdened communities’ needs.

The additional funding not allocated by the Joint Explanatory Statement to specified Programs, Projects and Activities in the five appropriations is subdivided into numerous categories and subcategories within these broad areas, including:

  • Commercial Navigation: $827 million
  • Flood Risk Management: $23 million
  • Other Authorized Project Purposes: $128 million
  • Formerly Utilized Sites Remedial Action Program: $300 million
  • Environmental Infrastructure: $18 million
  • Environmental Restoration or Compliance: $16 million
  • Donor and Energy Transfer Ports: $368 million

Ongoing work eligible for consideration for the additional funding generally includes Programs, Projects and Activities that can attain a significant milestone, complete a discrete segment of work, or produce significant outputs in FY 2024.
