NEW DELHI: After proposing amendments to the existing guidelines for PhD programmes in March, the University Grants Commission (UGC) has now made extensive changes in regulations on PhD admissions.

New:  Direct link to check DU PG second merit list 2024

Latest:  DU Admission Process

As per the revised PhD eligibility criteria, candidates with a four-year undergraduate degree with a minimum 75% marks or its equivalent grade will be eligible for a PhD.

Background wave

Such candidates can register after completing a one-year master’s programme after a four-year bachelor’s programme. Students who have completed a conventional three-year bachelor’s degree must complete a two-year master’s degree programme with at least 55% marks or its equivalent grade to be eligible.

Currently, several universities ask for MPhil dissertation for admission to PhD programmes, however, the National Education Policy (NEP 2020) does not endorse the degree. By scrapping MPhil, a preparatory degree for PhD programmes, in the new regulations UGC has aligned the admission requirements with the NEP 2020.

One of the primary changes is the scrapping of 2016 regulations that made publishing a research paper in a peer-reviewed publication a requirement for a PhD. A section of students has called the step one that could “hamper academic rigour” as well as impedes inclusivity in higher education. Despite the relaxation, the All India OBC Students Association (AIOBCSA) has urged the backward class PhD aspirants to work on producing quality research papers .

The UGC has asked higher educational institutes to initiate steps to implement new PhD regulation on Monday.

What are the changes in the PhD admission process?

The UGC has dropped the plan to reserve 60 percent of the total seats for applicants who have qualified the National Eligibility Test (UGC-NET) or Junior Research Fellowship (JRF). Universities and colleges will admit students through the NET or JRF entrance route as well as institute-level entrance exams.

The institute-level entrance test, however, must assign 70% weightage to the entrance test scores and 30% to the performance in the interview or viva-voce. “The entrance test syllabus shall consist of 50% of research methodology, and 50% shall be subject specific,” the new guidelines state.

In the entire duration of the PhD programme, female candidates will be eligible for a maternity leave or child care leave for up to 240 days.

Can MPhil students apply for PhD?

Even though MPhil has been scrapped in the new regulations, the UGC has made provisions for PhD admissions for those who already have an Mphil degree. Candidates who have completed M.Phil. programmes with at least 55% marks in aggregate or its equivalent grade in a foreign educational institute will be eligible for admission to PhD programme in India.

A relaxation of 5% marks has been provided to students who belong to historically marginalised Scheduled Caste, Scheduled Tribe and Other Backward Castes communities. The same relaxation has also been given to differently-abled, and Economically Weaker Section (EWS) students as well.

How will research supervisors be allocated in PhD?

Like before, eligible professors, associate professors and assistant professors can continue to guide up to eight, six, and four PhD candidates respectively at any given time.

In case of interdisciplinary or multidisciplinary research work, if required, UGC rules allow engaging a co-supervisor from outside the department, college or university.

Teachers with less than three years of service before superannuation will not be allowed to take new research scholars under their supervision. However, they can continue to supervise PhD scholars as co-supervisors before attaining the age of 70.

Earlier, teachers were allowed to take up MPhil students along with PhD scholars. After the new rules come into force, this will be discontinued. The new rules also allow supervisors to guide up to two international research scholars on a supernumerary basis “over and above the permitted number of PhD scholars”.

What are the new PhD academic requirements?

A PhD scholar will have to earn a minimum of 12 credits which should include a course in “research

and publication ethics”. As per the latest UGC regulations, a PhD candidate will have to appear before a research advisory committee to make a presentation and submit a brief report on the progress for evaluation every semester. In case the progress is unsatisfactory, the committee will “record the reasons” and suggest corrective measures.

All scholars will mandatorily have to undergo training in teaching, education, pedagogy or writing related to their chosen PhD subject. For this, four to six weeks will be assigned to earn credits.

To retain research integrity, the UGC regulations also direct institutions to use “ well-developed software” applications to detect plagiarism in research work. In 2018, the ministry of education had notified stringent measures to counter the long-standing issue of plagiarism in PhD thesis.

What are the part-time PhD UGC guidelines?

The eligibility conditions are the same for both full-time and part-time candidates. Like the former, the part-time candidates will also be assessed every semester.

In addition, the PhD candidates will also have to produce a no-objection certificate or NOC from their employer to be eligible. The NOC must specify that they will be given sufficient time for research work and they will be allowed to take time off to complete the course work.

What are the Guidelines for Pursuing a PhD Program

The University Grant Commission (UGC) has decided starting in the 2024-25 academic year, that NET scores will be used for PhD admissions. This will replace the entrance exams that universities and higher education institutions used to hold. This change was announced on March 27, 2024 :

Three criteria are used to group NET scores :

  • Award for JRF & Assistant Professor Appointment is the first category : If you meet the requirements, you can be considered for a PhD program, you are eligible for a Junior Research Fellowship, and an Assistant Professor appointment.
  • Promotion to Assistant Professor and PhD Admission is the second category : The Junior Research Fellowship is not available to candidates in this category. You are still able to get a PhD and be assigned as an assistant professor, though.
  • PhD Admission Only is the third category : Only PhD admission is eligible for this category. It is not possible for you to be appointed as an Assistant Professor or get a Junior Research Fellowship.
  • Moreover, 30% of the weight for PhD admission comes from the interview and 70% comes from your NET score.
  • For categories 1 and 2, the NET score is valid for a year, therefore you must submit a PhD admissions application within a year of passing the UGC NET.

  • Determine the annual number of Ph.D. candidates to accept based on the facilities and supervisors that are available.
  • Publicize on their website and in two national publications (one in the local language) the availability of seats, the entrance requirements, and other pertinent information.

Observe any state or federal reserve laws :

The admissions requirements must take into account state and federal reservation rules, as well as UGC and other legal requirements. A two-stage admissions process utilizing National Level Entrance Exams or comparable exams will be used.

  • Candidates will describe their research interests via interview. For applicants who pass the entrance exam, selection will be made in a 70:30 ratio; for JRF/NET candidates, selection will depend only on the interview. There will be distinct merit lists released.

The interview will evaluate :

  • The applicant's research proficiency of the candidate.
  • The capacity of the organization to fund the study.
  •   The study topic's applicable.

In case you are wondering, this rule applies only to PhD scholars who have completed their PhD degree from government funded universities or colleges and wish to apply for fellowship under the UGC scheme.

Before how many years of retirement can I be ph.d supervisor?

There is no specific number of years before retirement that would prevent someone from being a PhD supervisor. As long as an individual meets the qualifications and criteria set by their institution or academic department, they may continue to serve as a PhD supervisor until they retire. However, retirement policies and regulations vary between institutions and countries, so it is best to check with your institution to determine any specific requirements or limitations on PhD supervision.

I have completed M.A. in psychology from IGNOU obtaining 62% marks in aggregate and I am preparing for MPHIL entrance in clinical psychology. But, at this moment, I learnt that MPHIL has been delared unrecognised from the academic year 2023-24. I shall be obliged if you kindly advise about my future course of education

Hlo, I have compleated my course work in 2020 but unable to continue my phd. So if now i want to do my phd do i have to do course work again or my old course work certificate is sufficient for same or different university….

Hello! If you completed your coursework for a Ph.D. program in 2020 but were unable to continue, whether you need to redo your coursework or not will depend on several factors.

University Policy: Some institutions may accept your previous coursework and allow you to continue where you left off, while others may require you to retake the coursework or demonstrate proficiency in the subject matter through an examination. Time Limit: Some universities have a time limit for completing coursework, after which you may be required to retake the courses. Course Equivalence: If you are applying to a different university, they might assess the equivalency of your previous coursework with their own program. They may require you to submit syllabi, course descriptions, or other supporting documents to determine if your previous coursework meets their requirements. To get accurate information, I recommend reaching out to the admissions office or the graduate program coordinator of the university where you intend to pursue your Ph.D.

They will provide you with the specific requirements and guidelines for transferring or using your previous coursework.

Keep in mind that there might be additional requirements for admission to a Ph.D. program, such as standardized tests letters of recommendation, research proposals, and interviews. Make sure to inquire about those as well.

Good luck with your Ph.D. Journey! If you’re stuck in between anything, we might be able to help you’ so feel free to reach out.

Hello…I have done regular B.Sc Hons(3 years) and then online Masters(distance Education)…am I eligible for PhD?

Whether you are eligible for a Ph.D. program depends on the specific requirements of the institution and program you are interested in. In many cases, a regular B.Sc. (Hons) degree followed by an online master’s degree obtained through distance education can be considered for Ph.D. admission. However, it is crucial to consider the recognition and accreditation of the institution that awarded your degrees. The accreditation of the university or institution adds credibility to your qualifications. Additionally, your academic performance during both your undergraduate and master’s degrees will be evaluated. Most Ph.D. programs have minimum score requirements or equivalent academic performance criteria. To determine your eligibility, it is essential to review the specific requirements of the Ph.D. program you wish to apply to.

I done my bsc computer science ,later i done mca . Then i started my carrier in ngo as social work.now i want to do phd in social work. Can i do as per my experience?

Absolutely, your background in computer science, followed by an MCA, and your experience in social work within an NGO can provide a unique perspective for pursuing a Ph.D. in social work. While your academic journey might seem different from a traditional path, your real-world experience and interdisciplinary approach can be valuable assets in the field of social work research.

Many universities value diverse experiences and backgrounds in their Ph.D. candidates. When applying, make sure to highlight how your previous education and work in the NGO have prepared you for research in social work, and how your technical skills could potentially contribute to innovative approaches in the field.

Keep in mind that admission requirements can vary among institutions, so research thoroughly and communicate with potential advisors or departments to discuss your qualifications and aspirations. Your experience could indeed make you a strong candidate for a Ph.D. program in social work.

when a contract or honorary professor is eligible to guide a Ph.D scholar up to 70 years even after his/her retirement why not an Adjunct Faculty/Professor?

The eligibility criteria for guiding Ph.D. scholars can vary depending on institutional policies and academic standards. While some institutions allow retired contract or honorary professors to continue guiding due to their extensive experience and contributions, others might have different policies for adjunct faculty members. It’s important to note that the decision to allow individuals to guide Ph.D. scholars after retirement or as adjunct faculty can be influenced by factors such as their active involvement in research, the relevance of their expertise, and the institution’s guidelines.

I did Btech in Biotechnology with 61% marks and MBA in marketing via distance learning. I do have more than 8 years of work experience in healthcare industry.

Am I eligible for PhD in biotechnology or lifescience?

Eligibility for a PhD program can vary depending on the institution and its specific requirements. With your B.Tech in Biotechnology, work experience in the healthcare industry, and an MBA in marketing, you might be eligible for a PhD program in biotechnology or life sciences. However, it’s best to research specific universities and their admission criteria to determine if you meet their requirements. Your work experience could potentially strengthen your application, even if your academic background isn’t a perfect match. It’s advisable to reach out to the universities you’re interested in to get accurate information about eligibility and the application process.

They can enter academia, industry, or research institutions and learn the necessary training and intellectual challenge.

UGC guidelines for PhD students can help learners get the best of their efforts. For 2024, they provide a framework for learners to continue their path to education. They are officially called “Minimum Standards and Procedures for Award of PhD Degree” Regulations 2022.

These guidelines and regulations apply to Universities established under:-

  • Central, Provincial, or State Acts
  • Institutions deemed to be universities under Section 3 of the UGC Act 1956

Learn more about these guidelines in this blog post and prepare for the future.

UGC Guidelines for Pursuing PhD Programs

Pursuing a PhD under  UGC  guidelines involves meeting specific eligibility criteria, sticking to standard admission processes, and fulfilling coursework and research requirements. The aim is to improve academics while providing students with the necessary resources and support.

Criteria for Grouping NET Scoresx

  • Award for JRF & Assistant Professor Appointment This is the first category. If you meet the specified requirements, consider yourself for a PhD program. Also, gain eligibility for a Junior Research Fellowship and an Assistant Professor position.
  • Promotion to Assistant Professor and PhD Admission Although the Junior Research Fellowship is unavailable in this second category, students can still pursue a PhD and be appointed Assistant Professor.
  • PhD Admission Only This third category allows for PhD admission alone. Students are not eligible for an Assistant Professor position or a Junior Research Fellowship.

Additional Notes:

  • For PhD admissions, 30% of the evaluation is based on the interview and 70% on the NET (National Eligibility Test) score.
  • NET scores for categories 1 and 2 are valid for one year, within which PhD applications must be submitted.

UGC Guidelines Stating Eligibility for a PhD Program

  • 1-Year Master’s Degree: Candidates with a one-year Master’s degree who have completed a four-year undergraduate program with at least 55% marks or a ‘B’ grade on the UGC 10-point scale are eligible.
  • 2-Year Master’s Degree: Candidates with a two-year Master’s degree divided into four semesters must meet the same eligibility criteria as above.
  • Bachelor’s Degree: Candidates with a four-year Bachelor’s degree split into eight semesters need a minimum CGPA of 7.5/10 or a 75% graduation mark to be eligible for PhD programs geared toward research.

Eligibility for M.Phil. Candidates

Candidates who have completed M.Phil. coursework with at least 55% marks or a ‘B’ grade on the UGC 10-point scale are eligible. Equivalent degrees from accredited foreign institutions are also accepted.

Relaxations

  • Marks Relaxation: For SC/ST/OBC categories, differently-abled individuals, economically weaker sections (EWS), and other categories as decided by the Commission. A 5% mark relaxation (55% to 50%) or an equivalent grade is allowed.
  • CGPA Relaxation: A relaxation of 0.5 in the CGPA score (from 7 to 7.5) or an equivalent grade is permitted for the reserved categories.

NOTE: The 55% eligibility marks (or an equivalent grade) and the 5% relaxation for specific categories are calculated based on qualifying marks, excluding any grace marks.

UGC Guidelines for Phd Program Duration

  • The minimum duration of a PhD program is two years, excluding coursework. The online and distance mode may extend as long as six years. Extensions beyond six years are permitted under institutional policies, but for no more than two additional years.
  • As per UGC guidelines, women and persons with disabilities (over 40%) can receive an extra two years to complete their PhD. Additionally, women can avail themselves of up to 240 days of maternity or childcare leave during their PhD.
  • Leave can be granted for student exchanges facilitating theory completion from the second year onward. Short research trips (less than one month) require approval from the supervisor and department head.
  • In comparison, longer research missions (over one month) need departmental proposals and approval from the Research Advisory Committee for work in national/international research labs or centres of excellence.

Admission Procedure for a PhD Program

PhD candidates can apply to any university through the National Eligibility Test (NET) or other university-specific admission exams. Universities must stick to UGC guidelines for entrance exams issued by the Ministry of Education or UGC.

Requirements for Colleges and Universities Offering PhD Programs

  • Determine Annual Intake: Institutions need to assess the number of PhD candidates they can accept based on available facilities and supervisors.
  • Publicise Availability: Information about available seats, entrance requirements, and other pertinent details must be publicised on their website and in two national publications (one in the local language).

Observing State or Federal Reservation Laws

Admission requirements must align with state and federal preservation laws, UGC, and other legal stipulations. A two-stage admission process using national-level entrance exams or comparable exams will be implemented.

  • Seat Allocation: NET and JRF eligible students may occupy 60% of the seats, while those securing the university or common admission exam will occupy 40% as per UGC guidelines. Reservation policies and merit will fill reserved category seats. A particular admission drive will be conducted if reserved seats remain unfilled within a month.
  • Evaluation Criteria: Candidates’ research, analytical, understanding, and mathematical skills will be evaluated through an entrance exam. The qualifying mark is 50%, reduced to 45% for SC/ST/OBC. Exams will be held in notified centres.

UGC Guidelines for Interview Evaluation

The interview will assess:

  • The candidate’s research skills.
  • The institution’s ability to support the research financially.
  • The relevance and applicability of the research topic.
  • Academic institutions must publish a list of all PhD candidates, including their names, research subjects, supervisors’ names, and registration dates on their website each year.

Course Work Requirements

  • Credit Requirements: PhD programs require between 12 to 16 credits.
  • Provision Coursework: Four credits must be dedicated to Research Methodology, which includes quantitative methods, qualitative methods, computer applications, research ethics, literature review, and fieldwork.
  • Teaching Courses: All PhD students must take courses relevant to their teaching, education, or writing subject.
  • Advanced Courses: Other advanced-level courses will prepare students for their PhD.
  • Experienced Researchers: Those with original research contributions can opt for courses that help monetise their intellectual property.
  • Credit Transfer: Credits earned can be transferred between institutions through the Academic Bank of Credits.
  • Teaching Experience: PhD students should engage in 3-4 hours of weekly teaching experience through assistantships or other dissemination activities.
  • Dissemination Activities: Presentations, articles, and research activities must be approved by the Research Committee.
  • Credit and Approval: All PhD courses must meet credit hour requirements and be approved by academic bodies.
  • Departmental Prescriptions: The department will prescribe courses for the scholar based on the Research Advisory Committee’s recommendations.
  • Completion Timeline: PhD students must complete coursework within the first one or two semesters, with blended learning options available in case of pandemics.
  • M.Phil. Exemption: Candidates with an M.Phil. may be exempt from PhD coursework.
  • Government-Sponsored Exemption: Government-sponsored candidates may also be exempt if they have completed equivalent coursework.

NOTE: The Research Advisory Committee and the Department will review and grade your coursework. PhD students must maintain at least 55% marks or an equivalent grade to proceed and eventually submit their thesis.

UGC Guidelines for Evaluation and Assessment

  • PhD students need to start their research and draft their theory within the time set by the university after completing their coursework.
  • Students must present their work to the Research Advisory Committee and get feedback from faculty members and other researchers before submitting their theory.
  • It is recommended that students present research at conferences and publish it in peer-reviewed journals.
  • Students must prepare a plagiarism check report. After the submission, supervisors will review this report.
  • Universities need a system to detect plagiarism. Students must submit a statement of originality, a supervisory certificate, and the thesis.
  • The theory will be reviewed by the supervisor and two external examiners not affiliated with the university.
  • The supervisor and at least one external examiner will conduct the final interview. The Research Advisory Committee, academic staff, and other specialists can attend.
  • Students and supervisors must inform the university if research leads to potential intellectual property. Theory can be confidential and delay the public defence for up to a year.
  • The final interview will only happen if all examiners approve the thesis. If one examiner rejects it, the theory is only accepted if a second examiner concurs.
  • Students must complete the theory assessment process within three months after submission.
  • PhD students can spend between three weeks to six months working at different research institutes, including those abroad.

UGC received several queries from stakeholders in regard to the terms of eligibility criteria for guiding PhD Scholars (Representative Image)

The commission has further requested all the universities to follow the CAS provision of promotion and also comply with its decision

The University Grants Commission (UGC) has issued a clarification over the eligibility criteria for promotions under Career Advancement Scheme (CAS). The clarification comes after the UGC received several queries from stakeholders in regard to the terms of eligibility criteria for guiding PhD Scholars.

“Eligible permanent faculty members can guide Ph.D. scholars during their probation period also,” the commission said in a notice. UGC discussed the matter in its 565th meeting that was held on January 20. The commission has further requested all the universities to follow the CAS provision of promotion and also comply with its decision.

Earlier in January, UGC had released a clarification on the eligibility criteria for CAS promotions of university teachers from academic level 12 to academic level 13A and level 13A to academic level 14. The commission made the clarifications concerning the terms “Evidence of having guided at least one PhD candidate” and “evidence of successfully guided doctoral candidate”. In a meeting in November last year, the commission also resolved queries regarding the eligibility of promotions of university teachers.

What is CAS?

Career Advancement Scheme as the name suggests means career advancement procedure that has been adopted by the universities as per UGC regulations. This scheme will apply for advancement of careers of teachers at the university. It is an essential factor of a structure wherein an individual faculty member can move to a higher post and/or pay in the absence of a clear vacancy.

To apply for CAS, a candidate must hold a PhD degree in the subject concerned/allied/relevant discipline. Should have completed a minimum of ten research publications in the UGC-listed journals out of which three research papers ought to have been published during the assessment period. They should also have evidence of successfully guiding doctoral candidates.

Meanwhile, earlier this week, Union Education Minister Dharmendra Pradhan launched a Self-Assessment Test and Help for Entrance Exams platform called SATHEE. This self-paced assessment platform has been created by the University Grants Commission (UGC), the Indian Institute of Technology (IIT) Kanpur and the Ministry of Education (MoE).

The SATHEE platform was developed for students to prepare for all kinds of competitive exams such as the National Eligibility cum Entrance Test (NEET), Joint Entrance Examination (JEE), and others that take place in the country.
