Computer software refers to programs that direct the functioning of a computer system. These programs are written by programmers who use certain programming languages to generate instructions that the computer understands through the use of language translators. Thus, computer software consists of the detailed preprogrammed instructions that control and coordinate the computer hardware components (Laudon). The term software includes: application software, firmware, middleware, system software, software testing, and testware. Application software , like presentation software perform productive functions for users; Firmware, is software that is coded and resides into memory devices on the motherboards; Middleware is a software that links the presentation components and the processing components of a distributed system; System software, which include the operating systems, provide an interface between the user and the computer hardware; System testing involves programs that ensures that software is tested inline with the programming rule; Testing, which is a term that encompasses all the various testing methods for software applications.

Therefore, computer software can be broadly categorized into three major groups: system software, application software, and programming software. This paper focuses on the system software and the operating systems. The various operating systems and the functions of such systems are discussed in the following section.

The software that falls under the category of system software enhances the functioning of computer hardware and the computer system. System software is independent of any general purpose software package or any specific application area. Software in this category controls or in other aspects supports the other software. They include: operating systems, utility programs, performance monitoring software, and communication software (Greasley et al). Operating system is a master program that controls the functioning of the computer hardware. It is an interface linking the user and the hardware. The main functions of an operating system include coordinating input and output devices, controlling the use of the backing storage, integrating the user and computer communication, allocation and de-allocation of computer memory to different processes, and controlling the utilization of the processor resources (Stallings, 5). Due to the advancement in technology and increasing user requirements, most modern operating systems use graphical user interfaces (GUIs) as opposed to command driven interfaces used by traditional operating systems.

This implies that a GUI can be able to meet the user’s requirements by easily managing multiple programs simultaneously. More so, the emergence of the Internet and computer networks has led to the development of Internet operating systems; these systems enable users to access information from the World Wide Web due to the integration of the Internet standards and the operating systems. Most operating systems work with the Internet Protocol, although there are some which are commonly used in the Internet. Thus, the common operating systems include Windows, Linux, and OS X. Utility programs as part of the system software are service routines that enhance users’ operations. They eliminate the need to write a program or spend a lot of time working through menus every time users need to perform certain functions. Utilities include disk defragmenters, disk checkers, backup, file managers, archive, and disk partitioners (Long). As one of the system software, performance monitoring software is used to monitor, analyze, and report on the performance of the overall computer system and the computer system devices. Performance monitors provide information such as processor utilization and memory usage. Lastly, communication software, which is mainly used in mainframe environment, is executed on the front-end processor, the down-line processor, and the host processor. This software controls the data traffic from remote locations. Functions performed by communications software include preparing data for transmission, polling remote terminals for input, establishing the connection between two terminals, and encoding and decoding data (Long).

As discussed in the previous section, an operating system is a program that controls the running of all the computer programs. It also acts as a connection between the user and the computer program. The main objectives of an operating system are: convenience, efficiency, and ability to evolve. An operating system makes a computer to be usable and thus convenient to operate. Also, an operating system allows the computer system or any computer resources, such as files, disks, processor, and memory to be used in a much more efficient way (O’Brien). With regards to the ability to evolve, an operating system tries to modify itself in order to fit the requirements of the changing world; this is through having different versions of the operating system.

There are various types of operating systems, categorized under: single or single tasking operating systems; multitasking operating systems; multi-user operating systems; and multiprogramming operating systems. A single tasking operating system supports only one task at a time and in this case, only one user is allowed to operate the computer at a specific time. A multitasking operating system allows one user to operate on more than one program or task at a time. This can be thought of as, a user being able to listen to music and on the other hand typing some text document, actually at the same time. A multi-user operating system supports many users at the same time. This is common in distributed operating systems, which are used in the internet to support various tasks that are implemented by different users from different geographical locations at the same time. Lastly, a multiprogramming operating system, allows one or more program in the main storage to be processed at the same time (Stallings).

Therefore, the most common examples of operating systems are Windows, Linux, and OS X. Others include the disc operating system (DOS) and Novell. These operating systems are also common in business operations and personal use, with Windows being the most dominant in the marketplace. The Windows operating system family is developed by Microsoft, OS X operating systems are developed by Apple, and Linux is an open source system which is developed by many programmers, corporations, and individuals who work together to build the system.

DOS is essentially a command driven operating system under the Windows operating system family developed by Microsoft and Linux is an open source system developed by different people. The major similarity between windows, DOS, and Linux is the hierarchical directory structure. The operating systems manage files into well organized directories or folders. Within the folders or directories, there can be many other files and folders. Even though the commands of Windows and Linux vary, the directories can be created, renamed, moved, copied, and retrieved from the command prompt. More so, both operating systems require users to type the program’s name at the command line before starting the program. Again, windows can be manipulated in any way; this includes maximization, minimization, and closing using buttons or menus (Control-Escape, 1).

However Linux and Windows have many different features in regard to operations and functionality. These differences are also the advantages and disadvantages realized from using the software. To begin with, Linux is essentially a multi-user, multitask operating system and DOS is a single user operating system. But still, other versions of Windows, such as Windows XP and Windows Vista support multitasking for users. Second, Linux can be thought of as a very secure operating system as compared to Windows DOS. More so, Windows support a wide range of hardware as opposed to Linux which require the user to pick specific hardware for their computer systems (Stallings). Another difference is that Linux is case sensitive and thus requires users to be careful with the naming convention they use in organizing files. Fifth, DOS or Windows provide users with confirmation messages when they are performing tasks such as saving, deleting, or closing a document. Linux does not assure anything and thus users can accidentally tamper with their work. Another important aspect is the way slashes are used. The Linux system implements a forward slash (/) while the DOS operating system incorporates a backward slash (). Consequently, in Linux directories are searched in relation to the way they are listed in PATH, while DOS looks at the current directory before checking the PATH variable (Control-Escape, 1).

The Windows operating systems supports Internet applications through its extensive development environment and Internet Explorer browser. As compared to Linux, Windows applications are costly since they are not open source. Also, Windows programming codes are hidden and it makes it difficult for developers to change the applications to suit their requirements, but most of the Windows products are well acknowledged by users who are able to realize the value of their money in regard to Internet access. However, looking at how the operating systems are used over the Internet, their application support is essential to their capability. Linux mostly favors the usage on servers, unlike Windows which support most desktop applications.

Despite the various types of operating systems, their functions are common to all computing platforms. The functions of operating systems include the following:

Device management ­– an operating system coordinates the input and output devices, such as the keyboard, mouse, printers, monitors, and speakers. The program looks at the devices that are present or not present and therefore communicates to the user. More so, operating systems handle errors that are generated from such devices.

Storage management – the operating system controls the way the backing storage is used, the space allocation, and access of files in the backing storage. In storage media, such as disks, the operating system divides the storage into tracks and sectors for easier storage capabilities.

Memory management – an operating system allocates and deallocates the computer memory to different processes. This follows a certain scheduling criteria in which the running programs can be given a chance to use the computer memory.

Processor management – an operating system controls how the processor or the CPU is utilized by programs. In essence, an operating system ensures that the processor is not idle through proper scheduling of user programs.

Interface management – operating systems allow the users to communicate with the computer. The user normally presents instructions to the computer to begin a program or perform any computing operation by typing commands or selecting options that are known by the operating system (Stallings).

Most users prefer using software that is easier to operate and communicate with the computer. Therefore, the choice of such software requires the consent of users. This paper has discussed the system software, focusing on operating system. Since the operating system is the mother program in any computer platform, it serves as a device, processor, file, memory, and interface manager. Operating systems can be considered to be single tasking, multi-tasking, multi user, or multiprogramming. The major examples of operating systems include the Windows operating system, Linux, and the OS X.

For many college applications, you’ll write essays in addition to the Common App personal statement . These prompts will often ask you about what you’re planning on pursuing at the college. This article will give you practical advice for explaining your interest in software engineering. 

Many supplemental essay prompts are quite common, such as “ Why this major? ” and “ Why this school? ” If you’re sure about pursuing software engineering and know which college you want to kick off your career at, you should already know the answers to these questions. 

Certain schools have strong software engineering and computer science programs. If this is the case for your chosen college, it should be easy for you to say that you can identify with their program. You can add that you’re excited to use the specific resources there and how they will help you reach your goal of becoming a software engineer.

When talking about your major, bring up what attracts you to the field. Your eventual salary and career prospects are incentives, but you want to explain what specifically about the study of computer science and engineering makes you excited. Why do you like to learn about it? Maybe you’re fascinated by the inner workings of technology. Perhaps you’re interested in how specific tools on certain websites work. It’s also possible that you want to improve user experience and innovate existing software.

These reasons are a bit less shallow than money. They also get to the heart of why you want to pursue software engineering: you like to build things and solve problems. 

From Abstract to Specific

In general, when writing your essays, you should work on funneling these types of ideas about your major from the abstract to the specific. You can open with a particular anecdote or story to catch the reader’s attention, of course, but try to start with high-level interests. Fundamental things like identifying the inner workings of a website can lead to more niche topics.

Personal Experiences

When writing your essays, make sure you touch on any personal experiences that can help show why this subject is your passion. It can all add to the personal narrative that you’ve been building in your entire application and help make the admissions officers understand you better.

If you had an experience with technology that fascinated you, drew you into the subject, and made you want to learn more, then include that. Be sure to add the important details so the reader can get a good sense of the scene. Another way to go is if you had the opposite experience: you encountered a frustrating piece of technology and were desperate to figure out how to get it working. You realized that you wanted to go into the field to improve software and make people’s lives easier. You can try writing about your interests that way. 

Another way to write your essay is to back up an explanation of your passions with a personal story that will make your essay compelling. Try to draw on an anecdote, and if possible, explain what you’ve accomplished after your initial interest was sparked. 

How did you get involved in coding? If you found technology that was glitching all the time or something that excited you, did this inspire you to figure out how it all worked? Write about how you’ve developed your skills in coding and science and how much you’ve learned about good systems and malfunctioning systems. Then, write about what you want to accomplish and innovate in the field.

Plans for the Future

When you’ve discussed the past and present, you can begin to probe the future. For the sake of narrative, try to include how you’ve grown and what your ultimate ambitions are. If you’re not sure exactly what branch of software engineering you want to go into, that’s fine. You can name a few options, such as game design or mobile design, or you can just talk about how you want to build things and make better technology to improve people’s lives. 

When you’re talking about personal things, you should aim to be specific. Draw on stories when you can, and be honest about what interests you about this subject and what you want to do in the field. This is your chance to explore why you’re looking to go into software engineering, so you should come away from these essays feeling much more confident about your planned course of study.

What is the difference between system software and application software.

Both system software and application software are programs for the computers, but system software includes the programs that are provided together with the installation of the operating system for the computer. Basically, system software is the files and programs that comprise the operating system. This kind of software is also known as the software of low level, as it operated on the most basic level of the work of a computer. The function of system software is to create convenient graphical interface for the users, so that they could communicate with the hardware of the computer. System software provides the connection between the user and the computer hardware.

At the same time, application software includes the additional programs that are designed to utilize the computer’s abilities; it allows the user to accomplish specific tasks (Jamal, par. 1). Word processors such as Microsoft Word and media players such as Windows Media Player are the examples of application software. This kind of software cannot operate without system software, while system software can run on the background and does not need to be assisted by the application software (Andrew, par. 7). The examples of system software are Microsoft Windows, Linux and DOS.

What is the difference between a Local Area Network (LAN) and a Wide Area Network (WAN)?

The main difference between LAN and WAN is the size of the areas they cover. LAN is the name commonly used for the computer networks that are designed to connect various computers in smaller areas such as schools, offices or homes. LAN is convenient because it enables its users to share files, games or printers. LAN consists of several computer systems, one of which is connected to the Internet by means of a router or a modem (Difference between LAN and WAN, par. 3).

WAN is not restricted according to its geographical location, but it can be limited by the borders of a country or a state. An example of a public WAN is the Internet, which can connect people from all parts of the world covered by the net. WAN is used to connect several LANs, the connection may be constricted to a certain company, or it may be open for the public access (Archived: What is the difference between a LAN, a MAN, and a WAN?, par. 4). The connection I currently use is provided by a local area network or LAN.

What is the difference between a static and dynamic Internet Protocol (IP) address?

Static Internet protocol addressing means that a computer and its user have one IP address. This kind of IP address is constant and does not change. A certain IP address may be registered for just one computer. At the same time, dynamic IP addressing means that many users are sharing the same IP address, which could change every time a user that is also a customer of a certain Internet service provider logs on to their computer. However, the change of a dynamic IP address may happen more seldom, in case if the Internet provider decides to change the IP address only when they think it is needed (Dynamic IP vs. Static IP, par. 1). Static IP creates security risks. Its stability makes the address easier to track. Static IP addresses are convenient for the computers that are used as servers because they speed up the file downloads and uploads. Besides, static IP is good for web site owners.

Input Devices:

Output Devices: 

These are devices that provide the processed data/information into human-readable form. Example- monitor, printer, speaker, projector etc.

Control Unit: 

The control unit handles the various components of the computer; it reads and interprets (decodes) the instructions for the program, transforming them into control signals that activate other computer parts.

Arithmetic Logic Unit: 

It is capable of performing arithmetical and logical functions. The set of arithmetic operations supported by a specific ALU may be restricted to addition and subtraction or may include functions of multiplication, division, trigonometries such as sine, cosine, etc., and square roots.

Central Processing Unit: 

The ALU, control unit and registers and together called the CPU. It is sometimes called the computer's brain, and its job is to perform commands. We send instructions to the CPU whenever we press a key, click the mouse, or start an application.

Software refers to computer parts, such as programs, data, protocols, etc., that do not have a material form. In contrast to the physical hardware from which the system is built, the software is that portion of a computer system consisting of encoded information or computer instructions.

It is sometimes called "firmware" when the software is stored in hardware that can not be easily modified, such as with a BIOS ROM on an IBM PC compatible computer.

Computer hardware and software require each other, and neither of them can be realistically used on their own. There are four main components of a general-purpose computer: the arithmetic logic unit (ALU), the control unit, the memory, and the I/O (collectively called input and output) devices.

Unit Title: Install a single-user personal computer system software and application software

Introduction:

In this assessment I have given the opportunity to install the operating system and the software for a company. It is for installing a single-user personal computer system software and application software. I will need make the plan, so I will do work in different phases like first I will make a list hardware and software require during installation for single-user personal computer. Secondly I will need to check compatibility between each other means hardware and software. Thirdly I will start hardware installation means fix components inside the CPU case. Forth phase is install window operating system. Fourth one will install the software according to requirements. Last one will test like I will open the window and then run the MS office and I will make sure they are not giving any errors. So after passing the test I will provide documents to the customer to take some guidance to run the operating system. I will provide 16 hours basic training of computer and internet, and free online help.

Task A: Requirements for the software:

I will decide to install Windows 7 which was developed by Microsoft. So before install window 7 operating system on computer, I will check the requirements for window 7 from the manual. So after then I will need to check the compatibility between hardware and software. I will upgrade hardware components if required. When installation of the Operating system will finish, I need to make check software compatibility with the operating system. So I have written some requirements of window 7 with hardware below. It will save my time during installation.

2.) Produce a plan to ensure the installation is scheduled to minimise disruption to the user.

There are many steps to minimise the disruption during the installation of the operating system. These are the some points that one should keep in mind before doing the installation:

‘ Data Backup: I has to clear the user when window will installed successfully then your data will be erased so we need transfer your data to anther resource like external hard disk, online data backup or DVD’s as a backup. So after installation data will be available for user.

‘ Customization of the data: Customization of the data means data will arrange as it is as before installation. So for that I will take the screenshot of the user’s desktop so I can arrange the data on the new system exactly as it was on the old system. Customizing the data like arranging the desktop icons saves the time and makes the navigation easy for the user.

‘ Time availability: I will need to do the installation during the free hours or on the holiday so it won’t affect the user’s working schedule and I will also get to know how much time do I have to finish the installation

3.) Create a review procedure to ensure that the final outcome meets user requirements.

‘ Window 7 the Operating system installed on system is working properly and it is not giving any errors and it meets the user’s requirements. ‘ Web Browsers like Chrome and Firefox are working well. ‘ All drivers are installed and working properly. ‘ All the application software are installed according to the user’s demand. ‘ All software’s are purchased and registered legally. ‘ Desktop is arranged according to the user’s previous system. ‘ Backup files are transferred to the new system and the data is available for the user to use. ‘ Users have been educated to use the new operating system and other softwares. Users have been provided with the email and telephone for any additional support.

1.) First, turn on the computer by pressing the power button and wait for the windows to turn on. Screenshot below shows that the windows booting was successful and it turned on properly without any error.

User will get authentication screen and by entering the password, user can access the system

2.) To open windows explorer. Click on Start > Computer or just click on shortcut icon of computer on the desktop.

3.) Open a word document from start menu. Click on Start > Microsoft Word

4.) To save a word document, click on File > Save or Save. Save as allows you to save the document to the different folder.

After that you get the option of saving your document to a specific folder. From there you can select Desktop and save your file there.

1.) First step for the user is to login using the password so they can access the system

2.) User can use start menu to search file or folders by simply clicking on the start icon at the bottom left of the screen. If user wants to search for a specific folder they can also use the inbuilt search engine in the start menu

3.) Other way of accessing files is Window Explorer. To open windows explorer just click on start icon and then click on computer or just use Computer shortcut icon on the desktop. User can save any kind of data in hard drives available in Windows Explorer.

4.) Getting access to the internet is easy. User can use the taskbar to open up the MOZILLA FIREFOX or they can use desktop shortcut icons to access internet

Using Application softwares:

1.) There are three different ways of opening MS Word. First is to open it from start menu, second is to open it from the taskbar and the third option is to use shortcut icon on the desktop. After working on MS Word you can save your file using Save or Save as option. If you have saved your file before then you can just use save but if you have not, you can use save as option to save the file where ever you want.

5.) Customer will be provided with free training of 5 hours. In the training we will teach the user very basics things about the Operating System, handling the PC and Ms Word which includes. ‘ Turning on the PC ‘ Opening Windows using login option ‘ Using the start menu to search for files and folders ‘ Using Windows explorer and saving data on the hard drives ‘ Using taskbar for opening internet explorer ‘ Opening a Word Document ‘ Saving a Word Document

What are Supercomputers?

A supercomputer is a higher-level computer with more programming capabilities than a standard computer. The Thirty-Eighth Annual Conference on Neural Information Processing Systems (NeurIPS 2024) is an interdisciplinary conference that brings together researchers in machine learning, neuroscience, statistics, optimization, computer vision, natural language processing, life sciences, natural sciences, social sciences, and other adjacent fields. We invite submissions presenting new and original research on topics including but not limited to the following:

  • Applications (e.g., vision, language, speech and audio, Creative AI)
  • Deep learning (e.g., architectures, generative models, optimization for deep networks, foundation models, LLMs)
  • Evaluation (e.g., methodology, meta studies, replicability and validity, human-in-the-loop)
  • General machine learning (supervised, unsupervised, online, active, etc.)
  • Infrastructure (e.g., libraries, improved implementation and scalability, distributed solutions)
  • Machine learning for sciences (e.g. climate, health, life sciences, physics, social sciences)
  • Neuroscience and cognitive science (e.g., neural coding, brain-computer interfaces)
  • Optimization (e.g., convex and non-convex, stochastic, robust)
  • Probabilistic methods (e.g., variational inference, causal inference, Gaussian processes)
  • Reinforcement learning (e.g., decision and control, planning, hierarchical RL, robotics)
  • Social and economic aspects of machine learning (e.g., fairness, interpretability, human-AI interaction, privacy, safety, strategic behavior)
  • Theory (e.g., control theory, learning theory, algorithmic game theory)

Machine learning is a rapidly evolving field, and so we welcome interdisciplinary submissions that do not fit neatly into existing categories.

Authors are asked to confirm that their submissions accord with the NeurIPS code of conduct .

Formatting instructions:   All submissions must be in PDF format, and in a single PDF file include, in this order:

  • The submitted paper
  • Technical appendices that support the paper with additional proofs, derivations, or results 
  • The NeurIPS paper checklist  

Other supplementary materials such as data and code can be uploaded as a ZIP file

The main text of a submitted paper is limited to nine content pages , including all figures and tables. Additional pages containing references don’t count as content pages. If your submission is accepted, you will be allowed an additional content page for the camera-ready version.

The main text and references may be followed by technical appendices, for which there is no page limit.

The maximum file size for a full submission, which includes technical appendices, is 50MB.

Authors are encouraged to submit a separate ZIP file that contains further supplementary material like data or source code, when applicable.

You must format your submission using the NeurIPS 2024 LaTeX style file which includes a “preprint” option for non-anonymous preprints posted online. Submissions that violate the NeurIPS style (e.g., by decreasing margins or font sizes) or page limits may be rejected without further review. Papers may be rejected without consideration of their merits if they fail to meet the submission requirements, as described in this document. 

Paper checklist: In order to improve the rigor and transparency of research submitted to and published at NeurIPS, authors are required to complete a paper checklist . The paper checklist is intended to help authors reflect on a wide variety of issues relating to responsible machine learning research, including reproducibility, transparency, research ethics, and societal impact. The checklist forms part of the paper submission, but does not count towards the page limit.

Supplementary material: While all technical appendices should be included as part of the main paper submission PDF, authors may submit up to 100MB of supplementary material, such as data, or source code in a ZIP format. Supplementary material should be material created by the authors that directly supports the submission content. Like submissions, supplementary material must be anonymized. Looking at supplementary material is at the discretion of the reviewers.

We encourage authors to upload their code and data as part of their supplementary material in order to help reviewers assess the quality of the work. Check the policy as well as code submission guidelines and templates for further details.

Use of Large Language Models (LLMs): We welcome authors to use any tool that is suitable for preparing high-quality papers and research. However, we ask authors to keep in mind two important criteria. First, we expect papers to fully describe their methodology, and any tool that is important to that methodology, including the use of LLMs, should be described also. For example, authors should mention tools (including LLMs) that were used for data processing or filtering, visualization, facilitating or running experiments, and proving theorems. It may also be advisable to describe the use of LLMs in implementing the method (if this corresponds to an important, original, or non-standard component of the approach). Second, authors are responsible for the entire content of the paper, including all text and figures, so while authors are welcome to use any tool they wish for writing the paper, they must ensure that all text is correct and original.

Double-blind reviewing:   All submissions must be anonymized and may not contain any identifying information that may violate the double-blind reviewing policy.  This policy applies to any supplementary or linked material as well, including code.  If you are including links to any external material, it is your responsibility to guarantee anonymous browsing.  Please do not include acknowledgements at submission time. If you need to cite one of your own papers, you should do so with adequate anonymization to preserve double-blind reviewing.  For instance, write “In the previous work of Smith et al. [1]…” rather than “In our previous work [1]...”). If you need to cite one of your own papers that is in submission to NeurIPS and not available as a non-anonymous preprint, then include a copy of the cited anonymized submission in the supplementary material and write “Anonymous et al. [1] concurrently show...”). Any papers found to be violating this policy will be rejected.

OpenReview: We are using OpenReview to manage submissions. The reviews and author responses will not be public initially (but may be made public later, see below). As in previous years, submissions under review will be visible only to their assigned program committee. We will not be soliciting comments from the general public during the reviewing process. Anyone who plans to submit a paper as an author or a co-author will need to create (or update) their OpenReview profile by the full paper submission deadline. Your OpenReview profile can be edited by logging in and clicking on your name in https://openreview.net/ . This takes you to a URL "https://openreview.net/profile?id=~[Firstname]_[Lastname][n]" where the last part is your profile name, e.g., ~Wei_Zhang1. The OpenReview profiles must be up to date, with all publications by the authors, and their current affiliations. The easiest way to import publications is through DBLP but it is not required, see FAQ . Submissions without updated OpenReview profiles will be desk rejected. The information entered in the profile is critical for ensuring that conflicts of interest and reviewer matching are handled properly. Because of the rapid growth of NeurIPS, we request that all authors help with reviewing papers, if asked to do so. We need everyone’s help in maintaining the high scientific quality of NeurIPS.  

Please be aware that OpenReview has a moderation policy for newly created profiles: New profiles created without an institutional email will go through a moderation process that can take up to two weeks. New profiles created with an institutional email will be activated automatically.

Abstract Submission: There is a mandatory abstract submission deadline on May 15, 2024, six days before full paper submissions are due. While it will be possible to edit the title and abstract until the full paper submission deadline, submissions with “placeholder” abstracts that are rewritten for the full submission risk being removed without consideration. This includes titles and abstracts that either provide little or no semantic information (e.g., "We provide a new semi-supervised learning method.") or describe a substantively different claimed contribution.  The author list cannot be changed after the abstract deadline. After that, authors may be reordered, but any additions or removals must be justified in writing and approved on a case-by-case basis by the program chairs only in exceptional circumstances. 

Ethics review: Reviewers and ACs may flag submissions for ethics review . Flagged submissions will be sent to an ethics review committee for comments. Comments from ethics reviewers will be considered by the primary reviewers and AC as part of their deliberation. They will also be visible to authors, who will have an opportunity to respond.  Ethics reviewers do not have the authority to reject papers, but in extreme cases papers may be rejected by the program chairs on ethical grounds, regardless of scientific quality or contribution.  

Preprints: The existence of non-anonymous preprints (on arXiv or other online repositories, personal websites, social media) will not result in rejection. If you choose to use the NeurIPS style for the preprint version, you must use the “preprint” option rather than the “final” option. Reviewers will be instructed not to actively look for such preprints, but encountering them will not constitute a conflict of interest. Authors may submit anonymized work to NeurIPS that is already available as a preprint (e.g., on arXiv) without citing it. Note that public versions of the submission should not say "Under review at NeurIPS" or similar.

Dual submissions: Submissions that are substantially similar to papers that the authors have previously published or submitted in parallel to other peer-reviewed venues with proceedings or journals may not be submitted to NeurIPS. Papers previously presented at workshops are permitted, so long as they did not appear in a conference proceedings (e.g., CVPRW proceedings), a journal or a book.  NeurIPS coordinates with other conferences to identify dual submissions.  The NeurIPS policy on dual submissions applies for the entire duration of the reviewing process.  Slicing contributions too thinly is discouraged.  The reviewing process will treat any other submission by an overlapping set of authors as prior work. If publishing one would render the other too incremental, both may be rejected.

Anti-collusion: NeurIPS does not tolerate any collusion whereby authors secretly cooperate with reviewers, ACs or SACs to obtain favorable reviews. 

Author responses:   Authors will have one week to view and respond to initial reviews. Author responses may not contain any identifying information that may violate the double-blind reviewing policy. Authors may not submit revisions of their paper or supplemental material, but may post their responses as a discussion in OpenReview. This is to reduce the burden on authors to have to revise their paper in a rush during the short rebuttal period.

After the initial response period, authors will be able to respond to any further reviewer/AC questions and comments by posting on the submission’s forum page. The program chairs reserve the right to solicit additional reviews after the initial author response period.  These reviews will become visible to the authors as they are added to OpenReview, and authors will have a chance to respond to them.

After the notification deadline, accepted and opted-in rejected papers will be made public and open for non-anonymous public commenting. Their anonymous reviews, meta-reviews, author responses and reviewer responses will also be made public. Authors of rejected papers will have two weeks after the notification deadline to opt in to make their deanonymized rejected papers public in OpenReview.  These papers are not counted as NeurIPS publications and will be shown as rejected in OpenReview.

Publication of accepted submissions:   Reviews, meta-reviews, and any discussion with the authors will be made public for accepted papers (but reviewer, area chair, and senior area chair identities will remain anonymous). Camera-ready papers will be due in advance of the conference. All camera-ready papers must include a funding disclosure . We strongly encourage accompanying code and data to be submitted with accepted papers when appropriate, as per the code submission policy . Authors will be allowed to make minor changes for a short period of time after the conference.

Contemporaneous Work: For the purpose of the reviewing process, papers that appeared online within two months of a submission will generally be considered "contemporaneous" in the sense that the submission will not be rejected on the basis of the comparison to contemporaneous work. Authors are still expected to cite and discuss contemporaneous work and perform empirical comparisons to the degree feasible. Any paper that influenced the submission is considered prior work and must be cited and discussed as such. Submissions that are very similar to contemporaneous work will undergo additional scrutiny to prevent cases of plagiarism and missing credit to prior work.

Plagiarism is prohibited by the NeurIPS Code of Conduct .

Other Tracks: Similarly to earlier years, we will host multiple tracks, such as datasets, competitions, tutorials as well as workshops, in addition to the main track for which this call for papers is intended. See the conference homepage for updates and calls for participation in these tracks. 

Experiments: As in past years, the program chairs will be measuring the quality and effectiveness of the review process via randomized controlled experiments. All experiments are independently reviewed and approved by an Institutional Review Board (IRB).

Financial Aid: Each paper may designate up to one (1) NeurIPS.cc account email address of a corresponding student author who confirms that they would need the support to attend the conference, and agrees to volunteer if they get selected. To be considered for Financial the student will also need to fill out the Financial Aid application when it becomes available.

HP PCs - Using HP Image Assistant

HP Image Assistant (HPIA) is a free tool that improves the quality and security of images on Windows computers. The tool diagnoses problems and recommends the solutions for optimal performance.

Download and install the latest version of HP Image Assistant.

Go to HP Image Assistant (HPIA) .

In the SoftPaq column, click the most recent file.

The SoftPaq exe file downloads in the browser download bar or the Downloads folder on the computer.

Double-click the HPIA setup file to launch the installation wizard.

Follow the on-screen instructions to install the utility.

Capture and save a system image

Capture and save a system image or create and save a proxy configuration.

In File Explorer, navigate to HPImageAssistant.exe . Right-click HPImageAssistant.exe , and then select Run as an administrator .

The default installation location is C:\SWSetup. If you changed the default folder location while installing the setup file, navigate to the correct location.

Click Languages , and then select your language.

Click Tools , and then select a configuration type.

Capture Target Image Configuration : Captures the system image of the PC that you are using. Save the configuration files to a USB flash drive.

Configuration options : Allows you to create and save a proxy system image. Continue with these steps.

Click the Proxy tab, and in the URL area, type the Address and Port for the proxy configuration in the appropriate fields.

In the Credential area, type the Username , Password , and Domain for the proxy configuration in the appropriate fields.

Click the Thread tab to set the number of simultaneous downloads.

Save the configuration files to a USB flash drive.

Analyze system image health and security

Analyze the health and security of a system image by comparing it to a reference image.

In the Choose Target Image drop-down menu, select the PC you are using or browse to a saved system image.

In the Choose Reference Image drop-down menu, select the PC you are using, browse to a saved system image, or choose to use a reference system image from HP.

To receive recommendations from HP Image Assistant, you must use a reference system from HP. To use this option, you must be connected to the internet.

Click Analyze .

HP Image Assistant compares the target image to the reference image and displays health and security results and recommendations.

If the system ID, operating system version, and architecture (64-bit or 32-bit) of the reference image and target image do not match, the images cannot be compared and analyzed.

Click File to save or export the recommendations.

Download available SoftPaqs for your computer using HP Image Assistant.
