UGC extends deadline for PhD/MPhil thesis submission for the fifth time. Here's what's different

In some relief for PhD students whose research has been impacted by the COVID-19 pandemic, the University Grants Commission (UGC) has now approved an extension of six months beyond June 30, 2022, for the submission of their MPhil or PhD thesis. 

The UGC has been granting these extensions for students to submit their thesis ever since the pandemic first broke in 2020. The first extension of six months was given in June 2020 and has been further extended ever since. The last extension was in December 2021, making this latest announcement the fifth such extension since June 2020.

The extension this time will be awarded to students after a review of their work by the respective educational institutions on a "case-to-case" basis, said UGC Chairman M Jagadesh Kumar in a statement on Twitter. The UGC, in its notice, said that the students' work will be reviewed by the Research Advisory Committee and the extension would be granted on the recommendation of the supervisor and the Head of the Department to which the student belongs.

The extension has been demanded by student representatives vehemently. In April this year, a delegation of the Jawaharlal Nehru University Students' Union (JNUSU) visited the UGC office to discuss a host of issues, among which the extension of the deadline for submission of the thesis was one. The UGC had said then that they were not against the extension but that the matter was under discussion. 

The All India Other Backward Classes Students Association (AIOBCSA) had written a letter to the UGC Chairman on April 14, 2022, requesting an extension of one year in order to "help students produce quality research work that will have a direct impact on the university's academic excellence". They had said that students were under extreme pressure to complete their work due to the impact of the COVID-19 pandemic and that the subsequent lockdowns had affected their lab and fieldwork.

While the AIOBCSA welcomed the six-month extension, they criticised the lack of universality in its application. "A case-to-case basis clause is a problematic approach because it leaves the possibility of the extension on the guide and the Head of the Department. There is a chance that some of them might reject genuine cases also. Universal application of the extension might have helped all research scholars who are in need," said National President for AIOBCSA, Kiran Kumar.

The Akhil Bharatiya Vidyarthi Parishad (ABVP) also hailed the decision to extend the deadline for PhD/MPhil submissions. Taking to Twitter, the RSS-affiliated organisation said, "ABVP welcomes the UGC's decision of allowing further extension of up to 6 months for thesis submission of MPhil/PhD scholars because of lost time during COVID period. Researchers who require more time to complete their research with desired results will get relief from this decision."

"The UGC has approved that an extension of up to six months beyond June 30 may be given to MPhil and Ph D students for thesis submission by their respective higher education institutions on a case-to-case basis based on the review of the students' work by the Research Advisory Committee and on the recommendation of the supervisor and head of a department," the UGC official said to PTI.

UGC grants 6 months extension again to MPhil, PhD students for thesis submission

The fresh extension will now allow thousands of mphil and phd candidates to submit their thesis by end of december 2021, ugc said however, the tenure of fellowship will remain up to five years only.

New Delhi: Amid a second wave of Covid-19 in India, the union government has now granted a six-month extension to M.Phil and Ph.D students for submission of thesis and research work. This is the third extension given by the education regulator since the country declared a pandemic induced lockdown in March 2020.

The fresh extension will now allow thousands of MPhil and PhD candidates to submit their thesis by end of December 2021, the university grants commission ( UGC ) has informed universities

“Keeping in view the larger interest of the research scholars, a further extension of six months beyond 30.06.2021 i.e till 31st December 2021, for submission of thesis by M.Phil/Ph.D students may be granted by the Universities," UGC said.

“Extension of six months, as mentioned above, may also be granted for submitting evidence of publication and presentation in two conferences," according to Rajnish Jain, secretary of higher education regulator UGC.

However, the tenure of fellowship will remain up to five years only. It means, all those PhD candidates whose five year of doctoral education were getting over by June 2020 will not get fellowships for the extended time period.

In April 2020, the UGC had issued guidelines on examination and academic calendar for the universities in view of the coronavirus pandemic and related lockdown. As per the initial guidelines the extension of six months was granted till 31 Dec and which was then extended to 30 June and with the fresh directive it now gets extended further to 31 Dec 2021.

The fresh order comes as India is witnessing a surge in Covid-19 positive cases marring the perspective of reopening colleges and universities. Institutions in some states have again closed down amid the surge. And there are local restrictions in parts of India to deal with the increasing numbers.

Educational institutions went into a lockdown in mid-March last year and most of them have not opened up yet. As they were planning to open up ahead of the new academic session, the second wave of the pandemic has made this uncertain. For last several months, the union government has entrusted the institutions and states to take a call on reopening depending upon the local situation but has mandated them to follow covid-19 safety protocols when the start open up.

The University Grants Commission (UGC) on Wednesday announced further extension of six months for the submission of thesis by MPhil and PhD students. “Extension of six months, may also be granted for submitting evidence of publication and presentation in two conferences. However, tenure of fellowship will remain upto five years only,” the UGC notice reads.

“In continuation to UGC Public Notice dated 16 March, 2021 on the above mentioned subject, and keeping in view the larger interest of the research scholars, a further extension of six months beyond 31.12.2021, i.e., till 30th June 2022, for submission of thesis by M.Phil/Ph.D. students may be granted by the Universities,” the UGC has said.

“It is also notified that the extension for submission of M.Phil./Ph.D. thesis till June, 2022 shall be applicable to all such students whose due date of submission of M.Phil./ Ph.D. thesis is on or before 30 June 2022,” it has added.

The University Grants Commission (UGC) has granted an extension to MPhil and PhD scholars for submission of thesis. The submission deadline has been extended till June 30 next year, according to officials.

“Keeping in view the larger interest of the research scholars, a further extension of six months beyond December 31 till June 30, 2022, for submission of the thesis by MPhil and PhD students may be granted by the universities. It is also notified that the extension for submission of thesis till June, shall be applicable to all such students whose due date of submission of the thesis is on or before June 30,” UGC Secretary Rajnish Jain said in an official notice.

Earlier, the commission had extended the submission deadline till December 2021, but now the research scholars have another six months to submit their thesis. “It is also notified that the extension for submission of MPhil/PhD thesis till June 2022 shall be applicable to all such students whose due date of submission of the thesis is on or before June 30, 2022,” it has added.

Universities and higher educational institutions can give another extension of up to six months beyond 30 June for M.Phil or Ph.D thesis submission on case-to-case basis after reviewing a student's work, an official of the University Grants Commission (UGC) said on Monday.

The first extension was granted in June, 2020 and extended further every six months due to prevailing the COVID-19 situation.

''The UGC has approved that an extension of up to six months beyond June 30 may be given to M.Phil and Ph.D students for thesis submission by their respective higher educational institutions on case-to-case basis based on the review of the students' work by the Research Advisory Committee and on recommendation of the supervisor and head of department,'' the UGC official said.

UGC latest Regulations for award of PhD

UGC has drafted the latest minimum standards and procedures ( UGC PhD regulations 2022 ) to award a PhD degree. These latest UGC regulations replace Regulation, 2016 and its two amendments: (1st amendment ) Regulations, 2018 dated the 27th of August 2018, and (2nd amendment) Regulations, 2018 dated 16th of October 2018.

University Grants Commission (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022

Eligibility criteria for admission to the phd programme.

A 1-year/2-semester Master’s degree programme (after a 4-year undergraduate degree) with at least 55% marks in aggregate or its equivalent grade ‘B’ on the UGC 10-point scale.

A 2-year/4-semester Master’s degree programme.

A candidate seeking admission after a 4-year/8-semester Bachelor’s degree in Research should have a minimum CGPA of 7.5/10.

A relaxation of 5 % marks can be granted to those belonging to SC/ST/OBC.

Duration of the PhD Programme

PhD programme shall be for a minimum duration of three years including coursework, and a maximum of six years. For more details regarding the extension, please read the complete PDF notification provided at the last of this blog post.

Procedure for admission

All Universities shall admit Ph.D. Scholars through a National Eligibility Test (NET) or National Entrance Test or an Entrance test conducted at the level of individual universities.

UGC guidelines for Ph.D. thesis submission

The Ph.D. thesis submitted by a research scholar shall be evaluated by his/her Research Supervisor and at least two external examiners, who are experts in the field.

Out of the two external examiners, one must be from out of the state in which the institution is located.

The viva voce of the research scholar to defend the thesis shall be conducted only if the evaluation report(s) of the examiner(s) on the thesis recommends acceptance. If one of the evaluation reports of the examiner in case of a Ph.D. thesis, recommends rejection, the Institution shall send the thesis to an alternate examiner out of the approved panel of examiners and the viva-voce examination shall be held only if the report of the alternate examiner is satisfactory.

UGC regulations for the award of PhD

Award of degrees to candidates registered for the Ph.D. programme on or after July 11, 2009, till the date shall be governed by the provisions of the UGC (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2009 and 2016 and their amendments .
