Persistent Upgrades

The subject of this article appeared in Call of Duty: Black Ops II.

Persistent Upgrades , commonly referred as " Perma-Perks ", are unlockable upgrades that the player can gain through unique methods in Call of Duty: Black Ops II . These upgrades only take effect and can be acquired on the maps Green Run , Great Leap Forward , and Resolution 1295 (only present on the major modes TranZit , Die Rise , and Buried and not present in any Survival , Grief , and Turned modes). The player can have multiple upgrades at once (although some may cancel/interfere with others), and they carry over to different game sessions and maps. They can also easily be lost, usually if the player does not make use of the upgrade. Some of these imitate Perk-a-Colas, while others imitate Power-Ups.

When an upgrade is obtained, a green haze, similar to picking up a Power-Up , appears near the player, and the player's character will say a line about it. Losing one will result in a faint eerie sound.

Persistent Upgrades can't be obtained nor will they be affected when playing in Local or LAN Party.

Quick Revive [ ]

The Quick Revive upgrade, doubles the speed which players revive downed teammates. This can be combined with Quick Revive Perk-a-Cola making revives four times faster.

To obtain the upgrade, the player must finish 17 revives in one game.

To lose the upgrade, the player must fail to revive a player partway through the process.

Juggernog [ ]

The Juggernog upgrade grants the player 90 additional health, bringing their overall health to 190. When combined with the Juggernog Perk-a-Cola , the player can reach 340 health.

To obtain the upgrade, the player must fully die without Quick Revive , three times, before round 3

To lose the upgrade, the player must reach round 15. Even after losing the upgrade, the 90 health bonus will continue to be in effect until the player takes a down.

Headshot Damage [ ]

The Headshot Damage upgrade doubles the player's headshot damage multiplier. When active, all zombies killed will have the Insta-Kill 's decapitation effect, even if killed without a headshot.

To obtain the upgrade, the player needs 5 collateral headshots multi-kills. Getting 2 or more headshot kills with one bullet counts as one collateral headshots multi-kill.

To lose the upgrade, the player must get 25 non-headshot zombie kills. Getting one collateral headshots multi-kill will reset this counter back to zero.

Tombstone [ ]

The player can earn the Tombstone upgrade which will remove only the last perk acquired after being revived. Quick Revive will always be lost first, even on Co-Op.

To obtain the upgrade, the player must purchase a perk to fill the 4th perk slot on rounds 6 or lower, on three separate matches.

To lose the upgrade, the player must either: purchase a perk on the same round and match on which they have gained the upgrade, or purchase a perk on the same round on which they have joined the match if the upgrade was obtained on a different match. The Time Bomb from Buried can be utilised to achieve this, by activating it to return to either the round on which the player has joined or obtained the upgrade, or a lower round. The upgrade cannot be lost on round 1.

Steel Barriers [ ]

The Steel Barriers upgrade will have the player use steel boards in place of wooden ones when repairing barriers.

To obtain the upgrade, the player must rebuild 74 boards on rounds 10 or higher without the help of the Carpenter power-up.

To lose the upgrade, the player must pass a round without rebuilding any boards.

Steel Carpenter [ ]

The player can earn the Steel Carpenter upgrade which makes the Carpenter power-up place steel boards instead of wooden ones. These have a different appearance, being "fresher." Zombies take double the time ripping off steel boards.

To obtain the upgrade, the player must pick up a Carpenter power-up and proceed to kill a zombie in a window during the Carpenter period.

To lose the upgrade, the player must pick up a Carpenter power-up and fail to kill a zombie in a window during the Carpenter period.

Insta-Kill Pro [ ]

The player can earn an upgrade to the Insta-Kill power-up which lasts 18 seconds during a regular Insta-Kill period and grants the player with the ability to kill zombies just by touching them, although it only gives the player 50 points per kill.

To obtain the upgrade, the player must pick up an Insta-Kill power-up and not kill any enemies for two Insta-Kill periods in a row.

To lose the upgrade, the player must take a hit from a zombie during an Insta-Kill period.

Ray Gun Wall-Buy [ ]

The player can earn the Ray Gun Wall-Buy upgrade which will allow the player to purchase the Ray Gun in place of the Olympia wall-buy. The costs of purchasing the Ray Gun and its ammo remain the same as the costs for the Olympia. While the upgrade is active, the player cannot obtain the Olympia from purchasing from the wall-buy.

Note: there are glitches regarding this upgrade, as follows:

  • Upon obtaining the upgrade while not having the Olympia, the player will receive a non-upgraded Ray Gun for 500 points, regardless of whether it is already in the player's inventory or not.
  • While having the upgrade active, and either the kill streak be less than 5 or having ever reached a round greater than 10 on the major modes (both explained below in how to obtain the upgrade); then—upon attempting to purchase the Ray Gun off the wall-buy while not having the Olympia—the player will receive a non-upgraded Ray Gun for 500 points, regardless of whether it is already in the player's inventory or not.
  • While having: the upgrade inactive, the kill streak be greater than or equal to 5, and having never reached a round greater than 10 on the major modes; then—attempting to purchase ammo for the Olympia off the wall-buy while having the Olympia and/or its upgraded version and the Ray Gun and/or its upgraded version in the inventory—will result in refilling ammo for the Ray Gun using the cost of the Olympia. This means that the player is able to refill an upgraded Ray Gun's ammo for the price of 250 points instead of 4500 points while having a non-upgraded Olympia in the inventory, as well as being able to refill a non-upgraded Ray Gun for the price of 4500 points instead of 250 while having an upgraded Olympia in the inventory.

To obtain this, the player must get a zombies kill streak of at least 5 kills and then purchase the Olympia. None of the kills may be headshot kills, melee kills, or kills preceded by a barrier repair; as these actions reset the kill streak. The player must never have reached a round greater than 10 on the major modes (TranZit, Die Rise, Mob of the Dead , Buried, Origins ), as this will prevent the kills from counting towards the kill streak.

To lose this, the player must reach round 10 or higher on any of the major Victis modes (TranZit, Die Rise, Buried).

This upgrade is available in offline matches only on the TranZit and Die Rise modes, though it is limited. On offline, the upgrade does not save to the player's profile. Therefore, the player must meet the requirements every time they would like to purchase the Ray Gun off the wall-buy. The glitches mentioned with the exception of the 2nd one still apply, as the 2nd one requires having the upgrade be registered to the player's profile as active.

Flopper [ ]

This is exclusively in Buried .

The player can earn the Flopper upgrade which grants the ability to create an explosion from "dolphin diving" and become immune to most explosive/splash damage. Unlike PhD Flopper , the player can still die from over-cooked grenades and is not immune to fall damage, unless they are diving.

To obtain the upgrade, the player must take at least 30 damage from a fall 6 times.

To lose the upgrade, the player must take at least 50 damage from a fall once.

There are several Flopper bugs the player can use to their advantage:

  • Holding out a Claymore while diving will greatly increase explosion damage.
  • Holding a sniper while diving and having the Sniper Points upgrade active will grant the player the 300 point bonus from the Sniper Points upgrade on all zombies killed, despite them not being actual sniper kills.

Better Box [ ]

The player can earn Better Box upgrade which will change the weapon pool of the Mystery Box. When the player spins the Mystery Box while having the upgrade, they may pull a gun from the Better Box upgraded weapon pool or the regular weapon pool. The game will keep a counter of how many times the player has pulled from the upgraded pool. This number will determine the chance that the next box hit will use the upgraded pool, as follows:

  • 0 pulls: 100%
  • 1 pull: 60%
  • 2 pulls: 0%

When the player rolls on 0% or misses the 60% chance, they will receive a weapon from the regular weapon pool, and the counter will reset.

Better Box Upgraded Weapon Pools
TranZit Die Rise Buried
Ballistic Knife Ballistic Knife
Monkey Bombs Monkey Bombs
Galil Galil
HAMR HAMR
Ray Gun Ray Gun
Executioner
RPD

To obtain the upgrade, the player must accept 5 items in a row from the Mystery Box before round 10. Having the box move does not reset this counter.

To lose the upgrade, the player must reach round 10 or higher. For the rest of the match, the upgrade cannot be obtained once lost.

Cash Back [ ]

The player can earn the Cash Back upgrade which grants a refund of 1000 points (500-point profit if buying Quick Revive on solo) on the purchase of any perk. This is not affected by Double Points .

To obtain the upgrade, the player must first purchase 50 perks. Thereafter, the player must go prone within 2.5 seconds after the perk logo has appeared on the screen after purchasing a perk, for 15 perk purchases.

To lose the upgrade, the player must fail to go prone within 2.5 second after the perk logo has appeared on the screen after purchasing a perk.

Half-Off [ ]

The player can earn a 50% discount on all items during a Double Points period. This can be stacked with the effects of Fire Sale , which will discount the price of the Mystery Box all the way to just five points per weapon.

Additionally, the Mystery Box can be discounted by 75% off during a Double Points period if the player’s points are less than 950 points (original price) and greater than or equal to 475 points (half price), which will result in the Mystery Box’s price to cost 237 points. The 75% discount on the Mystery Box also applies to its price during Fire Sale, in which if the player’s points are less than 10 points and greater or equal to 5 points, the cost of the Mystery Box will go down to 2 points.

Furthermore, the amount which a Ghost from the map Buried can steal during a Double Points period will be reduced as follows:

  • If the player’s points are greater or equal to 2000 points: 1000 points will be taken away instead of the usual 2000 points.
  • If the player’s points are less than 2000 points and greater than zero: half (50%) of the player’s points will be taken away. That is until the points reach 1 point which the Ghost cannot steal during the Double Points period, which makes the player unaffected by Ghosts.

To obtain this, the player must pick up a Double Points power-up and proceed to gain a net profit of 2500 points or higher during the Double Points period. This means that the result of the gained points minus the points spent during a Double Points period must be greater than or equal to 2500 points.

Note: bank withdrawals do not contribute towards the net profit.

To lose this, the player must pick up a Double Points power-up and proceed to gain points during the Double Points period.

Sniper Points [ ]

The player can earn an extra 300 points per kill with a sniper rifle. The extra 300 points is not affected by Double Points . This can be stacked with the Flopper upgrade which also count as sniper kills just by creating the explosion given from the upgrade only if the player is holding out their sniper rifle.

To obtain the upgrade, the player must score 5 sniper kills distanced at least 800 units away from them in one round.

To lose the upgrade, the player must miss three sniper shots in a row.

Pistol Points [ ]

The player can earn the Pistol Points upgrade which doubles all points gained from pistol bullets.

To obtain the upgrade, the player must kill a zombie while having a 25% or less shooting accuracy and at least 8 kills.

To lose the upgrade, the player must kill a zombie while having a higher than 25% shooting accuracy.

Black Ops 2 Zombies Guide: PhD Flopper Permaperk

Here's how to get the PhD Flopper permaperk in the new Zombies map, Buried.

PhD Flopper is a permaperk that can only be attained in the new Zombies map for Call of Duty: Black Ops II, Buried. As a hidden permaperk, the only way to get it is to jump from a certain distance and take fall damage. It’s a recreation of the sort of perk that you’d pick up at the Perk-a-Cola dispenser.

Watch the video if you want to find out how to get the PhD Flopper. You’ll notice a green flash when you take fall damage.

As you may have already known, Buried is the new Zombies map that comes in the Vengeance DLC pack. You can take a look at the map, along with gameplay footage here .

Call of Duty: Black Ops 2 Vengeance is out today on the Xbox 360. It’ll be a month before it comes out on the PC and PlayStation 3 due to an exclusivity deal between Activision and Microsoft.

Black Ops 2 Zombies All perma perks info

Basically this is a thread that I wil update over time. I will put the less known ones at the top so people can fin new ones easier. Also no perma perks work on motd DOUBLE POINTS This perk gives the player double points. HOW TO GET: get a random amount of ONLY headshots or melee kills during a double points. HOW TO LOSE: get a headshot or melee kill. PERMA TOMBSTONE This perk means that when you go down when you are revived you will have all your perks -qr in solo or the last obtained perk in co op. HOW TO GET: buy 4 perk before round 4. HOW TO LOSE: PISTOL DOUBLE POINTS this perk will give the player double points for every kill with a pistol. HOW TO GET: You must fire a mag of your pistol and not hit a zombie then get 1 to 3 melee kills. HOW TO LOSE: if you get up to 10 kills with a pistol or melee you lose it. SNIPER BONUS POINTS This is a perma perk where every sniper kill gives you tones on bonus points (about 300 though you can get more) HOW TO GET: just get a lot of long shots with a sniper. I recommend getting the SVU in round 1 and running away from the zombies then shooting them from a distance. Easy to do if you gather them in chalk room the run next to jugg and snipe them from there. HOW TO LOSE: miss 3 sniper shots in a row TIPS: buy on round one and use til 5 to get loads of points in the first few rounds. Then get rid of SVU for a good gun. RAYGUN WALL BUY This is a perma perk where buying the Olympia gives you a raygun (for just 500) REQUIREMENTS: because this perk is to help noobs, YOU MUST BE 1 BONE OR 2 BONE WITH 1 OR 2 TALLY MARKS FOR IT TO WORK. HOW TO GET: buy an Olympia and get a loafs of kills and buy ammo for it after you buy ammo a few times there will be a flag and you will have a raygun. Then when you go to buy Olympia you will get a raygun. How to lose:I have no idea I will update when I know. PERMA PHD This is IMO the best perma perk. You take no explosive or splash damage and don't take damage while dolphin diving. HOW TO GET: to get you just have to take fall damage 4 times in a row. I get this by going to the stairs next to Box spawn and dolphin diving from half way down. HOW TO LOSE: take fall damage. However, as I previously stated, you don't take damage dolphin diving so it means you have to dolphin dive off every big drop. WARNING: DOES NOT WORK ON TRANZIT, DIE RISE OR MOTD. TOY BOX What you box does is a teddy bear will appear on top of the box and it means there is a higher chance of getting a better weapon. HOW TO GET: use the box in the first round a few times or something (not too sure on this one but will update when I am) HOW TO LOSE: you lose it at round ten. RED INSTA KILL This perma perk kills zombies that you touch during Insta kill, however you only get 50 points. It last 20 seconds. HOW TO GET: in a coop match, go 2 Insta kills in a row without killing a zombie. HOW TO LOSE: get hit during the red insta kill. QUICK REVIVE This perk means you can revive at quick revive speed without the perk. HOW TO GET: Get 17 revives in a single game. HOW TO LOSE: Start reviving someone then stop. TIPS: the easiest way to get this is to go on custom games and plug in a second controller and have player 2 stand on lava while you revive them. This way it won't ruin your kd. Also if you pair this with quick revive you can revive in less than a second.

I've been thinking that a thread for this info has been needed for a while. Would be nice to get as much info as possible for all known persistent upgrades here and then get it stickied. I'd love some clarity on the Double Points PU as well as the Pistol PU. I know I got something during a 2x the other day but have no idea what it did...
Iv got one picking up Insta and I have no idea what that is either.

I've gotten the green flash from reloading multiple times in a set time frame, and from using claymores also.. No idea what it is / does though, CoDZ folks have a good thread over there about the persistent upgrades also, but nothing on the two I mentioned either.. Why does Treyarch have to be so elusive with this info and the ranking system info, dang.
It's what they live for. They love throwing in little secrets and watching the community try and figure them out. We'll probably never get official confirmation about any of this stuff, which I guess is kind of the fun of it but also a little frustrating at times.
Updated with double points (sorta)
Added double points, double pistol points and quick revive
Bump.
Perma tombstone is the best. I've been using it loads and its awesome.

Nice job here here is a link to the COD wiki article on "perma perks" http://callofduty.wikia.com/wiki/Persistent_Upgrades
I know but I wanted to have one here.
Cash back perk is now MUCH harder to get than before. Before you had to go prone I front of the machine twice in a row. Now you must go prone In Front of the perk machine 65 times.(after buyin the perk) it gives 1 k cash back after each time you go prone with it.
UPDATE: to lose tombstone you must down 3 times in a row with no perks.

Great thread man. Didn't know about tombstone, gonna have to try that out.
It's absolutely great. It also means if you have mule kick when you revive you won't lose third gun.

Never lost it that way before.

If you use persistent PhD Flopper with a sniper rifle held, those flopper kills will count as sniper kills and give you 300 per zombie.

FACT SHEET: President   Biden Announces New Actions to Keep Families   Together

Since his first day in office, President Biden has called on Congress to secure our border and address our broken immigration system. As Congressional Republicans have continued to put partisan politics ahead of national security – twice voting against the toughest and fairest set of reforms in decades – the President and his Administration have taken actions to secure the border, including:

  • Implementing executive actions to bar migrants who cross our Southern border unlawfully from receiving asylum when encounters are high;
  • Deploying record numbers of law enforcement personnel, infrastructure, and technology to the Southern border;
  • Seizing record amounts of fentanyl at our ports of entry;
  • Revoking the visas of CEOs and government officials outside the U.S. who profit from migrants coming to the U.S. unlawfully; and
  • Expanding efforts to dismantle human smuggling networks and prosecuting individuals who violate immigration laws.

President Biden believes that securing the border is essential. He also believes in expanding lawful pathways and keeping families together, and that immigrants who have been in the United States for decades, paying taxes and contributing to their communities, are part of the social fabric of our country. The Day One immigration reform plan that the President sent to Congress reflects both the need for a secure border and protections for the long-term undocumented. While Congress has failed to act on these reforms, the Biden-Harris Administration has worked to strengthen our lawful immigration system. In addition to vigorously defending the DACA (Deferred Action for Childhood arrivals) policy, the Administration has extended Affordable Care Act coverage to DACA recipients and streamlined, expanded, and instituted new reunification programs so that families can stay together while they complete the immigration process.  Still, there is more that we can do to bring peace of mind and stability to Americans living in mixed-status families as well as young people educated in this country, including Dreamers. That is why today, President Biden announced new actions for people who have been here many years to keep American families together and allow more young people to contribute to our economy.   Keeping American Families Together

  • Today, President Biden is announcing that the Department of Homeland Security will take action to ensure that U.S. citizens with noncitizen spouses and children can keep their families together.
  • This new process will help certain noncitizen spouses and children apply for lawful permanent residence – status that they are already eligible for – without leaving the country.
  • These actions will promote family unity and strengthen our economy, providing a significant benefit to the country and helping U.S. citizens and their noncitizen family members stay together.
  • In order to be eligible, noncitizens must – as of June 17, 2024 – have resided in the United States for 10 or more years and be legally married to a U.S. citizen, while satisfying all applicable legal requirements. On average, those who are eligible for this process have resided in the U.S. for 23 years.
  • Those who are approved after DHS’s case-by-case assessment of their application will be afforded a three-year period to apply for permanent residency. They will be allowed to remain with their families in the United States and be eligible for work authorization for up to three years. This will apply to all married couples who are eligible.
  • This action will protect approximately half a million spouses of U.S. citizens, and approximately 50,000 noncitizen children under the age of 21 whose parent is married to a U.S. citizen.

Easing the Visa Process for U.S. College Graduates, Including Dreamers

  • President Obama and then-Vice President Biden established the DACA policy to allow young people who were brought here as children to come out of the shadows and contribute to our country in significant ways. Twelve years later, DACA recipients who started as high school and college students are now building successful careers and establishing families of their own.
  • Today’s announcement will allow individuals, including DACA recipients and other Dreamers, who have earned a degree at an accredited U.S. institution of higher education in the United States, and who have received an offer of employment from a U.S. employer in a field related to their degree, to more quickly receive work visas.
  • Recognizing that it is in our national interest to ensure that individuals who are educated in the U.S. are able to use their skills and education to benefit our country, the Administration is taking action to facilitate the employment visa process for those who have graduated from college and have a high-skilled job offer, including DACA recipients and other Dreamers.

Official Perma/Persistent Perks Thread.

This thread was made in response to the old one being archived. When referring to perma/persistent perks I mean perks that carry over from game to game. This post will serve as a main area to:

Discuss theories

What we know about the perks

What has worked

What hasn't worked

This will be available in the sidebar of the sub-reddit for future reference. When sorting through this post I suggest sorting the comments by 'new'.

Confirmed Persistent Perks

Perk Description How to Lose
The player can earn faster revives (revives are twice as fast) by reviving downed allies 2-17 times in one game. The effect can be stacked with Quick Revive. To lose it, the player must try and fail to revive a downed person, even if said person is later revived. Even an accidental fail (such as being knocked out of the way) will cause the upgrade to be lost.
The player can earn increased headshot damage by getting an arbitrary amount of collateral headshots (multiple headshot kills with 1 bullet). In addition to increased headshot damage, shooting a zombie anywhere will make its head pop, although this effect is aesthetic. Sometimes the green flash will show in Survival on any of the survival maps, though the persistent upgrade will not be applied. To lose it, the player must kill 25-75 zombies in a row without a headshot.
The player can earn stronger barriers to be built on windows by repairing 250 barriers in one game. The barriers are partially made of steel and screwed in, so it will take more time for them to be taken down. To lose it, the player must fail to build a single barrier in a round.
This perk effectively doubles the player's health, with a down resulting after 4 hits instead of 2. The effect stacks with Juggernog, allowing the player to have a maximum of 300% health. To obtain it, the player must let himself be downed without Quick Revive, and thereby end the game, about 3 times. To lose it, the player must die on or after round fifteen while teammates are still alive.
The player can earn a subversion of Insta-Kill by not killing a single zombie during an Insta-Kill, twice in a row. The effect lasts 15 seconds, is activated when an Insta-Kill is obtained and allows the player to simply walk into a zombie to kill it. Killing a zombie using it will only give 50 points. To lose it, the player must be damaged by a zombie during the Insta-Kill (with the exception of a flaming zombie exploding).
The player can earn an upgrade to give 1000 points every time when going prone in front of a Perk-a-Cola machine after buying said perk. This ability is obtained by going in front of the machine a random amount of times after buying it. To lose it, the player must not go prone in front of a Perk-a-Cola machine after buying it.
This perk is achieved when the player takes a certain amount of fall damage 5-10 times. When achieved, the player will not take any splash damage or fall damage (only if they dolphin dive off of the edge). This perk is only available on Buried. To lose it, the player must take fall damage by falling with out dolphin diving.
This perk is achieved when the player gets a lot of "bad" weapons from the Mystery Box. At that point the player will see a glow and a teddy bear appears on the box. The player is then on granted a higher likelihood of receiving better weapons from the mystery box. "Bad" weapons include, the Ballistic Knife, Executioner, FAL, SMR, Barrett M82A1, War Machine, M8A1. This Perk is automatically lost at the start of round 10 or when too many good weapons are given from the box.
This perk is achieved when the player picks up a 2x power up and does not gain any points during the entire duration of the power up. the next time the player picks up a 2x power up you will receive the perk. This perk reduces the cost of everything by 50%. This Perk is automatically lost at the end of the next Double Points This Perk is automatically lost at the end of the next Double Points
There are multiple theories on what it take to obtain this perk. I will list all of them and please report to me which one has the best success rate. First way is to buy four perks in one round, second way is to buy four berks before round four and the last one is to buy four perks and then earn three from the mistress and then grab a fourth from her. This Perk allows the player to retain all perks except Quick Revive after being downed and revived by Quick Revive. In a game with two or more players, the player will retain all of their perks except for their last obtained perk. It is currently unconfirmed how to lose this perk. There are reports that being revived with a PaP ballistic knife will make you lose the perk.
Get 10 kills at long distance with the sniper rifle. Once the perk is obtained each sniper kill will give you 350 points + per zombie kill, 400 points for a headshot, when you have double points headshots are 500 points. The perk can be lost by missing three sniper shots in a row. It has also been reported that you can lose this perk from getting close range sniper kills or kills with other weapons.
Shoot and miss with your pistols until your accuracy is extremely low. Once the perk is obtained each pistol shot will give you double points. This perk can be lost by increasing your pistol accuracy.
There are multiple theories on how to obtain this perk. One is that any new player(players with one or two bones) will receive the Ray Gun when buying the Olympia, the other being that any player with no tally marks can also receive the Ray Gun when buying the Olympia. You may need to buy the Olympia and then purchase ammo for it a few times before it appears. This perk seems to go away when a player hits round ten but then reappears the following round.

This will be updated as things are confirmed

Trump Says He Would Give Green Cards to All Foreign College Students at Graduation

Mr. Trump’s promise to Silicon Valley investors was a sharp departure from immigration curbs he enacted during his presidency. His campaign walked it back soon after.

Donald J. Trump said he would push for a program that would automatically give green cards to all foreign college students in America after they graduate, a reversal from restrictions he enacted as president on immigration by high-skilled workers and students to the United States.

But hours after Mr. Trump’s remarks aired, his campaign’s press secretary, Karoline Leavitt, walked back the former president’s comments, saying in a statement that there would be an “aggressive vetting process” that would “exclude all communists, radical Islamists, Hamas supporters, America haters and public charges ” and that the policy would apply only to the “most skilled graduates who can make significant contributions to America.”

Appearing with the host David Sacks, a Silicon Valley investor who backs the former president’s 2024 campaign , on a podcast that aired Thursday afternoon, Mr. Trump had repeated his frequent criticism of high levels of immigration as an “invasion of our country.” But he was then pressed by Jason Calacanis, another investor who hosts the podcast, to “promise us you will give us more ability to import the best and brightest around the world to America.”

“I do promise, but I happen to agree,” Mr. Trump said, adding “what I will do is — you graduate from a college, I think you should get automatically, as part of your diploma, a green card to be able to stay in this country, and that includes junior colleges.”

It would have been a sweeping change that would have opened a vast path to American citizenship for foreigners. The State Department estimated that the United States hosted roughly one million international students in the academic year that ended in 2022 — a majority of whom came from China and India. The United States granted lawful permanent residence to roughly one million people during the year that ended in September 2022, so such a policy change would significantly increase the number of green cards issued.

Mr. Trump suggested on the podcast that he had wanted to enact such a policy while in office but “then we had to solve the Covid problem.” The Trump administration invoked the pandemic to enact many of the immigration restrictions that officials had wanted to put in place earlier in Mr. Trump’s term .
