The concept of social security arose from diverse difficulties humanity faced and the quest for protection against vast “human” adversaries in life and in work within the walls of the 21st century. After the industrial revolution in Europe, a new class of “workers” emerged. Disconnected from their families and villages they were completely dependent on their wages. As human’s advanced, comprehensive social security systems were developed covering all events, from birth till death and pre-natal and maternity benets, paid leave, medical care, pensions, unemployment benets, family allowances and old age pensions, etc.

Ancient Indian Literature " Manusmrithi " mentioned about codes for the protection and safety of the people. The concept of Social Security was associated with the Hindu Joint Families which was the " Original Cell of Security " and " First Line of Defense " against any misfortune. Then in Vedic period " Guilds " a group of merchants or artisans worked during calamities for the security of life and property. Organized Social Security Measures in statutory form are of recent originas a key factor in Industrial system to protect employees and their dependents against contingencies like disability, sickness, employment injury and unemployment. The Industrial Programmes based on the ideals of human dignity and social justice will relieve the anxiety of the poor labours through financial benefit and medical care. Social Security as a National Programme aims to reduce Social sufferings due to Poverty, Unemployment and Intensity of Diseases. The Schemes for Provident Fund, Medical Insurance, Maternity Benefit, Compensation and Gratuity are useful in India. The efficiency, extent of coverage, finding suitable policy and approaches to strengthen the delivery system according to priorities through planned justice for inclusive growth is the need of the day.This paper describes about the implications of various social security benefits provided to the labours in India.

Proliferation of social security has been one of the integral features of the modern industrialised world. In India too, social security has not only been enshrined as a constitutional mandate, but has also been embodied in a wide variety of legislation. Yet, multiplicity of legislation has created errors of harmonisation and engendered a regime riddled with variance in legal standards and rights of workers. Along with these inconsistencies and gaps, the centrality of the status of employment in extant regimes has excluded a large number of workers who fall through the crack. Such exclusion has been exacerbated by the occupation-centricity of these schemes that is ill-suited to the ongoing transformation in the labour economy and demographic changes. In view of these shortcomings, a shift to universal citizenship-based social security schemes is advocated. Delinking social security from occupation and predicating it on citizenship would extend these schemes to informal atypical workers and persons out of work and thereby make the constitutional right of social security a substantive entitlement for our citizenry.

Welfare of labor is an important aspect today which we cannot ignore if we want progress of our industry. It is essential to make safety and other welfare arrangements for labor. Freedom from want and security against economic fear is the minimum that has to be secured to its people in the country. The role of International Labor Organization (ILO) in certain standards of social insurance has been significant. Social security is the security that the State furnishes against the risks which an individual of small means cannot, today, stand up to by himself even in private combination with his fellows. The quest for social security and freedom from want and distress has been the consistent urge of man through the ages. The Government and the factory owners must fully understand the labor psychology and a change in their outlook and attitude is desired to secure the industrial peace. Nothing should be done under threat but on a clear understanding that whatever is good and is due to the labor, must be given. Industry owners should treat the workers as co-partners. Similarly, workers in the country must understand fully that if they desire to secure their due place in the industrial economy of the country they must think more in terms of responsibilities and duties and not interpret independence for impertinence and liberty for license. Sabotage and violence of all kinds and bitterness in thought, word and deed must be eschewed. Then alone a socialist Democracy is possible in this country and industrial relations of a higher order can be maintained for the benefit of the country and the community.

Social security is the hallmark of a mature welfare state. Strong welfare states, like the social democracies of Europe, spend over 25% of its GDP (for the year 2005) on social security of which one-third is on healthcare. The global average is 8.39% of GDP (2.67% on healthcare) and ranges from 4.05% (0.95% healthcare) in India to 12-13% in South Africa, Brazil and Russia (3-4% healthcare) and 29.40% (6.8% healthcare) in Sweden. 1 What do we understand by social security?
