14 testing centers nationwide in 2022 Bar exams set Nov. 9, 13, 16, 20 – SC
There are 14 local testing centers (LTCs) nationwide in the 2022 online and regionalized Bar examinations which will be administered by the Supreme Court (SC) on Nov. 9, 13, 16 and 20.
In a Bar Bulletin issued for the SC by Associate Justice Alfredo Benjamin S. Caguioa, chairperson of the 2022 bar examinations committee, the LTCs are:

The SC did not release the number of law graduates who applied and have been admitted to take the 2022 online Bar examinations.
Its Bar Bulletin reminded the examinees “to monitor their Bar PLUS dashboard to view their final LTCs.” It said that “all venue assignments are final and requests for changes of venue at this point will no longer be entertained.”
At the same time, the SC reminded that Oct. 21, 2022 is the deadline for registering and installing Examplify on the laptop the examinees will use, and taking of the Sample Examinations 1 and 2.
“By said date, examinees are advised that they must have already installed Examplify on their laptops and must have uploaded answer files for both Sample Examinations 1 and 2. Those who fail to comply risk the deactivation of their Examplify accounts,” the SC said.
It said: “Examinees are strongly encouraged to download and install Examplify, and take both Sample Examinations on the same laptop that they will be using for the 2022 Bar Examinations. These measures are necessary to ensure that the laptops examinees will use to take the Bar Examinations meet the minimum system requirements for Examplify to properly operate. By complying with these requirements, examinees can expect Examplify to run seamlessly, or without major technical issues or concerns.”

Notices of Admission (NOA) with the examinee’s final LTC, as well as the Honor Code and Covid-19 Liability Waiver, will be sent to their Bar PLUS registered e-mail addresses from Oct. 24 to 25, 2022, the SC said.
It added that examinees who did not receive their NOA and the Honor Code and Covid-19 Liability Waiver are advised to report to the Office of the Bar Confidant hotline numbers (02) 8552-9690 or (02) 8552- 9642, or through the Online Help Desk form via https://bit.ly/2022BarExamHelpDesk.

Preparing to Take the February 2022 Bar Exam

1. Know the deadlines
Mark your calendars for February 22 – 23, 2022! Importantly, there are additional deadlines leading up to the big week that you need to flag earlier rather than later. When it comes to deadlines in general, it is best to rely on information directly from the National Conference of Bar Examiners (NCBE) website and the Board of Law Examiners for your specific jurisdiction. You can find specifics about the Uniform Bar Exam here .
Most jurisdictions require you to create an account to register for the exam. Note that the email address on file will be the main method of communication your state uses to reach you. You want to be sure to prioritize these communications. You may not receive as much correspondence upfront, but in the months leading up to the exam there can be separate deadlines such as a new software download and mock exams to complete by a certain date. If you miss such a deadline, this could jeopardize your February exam registration.
2. Jurisdiction-specific deadlines for accommodations
If you have a qualifying disability under the Disabilities Act Amendments Act of 2008 (ADAAA), you can check the guidelines from your jurisdiction on its accommodation’s application process and deadlines. For example, New York State’s Test Accommodations Application must be received almost 2.5 months before the exam. However, you should really submit earlier than that as jurisdictions strongly recommend filing early. In addition, you must also factor in the extra time you need to prepare and meet stringent documentation requirements. As you prepare documentation, check available guidance from your state to ensure it complies, so that you don’t waste any time. Keep in mind that documentation requirements can vary according to the qualifying disability. For example, in New York, applications based on ADHD, learning disabilities, or other cognitive disorders, must contain the following: LSAT score report, SAT/ACT score report, Law School and Undergraduate transcript(s), and historical documentation of first diagnosis, or an explanation for why this information is missing. If you are applying again and there has been a change in your diagnosis, you should check your jurisdiction’s guidelines to ensure you’re in full compliance.
3. Stay current
You want to be sure to stay current on your jurisdiction’s plans, which can change at any time. For this reason, it is important to practice being flexible and adaptable to what test day will look like. Trust me, I know how hard that can be as a pandemic graduate and bar taker myself!
As you may recall, after the July 2021 exam, several articles suggested it may be the final remote bar exam . However, jurisdictions may decide differently as the pandemic remains an evolving health concern. Importantly, while the NCBE anticipates an in-person exam in February 2022, they also made clear that both NCBE and jurisdictions must continue to monitor the public health landscape and make changes accordingly. According to their press statement , “NCBE recognizes that any jurisdiction’s public health authority may establish that candidates cannot test in person. Should that occur, we are committed to working with that jurisdiction on a solution that will enable its candidates to take the bar exam.”
Staying current on changes in your jurisdiction is also critically important for those making travel plans, including hotel arrangements. If your jurisdiction announces an in-person exam, and you decide to travel and/or lodge in the testing area—be sure that the hotel provides a free cancellation policy. For example, when my friends and I registered to take the bar exam in 2020, the date was postponed and changed from in-person to remote due to the pandemic. Fortunately, some friends who secured hotels with free cancellation policies were refunded money.
4. Get a headstart
It is always a great idea to come up with a game plan for bar exam success. I would start with familiarizing with highly tested subjects, and determining which are your biggest weaknesses. Then, I would prioritize your most challenging subjects. As a bonus if you are a retaker, you have access to review your last exam. This offers you a great opportunity to really examine and understand where you fell short and can improve. Also, be sure to use this time to check out resources available to you to start off on the right foot. Most of all, remember that you have what it takes to conquer this exam!

The Next Generation of the Bar Exam: Quarterly Update

Coming into Focus
NCBE’s vision for the next generation of the bar exam is coming into clearer focus as we complete work to define the scope of the content to be assessed, plan for initial pilot testing of prototypes, and decide on the method of computer delivery.
Content Scope Outlines
The Content Scope Outlines for the new exam were published and opened for public comment from March 25 to April 18, 2022. More than 700 stakeholders—including bar examiners and admission staff; judges and justices; law school deans, faculty, and administrators; law students; and practicing attorneys—reviewed the outlines, and individuals submitted 394 comments. We greatly appreciate the time spent by so many of you to review and provide feedback on the outlines.
For now, the draft Content Scope Outlines remain on our website. Once we complete our internal review of the comments, the outlines will be revised if necessary and stakeholders notified when the final version is published. The outlines will be used to develop the Test Content Specifications, which will be published in late 2024 after pilot and field testing data has been analyzed. Additional information helpful to candidates preparing for the exam will be incorporated into the Test Content Specifications, such as the sources of law for the topics tested, the weighting or emphasis of the subjects/topics and skills, annotations about material covered within subjects/topics, and sample test questions illustrating how the knowledge and skills may be tested.
Item Prototyping and Pilot Testing
A few item set prototypes are ready for pilot testing! We plan to do some limited pilot testing of item sets this summer before expanding these efforts in the fall. During pilot testing, some students will be provided with relevant legal resources (e.g., redacted rules), and some will be instructed to answer without access to resources so that performance variances in and between the two groups can be analyzed.
Integrated item sets will require candidates to perform one or more legal skills in the context of a realistic scenario raising one or more substantive or procedural legal issues. An item set is a collection of test questions based on a single scenario or stimulus such that the questions pertaining to that scenario are developed and presented as a unit. Item sets can be assembled so that all items within a set are either of the same format (e.g., selected response) or of different formats (e.g., selected response and short, medium, or long constructed response).
We are not yet able to show the full prototypes, as we are keeping them secure to use in the upcoming pilot testing. We can, however, provide a description of one item set to give stakeholders an idea of what some questions on the new exam might look like. This item set scenario raises issues of Criminal Law and Evidence and includes a police report, a statute governing assault and battery, and an excerpt from a case interpreting the statute. Later in the scenario, a transcript of a law clerk’s interview of a potential witness is provided. The prompts or questions related to the scenario include a mix of selected response and short answer items, such as
- What fact in the police report will be most helpful in proving the element of “knowingly”? [selected response item]
- List three avenues you would pursue to gather other evidence relevant to issue of “great bodily harm.” [short answer item]
- Will the police officer be permitted to testify in his own words about the victim’s description of the incident? [selected response item]
- Review the transcript of the witness interview and identify two professional errors the law clerk made. [short answer item]
Integrated item sets can be scored on multiple dimensions, both for demonstrating knowledge of the relevant legal doctrine and for proficiency in the applicable legal skills. Therefore, during pilot testing we will also analyze how best to grade constructed response items in integrated item sets to ensure overall reliability of the results.
Computer Delivery
Although computer testing centers would provide greater uniformity of computer equipment and the testing environment, we have heard jurisdictions’ concerns about the amount of change it would involve. Therefore, we are actively exploring the option of delivering on laptops at jurisdiction-managed sites. Laptop delivery would allow NCBE’s focus to be on the content, design, and scoring of the new exam rather than on the administrative changes that NCBE and the jurisdictions would have to make if the exam were to be delivered at testing centers. Of course, laptop delivery is not without its own challenges, and our exploration will consider how this option might be successfully implemented in collaboration with the jurisdictions.
Recent and Upcoming Events
NCBE presented to the Massachusetts Bar Admission Committee in February 2022 and at the National Association for Law Placement Annual Education Conference in April. We held a webinar for jurisdictions in early April, and NCBE’s Annual Bar Admissions Conference in late April included a plenary session and two breakout sessions on the next generation of the bar exam. NCBE has been invited to present at the Association of Academic Support Educators Conference in May 2022 and to make presentations to members of the boards of law examiners and state supreme courts in three jurisdictions this summer. The Next Generation of the Bar Exam
In January 2021, the NCBE Board of Trustees approved the recommendations of NCBE’s Testing Task Force for the redesign of the bar examination to ensure that it continues to test the knowledge, skills, and abilities required for competent entry-level legal practice in a changing profession.
The board appointed an Implementation Steering Committee (ISC), which is charged with general oversight of the implementation of the findings and recommendations from the Testing Task Force study. Four staff workgroups—Test Development and Psychometrics; Test Delivery and Operations; Diversity, Fairness, and Inclusion; and Strategy, Coordination, and Outreach—are working with the ISC to develop the next generation of the bar examination and ensure a smooth transition for candidates, jurisdictions, and law schools.

Bar examinations in November 2022 to be held in 14 locations
The November 2022 Bar examinations will be held at 14 local testing centers (LTCs) nationwide, the Supreme Court announced Monday.
In a statement, the High Court said five LTCs will be at the National Capital Region (NCR), and three LTCs each for Luzon, Visayas, and Mindanao.
The LTCs will be located at Northern Manila, Southern Manila, Pasay City, Quezon City, and Taguig City for NCR; Baguio City, Lipa City, and Naga City for Luzon; Northern and Southern Cebu and Naga City for Visayas; and Cagayan de Oro City, Davao City, and Zamboanga City for Mindanao.
According to the Court, the bar candidates will be divided into three batches for purposes of venue selection.
It said that each batch will receive two notifications in their Bar Personal Login Unified System-registered email address. The first will notify them that their applications have been approved and the second will inform them that the venue selection module is now available.
“We urge all the bar candidates to closely monitor their Bar PLUS-registered email addresses for the aforementioned notifications,” it said.
The Court said that the three batches will receive the notification that their applications have been approved on September 13, September 15, and September 17, respectively.
Meanwhile, the batches may select their preferred venues on September 14 to September 15 for the first batch; September 16 to 17 for the second batch; and September 18 to 19 for the third batch.
The SC said the venue selection process must be completed within 15 minutes.
“Once a bar candidate submits his or her venue choice, the submission shall be final and irrevocable,” it said.
It also warned that failure to select a venue will constitute a waiver on the part of the candidate, who will be assigned to a venue based on the remaining slots.
According to the Court, the selection and assignment of a candidate’s exam venue site are processed on a first come, first served basis.
The Court said requests for a change of venue will be based on meritorious reasons and availability of slots in the chosen venue.

August 2022 ME CPM Board Exam Room Assignments
MANILA, Philippines – The Professional Regulation Commission (PRC) releases the list of room assignments for the August 2022 Mechanical Engineering and Certified Plant Mechanic (ME-CPM) few days before the exams.
The August 2022 Mechanical Engineering board exams will be conducted on August 13-14, 2022 at PRC testing centers located at NCR, Baguio, Cagayan de Oro, Cebu, Davao, Legaspi, Lucena, Rosales, Tacloban and Zamboanga. The Board of Mechanical Engineering is headed by its Chairman, Engr. Leandro A. Conti and its members, Engr. Jerico T. Borja and Engr. Lorenzo P. Larion.
Examinees are advised to verify the room assignments to the links below or through the notices and announcements to be posted at the PRC official website. Here is the room assignments for the August 2022 Mechanical Engineering and Certified Plant Mechanic licensure exams.

Examinees shall report before 5:30 in the morning on the said date because late comers will not be admitted as examination fees for late examinees will also be forfeited.

What to wear on examination day?
Here are the specified dress codes from PRC:
- For male examinees, tucked-in white polo shirt with collar (without any seal, logo, or mark); decent pants or slacks
- For female examinees, tucked-in white blouse or shirt with collar (without any seal, logo, or mark); decent pants or slacks
- Examinees shall be well-groomed, with hair properly clipped and/or pony tailed.
What to bring on the day of exams?
Here are the things to bring during the examination proper:
- Notice of Admission
- Official Receipt
- One (1) piece of metered-stamped window mailing envelope
- Two (2) or more pencils (NO. 2)
- Ball pens (black ink only)
- One (1) piece long brown envelope
- One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
- Health Forms (Pursuant to Joint Administrative Order No. 01, series of 2020)
- Negative RT-PCR Test Results (if applicable), or Certificate of Quarantine or copy of the Complete Vaccination Card for fully vaccinated examinees to be submitted to the proctor on the examination day.
What are not allowed during board exams?
- Books, notes, review materials, and other printed materials containing coded information or formulas
- Calculators that can automatically carry out a sequence of operations under control of a stored program, much like a computer and/or with audio-visual features, and/or capable of external communication or internet connectivity fall under programmable calculators (Pursuant to Board Resolution No. 04 s. 2020), specifically CASIO FX991ES and CASIO FX-991ES plus
- Apple, Samsung and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth and other electronic devices which may be used for communication purposes;
- Bags of any kind
Board exams during the COVID-19 pandemic
The following precautionary health and safety guidelines shall be observed at all times during the conduct of the PRC licensure exams:
- Wearing of face mask and face shield. Examinees are also required to bring alcohol-based sanitizers.
- Examination personnel shall be provided with face mask, face shield and latex gloves.
- Observe physical distancing by maintaining 1-meter distance from one another.
- Body temperature will be checked using thermal scanner prior to entry at examination premises. Those with fever, colds or cough are not allowed to take the exams. Their payment will not be forfeited and can be used in the next licensure exam.
- Examinees are advised to bring their food as they will not be allowed to exit the examination room during break time and lunch time.
- Examinees shall sanitize before entering the examination room, after using the rest room and before distribution of test questionnaires.
PRC added that they will not be responsible of any lost personal belongings.

Particular attention should be paid to the regulations on currency, antiques and art, and caviar (travelers may export no more than 250g per person). While customs officials at airports are almost certain to be honest and fair, there is a small chance that travelers crossing land borders may encounter less reasonable treatment. If you feel that a customs official is unfairly demanding a fine - by claiming your laptop is intended for commercial activity or your flea-market bust of Lenin is an object of cultural importance, say - you should politely ask for someone who speaks English, insist on obtaining a receipt for any fine you have to pay, and generally drag out the process for as long as possible without handing over any money. Nine times of ten, this will be the end of the matter.
