स्वच्छ भारत अभियान की शुरुआत

भारत में सबसे पहले स्वच्छ भारत अभियान की शुरुआत देश के प्रधानमंत्री श्री नरेंद्र मोदी जी ने 2 अक्टूबर 2014 को की थी। जिसके बाद से ही लोगों में इस दिन से स्वच्छ भारत के लिए जागरूकता पैदा हुई। ऐसे में स्वच्छ भारत की शुरुआत प्रत्येक भारतीय नागरिक के लिए की गई है, ताकि वे भी स्वच्छता के महत्व को समझें और नियमित रूप से भारत को स्वच्छ रखने के लिए अपना योगदान दें।

स्वच्छ भारत का ग्रामीण क्षेत्रों पर विशेष प्रभाव

आज भी ऐसा देखा जाता है कि स्वच्छता के प्रति ग्रामीण क्षेत्रों के लोगों में जागरूकता की थोड़ी कमी है। इसका मुख्य कारण उनका अर्धशिक्षित होना भी है। फिर भी काफी हद तक ग्रामीण लोगों में भी अब शिक्षा की भावना आ चुकी है। जिस वजह से उनकी सोचने समझने की शक्ति कहीं ज्यादा विकसित हो चुकी है।

ऐसे में देखा जाता है कि जब स्वच्छ भारत अभियान जैसे किसी योजना का विकास हो रहा हो, तब ग्रामीण क्षेत्रों को भूलना सही नहीं होता। आज के समय ग्रामीण क्षेत्रों में भी अधिकारियों द्वारा विशेष रूप से जागरूकता लाने का कार्य किया जा रहा है।

ऐसे में समय समय पर ग्रामीण क्षेत्र के लोगों की समस्या को समझते हुए उसे दूर करने का प्रयास करना जरुरी है। साथ ही उन्हें सफाई के बारे में भी उचित जानकारी देना जरुरी है, ताकि वे भी अपने स्वास्थ्य के प्रति सजग रह सके और अपना महत्वपूर्ण योगदान स्वच्छ भारत के लिए दे सके।

आज भारत के बहुत से ग्रामीण क्षेत्र पहले से ज्यादा विकास कर रहे है। यही नहीं बहुत से ग्रामीण क्षेत्र स्वच्छ भारत के प्रभाव से प्रभावित होकर स्वच्छता की और अग्रसर हो चुके है। यदि ऐसे ही चलते रहा, तो सम्पूर्ण भारत जल्द ही पूर्ण रूप स्वच्छ हो जायेगा।

भारत को स्वच्छ रखने की आवश्यक्ता 

पिछले कुछ समय से ऐसा देखा जा रहा है कि लगातार भारत को स्वच्छ रखने की कवायद शुरू हो चुकी है। जिसके मद्देनजर हर भारतीय का यह कर्तव्य बनता है कि वह अपने देश को सुरक्षित और स्वच्छ रखने के लिए पुरजोर कोशिश करें।

निरंतर रूप से देखने को मिल रहा है कि हमारा देश भारत प्रदूषित हो रहा है और जिसकी मुख्य जड़ हम मनुष्य ही हैं। हम सभी ने ही अपनी इस धरती को पूर्ण रूप से प्रदूषित कर दिया है, जिसके लिए हमें भारत को स्वच्छ रखने की आवश्यक्ता है।

स्वच्छता के ना होने की वजह से पशु पक्षियों को भी हानि हो रही है, जो एक बड़ी समस्या है। आपने गौर किया ही होगा कि जगह जगह पर प्लास्टिक के बैग फेंके हुए होते हैं, जो पशु पक्षियों और मनुष्यों के लिए बहुत घातक होते हैं। ऐसे में स्वच्छ भारत की आवश्यक्ता और भी ज्यादा बढ़ जाती है। यदि हम स्वच्छ भारत की कल्पना सही तरीके से करें, तो सभी प्राणियों को सुरक्षित रख सकते है।

स्वच्छ भारत के लिए कुछ उपाय

अगर आप अपने भारत देश को स्वच्छ रखना चाहते हैं, तो इसके लिए कुछ महत्वपूर्ण उपाय किए जा सकते हैं। इसके अंतर्गत सबसे पहले आपको अपने घर और आसपास के जगह को साफ सुथरा बनाना होगा, ताकि किसी भी प्रकार के रोगों से दूर रहा जा सके।

इसके अलावा यह भी देखा जाता है कि ग्रामीण क्षेत्रों में आज भी घरों में शौचालय की उचित व्यवस्था नहीं है। ऐसे में इस अभियान के माध्यम से घर-घर शौचालय का निर्माण किया जाना चाहिए, ताकि ग्रामीण क्षेत्रों में भी स्वच्छता बनी रहे।

भारत को स्वच्छ बनाने के लिए प्लास्टिक से बनी हुई चीजो का इस्तेमाल कम से कम करना चाहिए, ताकि प्रदुषण कम हो सके और पर्यावरण को भी सुरक्षित रखा जा सके।

इसके अलावा अगर आप भारत को स्वच्छ रखना चाहते हैं, तो वृक्षारोपण करना एक बेहतरीन उपाय हो सकता है। जो कहीं ना कहीं हमारे वातावरण के साथ-साथ हमारे संपूर्ण देश को भी स्वच्छ बनाने में भूमिका रखता है। क्युकी प्रदुषण और स्वच्छता सिर्फ गन्दगी और कचरे से ही जुडी नहीं होती, बल्कि इसमें वातावरण में फैले प्रदुषण का भी समावेश है। 

स्वच्छ भारत के लिए किया जाएगा छात्रों को जागरूक

छात्र हमारे देश का भविष्य है। ऐसे में अगर नियमित रूप से उन्हें स्वच्छता के प्रति जागरूक किया जाए, तो निश्चित रूप से ही हमे सफलता प्राप्त होगी। आने वाले समय में युवा वर्ग के लिए विशेष बातों का ध्यान रखना आवश्यक है, ताकि स्वच्छ भारत अभियान को ध्यान में रखते हुए दिशा निर्देशो को बनाया जा सके।

कई बार तो ऐसा भी होता है कि युवाओं के मन में देश के प्रति किसी भी प्रकार की भावना नहीं होती है, ऐसे में वे निश्चित रूप से ही स्वच्छ भारत अभियान को समझ नहीं पाते है। अगर आप भारत में रहने वाले नागरिक हैं, तो आपकी जिम्मेदारी बनती है कि आप भारत को स्वच्छ रखने की जिम्मेदारी लेकर आगे बढ़े।

Clean India Mission : स्वच्छ भारत अभियान एक प्रकार का स्वच्छता अभियान है। जिसके जरिए देश के हर एक इलाके को स्वच्छ बनाने के लिए प्रधानमंत्री नरेंद्र मोदी ने इस अभियान की शुरुआत की है। सन 2014 में जब प्रधानमंत्री नरेंद्र मोदी पहली बार भारत के प्रधानमंत्री बने, तब प्रधानमंत्री नरेंद्र मोदी जी ने 2 अक्टूबर 2014 को इस मिशन को पूरे देश भर में लागू किया था। इस स्वच्छ भारत अभियान का मुख्य उद्देश्य देश के हर एक कस्बे को स्वच्छ और साफ सुथरा बनाना है। आज हम इस आर्टिकल में स्वच्छ भारत अभियान के बारे में जिक्र करेंगे।

स्वच्छ भारत अभियान की शुरुआत

स्वच्छ भारत अभियान जिसकी शुरुआत नई दिल्ली के राजघाट में प्रधानमंत्री नरेंद्र मोदी द्वारा 2 अक्टूबर 2014 को की गई। प्रधानमंत्री नरेंद्र मोदी द्वारा इस मिशन की शुरुआत 2 अक्टूबर गांधी जयंती के दिन इसीलिए की गई थी। क्योंकि गांधीजी भी भारत को स्वच्छ करने के लिए काफी जागरूक थे और उन्होंने कई मिशन भी चलाए थे। जिनसे देश को स्वच्छ बनाया जा सके। महात्मा गांधी का जन्म 2 अक्टूबर 1869 को हुआ था। उनकी 145 वी जयंती पर प्रधानमंत्री नरेंद्र मोदी द्वारा स्वच्छ भारत मिशन की शुरुआत की गई।

स्वच्छ भारत अभियान की शुरुआत भारत सरकार द्वारा भारत को पूरी तरह से साफ सुथरा बनाने के लिए 2 अक्टूबर 2014 को गांधीजी की 145 वी जयंती पर आधिकारिक रूप से लांच किया गया। प्रधानमंत्री नरेंद्र मोदी द्वारा इसे राजघाट नई दिल्ली में लांच किया गया। क्योंकि महात्मा गांधी जी ने भारत को स्वच्छ बनाने का लक्ष्य लिया था।

उनकी यह देश भक्ति और देश को स्वच्छ बनाने का जुनून को पूरा करने के लिए प्रधानमंत्री नरेंद्र मोदी ने यह कदम उठाया। इसे स्वच्छ देश बनाने के लिए प्रत्येक नागरिक को खुद को जिम्मेदार ठहरा कर इस अभियान को लांच किया गया।

स्वच्छ भारत अभियान का लक्ष्य

इस अभियान की शुरुआत करने के पश्चात एक निश्चित लक्ष्य प्रधानमंत्री नरेंद्र मोदी द्वारा रखा गया, कि गांधी जी की 150वीं जयंती तक पूरा भारत स्वच्छ बनाया जाएगा। इन 5 वर्षों के लक्ष्य को सफलतापूर्वक पूरा कर लिया गया है। गांधी जी की 150 वी जयंती पर स्वच्छ भारत अभियान सफल रहने का जश्न मनाया गया। इन 5 सालों में लाखों की संख्या में शौचालय का निर्माण सरकार द्वारा करवाया गया।

सफाई कर्मियों को अत्यधिक मात्रा में लगाकर देश के कोने कोने को साफ करवाने मैं सरकार ने अहम कदम उठाए। इतना ही नहीं स्वच्छ भारत अभियान में देश की जनता ने भी कदम से कदम मिलाकर भारत को स्वच्छ बनाने में अपना महत्वपूर्ण योगदान दिया।

इस अभियान के जरिए स्कूलों में शिक्षक व छात्र भी स्वच्छ भारत अभियान को लेकर बहुत ज्यादा सक्रिय हुए। शिक्षकों और विद्यार्थि आनंद के साथ इस अभियान में शामिल होकर अपने आसपास के इलाकों को स्वच्छ रखने और स्वच्छता के नारे लगाने में अपनी महत्वपूर्ण भूमिका निभाई। इसके अलावा देश भर में अलग-अलग जगहों पर रैलिया निकालकर लोगों को स्वच्छता के प्रति जागरूक किया।

ताकि हर व्यक्ति अपने आसपास के इलाकों की स्वच्छता रख सके और ऐसे देश को स्वच्छ करना आसान हो जाएगा। उसके पश्चात इस अभियान के अंतर्गत मार्च 2017 में उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने अपने राज्य मैं पान, गुटखा और तंबाकू पर प्रतिबंध लगाकर इस अभियान में महत्वपूर्ण योगदान दिया। साल 2019 में राजस्थान कि गहलोत सरकार ने भी तंबाकू पर प्रतिबंध लगा दिया।

क्या है स्वच्छ भारत अभियान (Clean India Mission)

यह अभियान भारत का सबसे बड़ा स्वच्छता अभियान है। इस अभियान की शुरुआत होने के पश्चात यह अभियान धीरे-धीरे लोकप्रिय होता गया और सरकार ने भी इस अभियान को लोकप्रिय करने के लिए कई अलग-अलग कदम उठाएं।

इस अभियान के प्रति देश की जनता को जागरूक करना सरकार का मुख्य उद्देश्य था और इसीलिए सरकार ने हर इलाकों में स्वच्छता और स्वच्छ भारत अभियान के नारे व रैलियां शुरू कर दी। इस अभियान की शुरुआत में करीब तीन मिलीयन सरकारी कर्मचारी और स्कूल कॉलेज के छात्रों ने इस अभियान में भाग लिया। इन सभी कर्मचारियों ने देश की जनता को इस अभियान के प्रति जागरूक करवाया।

स्वच्छ भारत अभियान में प्रत्येक व्यक्ति जो इस अभियान का हिस्सा है। वह आगे 9 लोगों को इस आयोजन में भाग लेने के लिए आमंत्रित करेगा और उनको भी आगे 9 लोगों के लिए कहेगा। ताकि यह नेटवर्क बहुत ही कम समय में अत्यधिक फैल सके।

स्वच्छ भारत अभियान का उद्देश्य (Clean India Mission)

स्वच्छ भारत अभियान की शुरुआत भारत के प्रधानमंत्री नरेंद्र मोदी द्वारा की गई। इस अभियान की शुरुआत 2014 से हुई और इस अभियान का मुख्य उद्देश्य देश को स्वच्छ और सुंदर बनाना है। जब से भारत में स्वच्छ भारत अभियान की शुरुआत हुई है। तब से भारत की स्वच्छता में काफी बदलाव देखने को भी मिला है।

स्वच्छ भारत अभियान की शुरुआत करने से पहले भारत के प्रधानमंत्री नरेंद्र मोदी ने देश की स्वच्छता को मध्य नजर रखते हुए इस अभियान को शुरू किया है। ताकि इस अभियान के माध्यम से देश स्वच्छ बन सके और देश में उपलब्ध सारी गंदगी दूर हो सके।

इसीलिए स्वच्छ भारत अभियान किस्मत का मुख्य उद्देश्य देश को स्वच्छ और स्वस्थ बनाना है। साथ ही देश की सभी गंदगी को दूर करना है।

– स्वच्छ भारत मिशन के शुरू होने के बाद इस मिशन के कई लाभ सामने आए हैं और इस मिशन से सबसे ज्यादा लाभ देश की जनता को हुआ है।

– स्वच्छ भारत मिशन से देश में स्वच्छता की दर बड़ी है।

– इस मिशन की शुरुआत के बाद देश में बीमारियां भी बहुत कम हुई है।

– स्वच्छ भारत मिशन के तहत भारत सरकार ने घर-घर शौचालय का मुद्दा भी जारी किया था और इसी कारण सभी गरीब परिवारों को मुफ्त में शौचालय मिला।

– स्वच्छ भारत मिशन के तहत देश के सभी गंदे नालों को भी साफ किया गया।

– इस अभियान का नाम देश के सभी नागरिकों को हुआ है स्वच्छता से कई प्रकार की बीमारियां दूर हुई है।

– स्वच्छ भारत अभियान के लिए हजारों कर्मचारियों को लगाया गया था कि भारत में स्वच्छता बनी रहे अतः इन हजारों कर्मचारियों को इस अभियान के तहत रोजगार मिला है।

स्वच्छ भारत मिशन का ग्रामीण लोगों को फायदा (Clean India Mission)

वैसे तो स्वच्छ भारत मिशन पूरे देश में चलाया गया। लेकिन इस मिशन का सबसे ज्यादा फायदा ग्रामीण लोगों को हुआ है।

स्वच्छ भारत मिशन के अंतर्गत शामिल लोगों को सबसे बड़ा फायदा शौचालय का हुआ है। क्योकि भारत सरकार ने जब से स्वच्छ भारत मिशन की शुरुआत की है। तबसे हर घर शौचालय काफी मिशन शुरू किया है और देश के हर घर में शौचालय बनाने का संकल्प भी लिया है।

तो इसलिए इस मिशन के तहत ग्रामीण लोगों को मुफ्त में शौचालय मिल गया और घर-घर शौचालय होने से देश की स्वच्छता में और भी बढ़ोतरी हुई है।

ग्रामीण लोगों को शौचालय निर्माण के पश्चात बहुत अधिक फायदा हुआ है अन्यथा उन्हें शौच के लिए खुले में जाना पड़ता था और खुले में फैल रही गंदगी ग्रामीण लोगों के लिए कई रोग उत्पन्न कर देती थी।

इस अभियान की शुरुआत प्रधानमंत्री नरेंद्र मोदी द्वारा की गई है। यह ध्यान देश के हर कोने में चलाया गया है। इस अभियान का मुख्य उद्देश्य देश में स्वच्छता को बढ़ावा देना है। और लोगों को स्वच्छता के प्रति जागरूक करना है। इस अभियान के अंतर्गत महात्मा गांधी की 150वीं जयंती तक भारत को स्वच्छ बनाने और घर-घर शौचालय बनाने का निर्णय लिया गया यह लक्ष्य समय रहते पूरा कर दिया गया। हम सभी को इस अभियान में अपना महत्वपूर्ण योगदान देना चाहिए। ताकि देश को स्वच्छ बनाने में हम भी अपनी सहायता दे सकें। देश को स्वच्छ बनाना हम सभी का कर्तव्य है।

आवासीय क्षेत्रों में सामुदायिक शौचालयों का निर्माण करने की योजना बनाई गई है जहां व्यक्तिगत घरों के शौचालयों की उपलब्धता मुश्किल है बस स्टेशनों, पर्यटन स्थल, रेलवे स्टेशन, बाजार आदि सहित निर्दिष्ट स्थानों पर सार्वजनिक शौचालय बनाये जा रहे हैं।

शहरी क्षेत्रों में स्वच्छता कार्यक्रम में लगभग 4,401 कस्बों को 2019 तक पांच वर्षों में पूरा करने की योजना बनाई गई है। कार्यक्रमों की लागत ठोस कचरा प्रबंधन पर 7,366 करोड़ रुपये, सार्वजनिक जागरूकता पर 1,828 करोड़, सामुदायिक शौचालयों पर 655 करोड़ रुपये, व्यक्तिगत घरेलू शौचालयों पर 4,165 करोड़ रुपये की राशि निर्धारित की गयी है।

कार्यक्रम जिन्हें पूरा करने के लिए लक्षित किया गया है, वह हैं खुले में शौचालय को पूरी तरह से हटाना, गंदे शौचालयों को फ्लश शौचालयों में परिवर्तित करना, मैनुअल स्केवेन्गिंग को समाप्त करना, सार्वजनिक रूप से व्यवहारिक परिवर्तन लाने, और ठोस अपशिष्ट प्रबंधन लाना आदि।

जहां कई स्वच्छता गतिविधियां आयोजित की गईं, जैसे छात्रों द्वारा स्कूल विधानसभा में विभिन्न सफाई पहलुओं पर चर्चा, स्वच्छता और स्वच्छता के विषयों पर महात्मा गाँधी की शिक्षाएं पुस्तकालयों, प्रयोगशालाओं, रसोई शेड स्टोर, खेल के मैदानों, उद्यान, शौचालयों, पेंट्री क्षेत्रों, आदि में स्वच्छता और स्वच्छता के विषयों से संबंधित , स्कूल क्षेत्र में सफाई पर योगदान पर भाषण स्वच्छता और स्वच्छता पर अन्य कई गतिविधियों सहित स्वच्छ लोगों से संबंधित निबंध लेखन, प्रतियोगिता, बहस, कला, पेंटिंग , फिल्म, शो, भूमिका, को शामिल किया गया है।

जब से हमारे देश में औद्योगिक क्रांति हुई थी, उसके बाद से हमारे पर्यावरण में कार्बन में भी बड़ी भारी मात्रा में वृद्धि हुई है। वाहनों से निकलने वाले धुंआ और औद्योगिक क्षेत्र से निकलने वाली हानिकारक गैसों की वजह से हमारा वातावरण प्रदूषित होता जा रहा है। इसके लिए सबसे ज्यादा जरूरत है कि हम अधिक से अधिक संख्या में पेड़ लगाएं और हमारे पर्यावरण को बचा सके। जो भी हानिकारक गैस निकलती है, यह हमारे सूर्य की गर्मी को भी रोक लेती है जिसकी वजह से ग्रीन हाउस का प्रभाव पड़ जाता है।

ग्रीन हाउस एक प्राकृतिक घटना है, जो जीवन के लिए बहुत जरूरी है। इस घटना से हमारी पृथ्वी एक दिन गर्मी को खो देगी और संपूर्ण पृथ्वी जम जाएगी। अगर इसी प्रकार से इन हानिकारक गैसों की मात्रा बढ़ती रही तो, विश्व का तापमान है वो बढ़ जाएगा। ध्रुवीय बर्फ की टोपियां पिघलने लगेगी, इसका परिणाम हमारे पर्यावरण के साथ तो बुरा होगा ही होगा और सभी मनुष्यों के लिए बहुत बुरा होगा ।

क्लीन इंडिया ग्रीन इंडिया का लोगों को संदेश

इस अभियान के द्वारा लोगों को हमारे पर्यावरण और प्रकृति के प्रति जागरूक करना है।आज लोग हमारे पर्यावरण के प्रति बहुत लापरवाह हो रहे हैं और बिना वजह पेड़ों की कटाई किए जा रहे हैं, सिर्फ अपने स्वार्थ के लिए। इस योजना के तहत उन सभी देश के लोगों को जोड़ना और हमारे पर्यावरण को बचाने के लिए भी लोगों को दिया एक संदेश दिया गया है। इसके अलावा जल प्रदूषण, अपर्याप्त मात्रा में पीने का पानी और स्वच्छता की कमी वनों की कटाई यह सभी इसी योजना के महत्वपूर्ण मुद्दे रहे हैं।

इस योजना में लोगों का योगदान

हमें अपने वातावरण में हो रहे ग्लोबल वार्मिंग को रोकने के लिए अधिक से अधिक संख्या में पेड़ पौधे लगाना शुरू कर देने चाहिए क्योंकि जो पेड़ है वह हवा में फैल रही ग्रीन हाउस गैसों को दूर करने में हम सभी की मदद करते हैं इसीलिए सभी लोगों से यही निवेदन है कि अधिक से अधिक संख्या में पेड़ लगाएं तथा जो हमारे वनों को नुकसान पहुंचा रहे हैं, उनके खिलाफ कुछ सख्त कदम उठाए। शहरों में भी अधिक मात्रा में वृक्ष लगाएं।

इन सबके अलावा हमें अपने आसपास साफ-सफाई का भी बहुत विशेष ध्यान रखना होगा क्योंकि जब साफ-सफाई रहेगी तो हमारे पेड़ पौधों को नुकसान नहीं पहुंचेगा । इसके साथ लोगों को भी नुकसान नहीं पहुंचेगा क्योंकि साफ सफाई के न रहने की वजह से बहुत गंदगी हमारे आस पास हो जाएगी और बहुत सी बीमारियां ,गंदगी और गंदी बदबू का सामना करना पड़ेगा। लोग अधिक संख्या में बीमार होने लगेंगे इसीलिए हमारे पर्यावरण के लिए अधिक मात्रा में वृक्ष लगाने के साथ-साथ घरज़ मोहल्ले, कस्बे आदि सभी जगह में साफ-सफाई का होना भी बहुत जरूरी है।

सरकार द्वारा उठाए गए कुछ महत्वपूर्ण कदम

हमारे देश को स्वच्छ और हरा भरा बनाने में सरकार के साथ-साथ लोगों की बहुत महत्वपूर्ण भूमिका है। हमारी सरकार ने इसके लिए वन क्षेत्रों की सुरक्षा करने के लिए बहुत कठोर नियम बनाए हैं। इसके लिए सरकार को औद्योगिक क्षेत्र से जहरीली गैस पर रोक लगाने की बहुत जरूरत है। इसके साथ फैक्ट्रियों के निकलने वाले जहरीले धुएं और हानिकारक गैस के बचाव के लिए अपशिष्ट संयंत्त्रो स्थापना होनी चाहिए।

इसके अलावा सरकार ने आर्थिक और ऊर्जा की नीतियों में भी बदलाव किए गए हैं। इससे पर्यावरण को अनुकूल बनाने के लिए जिम्मेदार बनाया जा सके और ग्रामीण क्षेत्रों में शौचालयों का निर्माण कराया है ताकि लोग खुले में शौच करने की प्रवृत्ति को छोड़ें। इससे हमारे आसपास गंदगी ना हो और वातावरण भी स्वच्छ रहे।

Swachh bharat abhiyan.

“A clean India would be the best tribute India could pay to Mahatma Gandhi on his 150 birth anniversary in 2019,” said Shri Narendra Modi as he launched the Swachh Bharat Mission at Rajpath in New Delhi. On 2nd October 2014, Swachh Bharat Mission was launched throughout length and breadth of the country as a national movement. The campaign aims to achieve the vision of a ‘Clean India’ by 2nd October 2019.

The Swachh Bharat Abhiyan is the most significant cleanliness campaign by the Government of India. Shri Narendra Modi led a cleanliness pledge at India Gate, which about thirty lakh government employees across the country joined. He also flagged off a walkathon at Rajpath and surprised people by joining in not just for a token few steps, but marching with the participants for a long way.

While leading the mass movement for cleanliness, the Prime Minister exhorted people to fulfil Mahatma Gandhi’s dream of a clean and hygienic India. Shri Narendra Modi himself initiated the cleanliness drive at Mandir Marg Police Station. Picking up the broom to clean the dirt, making Swachh Bharat Abhiyan a mass movement across the nation, the Prime Minister said people should neither litter, nor let others litter. He gave the mantra of ‘Na gandagi karenge, Na karne denge.’ Shri Narendra Modi also invited nine people to join the cleanliness drive and requested each of them to draw nine more into the initiative.

By inviting people to participate in the drive, the Swachhta Abhiyan has turned into a National Movement. A sense of responsibility has been evoked among the people through the Clean India Movement. With citizens now becoming active participants in cleanliness activities across the nation, the dream of a ‘Clean India’ once seen by Mahatma Gandhi has begun to get a shape.

The Prime Minister has helped spread the message of Swachh Bharat by urging people through his words & action. He carried out a cleanliness drive in Varanasi as well. He wielded a spade near River Ganga at Assi Ghat in Varanasi under the Clean India Mission. He was joined by a large group of local people who cooperated in the Swachhta Abhiyan. Understanding the significance of sanitation, Prime Minister, Shri Narendra Modi has simultaneously addressed the health problems that roughly half of the Indians families have to deal with due to lack of proper toilets in their homes.

People from different sections of the society have come forward and joined this mass movement of cleanliness. From government officials to jawans, bollywood actors to the sportspersons, industrialists to spiritual leaders, all have lined up for the noble work. Millions of people across the country have been day after day joining the cleanliness initiatives of the government departments, NGOs and local community centres to make India clean. Organising frequent cleanliness campaigns to spreading awareness about hygiene through plays and music is also being widely carried out across the nation.

Prime Minister himself has praised the efforts by people and various departments and organisations for taking part in the Swachh Bharat Mission and contributing toward a cleaner India. The ‘#MyCleanIndia’ was also launched simultaneously as a part of the Swachh Bharat drive to highlight the cleanliness work carried out by citizens across the nation.

Swachh Bharat Abhiyan has become a ‘Jan Andolan’ receiving tremendous support from the people. Citizens too have turned out in large numbers and pledged for a neat and cleaner India. Taking the broom to sweep the streets, cleaning up the garbage, focussing on sanitation and maintaining a hygienic environment have become a practice after the launch of the Swachh Bharat Abhiyan. People have started to take part and are helping spread the message of ‘Cleanliness is next to Godliness.’

Swachh Bharat Abhiyan

India, or better we call it as Bharat is an ancient civilization. It is considered to be a pious nation, its people are very religious. India consists of people of various faiths; Hindus, Muslims, Christians, Shikhs, Parsis, Jains etc, and they follow their faiths very devotedly. But it is a sad reality of our country that all the cleanliness and piousness is only confined to religious activities or kitchen. We Indians are not concerned about the filth all around us; anywhere one looks, large mounds of dirt will be found.

It’s not in our behavior to keep our surrounding clean and sanitized. At the most we keep our own houses clean and it is of no concern of ours to be careful about streets, lanes, parks or other public places. Even after 71 years of Independence, it is really shameful that Indians are famous for their unhygienic behavior.

Whichever government comes into the power, one of its main priority is to make India clean. And for the same objective, the government had launched a scheme with the name ‘Swachh Bharat Abhiyan’. The government had associated the ‘Swachh Bharat Abhiyan’ with the ‘Father of the Nation’, Mahatma Gandhi, as he was a great supporter of the cleanliness cause in the country and throughout his life was involved in activities related to sanitation and hygiene.

What is Swachh Bharat Abhiyan

Swachh Bharat Campaign:

The Abhiyan was launched by the Prime Minister Narendra Modi on 2nd of October, 2014 at Rajghat, New Delhi with an aim to make India clean. Aim was to provide sanitation facilities to every family, including toilets, solid and liquid waste disposal systems, village cleanliness, and safe and adequate drinking water supply by 2nd October, 2019.

It will be a befitting tribute to the Father of the Nation on his 150th birth anniversary. It is significant that the PM himself is taking very proactive role in making the campaign a success; at Rajghat he started the campaign by cleaning the street by himself.

However, it has been clearly declared that the campaign is not only the duty of the government but each and every citizen of the country is equally responsible to keep the nation clean or swachh.

History of Swachh Bharat Abhiyan

The campaign of clean India movement is the biggest step taken ever as a cleanliness drive till date. On the day of the launch of campaign around 3 million government employees including students from schools and colleges had participated in the event to make it popularize globally and make common public aware about it. This event was organized at Rashtrapati Bhawan on 2nd of October in 2014 in the presence of 1500 people. This event was flagged off by the Former President, Mr. Pranab Mukherjee.

Prime Minister, Narendra Modi, had nominated the name of nine famous personalities from business industries, sports and Bollywood to drive the clean India campaign. He also had requested from all the nine personalities to invite another nine personalities individually and requested them to continue the chain of nine people and take this campaign to every Indian living in any corner of the country.

Narendra Modi also said that this campaign should be taken as a big challenge and should pass the request to invite other nine people individually (just like branching of tree) so that this vision of cleanliness may be completed till 2019 and India can become a clean country forever in the history.

Cleanliness Drives in India and Neighboring Countries

By getting inspired from this Indian campaign, the Indo-Nepal Doctors Association has launched a campaign called ‘Swachh Bharat Nepal – Swasth Bharat Nepal Abhiyan’ on 3rd of January in 2015. It was started from the Indo-Nepal Border Region, Sunauli–Belihiya (near birth place of Lord Buddha, holy city of Lumbini, Nepal).

Other programme of the cleanliness in India such as Central Rural Sanitation Programme (CRSP) was started in 1986 all over the country which had focused to construct the individual sanitary latrines for the personal use of the people living below the poverty line. It had focused to convert the dry latrines to the low cost sanitary latrines, to construct latrines especially for rural women with other facilities of hand pump, bathing room, sanitation, washing hands, etc.

It was targeted that all the provided facilities should be properly maintained by the village Panchayats. Proper sanitation of the village such as drain systems, soakage pits, disposal of solid and liquid wastes, awareness of health education, awareness for social, personal, household and environmental sanitation etc.

Total Sanitation Campaign (TSC) of cleanliness in India was started in 1999 by the Government of India in order to restructure the Rural Sanitation Programme. Nirmal Gram Puraskar was started in the month of June in 2003 as a sanitation programme to boost the Total Sanitation Campaign. It was an incentive scheme launched by the Government of India in 2003 to award people for total sanitation coverage, maintaining clean environment as well as making villages ‘Open Defecation-Free’ villages by the Panchayats, Blocks and Districts.

Nirmal Bharat Abhiyan (NBA) was started in 2012 and then Swachh Bharat Abhiyan in 2014 on 2nd of October. However, all the sanitation and cleanliness programmes run by the Indian government earlier were not as effective as the current Swachh Bharat Abhiyan of 2014.

Gandhi Ji’s and His Role on Sanitation:

Mahatma Gandhi was a great supporter of cleanliness. He was very much concerned about the dirty roads, streets, temples and specially ‘Harijan Bastis’ of the country. Just after returning from South Africa he noticed very bad state of affairs in India regarding sanitation and cleanliness. He took upon himself to motivate and personally commit towards making the country filth free.

At the Inauguration of BHU:

As early as 4th February 1916, while addressing a gathering at the inauguration function of Banaras Hindu University, Gandhi Ji spoke about the importance of cleanliness and expressed his pain and anguish about the dirt and filth all around. He gave example of his visit to Vishwanath Temple and spoke about the dirty state of affairs in and around the temple. He said: “Is not this great temple a reflection of our own character?” Sharing his pain he questioned whether the temple would be dirt and filth free after the Britishers had left the country. Thus for him cleanliness was equally important as the freedom of the nation.

Gandhi Ji always had the view that everyone should first be the change he/she wishes to see in the world. Thus, whenever and wherever Gandhi Ji would get the opportunity, he himself would start cleaning the places. Also, as part of constructive programmes and visits all over the country, apart from preparing people for mass struggle against the Britishers, he also lectured them about the importance of cleanliness and proper sanitation.

At Gandhi Seva Ashram:

In D.G. Tendulkar’s ‘Mahatma’, Volume Three, there is a reference to Mahatma Gandhi leaving Patna in 1934, as part of his Harijan tour for Orissa. At Champapurhat, he found that there was a dispensary on the grounds of the Gandhi Seva Ashram, and he used that occasion to give a lecture on the need to rely not only on medicines for a cure, but to prevent diseases.

Gandhi Ji always emphasized the need to educate villagers on good hygiene and sanitation. According to him, the true function of the Ashram was to educate people how they could avoid disease. Gandhi Ji and his volunteers would conduct a mass contact programme with the villagers; they would talk about the necessity of sanitation, about keeping their places clean, and about personal hygiene.

Gandhi Ji’s Scavenging Work in Villages:

When the villagers near Gandhi’s ashram refused to cover excreta with soil believing it to be a bhangi’s work and sinful, Gandhi personally supervised the scavenging work in villages. To set an example, he, himself used to go to the villages with a bucket and a broom and would clean the places.

All scavenging work in Gandhi Ji’s ashram was done by its inmates. No dirt or filth could be found anywhere on the ashram ground. There were pits in which all rubbish was buried. In a separate manure pit, peelings from vegetables and left-over food were dumped. Waste water was used for gardening purposes.

Gandhi Ji regularly wrote about the importance of hygiene in his newspaper Harijan. Thus, the Father of our Nation fought not only against the bondages of the British rule but also against the bad practices of our people regarding sanitation and hygiene. Throughout his life he inspired and motivated people to maintain personal as well as public hygiene. Therefore, it is a great gesture and an apt tribute to the Mahatma that the government has launched the ‘Swachh Bharat Campaign’ on his birth day i.e. on 2nd of October.

Objectives of Swachh Bharat Abhiyan

The campaign of Swachh Bharat launched by the government of India is aimed to accomplish various goals and fulfill the vision and mission of “Clean India” by 2nd of October 2019 which is 150th birth anniversary of great Mahatma Gandhi. It has been expected that the investment to cost would be over 62000 crore of Indian rupee (means US$ of 9.7 billion). The campaign of Swachh Bharat is the biggest ever cleanliness drive in India, during the launch of which around 3 million government employees and students from schools and colleges participated.

On the day of launch, Prime Minister nominated the names of nine famous personalities of India to initiate the campaign in their areas at their decided dates and promote the campaign to the common public. He also requested all nine personalities to invite nine other people from their end to participate in this event individually and to continue this chain of inviting nine people until the message reaches every Indian citizen.

People across the nation clean their locality and pledge to keep their surroundings clean and green. Prime Minister requested that every Indian take this campaign as a challenge and try their best to make it a successful campaign ever. The chain of nine people is like a branching of a tree. He requested common people to involve in this event and upload videos or images of cleanliness over the internet via various social media websites like Facebook, Twitter, etc., so that others can also get motivated to do the same in their area. In the continuation of this Mission, in March 2017, UP CM Yogi Adityanath banned chewing paan, gutka, and other tobacco products to ensure cleanliness in government buildings.

The Swachh Bharat Abhiyan leaves no stones unturned in providing and improving the country’s cleanliness and sanitation facilities. The effect of the Mission has already started showing its result in almost all the parts with the active involvement of people from all walks of life. Importance of Swachh Bharat Campaign

Through this campaign, the Government of India solves the sanitation problems by enhancing waste management techniques. The clean India movement is completely associated with the country’s economic strength. The birth date of Mahatma Gandhi is targeted in both the launch and the completion of the Mission.

The basic goals behind launching the Swachh Bharat Mission are to make the country full of sanitation facilities and eliminate all people’s unhealthy practices in daily routines. The first cleanliness drive in India was started on 25th September 2014 and was initiated by Prime Minister Narendra Modi by cleaning up the road.

Benefits of the Swachh Bharat Campaign

Who Launched this Initiative

On the day of the event launch, PM nominated nine people to participate in the cleanliness drive in their areas. Schools and colleges participated in the event by organizing many cleanliness activities according to their themes. Students of India participated in this event with full zeal and zest.

PM also requested all those nine nominees to nominate another nine people separately to participate in this cleanliness drive. The aim is to continue the chain of nominating nine people by every participating candidate for the Mission until the message reaches every Indian in every corner of the country to make it a national mission.

Objectives of Swachh Bharat Mission

The Mission aims to connect every individual from all walks of life by making the structure of branching of a tree. Swachh Bharat mission aims to construct individual sanitary latrines for household purposes, especially for the people living below the poverty line, convert dry latrines into low-cost sanitary latrines, providing facility of hand pumps, safe and secure bathing facilities, set up sanitary marts, construct drains, proper disposal of solid and liquid wastes, enhancing health and education awareness, providing household and environmental sanitation facilities and many more.

Earlier, many awareness programs (such as the Total Sanitation Campaign, Nirmal Bharat Abhiyan, etc.) about environmental sanitation and personal cleanliness were launched by the Indian Government; however, they were not very effective in making India a clean India.

The major objectives of Swachh Bharat Abhiyan are removing the trend of open defecation, changing insanitary toilets into pour flush toilets, removal of manual scavenging, proper disposal of solid and liquid wastes, bringing behavioral changes among people, enhancing awareness about sanitation, facilitating the participation of private sectors towards cleanliness facilities.

People Nominated for the Swachh Bharat Campaign

The first nine nominated people by the Prime Minister for this campaign were Salman Khan, Anil Ambani, Kamal Hassan, comedian Kapil Sharma, Priyanka Chopra, Baba Ramdev, Sachin Tendulkar, Shashi Tharoor, and a team of ‘Taarak Mehta Ka Ooltah Chashmah’ (a most famous TV series). Indian film actor Aamir Khan was invited to the launch of the Mission. The PM chose various brand ambassadors to initiate and promote the campaign of Swachh Bharat in various fields.

He also nominated some other dignitaries like Akhilesh Yadav, Swami Rambhadracharya, Mohammad Kaif, Manoj Tiwari, Deviprasad Dwivedi, Manu Sharma, Kailash Kher, Raju Srivastava, Suresh Raina, etc. on 8th November in 2014 and Sourav Ganguly, Kiran Bedi, Padmanabha Acharya, Sonal Mansingh, Ramoji Rao, etc. on 25th December in 2014.

Effects of Swachh Bharat Mission

There were many positive results of the campaign. Many other programs like Swachh Bharat Run, Swachh Bharat apps, Real-time monitoring system, Swachh Bharat short film, and Swachh Bharat Nepal – Swasth Bharat Nepal Abhiyan were initiated and implemented to support the purpose of the Mission actively.

To ensure cleanliness in the official buildings of UP, chewing of paan, gutka, and other tobacco products was banned entirely by the Chief Minister of Uttar Pradesh. To continue and make this campaign successful, the Finance Ministry of India has started a program named Swachh Bharat cess, according to which everyone has to pay 0.5% tax on all the services in India (i.e., 50 paise per 100 rupees), which will fund this cleanliness campaign.

‘Swachh Bharat Abhiyan’ or the ‘Clean India Mission’ should not only be the Government or the ministries; it is the responsibility of every citizen residing in the country. Achieving the goal of a clean India will never be possible until and unless we collaborate and join hands to clean our surroundings and stop others from making them dirty.

The participation and involvement of people in this campaign were huge. Also, they started showing positive results in recent times, but the most important thing is the continuation of this process. It is a program run by the Government to seriously work to fulfill the vision of Father of Nation (Bapu) by calling people from all walks of life to make it a successful campaign globally.

This Mission has to be completed by the 150th birth anniversary of Bapu (i.e., 2nd October of 2019) in the next five years (from the launch date). It is urged by the Government to spend at least 100 hours a year on cleanliness in their surrounding areas or other places of India to make it a successful campaign. There are various implementation policies and mechanisms for the program, including three important phases the planning phase, the implementation phase, and the sustainability phase.

Swachh Bharat Abhiyan is a national cleanliness campaign established by the Government of India. This campaign covers 4041 statutory towns to clean India’s roads, streets, and infrastructure. It is a mass movement to create a Clean India by 2019. It is a step ahead of Mahatma Gandhi’s dream of swachh Bharat for a healthy and prosperous life.

  • It creates global awareness among the common masses living in rural areas and links it to public health.

  • Improving the quality of life of people in rural areas is necessary.

Swachh Bharat Mission in Urban Areas

The Swachh Bharat Mission of urban areas aims to cover almost 1.04 crore households to provide them with 2.6 lakhs of public toilets and 2.5 lakhs community toilets and solid waste management in every town. Community toilets have been planned to be built in the residential areas where the availability of individual household toilets is difficult and public toilets at designated locations including bus stations, tourist places, railway stations, markets, etc.

Cleanliness programs in the urban areas (around 4,401 towns) have been planned to be completed over five years till 2019. The costs of programs are set at Rs. 7,366 crores for solid waste management, Rs. 1,828 crores for public awareness, Rs. 655 crores for community toilets, and Rs. 4,165 crores for individual household toilets, etc.

Programs targeted to remove open defecation, convert unsanitary toilets into flush toilets, eradicating manual scavenging, bring behavioral changes among the public, and solid waste management.

Gramin Swachh Bharat Mission

Gramin Swachh Bharat Mission is a mission implementing cleanliness programs in rural areas. Earlier, the Government of India established the Nirmal Bharat Abhiyan (also called Total Sanitation campaign, TSC) in 1999 to make rural areas clean; however, now it has been restructured into the Swachh Bharat Mission (Gramin).

This campaign aims to free rural areas from open defecation until 2019. The estimated cost is one lakh thirty four thousand crore rupees for constructing approximately 11 crores and 11 lakh toilets in the country. There is a big plan to convert waste into bio-fertilizer and useful energy forms. This Mission involves the participation of gram panchayat, panchayat Samiti and Zila Parishad. Following are the objectives of the Swachh Bharat Mission (Gramin):

  • To improve the quality of life of people living in the rural areas.
  • Motivate people to maintain sanitation in rural areas to complete the vision of Swachh Bharat by 2019.
  • To motivate local working bodies (such as communities, Panchayati Raj Institutions, etc.) to make available the required sustainable sanitation facilities.
  • Develop advanced environmental sanitation systems manageable by the community, especially to focus on solid and liquid waste management in rural areas.
  • To promote ecologically safe and sustainable sanitation in rural areas.

Swachh Bharat-Swachh Vidyalaya Campaign

The Swachh Bharat Swachh Vidyalaya campaign is run by the Union Ministry of Human Resource Development having the objective of cleanliness in the schools. A major program was organized under it from 25th September 2014 to 31st October 2014 in the Kendriya Vidyalayas and Navodaya Vidyalya Sangathan.

Lots of cleanliness activities were held, such as discussions over various cleanliness aspects in the school assembly by the students, teachings of Mahatma Gandhi related to cleanliness, cleanliness and hygiene topics, cleaning activities (in the classrooms, libraries, laboratories, kitchen sheds, stores, playgrounds, gardens, toilets, pantry areas, etc.).

The cleaning of statues in the school area, speech about the contribution of great people, essay writing competitions, debates, art, painting, film, shows, role plays related to hygiene including other many activities on cleanliness and hygiene were also conducted. It was also planned to hold a half an hour cleaning campaign in the schools twice a week involving cleanliness activities by the teachers, students, parents, and community members.

Swachh Bharat Cess

Swachh Bharat cess is an improvement in the service tax by 0.5% on all the services in India. The Finance Ministry started it to collect some funds from every Indian citizen for the Swachh Bharat Abhiyan to make it a huge success. Everyone has to pay extra 50 paise for every 100 rupees spent as service tax for this cleanliness campaign.

Another Cleanliness Initiative in Uttar Pradesh

Yogi Adityanath (Chief Minister of Uttar Pradesh), in March 2017, banned the chewing of paan, paan masala, gutka, and other tobacco products (especially during duty hours) in government offices to ensure cleanliness. He started this initiative after his first visit to the secretariat annex building when he saw betel-juice-stained walls and corners in that building.

We can say Swachh Bharat Abhiyan is a nice welcome step to make India clean and green by 2019. As we all heard about the most famous proverb, “Cleanliness is Next to Godliness, “we can surely say that the Clean India Campaign (Swachh Bharat Abhiyan) will bring godliness all over the country for years if the people of India follow it effectively.

So, the cleanliness activities to warm welcome godliness have been started, but they should not need to be ended if we want godliness in our lives forever. A healthy country and society need its citizens to be healthy and clean in every walk of life.
