The  Persona 5 Royal Strength Confidant  is unique compared to the others in the game, requiring you to solve  Persona Fusion puzzles  in order to rank up the confidant cooperation with the Twin Wardens Caroline & Justine , the jailers in Persona 5's unique prison-themed take on the Velvet Room.

Instead of hanging out and chatting casually, you'll instead be fusing or catching Persona with specific abilities to order  to rank up. It's important to do this, since as the Strength confidant grows, you'll unlock additional functions of the Velvet Room, which can lead to having better Persona in combat. You'll also, of course, get to know the duo a little bettter.

This guide features all of the  fusion puzzle solutions  for the Strength confidant - for both versions of the game.

The Persona 5 Royal Strength confidant requires the player to fuse various Persona in what are essentially small puzzles. We have the solutions.

Strength Confidant Fusion Solutions: Fusing Puzzle Answers for the Twin Wardens Caroline & Justine

The manner in which you level up the Strength Confident link with Caroline and Justine is quite different to every other confidant cooperation in the game - you can't even give your jailers gifts. This is the only way to level up, which unless you're a fusion nerd can be a pain.

That's where this guide comes in - no fusion calculator required, as we feature the raw  solutions for every rank of the Strength confidant , taking the guesswork out of matters. The solutiomns on this page cover both the original version of the game and Persona 5 Royal, as the two versions have slightly different requirements and solutions. But this here is definitive. 

Caroline and Justine are available any time of the day or night at any time in Persona 5, so long as you can make your way to the Velvet Room. To access them, just head there via one of the magical doors that are available in Shibuya, Shinjuku, Kichijoji, or Akihabara. At certain points in the game you briefly can't access the Velvet Room - and these are pretty much the only points this confidant relationship is unavailable.

Without further ado, here's a full list of fusion solutions, divided by rank. These are by no means exhaustive - but these are the ways  we  completed the riddles the twins laid out for us to advance their confidant cooperation. 

  • Jack Frost with Mabufu
  • Ame no Uzume with Frei / Shiissa with Frei (P5)
  • Flauros with Tarukaja / Matador with Magaru (P5)
  • Phoenix with Counter / Flauros with Tarukaja (P5)
  • Setanta with Rakukaja / Ame-no-Uzume with Dodge Psy (P5)

Rank 1: Jack Frost with Mabufu

Here's a few ways to get a Jack Frost with Mabufu in order to achieve Rank 1 of the Strength confidant in both games: 

  • Unlocked automatically on 5/18.
  • Jack Frost learns Mabufu at level 12. Jack Frost is a Magician Arcana Persona, and so with the story-driven progression of the Morgana Magician cooperation you'll be able to get enough bonus experience to boost Jack Frost up to level 12 from very early on in the game.
  • In order to fuse Jack Frost, fuse Berith (Hierophant) with Apsaras (Priestess).
  • You can also fuse Mokoi (Death) with Apsaras (Priestess) for the same result. 
  • In Persona 5 Royal , you can also fuse Silky (Priestess) with Berith.
  • These Persona are available in the first palace and in early areas of mementos.
  • Unlocks the  Group Guillotine , a new fusing method that lets you fuse three Persona at once.

Rank 2: Ame no Uzume with Frei (P5R) or Shiissa with Frei (P5)

The same move is required here on both occasions - Frei. This is an easy enough move to acquire, so you shouldn't need to spend a skill card. You can inherit it from other Persona easily enough.

  • To get a Shiissa with Frei you'll need to fuse Jack Frost (Magician) with Makami (Temperance). Makami will have Frei, and so you can choose for the resulting Shiissa to inherit the skill.
  • Can get Suzaku by fusing Berith and Hua Po
  • Alternatively, fuse Cait Sith (Magician) with Succubus (Moon) and use a Frei Skill Card on the resulting Persona.

Rank 3: Flauros with Tarukaja (P5R) or Matador with Magaru (P5)

Adjusted for Persona 5 Royal, you'll need to fuse a Flauros with a Tarukaja for the Strength Confidant's first rank. Alternatively, in vanilla Persona 5, you'll need to craft a Matador with Magaru. 

  • The quickest and easiest way to get a Matador with Magaru is to use a treasure Persona, Regent. Once you've found one of these once you can recall them from the compendium, but they're expensive. Combine Mokoi (Death) with a Regent to create a Matador - pick up Magaru as the inherited skill from the skill-loaded Regent.
  • You could also achieve this persona by fusing Nekomata (Magician) with Obariyon (Fool) and inherit Magaru.
  • To get Flauros with Tarukaja, fuse a Berith (Hierophant), Orobas (Hierophant) and Eligor (Emperor).
  • You'll need Eligor to be level 16 in order for it to have the Tarukaja skill to carry over. You can get Eligor from the Chemdah area in Mementos.
  • Grants the  Lockdown  ability within the Velvet Room, allowing you to leave a Persona with the twins for training in attribute resistance.

Rank 4: Phoenix with Counter (P5R) or Flauros with Tarukaja (P5)

One of these two fusion missions is undertaken in both games, but the rankings have been shuffled around between P5 and Persona 5 Royal. Ultimately, there's a different mission for each game - Phoenix with Counter, in Royal, is the one most players will face.

  • To get this Persona you need to do a group guillotine fusion: Berith (Hierophant), Andras (Devil) & Eligor (Emperor), all obtainable in the first palace or Mementos. To get Tarukaja you'll need a few levels boosted via an Arcana Burst - being Devil, Flauros is boosted by the reporter (Devil, Ohya) confidant cooperation . Alternatively, you can level it a bit through fighting.
  • First, fuse Jack O'Lantern (Magician) with Hua Po (Hanged Man). The result is Yaksini.
  • Now fuse Yaksini (Empress) with Kelpie (Strength) - the result will be a shiny new Phoenix with Counter inherited from Yaksini.

Rank 5: Setanta with Rakukaja (P5R) or Ame-no-Uzume with Dodge Psy (P5)

For the fifth rank, you've got two challenges depending on the game. In vanilla Persona 5, you'll need to fuse an Ame-no-Uzume with Dodge Psy. Persona 5 Royal players instead must target a Setanta with the move Rakukaja. 

  • The Dodge Psy ability can be a bit elusive, but we found it by fusing Kin-Ki (Chariot) with Sui-Ki (Moon). Kin-Ki learns Dodge Psy at Level 27, so you just need to boost it to that level either through the Chariot confidant cooperation with Ryuji or through some combat and then select dodge psy as an inherited ability.
  • You can also fuse Okuninushi (Emperor) with Sadama (Star) for the same results.
  • Finally, Arsene (Fool) and Norn (Fortune) will also give the provided result. 
  • To get this, simply fuse Silky (Priestess) with Lamia (Empress). Done.
  • In Persona 5 Royal your reward, as well as a rank up, is  Special Treatment -  which allows you to pay to fuse personas higher than your current level.
  • In Persona 5, you'll instead unlock  Guillotine Booster , raising the number of possible fusions in Group Guillotine fusions.

You'll be seeing a lot of the guillotines of Persona fusion as part of the Strength confidant level up process.

Rank 6: Neko Shogun with Dekaja

Enjoy the simplicity while it lasts, as this is the final fusion solution that is relatively straightforward. Here's what to do:

  • You could boost to Anzu by fusing Flauros (Devil) and Sandman (Magician), Principality (Justice) and Oni (Strength) or Naga (Hermit) and Rakshasa (Strength), then getting a level boost from your rank in the Hierophant confidant cooperation with Sojiro . 
  • Your next step is to use Anzu in an advanced fusion - fuse it in a three-way with Kodama (Star) and Sudama (Hermit). Select Dekaja as your inherited ability and this rank is complete.

Rank 7: Lachesis with Tetraja

Strap in, as getting a Lachesis with Tetraja was a complicated multi-step process for us, involving a few Persona fusions on the way. Here's how we managed it...

  • Fuse or pull Clotho (Fortune) and raise it to level 28 - at this point, it learns Tetraja. 
  • Next, fuse your Clotho with Regent (Emperor) to get the Lachesis with Tetraja. If that doesn't work, try Clotho with Stone of Scone.
  • Fuse Lamia (Empress) and Sandman (Magician) to create Principality (Justice) - this Persona has Tetraja naturally.
  • Fuse Principality (Justice) with Yaksini (Empress) in order to make an Ame-no-Uzume (Lovers). Make sure you inherit Tetraja as a skill. Depending on your arcana ranks and registered Personas, you might get Kushinada instead of Ame-no-Uzume, which is OK.
  • Finally, fuse your new Ame-no-Uzume (Lovers) with Isis (Priestess) in order to get your Lachesis. Please don't forget to inherit Tetraja - that'd hurt.
  • Combine a Principality (he starts with Tetraja) with Succubus to get Lilim. Then fuse Lilim with Take-Minataka to get a Lachesis.

Rank 8: Hecatoncheires with Masukunda

  • First get a Lilim (Devil) and level her up until she learns Masukunda. 
  • Next, fuse Lilim with Anzu (Hierophant) or Daisoujou (Hierophant) - and there's what you need.
  • You can also fuse Clotho (Fortune) with Red Rider (Tower).
  • Another way to get this Persona is to fuse Clotho (Fortune) with Belphegor (Tower).
  • For Vanilla Persona 5: Unicorn (Hierophant) and Lilim (Devil) will give you what you need, with Masukunda an available skill to inherit. [Persona 5 only, not Royal, as Unicorn is Faith Arcana in Royal]
  • Royal: You can get a Masukunda Skill Card pretty easily by taking the Velvet Room twins to the Aquarium, available starting 7/26. Have Yusuke duplicate the card if you don't want to use it up permanently.
  • In Persona 5, this rank unlocks  Isolation , a new Velvet Room facility that improves Lockdown.
  • In Persona 5 Royal, this rank unlocks  Guillotine Booster , raising the number of possible fusions available in Group Guillotine.

Rank 9: Bugs with Samarecarm

Getting a Bugs with Samarecarm requires you to break out your advanced Persona Fusion tools once again, and you'll have to complete a few Mementos quests along the way, too. 

  • First of all, to unlock the capability to fuse Bugs, you need to complete the Mementos Request - The Lovesick Cyberstalking Girl, which is available from 7/10.
  • Bugs requires an advanced fusion of three persona - combine Pixie (Lovers) with Pisaca (Death) and Hariti (Empress).
  • Hariti learns Samarecarm at level 41, so boost to it there (the Empress confidant cooperation with Haru will help here) then inherit it from this fusion. One avenue to get Hariti is to fuse Principality and Neko Shogun.
  • Pisaca can be gotten in the deeper Akzeriyyuth section of Mementos.

Rank 10: Seth with High Counter

High counter is an amazing move, but getting a Seth with High Counter requires another fairly complicated multi-step fusion process - as is perhaps appropriate for the tenth and final rank of the Strength confidant cooperation. Here's what to do:

  • Gain a Skill Card from the mementos request / sidequest The Killer Who Cleans Up Trash . You'll get this request on 10/14. This skill card lets you teach a Persona high counter, and is the quickest route to this move.
  • Combine Hecatoncheir (Hanged) with Kushinada-Hime (Lovers) to get a Horus (Sun).
  • Combine Isis (Priestess), Thoth (Emperor), Anubis (Judgement) and Horus (Sun) to create Seth.
  • Use the ability card you got from the side quest to teach Seth High Counter and you're done! Have Yusuke duplicate the card first if you want.
  • Fuse Lachesis (Fortune) and Neko Shogun (Star), which makes a Pazuzu (Devil). 
  • Now get a Dakini (Empress), and level it up enough to learn High Counter. 
  • If this fusion looks like it's going to give you Ganesha instead of Horus, Make the Ganesha, and then fuse it with Queen's Necklace, again passing on High Counter. This will get you the Horus with High Counter.
  • Finish off with a four-way fusion between your newly fused Horus with High Counter and Isis (Priestess), Thoth (Emperor), and Anubis (Judgement). Voila - there's your Seth with High Counter!
  • Royal: Unlocks VIP Treatment, which gives a discount for Special Treatment.

Special Prison Events in Persona 5 Royal

In Persona 5 Royal, there's a new addition of 'Special Prision Events' that allow you to spend time with Caroline and Justine to deepen your relationship outside of the confines of the mysterious prison. This allows the pair to hang out with you at places throughout Tokyo, though only on certain dates.

Hanging out with them doesn't reward you with any boost to your confidant cooperation rank as it is of course controlled by the fusing missions, but it does get you various skill card rewards that can be used to boost and power up your Persona.

In order to do any of these, you must have naturally visited the location of each first on your own. Here are all the special prison opportunities, all of which are time-limited. All hangouts end on 12/19, unless otherwise listed.:

  • Big Bang Burger Special Prison Hangout:  available 6/6 // Rewards: Maragi & Mabufu
  • Movie Theater Special Prison Hangout:  available 6/7 // Rewards: Frei & Psy
  • Training Gym Special Prison Hangout:  available 6/15 // Rewards: Apt Pupil & Counter
  • Church Special Prison Hangout:  available 6/25 // Reward: Samarecarm
  • Aquarium Special Prison Hangout:  available 7/26 // Reward: Masakukaja & Masukunda

Around the middle of May in Persona 5 , Caroline and Justine — the twin-wardens — will send you on a quest. The twins want you to fuse a specific Persona with a specific ability. If you complete their task, you will be granted the Strength Persona , as well as another request.

Strength persona abilities

Leveling up the Strength Persona will afford you some interesting new abilities inside the Velvet Room:

  • At rank one , you will gain the Group Guillotine , which will allow you to fuse three personas at once.
  • At rank three , you will get Solitary Confinement , which will allow you to leave a Persona behind to improve their resistances against specific attack types.
  • At rank five , you will get the Guillotine Booster, which will allow you to fuse four personas at once.
  • At rank eight , you will get Special Solitary Confinement , which increases the resistances gained from Solitary Confinement by an even greater amount.
  • At rank 10 , you will gain Special Treatment , which will finally allow you to create Personas of any level, even ones higher than your own.
  • Appeasing the twins is not easy, and will require a bit of leg work on your part. The twins are looking for very specific combinations and they will not waver at all.

Requirements and recommended fusions for all 10 ranks

  • The twins will ask for a Jack Frost with Mabufu. Fuse Berith and Apsaras, raise new Jack Frost to level 12.
  • The twins will ask for a Shiisaa with Frei. Fuse Jack Frost and Makami, make the Shiisaa inherit Frei from the Makami.
  • The twins will ask for a Matador with Magaru. Fuse Nekomata and Obariyon, wait until Igor makes the Margaru ability available. Repeat the process until it is randomly gained.
  • The twins will ask for a Flauros with Tarukaja. Fuse Andras, Eligor, and Berith via the Group Guillotine, make sure the Flauros inherits Tarukaja from the Andras.
  • The twins will ask for a Ame-no-Uzume with Dodge Psy. Fuse Kin-ki that is at least level 27 and Sui-ki, make sure it inherits Dodge Psy.
  • The twins will ask for a Neko Shogun with the Dekaja skill. Fuse Anzu, Korama, and Sudama via the Group Guillotine. Once you have the Neko Shogun, you need to strengthen it to get Dekaja. Grab an Orobos, enter the Velvet Room and save inside. This can be a real pain, but you must sacrifice Orobas to Neko Shogun. Through the sacrifice, one of Orobas' abilities will transfer over, but it is random. Reload and repeat until you get Dekaja to transfer.
  • The twins will ask for a Lachesis with Tetraja. Fuse Koppa Tengui and Red Rider, sacrifice a Clotho to inherit Tetraja. Alternatively, fuse Lamia and Sandman for Principality. Take your new Principality and fuse it with Yaksini for Ame no Uzume, inherit Tetraja. Take your new Ame no Uzume and fuse it with Isis, make your new Lachesis inherit Tetraja.
  • The twins will ask for a Hecatoncheires with Masukunda. Fuse Unicorn with Lilim.
  • The twins will ask for Bugs with Samerecarm. Fuse Hariti that is at least level 41, Pixie, and Pisaca via the Group Guillotine.
  • The twins will ask for a Seth with High Counter. Fuse Hecatoncheires and Kushinada-Hime for Horus. Fuse the result of that fusion with Isis, Thoth, and Anubis via the Group Guillotine. In order for Seth to learn High Counter, you will need to acquire an ability card. This card cannot be acquired until a October Mementos mission, "The Killer Who Cleans Up Trash."

The easiest way to acquire the necessary Personas for fusion is to pull from your Inmate Registry. Each time you fuse a Persona, they become registered in your guide and you can pull them out at any time in the Velvet Room (for a small amount of Yen). Try using this handy Fusion calculator in addition to your registry to make things a lot easier on yourself.

By appeasing the wardens, you will not only gain the massive Aracana Burst that comes with all confidants, you will also be able to create new and powerful Personas to aid you on your journey.

Persona 5 Confidant Guides Icon (Strength) - Caroline and Justine

This article covers information about the Strength Confidant , Caroline and Justine , including events and skills featured in Persona 5 and Persona 5 Royal .

The protagonist can initiate the Strength Confidant as early as May 18th by entering the Velvet Room and showing them a Jack Frost with Mabufu any time after the mission for Madarame's Palace starts.

The requirements for ranking the Strength Confidant are different from a standard Confidant, as they require the protagonist to have certain Personas with certain skills . The twins are available at any time the protagonist can access the Velvet Room, and furthering the Confidant does not cause time to advance. The only restriction in ranking up the Confidant is the protagonist's Level and resources in the form of available Personas or funds . With the last request requiring a level 51 Persona, and keeping pace with the enemies in the Palaces , this Confidant can be completed by Okumura's Palace at the earliest.

However, the protagonist will have to do some additional fusion instead of recruiting Shadows in Palaces or Mementos , as some will require that they inherit skills from other Personas. Furthermore, the deadline of this Confidant is December 24, more specifically before confronting the Treasure of Mementos in the Depths of Mementos Shrine. After entering the Qliphoth World and beyond, the protagonist cannot advance this Confidant as it can only be initiated with the Wardens and not Lavenza.

Completing Caroline and Justine's Confidant enables the fusion of Zaou-Gongen . Lavenza also gives the protagonist a Cell Key on 3/19, which unlocks all Velvet Room warden features once the protagonist establishes Caroline and Justine's Confidant in New Game Plus .

In Royal , similar to Elizabeth , Theodore and Margaret , the protagonist can go on outings with Caroline and Justine. Doing so will not advance the Confidant, but will reward the protagonist with one or more skill cards . However, in order to take the Twins to a specific location, the protagonist must first discover it himself. An outing is available whenever Justine is outside the Velvet Room.

The events are unlocked over time on certain dates, and are all queued in order. Certain events have a deadline and cannot be accessed afterwards, continuing with the next event in the queue if it is freed up. If the protagonist has cleared enough events from the queue and has brought the Twins to Café Leblanc , Lavenza can later be invited to the protagonist's room.

  • ↑ If instead of Horus you are offered Ganesha , make Ganesha and pass the High counter skill to them. Now Fuse the High Counter Ganesha with Queen's Necklace and pass along the High Counter, to make the intended Horus with High Counter
  • ↑ The event is only available during the day or after school.
  • ↑ If the previous event at Sky Tower has been completed late, specifically after August 30th, the Maid Café event will occur first, and the Miura Beach event can be accessed as soon as the next day.
  • ↑ The protagonist needs to have spent time at the Maid Café first for the event with Caroline & Justine to be unlocked.
  • ↑ Tokyo Destinyland cannot be visited on rainy days .
  • ↑ The Café Leblanc event with Caroline & Justine needs to be cleared in order to access this event.
  • Once the protagonist has the required Persona, the Confidant Rank will advance if the player talks to the Twins (in Royal , the player must select "Check penal status") or re-enters the Velvet Room. If the player has multiple Personas corresponding to the Rank requirements, each subsequent Rank's cutscene will trigger without player input immediately after the previous Rank's cutscene is finished.
  • After entering the Qliphoth World in Royal , the Confidant's description will change from "Twin Wardens" to "Lavenza," and the Confidant icon will become Lavenza to reflect the changes. A blue butterfly can also be seen passing by if the screen is left idle for some time.

Persona 5 Royal Strength Confidant fusion guide

Only the strong survive

Spending time on the Persona 5 Royal Strength Confidant is your ticket to some powerful new Personas and methods to buff your party. Caroline and Justine set you with several fusion tasks for each rank, some of which require you to reach a certain level before you can complete them.

For your trouble, though, you learn new fusion techniques and can even impart new resistances on your existing Personas.

The Strength Confidant is unlike most other Confidants that you have to spend time to rank up in that you can’t further it along in any other way. Caroline and Justine won’t accept gifts , and while taking the twins on outings rewards you with skill cards – some of which you can use to complete their Confidant requirements – completing the fusion requests is the only way to advance their Confidant.

Persona 5 Royal Strength Confidant guide

The twins are always available in the Velvet Room, and a new fusion challenge unlocks once you finish the previous one. That said, until you reach rank five – and unless you have a lot of spare yen – don’t expect to finish this Confidant right away. Some of the later ranks require high-level Personas.

Strength Confidant rank 1 – Jack Frost with Mabufu

Jack Frost learns this skill at level 12 . If you have Morgana’s Confidant leveled up a few ranks, you can likely just fuse a Berith and Silky and automatically start with Jack Frost at level 12 thanks to the experience boost.

Strength Confidant rank 2 – Ame-no-Uzume with Frei

There’s no shortage of ways you can get Ame-no-Uzume, but to get one with Frei, you need to fuse Suzaku with Berith . Suzaku learns Frei as a default skill, and you can obtain one by fusing Agathion with Kushi Mitama or Hua Po with Berith.

Berith is fairly common, but if you can’t find one, fuse Silky with Agathion or Kelpie with Mandrake.

Alternatively, if you have a Frei skill card, just fuse Ame-no-Uzume with whatever compatible ingredients you have at hand, and use the card.

Strength Confidant rank 3 – Flauros with Tarukaja

You need to use a three-way fusion for this task. Fuse Orobas, Eligor, and Berith to get Flauros, and make sure to choose Tarukaja as one of the inherited skills.

Strength Confidant rank 4 – Phoenix with Counter

Completing this task gives you a handy Faith Persona to help earn more points in Kasumi’s Confidant .

To get Phoenix with the right skill, you need to do a bit of legwork first. Recruit a Yaksini from Kaneshiro’s Palace or fuse one from Jack o’ Lantern and Hua Po or Hua Po and Cait Sith . Yaksini learns Counter automatically. Fuse Yaksini with Kelpie to get Phoenix, and then choose Counter as one of its inherited skills.

Strength Confidant rank 5 – Setanta with Rakukaja

Fuse Lamia and Silky to get Setanta , and pick Rakukaja as an inherited skill from Lamia to finish this quest. You can recruit Lamia from Futaba’s Palace or obtain it by fusing Sui-Ki and Suzaku or Oni and Nigi Mitama . The catch is that you have to be level 26 or higher to obtain Lamia, so if you sped through the first few ranks, this one might have to wait.

Strength Confidant rank 6 – Neko Shogun with Dekaja

Neko Shogun comes from another three-way fusion, but you need to do some prep work first for this one as well. You can only get Neko Shogun by fusing Anzu with Kodama and Sudama. Dekaja comes from Anzu, who learns it at level 28. You can recruit Anzu from Futaba’s Palace as well, but their default level is 25.

The faster choice is raising Sojiro’s Confidant as much as you can, then fusing Anzu by using Matador and Black Ooze or Nekomata with your old Flauros . The experience boost should push Anzu to level 28 or fairly close.

Strength Confidant rank 7 – Lachesis with Tetraja

This next request is a bit more complicated, but if you focus on your Fortune Confidant with Chihaya, meeting the requirements is a bit easier. Clotho learns Tetraja at level 28, but starts life at level 27. A few ranks of the Fortune Confidant should give you enough of an experience boost to where you can fuse Pixie and Silky to get Clotho and hit level 28 immediately.

Then just fuse Clotho with Regent , if you have one, or Orlov, if you don’t, and pass Tetraja on to Lachesis.

An alternative is fusing Principality, who learns Tetraja, with Succubus to get Lilim, and fuse Lilim with Take-Minataka to get Lachesis. Register your Lilim in the codex before fusion, as you’ll need her again for the next rank.

Strength Confidant rank 8 – Hecatoncheires with Masukunda

The easiest way to tackle this one is getting Lilim to level 34, letting her learn Masukunda, and then fusing Lilim with Daisojou or Anzu.

Strength Confidant rank 9 – Bugs with Samarecarm

Bugs only becomes available as an advanced fusion after you clear The Lovesick Cyberstalking Girl Mementos quest. Mishima texts you about this quest in July, and after you defeat the boss, you need to find Mogami in the hallway near your classroom to fully complete the quest.

You need Hariti, Pisaca, and Pixie for this fusion. Hariti must be level 41 to learn Samarecarm , and since they start out at level 40, it shouldn’t take too long to learn – especially if you’ve started on Haru’s Confidant .

To get Hariti, fuse Principality and Neko Shogun, Principality anf Fuu-ki, or Anzu and Tam Lin . Pixie is likely already in your compendium. You can find Pisaca in the Path of Akzeriyyuth in Mementos or fuse Orobas and Sandman or Rakshasha and High Pixie.

Strength Confidant rank 10 – Seth with High Counter

The final challenge is a doozy, but you can take a detour in Mementos to make it easier. Finish the Killer Who Cleans Up Trash Mementos quest , available in mid-October, and you get a High Counter skill card. Hold on to that.

Now you need Horus, Thoth, Isis, and Anubis.

  • Horus: Baron and Lachesis or Yurlungur and Regent
  • Isis: Jack Frost and Kodama or Sudama and Incibus.
  • Thoth: Principality and Nigi Mitama or Lamia and Isis.
  • Anubis: Angel and Pixie or Angel and Saki Mitama

Fuse them all to get Seth, and use your skill card to teach him High Counter

Caroline & Justine are one of many Confidants in Persona 5 Royal who represents the Strength Arcana . While they are twins, they will represent the Strength Arcana together. They are the assistants of the Velvet Room during your adventure in Persona 5 Royal  and will help you manage your fusions along with methods to strengthen your Persona.

Our Caroline and Justine Guide will see how they will assist you along your journey, learning a bit more about themselves and why they seem to have amnesia. They will also set challenges out for you to accomplish to demonstrate the Trickster’s fusion potential, giving you rewards as you succeed.

Description/Overview:

Caroline & Justine are the two Velvet Room attendants who appear with Igor when you first enter the Velvet Room. They are twins with different personalities; Caroline is loud and aggressive but hides her true caring nature underneath. Justine is calm and appears to be nicer at first, but is still harsh with her treatment.

Their interactions with Joker take a twist after he goes down into the depths of Mementos and fails to defeat the Holy Grail. Igor tells Caroline & Justine to kill Joker, but they are unable to. After being unable to take down Joker, a blue butterfly flies by, prompting Caroline & Justine to ask Joker to fuse them together.

The fusion results in Lavenza being restored to her original form, as Caroline & Justine are revealed to be two halves of Lavenza. Lavenza being restored to her original form allows her to spot Igor as an imposter, who is revealed to be Yaldabaoth . Lavenza will then assist you for the remainder of the adventure.

Caroline & Justine are both responsible for helping Joker with his Persona fusions. After going through the tutorial with Igor, you will often be returning to Caroline & Justine to fuse your Personas together to create more powerful Personas. These newly fused Personas will be strengthened depending on the Confidant they are aligned with, as well as the development of said Confidant.

Shortly after learning to fuse Personas, Caroline & Justine will give you the option to turn Personas into equipment. This allows you to fuse Personas into unique sets of equipment that you cannot buy at Iwai’s store. While some of the equipment won’t seem fantastic at the beginning, the quality will significantly increase later on.

Later in the game, Caroline & Justine will allow you to store Personas with them to learn new skills. These new skills will usually come in the form of a skill that covers a weakness, but can be other beneficial skills.

During Persona 5 Royal , you will also learn about fusion alarms, which occur after many enemies have been defeated in the Metaverse (which includes Palaces and Mementos). These alarms can potentially strengthen the offerings they provide you, and they can be repeated as long as you remain in the Metaverse.

Caroline & Justine’s Confidant revolves around developing the potential of Joker’s Trickster identity by giving him fusion challenges. They will also start developing their personalities slightly more by figuring out that something isn’t right about the task list they are using and suspecting that there is more to the challenges than initially appears.

Starting the Strength Confidant gives Joker more options when fusing Personas, such as fusing more than 2 Personas together, allowing you to fuse Personas above your level, and giving new skills when handing over your Persona for training.

In Persona 5 Royal , you can take Caroline & Justine out into Tokyo, exploring the city and having fun interactions with them, which grants you Skill Cards that can help complete the Strength Confidant if you haven’t been able to get the proper Personas fused. This can be done 12 times for different cards, which are not necessarily given in order for the Confidant challenges.

If you have managed to take Caroline & Justine out on all of their 12 outings before the third semester starts in Persona 5 Royal , you can get a meeting with Lavenza for a hang out, which can get you a special Enduring Soul Skill Card.

Should the Strength Confidant be completed, Joker will obtain the Cell Key item from Lavenza before he goes back home, which allows him to unlock all the benefits he has unlocked in the Velvet Room on a New Game Plus.

In a New Game Plus, Justine will be waiting outside the Velvet Room door in Mementos. You can talk to her to begin a secret boss battle with both Caroline & Justine. Defeating them will be a challenge, and it is best saved for the final months of the game, though it must be done before 12/24.

In Personal 5 Royal , if you were able to defeat Caroline & Justine in a New Game Plus, Lavenza will want to challenge you herself, and she will be waiting outside the Mementos door just like Justine was. This must be done before 2/4, and she is a powerful opponent.

Key Moments:

Caroline & Justine are introduced when Joker first arrives in the Velvet Room, taking the form of a jail cell. Their apprehensive behavior is apparent as they seem to take an immediate distrust of Joker, labeling him “Inmate” since he is in prison attire and locked behind a jail cell. After the talk with Igor about the upcoming threat, Caroline & Justine bid him farewell.

On April 15th, Joker will encounter Caroline while he is outside, who is standing in front of a glowing blue door. Caroline will force Joker to go inside, where Igor explains his services in regards to Personas. Joker will make his first fusion with the help of Caroline & Justine.

Shortly after Yusuke Kitagawa is recruited into the Phantom Thieves, Caroline & Justine will beckon Joker to enter the Velvet Room again. He will be introduced to the concept of the Electric Chair, which allows him to convert Personas into items.

Later on, you will be introduced to the Lockdown option, which allows you to leave a Persona with Caroline & Justine and it will learn a skill, usually a skill that covers the Persona’s elemental weakness after a few days.

You will also learn about the Gallows, where you can sacrifice a Persona to give experience to another Persona, strengthening them.

After Joker is leaving Kaneshiro’s Palace when they have charted a path to the Treasure, Caroline & Justine will introduce the concept of Fusion Alarms, which can give Joker new fusion possibilities through fusion, the Electric Chair, Lockdown and the Gallows. However, the alarms are only temporary and will disappear after a few fusions are done.

Caroline & Justine don’t have a large presence in the game until the Phantom Thieves attempt to steal the Holy Grail in the depths of Mementos and fail. While berating Joker for his failure, they are commanded by Igor to kill Joker. This comes as a shock to them, but they are still obligated to carry out Igor’s orders.

Despite fighting against Joker and facing no opposition, Caroline & Justine are unable to deal the finishing blow. This is when a blue butterfly begins flying past, which triggers a memory for Caroline & Justine. Realizing that something is not right and they need to come together, they ask Joker to fuse them together.

Joker fuses both Caroline & Justine together which results in Lavenza appearing. Lavenza is the true assistant of the Velvet Room, and she reveals Igor to be an imposter, saying he cannot hide in front of her eyes. This reveals Igor as Yaldabaoth, who has been masterminding the events of the game from the start.

After Joker turns down Yaldabaoth’s deal, the real Igor appears, and Lavenza advises Joker to find the rest of his friends, then bring them to Igor when he is done.

When Joker has successfully reunited the Phantom Thieves, the group is reunited with Morgana after Lavenza reveals his presence. Igor and Lavenza then explain Yaldabaoth’s plan and note that the situation isn’t hopeless as they have the power to overcome Yaldabaoth, even now. Lavenza then takes on the role of Caroline & Justine and then oversees the group’s victory over Yaldabaoth.

As Joker wins, he is still thrown in jail as he must provide evidence against Masayoshi Shido. However, at the end of his ordeal, he has one more meeting with Igor and Lavenza before being guided out by a blue butterfly, which is Lavenza’s symbol.

When saying his goodbyes in Tokyo, he will meet with Lavenza if he completes the Strength Confidant, where she will hand him the Cell Key, allowing Joker to regain the benefits of the Strength Confidant on a New Game Plus.

Caroline & Justine will express an interest in Tokyo and ask Joker to take them out to explore Tokyo. They will mention that it isn’t mandatory, but they will reward Joker with Skill Cards if he does go on outings with them. There are 12 outings in total, and they will allow Joker to see Caroline & Justine’s knowledge of the world around them and their antics since there are things they do not understand.

Should the 3rd semester be unlocked, Lavenza’s blue butterfly will guide Joker through an image of Shujin Academy. After Joker realizes that the world isn’t what it appears to be and rescues Sumire from Dr. Maruki, Lavenza will meet Joker in the Velvet Room again. She will want to meet all the Phantom Thieves to inform them of what is going on.

When the group has been gathered, Lavenza will talk about Maruki’s control over the world and how this managed to happen. While the odds are not in their favor, Lavenza believes the Phantom Thieves can overcome Maruki, and she leaves in the form of a blue butterfly.

Should the Phantom Thieves successfully take down Dr. Maruki and restore the world, Lavenza will congratulate Joker on his victory. However, with the restoration of the world as it should be, Joker will still end up in jail since Akechi was not present to take the fall for him.

If Joker manages to take Caroline & Justine on all 12 outings before 12/24 and reaches the 3rd semester, Lavenza will ask to be taken on an outing herself.

On a New Game Plus, Caroline will appear outside the Velvet Room door in Mementos. You can talk to her to bring up the option of a battle. As this is just a battle for fun, this will not count towards anything and you cannot get a Game Over from the fight (though you can still lose).

If you have managed to defeat Caroline & Justine before the start of the 3rd semester, Lavenza will ask for a fight as well.

In Persona 5 Strikers, Lavenza will be the only person in the Velvet Room and will let Joker know what is happening in the world and provide all the regular fusion services.

The Chariot Confidant can begin after completing Madarame’s Palace (the earliest being May 18th), where a visit to the Velvet Room and a talk with Caroline & Justine will trigger the start of the Confidant. This will begin the fusion challenges where you have to provide a Persona with a certain skill as proof of your skills. Providing the first requested Persona will start the Confidant.

Unlike other Confidants, the Strength Confidant can theoretically be completed in a single day as all you need are the Personas with the proper skills. In a regular playthrough, you would not likely be able to finish the Strength Confidant until you reach Okumura’s Palace, as you must be at least Level 51 to complete it.

At Rank 1, you will be able to fuse more than 2 Personas with Group Guillotine. You will be able to fuse 3 Personas at once, but that number will grow as the game progresses.

At Rank 3, you will unlock Lockdown, which allows you to leave a Persona with Caroline & Justine to learn an attribute resisting skill.

At Rank 5, you will unlock Special Treatment, which allows you to fuse Personas above your level as long as you can pay the money necessary. The amount required is greater the lower your level is compared to the Persona you want to fuse.

At Rank 8, you will unlock Guillotine Booster, which unlocks more fusions for the Group Guillotine fusion option.

At Rank 10/MAX, you will unlock VIP Treatment, which lowers the money needed for Special Treatment fusions. You will be able to fuse Zaou-Gongen of the Strength Arcana. You will also unlock the Cell Key item that you can receive from Lavenza in March, allowing you to gain all of these benefits on a New Game Plus.

Note that these benefits only apply to Persona 5 Royal , and are different from what you would gain in Persona 5 .

Guide to the Strength Confidant

Your challenge is to bring a Jack Frost with Mabufu.

After the first level in Mementos, you can fuse a Jack Frost with Magician Confidant Rank 2, which will give you the EXP boost necessary for Jack Frost to have Mabufu. Since the Magician Confidant increases naturally, you should not have a problem doing this shortly after receiving the challenge.

Alternatively, you can wait for Jack Frost to learn Mabufu naturally by leveling it up in combat. You can also use the Mabufu skill card from the 1st outing with Caroline & Justine on a Jack Frost.

Your challenge is to bring an Ame no Uzume with Frei.

You can fuse a Suzaku (Sun Arcana) that naturally learns Frei. Fuse that with a Hierophant Persona around Suzaku’s level to get a Ame-no-Uzume with Frei.

Alternatively, you can also use the Frei skill card from the 2nd outing with Caroline & Justine on an Ame no Uzume.

Your challenge is to bring a Flauros with Tarukaja .

This is your first group fusion, and Eligor will naturally come with the Tarukaja skill if you didn’t overwrite it when you first obtained the Persona. As long as you have Eligor with the skill, you should be fine during the fusion.

Alternatively, you can also use the Tarukaja skill card from the 6th outing with Caroline & Justine on a Flauros, though you shouldn’t need the Skill Card if you are careful.

Your challenge is to bring a Phoenix with Counter.

Yaksini of the Empress Arcana learns Counter naturally. Fuse Yaksini with a Temperance Arcana to get Phoenix (make sure the result is Phoenix, the Temperance Persona shouldn’t be too strong or weak).

Alternatively, you can also use the Counter skill card from the 3rd outing with Caroline & Justine on a Phoenix.

Your challenge is to bring a Setanta with Rakukaja.

Lamia of the Empress Arcana learns Rakukaja naturally. You can fuse it with Apsaras of the Priestess Arcana to get Setanta with Rakukaja.

Alternatively, you can also use the Rakukaja skill card from the 6th outing with Caroline & Justine on a Setanta.

Your challenge is to bring a Neko Shogun with Dekaja.

A Persona that learns Dekaja naturally is Orobas of the Hierophant Arcana. Fuse Orobas with Stone of Scone (a Fortune Persona which is a Rare Enemy) will take it to the next Hierophant Persona, Anzu.

Anzu is one of the base Personas needed to fuse Neko Shogun, and you can transfer the skill to complete the challenge.

Alternatively, you can also use the Dekaja skill card from the 8th outing with Caroline & Justine on a Neko Shogun.

Your challenge is to bring a Lachesis with Tetraja.

A Persona who learns Tetraja naturally is the Principality of the Justice Arcana.

Fuse Principality to Clotho of the Fortune Arcana to get Thoth of the Emperor Arcana. Fuse Thoth with Anzu (from the previous challenge) to get Lachesis. Make sure to transfer Tetraja over in all of your fusions.

Alternatively, you can also use the Tetraja skill card from the 8th outing with Caroline & Justine on a Lachesis.

Your challenge is to bring a Hecatoncheires with Masukunda.

A Persona that can learn Masukunda is Thoth of the Emperor Arcana. Fuse Thoth with Arahabaki of the Hermit Arcana to get Daisoujou of the Hierophant Arcana.

Fuse Daisoujou with Power of the Justice Arcana to get Hecatoncheires. Make sure the Masukunda skill is constantly transferred.

Alternatively, you can also use the Masukunda skill card from the 5th outing with Caroline & Justine on a Hecatoncheires.

Your challenge is to bring Bugs with Samarecarm.

Unicorn of the Faith Arcana will learn Samarecarm, but only at Level 42. Level the Unicorn Persona to Level 42 and learn the skill before proceeding.

Fuse Unicorn with Anzu of the Hierophant Arcana to get Hariti of the Empress Arcana, giving it the Samarecarm skill. Hariti is one of the Personas needed to fuse Bugs, which should complete the challenge.

Alternatively, you can also use the Samarecarm skill card from the 4th outing with Caroline & Justine on a Bugs.

Your challenge is to bring a Seth with High Counter.

A Persona that learns High Counter naturally is Dakini of the Empress Arcana, who learns it at Level 52. Get Dakini to Level 52, then fuse her to a Pixie of the Lovers Arcana to get Anubis of the Judgement Arcana.

Anubis is one of the Personas needed to fuse Seth, and as long as you have properly transferred the High Counter ability, you will be alright.

Alternatively, you can also use the High Counter skill card from the 11th outing with Caroline & Justine on a Seth.

It is recommended to bring your best characters to as high a level as possible. It is possible to achieve victory around Level 65-70, but higher levels give you more health and SP to work with, as well as better stats.

Keep in mind that you have to defeat both twins in a single turn. Caroline or Justine will simply use Recarm on the fallen twin if you haven’t finished them off together. You also have a 50 turn time limit, in which both twins will finish you off regardless of how much health they have left, their status and your health/SP/status.

Bring Personas that don’t have weaknesses (or have their weaknesses covered) and have powerful single-target skills. Have a few powerful multi-target skills as well, because you will need them to take out both twins at once.

Caroline and Justine start hitting the team with physical attacks, followed by elemental magic of every element. The elements they use will be dependent on your team and the Personas you are using, and they will target weaknesses if your team has any (which will be nearly impossible to cover in Persona 5 Royal as everyone can only evade their weaknesses at best).

Deal enough damage to the twins with your best moves, using your best attacks to weaken them. Once you get both twins’ health down to half (50% HP), the twins will use Diarahan on each other. This only happens once per battle, so you will not have to worry about it happening again. Bringing them down to 50% HP also means you are capable of beating them since their moves will not change.

Focusing on a single twin will help you narrow down their health without worrying about multi-target moves. You can then focus on the other, then bring them down together. You will need a multi-target attack to finish them off, and it doesn’t matter what you use as long as it deals damage to remove them both in the same turn.

Lavenza’s battle is more intense than Caroline & Justine’s battle. You cannot switch out party members and there are 4 phases. You must deal enough damage in each phase to progress, or you will be immediately KO’ed after a few turns.

You want to bring characters at least Level 80 to have a good chance of winning. Making sure that your characters have the best equipment and items possible will increase your chances. Getting equipment made from the Fusion Alarms in the Velvet Room will help. Bringing the expensive revival/resuscitation items from Takemi’s Clinic will greatly help you in this fight, since you never want your party KO’ed for too long (and in Joker’s case, his health shouldn’t reach zero).

Remember that switching characters out will result in an instant game over, and you want to make sure that the team you stick with, even if it can’t cover all weaknesses, can still survive being hit with powerful attacks.

Bring your best Personas to the battle, particularly Personas who have no weaknesses and have powerful moves that deal at least “Severe” level damage.

In the 1st phase, Lavenza will inflict status ailments and elemental attacks. She will use Rage/Fire, Dizzy/Electric, Sleep/Ice and Confuse/Wind. If you debuff Lavenza or buff your team, she may temporarily deviate from the order to remove debuffs with Dekaja or use Dekunda to remove buffs from your team. She can also use Heat Riser on herself during this time if the initial cast has been removed/worn off.

This order does not take into account any weaknesses, but as you cannot switch your team members out, you need to decide on a team that will be able to withstand the first wave of attacks

To properly damage Lavenza, you need to hit her with the opposite element of the spells that she used (for example, if she used a Fire spell, you need to hit her with Ice, and so on).

In the 2nd phase, Lavenza will start using both Gun and physical skills. At this point, Lavenza is vulnerable to ailments, and you should be aiming to inflict them on her. You can use items to inflict status ailments if you don’t have the skills.

Use status ailments that allow you to knock down Lavenza, such as Dizzy, then use All-Out Attacks to damage her since her resistances will change and she resists everything.

In the 3rd phase, Lavenza will start using Nuke, Psy, Light and Dark spells. She is now vulnerable to Gun and physical attacks while resisting everything else, and that is your main source of damage.

In the 4th and final phase, you must start checking Lavenza’s resistances every turn to find out what she can’t resist and damage her with those elements/moves. She can sometimes interrupt your attacks with a physical attack of her own and will sometimes cast Concentrate with Megidolaon together. You will eventually win the long battle if you can keep your team healed, revived, and constantly attack Lavenza.

Answer: The cut-off date is December 24th for Persona 5 and Persona 5 Royal. Even with the additional time boost given by the 3rd semester in Persona 5 Royal, you will not be able to complete the Confidant with Lavenza. However, she will still interact with you for hangouts and talk with you normally.

Answer: Caroline & Justine’s Confidant can be completed in a single day if you have all the necessary Personas, making this the easiest Confidant to complete. It can also be the hardest to complete as it doesn’t rely on any social stats, Confidant levels, or events that boost relationship values. The minimum level to complete this Confidant is Level 51, since the last fusion challenge requires Seth to be fused, who has a minimum level of 51.

Answer: Caroline & Justine’s bonus will only appear after you have started the Strength Confidant, which involves giving a Jack Frost with Mabufu to them after they make the request. The bonuses will kick in then (in case people were hoping for high-powered fusions from the start). However, you can still pull powerful demons out of the Compendium as your money carries over from previous playthroughs.

Caroline and Justine are the holders of the Strength Arcana and Confidants in Persona 5 Royal . Together they are the attendants of the Velvet Room, tasked with overseeing the protagonist’s rehabilitation. They are introduced on 04/09 and you can begin their Confidant on 05/18 after infiltrating Madarame’s Palace. Caroline and Justine are always available and can be found in the Velvet Room .

The twins have a unique social link that functions like no other. Rather than ranking them up by hanging out with them, you have to fuse the Personas that they request . These requests usually involve multiple fusions and often require Personas that are difficult to obtain. Also, progressing the Strength Confidant does not move time forward unlike every other social link in Persona 5 Royal .

Persona 5 Royal : Caroline and Justine Confidant skills

Below are the skills and benefits acquired from  ranking up the Strength Confidant. All of the twin’s skills are focused on creating stronger Personas. Since your Personas are the single most important factor in determining how strong you are, this social link is incredible. It is always worth prioritizing completing the Strength Confidant.

  • Rank 1 – Group Guillotine: Allows you to fuse three Personas to create powerful new ones.
  • Rank 3 – Lockdown: Allows you to leave a Persona to learn an attribute resistance.
  • Rank 5 – Special Treatment: Allows you to pay to create Personas of a higher level.
  • Rank 8 – Guillotine Booster: Increases the possible fusions of Personas in Group Guillotine.
  • Rank 10 – VIP Treatment: Reduces the amount of money needed for Special Treatment.

Persona 5 Royal : Sojiro Sakura Confidant fusions

The answers that you give during Confidant events have zero impact on progressing the Strength Confidant. Instead, you have to fuse specific Personas that are requested by Caroline and Justine. These challenges have multiple solutions but the fusions listed below are some of the easiest to do. You can obtain the Personas required for the fusions from Mementos.

Keep in mind that without the Special Treatment Skill obtained at Rank 5, you cannot create Personas above your own level. Even then it is expensive to do and usually not worthwhile unless you have a lot of spare cash. Also, these solutions assume you have access to all DLC as is standard in the Steam version of Persona 5 Royal .

Persona 5 Royal  saw the addition of a number of changes and advancements to Atlus' smash 2017 JRPG hit, Persona 5 . But arguably, one of the best and easily the funniest addition to the game was the feature to take the Twin Wardens of the Velvet Room, Caroline and Justine, out on the town and babysit them around Tokyo.

Though the Twin Wardens' interactions in Persona 5  were limited to helping Joker fuse and strengthen his persona (and giving him annoyingly difficult fusion tasks),  Royal takes that one step farther by adding one more part of Joker's rehabilitation - "special assignments."

The twins explain to Joker that they're interested in their prisoner's life and want to see where he spends his time he's not locked up. Though they give a pretty lengthy explanation as to how this connects to rehabilitation, it honestly seems like the twins are just getting bored of spending their lives in a dingy prison with a creepy dude overseeing them. Who could blame them?

Sure, these interactions don't necessarily have a "real" purpose in the game. But the social interactions that the twins have as they explore the wonders of Tokyo are just oh, so good.

Should Joker decide to take the twins up on their offer, he'll have the opportunity to take them on some pretty hilarious outings, such as eating at Big Bang Burger, confessing at the Kanda Chapel, and experiencing the Akihabara Maid Café.

Though the twins hold immense power in the Velvet Room, that authority doesn't translate too well in the real world. Normal members of society view them as adorable little children, which aggravates the twins (especially the tsundere-like Caroline) to no end.

Additionally, there's a bit of a culture barrier between the happenings in everyday Japan and the Velvet Room, which leads to some pretty ridiculous encounters; like the time Justine asks Joker to take them somewhere "where slaves attend to the needs of visitors." Joker proceeds to take them to a maid café, where the twins get into a hilarious fight with the waitress after the latter calls them "cute."

The dates also allow for more insight into the twins' individual personalities. Though the original game clearly identified the dynamic between the calm Justine and the impatient Caroline,  Royal  allows players to see that in a brighter (both literally and figuratively) light. Take one outing where the twins attend confession: Justine admits she's been pushing her more boring responsibilities to Caroline, which shocks and aggravates her sister. Justine then brings up Caroline's tendency to shirk responsibilities, even bringing up the time when the latter left the Velvet Room to eat menchi katsu by herself.

Meanwhile, Joker stands outside of the confessional, listening to the two bicker.

This is all to say that while these outings are completely optional in the grand scheme of  Royal , you'd be remiss to miss out on babysitting these adorably scary twins.

Seattle police chief dismissed from top job amid discrimination, harassment lawsuits

Seattle’s embattled police chief has been dismissed, Mayor Bruce Harrel said Wednesday.

Harrel said at a news conference that he met with Adrian Diaz on Tuesday and they agreed Diaz should step down.

He will work on special assignments for the mayor with the police department, Harrell said.

Diaz’s departure comes about a week after police Capt. Eric Greening filed a lawsuit alleging that he discriminated against women and people of color,  news outlet KUOW reported .

Greening is one of at least a half-dozen officers who have sued the department alleging sex and racial discrimination, and naming Diaz specifically.

Last month several female officers filed a tort claim for $5 million, alleging harassment and sex discrimination.

Diaz has vehemently denied the allegations.

Harrel said earlier this month that he would hire an outside investigator to examine some of the allegations.

On Wednesday, Harrell said the lawsuits were a distraction for Diaz.

He praised Diaz, who appeared with him at the news conference, but said the two agreed that change could “be better served with him stepping aside.”

“I’ve accomplished so much in the four years as chief, but there’s more to be done,” Diaz said.

Diaz took over as acting chief in 2020 for Carmen Best, who resigned following a summer of demonstrations against police brutality after the killing of George Floyd in Minneapolis.

He was later given the job officially.

Diaz will be replaced on an interim basis by Sue Rahr, a former sheriff of King County, where Seattle is located.

Rahr most recently led the state’s police academy, where she evangelized a mantra of “guardians, not warriors.”

For those unaware, Persona 5 Royal is a quirky JRPG that combines dungeon-crawling, turn-based combat, and visual novels. It follows the adventures of a group of high-school students moonlighting as masked vigilantes called the Phantom Thieves. By wielding a mysterious power called Persona, the Phantom Thieves aspire to rebel against their corrupt society by stealing the "hearts" of criminals and exploring an otherworldly dimension known as the Metaverse to fight evil monsters called Shadows.

I reviewed the long-awaited Xbox port of Persona 5 Royal a couple of years ago. Despite being nearly a decade old (it originally debuted on Sony's PlayStation 3 in 2016 as Persona 5), it holds up remarkably well thanks to the Royal Edition's gameplay improvements and the next-gen edition's graphical upgrades.

The series' trademarked turn-based battles are entertaining to partake in as they're packed with in-depth gameplay mechanics, the art style is jaw-dropping gorgeous to look at (especially when exploring dungeons and battle bosses), and the Phantom Thieves themselves are a bunch of intriguing misfits with likable personalities that will have you rooting for them.

While the main plot can be repetitive and feature cliches and plot twists that may irk some players, it is still one of the best PC games and, simultaneously, the best Xbox games that JRPG fans should not overlook. This game typically runs for an MSRP of $62.99 at most retailers, but CDKeys is selling the PC version (Steam) at a 62% discount for $23.89 , saving you $39.10 in the process.

The premise of Persona 3 Reload has you assume the role of a high-school student who discovers the under threat by a mysterious phenomenon known as the Dark Hour. Every night at Midnight, the world is pulled into an unknown dimension, and innocent people are hunted down by bloodthirsty monsters known as Shadows.

To combat this threat, you are recruited into SEES, a group of individuals who wield mysterious powers called Personas. Together, you will journey into the Dark Hour to save humanity from Shadows, find out what caused this phenomenon, and destroy it for good.

I reviewed Persona 3 Reload earlier this year and I already consider it one of the best Xbox JRPGs and a contender for 2024's game of the year. This an amazing remake that takes the original Persona 3's gameplay loop of balancing high-school life with otherworldly dungeon-crawling and refines it to near perfection.

The improved graphical presentation is simply breathtaking to behold. It is packed with tons of quality-of-life improvements that removed vexing aspects of the original Persona 3, and it features new gameplay mechanics to make the turn-based combat faster-paced and more in-depth.

Not to mention, the story and character development of Persona 3 has improved upon in Persona 3 Reload, thanks to the addition of new cutscenes that explore them in more depth while staying faithful to the source material's vision.

While the difficulty from the original Persona 3 is somewhat diminished thanks to Reload's quality-of-life it is sad to see the fan-favorite female protagonist from Persona 3 Portable not included in this game, these don't stop Persona 3 Reload from being an awesome game that both JRPG fans and Persona fans will adore.

Persona 3 Reload usually runs a high MSRP of $75.59 at most retailers, but CDKeys is offering a special 39% discount for the PC version (Steam), cutting the price down to $45.39 and saving customers $30.20.
