The Driver and Vehicle Standards Agency (DVSA) Business Plan for 2022-2023 was made available to the public 17 th May 2022 and sets out the priorities of the agency for pandemic recovery and major projects for the coming year. As tension mounts surrounding the frequency of MOT testing, documents like this serve to give warning as to what to expect for the immediate future, and the long-term plan for road safety.

The foreword mentions an expectation of a Cabinet Office Tailored Review this year, following a recent Review of the Traffic Commissioner function. The Traffic Commissioners (TCs) are responsible for

  • licensing and regulation of those who operate:
  • heavy goods vehicles (HGVs)
  • public service vehicles (PSVs)
  • registration of local bus services
  • taking action against drivers of HGVs and PSVs
  • environmental suitability of centres designated as parking locations for HGVs, potentially imposing financial penalties against bus operators that fail to run against registered timetables

The DVSA will work with the review team, and support them through the process, but it is unclear if the Cabinet Office Tailored Review will only be concerned with the concerns of the review of the function of the TCs, or if it will cover the entire responsibility of the agency.

  • protecting you from unsafe drivers and vehicles

Focusing on MOT testing, an argument to support the current frequency of presentation meets these three published objectives. The business plan dedicates a small area to MOT testing, which is reflective of the amount of responsibility the agency has, citing that 23,500 authorised MOT garages carry out about 40 million MOTs per year. The detail offered within the business plan shows the area of interest from the agency is to “focus on improving” the service, and this is to be achieved by “driving a more modern MOT that best meets the needs of vehicle users”.

The areas specifically outlined in the Business Plan are as follows:

  • improving our MOT reminder service – already used by 3.5 million motorists – to make it even easier to use
  • continue to invest in technology enabling new ‘connected’ test equipment that can ensure tests are being carried out to the right standard
  • use our data better to target those garages that are choosing not to do things right – and where appropriate prosecuting them, to ensure they stay out of MOT testing

Further into the business plan, under the section concerning enforcement services, there seems to be a significant appetite to robustly deliver solutions for noncompliance within MOT testing to reduce the danger that they represent on the road system. Using a strategy of technology, data, and cooperatively working with vehicle manufacturers, in addition to trailing mobile inspection kit – it appears that the agency is focusing resources on improving the current testing process rather than a reform of the existing test.

The plans laid out within the document will all require sufficient budget to be implemented. On page 44, the income of the agency collected through statutory fee income is listed as ÂŁ384,443,000, to potentially halve the income from 40 million light vehicle tests could have serious impact on the ambition of this Business Plan.

The agency ultimately carries out the instruction from the Department for Transport, a decision regarding MOT testing frequency would have to come from here.

DVSA 22/23 Business Plan – Targeting Non-Compliance in the MOT Industry 🎯

Last week, the DVSA released their business plan for the next year – we’ve gone through it (so you don’t have to!) and have picked out the most important parts for MOT providers.

In this blog, we’ll talk about what the upcoming DVSA plans mean for you, and how MOT Juice can help your business stay compliant & risk-free.

What does this all actually mean?

The DVSA are looking at how they can better use the data available to them, in order to target & identify MOT businesses who are:

1. Doing something seriously wrong (serious non-compliance) 2. Repeatedly failing to do the things that the DVSA expect of them (serial non-compliance)

Serious fraud & criminal activity is still thankfully rare in our industry. The vast majority of AEDMs, Site Managers & testers are honest people, who want to do right by their customers.

However (often due to lack of knowledge and/ or time pressures), we know that some people don’t always complete the required routine compliance tasks. If these tasks are repeatedly ignored, this could well lead to your business being found ‘serially non-compliant’.

Alongside vehicle technology & physical surveillance tools, DVSA are increasingly using TQI & test log data to identify & target non-compliant VTS’s. This is one of the quickest, easiest ways for them to identify both serious & serial MOT non-compliance.

Do I have access to my VTS’s test log data?

Yes! Thankfully, your test log data is made available to you too. Therefore, you have the power to find, investigate & deal with any concerning issues/ incidents – before the DVSA have to bring it to your attention.

But DVSA test log data is vast and not very easy to work with – every single test has almost 30 bits of info attached to it! Even if you’re an absolute whizz-kid at spreadsheets, it would be very difficult & time-consuming for you to check each MOT record, and see if (for example):

• A tester has logged a fraudulent MOT off-site • Your testers regularly forget to end a test & log themselves out • Testers often perform very quick, or very long MOTs • There are tiny gaps between MOTs – not long enough for vehicle pre-checks to be carried out properly

Our system, however, can automatically do this complicated analysis for you each month, and flag any potential MOTs of concern.

In MOT Juice, Site Managers are able to evidence regular test log reviews, and record any actions related to the flagged tests.

When businesses can prove they have both:

• Identified & rectified an issue independently, in a timely manner • Put preventative measures in place to stop the issue re-occurring

…disciplinary action against an AE is much less likely.

What about my testers’ TQI data?

MOT Juice reminds your testers to review their TQI data each month, and you’re able to easily track completion through your account. All records are kept safe, and are easily available if a VE asks to see evidence.

Managers are also now able to view comparisons on e.g. item failure rates, to investigate any areas of concern.

1. Print out their TQI data from the MTS 2. Get the calculator out – work out which item failure rate percentages are of most concern 3. Hand-write comments on all of the above 4. Make sure they never lose any of the papers 5. Give the documents to you, so you can be sure they’ve done it – and can analyse it all yourself to ensure nothing’s been missed 6. Repeat each and every month forever…

It’s up to you whether TQI & test log reviews take up hours and hours of everybody’s time each month, or just a few minutes.

Either way, these reviews are mandatory – and the new DVSA plans mean that not doing them is now riskier than ever.

What if my quality management system never finds anything wrong?

The DVSA expect you to find issues sometimes – if you don’t, they say your quality management system is probably not working properly.

When AEDMs are not aware of compliance issues (until a DVSA letter or VE arrives at their door), disciplinary action is increasingly severe, and puts the whole business at risk.

Ignorance is not a successful defence for non-compliance.

DVSA publishes 2021 to 2022 business plan

The DVSA has said its focus is on the recovery of its services, the reduction of its backlog and on ensuring a sustainable position for its finances in its latest corporate report published this week.

The document, which sets out its plans between April 2021 and March 2022, revealed a five per cent increase from 2020 to 2021 on the number of MOT cases it acts upon, targeting the most serious fraud, dishonesty and negligence cases.

The report also revealed an 80 per cent target for MOT centres satisfies with the service the DVSA provides and an ambition of handling 70 per cent of call within 30 seconds.

Following a Department for Transport heavy vehicle testing review, the DVSA has confirmed it will carry out recommentdations raised.

The review identified six areas for future work, including how testers are scheduled and how easy it is for vehicle operators to book MOTs.

The DVSA will work with vehicle operators and authorised testing facilities (ATFs) to prioritise where improvements and develop and implement an action plan.

A DVSA spokesperson said: “We need to keep in step with customer expectations, technological innovations, and new ways of working.

“Before the COVID-19 pandemic, we were already facing a period of rapid change. As we emerge from the pandemic, we’ll continue to improve the experience for our customers and help the country build back better – being fairer, safer, stronger and greener than before.”

“Business plan”. Sounds like the government are just interested in money Dont they get enough as it is Tax, tax, taxtax, income tax. Then these “fines” (invoices) What happens to all this money when h&s fine someone etc!

Following the publication of DVSA’s 2022/23 business plan which set out our target to reduce the car driving test waiting time to under 9 weeks, we have published the first post of a two part message on our work to achieve this.
