भआषिक क्षमता के साथ-साथ उसकी वैचारिक दृष्टि तथा मानसिक प्रवृत्ति को परखना है। यही बात अभ्यर्थी को निबंध लेखन के लिए समझना अत्यंत आवश्यक है कि विषय कोई भी हो, आपके पास कितने भी तथ्य क्‍यों न हों, कितना ही ज्ञान भले क्यों न हो, परन्तु व्यक्तिगत दृष्टिकोण के बिना अच्छा निबंध लिखना अत्यंत दुष्कर कार्य है।

अभ्यर्थी को निबंध, प्रबंध तथा लेख में भी स्पष्ट अंतर ज्ञात होना चाहिए। परीक्षक को पर्याप्त अनुभव तथा ज्ञान होता है और वह भल्री-भांति निबंध, प्रबंध तथा लेख मैं उपस्थित अंतर को जानता है। इसलिए अभ्यर्थी के लिए भी इसे समझना आवश्यक है। प्रबंध में लेखक विषय संबंधी ज्ञानचातुर्य को सूक्ष्म विवेचन के आधार पर विशिष्ट आषा शैली क॑ माध्यम से प्रस्तुत करता है। लेखक के अदृश्य रहने से उसके व्यक्तित्व का समावेश प्रवंध में नहीं होता तथा आकार की दृष्टि से भी यह निबंध से कई गुना हो सकता है, जबकि निवंध में लेखक के निजी विचारों तथा हृदयानुभूति को लघु आकार होने पर भी पूरा स्थान मिलता है।

प्रबंध में पुस्तकीय ज्ञान का महत्व अधिक होता है और निबंध में हार्दिकता तथा विचार का समन्वय होता है। प्रबंध और निबंध की भाषा-शैली में भी बहुत अंतर होता है। प्रबंध की भाषा तथा रचना शैली विद्धतापूर्ण, यहां तक कि कभी-कभी पारिभाषिक शब्दावली जैसी, शुष्क तथा धीर-गंभीर होती है और निबंध की भाषा और शैली मनोरम, सुगम तथा सरस होती है।

इसी प्रकार लेख (१7४०९) निबंध की तुलना मैं भावगत विशेषताओं के आधार पर प्रबंध के अधिक निकट होता है। लेख सूचना प्रधान होता है, जिसमें तथ्यों की महत्ता दूसरी विधाओं की तुलना में अधिक होती है। लेख में लेखक के व्यक्तित्व की छाप भी रहती है, लेकिन निबंध की तुलना में वेहद कम क्योंकि लेख में सूचना का तत्व प्रभावी हो जाता है और निबंध में लेखक की आत्माभिव्यक्ति को महत्वपूर्ण स्थान दिया जाता है।

“निवंध’ को ‘संघ लोक सेवा आयोग’ के साथ-साथ विभिन्‍न राज्यों के लोक सेवाआयोगों की मुख्य परीक्षाओं में एक विषय के रूप मैं स्थापित किया गया है। “संघ लोक सेवा आयोग’ की मुख्य परीक्षा में जब से निबंध को विषय के रूप में स्थापित किया गया है, तब से परीक्षा की उत्तीर्णता में इसकी अहम भूमिका हो गयी है। निबंध के लिए 250 अंक निर्धारित किए गए हैं जिसमें दो खण्डों (खण्ड क और खण्ड ख) के अंतर्गत प्रत्येक में एक निबंध करना होता है और प्रत्येक निबंध की शब्द सीमा 000-200 के बीच होनी चाहिए। यदि इसमें सम्यक्‌ विषय का चयन कर शिल्प एवं कथ्य दोनों की सम्पुष्ट अभिव्यक्ति की जाए, तो अधिकाधिक अंक प्राप्त किए जा सकते हैं। लोक सेवा आयोगों की परीक्षाओं में एक-एक अंक कितने मायने रखते हैं, यह तो इसके अभ्यर्थी अच्छी तरह से जानते ही हैं।

निबंध के प्रकार

प्रकृति के आधार पर विद्वान निबंध के मुख्यतः चार प्रकार मानते हैं. 0) वर्णनात्मक; (४) भावात्मक; (॥) व्याख्यात्मक; तथा (५) विचारात्मक। वर्णनात्मक किसी घटना, वस्तु एवं दृश्य का सजीव वर्णन रोचक तरीके से किया जाता है।

भावात्मक कल्पना प्रधान, चिंतन मनन से हटकर जीवन में राग और भावना का संचार करने वाले विषयों को भावात्मक निबंधों की श्रेणी में रखा जाता है।

व्याख्यात्मक किसी विषय जैसे ऐतिहासिक, पौराणिक तथा जीवनियां आदि से संबंधित कहानी तथा कथा का रोचक वर्णन इसके अंतर्गत आता है।

विचारात्मक मनोवैज्ञानिक, साहित्यिक, सामाजिक, दार्शनिक, वैज्ञानिक एवं विषय संबंधी जैसे अर्थशास्त्र आदि से संबंधित सिद्धांत तथा विचार सूत्र इसके अंतर्गत आते हैं। चिंतन, मनन, अनुभव तथा तर्क के आधार पर विचारात्मक निबंधों का सृजन होता है।

विभिन्‍न प्रकार के निबंधों में से विचारात्मक निबंधों को सर्वश्रेष्ठ माना जाता है क्योंकि केवल विचारात्मक निबंधों में ही लेखक को अपने भावों तथा भाषा की पूर्ण अभिव्यक्ति करने का पूरा स्थान और अवसर प्राप्त होता है। इसलिए सामान्यतः विचारात्मक निबंध को अन्य की अपेक्षा श्रेष्ठ माना जाता है। यद्यपि भावात्मक निबंध की अपनी विशेष महत्ता है। यह ध्यान रखा जाना चाहिए कि कोई भी निबंधकार विचारात्मक एवं भावात्मक में से किसी भी तत्व की अवहेलना कर निबंध की रचना नहीं कर सकता। विचारों और भावों की यथोचित युति से ही उत्तम श्रेणी के निबंधों की रचना होती है।

परीक्षार्थियों से निबंध के संदर्भ में जो अपेक्षाएं रखी जाती हैं, उन्हें निम्न बिंदुओं के आलोक में परखा जा सकता है

यूपीएससी पाठ्यक्रम सामान्य अध्ययन 1 (GS-1)

UPSC CSE प्रीलिम्स सिलेबस के सामान्य अध्ययन 1 में मुख्य रूप से इतिहास, भूगोल, राजनीति, अर्थव्यवस्था, पर्यावरण और पारिस्थितिकी, विज्ञान और प्रौद्योगिकी, सामान्य विज्ञान और करंट अफेयर्स आधारित कार्यक्रम शामिल हैं। यूपीएससी सामान्य अध्ययन प्रारंभिक पेपर 1 पाठ्यक्रम को निम्नलिखित व्यापक श्रेणियों में वर्गीकृत करता है:

सीएसएटी यूपीएससी पाठ्यक्रम (GS-2)

UPSC CSE के सामान्य अध्ययन 2 को CSAT (सिविल सेवा योग्यता परीक्षा) पेपर के रूप में भी जाना जाता है। यह पेपर पहली बार 2011 में प्रत्येक उम्मीदवार के लिए अनिवार्य योग्यता पत्र के रूप में पेश किया गया था। उम्मीदवार की योग्यता, विश्लेषणात्मक कौशल और तर्क क्षमता का आकलन करने के लिए यह UPSC CSE प्रारंभिक परीक्षा का एक हिस्सा बनाया गया था। इस पेपर के लिए अर्हता प्राप्त करने के लिए, प्रत्येक उम्मीदवार के लिए न्यूनतम 33% (66 अंक) आवश्यक हैं।

मुख्य परीक्षा के लिए यूपीएससी पाठ्यक्रम में 9 पारंपरिक/सैद्धांतिक पेपर शामिल है। हर पेपर का अपना महत्व होता है। यूपीएससी सीएसई 2024 मेन्स परीक्षा 20 सितंबर 2024 को आयोजित की जाएगी और आयोग द्वारा 5 दिनों में आयोजित की जाएगी। UPSC CSE मुख्य परीक्षा का उद्देश्य केवल उम्मीदवारों के ज्ञान और स्मृति का परीक्षण करने के बजाय उम्मीदवारों की समग्र बौद्धिक क्षमताओं और समझ के स्तर का आकलन करना है। मुख्य परीक्षा के लिए यूपीएससी पाठ्यक्रम नीचे विस्तार से वर्णित है।

यूपीएससी सिलेबस मुख्य भाषा पेपर

इन प्रश्न पत्रों का उद्देश्य गंभीर गद्य को पढ़ने और समझने के साथ-साथ प्रासंगिक भारतीय और अंग्रेजी भाषाओं में स्पष्ट और सटीक तरीके से विचारों को व्यक्त करने के लिए उम्मीदवार की योग्यता का मूल्यांकन करना है। इन पेपरों में प्राप्त अंकों का उपयोग रैंक निर्धारित करने के लिए नहीं किया जाएगा। ये पेपर केवल क्वालिफाइंग नेचर के हैं (प्रत्येक पेपर में न्यूनतम 25% अंक)।

यूपीएससी पाठ्यक्रम मुख्य: भारतीय भाषा

इस UPSC Mains भारतीय भाषा के पेपर में प्रमुख विषयों को शामिल किया गया है जैसे की कॉम्प्रिहेंशन पैसेज, संक्षेपण, सटीक लेखन, शब्द प्रयोग, शब्द भंडार और शब्दावली, लघु निबंध, अंग्रेजी से भारतीय भाषा में अनुवाद और भारतीय भाषा से अंग्रेजी में अनुवाद।

उम्मीदवार दी गई तालिका से निम्नलिखित में से कोई भी एक भारतीय भाषा चुन सकता है जो की संविधान के आठवीं अनुसूची में सम्मिलित्त हैं।

यूपीएससी पाठ्यक्रम मुख्य: अंग्रेजी पेपर

UPSC सिलेबस मेन्स इंग्लिश पेपर: अंग्रेजी का पेपर भी एक क्वालिफाइंग पेपर होता है जिसमें मुख्य रूप से कॉम्प्रिहेंशन पैसेज, संक्षेपण, सटीक लेखन, शब्द प्रयोग, शब्द भंडार और शब्दावली, लघु निबंध शामिल होते हैं।

यूपीएससी मुख्य पाठ्यक्रम निबंध पेपर

उम्मीदवारों से विभिन्न विषयों पर निबंध पूछे जाएंगे और उनसे अपने विचारों को व्यवस्थित करने कीअपेक्षा की जाएगी। निबंध उन पेपरों में से एक है जहां उम्मीदवार बेहतर स्कोर कर सकते हैं और सावधानीपूर्वक अपनी रैंक में सुधार कर सकते हैं। निबंध के पेपर को दो खंडों में विभाजित किया गया है और प्रत्येक खंड में 4 विषय हैं। निबंध पेपर कुल 250 अंको का होता है जिनमे से प्रत्येक निबंध 125 अंक का होता है।

यूपीएससी मेन्स पाठ्यक्रम सामान्य अध्ययन

UPSC पाठ्यक्रम वैकल्पिक विषय: पेपर 6 और पेपर 7 वैकल्पिक विषय के पेपर हैं जो अनिवार्य पेपर होते हैं। ये पेपर उन पेपरों में से एक हैं जिनमें उम्मीदवार अच्छे अंक प्राप्त कर सकते हैं क्योंकि ज्यादातर मामलों में ये विषय या तो स्नातक विषय होते हैं या उम्मीदवारों के रुचि क्षेत्र के विषय होते हैं।

प्रत्येक वैकल्पिक विषय का अपना व्यापक पाठ्यक्रम है जिसे उम्मीदवार को वैकल्पिक विषय तय करने से पहले एक बार ध्यान से पढ़ना चाहिए। UPSC मुख्य परीक्षा के लिए सर्वश्रेष्ठ वैकल्पिक विषय तय करने के लिए कई कारक और मानदंड हैं जैसे पाठ्यक्रम, उस विषय के लिए उपलब्ध संसाधन, तैयारी के लिए आवश्यक समय आदि।

यूपीएससी साक्षात्कार के लिए कोई विशिष्ट पाठ्यक्रम नहीं है, जिसे व्यक्तित्व परीक्षण के रूप में भी जाना जाता है। यह यूपीएससी परीक्षा का अंतिम चरण होता है जो की २75 अंको का होता है। यह चरण मुख्यतः व्यक्ति के तार्किक प्रस्तुति, मानसिक सतर्कता, तर्कों को लेकर स्पष्टता, निर्णय लेने की क्षमता और उसका संतुलन बनाये रखना, आत्मसात करने की महत्वपूर्ण शक्ति, बौद्धिक और नैतिक अखंडता, सामाजिक सामंजस्य और नेतृत्व के लिए योग्यता का मूल्यांकन करने के लिए किया जाता है।

किसी भी माध्यम (अंग्रेजी / हिंदी / अन्य भाषाओं) के उम्मीदवारों के लिए यूपीएससी सीएसई 2024 को पहले प्रयास में उत्तीर्ण करने के लिए, उम्मीदवारों से आग्रह किया जाता है कि वे यूपीएससी पाठ्यक्रम को पूरी लगन से पढ़ें और उसके अनुसार अपनी अवधारणाओं को स्पष्ट करने के लिए जरुरी पुस्तकों / संसाधनों को पढ़ें। उम्मीदवारो को यह सुनिश्चित करना चाहिए कि आईएएस पाठ्यक्रम में शामिल सभी विषयों का एक बार अच्छी तरह से विश्लेषण हो जाना चाहिए ताकि अंतिम समय में कोई भी समस्या ना आये। IAS परीक्षा के लिए, आपके द्वारा चुने गए संसाधनों और आपकी तैयारी के दौरान किए गए संशोधनों पर बहुत अधिक निर्भर करता है।

UPSC परीक्षा की तैयारी के लिए क्या करें और क्या न करें

• सबसे पहले UPSC CSE सिलेबस और परीक्षा पैटर्न की समीक्षा करें।

• सुनिश्चित करें कि CSAT में, कम से कम 33% स्कोर आराम से कर लें क्यूंकि बीते वर्षों में UPSC ने CSAT का लेवल थोड़ा बढ़ा दिया है , इसलिए CSAT के लिए विवेकपूर्ण तरीके से तैयारी करें।
• एक समय सारिणी बनाएं और उसका विवेकपूर्ण तरीके से पालन करें और सभी विषयों का अध्ययन करना सुनिश्चित करें। प्रत्येक प्रश्नो को परीक्षा हॉल में आराम से पढ़ें, अन्यथा आप भ्रमित हो सकते हैं और अनावश्यक रूप से गलत उत्तरों को भी चिह्नित कर सकते हैं और जिससे नकारात्मक अंक प्राप्त करेंगे।
• एक सहकर्मी समूह बनाएं जो गुणवत्ता संबंधी चर्चाओं में शामिल हो।
• पिछले साल के प्रश्न पत्रों को नियमित रूप से हल करें और साथ ही साथ मॉक टेस्ट भी समय समय पर देते रहें।
• स्वस्थ आहार और नियमित नींद लेते रखें क्यूंकि UPSC 1-2 दिन की यात्रा नहीं है।

UPSC Syllabus 2024: The Union Public Service Commission (UPSC) conducts the Civil Service Examination (CSE), which is the most prestigious examination in the country.
