Current Trends and Issues in Public Administration

By Matt Rowley Posted on April 26, 2022

U.S. public agencies at the federal, state and local levels – and governments across the world – have reacted to the COVID-19 pandemic in various ways. Public administration professionals are navigating through the heavy economic and social pressures they’ve faced since the start of the pandemic, and they’ve learned about the need for flexibility and adaptability within multi-level governance systems.

Although the pandemic has caused many issues and challenges in public administration, there are also other trends worth monitoring. In this article, we explore eight current trends and issues in public administration, including those directly connected to the pandemic and those that aren’t.

1. Increased Digital Governance

The complications of the COVID-19 pandemic have ushered in the next generation of government digitization . For many public agencies, digital transformation went from "good to have" to "must-have." Governments have sped their digital journey along three important dimensions to accommodate the spike in service demand while working virtually:

  • Building a more digitally-skilled staff.
  • Growing their digital infrastructure.
  • Investing in citizen connection.

2. Improved Data Management

Within and beyond government, data is becoming increasingly important. Public agencies are developing new ways to maximize the value of the data they have, including sharing it correctly and ethically. The trend toward fluid, dynamic data is transforming how government and its partners in academia, charities and the commercial sector utilize and exchange data around the world.

This can include repurposing data to acquire fresh insights into the past and present, as well as making informed projections about the future. Organizations can create programs that are based on an intelligence architecture. Past performance, along with real-time data, can help public administration officials make better decisions for the future.

3. Anticipatory Public Services

Citizens are increasingly receiving tailored, seamless and proactive services in their daily lives, and they expect the same from government entities. For example, state and local agencies are exploring the increased use of digital tools – such as automated text message reminders – when administering the Special Supplemental Nutrition Program for Women, Infants and Children.

In order to transform their services and realize this idea of seamless service delivery , governments are pursuing several strategies, such as:

  • Committing to entirely digital services.
  • Constructing infrastructure to enable such seamless services.
  • Establishing proactive services based on life events.

4. Comprehensive Cybersecurity Measures

With government agencies investing more in digitization – including more efforts in using data and anticipatory services – cybercriminals now have more potential targets in the public sector. Improving the nation’s overall cybersecurity is a national priority , as a single cyberattack on one government target can pose a danger to a whole industry or sector. Government officials are working to break down internal silos, identify vulnerabilities, and employ skilled cybersecurity professionals at all levels.

5. Diversity, Equity and Inclusion

Another concern related to increased digitization and data usage is ensuring that government agencies also prioritize diversity, equity and inclusion. Responsible organizations are now concentrating more on the underlying causes of systemic inequalities and examining how their policies are produced, implemented and reviewed. Some of the approaches being used are:

  • Accessible design of government services.
  • Co-creation and citizen engagement.
  • Data sovereignty and equity.
  • Equitable access to public goods.

6. Flexible and Remote Workplaces

Organizations are rethinking how to carry out their missions. The pandemic brought the future of government employment into the present, from remote labor to telemedicine and online classrooms. This direction coincides with the rise of flexible and remote workplaces , including methods for managing a distributed workforce and providing high-quality citizen services remotely.

7. Agile Administration

Again, the COVID-19 pandemic underlined the importance of rapid, flexible and mission-driven governance, and public administration offices across the globe have demonstrated that they are up to the task. Government entities must be able to make quick judgments and move ahead with confidence, especially during emergencies . Policymaking, legislation, procurement and the workforce are all examples of where this is needed.

8. Rebuilding Government Trust

In the U.S., trust in the government has hovered near historic lows for years. One of the keys to rebuilding this trust is understanding that “the government” is not one entity; it’s composed of many different agencies that fulfill different roles and offer different services.

Deloitte Insights, a global research agency, proposed the following six “ archetypes ” of government agencies, each with their own set of considerations and strategies for restoring trust:

  • Educator: Impart knowledge, skills and resources to inform, influence or drive an outcome (example: Census Bureau).
  • Enforcer: Enforce rules and regulations by detecting wrongdoing and enacting consequences (example: law enforcement agencies).
  • Innovator: Drive new ways of thinking and doing or support the innovation of others through investment (example: NASA).
  • Regulator: Develop rules and regulations that effectively deter undesired or illegal behaviors (example: Food and Drug Administration).
  • Retailer: Offer goods and services to external customers or staff in a competitive environment (example: U.S. Postal Service).
  • Retailer-Like: Provide a service, often for a fee, but no competitive alternative exists (example: Department of Motor Vehicles).

Government agencies can identity their archetype, focus on their public perception, study what has worked for other agencies within their archetype, and build strategies to strengthen their perception. It can be a complicated challenge, but rebuilding government trust is possible.

Tips on Choosing a Topic

Choose a topic.

Choosing a topic does not seem like it should be difficult. Unfortunately, it often is.

Frustrated stick figure flips desk. Captions says Example A: Choosing a topic.

Choosing a right topic can often make the entire process much easier. This can be done if you follow these steps.

1. Pick a topic that interests you.

The topics we can choose are often dictated by assignments, classes, professors, etc. But, find a topic you like will make the process more rewarding.

If you have an open-ended assignment, browsing the databases listed below can help you decide on a topic by giving you a jumping off point. They also have the added benefit of suggesting many different resources once your topic is found:

  • CQ Researcher This database publishes reports that provide overviewed, background information, opinion pieces, and lots of references for a large collection of topics. A really great place to start, if you aren’t certain what’s out there.
  • Opposing Viewpoints in Context Much like CQ Researcher, this database provides overviews, media, background information, and lots of references on specific topics that are known to be in the public eye. A great place to browse for topics, or to find out more about one you’re considering.
  • Google News or Yahoo News – specific topics Google or Yahoo news can show you topics that are currently being discussed. It can be a good place to start.

2. Find information on your topic.

You may find a topic like "Obesity" or "Fracking" interesting enough to write about, but not know very much beyond what you've noticed in the news.

Stick figure looks as though he or she is in thought. Caption says Just what is fracking, anyway.

That's okay! Even for subjects that you feel that you know a lot about, it's hugely beneficial to get background information. That's where encyclopedias and other reference materials come in. You can use them to discover definitions, general trends, subtopics, and other items of interest about the subject you are interested in. Once this information is gathered, you can use it conduct more effective research.

Stick figure looks amazed. Wikipedia? Caption says But I can't use that (even though I secretly do).

Didn't think you'd see this here, did you?

Wikipedia is a really good example of a reference source: a place you go when you want to see what something is. Just like many other encyclopedias, it can give you a basic overview, related topics, and even a brief history of your subject. However, because pages can be edited by anyone (your mom, your little brother, your nosy neighbor down the street), there’s a risk that someone has messed around with the information and it’s completely wrong . On top of that, you can’t cite it. So feel free to use it, but make sure you use it wisely.

  • Gale Virtual Reference Library (GVR) Imagine this as Wikipedia’s older, more reliable sibling, the one you can count on to not exaggerate or just plain lie. It works the same way, but people who have definitely done their research are the ones writing the entries. What’s more, unlike Wikipedia, most instructors will allow materials from GVR to be cited in your assignment. Information isn’t worth very much if you can’t use it!
  • Oxford Reference Online , and Sage Reference Online Just like the GVR, but from different publishers.

Now that you’ve done your background research, your topic should be shaping itself more clearly to you. It can help at this point to create a concept or mind map that demonstrates the interconnected aspects of the topic and how they relate to each other.

It’s now that you need to take the aspects of the topic that are of most interest to you, and form them into a question that your research assignment will answer. This question will guide your research forward, helping you to stay focused and relevant.

3. Create a research question.

When the time comes to do the bulk of your research, three different things can happen with your results.

First image- stick figure is angry and the caption says Too much. Second image - stick figure is angrier and the caption says Not enough. Third image - stick figure is extremely angry and the caption says Irrelevant. Fourth image - Stick figure is happy and caption says Just right.

It’s not pleasant to be on the verge of writing a paper or script, only to find that your topic is too new, obscure, narrow, or broad to find enough supporting research to complete. So it’s important to try it out, and to change your topic, if you find yourself with too many, too few, or irrelevant results.

Some good general tools to try a preliminary search in are:

  • LIONSearch This tool is a single interface to the combined resources provided by the Penn State University Libraries. What that means is that LIONSearch covers almost everything that the library has access to, both print and digital collections. The Google of the library, if you will.
  • Academic Search Complete Comprehensive scholarly, multi-disciplinary full-text database, with more than 5,300 full-text periodicals - in other words, lots of great stuff!
  • The CAT This is the library’s traditional catalog, but it doesn’t only search books. Ebooks, videos, journals, and many other types of media can be found here as well

While you’re searching, if you find a few articles or books that you really like, use the GET IT! button

GET IT button

Example questions might be:

  • How has the obesity epidemic affected Native communities in the United States?
  • How has the economy of North Dakota been affected by fracking?

As you can see, these questions take specific aspects of the broader topics of “obesity” and “fracking,” and narrows them both into focused queries that a thesis statement then begin to answer.

5. Broaden or narrow your topic as needed.

If during your test search, you found too many or too few results, you may need to either narrow, or broaden your topic to make it more manageable.

  • To narrow your topic, consider making it more specific. Focus on one aspect of your topic. This can include geographical area, culture, time frame, discipline, and population group (age, gender, ethnic group, profession, etc).
  • To broaden your topic, consider backing away from your more specific descriptors. Topics that are very narrow are often locally confined, recent, or focusing on very specific aspects of a larger whole (eg. Lady Gaga vs. Pop Music).

If you're having any difficulty with this step, or any other, feel free to Ask a Librarian .

Electric Vehicle Charging Infrastructure in the U.S.

research topics for public administration

Pew Research Center conducted this study to understand Americans’ views on electric vehicles. We surveyed 10,329 U.S. adults from May 30 to June 4, 2023.

Everyone who took part in the survey is a member of the Center’s American Trends Panel (ATP), an online survey panel that is recruited through national, random sampling of residential addresses. This way, nearly all U.S. adults have a chance of selection. The survey is weighted to be representative of the U.S. adult population by gender, race, ethnicity, partisan affiliation, education and other categories. Read more about the ATP’s methodology .

We supplemented the data from the survey with data on EVs and charging stations from the U.S. Energy Department, specifically the Office of Energy Efficiency & Renewable Energy and its Alternative Fuels Data Center . This dataset is updated frequently; we accessed it for this study on Feb. 27, 2024.

The analysis in this report relies on two different measures of community type, one based on what ATP panelists self-reported when asked “How would you describe the community where you currently live?” This measure is used when discussing differences in public opinion towards EV charging infrastructure or related issues and distinguishes between urban, suburban and rural areas. The other measure is based on the U.S. Census Bureau’s urban-rural classification , which identifies urban and rural areas based on minimum housing unit density and/or population density thresholds.

Here are the questions used for this analysis, along with responses, and the survey methodology .

Several recent laws, including the 2021 Infrastructure Investment and Jobs Act and the 2022 Inflation Reduction Act, have sought to encourage the development of electric vehicle infrastructure and increase the adoption of electric vehicles (EVs). And a Pew Research Center survey paired with an analysis of U.S. Department of Energy data finds that roughly six-in-ten Americans now live within 2 miles of a public charger . There were over 61,000 publicly accessible electric vehicle charging stations in the United States as of February 2024.

A chart showing that About 6 in 10 Americans live within 2 miles of a public EV charger

The vast majority of EV charging occurs at home , but access to public infrastructure is tightly linked with Americans’ opinions of electric vehicles themselves. Our analysis finds that Americans who live close to public chargers view EVs more positively than those who are farther away .

Even when accounting for factors like partisan identification and community type, Americans who live close to EV chargers are more likely to say they:

  • Already own an electric or hybrid vehicle
  • Would consider buying an EV for their next vehicle
  • Favor phasing out production of new gasoline cars and trucks by 2035
  • Are confident that the U.S. will build the necessary infrastructure to support large numbers of EVs on the roads

Here are some other key takeaways from our geographic analysis of EV chargers:

The number of EV charging stations has more than doubled since 2020. In December 2020, the Department of Energy reported that there were nearly 29,000 public charging stations nationwide. By February 2024, that number had increased to more than 61,000 stations. Over 95% of the American public now lives in a county that has at least one public EV charging station.

EV charging stations are most accessible to residents of urban areas: 60% of urban residents live less than a mile from the nearest public EV charger , compared with 41% of those in the suburbs and just 17% of rural Americans.

How Americans view electric vehicles

  • Today’s electric vehicle market: Slow growth in U.S., faster in China, Europe

As of Feb. 27, 2024, there are more than 61,000 publicly accessible electric vehicle charging stations with Level 2 or DC Fast chargers in the U.S. 1 That is a more than twofold increase from roughly 29,000 stations in 2020 . For reference, there are an estimated 145,000 gasoline fueling stations in the country.

EV charging stations can be found in two-thirds of all U.S. counties, which collectively include 95% of the country’s population.

A map showing that Electric vehicle charging stations exist across the country, but most are concentrated in and around urban areas

Distribution by state

As has been the case in the past, California has the most EV charging infrastructure of any state. The state is home to a quarter of all public EV charging stations in the U.S., though this represents a slight decrease from the last time we analyzed this data source in May 2021. At that time, California contained 31% of all public EV charging stations in the U.S.

Californians with an EV might also have a harder time than residents of many states when it comes to the actual experience of finding and using a charger. Despite having the most charging stations of any state, California’s 43,780 individual public charging ports must provide service for the more than 1.2 million electric vehicles registered to its residents. That works out to one public port for every 29 EVs, a ratio that ranks California 49th across all 50 states and the District of Columbia.

At the other end of the spectrum, Wyoming (one-to-six), North Dakota (one-to-six) and West Virginia (one-to-eight) have the most ports relative to the much smaller number of EVs registered in their respective states.

Infrastructure growth in rural areas

Historically, rural parts of the country have had substantially less access to EV charging stations . Addressing that issue has been a focus of recent legislation passed into law. For instance, the 2022 Inflation Reduction Act (IRA) contains tax credits designed to incentivize the installation of EV charging stations outside urban areas.

Since the IRA’s tax credits became active , the number of EV charging stations nationwide has increased 29%. But rural parts of the U.S. have a slightly faster growth rate in their total number of charging stations when compared with urban areas (34% vs. 29%). 2 Even so, access to public EV charging remains heavily concentrated in urban areas, which account for nearly 90% of all stations in the U.S. as of Feb. 27, 2024.

The vast majority of Americans now live in a county with at least one public EV charging station, but some live closer to this infrastructure than others: 39% of Americans live within a mile of a public charging station, and 64% have a charging station within 2 miles of home.

A bar chart showing that City dwellers, Democrats and younger adults are more likely to live near a public EV charger

Americans who live in cities are especially likely to have a public charging station very close to their home. Six-in-ten urban residents live within a mile of a public charger, compared with 41% of suburbanites and just 17% of rural Americans.

Because of this distribution, those who live closest to EV charging infrastructure tend to share the demographic characteristics of urban residents more broadly. For instance, they tend to be relatively young and are more likely to have a college degree than those in other community types.

Looking at political affiliation, 48% of Democrats and Democratic-leaning independents live within a mile of a public charger, compared with 31% of Republicans and Republican leaners.

However, there are no substantial differences in distance to the nearest charger by income. Similar shares of Americans with lower, middle and upper incomes live within a mile of public charging stations.

On the whole, the American public is fairly skeptical that the U.S. will be able to build the infrastructure necessary to support large numbers of EVs on the roads.

A chart showing that Those who live closest to existing charging stations are more confident that the U.S. will build necessary EV infrastructure

Just 17% of U.S. adults say they are extremely or very confident in the country’s ability to develop this infrastructure. But 20% of those who live within a mile of a public charger say they’re extremely or very confident that the U.S. will build the infrastructure necessary to support EVs, almost twice the share (11%) among those who live more than 2 miles from a charging station.

Likewise, those who live closer to public chargers are more likely to favor phasing out production of new gasoline cars and trucks by 2035. This view is held by 49% of those who live within a mile of a public charger, but just 30% of those who live more than 2 miles from one.

Owning – or considering – an electric vehicle

Americans who live near a public charger are a bit more likely to say they currently own an electric vehicle or hybrid. As of June 2023, 11% of those who live within a mile of a public charger said they owned an EV or hybrid; that figure is 7% for those who live more than 2 miles from a charging station.

Those who live close to public charging infrastructure are also much more likely to consider purchasing an EV in the future. Around half of those within a mile of a public charger say they are very or somewhat likely to consider purchasing an EV, compared with just 27% of those for whom the nearest charger is more than 2 miles away.

A dot plot showing that Those who live closest to charging infrastructure are more likely to consider purchasing an EV

These trends persist if we look at urban, suburban and rural areas separately. 3 For instance, just 17% of rural Americans live within a mile of an EV charger, but those who do live close to one are substantially more likely to consider buying an EV in the future (33%) when compared with those who live more than 2 miles from the nearest charging station (21%).

Likewise, Democrats are much more likely than Republicans to say they’d consider buying an EV, but members of both parties are more willing to consider an EV when they live near charging infrastructure.

Just 15% of Republicans who live more than 2 miles from a charger say they are very or somewhat likely to consider an EV for their next vehicle purchase. But among Republicans who live within a mile of a charger, that share is 26%. And although 60% of Democrats living in close proximity to chargers say they’d consider buying an EV, that share drops to 50% among those whose nearest public charger is over 2 miles away.

Does road tripping experience affect attitudes toward EVs?

A dot plot showing that Those who frequently take long road trips and those who don’t have similar attitudes toward EVs

Some transportation experts have suggested that “range anxiety” associated with the need to charge EVs partway through longer road trips is a stumbling block to widespread EV adoption . But our data finds that attitudes toward EVs don’t differ that much based on how often people take long car trips.

In fact, those who regularly drive more than 100 miles are slightly more likely to say they currently own an electric vehicle or hybrid – and also to say they’d consider purchasing an EV in the future – when compared with those who make these trips less often.

  • These charging stations collectively contain more than 164,000 individual ports. ↩
  • The 2022 Inflation Reduction Act uses the Census Bureau’s definition of urban versus rural areas, which defines an urban area as a census block that encompasses at least 2,000 housing units or has a population of at least 5,000. ↩
  • In addition to the results reported here, we used binary logistic regression to explore these (and other) relationships while accounting for other attributes (in regression parlance, while “controlling” for other factors). For more about this methodology and to see the results of that analysis in more detail, refer to Appendix A . ↩

Assessing the interoperability of digital public services in the EU: the sooner, the better

JRC scientific evidence supporting the Interoperable Europe Act sheds light on benefits and challenges for connected European public administrations.

Image of interaction in an office

As national public services become more digitalised, interoperability assessments (IOPAs) have become an essential tool for improving cross-border interaction of public administrations. According to JRC  research , early interoperability assessment can substantially reduce the investment, save resources and time, ease implementation and ensure higher quality of public services.

The interoperability assessments are introduced by the  Interoperable Europe Act , a fresh legislation designed to help make interconnected digital public services a reality. Examples of services that can benefit from this include recognition of diplomas or professional qualifications, exchange of vehicle data for road safety, access to social security and health data, information exchange related to taxation, customs, public tender accreditation, digital driving licenses, or commercial registers.

The legislation aims to strengthen cross-border data exchange to benefit citizens, businesses, and public administrations. A  JRC analysis found that improved interoperability would bring a 0.4% GDP increase to EU economy, save annually €543 million for citizens and €568 billion to businesses. These findings were recently cited in the  report on the future of the single market (PDF) , prepared by former Italian Prime Minister Enrico Letta.

The Interoperable Europe Act, in force since 11 April, will become applicable as of 12 July 2024. It however envisages that European Institutions, bodies and agencies, and public entities start running interoperability assessments (IOPAs) as of January 2025. The assessments will help to detect and tackle barriers to cross-border interoperability early, in the design phase of policies and public services. According to the JRC analysis, a successful implementation of the IOPA requires cultural and organisational change.

The JRC has been at the forefront in supporting policy makers with robust evidence for the preparation, interinstitutional negotiations and, currently, implementation of the Act. JRC studies on interoperability highlight efforts, benefits and challenges for European public administrations, supporting their adoption of an “interoperable-by-design" approach.

Counting on innovation

The Interoperable Europe Act sets out measures to support the adoption of innovative solutions by the public sector. An in-depth JRC analysis of more than 180 use cases,  Artificial Intelligence for Interoperability , finds that AI can offer numerous opportunities to improve service delivery and the overall efficiency of government operations. It also indicates further steps that policy makers may need to take to leverage AI use, such as raising awareness of the AI potential within the public institutions, and cross-organisational collaboration.

Tracking progress

The legislation establishes a monitoring scheme for ensuring the progress towards seamless functioning of cross-border digital services. A JRC study identified opportunities for  streamlining the monitoring of European digital policies and presented key recommendations.

The authors highlighted elements that need attention, ranging from improving the timing of information requests to assessing if indicators are relevant.

They also pointed to the challenge of managing cases where EU countries move at different speeds in their digitalisation, and encouraging those still learning. It is important to reconsider monitoring beyond mere output measurement, and shift attention towards digital policy outcomes and impacts. Piloting alternative approaches should help understand whether minor adjustments or more fundamental changes are needed.

Among the recommendations, the study indicates the need to harmonise the monitoring of different digital policies to keep them coherent and aligned, including the  Digital Decade targets for skills, governments, businesses and infrastructure.

GovTech, the government approach to modernise the public sector

The Interoperability Europe Act is also the first regulation to explicitly promote the design and deployment of GovTech solutions, where the public sector engages with private actors, especially with SMEs and start-ups, to procure innovative and interoperable technology solutions. The JRC reports contributed to  deepen the understanding of the GovTech landscape and markets, bringing the attention to innovating procurement practices to exploit the full potential of GovTech.

The coming months will be dedicated to support the early implementation of the Interoperability Europe Act. The lines of investigations will focus on the support to interoperability assessments, regulatory sandboxing and learning, the competence building for digital skills of public servants, and the provision of human-centric digital public services. They will include investigating the adoption of AI solutions by public administrations, and the related citizen's acceptance, as well as the role of the private sector for the digital service development and delivery in the EU.

FDA Takes Action on Updated mRNA COVID-19 Vaccines to Better Protect Against Currently Circulating Variants

FDA News Release

Today, the U.S. Food and Drug Administration took action approving and authorizing for emergency use updated COVID-19 vaccines formulated to more closely target currently circulating variants and to provide better protection against serious consequences of COVID-19, including hospitalization and death. Today’s actions relate to updated mRNA vaccines for 2023-2024 manufactured by ModernaTX Inc. and Pfizer Inc. Consistent with the totality of the evidence and input from the FDA’s expert advisors, these vaccines have been updated to include a monovalent (single) component that corresponds to the Omicron variant XBB.1.5.

What You Need to Know

  • Individuals 5 years of age and older regardless of previous vaccination are eligible to receive a single dose of an updated mRNA COVID-19 vaccine at least 2 months since the last dose of any COVID-19 vaccine.
  • Individuals 6 months through 4 years of age who have previously been vaccinated against COVID-19 are eligible to receive one or two doses of an updated mRNA COVID-19 vaccine (timing and number of doses to administer depends on the previous COVID-19 vaccine received).
  • Unvaccinated individuals 6 months through 4 years of age are eligible to receive three doses of the updated authorized Pfizer-BioNTech COVID-19 Vaccine or two doses of the updated authorized Moderna COVID-19 Vaccine.
  • The FDA is confident in the safety and effectiveness of these updated vaccines and the agency’s benefit-risk assessment demonstrates that the benefits of these vaccines for individuals 6 months of age and older outweigh their risks.
  • Individuals who receive an updated mRNA COVID-19 vaccine may experience similar side effects as those reported by individuals who previously received mRNA COVID-19 vaccines as described in the respective prescribing information or fact sheets.
  • The updated vaccines are expected to provide good protection against COVID-19 from the currently circulating variants. Barring the emergence of a markedly more virulent variant, the FDA anticipates that the composition of COVID-19 vaccines may need to be updated annually, as is done for the seasonal influenza vaccine.
  • The U.S. Centers for Disease Control and Prevention’s Advisory Committee on Immunization Practices will meet tomorrow (Sept. 12), to discuss clinical recommendations on who should receive an updated vaccine, as well as further considerations for specific populations such as immunocompromised and older individuals.
  • Manufacturers have publicly announced that the updated vaccines would be ready this fall, and the FDA anticipates that the updated vaccines will be available in the near future.

“Vaccination remains critical to public health and continued protection against serious consequences of COVID-19, including hospitalization and death,” said Peter Marks, M.D., Ph.D., director of the FDA’s Center for Biologics Evaluation and Research. “The public can be assured that these updated vaccines have met the agency’s rigorous scientific standards for safety, effectiveness, and manufacturing quality. We very much encourage those who are eligible to consider getting vaccinated.”

The updated mRNA vaccines are each approved for individuals 12 years of age and older and are authorized under emergency use for individuals 6 months through 11 years of age. As part of today’s actions, the bivalent Moderna and Pfizer-BioNTech COVID-19 vaccines are no longer authorized for use in the United States.

Data Supporting the Updated mRNA COVID-19 Vaccines (2023-2024 Formula)

The mRNA COVID-19 vaccines approved and authorized today are supported by the FDA’s evaluation of manufacturing data to support the change to the 2023-2024 formula and non-clinical immune response data on the updated formulations including the XBB.1.5 component.

  • The updated mRNA vaccines are manufactured using a similar process as previous formulations. In studies that have been recently conducted, the extent of neutralization observed by the updated vaccines against currently circulating viral variants causing COVID-19, including EG.5 and BA.2.86, appears to be of a similar magnitude to the extent of neutralization observed with prior versions of the vaccines against corresponding prior variants against which they had been developed to provide protection. This suggests that the vaccines are a good match for protecting against the currently circulating COVID-19 variants.
  • The benefit-risk profile of previously authorized and approved mRNA COVID-19 vaccines is well understood as these vaccines have been administered to hundreds of millions of people in the United States.

Based on an evaluation of the totality of the evidence, the benefit-risk profile is favorable for individuals 6 months of age and older to receive an updated COVID-19 mRNA vaccine. Although serious outcomes from COVID-19 are less common in younger individuals, they do occur, and it has been demonstrated that recently receiving a COVID-19 vaccine reduces the risk of such serious outcomes.

Additional Details on Today’s Actions

Specifically, today’s actions include:

  • Approval of Comirnaty (COVID-19 Vaccine, mRNA) to include the 2023-2024 formula, and a change to a single dose for individuals 12 years of age and older. Comirnaty was previously approved as a two-dose series for individuals 12 years of age and older.
  • Approval of Spikevax (COVID-19 Vaccine, mRNA) to include the 2023-2024 formula, a change to a single dose for individuals 18 years of age and older, and approval of a single dose for individuals 12 through 17 years of age. Spikevax was previously approved as a two-dose series for individuals 18 years of age and older.
  • Authorization of Moderna COVID-19 Vaccine for emergency use in individuals 6 months through 11 years of age to include the 2023-2024 formula and lower the age eligibility for receipt of a single dose from 6 years to 5 years of age. Additional doses are also authorized for certain immunocompromised individuals ages 6 months through 11 years, as described in the fact sheets.
  • Authorization of Pfizer-BioNTech COVID-19 Vaccine for emergency use in individuals 6 months through 11 years of age to include the 2023-2024 formula. Additional doses are also authorized for certain immunocompromised individuals ages 6 months through 11 years, as described in the fact sheets.

The approval of Comirnaty (COVID-19 Vaccine, mRNA) (2023-2024 Formula) was granted to BioNTech Manufacturing GmbH. The EUA amendment for the Pfizer-BioNTech COVID-19 Vaccine (2023-2024 Formula) was issued to Pfizer Inc.

The approval of Spikevax (COVID-19 Vaccine, mRNA) (2023-2024 Formula) was granted to ModernaTX Inc. and the EUA amendment for the Moderna COVID-19 Vaccine (2023-2024 Formula) was issued to ModernaTX Inc.
