Photo by Douglass Huxley Williamstown Middle/High School students Skylar Hart and Rylee Cunningham were recognized during Monday’s Wood County Board of Education meeting for their completion of i-Ready math and/or reading.

PARKERSBURG — The Wood County Board of Education held numerous presentations and recognitions Monday night during its regular meeting including students who completed i-Ready math and/or reading, those who won first place at the 2024 State Social Studies Fair, the Williamstown Middle/High School girls basketball team for placing as runners up at the state tournament, students who completed the ALEKS (Assessment and Learning in Knowledge Spaces) course and the Boys & Girls Club Student of the Year.

VanDevender Middle School student Andrew Sallizzoni was awarded the Ami-John Crawford/J.J. and Harriet C. West Prize by the Parkersburg Area Community Foundation. This is awarded to the best all-around student of any Parkersburg middle or high school, as selected by the board.

“His leadership roles have included various positions in the student government during his time at VanDevender Middle School. This year he was elected to be the student body president.” PACF Senior Program Director Amy Nahley said. “Andrew has spent countless hours volunteering to improve the school grounds and for school sponsored programs and events. He is on the VanDevender Middle School basketball team, has maintained an A average throughout middle school and is supportive and encouraging to his peers.”

Sara Smith, an English teacher at Parkersburg South High School, was named the 2024 recipient of the Laura Tracy Baisden Award for Exemplary Teaching of Writing.

Issabella Giffen, a Parkersburg High School freshman, was named the Boys and Girls Club Student of the Year.

Giffen said the club helped her family after a flood in 2018.

She said she is a part of a program that helps women entrepreneurs succeed and that what makes America what it is is that it is a melting pot of different cultures.

“I hope that by learning from all the different cultures in this world, I can help make the world a better place,” Giffen said.

After receiving their recognition for placing as runners up at the state tournament, Williamstown Middle High School head basketball coach Fred Sauro said it’s not so much about the final destination but the journey it takes to get there.

“The maturity of this team is really something, how they solve problems, how they became a better team and feeding off of each other and learning by cooperation,” Sauro said.

Technology Integration Specialist Jimmy Stewart and Eric Murphy provided an overview of the district’s bond projects and updates currently available on their website. They also showcased new features on the bond projects page, such as aerial site plans. These can be viewed at www.woodcountyschoolswv.com/page/facilities-bond.

They also talked about a new platform called “Rooms.” They said Rooms will be integrated into the district’s existing mobile app, will be the primary mode of communication and will allow easy access for parents, students, teachers and coaches. They said it will bring everything together in one centralized place, simplifying the education experience and allow parents to easily stay up-to-date on their children’s classes, activities and assignments.

They said the platform provides unique security features like individual access codes to ensure only approved guardians can view a student’s information. Translation services allow communication in over seven languages. Teachers and coaches will receive training over the summer and during the new school year on utilizing Rooms. Expectations around response times will also be set to manage the new messaging capabilities. Positive behavior tracking and real-time points systems are additional features to encourage student success.

Inappropriate messages can be flagged for review. A full rollout is planned for January 2025 after a soft launch and parent education period.

I recently finished working as an English language governor for a private family based in Moscow, Russia. I taught the family’s 10-year old twins, a 25-year old daughter and sometimes the mum of the family. Before this I worked with 3 kids in a different Russian family for 4 years . In total I have 8 years’ experience as an English governor in Russia.

As a governor, I have always taught English as a foreign language through everyday life. As well as ‘sit-down’ lessons teaching vocabulary and grammar, the kids I taught learnt through sports, trips and games. My students and I spent time together after school each day, at weekends and travelling in the summers and during school holiday periods.

What’s the best thing about living in Russia?

There are three things I love about living in Russia.

Firstly, I love the excitement of living in such an enormous, thriving city. Moscow is developing at a jaw-dropping rate and it is incredible to be located somewhere where history is being made in front of your eyes.

Secondly, I love the expat crowd. You have to be a little bit crazy to live in Moscow which means that the people you get to know here are some of the most interesting (and most fun) people you will meet in your entire life. On top of that, expat salaries are high and Moscow is (relatively) cheap so you can live comfortably and afford a good many adventures if you play your cards right.

Finally, I love the Russian people. While they may come across stony-faced on the surface, Russians are very deep and soulful. Your closest Russian friends will truly do anything for you. Personally, my Russian friends are unpredictably hilarious, very knowledgeable about nature, always have a bottle of vodka or an axe handy (don’t ask, don’t tell) and are experts at barbecuing meat.

Why did you become an English teacher?

I studied languages at university. Upon completing my studies I realised that teaching English was a convenient way to be able to travel and see the world, at the same time as helping a few of the millions of people worldwide who would like to improve their English skill

How did you start teaching English?

I finished my degree in Modern Languages in the UK and as part of my placement year in France I completed a fast-track teaching course, which allowed me to work in a school in Nice. At the same time as working in the school I tutored English as a Foreign Language. I then moved to Russia to teach full-time.

What was your first teaching job?

My first full-time position was in Moscow in late 2011. I found a job through an agency, a private position teaching an 8-year old boy. It was pretty terrifying getting off the plane in a country where I knew nobody and did not speak the language. I remember seeing all the pine trees and snow out of the plane window and hoping I wasn’t out of my depth! A driver took me off to meet my boss and my student in their huge house outside Moscow.

For the first few weeks it was a difficult job, but soon my student and I clicked and he began learning English at an extraordinary rate. We played football and swam together, went for walks outside. He even had driving lessons with me sitting in the back behind his instructor (Russia!). And the best bit about it is that my student, Max, and I are still friends today. He will soon turn 18! Max is now finishing boarding school in the UK and hoping to study engineering in the United States next year.

Where have you taught?

Whilst I tutored and taught part-time at a school in Nice (France), my full-time work has always been based in Moscow. However, the nature of English language governor work has meant that I’ve travelled with my students on their holidays, as this is usually a great opportunity to speak a lot of English. I have therefore also taught in some wonderful locations including Dubai, the Maldives, Switzerland, Barbados and Mauritius, to name but a few. My longest contract (4 years) was with a family that had a holiday home in France, so I spent 3 months there every summer teaching too

What was your favourite place to work?

I personally enjoyed my summer ‘placements’ in the South of France. The weather and food were fantastic, I always came back with a lovely suntan , and I was close enough to home to be able to travel back to my native UK for long weekends when I wanted to. I gave the majority of my lessons outside in the sunshine and I was able to use my boss’s pool when I finished my teaching commitments.

Whilst I love teaching in Russia, the flight plus domestic travel means that the journey ends up taking a full day, so travelling home for anything less than a week isn’t really worth it.

What is the best thing that has happened to you since you became an English governor in Russia?

Working as an English governor or governess in Russia is such varied and interesting work that it is really hard to pinpoint a single ‘best’ moment. I would probably say that my number one work highlight is a toss up between travelling on the world’s largest yacht, staying on Marlon Brando’s private island close to Bora Bora and meeting various Russian celebrities at my boss’s birthday party.

What is the worst thing that has happened to you since you became an English governor?

The single worst moment in my English teaching career was probably the time I went quad biking with a student as part of our ‘conversation time’. The student in question was a 9-year old boy, and his dad asked me to sit with him on the bike and supervise his driving. Unfortunately he wasn’t a particularly well-behaved student and about 10 minutes into our tour he got his own ideas about which way he wanted to go and drove us into an enormous bog. Our quad bike inevitably got stuck. My student and I managed to get to safety but I was in a mild panic about the $10,000 bike that was presumably my responsibility and was sinking in front of our eyes.

Fortunately the dad (my boss) who was wondering where we were came back to look for us and went into hero-mode, somehow towing the quad bike out of the mud and saving the day. Thank Goodness for that

Tell us a bizarre story about something that has happened to you since you became a governor

In my second ever week working in Moscow, my employer and student (who at this stage both spoke terrible English) prodded me into their car and we drove to the centre of Moscow, where there appeared to be some sort of car show taking place. Without any real explanation, I was pointed in the direction of a very old cream-coloured Mercedes and told to sit down, which I did. And then before I knew it, some girls got in the car and we started driving. It turned out that we were doing the Moscow Classic Car Rally, and for some reason I was one of the passengers . We drove around Moscow for 30 minutes in a 1960s Mercedes, with crowds waving at us and clapping. I never did quite figure that one out.

Is there anything you would change about your time as a governor?

I actually don’t think I would. My English language governor career in Moscow has been so eclectic, unexpected and varied that I don’t think I would change any of it.

Wait – scrap that. I would have kept a diary from day one, so at the end of my English governor career all I could read what I was thinking as the madness unfolded.

What advice would you give to someone who wants to become a governess in Russia?

Just do it! As well as being incredibly rewarding, teaching English gives you the chance to be a part of other people’s lives and can take you to places you never expected. I’d choose it over the 9-5 office job any day. You only live once!

Governor Newsom Unveils Revised State Budget, Prioritizing Balanced Solutions for a Leaner, More Efficient Government

The Budget Proposal — Covering Two Years — Cuts Spending, Makes Government Leaner, and Preserves Core Services Without New Taxes on Hardworking Californians

WHAT YOU NEED TO KNOW:  The Governor’s revised budget proposal closes both this year’s remaining $27.6 billion budget shortfall and next year’s projected $28.4 billion deficit while preserving many key services that Californians rely on — including education, housing, health care, and food assistance.

SACRAMENTO – Governor Gavin Newsom today released a May Revision proposal for the 2024-25 fiscal year that ensures the budget is balanced over the next two fiscal years by tightening the state’s belt and stabilizing spending following the tumultuous COVID-19 pandemic, all while preserving key ongoing investments.

Under the Governor’s proposal, the state is projected to achieve a positive operating reserve balance not only in this budget year but also in the next. This “budget year, plus one” proposal is designed to bring longer-term stability to state finances without delay and create an operating surplus in the 2025-26 budget year.

In the years leading up to this May Revision, the Newsom Administration recognized the threats of an uncertain stock market and federal tax deadline delays – setting aside $38 billion in reserves that could be utilized for shortfalls. That has put California in a strong position to maintain fiscal stability.

“Even when revenues were booming, we were preparing for possible downturns by investing in reserves and paying down debts – that’s put us in a position to close budget gaps while protecting core services that Californians depend on. Without raising taxes on Californians, we’re delivering a balanced budget over two years that continues the progress we’ve fought so hard to achieve, from getting folks off the streets to addressing the climate crisis to keeping our communities safe.” – Governor Gavin Newsom

Below are the key takeaways from Governor Newsom’s proposed budget:

A BALANCED BUDGET OVER TWO YEARS.  The Governor is solving two years of budget problems in a single budget, tightening the state’s belt to get the budget back to normal after the tumultuous years of the COVID-19 pandemic. By addressing the shortfall for this budget year — and next year — the Governor is eliminating the 2024-25 deficit and eliminating a projected deficit for the 2025-26 budget year that is $27.6 billion (after taking an early budget action) and $28.4 billion respectively.

CUTTING SPENDING, MAKING GOVERNMENT LEANER.  Governor Newsom’s revised balanced state budget cuts one-time spending by $19.1 billion and ongoing spending by $13.7 billion through 2025-26. This includes a nearly 8% cut to state operations and a targeted elimination of 10,000 unfilled state positions, improving government efficiency and reducing non-essential spending — without raising taxes on individuals or proposing state worker furloughs. The budget makes California government more efficient, leaner, and modern — saving costs by streamlining procurement, cutting bureaucratic red tape, and reducing redundancies.

PRESERVING CORE SERVICES & SAFETY NETS.  The budget maintains service levels for key housing, food, health care, and other assistance programs that Californians rely on while addressing the deficit by pausing the expansion of certain programs and decreasing numerous recent one-time and ongoing investments.

NO NEW TAXES & MORE RAINY DAY SAVINGS.  Governor Newsom is balancing the budget by getting state spending under control — cutting costs, not proposing new taxes on hardworking Californians and small businesses — and reducing the reliance on the state’s “Rainy Day” reserves this year.

HOW WE GOT HERE:  California’s budget shortfall is rooted in two separate but related developments over the past two years.

  • First, the state’s revenue, heavily reliant on personal income taxes including capital gains, surged in 2021 due to a robust stock market but plummeted in 2022 following a market downturn. While the market bounced back by late 2023, the state continued to collect less tax revenue than projected in part due to something called “capital loss carryover,” which allows losses from previous years to reduce how much an individual is taxed.
  • Second, the IRS extended the tax filing deadline for most California taxpayers in 2023 following severe winter storms, delaying the revelation of reduced tax receipts. When these receipts were able to eventually be processed, they were 22% below expectations. Without the filing delay, the revenue drop would have been incorporated into last year’s budget and the shortfall this year would be significantly smaller.

CALIFORNIA’S ECONOMY REMAINS STRONG:  The Governor’s revised balanced budget sets the state up for continued economic success. California’s economy remains the 5th largest economy in the world and for the first time in years, the state’s population is increasing and tourism spending recently experienced a record high. California is #1 in the nation for new business starts , #1 for access to venture capital funding , and the #1 state for manufacturing , high-tech , and agriculture .

Cross creek elementary marks autism awareness month.

A FOCUS ON AUTISM — Cross Creek Elementary School pupils were seeing red last April. However, it was for a good reason. The children wore the crimson hue as part of observing Autism Acceptance Month. The school marked the month by hanging up decorations, instilling lessons, having dress-up days and recognizing integration to showcase the importance of embracing differences and spreading understanding. WINTERSVILLE — Cross Creek Elementary pupils learned about acceptance and understanding as part of the school’s recognition of Autism Acceptance Month in April.

First-grade teacher Erin Moffat organized efforts with intervention specialists Rachel Bodo and Amber Scott. She explained the school highlighted the month with activities from decorations to presentations.

According to statistics, one in every 36 children has been identified with autism spectrum disorder, Moffat explained. The disorder reportedly occurs in all racial, ethnic and socio-economic groups, where the individual is extra-sensitive to lights, sounds, tastes and other senses. They may react by stimming. This includes rocking back and forth, flapping their arms or yelling and making sounds when they are overwhelmed. Some may be non-verbal and require a device or use sign language to communicate, while other indicators include challenges handling unexpected changes in their routines. However, they may excel in their studies and learn to read faster, according to officials.

Despite the differences, officials said those with autism seek friendship and acceptance from the people around them. Moffat said by promoting events throughout April, it gave students perspective and lessons about inclusion.

“We decorated our building with Autism Acceptance Month posters and provided each homeroom with a packet of coloring pages, writing prompts and discussion points that teachers could use with their students to address questions about autism,” said Moffat. “We provided online libraries that could be uploaded to Google Classroom platforms for independent student use to listen to books about autism.”

A PowerPoint presentation was shared to help students understand more about individuals with autism, Moffat noted. Each Friday in April, a free dress-down day was held to highlight different aspects of autism awareness and acceptance. They include lighting it up in blue — since the color represents calmness and acceptance; donning red to show support for autism and wearing tie-dyed or rainbow clothing to show all individuals are different and beautiful.

“All students and teachers were encouraged to participate by completing the activities in the packet and displaying them in classroom and pod areas, and by wearing the colors for the dress down days,” Moffat concluded. “Our purpose was not only to bring awareness, but acceptance of individuals on the autism spectrum and the value they add to our lives. Traditionally, we celebrate neurodiversity and autism during the month of April.” She stated she, Bodo and Scott coordinated the activities for this year’s event. She commented Bodo and Scott have been instrumental in assisting students with needs. School counselor Brittany Shank has been incorporating tools of acceptance within her social-emotional learning lessons.

Bodo and Scott said they have been involving their students in recess and special classes so they can interact with others and establish friendships.

“We are building up community and awareness,” Bodo said. “We’re trying to promote it by following what Moffat had planned.”

“We provide the supports the students need and build rapport and trust,” Scott added. “It’s important to build relationships with the kids and we all work together.”
