MASA ANG PAG-ASA: “Your Small Initiatives to a Nationwide Movement” (PUP NSTP-CWTS Project Proposal by BAPE 1-2 A.Y. 2021-2022)

“Masa ang Pag-asa” is an initiative more than what the BAPE 1-2 students of PUP Sta. Mesa can do. It is meant to spark the love and nationalism within every Filipino’s heart and mind. With the goal of making a continuous lineup of partnered initiatives, the class aims to perform the following: (1) The starting event will be a slums clean-up and gathering of citizen volunteers from the same area to clean Manila slums (waterways); (2) Progress will be uploaded to different social media pages to raise money; (3) Raised money will be used to extend the project duration and/or invite more volunteer experts to educate the public; (4) Extra funds gathered will be donated to nearby charities or other organizations that will offer to continue the project through other means/initiatives; (5) Partnerships will be infinite and the goal is to make a domino effect among different organizations and LGUs to urge the masses to participate in making different volunteer programs for the betterment of all communities; and (6) Circulation of gathered funds will persist and previous partners will continue to help each other to gather more attention and publicity (done not for fame but for spreading the cause).

National Service Training Program (NSTP) is designed for the tertiary level students, amending Republic Act No. 7077 Presidential Decree No. 1706 for the purpose of enhancing civic consciousness and defense preparedness in the youth by developing the ethics of services and patriotism. The researcher, as part of the NSTP facilitators, wants to know more about the role of NSTP and NSTP students to promote and carry out the NSTP goal in a particular community to attain better life and healthy environment which is the main aim and mission of DLSAU-NSTP and the so called sustainable community. The researcher uses the Community-Based Participatory Action Research (CBPAR), to be more particular, the Focused Group Discussion (FGD) model in knowing exactly the existing situations and problems of the community. The communities in Ipo Dam Water Shed, Norzagaray, Bulacan, the DLSAU-NSTP and NSTP students, and the DENR focus more on the economic security, one of the elements of the sustainable community, that is, education and livelihood program, which is necessary to the creation and attainment of a sustainable community. Therefore, this research is merely based on the active collaboration between the researcher, the university, the government, the institutions or group of people especially the community in the particular area. Through helping together we provide a solution on the needs of the community and give the best possible programs and projects, that is, by giving them the quality education and noble livelihood program that would benefit the people to attain sustainable community.

SANFA engaged the Apam fishing community in Ghana to find and implement grass-root solutions to sanitation problems. This marked a collaboration between the University of Education, Winneba scholars and a local NGO-SHAPE Attitude Ghana. SANFA brought together over 300 community leaders, government officials, and fisher folks at a durbar to engage in mutual dialogues. Using outdoor pedagogy in the form of Theatre for Development (T4D), three real life scenarios were presented for participants to reflect and discuss upon openly. The results were a form of democratic open criticisms of the failures in government officials to deliver, and the subsequent description of the systemic approach to sanitation as abhorring among the participants. Recommendations from citizens included increasing the supply of waste bins, requiring taxis to carry waste disposable bags, and placing of the rubbish dumps at the reach of children. T4D was significantly effective and therefore open discussions are also highly recommended for the re-imagining a 21st democracy in emerging democracies and economies.

Baguio central university –criminology research (criminology-6) aggressively supports one of the major thrusts of the National Service Training Program Act of 2001 which is the promotion of Nationalism and patriotism among students. Indeed it is ushering the youth for good citizenship and passion for one's rich Filipino Culture, heritage, and traditions. A true Filipino can only be patriotic and nationalistic when he or she is able to recognize, appreciate, share and live by the richness of his indigenous identity and culture; 2. SLU NSTP also supports one of the Missionary thrusts of the CICM missionary-founders of SLU on Indigenous Peoples and Culture. As a shared mission, SLU NSTP commits itself to promote welfare on indigenous peoples and culture. SLU NSTP as missionary in character promotes culture in its mission for academic excellence and missionary spirit. A Louisian who deeply love and feel proud of his indigenous identity and roots is a Louisian who is transformed in excellence and spirit. 3. The yearly Panagbenga Festival of the City of Baguio is another avenue for Louisians to develop the above thrust. The festival is a festival of the richness of one's culture. And as students are involved, they learn their integral function in the preservation, promotion, and sharing of such richness of culture. They continue to grow in knowledge, in attitude, and in skills in handling responsibilities and other concrete dimension of community life; 4. The main involvement of interested students is to serve as support crowd management group during the street dancing parade (feb 27) and the float parade (feb 28) along the parade route and as cleaners in the designated parks/areas on the same dates. As the above exposure is beneficial to the students, to the event, and to the city community, some students may not be able to feasibly attend. Hence, participation herein is voluntary for the enrolled SLU NSTP this semester. But if only to recognize feasible efforts, sacrifices and volunteerism of students who can participate, students who will successfully participate and complete their task in the event will be given remedial points. These remedial points may be used to offset deficiency in attendance hour requirements or may be converted into points as additional class standing score by the concerned student; 5. The schedule of the above involvement is Feb 27 and Feb 28, 2016 during the street dancing parade and float parade, respectively. The specific assignment and tasking will be as follows for the two days: 5.a. SLU NSTP PANAGBENGA GROUP 1: crowd control at upper session road from Jollibee porta vaga down to mabini crossing (in tandem with UC NSTP); Call time is 4:30 in the early morning of each day; task is to act as human cordon to help ensure that the viewing audience and other persons will not obstruct the parade route as the parade is going on; said students will be grouped into smaller teams and will be supervised by instructors and police contingents; dismissal time is soon as the parade is over and after given the go signal to dismiss by the NSTP coordinator through the designated NSTP faculty supervisor; In their assigned place, students form the human cordon reinforcing the installed rope and will be facing the audience or the crowd watching the parade. Since the focus is to closely monitor the crowd and control them, students are required to fully concentrate on the crowd and not be watching the parade; you are not allowed to be taking pictures or to serve as photographers should someone in the crowd request you to do so. Courteously decline and explain to them the need to focus on your crowd control function; 5.b. SLU NSTP PANAGBENGA GROUP 2: environmentalist-cleaners at Panagbenga Park and its adjacent streets; call time is 9am of each day at the panagbenga park rotunda crossing of south drive and military cut off (near Nevada square);task is to check on possible hazards to the public and report immediately to the assigned NSTP supervising instructor who will in turn forward the matter to the NSTP Coord, and to pick up or sweep litters or trashes scattered all around and dispose them properly with the instruction of the NSTP supervising instructor; dismissal time is 12noon or until the area is free from litters and after given the go signal to dismiss by the NSTP coordinator through the designated NSTP faculty supervisor; 5.c. This article attempts to depict a linkage between the academe, its surrounding communities and sustainable development. It also tries to illustrate as to how the academic institution may be fine-tuned to play an advocacy role towards sustainable development within its community. In this study, we revisited the notion of sustainable development, and reviews the implication for and role of the academe to its surrounding communities and what they can do for the community in order to achieve a quality life for the constituents with Barangay Development Plan as the implementing tool to attain sustainability for the barangay.

"This article tracks the rise and fall of a community-based water supply program in Manila, providing important insights into the issues of community participatory approaches to service provision, as well as the privatization of basic services and public goods. The Manila Water Corporation, a private, for-profit company, developed an innovative program to provide water to slum communities through bulk connections, deploying the discourse of ‘public participation’ to effectively transfer responsibility for distribution and collection of payments to local water users’ organizations. The program achieved considerable success, and also empowered local organizations or (more often) individuals, who used some of their increased legitimacy, influence and income to mobilize for squatters’ rights, challenging landlords and local governments. After an initial period, the company changed its policy and shifted instead to a program that provides individual connections to slum households, supported by subsidies from the government and international aid agencies. This article chronicles and analyses the origins, growth, controversies and eventual decline of community-based water supply in Manila’s slums. The article concludes with suggestions on how community-based organizations can provide water supply services effectively and equitably, discussing as well the capacitybuilding and social transformation benefits of such an approach. "
