Quality Control and Assurance: Serving the needs of the welding industry, we will ensure that certified firms and their employee welders are qualified to perform specific welds in accordance with the requirements of the Canadian Welding Bureau (CWB) as a certified Welding Inspector. We are currently in the process of completing a comprehensive home study program offered through the CWB for this purpose.

There are four firms presently in the NWT which require these services in order to maintain their certification with the CWB. On-site inspections are required four times per year.

Fabrication and Detailing Drawings: Serving the special needs of steel and concrete construction, StructureAll Ltd. will be working toward offering these services to contractors in the future.

Toll-Free Communications: We will provide our clients a toll-free number to access 24 hours a day in the second year of operations.

  • Territorial and Federal Governmental Departments: The Government of the Northwest Territories (GNWT) and the newly created Nunavut Territory retain consultants for a variety of purposes. We intend to position ourselves as a local firm offering expertise in consulting, project management, forensic, and restoration engineering. The Federal Government also retains consultants for similar purposes.
  • Law Firms: We will market our services to the legal community to provide dispute resolution services, including arbitration, mediation and expert reports for litigation. This work is supported by forensic engineering services to identify the cause of failures.
  • Contractors: We will offer design/build services to contractors for the multitude of potential projects which the Territorial Government and Nunavut Territory have recently undertaken. Contractors occasionally require structural engineers to submit sealed alternatives for equivalents to construction details.
  • Municipal Governments: Remote Municipal Governments in the Territories can expect to have more autonomy with respect to infrastructure growth and development in the years to come. This initiative is part of the GNWT mandate. We will promote our services to the local municipal governments for this purpose. To attract this market potential, we will offer to train those students in each community who are interested in engineering as a career choice. On the local front, the City of Yellowknife often provides recommendations to builders and homeowners for structural engineering services related to renovations, additions, and new construction.
  • Private Individuals: We will focus attention on homeowners in Yellowknife who are renovating or contemplating an addition to their residence. We will also promote home inspections to those parties contemplating the purchase of a home.
  • Realtors: In conjunction with home inspections, we will make all the Realtors aware of this service.

4.2 Service Business Analysis

4.2.1 Business Participants

The majority of consulting services cater to the needs of the Territorial Governments. The Territorial Governments operate on a budget of approximately $1,170 million per year, based on the 1998/1999 Main Estimates. Of this total, approximately $1,028 million is spent on Operating and Maintenance Expenditures while $142 million is allocated to Capital Expenditures.

Within the Capital Expenditures, Buildings and Works is a sub-category. This is the area of the annual operating budget from which all building design consultants must draw upon. Our analysis of the 1998/1999 Main Estimates indicates a total expenditure of $59,339,000.

A typical A/E contract derives fee estimates from total budgets. For this analysis, we will apply 9% as a guideline for design fees. This yields a figure of about $5,340,000 in design fees available for distribution to the consulting industry.

The major clients within the Territorial Governments include:

  • Department of Education.
  • Department of Transportation.
  • Department of Municipal and Community Affairs.

Our competition matrix indicates a total of 102 persons within the consulting field in the Territories. This total has been subdivided into the types of positions these people hold.

Based on reasonable estimates of salary expectations including 30% burdens for administration yields a value of about $7,800,000. This figure represents an estimate of the revenues required to sustain engineering consultants in the Territories.

From this evaluation, the Territorial Governments account for close to 70% of design fees while other participants in the building marketplace account for the balance. The Territorial Governments retain consultants for the following types of buildings:

  • Health Centres.
  • Community Halls.
  • Warehouses.

These types of buildings are constructed on a rotating basis across several communities in the NT. In addition to new construction, rehabilitation, renovations, and additions are also in demand.

Typically, the Territorial Governments issue a proposal call to consultants to service these needs. StructureAll will position itself as a Structural Sub-Consultant or resource to the Prime Consultant. StructureAll Ltd. will also promote its services as structural specialists and project managers to the Territorial Governments.

4.2.2 Competition and Buying Patterns

Pricing of projects and billing rates are surprisingly variable. In consulting at this level, it is easier to be priced too low than too high.

Clients and potential clients expect to pay substantial fees for the best quality professional advice. The nature of the billing, however, is sensitive. Clients are much more likely to be offended when a job starts at $20K and ends up at $30K because of overruns, than if the same job started at $30K or even $35K.

Clients rarely compare consultants directly, looking for two, or more, possible providers of a proposed project or job. Usually they follow word-of-mouth recommendations and either go for the job or not, rather than selecting from a menu of possible providers.

The most important element of general competition, by far, is what it takes to keep clients for repeat business.

It is worth making huge concessions in any single project to maintain a client relationship that brings the client back for future projects.

4.2.3 Main Competitors

  • Ferguson Simek Clark (FSC Group): This well established architectural and multi-discipline engineering firm would be our main competitor. This firm has branch offices in Iqaluit, NT and Whitehorse, YT besides a head office located in Yellowknife, NT. Their principal strength is undertaking a project from inception through to completion under one roof. Their weakness stems from an understaffed structural engineering group. At present, there is only one structural engineer who services the needs of all their in-house architects and outside clients. The drafting aspects of any project rely upon recollection and modification of past projects typically. There is no systematic manner in which standard block libraries are maintained or updated. They underutilise the programs at their disposal for structural analysis and design.
  • A.D. Williams Engineering Ltd. (ADWEL): This multi-discipline engineering firm is well established in Yellowknife. Their head office is located in Edmonton, Alberta. They can draw on additional resources from the core group as required to meet the demands of project schedules. At present, there is no resident structural engineer on staff in Yellowknife.
  • Girvan and Associates: This is a small one person architectural and engineering firm which specialises in providing services for residential construction projects. Ian Girvan services the private sector mostly. It is our hope that we can form a strategic alliance to carry out consulting work jointly as needs and occasions arise.

Hospitals to be revamped as business plan approved

An NHS trust has received national approval of its business case.

The Shrewsbury and Telford Hospital NHS Trust (SaTH) said this meant work could start on its Hospitals Transformation Programme.

Under the plans, the Princess Royal Hospital (PRH) site will specialise in planned care and the Royal Shrewsbury Hospital site (RSH) will specialise in emergency care.

The full £312m investment in local services has been released to the trust, meaning the implementation of the new model of healthcare, including construction, can begin.

The trust said the programme would result in shorter hospital stays for patients, and shorter waits for planned surgeries.

On Monday, the Trust confirmed that Telford's accident and emergency department would be renamed an Urgent Treatment Centre , following the changes.

It followed the leader of Telford and Wrekin Council, Shaun Davies, calling for clarity over concerns it might be called an "A&E Local".

Great British Railways’ long-term business plan must be informed by five-year funding cycles

Great British Railways’ (GBR) long-term business plan must be informed by short-term funding settlements because a long-term operational funding commitment “wouldn’t be realistic” according to Network Rail chiefs.

GBR is the working name for the integrated rail body (IRB) that will be created when the Rail Reform Bill becomes law. This will bring the UK’s railway infrastructure and services together under one “guiding mind” that is expected create efficiencies and smoother operating of the railway network.

The Rail Reform Bill is currently in draft and undergoing pre-legislative scrutiny by the House of Commons transport select committee, which took oral evidence from Network Rail chief executive and GBR Transition Team lead Andrew Haines and Network Rail chair Lord Peter Hendy on Wednesday 22 May.

A main topic of discussion was the business plan that the IRB will be required to produce when it is officially formed. The Bill does not stipulate any timeframes or consultations for the production of the business plan and leaves wiggle room for the IRB to change it after publication, so the interviewees were asked if this was the right approach.

Hendy it’s “very helpful” that the direction to create a business plan is “generalised” as this will allow the people who draw it up to interpret what it needs to contain.

“You would want to see a long-term plan [with] the budget and business plan on the short-term basis being an interpretation of that,” he added. This would have to “meet the bottom line for the railway in profit and loss terms, which is demanded by government”.

“I don’t think it’s that difficult,” he said. “For me it’s so obvious that I don’t think it needs to be said.”

According to Hendy, the level of detail in the business plan would have to be enough to tell the secretary of state and Parliament what the railway is doing.

“It would be absurd if it was so high level that you couldn’t see what individual investments were going to deliver,” he continued. “And in fact it would be good for individual investments to have more transparency than they currently do.”

He was pressed on whether there is a need for a more detailed 10 to 15 year business plan.

“I think it’s inevitable that there has to be a much longer-term plan, of which there is a near-term element that is very clear about what the railway will do in the next two, three, four, five years,” Hendy said. “You have to plan those big investments long in advance.”

Haines commented that the Department for Transport (DfT) has asked his team to develop a long-term strategic plan that looks 20 to 30 years ahead, but this does not set out funding requirements.

“I would love to say that there was a cheque from the Treasury for 10 to 15 years, but it’s not credible to think that you’re going to get that level of certainty for your operating expenditure,” he said. “Indeed, when the railways experimented with very long franchises […] they ended up with break clauses because it doesn’t suit anyone to be tied to a funding stream for 10 to 15 years, which then can’t accommodate shocks or changes.”

He added that “understanding the interplay between a long-term strategic plan and the five-year cycles of funding is something to be worked through”, but that this level of detail is not necessary to include in the Rail Reform Bill.

“But I can absolutely see that that mechanism is necessary and is going to be really important,” he continued. “The significance of that long-term funding is that railways take a long time […] so having visibility of that and understanding that you’re funded for the costs and accountable for delivering the revenue benefits is really important.”

Hendy added that the Network Rail working to five-year funding periods – known as Control Periods – has demonstrably “produced circumstances where the money is more wisely spent” and has given confidence to the supply industry.

“We can make the case for long-term investment, but equally the government will want to see some sort of short-term budgeting simply because it’s got other things to spend its money on as well,” Hendy said. “We wouldn’t expect a total commitment for long-term operational funding; it wouldn’t be realistic.”

In the following session of the transport select committee, rail minister Huw Merriman and DfT director general for rail services Alex Hynes were asked for their thoughts on the requirements for a GBR business plan and what form it might take.

Merriman said it would work similarly to the current Network Rail control periods.

“The plan is initially determined as to how the high-level output specifications – the statement of funds availability – will be operating. Then that plan is put forward,” Merriman said. “In that regard, I think it actually works rather well.”

He continued: “I think the thing I’d be keen to ensure is we don’t have a sort of lag as one five-year period ends and another one starts; we’ve heard about those before.

“It takes into account, then, the spending periods that we have which are obviously outside those windows as well. Then we’ve got the annual report on the private sector.

“But I’d expect it to be an iterative basis [and] by drawing all of track and train operations together I would expect that you’ve got the ability to be able to plan ahead for five years. Because you are bringing passenger services into that sphere as well, there’s a lot more that you can set out in advance.

“So I’m comfortable with it as it stands.”

Hynes added: “Network Rail currently undertakes a business planning process every five years in a highly consultative, transparent way, and I’m sure GBR will do exactly the same.

“The key win, of course, is the fact that it will be an integrated business plan covering track and train, which is a huge step forward to creating a more coherent railway across Britain.”

Expedia Says CTO, Engineer Lead Exit After Violation

(Bloomberg) — Expedia Group Inc. said its chief technology officer and a senior engineering leader were fired due to “a violation of company policy,” just days after the online travel firm’s annual product and partner conference.

CTO Rathi Murthy and Sreenivas Rachamadugu, senior vice president, core services product & engineering, are no longer employed at the company, Expedia said Friday in a statement, without disclosing further details. “We’re actively searching to fill these roles and remain confident in our technology, strategy, and employees,” the company added. 

Murthy said in a statement that she had endeavored at all times to serve the best interests of the company. “I’ve conducted myself with a commitment to the highest level of integrity,” she said. “I look forward to sharing my story at the appropriate time and setting the record straight.”

The surprise move comes just days after Murthy presented at the main stage at Expedia’s annual conference with its business partners in Las Vegas, where she announced the launch of the company’s AI travel assistant. 

“Due to confidentiality, we will not be making any further comments on the matter,” Expedia said in the statement.

Murthy and Rachamadugu joined Expedia in 2021 within months of each other from Verizon Media, a former unit of Verizon Communications Inc., where Murphy had been CTO for more than a year. 

During Murthy’s time at Expedia, the company underwent a multiyear, resource-intensive back-end update, which served to unify Expedia’s two other main brands, vacation rental site Vrbo and Hotels.com, onto a single technical platform. That enabled the company to also launch a unified loyalty program across the three flagship brands.

But the technical updates have slowed its vacation rental business in particular and haven’t yet brought the anticipated recovery in overall growth, at a time when the travel industry are grappling with uneven demand.

It’s also the second surprise C-suite change the company has had this year. New Chief Executive Officer Ariane Gorin officially took over this week after former CEO Peter Kern announced in February he was stepping down in tandem with the completion of the technical upgrades.

Hello, and welcome first-time readers! Before you get started on the 2023 Data Breach Investigations Report (DBIR), it might be a good idea to take a look at this section first. (For those of you who are familiar with the report, please feel free to jump over to the introduction.) We have been doing this report for a while now, and we appreciate that the verbiage we use can be a bit obtuse at times. We use very deliberate naming conventions, terms and definitions and spend a lot of time making sure we are consistent throughout the report. Hopefully this section will help make all of those more familiar.

VERIS Framework resources

The terms “threat actions,” “threat actors” and “varieties” will be referenced often. These are part of the Vocabulary for Event Recording and Incident Sharing (VERIS), a framework designed to allow for a consistent, unequivocal collection of security incident details. Here is how they should be interpreted:

Threat actor: Who is behind the event? This could be the external “bad guy” that launches a phishing campaign or an employee who leaves sensitive documents in their seat back pocket.

Threat action: What tactics (actions) were used to affect an asset? VERIS uses seven primary categories of threat actions: Malware, Hacking, Social, Misuse, Physical, Error and Environmental. Examples at a high level include hacking a server, installing malware or influencing human behavior through a social attack.

Variety: More specific enumerations of higher-level categories—e.g., classifying the external “bad guy” as an organized criminal group 1 or recording a hacking action as SQL injection or brute force.

Incident vs. breach

We talk a lot about incidents and breaches and we use the following definitions:

Incident: A security event that compromises the integrity, confidentiality or availability of an information asset.

Breach: An incident that results in the confirmed disclosure—not just potential exposure—of data to an unauthorized party. A Distributed Denial of Service (DDoS) attack, for instance, is most often an incident rather than a breach, since no data is exfiltrated. That doesn’t make it any less serious.

Industry labels

We align with the North American Industry Classification System (NAICS) standard to categorize the victim organizations in our corpus. The standard uses two- to six-digit codes to classify businesses and organizations. Our analysis is typically done at the two-digit level, and we will specify NAICS codes along with an industry label. For example, a chart with a label of Financial (52) is not indicative of 52 as a value. “52” is the NAICS code for the Financial and Insurance sector. The overall label of “Financial” is used for brevity within the figures. Detailed information on the codes and the classification system is available here:

I’m sorry, this all happened when?

While we have always listed the following facts in our Methodology section (because that is where this type of information belongs), we decided to also mention it here for the benefit of those who don’t make it that far into the report. Each year, the DBIR timeline for in-scope incidents is from November 1 of one calendar year through October 31 of the next calendar year.  Thus, the incidents described in this report took place between November 1, 2021, and October 31, 2022.  The 2022 caseload is the primary analytical focus of the 2023 report, but the entire range of data is referenced throughout, notably in trending graphs. The time between the latter date and the date of publication for this report is spent in acquiring the data from our global contributors, anonymizing and aggregating that data, analyzing the dataset and, finally, creating the graphics and writing the report. Rome wasn’t built in a day, and neither is the DBIR.

Being confident of our data

Starting in 2019 with slanted bar charts, the DBIR has tried to make the point that the only certain thing about information security is that nothing is certain. Even with all the data we have, we’ll never know anything with absolute certainty. However, instead of throwing our hands up and complaining that it is impossible to measure anything in a data-poor environment or, worse yet, just plain making stuff up, we get to work. This year, you’ll continue to see the team representing uncertainty throughout the report figures.

The examples shown in Figures 1, 2, 3 and 4 all convey the range of realities that could credibly be true. Whether it be the slant of the bar chart, the threads of the spaghetti chart, the dots of the dot plot or the color of the pictogram plot, all convey the uncertainty of our industry in their own special way.

Much like the slanted bar chart, the spaghetti chart represents the same concept: the possible values that exist within the confidence interval; however, it’s slightly more involved because we have the added element of time. The individual threads represent a sample of all possible connections between the points that exists within each observation’s confidence interval. As you can see, some of the threads are looser than others, indicating a wider confidence internal and a smaller sample size.

The slanted bar chart will be familiar to returning readers. The slant on the bar chart represents the uncertainty of that data point to a 95% confidence level (which is standard for statistical testing).

In layman’s terms, if the slanted areas of two (or more) bars overlap, you can’t really say one is bigger than the other without angering the math gods.

The dot plot is another returning champion, and the trick to understanding this chart is to remember that the dots represent organizations. If, for instance, there are 200 dots (like in Figure 3), each dot represents 0.5% of organizations. This is a much better way of understanding how something is distributed among organizations and provides considerably more information than an average or a median. We added more colors and callouts to those in an attempt to make them even more informative.

The pictogram plot, our relative newcomer, attempts to capture uncertainty in a similar way to slanted bar charts but is more suited for a single proportion.

We hope they make your journey through this complex dataset even smoother than previous years.
