About the author

Stephen howe.

Professor Stephen Howe, PhD, teaches English and Linguistics at the Department of English and Graduate School of Fukuoka University in Japan. Before he joined Fukuoka University, he was editor in chief of an English research writing company based outside Cambridge, England, with customers in 61 countries.

Stephen was originally a medical student at Newcastle University in the UK, but after undergraduate studies in Newcastle and Würzburg and PhD research the University of Freiburg in Germany, the University of Lund in Sweden and the University of Ghent in Belgium, he gained his doctorate in Languages and Linguistics at the University of London.

He has also been a Visiting Fellow at Wolfson College, Cambridge University, a visiting academic at the University of Cape Town, and a Visiting Fellow at Macquarie University in Sydney, Australia. His research has been supported by the British Academy and the Japan Society for the Promotion of Science.

Stephen was originally a medical student at Newcastle University in the UK, but after undergraduate studies in Newcastle and Würzburg and PhD research the University of Freiburg in Germany, the University of Lund in Sweden and the University of Ghent in Belgium, he gained his doctorate in Languages and Linguistics at the University of London.

He has also been a Visiting Fellow at Wolfson College, Cambridge University, a visiting academic at the University of Cape Town, and a Visiting Fellow at Macquarie University in Sydney, Australia. His research has been supported by the British Academy and the Japan Society for the Promotion of Science.

Ikatan Akuntan Indonesia pada tanggal 17 Juli lalu telah meluncurkan standar akuntansi ETAP (SAK-ETAP) bertepatan dalam acara Seminar Nasional Akuntansi " Tiga pilar Standar Akuntansi Indonesia " yang dilaksanakan oleh Universitas Brawijaya dan Ikatan Akuntan Indonesia. Nama standard ini sedikit unik karena exposure draftnya diberi nama Standar Akuntansi UKM (Usaha Kecil dan Menengah), namun mengingat definisi UKM sendiri sering berubah, maka untuk menghindari kerancuan, standard ini diberi nama SAK Entitas Tanpa Akuntabilitas Publik. Apabila SAK-ETAP ini telah berlaku efektif, maka perusahaan kecil seperti UKM tidak perlu membuat laporan keuangan dengan menggunakan PSAK umum yang berlaku. Di dalam beberapa hal SAK ETAP memberikan banyak kemudahan untuk perusahaan dibandingkan dengan PSAK dengan ketentuan pelaporan yang lebih kompleks. Perbedaan secara kasat mata dapat dilihat dari ketebalan SAK-ETAP yang hanya sekitar seratus halaman dengan menyajikan 30 bab. Sesuai dengan ruang lingkup SAKETAP maka Standar ini dimaksudkan untuk digunakan oleh entitas tanpa akuntabilitas publik. Entitas tanpa akuntabilitas publik yang dimaksud adalah entitas yang tidak memiliki akuntabilitas publik signifikan; dan tidak menerbitkan laporan keuangan untuk tujuan umum (general purpose financial statement) bagi pengguna eksternal. Contoh pengguna eksternal adalah pemilik yang tidak terlibat langsung dalam pengelolaan usaha, kreditur, dan lembaga pemeringkat kredit. Lebih lanjut ruang lingkup standar ini juga menjelaskan bahwa Entitas dikatakan memiliki akuntabilitas publik signifikan jika : proses pengajuan pernyataan pendaftaran, pada otoritas pasar modal atau regulator lain untuk tujuan penerbitan efek di pasar modal; atau entitas menguasai aset dalam kapasitas sebagai fidusia untuk sekelompok besar masyarakat, seperti bank, entitas asuransi, pialang dan atau pedagang efek, dana pensiun, reksa dana dan bank investasi. Entitas yang memiliki akuntabilitas publik signifikan dapat menggunakan SAK ETAP jika otoritas berwenang membuat regulasi mengizinkan penggunaan standar tersebut. Hal ini dimungkinkan apabila misalnya pihak otoritas berwenang merasa ketentuan pelaporan dengan menggunakan PSAK terlalu tinggi biayanya ataupun terlalu rumit untuk entitas yang mereka awasi. SAK-ETAP ini akan berlaku efektif per 1 January 2011 namun penerapan dini per 1 Januari 2010 diperbolehkan. Entitas yang laporan keuangannya mematuhi SAK ETAP harus membuat suatu pernyataan eksplisit dan secara penuh (explicit and unreserved statement) atas kepatuhan tersebut dalam catatan atas laporan keuangan. Laporan keuangan tidak boleh menyatakan mematuhi SAK ETAP kecuali jika mematuhi semua persyaratan dalam SAK
