New UAE rules on telecom contract cancellation fees take effect next week

Authority reminds customers of changes in cancellation policies for etisalat and du.

From New Year’s Day, early cancellation of a telecoms contract in the UAE will no longer set customers back up to a year in charges.

On Tuesday, the country’s Telecommunications Regulatory Authority reminded Etisalat and du customers of the change in regulations, which takes effect on January 1, 2020.

In March, the TRA announced it would reduce fees for the early termination of a contract . The amendment meant customers would be charged a fee of only one month, replacing the previous provision that charged users the total remaining sum due for the length of the contract. In some cases, this meant paying up to 11 months in fees.

The penalties for breaking a contract could add up quickly. For Etisalat plans, it cost either Dh50 or Dh100 times the number of months remaining in the contract, depending on the package.

For du plans, it was anywhere between Dh100, multiplied by the remaining months of a year-long contract to Dh1,000 times the remaining months of the second year for a two-year contract, also depending on the monthly package cost.

The change was immediately introduced to any new mobile contracts for Etisalat and du and, at the time, the TRA said it was working on updating existing contracts too.

In March, Hamad Al Mansoori, TRA’s Director General, said the amendment was made in response to customer complaints.

“At TRA ... we don’t hesitate to review any policies or regulations for the interests of the parties and the public, to increase the happiness of the telecom sector customers in the country.

“Revision of early termination fees of telecom contracts is part of the sustainability approach whereby TRA is working to enhance the quality of telecom services and to ensure that these services reach the various segments of society on satisfactory terms.”

Mohammed Al Ramsi, TRA’s Regulatory Affairs Director, said the change gave users more flexibility to choose services that suited them.

“The new amendment comes in response to the complaints of some customers, since the previous provisions forced the customer to commit to using the service until the end of the contract, despite their unwillingness to do so sometimes. Now, the user can terminate the service contract and choose another service, for a simple charge equals one month fee, which is considered operational fees.”

When you're moving out of a country you called home for years, it's best to draw up a list of things you shouldn't forget — and we're not just talking about those you need to pack in your luggage, but things you need to do.

If you have lived and worked in the UAE for quite some time, chances are you have signed up for data and calling services, or even got the latest smartphone as part of the package.

Now that you're leaving for good; remember, you have to tell your service provider about the move in advance and then apply for disconnection.This, unfortunately, is one of the things often left out of relocation priorities.

Whether you're subscribed to Etisalat, Du or Virgin Mobile, a process is in place for disconnection or 'termination of contract'. Here's a step-by-step guide:

Etisalat by e&

  • To cancel your monthly subscription, make sure all outstanding fees are paid.
  • If you are cancelling the service earlier than what is stated in your contract, you will have to pay extra charges.
  • Once dues are paid, call 101 or visit any Etisalat store to submit a cancellation request.
  • Would you like to keep your number active after leaving the UAE? You may subscribe to 'homebound' packs that retains your access to Etisalat services for up to 60 days.
  • For prepaid users: Call 101 or visit any Etisalat store to submit a cancellation request. However, you have to make sure that no lend-me/reserve credit service is enabled. Your credit balance, if any, will also be forfeited upon cancellation.

  • Visit any Du store to request the cancellation.
  • An agent will then be calculating charges based on: Total outstanding balance, early cancellation fees (if applicable), full monthly charge for the current month.
  • You will receive a call from Du within 24 hours to process the cancellation.
  • For prepaid users: Request to cancel your prepaid number through the Du app or by visiting https://www.du.ae/myapp.

Virgin Mobile

  • Cancellation can be done via Virgin Mobile app.
  • Those on 6 and 12-month plans, however, will have to contact the provider if cancelling before the last month of subscription.
  • The account will remain active until the cancellation takes effect on renewal date.
  • How to do it on your phone via the app: For iOS devices, tap on ‘More’ in the menu at the bottom of the screen. For Android devices, open your side menu. Spot your name, then tap on it to go to the ‘My Account’ screen. Tap on ‘Terminate my account’. Follow the instructions to terminate your account.
  • If you decide to reactivate your account, you’ll need to sign up again using your original e-mail address within 12 months of the date of your previous termination.

Hochul Halts Congestion Pricing in a Stunning 11th-Hour Shift

Gov. Kathy Hochul of New York announced on Wednesday that she was shelving the long-awaited tolling plan known as congestion pricing, just weeks before it was to go into effect.

“After careful consideration I have come to the difficult decision that implementing the planned congestion pricing system risks too many unintended consequences,” Ms. Hochul said, adding: “I have directed the M.T.A. to indefinitely pause the program.”

The move angered environmentalists, transit advocates and economists , with some accusing the governor of abandoning a plan that was decades in the making for political reasons in a critical election year.

The decision, Ms. Hochul acknowledged, was not an easy one, but she said it was nonetheless crucial in light of the lingering effects of the coronavirus pandemic on working families and New York City’s economy.

The congestion pricing plan , the first of its kind in the nation, was slated to start June 30 . Drivers using E-ZPass would have paid as much as $15 to enter Manhattan south of 60th Street.

The governor said she feared that instituting a toll to drive into the borough would “create another obstacle to our economic recovery.”

“Let’s be real: A $15 charge may not seem like a lot to someone who has the means, but it can break the budget of a hard-working middle-class household,” Ms. Hochul said.

In the days before her announcement, the governor notified the White House and the top House Democrat, Hakeem Jeffries, of her plans, according to two people familiar with the conversations.

They disputed reports that Mr. Jeffries had directed Ms. Hochul to delay the plan, saying that he had remained neutral on the issue.

“To the extent immediate implementation of congestion pricing is being reconsidered, Leader Jeffries supports a temporary pause of limited duration to better understand the financial impact on working-class New Yorkers,” said Andy Eichar, a spokesman for Mr. Jeffries.

Word of the governor’s last-minute misgivings began to circulate in Albany on Tuesday night, and quickly sent shock waves through the New York State Capitol by Wednesday morning, the penultimate day of the legislative session.

Few lawmakers could say they loved congestion pricing and the optics of taxing constituents. But the proposal was championed by economists and environmentalists alike as the solution not only to the financial woes of the Metropolitan Transportation Authority, the state agency that runs New York’s subways and buses, but also the city’s infamous gridlock.

The program was also being contested in court by eight separate lawsuits, with plaintiffs including the Trucking Association of New York and Gov. Philip D. Murphy of New Jersey .

Mr. Murphy’s case in particular, which is being argued in Federal District Court in Newark, was regarded as the most serious challenge to congestion pricing. State officials are seeking a more comprehensive environmental study of the program.

But in New York, most Democrats had made a grudging peace with the plan after decades of debate, hearings, studies and planning — none more publicly than Ms. Hochul, who had defended it as a necessary step toward rebuilding New York’s economy.

Just two weeks ago, the governor told attendees at the Global Economic Summit in Ireland that implementing congestion pricing was critical to “making cities more livable.”

Many key players in New York politics, from Albany to New York City, expressed dismay at the reversal, which cast the transportation authority’s finances into uncertainty.

“I’m very upset that suddenly, out of the blue, this would pop up,” State Senator Liz Krueger, a Manhattan Democrat, said on Wednesday, adding: “If we stop congestion pricing now we’re never going to get it.”

Kate Slevin of the Regional Plan Association, a nonprofit urban research and advocacy group that has championed the tolling program, called the move “a total betrayal of New Yorkers and our climate.”

The president of the Partnership for New York City, Kathryn Wylde, said the governor’s decision was a disappointment and that she hoped the pause would be temporary.

Yet an undercurrent of support for Ms. Hochul’s move was also evident among lawmakers, particularly those representing swing districts.

“Many see it as welcome news,” said James Skoufis, a Democrat who represents Orange County in the State Senate, adding that despite the plan’s approval five years earlier, opposition had been growing in the Legislature. “Some of it is outspoken, some of it is quieter, but it is widespread.”

Shortly after Ms. Hochul’s announcement, U.S. Representative Pat Ryan, a Democrat facing a tough re-election race in the northern exurbs of New York City, sent out a statement taking partial credit for defeating the plan.

“Since Day 1, I’ve fought alongside countless Hudson Valley families against this unfair, uninformed and unacceptable congestion pricing plan,” Mr. Ryan said. “Today, I’m proud to say we’ve stopped congestion pricing in its tracks.”

Indeed, the plan has been largely unpopular in suburban areas of the Hudson Valley and Long Island where Democrats are desperate to make gains this cycle.

A Siena poll from April found that 72 percent of New York suburbs opposed congestion pricing. Statewide, the number is lower, but still a majority — including 54 percent of Democrats.

Transit experts say that such opposition is common among communities acclimating to tolling plans, but not always lasting.

“We know from the experiences of other cities that have implemented congestion pricing that public support is at its nadir right before implementation,” said Nicholas Klein, an assistant professor of city and regional planning at Cornell University. “That is when the public, media and politicians panic. But time and again, we see that the sky does not fall.”

In her address, Ms. Hochul stressed her commitment to public transit, and ensuring that the transportation authority had the funding it needed to complete long overdue capital projects. But she said that the city’s outlook had changed since the plan was approved in 2019.

“Workers were in the office five days a week, crime was at record lows and tourism was at record highs,” she said. “Circumstances have changed and we must respond to the facts on the ground.”

The decision has the awkward effect of bringing Ms. Hochul, a centrist Democrat who has at times served as a surrogate for President Biden, into alignment with former President Donald J. Trump, who has derided the plan , as well as her predecessor, Andrew M. Cuomo, who championed the concept as governor but now questions its timing.

To halt implementation of the plan, Ms. Hochul needs only the approval of the authority’s board, which she controls. But without the projected $1 billion a year for the city’s buses and subways, the transit system could quickly fall into crisis.

Ms. Hochul could fill that gap, at least temporarily, with money from the state’s reserves. But she is also said to be looking at a more durable revenue source, possibly in the form of a tax on city businesses, which would require the approval of the State Legislature.

The transportation agency has already invested heavily in infrastructure to implement the pricing plan, including $507 million it paid to a Nashville company.

In New York City, Mayor Eric Adams endorsed Ms. Hochul’s move. “I think that if she’s looking at analyzing what other ways we can do it and how we do it correctly, I’m all for it,” Mr. Adams said Wednesday at an unrelated news conference on Staten Island.

Mr. Adams, who has not been a strong proponent of congestion pricing, said he was worried that charging vehicles to enter Lower Manhattan would be an undue burden for “everyday New Yorkers” and potentially affect the city’s economic recovery from the pandemic.

“We have to get it right,” the mayor said, noting that he had been communicating with the governor over the last few days. “This is a major shift in our city and it must be done correctly.”

How Trump's conviction could change the dynamics of the 2024 race

Former President Donald Trump has been found guilty of 34 felony counts of falsifying business records in his Manhattan criminal trial, adding another layer of uncertainty to an already unprecedented campaign.

As a c onvicted felon , Trump is not prevented from continuing to campaign for president , since the Constitution does not prohibit candidates from running for president even if they are convicted of a crime. In fact, there is precedent for a candidate running from behind bars: In 1920, Socialist Party candidate Eugene V. Debs ran for president from a federal penitentiary in Atlanta.

Trump is the first former U.S. president to be found guilty of felonies, and the first major party candidate to run for office after being found guilty of a crime. Here's how his conviction could change the 2024 campaign:

How Trump can campaign after his conviction

Now that he's convicted, Trump is all but certain to appeal the decision handed down by the jury, and he is likely to be able to return to the campaign trail as the process plays out. 

The next development in the case will come at sentencing, currently scheduled for July 11. Justice Juan Merchan has wide discretion over when sentencing occurs and what the punishment looks like. Trump faces a maximum of up to four years in prison and a $5,000 fine for each of the 34 felony charges of falsification of business records. The sentencing options available to Merchan include prison, probation, conditional discharge, fines or house arrest.

The judge could put limitations on his travel, such as restricting Trump from leaving the state and taking his passport, but Merchan has said he doesn't want to interfere with his ability to campaign.

"I would think that the judge wouldn't dare interfere with his right to speak to the American public because it's the right of the voters to be informed as well," said John Coffee, a professor at Columbia Law School and an expert on corporate governance and white collar crime.

In a recent survey of dozens of cases brought by Manhattan District Attorney's Office in which falsifying business records was the most serious charge at arraignment, attorney and author Norm Eisen found that roughly one in 10 of those cases resulted in a sentence of incarceration.

"I think that is fascinating," said Caroline Polisi, a criminal defense attorney and professor at Columbia Law School. "A lot of commentators say the reason he won't be incarcerated is because the logistics of it with respect to the Secret Service would be too much. On the other hand, if you're saying he should be treated like any other defendant, we have a lot of data saying that 90% of other defendants would not get jail time in this situation."

The impact of the conviction on Trump's ability to campaign could largely hinge on what sentence Merchan ultimately hands down, and when Trump would serve it.

"In the context in which he is found guilty and then sentenced to no jail time, I don't think it's going to cause a bit of difference," added Polisi. "There might be some minor issues. He might not be able to vote for himself. But other than that, I don't think it's going to cause any problems."

When determining Trump's sentence, the judge could take into account his numerous gag order violations — which led Merchan to threaten him with jail time if the violations continued — and his lack of demonstrated remorse or respect for the legal system. Throughout the trial, Trump referred to Merchan as "conflicted" and "corrupt" and to the case itself as a "sham." 

"In New York, a 78-year-old defendant, who's a first time offender, committed a non-violent offense, and has an otherwise, well, distinguished record — in some regards being an ex-president is distinguished. In that kind of world, there'd be no chance of an incarceration sentence," said Coffee. Trump turns 78 on June 14. "They can use probation, they can use fines. But there may be a view of many judges that you have to show that no one's above the law, and even the future president should have a taste of prison."

Even if Merchan does order Trump to serve time behind bars, the sentence could be deferred until his appeal has run its course.

"In other cases, when you don't have someone running for the White House, it would be more or acceptable to put him immediately into incarceration," said Coffee. "You certainly could put special conditions on what he could do or put him under house arrest, but I think until we get to the actual election, we're going to have to let Donald Trump run around and campaign."

The conviction's possible impact on Trump's poll numbers and support

Trump has predicted that a conviction in this trial could boost his poll numbers. 

"Even if convicted, I think that it has absolutely no impact. It may drive the numbers up, but we don't want that. We want to have a fair verdict," Trump told CBS Pittsburgh in an interview earlier this month.

Trump's support among his Republican base has been remarkably resilient in the face of his various criminal cases. In the months following his four indictments last year, Trump maintained his commanding lead in the Republican primary, capturing the nomination despite the dozens of criminal charges he faced.

Many Trump supporters who CBS News has interviewed since the trial began have said a guilty conviction will not change how they vote in November, adopting the former president's grievances as their own.

"Stormy Daniels has already been reviewed and stuff. It's kind of coincidental," Michigan resident Lori Beyer said at a recent rally in Freeland, Michigan, adding she would vote for Trump regardless of the conviction. "I don't think it's going to impact it, as far as I'm concerned."

Whether a conviction changes the minds of voters who are not committed to the former president remains to be seen. A recent CBS News poll found that the majority of Americans believed Trump is "definitely or probably" guilty of the charges he faced in New York. The overwhelming majority of Democrats — 93% — believed Trump was guilty, while 78% Republicans said he was not. Independents were split, with 53% believing he was guilty and 47% saying he wasn't. 

Opinions about whether Trump was guilty or not were already highly partisan, according to Kabir Khanna, deputy director of elections and data analytics for CBS News. Most people who believed Trump was guilty also thought the jury would convict him, and vice versa. 

Additionally, Khanna said people who followed the trial closely were the most polarized in their views.

"Together, these factors could blunt the impact of the verdict on the views of an already divided public," Khanna said. "Some voters may be swayed by the news, but I wouldn't expect a sea change." 

Other polling supports that notion. A NPR/PBS NewsHour/Marist survey released Thursday found that 67% of registered voters nationwide said a Trump conviction would not make a difference in how they vote. Among independents, just 11% said a guilty verdict would make them less likely to vote for Trump.

The conviction also gives the Biden campaign a potentially potent new weapon in their arsenal: the ability to label Trump a convicted felon. Mr. Biden remained largely silent about the Trump trial while it was ongoing, but NBC News reported last week that he planned to become more aggressive about Trump's legal woes after the trial concluded, while acknowledging that Trump would be on the ballot regardless of how his legal cases played out.

Trump has used the trial to help boost his fundraising, and will likely look to capitalize on the conviction. The Trump campaign and Republican National Committee saw an influx of donations after jury selection began, with the two entities raising $76 million in April. His campaign had about $50 million cash on hand at the beginning of May as he prepared to get back out on the campaign trail after the trial.

The former president repeatedly used the developments in the trial to raise money, including when he was held in contempt for violating the gag order against him.

"I'd get arrested ONE MILLION TIMES before I'd let those filthy dogs get their hands on you," one typical fundraising appeal read. 

Trump's other criminal cases

The New York case might be the only one of Trump's four criminal prosecutions to reach a conclusion before voters cast their ballots in the fall, giving the guilty verdict added weight.

The two federal cases brought by special counsel Jack Smith remain in limbo. 

In Washington, D.C., Trump faces charges related to his actions to remain in power after the 2016 election. Trump has argued that he is immune from prosecution, and the Supreme Court is currently weighing his claim.

The high court heard arguments in the immunity dispute on April 26 and is expected to issue a decision on the matter before the end of the court's term, likely in June. If the case is allowed to move forward, there is a slim possibility that the district court could schedule the trial before November. If the justices side with Trump and find him immune from prosecution, the charges would be dropped.

In Florida, Trump faces federal charges stemming from his retention of classified documents after he left the White House. Judge Aileen Cannon, who was appointed by Trump, has indefinitely postponed the trial. She ruled in early May that picking a trial date would be "imprudent and inconsistent with the court's duty to fully and fairly consider" numerous unresolved pre-trial motions. Those motions include Trump's efforts to dismiss the case altogether, as well as issues related to what classified information can be revealed at trial.

In the third case that remains outstanding, Trump faces state charges related to the 2020 election in Fulton County, Georgia. The trial in that matter is also on hold as Trump seeks to have District Attorney Fani Willis removed from the case. Georgia's Court of Appeals recently granted Trump's appeal of a decision that had allowed her to remain, bringing the trial to a temporary halt.

Trump's two federal cases could largely be in voters' hands if they are not resolved by November, a fact that raises his personal stake in the outcome. If he wins and returns to the White House in January 2025, Trump could order the Justice Department to seek to drop the charges altogether.

Trump has pleaded not guilty in all of the criminal cases against him.
