Once you’ve decided to apply for a postgraduate programme, starting the application process can often be the hardest part. If you’re planning to pursue your PhD in Canada, this guide will help you understand the application process and how to write a research proposal. 

While this guide covers the main questions that students might have around applying for a PhD in Canada, it is important to check the requirements for your university and ask the admissions team if you have any questions about the process. 

How do I apply to do a PhD in Canada as an international student?

Once you have decided to apply to a PhD programme in Canada, you can use degree databases to find which university offers PhDs in your area of interest, such as  Universities Canada or provincial bodies such as Education Planner BC . Search engines or other global commercial degree directories may also help you identify a suitable programme.

Alternatively, you could search for which faculty members conduct research in your area via publication databases and then look up the universities where they teach.

If you already know which university you are most interested in, you should look at both its departmental/programme web pages and the pages of a central graduate school if applicable.

Be sure to stay within the word count requested, and of course it’s essential you avoid any spelling or grammatical errors. We always recommend that applicants write several iterations of their research proposal and gain feedback from friends, colleagues and, if possible, professors at each stage. When you approach previous professors for a letter of reference, it’s worth sharing your proposal to get their feedback on it.

When should I start applying?

Applicants need to meet the application deadlines, which are often a year or more in advance of the desired start date (eg apply in December to start the following September). On top of that it is important to allocate enough time to prepare and complete various steps to be able to submit a completed application in time.

International applicants will need to ensure there is enough time to take the required English language tests. Applicants should also check if they have to complete any other courses before applying and that they have enough time to collect the necessary documentation and proofread everything. 

We recommend that prospective students review application timelines for their programme of interest and then plan backwards, ensuring they have time to complete all aspects of the application. All the steps may take longer than expected, so give yourself extra time to compile the strongest possible application.

How long will the application process take?

This will depend on each university, programme and sometimes supervisor. Once you have applied, the process will probably take a further two to three months at least. At UBC, many graduate programmes close applications in December and January, with offers being made February to April as a rough guideline. Depending on subject area, applications can close as late as April or May for a September start though.

What supporting documents do I need as an international student?

In general, required supporting documents won’t be too different from those for a domestic applicant, with the exception being proof of English language ability. Examples of supporting documents could be: 

• Transcripts of all post-secondary courses/degrees previously enrolled in
• Reference letters 
• Statement of interest/research statement
• English language test scores
• Depending on programme, test scores or portfolio

Many institutions allow applicants to apply with scans of their transcripts initially. However, once applicants receive an admission offer they will usually have to submit official copies, which may include translations for international applicants.

A low cost of living and an emphasis on the importance of support for research students makes Canada a surprisingly affordable place to complete a PhD . The country's excellent research opportunities and international outlook only add to the appeal.

Canadian PhD funding can take the form of government fellowships, independent research scholarships or graduate assistantships offered by universities themselves. We've covered all of the main options on this page and explained how best to find support for your doctorate.

Canada is a big place: strictly speaking, it's the world's second-largest country by land mass. Or, if that's not enough to impress you, Canada's largest lake is bigger than several countries, including Denmark, Scotland and Switzerland.

What does this have to do with PhD study? Well, Canada's size – and the fact that it's split into several substantial provinces and territories – makes it tricky to generalise about funding. Here are a few things to bear in mind before you do:

• Canada does offer student loans but these are usually only available to Canadian citizens or other students with the right to permanent residence in Canada.
• Canada is divided into 10 separate provinces (there are also three territories, but these don't host research universities) and each has the freedom to determine its own educational policy. This means that some funding options can vary between universities in different states,
• Doctoral fees are usually higher for international students but this isn't always the case. Some universities make a point of charging the same fee to all candidates.
• Some Canadian universities actually impose a baseline funding standard for their PhD students. This means that everyone who is admitted to a do a PhD has to be provided with a minimum amount of support by their department, research group or graduate school.

Canada is a fairly affordable destination for international PhD students and is generally cheaper than other popular countries like the UK and USA . That said, the cost of studying a PhD in Canada does vary (we've mentioned that it's a big country, right?).

Canadian PhD fees aren't regulated by the central government, or by individual federal governments. This means that universities can charge what they wish for their doctoral programmes. Some also charge extra for international students, but this isn't always the case.

As a rough estimate, you can expect to pay between CAD $2,500 and CAD $17,000 (USD $1,830-12,425) per year for your PhD fees.

It's worth checking whether or not you'll actually need to pay these fees. Some Canadian universities automatically waive PhD tuition as part of a baseline funding arrangement. In practice this is the same as them giving all doctoral students a scholarship or fellowship (and usually means applications will be more competitive).

Living costs

The Canadian Government expects international students to have around CAD $10,000 (USD $7,310) available to support themselves for each year of study (this is one of the requirements for a Canadian study permit). In practice you should probably aim to have a little bit more available, with around CAD $1,000 (USD $730) per month for accommodation and maintenance.

Other expenses

Whether or not you'll need health insurance to study a PhD in Canada depends on which province your university is located in. It's best to speak to them directly; some institutions even provide their own health insurance via their student union.

Most international students will also need a study permit to live in Canada during a PhD. This is effectively a Canadian student visa and normally costs CAD $150 (USD $110).

Canadian Government PhD funding

The Canadian Government recognises the contribution of international PhD students (like you!) to the country's ongoing status as a centre for world-leading research and education. There are a range of international PhD scholarships in Canada, whilst several of its national research centres also provide funding for doctoral training.

Queen elizabeth scholarships.

Named for Queen Elizabeth II of the United Kingdom, who is also Canada's head of state, this scheme supports international students from a range of countries (not just the UK).

The most recent call for applicants was intended for students from West African countries and was awarded through individual Canadian universities, with generous funding available for successful applicants.

Deadlines for Queen Elizabeth doctoral scholarship applications are usually set in October. Keep an eye on the QES website , or ask your prospective university if it expects this funding to be available to you.

Vanier Canada Graduate Scholarships (Vanier CGS)

The Vanier scholarships provide up to CAD $50,000 (USD $36,585) per year for doctoral study in Canada. Over 150 scholarships are available each year, specifically for international students.

To apply, you will need to be nominated by your institution and demonstrate excellence in research and leadership potential.

National Research Councils

The Canadian Government awards funding for research and doctoral training in different fields through a group of federal research and development bodies. These include:

• The Social Sciences and Humanities Research Council (SSHRC)
• The Natural Sciences and Engineering Research Council of Canada (NSERC)
• The Canadian Institutes of Health Research (CIHR)
• The Canadian Institute for Advanced Research (CIFAR)

Most of the doctoral funding offered by these councils, such as their flagship Canada Graduate Scholarships isn't normally available to applicants who are not Canadian citizens or permanent residents.

However, particular awards or funding programmes may be made available to international students in some years.

International Development Research Centre (IRDC)

Canada's IRDC distributes government funding to assist with research into global development challenges.

Opportunities are available for Canadian and international students to apply for support with a PhD through the IRDC Doctoral Research Awards. These typically offer a maximum salary of CAD $48,659 (USD $35,600) for 12 months of PhD research in relevant fields.

Student loans for international students in Canada

Even though federal and provincial loans from the Canadian government are reserved for domestic students, international students are free to take a loan with a commercial banks ot other third-party organisations. These loans have a specific interest rate and you'll have to adhere to a strict repayment schedule.

Sometimes banks offer student-friendly interest rates, however, you must think carefully about how you'll manage repayments so you don't accummulate debt.

Canada is a large country (as we may have mentioned) with a huge number of independent organisations pursuing and funding research at PhD level. Some of these are trusts and foundations with charitable goals. Others are commercial companies with an interest in producing new products and intellectual property.

It's in the nature of these opportunities to be quite changeable and the best way to spot them is often to chat with a prospective supervisor (they'll usually know who does and doesn't fund research in your field). There are a couple of larger organisations you should be aware of though:

Mitacs Accelerate

Mitacs works to connect Canadian universities with business and industry in order to support the country's knowledge-based economy and research and development goals.

Their Mitacs Accelerate Fellowships provide funding for doctoral students to complete a PhD through collaboration between their university and an external partner. Fellowships provide funding for up to four years of doctoral work, including several internships that develop the candidate's wider skills and employability.

Pierre Elliott Trudeau Foundation

Formed in honour of Canada's former prime minister, Pierre Trudeau, the PETF provides scholarships for doctoral research in Humanities and Social Sciences at Canadian universities.

International students are eligible to apply provided their research aligns with the goals of the foundation (to focus on human rights, responsible citizenship, connections between Canada and other countries, and relationships between people and the environment.

You will need to be recommended for a scholarship by a Canadian university which has already accepted you for your PhD. The competition normally opens in September, with a December deadline. Scholarships are selected in March ready to commence in the autumn.

Canadian universities have a strong commitment to supporting their PhD students.

Some departments and graduate schools actually stipulated a minimum funding amount that must be provided to all their doctoral students. This means that you are guaranteed some funding if you are offered a place on the relevant PhD programme.

It isn't possible to search for this funding across all universities, but you should keep an eye out for it when exploring Canadian PhD projects and programmes. Keep an eye out for terms like baseline funding or minimum funding packages .

Graduate assistantships

It's common for Canadian universities to offer some form of funding in return for doctoral students completing work within their department. Sometimes this is additional paid work, treated like a salary. Other times it may be a condition of a baseline funding package, or PhD fellowship.

There are three common types of assistantship:

• Teaching assistantships pay PhD students to assist with the delivery of undergraduate (and sometimes Masters) programmes in their subject. You may be asked to teach classes, demonstrate techniques, supervise projects and mark assessments. In return you'll normally receive a salary in line with public sector pay standards. This may count as taxable income, rather than direct funding.
• Research assistantships are like grants provided by supervisors / principle investigators to support PhD students within their work groups. This money is usually paid as a stipend or scholarship and doesn't always come with additional responsibilities (as your PhD is already a contribution to the group's research).
• Academic assistantships provide funding in return for additional work that is separate from your PhD, but isn't exclusively related to teaching. This might include carrying out separate data collection and analysis, or simply taking on further administrative and upkeep responsibilities within your lab or department.

Acceptance of Terms

By registering for and/or using the Service in any manner, including but not limited to visiting or browsing the Site, you agree to all of the terms and conditions contained herein ("Terms of Use") and all other operating rules, policies and procedures that may be published from time to time on the Site by TC Global, each of which is incorporated by reference and each of which may be updated by TC Global from time to time without notice to you in accordance with the terms set out under the "Modification of Terms of Use" section below. In addition, some services offered through the Service may be subject to additional terms and conditions specified by TC Global from time to time; your use of such services is subject to those additional terms and conditions, which are incorporated into these Terms of Use by this reference. These Terms of Use apply to all users of the Service, including, without limitation, users who are contributors of content, information, and other materials or services on the Site, individual users of the Service, venues that access the Service, and users that have a page on the Service.

Subject to these Terms of Use, TC Global may offer to provide the Services, as described more fully on the Site, and which are selected by you, solely for your own use, and not for the use or benefit of any third party. Services shall include, but not be limited to, any services TC Global performs for you, any applications or widgets offered by TC Global that you download from the Site or, subject to the terms set out under the "Third party Sites and Services" section below, from third party application stores (eg. App Store, Play Store or Google Apps Marketplace) authorized by TC Global, as well as the offering of any materials displayed or performed on or through the Services (including Content (as defined below)).

Registration and Eligibility

You are required to register with TC Global to browse the Site, view Content and access the Services only and represent, warrant and covenant that you provide TC Global with accurate and complete registration information (including, but not limited to a user name ("User Name") , e-mail address and/or mobile telephone number and a password you will use to access the Service) and to keep your registration information accurate and up-to-date. Failure to do so shall constitute a breach of these Terms of Use, which may result in immediate termination of your TC Global account. We recommend, but do not require, that you use your own name as your User Name so your contacts can recognize you more easily. You shall not:

• Create any account for anyone other than yourself without such person's permission.
• Use a username that is the name of another person with the intent to impersonate that person.
• Use a username or TC Global account that is subject to any rights of a person other than you without appropriate authorization.
• Use a username that is a name that is otherwise offensive, vulgar or obscene or otherwise unlawful.

TC Global reserves the right to refuse registration of, or cancel a User Name at its sole discretion. You are solely responsible and liable for activity that occurs on your account and shall be responsible for maintaining the confidentiality of your TC Global password. You shall never use another user's account without such other user's prior express permission. You will immediately notify TC Global in writing of any unauthorized use of your account, or other account related security breach of which you are aware.

You represent and warrant that if you are an individual, you are of legal age to form a binding contract, or that if you are registering on behalf of an entity or a minor, that you are lawfully authorized to enter into, and bind the entity or yourself (as the legal guardian of the minor) to, these Terms of Use and register for the Service. The Service is not available to individuals who are younger than 10 years old. TC Global may, in its sole discretion, refuse to offer the Service to any person or entity and change its eligibility criteria at any time.

You are solely responsible for ensuring that these Terms of Use are in compliance with all laws, rules and regulations applicable to you and the right to access the Service is revoked where these Terms of Use or use of the Service is prohibited and, in such circumstances, you agree not to use or access the Site or Services in any way.

If you use a mobile device, please be aware that your carrier's normal rates and fees, such as text messaging and data charges, will still apply. In the event you change or deactivate your mobile telephone number, you agree that you will update your account information on the Services within 48 hours to ensure that your messages are not sent to the person who acquires your old number.

All Content, whether publicly posted or privately transmitted, is the sole responsibility of the person who originated such Content. TC Global cannot guarantee the authenticity of any Content or data which users may provide about themselves. You acknowledge that all Content accessed by you using the Service is at your own risk and you will be solely responsible and liable for any damage or loss to you or any other party resulting therefrom. For purposes of these Terms of Use, the term "Content" includes, without limitation, any location information, video clips, audio clips, responses, information, data, text, photographs, software, scripts, graphics, and interactive features generated, provided, or otherwise made accessible by TC Global on or through the Service. Content added, created, uploaded, submitted, distributed, posted or otherwise obtained through the Service by users, including Content that is added to the Service in connection with users linking their accounts to third party websites and services, is collectively referred to as, "User Submissions" .

TC Global Content

The Service contains Content specifically provided by TC Global or its partners and such Content is protected by copyrights, trademarks, service marks, patents, trade secrets or other proprietary rights and laws, as applicable. You shall abide by and maintain all copyright notices, information, and restrictions contained in any Content accessed through the Service.

Subject to these Terms of Use, TC Global grants each user of the Site and/or Service a worldwide, non-exclusive, non-sub licensable and non-transferable license to use, modify and reproduce the Content, solely for personal, non-commercial use. Use, reproduction, modification, distribution or storage of any Content for other than personal, non-commercial use is expressly prohibited without prior written permission from TC Global, or from the copyright holder identified in such Content's copyright notice, as applicable. You shall not sell, license, rent, or otherwise use or exploit any Content for commercial (whether or not for profit) use or in any way that violates any third party right.

User Submissions

By submitting User Submissions on the Site or otherwise through the Service, you hereby do and shall grant TC Global a worldwide, non- exclusive, royalty-free, fully paid, sub licensable and transferable license to use, copy, edit, modify, reproduce, distribute, prepare derivative works of, display, perform, and otherwise fully exploit the User Submissions in connection with the Site, the Service and TC Global's (and its successors and assigns') business, including without limitation for promoting and redistributing part or all of the Site (and derivative works thereof) or the Service in any media formats and through any media channels (including, without limitation, third party websites and feeds). You also hereby do and shall grant each user of the Site and/or the Service, including Third Party Media, a non-exclusive license to access your User Submissions through the Site and the Service, and to use, edit, modify, reproduce, distribute, prepare derivative works of, display and perform such User Submissions in connection with their use of the Site, Service and Third Party Media. For clarity, the foregoing license grant to TC Global does not affect your other ownership or license rights in your User Submission(s), including the right to grant additional licenses to the material in your User Submission(s), unless otherwise agreed in writing with TC Global.

You represent and warrant that you have all rights to grant such license to us without infringement or violation of any third party rights, including without limitation, any privacy rights, publicity rights, copyrights, contract rights, or any other intellectual property or proprietary rights.

You understand that all information publicly posted or privately transmitted through the Site is the sole responsibility of the person from whom such Content originated; that TC Global will not be liable for any errors or omissions in any Content; and that TC Global cannot guarantee the identity of any other users with whom you may interact in the course of using the Service.

You should be aware that the opinions expressed in the Content in User Submissions are theirs alone and do not reflect the opinions of TC Global. TC Global is not responsible for the accuracy of any of the information supplied in User Submissions or in relation to any comments that are posted.

You should bear in mind that circumstances change and that information that may have been accurate at the time of posting will not necessarily remain so.

When you delete your User Submissions, they will be removed from the Service. However, you understand that any removed User Submissions may persist in backup copies for a reasonable period of time (but following removal will not be shared with others) or may remain with users who have previously accessed or downloaded your User Submissions.

Rules and Conduct

As a condition of use, you promise not to use the Service for any purpose that is prohibited by these Terms of Use. You are responsible for all of your activity in connection with the Service.

Additionally, you shall abide by all applicable local, state, national and international laws and regulations and, if you represent a business, any advertising, marketing, privacy, or other self-regulatory code(s) applicable to your industry.

By way of example, and not as a limitation, you shall not (and shall not permit any third party to) either (a)take any action or (b)upload, download, post, submit or otherwise distribute or facilitate distribution of any Content on or through the Service, including without limitation any User Submission, that:

• is defamatory, obscene, pornographic, pedophilic, invasive of another's privacy, including bodily privacy, insulting or harassing on the basis of gender, libelous, racially or ethnically objectionable, relating or encouraging money laundering or gambling, or otherwise inconsistent with or contrary to the laws in force;
• is harmful to a minor;
• infringes any patent, trademark, copyright or other proprietary rights;
• violates any law for the time being in force;
• deceives or misleads the addressee about the origin of the message or knowingly and intentionally communicates any information which is patently false or misleading in nature but may reasonably be perceived as a fact;
• impersonates another person;
• threatens the unity, integrity, defence, security or sovereignty of India, friendly relations with foreign states, or public order, or causes incitement to the commission of any cognizable offence or prevents investigation of any offence or is insulting other nation;
• contains software virus or any other computer code, file or program designed to interrupt, destroy or limit the functionality of any computer resource;
• is patently false and untrue, and is written or published in any form, with the intent to mislead or harass a person, entity or agency for financial gain or to cause any injury to any person.

Additionally, you agree not to:

• contact anyone who has asked not to be contacted, or makes unsolicited contact with anyone for any commercial purpose, specifically, contact any user to post an advertisement on a third party website or post any advertisement on behalf of such user; or to "stalk" or otherwise harass anyone;
• make any libelous or defamatory comments or postings to or against anyone;
• collect personal data about other users or entities for commercial or unlawful purposes;
• use automated means, including spiders, robots, crawlers, data mining tools, or the like to download or scrape data from the Site, except for internet search engines (eg. Google) and non-commercial public archives (e.g. archive.org) that comply with our robots.txt file;
• post Content that is outside the local area or not relevant to the local area, repeatedly post the same or similar Content, or otherwise impose unreasonable or disproportionately large loads on our servers and other infrastructure;
• attempt to gain unauthorized access to computer systems owned or controlled by TC Global or engage in any activity that disrupts, diminishes the quality of, interferes with the performance of, or impairs the functionality of, the Service or the Site.
• use any automated device or software that enables the submission of automatic postings on TC Global without human intervention or authorship (an "automated posting device" ), including without limitation, the use of any such automated posting device in connection with bulk postings, or for automatic submission of postings at certain times or intervals; or
• Any Content uploaded by you shall be subject to relevant laws and may disabled, or and may be subject to investigation under appropriate laws. Furthermore, if you are found to be in non-compliance with the laws and regulations, these terms, or the privacy policy of the Site, we may terminate your account/block your access to the Site and we reserve the right to remove any non-compliant Content uploaded by you.

TC Global does not guarantee that any Content or User Submissions (as defined above) will be made available on the Site or through the Service. TC Global has no obligation to monitor the Site, Service, Content, or User Submissions. However, TC Global reserves the right to (i) remove, suspend, edit or modify any Content in its sole discretion, including without limitation any User Submissions at any time, without notice to you and for any reason (including, but not limited to, upon receipt of claims or allegations from third parties or authorities relating to such Content or if TC Global is concerned that you may have violated these Terms of Use), or for no reason at all and (ii) to remove, suspend or block any User Submissions from the Service. TC Global also reserves the right to access, read, preserve, and disclose any information as TC Global reasonably believes is necessary to (i) satisfy any applicable law, regulation, legal process or governmental request, (ii) enforce these Terms of Use, including investigation of potential violations hereof, (iii) detect, prevent, or otherwise address fraud, security or technical issues, (iv) respond to user support requests, or (v) protect the rights, property or safety of TC Global, its users and the public.

Technical Failures

It is possible that you may face disruptions, including, but not limited to errors, disconnections or interferences in communication in the internet services, software or hardware that you have used to avail our Service. TC Global is not responsible for such factors in the disruption or interruption in the Service and you take full responsibility with complete knowledge for any risk of loss or damages caused due to interruption of services for any such reasons.

Advertisements, Third Party Sites and Services

Some of the TC Global Services are supported by advertising revenue and may display advertisements, promotions, and links to third-party websites. You hereby agree that TC Global may place such advertising and promotions on the TC Global Services or on, about, or in conjunction with your Content. The manner, mode and extent of such advertising and promotions are subject to change without specific notice to you.

The Service may permit you to link to other websites, services or resources on the Internet, and other websites, services or resources may contain links to the Site. When you access third party websites, you do so at your own risk. These other websites are not under TC Global's control, and you acknowledge that TC Global is not responsible or liable for the content, functions, accuracy, legality, appropriateness or any other aspect of such websites or resources. The inclusion of any such link does not imply endorsement by TC Global or any association with its operators. You further acknowledge and agree that TC Global shall not be responsible or liable, directly or indirectly, for any damage or loss caused or alleged to be caused by or in connection with the use of or reliance on any such Content, goods or services available on or through any such website or resource.

Termination

TC Global may terminate your access to all or any part of the Service at any time, with or without cause, with or without notice, effective immediately, which may result in the forfeiture and destruction of all information associated with your membership. If you wish to terminate your account, you may do so by contacting us at [email protected] till we develop the procedure on the website and apps. Any fees paid hereunder are non-refundable. All provisions of these Terms of Use which by their nature should survive termination shall survive termination, including, without limitation, ownership provisions, warranty disclaimers, indemnity and limitations of liability.

Warranty Disclaimer

Save to the extent required by law, TC Global has no special relationship with or fiduciary duty to you. You acknowledge that TC Global has no control over, and no duty to take any action regarding: which users gain access to the Service; what Content you access via the Service; what effects the Content may have on you; how you may interpret or use the Content; or what actions you may take as a result of having been exposed to the Content.

You release TC Global from all liability for you having acquired or not acquired Content through the Service. The Service may contain, or direct you to websites containing, information that some people may find offensive or inappropriate. TC Global makes no representations concerning any Content contained in or accessed through the Service, and TC Global will not be responsible or liable for the accuracy, copyright compliance, legality or decency of material contained in or accessed through the Service and cannot be held liable for any third-party claims, losses or damages.

You release us from all liability relating to your connections and relationships with other users. You understand that we do not, in any way, screen users, nor do we inquire into the backgrounds of users or attempt to verify their backgrounds or statements. We make no representations or warranties as to the conduct of users or the veracity of any information users provide. TC Global reserves the right to assume the exclusive defense and control of any matter otherwise subject to indemnification by you, in which event you will assist and cooperate with TC Global in asserting any available defenses.

Limitation of Liability

ALL LIABILITY OF TC GLOBAL, ITS AFFILIATES, DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS HOWSOEVER ARISING FOR ANY LOSS SUFFERED AS A RESULT OF YOUR USE OF THE SITE, SERVICE, CONTENT OR USER SUBMISSIONS IS EXPRESSLY EXCLUDED TO THE FULLEST EXTENT PERMITTED BY LAW, SAVE THAT, IF A COURT OF COMPETENT JURISDICTION DETERMINES THAT LIABILITY OF TC GLOBAL, ITS DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS (AS APPLICABLE) HAS ARISEN, THE TOTAL OF SUCH LIABILITY SHALL BE LIMITED IN AGGREGATE TO THE VALUE OF TC GLOBAL'S SERVICES AVAILED BY THE USER FOR 12 MONTHS PRIOR TO THE INITIATION OF A CLAIM.

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL TC GLOBAL, NOR ITS DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS, BE LIABLE UNDER CONTRACT, TORT, STRICT LIABILITY, NEGLIGENCE OR ANY OTHER LEGAL OR EQUITABLE THEORY OR OTHERWISE (AND WHETHER OR NOT TC GLOBAL, ITS DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS HAD PRIOR KNOWLEDGE OF THE CIRCUMSTANCES GIVING RISE TO SUCH LOSS OR DAMAGE) WITH RESPECT TO THE SITE, SERVICE, CONTENT OR USER SUBMISSIONS FOR:

• INDIRECT OR CONSEQUENTIAL LOSSES OR DAMAGES;
• LOSS OF ACTUAL OR ANTICIPATED PROFITS;
• LOSS OF REVENUE;
• LOSS OF GOODWILL;
• LOSS OF DATA;
• LOSS OF ANTICIPATED SAVINGS;
• WASTED EXPENDITURE; OR
• COST OF PROCUREMENT OF SUBSTITUE GOODS OR SERVICES.

NOTHING IN THESE TERMS OF USE SHALL BE DEEMED TO EXCLUDE OR LIMIT YOUR LIABILITY IN RESPECT OF ANY INDEMNITY GIVEN BY YOU UNDER THESE TERMS OF USE. APPLICABLE LAW MAY NOT ALLOW THE LIMITATION OR EXCLUSION OF LIABILITY OR INCIDENTAL OR CONSEQUENTIAL DAMAGES, SO THE ABOVE LIMITATION OR EXCLUSION MAY NOT APPLY TO YOU. IN SUCH CASES, TC GLOBAL'S LIABILITY WILL BE LIMITED TO THE FULLEST EXTENT PERMITTED BY APPLICABLE LAW.

Governing Law

A printed version of these Terms of Use and of any notice given in electronic form shall be admissible in judicial or administrative proceedings based upon or relating to these Terms of Use to the same extent and subject to the same conditions as other business documents and records originally generated and maintained in printed form. You and TC Global agree that any cause of action arising out of or related to the Service must commence within one (1) year after the cause of action arose; otherwise, such cause of action is permanently barred.

Terms of Use and all other policies available on this Service shall be interpreted and construed in accordance with the laws of India. Any dispute arising out of or in connection with these Terms of Use and/ or other policies available on this App, including any question regarding its existence, validity or termination, shall be referred to and finally resolved by arbitration administered by the Singapore International Arbitration Centre ("SIAC") in accordance with the Arbitration Rules of the Singapore International Arbitration Centre ("SIAC Rules") for the time being in force, which rules are deemed to be incorporated by reference in this clause. The Tribunal shall consist of 3 arbitrators. The seat and venue of Arbitration shall be Singapore and the language of proceedings shall be English. Subject to the foregoing, the Courts of Singapore shall have exclusive jurisdiction over any disputes relating to the subject matter, herein.

Notwithstanding the foregoing, if a dispute arises with respect to the validity, scope, enforceability, inventorship, ownership, infringement, breach or unauthorised use of any patent, trademark, copyright or other intellectual property right or any non-proprietary data owned and/or controlled by TC Global, whether or not arising from the Terms of Use, such dispute (at the option of TC Global) shall not be submitted to arbitration and instead, TC Global shall be free to initiate litigation, including but not limited to a claim for interim injunctive relief, in a court of competent jurisdiction, in any country or other jurisdiction in which such rights apply.

Integration and Severability

These Terms of Use are the entire agreement between you and TC Global with respect to the Service and use of the Site, Service, Content or User Submissions, and supersede all prior or contemporaneous communications and proposals (whether oral, written or electronic) between you and TC Global with respect to the Site. If any provision of these Terms of Use is found to be unenforceable or invalid, that provision will be limited or eliminated to the minimum extent necessary so that these Terms of Use will otherwise remain in full force and effect and enforceable. The failure of either party to exercise in any respect any right provided for herein shall not be deemed a waiver of any further rights hereunder. Waiver of compliance in any particular instance does not mean that we will waive compliance in the future. How do you apply to the PhD Program ?

This page provides all the information you’ll need to apply to apply to the Doctoral (PhD) program at the Faculty of Information. Entry into the program occurs once a year, in September. The program is delivered in-person on campus.

The application fee is $125 CAD per application. This fee cannot be waived and is non-refundable.

Eligibility

• To be eligible for the PhD program, you must:
• A minimum average grade of A- (or equivalent) is required for your application to be considered. This is the minimum GPA requirement for consideration. Presenting the minimum does not guarantee admission.

Application Dates and Deadlines

• Applications open on September 1 . Entry into the program occurs once a year, in September. The next admission entry is for September 2025.
• The deadline to apply is December 1. Applicants must submit their application, application fee and all supporting documents: research statement, transcripts, CV/resume, writing sample, academic letters of reference and English proficiency test results (if applicable). An application with supporting documents submitted after this date will be considered incomplete, and will not be reviewed by the Admissions Committee.

Applicants must submit transcript(s) from all post-secondary institutions attended.

Applicants currently in the process of completing their final year of study should submit an interim transcript.

Current and past University of Toronto students applying to Faculty of Information programs may give permission to the Faculty to download an official U of T transcript by emailing  ischool @utoronto. ca .

For the purpose of the application review, you may submit unofficial transcripts using the online application form . If you receive an offer of admission, you’ll need to submit official final transcripts.

Transcripts are considered official when they have been prepared, sealed in an envelope and signed over the back flap by an official at the issuing institution. They are to be sent directly to the Faculty of Information: University of Toronto, 140 St. George Street, Toronto, Ontario, Canada M5S 3G6.

E-transcripts can be sent directly from your institution(s) to admissions. ischool @utoronto. ca

The Admissions Committee may at any time during the application process request that applicants submit official transcripts for all post-secondary institutions attended.

Standardized tests (such as GMAT or GRE) are not required or requested and will not be considered.

For applicants whose admitting degree was granted outside of North America, the Faculty of Information will accept transcripts sent directly from World Education Services (WES) as official transcripts. The Faculty of Information will consider the evaluation report from WES but will make its own evaluation decision.

Research Statement

All PhD applicants should proactively reach out to Faculty members conducting research in the areas they are interested in to ensure that their research can be well supported by a faculty member.

Your research statement should be written in essay format and be a maximum of 1,000 words, double-spaced.

A research statement generally outlines: 1) the research you plan to undertake in a PhD; 2) support at the Faculty of Information. We have provided some prompts that may stimulate and guide your thinking:

• The research or project you plan to undertake in your PhD: What is the research you will conduct at the Faculty of Information? What fields or areas of research is your research in conversation with (demonstrated through a short literature review)? Who are the scholars (including researchers, artists/practitioners, community leaders, and/or elders) that have shaped your research interests? What is significant or novel about this research? How does your research contribute to intellectual diversity in the Faculty?
• Support at the Faculty of Information: Why do you want to undertake this research at the Faculty of Information? Which faculty members do you propose to supervise your research and serve on your dissertation committee, and why? Have you met with these faculty members? Which courses and programs of study (including potential optional collaborative specializations) will support your research? Are there research centres, institutions, or communities that can support your research?
• Be specific
• Include citations and a bibliography
• Include a short title for your research project
• Include specific details about achievements (academic, professional, or community-based)
• Write in clear, jargon-free language for an interdisciplinary committee

Statement of Interest

Your statement of interest should be written in essay format and be a maximum of 500 words, double-spaced. Your statement of interest generally outlines your background. We have provided some prompts that may stimulate and guide your thinking:

• Your background: How did you become interested in this research? What led you to this proposed research? What background (academic, personal or professional) do you have that prepares you to pursue this project or area of research, and how do you need to grow? You should be specific about courses, essays, theses, research-creation, community organizing, activism and/or lived experiences that have prepared you to undertake the proposed research.

Writing Sample

The writing sample is a piece of original academic work, around 3,000-8,000 words (double-spaced if not in published format).

The writing sample is used to evaluate writing skills, which are an important component of the PhD. This is easiest to do if the sample is single-authored. If you submit a collaboratively authored sample, please include a statement of contributions that explains your role.

The sample could be:

• a course paper
• an excerpt from your thesis or major research paper
• an article submitted for publication
• a chapter from a book or other similar publication

Academic Letters of Reference

Three letters are required. If you graduated more than five years ago, you may substitute work letters of reference. Work-related referees should be direct supervisors who can comment on skills that would be useful in the academic environment.

In the application, you will be asked to provide contact information for your referees. Once you have saved the contact information, your referees will be emailed by the School of Graduate Studies with instructions directing them to a secure website where they will submit electronically:

• A candidate assessment in a fillable confidential report form
• A reference letter

Please be sure to inform your referees of all the appropriate deadlines.

Reference letters should:

• be 1-2 pages maximum
• include how long you have known the applicant and in what capacity
• outline the applicant’s strengths as a student/researcher, ideally with specific examples
• avoid gendered language
• Include details such as: how would you describe the applicant’s intellectual characteristics? Their ability to carry out independent and collaborative research? What has prepared the applicant to undertake a PhD? How do you assess the applicant’s communication, research, and writing skills? Does the applicant possess personal qualities that will help them succeed in a PhD? Is there anything else we should know about the applicant that they may not have included in their research statement?

The Faculty of Information is committed to implementing recommendations of the Truth and Reconciliation Commission of Canada; specifically those concerned with eliminating educational gaps for Aboriginal students, improving education attainment levels and success rates, and developing culturally appropriate curricula.

We recognize that one of the most destructive and enduring artifacts of Canada’s colonial history involves the devaluation of traditional knowledge and cultural practice, and the disenfranchisement of knowledge keepers and elders. As such, and where requested by the applicant, letters of achievement, recognition, and support from community knowledge keepers and elders will be accepted by the admissions committee, and weighted equally to formal academic references.

Applicants whose first language is not English must submit the results of an  English Proficiency Test .

The Faculty of Information reserves the right to require evidence of English language proficiency from any applicant educated outside Canada, whose first language is not English. Applicants must demonstrate proficiency in English by submitting an acceptable score from  one  of several English language competency tests.

For graduate programs consult the UofT School of Graduate Studies (SGS) website for information on  available tests . Note that the Faculty of Information may require scores  higher  than the SGS language competency scores (see Faculty of Information minimum scores below). This requirement must be met before the Admissions Committee will review an application.

• Programs at the Faculty of Information are language-intensive
• Some courses may use English in very particular philosophical and nuanced ways
• Students are expected to function smoothly and subtly in both written and verbal English
• Students are also expected to be English-language proficient in one-on-one interactions, group work, formal presentations, and in electronic communication media
• For these reasons, the Faculty of Information may require scores higher than the SGS language competency scores
• Scores must be from tests taken within the last two years

• Internet-based Test (iBT) overall score: 107/120 speaking section: 24/30 writing section: 27/30
• Paper-based Test overall score: 600 Test of Written English (TWE): 5.5

IELTS  – International English Language Testing System (Academic) overall score: 7.5 Writing: 7.5 Speaking: 7

Cambridge English  – C1: Advanced and C2: Proficiency Required score: 185 overall with at least 176 for each component. Applicants should use the “Send Your Result” function on the Candidate Results portal ( https://candidates.cambridgeenglish.org ) to send their results electronically to the University of Toronto.

COPE  – Certificate of Proficiency in English overall score: 95 writing component: 41 each of the other components: 27

English Language Program , UofT School of Continuing Studies overall score: ‘A’ in Level 60 in Academic English

*Please note, the School of Graduate Studies (SGS) temporarily accepted the Duolingo English Test (DET) to satisfy the English language proficiency requirement for graduate admission to the Fall 2020 session only. Considering that testing centres for both TOEFL and IELTS have been resumed, Duolingo will not be accepted for admissions.

For applicants where English is not their first language but completed an Undergraduate or Graduate degree from an institution where English is used as the medium of instruction and examination, then an English proficiency test result may not be required. However, applicants will be required to provide a letter from their previous institution to verify that English is indeed used as the medium of instruction. This letter should be sent directly to the  Faculty of Information  on official institution letterhead and email.

The admission committee does reserve the right to request for applicants to provide an English Proficiency Test result during the application process.

Your application will be marked “Under Review” when it has gone to the Admissions Committee for consideration.

Review process

The Admissions Committee takes a holistic approach in reviewing candidates. Emphasis is not placed on any specific area but on the overall application. Meeting the minimum requirements of the Faculty of Information and the School of Graduate Studies does not guarantee admission.

Applicants may be contacted for an interview during the application review process.

Admission is based on the availability of a faculty member to support your research. It is important to us that our admitted PhD students are well supported in their area of research by their supervisors. Therefore, you should proactively reach out to  Faculty members  who are conducting research in the area you are interested in ahead of time to ensure that you will have a supervisor who has the expertise to support your research.

Notification of decisions

Decisions will be communicated on the application website . Decisions are made as soon as it is possible to do so, rather than by a specific date. By the end of the admissions cycle (typically in May) the outcome of all applications should be communicated.

Canada actually needs more arts graduate students. We’ve just been doing it wrong

Loleen Berdahl is a professor of political studies at the University of Saskatchewan. Jonathan Malloy is a professor of political science at Carleton University. Lisa Young is a professor of political science at the University of Calgary. They are the authors of For the Public Good: Reimagining Arts Graduate Programs in Canadian Universities.

In its April budget, the federal government finally increased the stipends for federally funded graduate and postdoctoral researchers, giving them their first boost in 20 years. This is welcome, as PhDs can now be better funded during their studies. But money alone won’t solve the long-term problem of underemployed PhD graduates, especially in the social sciences and humanities, or, as they’re often called, “the arts.” In a perverse way, the new funding could even make things worse.

A 2021 study by the Council of Canadian Academies (CCA) documents that most arts PhDs want to be professors, but the jobs simply aren’t there. According to 2022 data from the University of Toronto , arguably the most prestigious university in the country, less than 60 per cent of its humanities and social-sciences PhDs since 2000 ended up working anywhere in postsecondary education; of those working in academia, many were working in administrative and part-time positions, rather than as tenured faculty. A 2022 study by the Canadian Historical Association found that only 10 per cent of Canada’s history PhD graduates since 2016 had found permanent academic jobs. The CCA also found that alternative career paths and destinations beyond academia “have not materialized” in the scope needed.

But Canada needs arts graduate education more than ever. The most difficult challenges of our time are human. Technology can lead to wonderful things, from life-saving vaccines to time-saving AI tools, but these also spur human fears and ethical challenges. The science behind climate change is irrefutable, yet responses to climate change are often inadequate because of human concerns and objections, whether they’re valid or not; the pursuit of racial diversity and Indigenous reconciliation is similarly hampered, and society has grown deeply polarized as Canadians agree on fewer and fewer things.

These challenges are often called “wicked problems” because they defy clear solutions and can’t be solved simply with more effort or money. But they might be solved with a human touch – which is what the arts disciplines are all about. Philosophy, history, sociology and other arts studies are devoted to exploring and unlocking human values and thinking, including how they often seem to defy logic, market forces or scientific facts. It’s why in French, they’re often termed sciences humaines.

We need these disciplines to advance our understanding of the human condition and contribute to solving the wicked problems of our time. Graduate-level arts education has the potential to marry societal challenges with advanced disciplinary training, including critical thinking, analysis and communication – work that is necessary for generating new perspectives and thinking that can capture people’s experiences and voices.

To tackle these social problems, we need the advanced thinking, analysis and innovative research found in arts graduate education. We need more arts graduate students – we’ve just been doing it wrong.

For decades, arts graduate education has primarily focused on producing more arts professors. While there’s been some effort in recent years to develop alternative career paths for arts graduate students, in most cases the curriculum still assumes academia is where students are headed, with anything else a lesser Plan B. And the underlying structures and funding frameworks of arts graduate programs are still built to turn out more academia-or-bust graduates. More students means more tuition-fee revenue and, typically, additional provincial funding dollars. More graduate students means more research activity, which is the crucial factor for improving a university’s prestige and its standing in international rankings. The reward structures of faculty careers remain geared toward research prowess: The more graduate research assistants and supervisions, the better, which in turn only incentivizes their students to seek academic careers of their own.

Any university that decides to discontinue its PhD program on the grounds that its students aren’t getting academic jobs will lose out; it will have less claim on resources, will drop in prestige internally and externally, and faculty will complain their research careers are falling behind. It would be more logical for programs to double down on what they are already doing by trying to boost their graduates’ chances in the academic job market.

Federalism makes this problem particularly acute. Provinces control universities and classroom education, but the federal government provides the vast majority of research funding. There’s often little connection. In the case of the recently increased doctoral scholarships, this means students can now better afford food and rent during their studies, thanks to Ottawa. But finding an academic job afterward depends on the provincial funding of universities, which is typically flat or declining.

System-level change would shift arts graduate degrees to a more deliberate model that focuses on Canada’s public-good needs, and is actually oriented around student skills and careers outside academia. There would still be a place for curiosity-based research – this is why students are applying for PhDs rather than MBAs in the first place – but the current system gives too little direction to students beyond academic career paths, and too often leads them down dead-end alleys and difficult work-force transitions.

What if universities offered a graduate degree in climate-change adaptation? In public opinion and deliberative democracy? An interdisciplinary doctorate in social sciences, targeted at mid-career individuals looking to upgrade their professional impact? There’s still value in traditional disciplinary degrees, but the focus should be on adapting them to what students actually need for career success, and what Canada needs to tackle its wicked problems.

Achieving this kind of change would require reforming underlying structures and funding. Arts departments need incentives for change that allows programs to experiment. Employers, who often lament that university graduates are lacking in the interpersonal soft skills that those in the arts can excel in, need to work with universities to co-ordinate efforts and create opportunities for arts graduate students.

Unfortunately, the cliché of the unemployed arts PhD isn’t going anywhere in the short term. But the reality is that, more than ever, Canada needs people to deeply explore the human condition and the wicked problems that it presents. That means there is a strong future for arts graduate education. Achieving it just requires change and imagination.

Canada ends temporary public policy allowing visitors to apply for work permits from within the country

Ottawa, August 28, 2024— Immigration, Refugees and Citizenship Canada (IRCC) has ended a temporary public policy that allowed visitors to apply for a work permit from within Canada, effective immediately.

IRCC introduced the policy in August 2020 to help visitors who were unable to leave the country due to COVID-19 pandemic–related travel restrictions. Under the policy, visitors in Canada could apply for a work permit without having to leave the country. In addition, foreign nationals who had held a work permit in the previous 12 months but who changed their status in Canada to “visitor” could apply to work legally in Canada while waiting for a decision on their new work permit application.

While the temporary policy was set to expire on February 28, 2025, IRCC is ending the policy as part of our overall efforts to recalibrate the number of temporary residents in Canada and preserve the integrity of the immigration system. IRCC is also aware that some bad actors were using the policy to mislead foreign nationals into working in Canada without authorization.

IRCC will continue to process applications submitted before August 28, 2024 under the policy.
