Different situations call for different types of plans. 

But what makes each type of plan unique? And why should you consider one type over another?

  • Traditional business plan

The traditional (or standard) business plan is an in-depth document covering every aspect of your business. It’s the most common plan type you’ll come across. 

A traditional business plan is broken up into 10 sections:

  • Marketing and sales plan
  • Business operations
  • Key milestones and metrics

Why use this type of plan?

A traditional business plan is best for anyone approaching specific business planning events—such as presenting a business plan to a bank or investor for funding.

A traditional plan can also be useful if you need to add more details around specific business areas. 

For example: You start as a solopreneur and don’t immediately need to define your team structure. But eventually you hit a threshold where you need more staff in order to keep growing. A great way to explore which roles you need and how they will function is by fleshing out the organization and management section .

That’s the unseen value of a more detailed plan like this. While you can follow the structure outlined above and create an in-depth plan ready for funding, you can also choose which sections to prioritize.

  • One-page plan

The one-page business plan is a simplified (but just as useful) version of a traditional business plan. It follows the same structure, but is far easier to create. It can even be used as a pitch document.

Here’s how you’ll organize information when using a one-page plan:

  • Your solution
  • Competition
  • Target market
  • Sales and marketing
  • Budget and sales goals
  • Team summary
  • Key partners
  • Funding needs

A one-page plan is faster and easier to assemble than a traditional plan. You can write a one-page plan in as little as 30 minutes . 

You’ll still cover the crucial details found in a traditional plan, but in a more manageable format.

So, if you’re exploring a business idea for the first time or updating your strategy—a one-page plan is ideal. You can review and update your entire plan in just a few minutes.

Applying for a loan with this type of plan probably wouldn’t make sense. Lenders typically want to see a more detailed plan to accurately assess potential risk. 

However, it is a great option to send to investors. 

“Investors these days are much less likely to look at a detailed plan,” says Palo Alto Software COO Noah Parsons. “An executive summary or one-page plan, pitch presentation, and financials are all a VC is likely to look at.”

Creating a more detailed plan is as much about being prepared as anything else. If you don’t dig into everything a traditional plan covers, you’ll struggle to land your pitch . 

If you don’t intend to seek funding, a one-page plan is often all you need. The key is regularly revisiting it to stay on top of your business.

Lean planning process

Lean planning is a process that uses your one-page plan as a testing tool. The goal is to create a plan and immediately put it into action to see if your ideas actually work. You’ll typically be focusing on one (or all) of the following areas: 

  • Strategy – What you will do
  • Tactics – How you will do it
  • Business Model – How you make money
  • Schedule – Who is responsible and when will it happen

Why use this process?

Lean planning is best for businesses that need to move fast, test assumptions, revise, and get moving again. It’s short and simple, and meant to get everyone on the same page as quickly as possible. 

That’s why it’s so popular for startups. They don’t necessarily need a detailed plan, since they’re mostly focused on determining whether or not they have a viable business idea .

The only drawback is that this planning process is built primarily around early-stage businesses. It can be a useful tool for established businesses looking to test a strategy, but it may not be as helpful for ongoing management.

Growth planning

Growth planning is a financials-focused planning process designed to help you make quick and strategic decisions.

Again, it starts with a one-page plan outlining your strategy, tactics, business model, and schedule. The next step is to create a working financial forecast that includes projected sales, expenses, and cash flows.

From there, you run your business. 

As you go, track your actual financial performance and carve out time to compare it to your forecasts . If you spot any differences, these discrepancies may indicate problems or opportunities that call for adjusting your current strategy.

Growth planning combines the simplicity of the one-page plan and the speed of lean planning, with the power of financial forecasting. 

This makes the process useful for every business stage and even allows you to skip to the forecasting step if you already have a plan.

With growth planning, you’ll:

  • Regularly revisit your financials
  • Better understand how your business operates 
  • Make quick and confident decisions

This process focuses on growing your business. If diving into your financials isn’t a priority right now, that’s okay. Start with a one-page plan instead, and revisit growth planning when you’re ready.

  • Internal plan

Sometimes you just need a business plan that works as an internal management tool. 

Something to help you: 

  • Set business goals
  • Provide a high-level overview of operations
  • Prepare to create budgets and financial projections

You don’t need an overly long and detailed business plan for this. Just a document that is easy to create, useful for developing or revisiting your strategy, and able to get everyone up to speed.

The internal plan is a great option if you’re not planning to present your plan to anyone outside your business. Especially if you’re an up-and-running business that may have created a plan previously. You might just need something simple for day-to-day use.

  • 5-year business plan

Some investors or stakeholders may request a long-term plan stretching up to five years. They typically want to understand your vision for the future and see your long-term goals or milestones.  

To be honest, creating a detailed long-term business plan is typically a waste of time. There are a few exceptions:

  • A long-term plan is specifically asked for
  • You want to outline your long-term vision
  • Real estate development
  • Medical product manufacturing
  • Transportation, automotive, aviation, or aerospace development

The reality is, you can’t predict what will happen in the next month, let alone the next one, three, or five years.

So, when creating a long-term plan, don’t dig too deep into the details. Focus on establishing long-term goals , annual growth targets, and aspirational milestones you’d like to hit.

Then supplement these with a more focused one-page plan that actually describes your current business, which you can use in your business right now.

  • Nonprofit business plan

A nonprofit business plan is not too different from a traditional plan. You should still cover all of the sections I listed above to help you build a sustainable business. 

The main differences in a nonprofit plan are tied to funding and awareness. You need to account for:

  • Fundraising sources and activities.
  • Alliances and partnerships.
  • Promotion and outreach strategies.

You also need to set goals, track performance, and demonstrate that you have the right team to run a fiscally healthy organization. You’re just not pursuing profits, you’re trying to fulfill a mission. But you cannot serve your community if your organization isn’t financially stable.

If you can use your business plan to show that you’re a well-organized nonprofit organization, you are more likely to attract donors and convince investors to provide funding.

What is a business plan?

A business plan is a documented strategy for a business that highlights its goals and its plans for achieving them. Purposes of a Business Plan

Chances are, someone drafting a business plan will be doing so for one or more of the following reasons:

1. Securing financing from investors.

Since its contents revolve around how businesses succeed, break even, and turn a profit, a business plan is used as a tool for sourcing capital. This document is an entrepreneur's way of showing potential investors or lenders how their capital will be put to work and how it will help the business thrive.

All banks, investors, and venture capital firms will want to see a business plan before handing over their money, and investors typically expect a 10% ROI or more from the capital they invest in a business.

Therefore, these investors need to know if — and when — they'll be making their money back (and then some). Additionally, they'll want to read about the process and strategy for how the business will reach those financial goals, which is where the context provided by sales, marketing, and operations plans come into play.

2. Documenting a company's strategy and goals.

A business plan should leave no stone unturned.

Business plans can span dozens or even hundreds of pages, affording their drafters the opportunity to explain what a business' goals are and how the business will achieve them.

To show potential investors that they've addressed every question and thought through every possible scenario, entrepreneurs should thoroughly explain their marketing, sales, and operations strategies — from acquiring a physical location for the business to explaining a tactical approach for marketing penetration.

These explanations should ultimately lead to a business' break-even point supported by a sales forecast and financial projections, with the business plan writer being able to speak to the why behind anything outlined in the plan.

1. Business Plan Subtitle

Every great business plan starts with a captivating title and subtitle. You’ll want to make it clear that the document is, in fact, a business plan, but the subtitle can help tell the story of your business in just a short sentence.

2. Executive Summary

Although this is the last part of the business plan that you’ll write, it’s the first section (and maybe the only section) that stakeholders will read. The executive summary of a business plan sets the stage for the rest of the document. It includes your company’s mission or vision statement, value proposition, and long-term goals.

3. Company Description

This brief part of your business plan will detail your business name, years in operation, key offerings, and positioning statement. You might even add core values or a short history of the company. The company description’s role in a business plan is to introduce your business to the reader in a compelling and concise way.

4. The Business Opportunity

The business opportunity should convince investors that your organization meets the needs of the market in a way that no other company can. This section explains the specific problem your business solves within the marketplace and how it solves them. It will include your value proposition as well as some high-level information about your target market.

5. Competitive Analysis

Just about every industry has more than one player in the market. Even if your business owns the majority of the market share in your industry or your business concept is the first of its kind, you still have competition. In the competitive analysis section, you’ll take an objective look at the industry landscape to determine where your business fits. A SWOT analysis is an organized way to format this section.

6. Target Market

Who are the core customers of your business and why? The target market portion of your business plan outlines this in detail. The target market should explain the demographics, psychographics, behavioristics, and geographics of the ideal customer.

7. Marketing Plan

Marketing is expansive, and it’ll be tempting to cover every type of marketing possible, but a brief overview of how you’ll market your unique value proposition to your target audience, followed by a tactical plan will suffice.

Think broadly and narrow down from there: Will you focus on a slow-and-steady play where you make an upfront investment in organic customer acquisition? Or will you generate lots of quick customers using a pay-to-play advertising strategy? This kind of information should guide the marketing plan section of your business plan.

8. Financial Summary

Money doesn’t grow on trees and even the most digital, sustainable businesses have expenses. Outlining a financial summary of where your business is currently and where you’d like it to be in the future will substantiate this section. Consider including any monetary information that will give potential investors a glimpse into the financial health of your business. Assets, liabilities, expenses, debt, investments, revenue, and more are all useful adds here.

So, you’ve outlined some great goals, the business opportunity is valid, and the industry is ready for what you have to offer. Who’s responsible for turning all this high-level talk into results? The "team" section of your business plan answers that question by providing an overview of the roles responsible for each goal. Don’t worry if you don’t have every team member on board yet, knowing what roles to hire for is helpful as you seek funding from investors.

10. Funding Requirements

Remember that one of the goals of a business plan is to secure funding from investors, so you’ll need to include funding requirements you’d like them to fulfill. The amount your business needs, for what reasons, and for how long will meet the requirement for this section.

As one of the most common types of business plans, a startup business plan is for new business ideas. This plan lays the foundation for the eventual success of a business.

The biggest challenge with the startup business plan is that it’s written completely from scratch. Startup business plans often reference existing industry data. They also explain unique business strategies and go-to-market plans.

Because startup business plans expand on an original idea, the contents will vary by the top priority goals.

For example, say a startup is looking for funding. If capital is a priority, this business plan might focus more on financial projections than marketing or company culture.

2. Feasibility Business Plan

This type of business plan focuses on a single essential aspect of the business — the product or service. It may be part of a startup business plan or a standalone plan for an existing organization. This comprehensive plan may include:

  • A detailed product description
  • Market analysis
  • Technology needs
  • Production needs
  • Financial sources
  • Production operations

According to CBInsights research, 35% of startups fail because of a lack of market need. Another 10% fail because of mistimed products.

Some businesses will complete a feasibility study to explore ideas and narrow product plans to the best choice. They conduct these studies before completing the feasibility business plan. Then the feasibility plan centers on that one product or service.

3. Internal Business Plan

Internal business plans help leaders communicate company goals, strategy, and performance. This helps the business align and work toward objectives more effectively.

Besides the typical elements in a startup business plan, an internal business plan may also include:

  • Department-specific budgets
  • Target demographic analysis
  • Market size and share of voice analysis
  • Action plans
  • Sustainability plans

Most external-facing business plans focus on raising capital and support for a business. But an internal business plan helps keep the business mission consistent in the face of change.

4. Strategic Business Plan

Strategic business plans focus on long-term objectives for your business. They usually cover the first three to five years of operations. This is different from the typical startup business plan which focuses on the first one to three years. The audience for this plan is also primarily internal stakeholders.

These types of business plans may include:

  • Vision and mission statements

It's important to remember that, while many businesses create a strategic plan before launching, some business owners just jump in. So, this business plan can add value by outlining how your business plans to reach specific goals. This type of planning can also help a business anticipate future challenges.

5. Business Acquisition Plan

Investors use business plans to acquire existing businesses, too — not just new businesses.

A business acquisition plan may include costs, schedules, or management requirements. This data will come from an acquisition strategy.

A business plan for an existing company will explain:

  • How an acquisition will change its operating model
  • What will stay the same under new ownership
  • Why things will change or stay the same
  • Acquisition planning documentation
  • Timelines for acquisition

Additionally, the business plan should speak to the current state of the business and why it's up for sale.

  • Justification for those projections

This plan will:

  • Acknowledge the current state of the company.
  • State a vision for the future of the company.
  • Explain why the business needs to reposition itself.
  • Outline a process for how the company will adjust.

Companies planning for a business reposition often do so — proactively or retroactively — due to a shift in market trends and customer needs.

For example, shoe brand AllBirds plans to refocus its brand on core customers and shift its go-to-market strategy. These decisions are a reaction to lackluster sales following product changes and other missteps.

7. Expansion or Growth Business Plan

When your business is ready to expand, a growth business plan creates a useful structure for reaching specific targets.

For example, a successful business expanding into another location can use a growth business plan. This is because it may also mean the business needs to focus on a new target market or generate more capital.

This type of plan usually covers the next year or two of growth. It often references current sales, revenue, and successes. It may also include:

  • SWOT analysis
  • Growth opportunity studies
  • Financial goals and plans
  • Marketing plans
  • Capability planning

These types of business plans will vary by business, but they can help businesses quickly rally around new priorities to drive growth.

While it's a good idea to provide as much detail as necessary, it's also important that a business plan be concise enough to hold a reader's attention to the end.

While there are any number of templates that you can use to write a business plan, it's best to try to avoid producing a generic-looking one. Let your plan reflect the unique personality of your business.

Many business plans use some combination of the sections below, with varying levels of detail, depending on the company.

The length of a business plan can vary greatly from business to business. Regardless, it's best to fit the basic information into a 15- to 25-page document. Other crucial elements that take up a lot of space—such as applications for patents—can be referenced in the main document and attached as appendices.

These are some of the most common elements in many business plans:

  • Executive summary: This section introduces the company and includes its mission statement along with relevant information about the company's leadership, employees, operations, and locations.
  • Products and services: Here, the company should describe the products and services it offers or plans to introduce. That might include details on pricing, product lifespan, and unique benefits to the consumer. Other factors that could go into this section include production and manufacturing processes, any relevant patents the company may have, as well as proprietary technology . Information about research and development (R&D) can also be included here.
  • Market analysis: A company needs to have a good handle on the current state of its industry and the existing competition. This section should explain where the company fits in, what types of customers it plans to target, and how easy or difficult it may be to take market share from incumbents.
  • Marketing strategy: This section can describe how the company plans to attract and keep customers, including any anticipated advertising and marketing campaigns. It should also describe the distribution channel or channels it will use to get its products or services to consumers.
  • Financial plans and projections: Established businesses can include financial statements, balance sheets, and other relevant financial information. New businesses can provide financial targets and estimates for the first few years. Your plan might also include any funding requests you're making.

The best business plans aren't generic ones created from easily accessed templates. A company should aim to entice readers with a plan that demonstrates its uniqueness and potential for success.

2 Types of Business Plans

Business plans can take many forms, but they are sometimes divided into two basic categories: traditional and lean startup. According to the U.S. Small Business Administration (SBA) , the traditional business plan is the more common of the two.

  • Traditional business plans : These plans tend to be much longer than lean startup plans and contain considerably more detail. As a result they require more work on the part of the business, but they can also be more persuasive (and reassuring) to potential investors.
  • Lean startup business plans : These use an abbreviated structure that highlights key elements. These business plans are short—as short as one page—and provide only the most basic detail. If a company wants to use this kind of plan, it should be prepared to provide more detail if an investor or a lender requests it.

Why Do Business Plans Fail?

A business plan is not a surefire recipe for success. The plan may have been unrealistic in its assumptions and projections to begin with. Markets and the overall economy might change in ways that couldn't have been foreseen. A competitor might introduce a revolutionary new product or service. All of this calls for building some flexibility into your plan, so you can pivot to a new course if needed.

How frequently a business plan needs to be revised will depend on the nature of the business. A well-established business might want to review its plan once a year and make changes if necessary. A new or fast-growing business in a fiercely competitive market might want to revise it more often, such as quarterly.

What Does a Lean Startup Business Plan Include?

The lean startup business plan is an option when a company prefers to give a quick explanation of its business. For example, a brand-new company may feel that it doesn't have a lot of information to provide yet.

Sections can include: a value proposition ; the company's major activities and advantages; resources such as staff, intellectual property, and capital; a list of partnerships; customer segments; and revenue sources.

A business plan can be useful to companies of all kinds. But as a company grows and the world around it changes, so too should its business plan. So don't think of your business plan as carved in granite but as a living document designed to evolve with your business.

Let’s say you started a boat rental company five years ago. You’ve steadily grown your business. Now, you want to explore expanding your inventory by renting out jet skis, kayaks and other water sports equipment. Will it be profitable? A feasibility business plan will let you know.

Often called a decision-making plan, a feasibility business plan will help you understand the viability of offering a new product or launching into a new market. These business plans are typically internal and focus on answering two questions: Does the market exist, and will you make a profit from it? You might use a feasibility plan externally, too, if you need funding to support your new product or service.

Because you don’t need to include high-level, strategic information about your company, your feasibility business plan will be much shorter and more focused than a startup business plan. Feasibility plans typically include:

2. Lean business plans

A lean plan is a condensed version of the standard business plan. It includes the highlights of a standard business plan and summaries of all the sections. It is a compact document that emphasizes achieving milestones and tracking finances.

Drafting a lean business plan is easier, faster, and is considered to be more efficient compared to a standard plan. It is flexible and can be revised effortlessly as many times as needed, which provides room for adjusting milestones, and improvising.

A lean business plan is apt for situations where you are uncertain about the process of creating a business plan, and it can be the essential first draft for your business. Everything in a lean business plan should be concise and represented in bullet points or short texts.

1. One-page business plans

A one-page business plan can be described as an outline of a lean business plan . It is also called a business pitch or a quick summary. It is sometimes used to present a quick overview of your business to your vendors, partners, and employees and as a summary to banks and investors.

This encapsulates all the essential parts of a business plan on a single page. This summarizes the target market, business offering, main milestones, and essential sales forecast.

2. Startup business plans

A startup business plan can be defined as a lean plan with elements of a standard plan included to seek investors. The primary purpose of a startup plan is to put forth the steps required to get a business up and running. Later on, it should also serve as a plan that will help score investment.

The steps of establishing a new company include acquiring licenses and permits, setting up an office or store, getting equipment, and hiring and managing employees. All of these should be included in the startup business plan.

A startup plan should include information about the company, its products, and services, a detailed analysis of the industry, market, competition, SWOT, the bios of management, their responsibilities and roles, complete financial details and analysis, and projections of the usage of funding.

3. Strategic business plans

A strategic business plan is a lean business plan that contains details of the strategies and their implementation to achieve the goals and objectives of a company. These are internal plans that will focus entirely on the strategies with almost no inclusion of finances.

Conduct SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis to begin an effective strategic business plan. This will help you better understand the factors that play a role in the decision-making process of a business.

A SWOT analysis will help you decide the strategies that will best suit your company and accomplish the goals, utilizing the available resources. Every strategic plan should contain these five elements:

  • Mission statement
  • Vision statement
  • Factors that determine success
  • Strategies to achieve goals
  • Implementation process

4. Feasibility business plans

You require a feasible plan in case the business is stepping into a new market or introducing a new product or service. It is more a decision-making plan than a business plan as it focuses on two primary concerns:

  • Determining the existence of a market
  • Determining the profits of the initiative
A feasibility plan is a quick analysis of the practicality of a business idea.

This type of business plan usually excludes all the other sections and solely focuses on the scope of the initiative, its profitability, analysis of the market and competition, and acquiring the funding for it.

It is mostly crafted for internal management and ends with recommendations on whether the decision of entering a new market or introducing a new product or service is viable or not.

5. Operational business plans

An operational plan is a type of lean plan that focuses on the implementation process, achieving milestones, project deadlines, and the responsibilities of management, departments, and employees. It also focuses on the funding required to accomplish the milestones.

This business plan is called an annual plan, as businesses often use it to plan and specify milestones and their implementation for the coming year.

Some of the key elements every operational plan should contain are:

  • Objectives for the operations
  • Activities required to achieve objectives
  • Resources required
  • Staffing requirements
  • Deadlines for implementation
  • Tracking progress

6. Growth business plans

Draft a growth business plan when a company looks to expand its business into new markets. It is essentially a startup plan for a new segment of your business. This is also known as an expansion plan as it focuses on the long-term goals of a business.

This business plan can be both external and internal.

An external growth plan includes complete financial details and a funding request. On the other hand, an internal one contains details of the forecast of sales and expenses of the upcoming venture.

7. What-if business plan

Use a what-if plan when a business is taking a risky decision and needs a plan if the outcome turns unfavorable. This plan is usually less formal unless a funding request is included.

It entails a contingency plan that considers the worst-case scenarios.

This plan provides a glimpse into the possible outcomes of taking that risky decision and its effects on the company. It makes sense when taking a major business decision, merging with another company, raising the prices of products, etc. These are all the different types of business plans from which you can hand-pick the best fit for your company.

Products & Services

When describing your products or services, you need to start by outlining the problem you’re solving and why what you offer is valuable. This is where you’ll also address current competition in the market and any competitive advantages your products or services bring to the table. Lastly, be sure to outline the steps or milestones that you’ll need to hit to successfully launch your business. If you’ve already hit some initial milestones, like taking pre-orders or early funding, be sure to include it here to further prove the validity of your business. 

Market analysis

A market analysis is a qualitative and quantitative assessment of the current market you’re entering or competing in. It helps you understand the overall state and potential of the industry, who your ideal customers are, the positioning of your competition, and how you intend to position your own business. This helps you better explore the long-term trends of the market, what challenges to expect, and how you will need to initially introduce and even price your products or services.

Marketing & sales

Here you detail how you intend to reach your target market. This includes your sales activities, general pricing plan, and the beginnings of your marketing strategy. If you have any branding elements, sample marketing campaigns, or messaging available—this is the place to add it. 

Additionally, it may be wise to include a SWOT analysis that demonstrates your business or specific product/service position. This will showcase how you intend to leverage sales and marketing channels to deal with competitive threats and take advantage of any opportunities.

Organization & management

This section addresses the legal structure of your business, your current team, and any gaps that need to be filled. Depending on your business type and longevity, you’ll also need to include your location, ownership information, and business history. Basically, add any information that helps explain your organizational structure and how you operate. This section is particularly important for pitching to investors but should be included even if attempted funding is not in your immediate future.

Financial projections

Possibly the most important piece of your plan, your financials section is vital for showcasing the viability of your business. It also helps you establish a baseline to measure against and makes it easier to make ongoing strategic decisions as your business grows. This may seem complex on the surface, but it can be far easier than you think. 

Focus on building solid forecasts, keep your categories simple, and lean on assumptions. You can always return to this section to add more details and refine your financial statements as you operate. 

Here are the statements you should include in your financial plan:

  • Sales and revenue projections
  • Profit and loss statement
  • Cash flow statement
  • Balance sheet

The appendix is where you add additional detail, documentation, or extended notes that support the other sections of your plan. Don’t worry about adding this section at first and only add documentation that you think will be beneficial for anyone reading your plan.

Types of business plans explained

While all business plans cover similar categories, the style and function fully depend on how you intend to use your plan. So, to get the most out of your plan, it’s best to find a format that suits your needs. Here are a few common business plan types worth considering. 

Traditional business plan

The tried-and-true traditional business plan is a formal document meant to be used for external purposes. Typically this is the type of plan you’ll need when applying for funding or pitching to investors. It can also be used when training or hiring employees, working with vendors, or any other situation where the full details of your business must be understood by another individual. 

This type of business plan follows the outline above and can be anywhere from 10-50 pages depending on the amount of detail included, the complexity of your business, and what you include in your appendix. We recommend only starting with this business plan format if you plan to immediately pursue funding and already have a solid handle on your business information. 

Business model canvas

The business model canvas is a one-page template designed to demystify the business planning process. It removes the need for a traditional, copy-heavy business plan, in favor of a single-page outline that can help you and outside parties better explore your business idea. 

The structure ditches a linear structure in favor of a cell-based template. It encourages you to build connections between every element of your business. It’s faster to write out and update, and much easier for you, your team, and anyone else to visualize your business operations. This is really best for those exploring their business idea for the first time, but keep in mind that it can be difficult to actually validate your idea this way as well as adapt it into a full plan.

One-page business plan

The true middle ground between the business model canvas and a traditional business plan is the one-page business plan. This format is a simplified version of the traditional plan that focuses on the core aspects of your business. It basically serves as a beefed-up pitch document and can be finished as quickly as the business model canvas.

By starting with a one-page plan, you give yourself a minimal document to build from. You’ll typically stick with bullet points and single sentences making it much easier to elaborate or expand sections into a longer-form business plan. This plan type is useful for those exploring ideas, needing to validate their business model, or who need an internal plan to help them run and manage their business.

A business owner or prospective business owner writes a business plan to clarify each aspect of his business, describing the objectives that will anticipate and prepare for growth. Savvy business owners write a business plan to guide management and to promote investment capital.

Types of business plans include, but are not limited to, start-up, internal, strategic, feasibility, operations and growth plans.

Start-Up Business Plans

New businesses should detail the steps to start the new enterprise with a start-up business plan. This document typically includes sections describing the company, the product or service your business will supply, market evaluations and your projected management team. Potential investors will also require a financial analysis with spreadsheets describing financial areas including, but not limited to, income, profit and cash flow projections.

Internal Business Plans

Internal business plans target a specific audience within the business, for example, the marketing team who need to evaluate a proposed project. This document will describe the company’s current state, including operational costs and profitability, then calculate if and how the business will repay any capital needed for the project. Internal plans provide information about project marketing, hiring and tech costs. They also typically include a market analysis illustrating target demographics, market size and the market’s positive effect on the company income.

Strategic Business Plans

A strategic business plan provides a high-level view of a company’s goals and how it will achieve them, laying out a foundational plan for the entire company. While the structure of a strategic plan differs from company to company, most include five elements: business vision, mission statement, definition of critical success factors, strategies for achieving objectives and an implementation schedule. A strategic business plan brings all levels of the business into the big picture, inspiring employees to work together to create a successful culmination to the company’s goals.

Feasibility Business Plans

A feasibility business plan answers two primary questions about a proposed business venture: who , if anyone, will purchase the service or product a company wants to sell, and if the venture can turn a profit. Feasibility business plans include, but are not limited to, sections describing the need for the product or service, target demographics and required capital. A feasibility plan ends with recommendations for going forward.

Operations Business Plans

Operations plans are internal plans that consist of elements related to company operations . An operations plan, specifies implementation markers and deadlines for the coming year. The operations plan outlines employees’ responsibilities.

Growth Business Plans

Growth plans or expansion plans are in-depth descriptions of proposed growth and are written for internal or external purposes. If company growth requires investment, a growth plan may include complete descriptions of the company, its management and officers. The plan must provide all company details to satisfy potential investors. If a growth plan needs no capital, the authors may forego obvious company descriptions, but will include financial sales and expense projections.

In their book Write Your Business Plan , the staff of Entrepreneur Media offer an in-depth understanding of what's essential to any business plan, what's appropriate for your venture, and what it takes to ensure success. In this edited excerpt, the authors describe four different types of plans you could write and what you'd use each one for.

Business plans can be divided roughly into four distinct types. There are very short plans, or miniplans, presentation plans or decks, working plans, and what-if plans. They each require very different amounts of labor and not always with proportionately different results. That is to say, a more elaborate plan isn't guaranteed to be superior to an abbreviated one. Success depends on various factors and whether the right plan is used in the right setting. For example, a new hire may not want to read the same, elaborate version of your plan that might be important to a potential investor.

The Miniplan

The miniplan is preferred by many recipients because they can read it or download it quickly to read later on their iPhone or tablet. You include most of the same ingredients that you would in a longer plan, but you cut to the highlights while telling the same story. For a small-business venture, it's typically all that you need. For a more complex business, you may need the longer version.

The Presentation Plan

The advent of PowerPoint presentations changed the way many, if not most, plans are presented. And while the plan is shorter than its predecessors, it's not necessarily easier to present. Many people lose sleep over an upcoming presentation, especially one that can play a vital role in the future of their business. But presenting your plan as a deck can be very powerful. Readers of a plan can't always capture your passion for the business nor can they ask questions when you finish. But in 20 minutes, you can cover all the key points and tell your story from concept and mission statement through financial forecasts.

Remember to keep your graphics uncluttered and to make comments to accentuate your ideas rather than simply reading what's in front of your audience.

While a presentation plan is concise, don't be fooled: It takes plenty of planning. The pertinent questions who, what, where, why, when and how all need to be answered.

The Working Plan

A working plan is a tool to be used to operate your business. It has to be long on detail but may be short on presentation. As with a miniplan, you can probably can afford a somewhat higher degree of candor and informality when preparing a working plan. In a plan you intend to present to a bank loan committee, you might describe a rival as "competing primarily on a price basis." In a working plan, your comment about the same competitor might be "When is Jones ever going to stop this insane price-cutting?"

A plan intended strictly for internal use may also omit some elements that you need not explain to yourself. Likewise, you probably don't need to include an appendix with resumes of key executives. Nor would a working plan especially benefit from product photos.

Internal policy considerations may guide the decision about whether to include or exclude certain information in a working plan. Many entrepreneurs are sensitive about employees knowing the precise salary the owner takes home from the business. To the extent such information can be left out of a working plan without compromising its utility, you can feel free to protect your privacy.

This document is like an old pair of khakis you wear to the office on Saturdays or that one ancient delivery truck that never seems to break down. It's there to be used, not admired.

The What-If Plan

When you face unusual circumstances, you need a variant on the working plan. For example, you might want to prepare a contingency plan when you're seeking bank financing. A contingency plan is a plan based on the worst-case scenario that you can imagine your business surviving—loss of market share, heavy price competition, defection of a key member of your management team. A contingency plan can soothe the fears of a banker or investor by demonstrating that you have indeed considered more than a rosy scenario.

Your business may be considering an acquisition, in which case a pro forma business plan (some call this a what-if plan) can help you understand what the acquisition is worth and how it might affect your core business. What if you raise prices, invest in staff training and reduce duplicative efforts? Such what-if planning doesn't have to be as formal as a presentation plan. Perhaps you want to mull over the chances of a major expansion. A what-if plan can help you spot the increased needs for space, equipment, personnel and other variables so you can make good decisions.

What sets these kinds of plans apart from the working and presentation plans is that they aren't necessarily describing how you'll run the business. They're essentially more like an addendum to your actual business plan. If you decide to acquire that competitor or grow dramatically, you'll want to incorporate some of the thinking already invested in these special purpose plans into your primary business plan.

A solid plan allows a business to weather market challenges and pivot quickly in the face of crisis, like the one global businesses are struggling with right now, in the post-pandemic world.

Some are more creative than others.

The problem with strategy frameworks is that although they can help you determine whether an opportunity is attractive or whether a given strategy is likely to work, they generally don’t help you in the task of identifying the opportunity or crafting the strategy in the first place. This article introduces a framework, built on an in-depth analysis of the creativity literature, that aims to fill that gap by providing a systematic approach to identifying potential strategies. The framework categorizes all strategies into the following four groups, from the least creative to the most creative: adapting an existing industry strategy, combining different existing industry strategies, importing strategies from other industries, and creating a brand new strategy from scratch.

The problem with strategy frameworks is that although they can help you determine whether a given opportunity is attractive or whether a particular strategy is likely to work, they generally don’t help you in the task of identifying the opportunity or crafting the strategy in the first place. As the legendary strategy expert Gary Hamel put it: “ The dirty little secret of the strategy industry is that it doesn’t have any theory of strategy creation .”

Six strategies for growth outperformance

Growth is the lifeblood of any successful business, but achieving growth that is both profitable and sustainable has proved especially difficult in recent years. Business leaders need a strategic approach that combines courage, innovation, and a willingness to make bold moves. In this episode of the Inside the Strategy Room podcast, McKinsey partners Rebecca Doherty and Kate Siegel and senior partner Jill Zucker share their insights on how companies can grow faster and more consistently than their peers. This transcript has been edited for clarity and length. For more discussions on the strategy issues that matter, follow the series on your preferred podcast platform .

Sean Brown: This may seem like a naive question, but why does growth matter?

Jill Zucker: Growth drives performance. It drives culture. It drives employee satisfaction. It helps you retain the best talent. And it fosters innovation in the marketplace. But it’s important to grow profitably. Top-line-only growth tends to catch up with you over time. And while most organizations aspire to grow, we find that growth is quite hard to achieve. Only 25 percent of companies grow sustainably over time. But if you can achieve it, that growth is rewarded, with sustainable growth outperformers generating seven percentage points more annual total shareholder returns than their peers.

Sean Brown: What does it take to be a growth outperformer?

Jill Zucker: We studied what drives growth at more than 4,000 companies around the globe, and we found a set of ingredients that are true across industries. We recognize the challenges that companies are facing today because of the global economy, so our research spans a period of ebbs and flows in the economy.

The first thing that we found is that it’s important to wake up in the morning and actively choose growth. We meet many executives who say they want their companies to grow, but they don’t allocate resources to support that growth over time.

You also need the courage to make bold moves, even in a time of economic uncertainty. In previous decades, you could choose not to pursue growth in a temporarily challenging environment. These challenging events, however, have become so pervasive that we need to have a through-cycle growth mindset. During the financial crisis, the gap between those companies that chose growth and those that stuck to maintaining the core business was reasonably narrow, but as the economy settled, that gap significantly widened. You saw a much steeper growth curve among those that had made bold bets during the downturn.

Sean Brown: How do you ensure that the pathways you choose lead you to the intended destination?

Jill Zucker: You need to lay the foundation for more dynamic resource allocation, by which we mean both capital and talent. It means being careful in your culture to shut off projects without shutting off the talent. Just because a talented executive pursued a good experiment that didn’t work out doesn’t mean the executive should leave. Talent remains scarce in many business areas, so it’s important to allocate it to growth projects. It also means allocating resources to areas you are convinced will grow and eliminating the hobbies.

Secondly, you need to think about inorganic opportunities—both acquisitions and divestitures. The third part of the foundation is building functional capabilities, whether it’s marketing or digital or innovation.

Sean Brown: What strategies do you find growth outperformers pursue?

Rebecca Doherty: We looked at what companies have done both during the uncertainty over the past five years as well as over the longer term and found six differentiating strategies. One of the timeless approaches is to continue innovating in the core. Eighty percent of growth comes from maximizing the value of your core [exhibit]. But that’s not enough to put you in the echelon of companies that achieve growth on a sustained basis. To achieve that remaining 20 percent, you need to move into adjacencies in your value stream, such as new geographies, and build breakout businesses.

The third timeless element is putting people at the heart of what you do, whether it’s day-to-day growth or a broader transformation. Having your core people involved in growth initiatives with an ownership mindset is critical.

The three strategies that have emerged in more recent years include building an innovation culture , using sustainability as an accelerant to growth, and portfolio reallocation, including what we call shrinking to grow. The bold moves you make could include divesting assets where you may not be the best owner and then reallocating those resources toward growth opportunities.

Sean Brown: You talked about the timeless growth strategies. What makes them timeless?

Rebecca Doherty: The ratio of growth that comes from the core versus adjacencies or breakout business is pretty consistent over time. We’ve also found that companies that grow in all directions over a ten-year period have double the chance of outperforming their peers.

Sean Brown: How do the strongest growers embed an innovation culture?

Rebecca Doherty: We ran an executive survey of more than 1,000 companies, and I was surprised, frankly, to see how important innovation is across all the growth paths. Historically, people think of innovation as a way to turbocharge the core business. But leading growers look just as much at innovating new offerings and permeating that mindset through the company.

Sean Brown: Many companies still see sustainability more as a cost than a growth generator. How do you envision it accelerating growth?

Rebecca Doherty: We’ve found that if you already have growth and profitability in place, sustainability can be that extra punch  that gives you a lift over your competitors. Sustainable growth is not a substitute for profitability, but companies that have been able to embed sustainability in their businesses have been rewarded. Perhaps intuitively, those that deliver growth and profits show a five-percentage-point outperformance in TSR. If you add ESG [environmental, social, and governance] into the mix—and this isn’t dabbling but integrating ESG priorities into your strategy and sharing the messages with investors—you see seven points of outperformance. In some sectors such as retail, you have brands that have brought sustainability into the core and have done strings of acquisitions over the years to drive impact.

Sean Brown: How do you balance the bets on breakout or adjacent growth against building up the core? If 80 percent of the growth comes from the core, should that much of your investment go there as well?

Rebecca Doherty: It depends in part on the maturity of the business and where you are on the growth curve. If it’s early, you should focus on propelling that core growth strategy. If it’s a mature business and you’re only making incremental gains, maybe you look to invest beyond the core. How much you invest does matter, though. Companies sometimes simply take last year’s budget and tweak it by a few percent. For a breakout business, sometimes you need to invest more—and not just more money. I worked with one company that put its chief technology officer into the new business to help grow it. The initial investment in dollars wasn’t large but the investment in talent was.

You should also think about the investment in stage gates. Some bets may require a large up-front investment, and you will not see much revenue for a while. Others, you could start with smaller investments, and the funding could grow proportionately with revenue. Different profiles can work, but it’s important to have a sound business plan, understand the operational and financial milestones, and be willing to pull the plug if it’s not panning out—which is a bold move in itself.

Sean Brown: Reallocation of resources includes both people and capital, but people tend to have incentives. How do you maintain incentives when you’re moving somebody from a stable business into a riskier growth project?

Rebecca Doherty: It ties to what Jill said earlier: a failed business doesn’t mean a failed executive. The culture needs to reward risk taking, and management has to accept that you won’t have 100 percent success. In terms of incentives, you can align an individual’s incentives to delivering the project, but also implement incentives that reward thinking about what is best for the broader company.

Jill Zucker: We see some management teams reward managers uniformly on EPS [earnings-per-share] growth of the business or total shareholder return, and therefore whether you’re innovating or you’re maximizing the core, you are rewarded equally. It’s not about giving more money to one person or another but about what will grow the total shareholder return. This encourages managers to give up some capital for innovation if they believe that doing so will improve the company’s growth.

Sean Brown: Can you elaborate on how companies should pursue growth through adjacencies?

Kate Siegel: Finding growth outside your core business is challenging, so we looked at how growth outperformers approach adjacencies. Our sample was about 250 companies that had announced significant adjacency moves over the past 20 years. We found four types of rationales, or approaches, that underpinned these moves. The first was based on customer relationships and the knowledge of customers’ pain points. The second was capabilities, where companies could use their existing assets, people, or processes in new markets. Expansion into the value chain—going upstream or downstream to capture various synergies—was another rationale. The last one was finding opportunities for disruption and business model innovation. What’s interesting is that the more approaches they used, the higher the reward, and that included both outperformers and other companies.

Sean Brown: How do companies identify those adjacencies? Is it based on experience and team discussions, or do they use tools?

Kate Siegel: There is a variety of data you can scan on trends, technologies, changes in preferences. You can also consider similarities of your offerings to certain businesses and capabilities. For example, we recently helped a software company that was struggling with high competition find diversification opportunities. We used AI to scan unstructured online data to identify more than 500 growth ideas based on the value creation approaches . Another set of AI analyses helped prioritize the opportunities based on trends, news mentions, momentum, and patent intensity to give the management team a short list of ideas. The company then considered which were the best fit, what talent they would need, or whether the market was big enough. One of these ideas was one they hadn’t talked about before. AI is a powerful tool for challenging orthodoxies.

Sean Brown: One strategy we haven’t yet touched on is shrinking to grow. What does that mean?

Kate Siegel: We know only about 10 percent of companies are able to maintain positive growth rates across a decade. But suppose you don’t have this consistent growth engine. The next-best strategy is to periodically prune back your portfolio and then grow healthily from a new base. You divest parts of the business one or two years out of the decade, but in every other year, you grow from that new base. We’ve seen that work in some conglomerates, where they regularly look at their portfolio to see if there are less attractive assets they could divest and then reinvest the proceeds into ones that could be better platforms.

Sean Brown: What if the businesses you want to prune have some star performers? How are companies thinking about that talent dimension?

Kate Siegel: Divestitures typically have key-member clauses to ensure business continuity, but you can take steps to understand which talent you would like to retain. The worst thing you can do is not think about talent when you sell a business, because it could have the best technology officer for a new growth entity you plan to reinvest in.

Rebecca Doherty: When we consider an acquisition, we often think about it as one plus one equals more than two. Likewise, when we think about divestitures or spinouts, it’s usually not two minus one equals one, because you’re not the best owner of the business, and someone else might be, or it might flourish on its own. Separations might not only give you proceeds to reinvest but also help the other entity perform better.

Sean Brown: Once you have laid out the various growth paths and developed strategies, you need to execute them well. What does excellence look like for execution?

Kate Siegel: People are at the heart of a successful transformation. Transformations that activate the full organization are eight times more likely to succeed. In addition, those in which more than 20 percent of employees owned transformation initiatives saw nearly twice the excess shareholder return than their peers did. Once you have the right aspiration mindsets and culture, with clarity on the growth pathways, the most important thing is to involve as many people as possible in the growth effort. That includes getting everyone aligned on the growth aspiration, building the skills they need, having leaders consistently talk about the growth targets, and implementing processes to verify whether the bets are working.

Sean Brown: Are you optimistic that companies can revive growth?

Jill Zucker: There is not a single company I can point to that’s not focused on growth today, despite the economic backdrop. When I think back to other periods of economic uncertainty, the hunkering down, the fixation on the core, the focus on efficiency were much more at the forefront. Now, growth remains a priority.

All buildings fall under a Use Class as defined in the The Town and Country Planning ( Use Classes )  Order  1987 (as amended). However there is no longer a list of use classes within this country. Please do not reply upon apps to tell you either, as they can be inaccurate.

Although having just said that, we have produced our own . There did used to be a Use Class Gazetteer used by local authorities, but this is woefully out of date. You can view our own version here .

What happens if a building has two uses? 

Where a property is in two  use classes  – then it will be classed as  sui generis .

However quite often it does not have two use classes – if a museum has an office attached then the office is ‘ancillary’ to the museum. The museum is the element that keeps the organisation going, without that the office is pointless. Therefore the office is Use Class F1 along with the museum. The Office is not in Use Class E.

Where there really are two uses then the building will be sui generis . However, also be careful in case the building is actually two separate planning units. If they are not linked then they would each retain their own planning Use Class.

The one exception is a building with Class E, sub-paragraph (g)  & B2 use as long as the section allocated to B2 is not substantially increased.

Citation and commencement

1. This Order may be cited as the Town and Country Planning (Use Classes) Order 1987 and shall come into force on 1st June 1987.

Interpretation

2. In this Order, unless the context otherwise requires:—

“care” means personal care for people in need of such care by reason of old age, disablement, past or present dependence on alcohol or drugs or past or present mental disorder, and in class C2 also includes the personal care of children and medical care and treatment; “day centre” means premises which are visited during the day for social or recreational purposes or for the purposes of rehabilitation or occupational training, at which care is also provided; “industrial process” means a process for or incidental to any of the following purposes:— (a) the making of any article or part of any article (including a ship or vessel, or a film, video or sound recording); (b) the altering, repairing, maintaining, ornamenting, finishing, cleaning, washing, packing, canning, adapting for sale, breaking up or demolition of any article; or (c) the getting, dressing or treatment of minerals; in the course of any trade or business other than agriculture, and other than a use carried out in or adjacent to a mine or quarry; “site” means the whole area of land within a single unit of occupation.

3.— (1) Subject to the provisions of this Order, where a building or other land is situated in Wales and is used for a purpose of any class specified in Schedule 1 , the use of that building or that other land for any other purpose of the same class is not to be taken to involve development of the land.

(1A) Subject to the provisions of this Order, where a building or other land is situated in England and is used for a purpose of any class specified in— (a) Part B or C of Schedule 1, or (b) Schedule 2, the use of that building or that other land, or if specified, the use of part of that building or the other land (“part use”), for any other purpose of the same class is not to be taken to involve development of the land.

(1B) Part B of Schedule 1 applies to a building or other land that is situated in England subject to the modifications set out in paragraph (1C).

(1C) Part B of Schedule 1 applies to a building or other land that is situated in England as if— (a) Class B1 (Business) were omitted, and (b) for Class B2 (General industrial) there were substituted—        “Class B2. General industrial Use for the carrying on of an industrial process other than one falling within the uses described in Schedule 2, Class E, sub-paragraph (g).”

(2) References in paragraph (1) and (1A) to a building include references to land occupied with the building and used for the same purposes.

(3) A use which is included in and ordinarily incidental to any use in a class specified in Schedule 1 or 2 is not excluded from the use to which it is incidental merely because it is specified in the Schedule Schedule 1 or 2 as a separate use.

(4) Where land on a single site or on adjacent sites used as parts of a single undertaking is used for purposes consisting of or including purposes falling within— (a) in relation to Wales, Classes B1 and B2 in Schedule 1, or (b) in relation to England, the use described in Schedule 2, Class E, sub-paragraph (g) and Class B2 in Schedule 1 as modified by paragraph (1C)(b), those classes may be treated as a single class in considering the use of that land for the purposes of this Order, so long as the area used for a purpose falling within Class B2, or Class B2 as modified, is not substantially increased as a result.

(6) No class specified in Schedule 1 or 2 includes use — (a) as a theatre, (b) as an amusement arcade or centre, or a funfair, (c) as a launderette, (d) for the sale of fuel for motor vehicles, (e) for the sale or display for sale of motor vehicles, (f) for a taxi business or business for the hire of motor vehicles, (g) as a scrapyard, or a yard for the storage or distribution of minerals or the breaking of motor vehicles, (h) for any work registrable under the Alkali, etc. Works Regulation Act 1906, (i) as a hostel, (j) as a waste disposal installation for the incineration, chemical treatment (as defined in Annex I to Directive 2008/98/EC under heading D9) or landfill of hazardous waste as defined (in relation to England) in regulation 6 of the Hazardous Waste (England and Wales) Regulations 2005 or (in relation to Wales) in regulation 6 of the Hazardous Waste (Wales) Regulations 2005; (k) as a retail warehouse club being a retail club where goods are sold, or displayed for sale, only to persons who are members of that club, (l) as a night-club. (m) as a casino, (n) as a betting office, (o) as a pay day loan shop. (p) as a public house, wine bar, or drinking establishment, (q) as a drinking establishment with expanded food provision, (r) as a hot food takeaway for the sale of hot food where consumption of that food is mostly undertaken off the premises, (s) as a venue for live music performance, (t) a cinema, (u) a concert hall, (v) a bingo hall, (x) a dance hall.

(6A) For the purpose of paragraph (6)— “high-cost short-term credit” has the meaning given in the edition of the Financial Conduct Authority’s Handbook which came into effect on 1st April 2014 (following an amendment by the Authority in the Consumer Credit (Consequential and Supplementary Amendments) Instrument 2014); and “pay day loan shop” means premises— (a) from which high-cost short-term credit is provided principally to visiting members of the public and includes premises from which such credit is provided in addition to other financial or professional services, and (b) which, but for provision made in this article, would fall within Class A2 (financial and professional services) of the Schedule Schedule 1 or Class E (Commercial, Business and Service) of Schedule 2 to this Order.

Change of use of part of building or land

4. In the case of a building used for a purpose within class C3 (dwellinghouses) in Schedule 1 , the use as a separate dwellinghouse of any part of the building or of any land occupied with and used for the same purposes as the building is not, by virtue of this Order, to be taken as not amounting to development.

5. The Town and Country Planning (Use Classes) Order 1972   and the Town and Country Planning (Use Classes) (Amendment) Order 1983   are hereby revoked.

Here's what the economy could look like with a Biden or Trump presidency

  • Voters are concerned about issues like inflation and home prices ahead of the presidential election.
  • BI analyzed Biden and Trump's plans for eight major economic categories.
  • The analysis evaluated the candidates' past records as president and their campaign promises.

American voters have a lot on their minds ahead of the November presidential election.

For starters, inflation is keeping the cost of living high in many US cities, and astronomical home prices are preventing aspiring homeowners from buying. Issues like abortion access and tax policy are also a key consideration for many voters.

With the election six months away, Business Insider looked at President Joe Biden and former President Donald Trump's plans for eight major economic categories that affect Americans' daily lives: domestic manufacturing, higher education, healthcare, housing, labor, taxes, tariffs, and trade.

"President Biden is going to keep fighting for working families — lowering the costs of prescription drugs, housing, and childcare; investing in our future; supporting workers and small businesses; and making sure big corporations and the wealthy to pay their fair share," Lael Brainard, the director of the National Economic Council, told BI in a statement.

Business Insider reached out to Trump's campaign team but didn't receive a response.

The analysis is based on the candidates' past records as president and their promises on the 2024 campaign trail.

Domestic manufacturing

The future of domestic manufacturing will be shaped by federal labor and business policy. Although the president doesn't have complete control over the economy, the Oval Office has a role in shaping factors like job growth, tax incentives, and industry regulations. A March report published by The Economist and YouGov found that 22% of voters identified inflation and the price of goods as their most important issue this November. The poll is based on the responses of 1,594 likely voters between March 24 and March 26.

During their tenures in office, Trump and Biden both focused on costs and the labor force for two major American industries: auto manufacturing and steel.

If reelected, Biden plans to continue efforts to keep auto manufacturing in the US and push back against the growing Chinese auto industry. Trump has also expressed plans to protect American car manufacturers. At a March rally, Trump said he plans to raise tariffs on foreign-made cars and suggested there will be a " bloodbath " in the domestic auto industry if he isn't reelected.

As electric vehicles gain popularity, the Biden administration has said it wants to make EVs more affordable and invest in charging infrastructure across the country. Biden is also working to boost US EV manufacturing and increase tax credits for EV drivers. Trump, on the other hand, has said EVs could give Mexican and Chinese manufacturers an advantage and cut US auto jobs .

In light of the pending US Steel Corp sale to Japan's Nippon Steel for $14.9 billion, Biden has said steel should stay domestically owned — but has not yet taken regulatory steps to affect the deal. While Trump was in office, he also made efforts to protect the US metals industry, placing tariffs on steel and aluminum imports.

Sameeksha Desai, a professor at Indiana University and the director of the school's manufacturing policy initiative, told BI that the health of the country's domestic-manufacturing industry directly affects the labor market. Unemployment soared in many manufacturing industries during the pandemic but those jobs made a modest recovery during the remainder of Trump's time in office.

As far as environmental regulations go, Biden has worked to tighten standards for vehicle pollution and expand the use of renewable energy , while Trump has called for the dismantling of clean-energy and carbon-capture tax credits and more investment in fossil fuels.

Higher education

Biden and Trump have major differences in how they view education policy, particularly student-loan debt.

Since Biden took office, his Education Department enacted a series of reforms to student-loan-repayment programs . For example, after Trump's Education Department ran up a backlog in applications to the Public Service Loan Forgiveness program — which forgives student debt for government and nonprofit workers after 10 years of qualifying payments — Biden's department established a limited-time waiver . The initiative allowed students' past payments that had been deemed ineligible for the program since it was established in 2007 to count toward debt forgiveness.

Additionally, the Education Department is carrying out one-time account adjustments for borrowers on PSLF and income-driven repayment plans to bring borrowers' payment progress up to date. It also implemented the new SAVE income-driven repayment plan in July, which includes a provision to shorten the timeline for borrowers to have their monthly pay reduced.

During his term so far, Biden's administration has canceled $153 billion in student debt for 4.3 million borrowers. And there's still more to come — Biden unveiled details in early April about a new student-loan-forgiveness plan after the Supreme Court struck down his first attempt .

However, that new plan is not set to be implemented until the fall, and should Trump win the presidential election, it could jeopardize Biden's relief efforts . After the Supreme Court decision on debt relief, Trump posted on his campaign website that the ruling was "only made possible through President Trump's strong nomination of three distinguished and courageous jurists to the Supreme Court."

While in office, Trump worked to weaken the borrower defense to repayment, an avenue for relief for thousands of borrowers who were defrauded by the schools they attended. For-profit schools like Corinthian Colleges and ITT Technical Institutes , for example, misrepresented their programs and forced students to take on debt they could not afford. While Biden's administration enacted a range of relief for defrauded borrowers, it's unlikely those efforts would continue under Trump if he were reelected.

More broadly, student-loan borrowers would likely face very different outcomes under a Biden or Trump presidency. While plans for relief would likely continue should Biden win a second term, a Trump presidency could halt the efforts Biden's Education Department already enacted — meaning borrowers would continue to repay their loans without new avenues for relief.

Additionally, the Education Department would likely face more budget cuts under Trump. While in office, Trump proposed cutting billions of dollars from the department, which included eliminating PSLF.

However, he did support capping the amount parents can borrow through PLUS loans, which are loans parents can take out to cover up to the full cost of their kid's education. Those loans have the highest federal-student-loan interest rate, making them difficult to pay off. Trump's budget also called for an extension of the Pell Grant, a grant for those who demonstrate financial need, to incarcerated people.

Eighty percent of voters believe it's important for Biden and Trump to talk about healthcare costs on the campaign trail, a poll by KFF found.

Biden has worked to expand the Affordable Care Act , while Trump has said he hopes to "repeal and replace" the law and make cuts to Medicare . However, Trump has not publicly outlined an alternate affordable healthcare plan.

In March, the Biden administration expanded the 2022 PACT Act to provide healthcare for millions more veterans, including those who were exposed to toxins while in training or in active service during the Vietnam War, the Gulf War, Iraq, Afghanistan, and post-9/11 combat zones. This follows a 2018 law signed by Trump that allows some veterans to seek VA-funded care at their community medical facilities. Trump has not mentioned new veteran healthcare initiatives as part of his reelection campaign.

The price of pharmaceutical drugs is also a priority for voters, as some Americans say they are unable to access prescriptions due to high costs and drug shortages . While in office, Biden signed the 2022 Inflation Reduction Act , which included provisions to lower the price of insulin to $35 a month. His administration is also negotiating lower prices for 10 major pharmaceuticals, including medications to manage diabetes, arthritis, and heart conditions. The Inflation Reduction Act would require Trump to continue these drug price negotiations should he win a second term. Trump has not focused on drug affordability in his 2024 campaign.

Ninety percent of Democratic voters believe Biden has done more to address healthcare costs , compared to 91% of Republicans who believe Trump did more to address costs while he was in office, a KFF poll of 1,309 US adults found.

Nearly two years after the Supreme Court overturned Roe v. Wade , Biden — along with Vice President Kamala Harris — is emphasizing abortion access as part of his reelection platform. The president said he hopes to restore the Constitutional right to abortion if reelected, despite an evolving stance on the issue during his 50-year political career. Both Biden and Trump support access to IVF following an Alabama Supreme Court decision in February that ruled frozen embryos can be considered people under state law.

If reelected, Trump has said he would not sign a nationwide abortion ban if it were passed by Congress, but his personal stance on the issue has varied during his time in the public eye — and many Americans worry about GOP efforts to limit reproductive healthcare access. Trump said at an April campaign rally that abortion should be a state issue , which could allow state legislatures to continue passing bans that restrict abortion access and place doctors who perform the procedure at risk of prosecution . In an April interview with Time Magazine , Trump also said he would "let red states monitor women's pregnancies and prosecute those who violate abortion bans."

Trump has also said he will ban all gender-affirming healthcare and hormone therapies for minors if he returns to office. Biden signed an executive order in 2022 to enhance protections for transgender children and has taken steps toward banning so-called conversion therapy.

Housing costs present a major challenge for both Biden and Trump as millennials and Gen Zers find themselves priced out of many markets.

The state of the housing market can be summed up by two compelling statistics.

A Gallup survey of 1,013 adults released in April 2023 showed that only 21% of Americans said it was a good time to purchase a home , while 78% said it was a bad time to buy one.

Millennials will play a crucial role in this November as voters in their 30s and early- to mid-40s with growing families cannot live in the communities where they grew up because of the scarcity of available homes and elevated costs.

Affordable housing has been a top concern for Biden, who's aware of the saliency of an issue that could make or break his reelection bid.

With the current 30-year fixed-rate mortgage currently above 7% , many potential buyers simply aren't purchasing homes and are continuing to rent.

For decades, housing has failed to keep up with demand. After the Great Recession and throughout the COVID-19 pandemic, the problem only grew worse . Now, many would-be sellers have decided to stay put, exacerbating a housing shortage that has become one of the most pressing public-policy issues on the local, state, and federal levels.

In the swing state of Nevada, which Biden wants to keep in his column this fall, he recently talked about his efforts to tackle the housing crisis, including the 1.7 million housing units currently under construction . He also noted that his administration planned to create an additional 2 million affordable homes, with thousands of the units poised to be built in the Silver State. However, there's no official timeline for when these homes will be completed.

Housing affordability will also be a key issue in other battleground states including Arizona, Georgia, North Carolina, and Pennsylvania.

Biden also called for more office-to-residential conversions, adding that the administration would create a program to "help communities build and renovate housing or convert housing from empty office spaces into housing."

Such conversions have become increasingly popular in recent years. With legions of employees able to work remotely during the pandemic, many companies have opted to not renew their office leases .

Trump has also zeroed in on the issue . While campaigning in Iowa last year, he said that the key to driving down housing costs was to lower energy costs.

"We'll get the prices way down," he said, referring to energy costs, "and then the interest rates down and then the home builders will start building again."

Trump's record on affordable housing has been mixed. In 2019, he created a White House council to remove impediments to the construction of affordable housing . But during his presidency, Trump also called for major cuts to the Department of Housing and Urban Development's budget. In 2020, he sought to end the Community Development Block Grant program — which offers annual grants to states and local municipalities to fund redevelopment and community services — in the next year's budget, arguing that housing policies were best handled at the state and local levels.

A second Trump term would likely mean the federal government would be more hands-off in shaping housing policy than the Biden administration has been.

Biden has long been an ally of organized labor — even becoming the first sitting US president to walk a picket line last year — but Trump is looking to chip away at the president's union support this fall.

In April 2019, Biden launched his 2020 presidential campaign at a Teamsters union hall in Pittsburgh, putting his primary rivals on notice of his longtime relationship with organized labor. At that time, labor advocates were pushing hard to allow fast-food employees at restaurants like Chipotle and McDonald's to unionize.

Once in office, Biden prioritized passage of the bipartisan infrastructure law , with one of its selling points being the creation of thousands of well-paying union jobs. And last year, Biden's Department of Labor tweaked a rule in how it calculates prevailing wages for construction workers, with the changes affording them higher pay and more workplace protections.

In recent decades, public-sector unions have become increasingly diverse, with more female, Black, and Latino members who have often thrown their support behind Democratic candidates.

But Trump has been successful in earning endorsements from influential police unions like the Police Officers Association of Michigan and the Florida Police Benevolent Association.

Trump's mission is clear: He wants to win over more union households in battleground states like Michigan and Wisconsin. In 2016, Trump made strong gains with these voters, but Biden flipped many of them back into the Democratic column in 2020, promising robust support for the automobile industry. In January, Biden earned the backing of the United Auto Workers after joining them on the picket line, with UAW president Shawn Fain saying: "Joe Biden bet on the American worker while Donald Trump blamed the American worker." Trump responded that Fain "didn't have a clue."

In March, Biden gave the auto industry slightly more time to adopt strict new rules for tailpipe emissions, in a huge win for organized labor, as automakers and unions were concerned about meeting the administration's initial electric vehicle transition proposals. In a second term, Biden is poised to continue his administration's push to advance EV production . Meanwhile, Trump has said that the transition to electric vehicles would decimate the auto industry and benefit China and Mexico.

A Gallup poll conducted in August found that 67% of Americans approved of labor unions, a marked increase from the 48% who backed unions in 2009.

With many Americans working multiple jobs and inflation continuing to take a toll on people, labor unions have fought for higher wages for employees. Looking at the Gallup survey, 61% of Americans said that unions help the economy more than they hurt it, a figure that exceeded the previous high-water mark from 1999.

Trump has made the economy the hallmark of his campaign, touting low pre-COVID-19 unemployment numbers, especially among Black Americans. In both September 2019 and February 2020, the overall unemployment rate hit 3.5%, which at the time represented a 50-year low.

When Biden took office in January 2021, the unemployment rate, which rose sharply during the COVID-19 pandemic, sat at 6.4%. But unemployment hit a modern low of 3.4% in both January 2023 and April 2023, a figure that hadn't been seen since 1969. In April 2023, Black unemployment hit a record low of 4.7%.

The unemployment rate has risen since last year, but it remains below 4%.

Biden has overseen a strong job market throughout much of his administration. In March, employers added 303,000 jobs, far exceeding the 200,000 jobs that were projected. The latest figure represents the 39th-straight month of job growth, which is tied to the president's argument that his policies have created an economy in which the number of jobs — and wages — have risen .

Earlier this year, the White House released Biden's tax priorities should he secure a second term. They're largely focused on ensuring big corporations and the wealthy pay what Biden deems their fair share.

According to the White House's fact sheet , Biden's tax plan would seek to raise the corporate tax rate from 21% to 28%, and the minimum corporate tax rate from 15% to 21%. This differs from Trump's tax plan: His 2017 Tax Cuts and Jobs Act established a 21% corporate income tax rate — a decrease from 35% — and Trump would maintain that rate, Bloomberg reported .

Additionally, Biden wants to require billionaires — the richest 0.01%, or people worth $100 million or more — to pay at least 25% of their income on taxes every year.

The White House said that Biden's tax plan would cut taxes for middle- and low-income people by $765 billion over 10 years. This would be accomplished by restoring the fully refundable expanded child-tax credit , which was first enacted under the American Rescue Plan in 2021 and gave $3,000 per child to families with children over the age of 6, and $3,600 per child to families with children under the age of 6.

Biden would also increase the Earned Income Tax Credit, which is a refundable tax credit for working individuals or couples.

While Trump has not yet released a detailed tax plan, many of the provisions in his 2017 tax law are set to expire in 2025. Biden's tax plan would support extending Trump's tax cuts for households making under $400,000 a year, but some Republican lawmakers want all of Trump's provisions extended past 2025, and they introduced a bill last year to make the tax law permanent.

Trump has also proposed a 10% tariff on goods coming into the US, along with a 60% tariff on all imports from China. The Tax Foundation, a nonpartisan think tank, has said the proposed 10% tariff would raise taxes for Americans by over $300 billion a year. Trump recently said during an interview with Time Magazine, however, that the 10% tariff could end up being higher.

Given that Democrats and Biden are on board to extend some of Trump's tax cuts for low- and middle-income households, there's likely to be some bipartisan agreement over taxes under either a Trump or Biden presidency. But there's a significant divide over how much wealthy individuals and corporations should be taxed.

During his presidency, Trump imposed sweeping, unprecendented tariffs on imported goods. While Biden has left some of Trump's tariffs in places, he is far from the self-proclaimed "Tariff Man."

Unlike traditional Republicans, Trump is proudly a protectionist. While he's changed his views on many other policy issues, the former president has for decades bashed the US trade deficit and sweeping deals like the North American Free Trade Agreement, saying the agreements had harmed workers.

Trump's tariff barrage relied on Section 232 , a provision of the Trade Expansion Act of 1962, which allowed his commerce secretary, Wilbur Ross, to declare some imports a national-security risk. The former president wasn't afraid to use this power against US allies, which outraged European and Canadian leaders. In response, other nations imposed retaliatory tariffs. But Trump's approach helped secure the US-Mexico-Canada Agreement, a NAFTA substitute.

But those disputes paled in comparison to China's reaction. Beijing, by far the biggest target of Trump's tariffs and other trade actions, responded by suspending purchases of US agricultural exports and imposing other retaliatory tariffs. The Trump administration spent billions bailing out US farmers as it tried to manage the political and actual costs of the trade war. Trump and China eventually announced a deal to soothe tensions, but Beijing never purchased the additional US goods it said it would under the so-called "Phase 1" agreement.

In response to criticism, Trump argued that foreign countries were footing the bill. Many economists pointed out that tariffs are paid by US importers . Consumers are also likely to face higher costs on goods that are subject to high tariffs. Both Biden and Trump's teams dispute that tariffs can lead to higher costs for consumers. Some economists have found evidence that Trump's actions caused a spike in the price of washers , dryers, new cars , furniture , and other goods. In an April interview with Time Magazine, Trump disputed that tariffs end up costing consumers more. In comments to reporters, Tai defended Biden's decision to keep in place some Trump-era tariffs, arguing that previous price increases "were about the chaos and unpredictability that it created."

Many economists have long been skeptical about countries engaging in trade wars and the tit-for-tat cycle of tariffs that result. An analysis by CNBC suggested that Trump's tariffs were equivalent to one of the largest tax increases in decades based on the revenue they generated for the Treasury Department. Unsurprisingly, not everyone on Trump's team was on board: Gary Cohn , a former president of Goldman Sachs who served as a Trump economic advisor, resigned his White House post shortly after Trump announced high tariffs on steel and aluminum imports.

As a candidate, Biden criticized Trump's trade war with China. As president, Biden brokered a deal with the European Union to largely end Trump's tariffs on its member nations. But Biden has left Trump's tariffs on China largely untouched. In fact, Biden wants to triple US tariffs on Chinese steel. Biden also recently imposed higher tariffs on Chinese electric vehicles, solar cells, and other goods.

If he returns to office, Trump wants to impose more tariffs. He's proposed everything from a flat 10% tariff on every product that enters the US to a 100% tariff on all imported cars.

The US is not returning to a pre-2016 trade consensus, that much is clear.

Trump dramatically shifted the Republican Party away from its largely held belief that free trade would help all nations. Biden, like many Democrats in the 1990s, also championed this mindset, which led to the sweeping North American Free Trade Agreement and paved the way for China to join the World Trade Organization.

Biden and his top officials have signaled they also favor a paradigm shift. Katherine Tai , the US trade representative, has argued for a move away from a "colonial mindset" that all too often led to supply chains that preyed on developing countries. The Biden administration's focus is best seen in one of his biggest trade shifts: withdrawing US support for digital trade principles that some progressive lawmakers, including Sen. Elizabeth Warren, say were hijacked by Big Tech companies. Other Democrats have criticized the administration's approach.

Biden has left some of Trump's tariffs in place, illustrating the protectionist bent that continues to take hold in Washington. In April, Biden pushed for even higher tariffs on Chinese steel and aluminum amid his reelection push. European leaders are also concerned about Biden's pursuit of climate-related tax credits that may lure green jobs away from their countries to the US.

If Biden and Trump have anything in common it's their stance on China. Biden has used his trade powers to restrict US investment in Chinese technology, particularly semiconductors, quantum computing, and some artificial-intelligence sectors. As Bloomberg News reported, Biden has even surpassed Trump in adding more Chinese companies and individuals to an export blacklist.

As president, Trump fixated on the US trade deficit even as some economists argued against reading too much into such figures. Still, the trade gap grew under his watch.

Overall, Trump's combative trade policy led to mixed results. He didn't see the fruits of his biggest trade deal, which went into effect in July 2020: the USMCA, a revamped North American trade deal known Experts at Brookings Institution have praised the treaty for growing regional trade. Unlike NAFTA, the USMCA also contains new provisions on digital trade and labor protections. The Biden administration has used the deal to push Mexico over its labor practices.

While Trump has bragged about brokering a historic trade deal with China, economists found that Beijing never lived up to its commitment to purchase an additional $200 billion worth of US exports. He successfully ended US support for the TransPacific Partnership, a massive trade deal that President Barack Obama supported with the hopes it would align much of the region more closely with the US. Trump has pledged to kill the Biden administration's new Asian trade talks, which the former president has dubbed " TPP two."

Some Trump allies have signaled that he'll push the envelope even further if he wins in November. Politico reported that some of the former president's top economic advisors are discussing how to devalue the dollar to boost US exports. It's a risky proposition, as it could drive up the costs of some items that have already risen because of inflation.

2 killed, 3 injured in shooting at Pennsylvania business; suspect in custody

CHESTER, Pa. -- An employee of a business in Chester, Pennsylvania opened fire on Wednesday morning, killing two people and leaving three others injured.

The suspect, who ABC Philadelphia affiliate WPVI learned has made threats in the past, is in custody. That person's name has not been released.

The shooting happened around 8:30 a.m. at Delaware County Linen.

The people who died were employees.

"Two individuals who, unfortunately, have lost their life just by showing up at work today," Delaware County District Attorney Jack Stollsteimer said.

It's not yet known what motivated the suspect to open fire and whether the victims were specifically targeted.

After the shooting, the suspect fled the scene in a black Hyundai.

However, that person was stopped by a police officer from Trainer, Pennsylvania, who was responding to the scene.

A gun was found inside the suspect's car, officials say. It wasn't immediately known if that was the weapon used in the shooting.

One of the people who was shot was said to be a supervisor at the business, Chester's mayor said. It's not known if that supervisor was among the dead.

The three victims who were wounded are said to have serious injuries.

Kevin Plank is looking to rebuild at Under Armour Inc. — and he has plenty of work to do with a new restructuring plan and sales in North America expected to fall by up to 17 percent this year as the company reins in promotions. 

Investors sent shares of the company down 9.8 percent to $6.01 in premarket trading on Thursday.

Kevin Plank , Under Armour’s founder, who stepped back in as president and chief executive officer in March, said: “Amid a challenging retail environment in fiscal 2024 that included high inventories and a consistent drumbeat of promotions — we demonstrated disciplined expense control and delivered results that were aligned with our previous outlook. We also maintained a strong balance sheet, closing the year with a solid cash position and healthy inventory levels.”

But the company is looking at bigger changes going forward, with a restructuring that will lead to pre-tax charges $70 million to $90 million, including the cost of severance and “various transformational initiatives.”

“Due to a confluence of factors, including lower wholesale channel demand and inconsistent execution across our business, we are seizing this critical moment to make proactive decisions to build a premium positioning for our brand, which will pressure our top and bottom line in the near term,” Plank said. “Over the next 18 months, there is a significant opportunity to reconstitute Under Armour’s brand strength through achieving more by doing less and focusing on our core fundamentals: driving demand through better products and storytelling, running smarter plays like simplifying our operating model and elevating our consumer experience. In parallel, we’re focused on cost management and implementing the strategies necessary to grow our brand and improve shareholder value as we move forward.”

This year, Under Armour expects revenues to drop in the low-double-digit range, with a 15 percent to 17 percent drop in North America as “the company works to meaningfully reset this business following years of heightened promotional activities, particularly in its DTC business.”

Adjusted earnings per share are expected to tally 18 cents to 21 cents, well below the 59 cents analysts forecast on average.
