“The world of work is changing,” the Financial Times recently declared .

How many times have we heard that in the past five years? There was the talk of the four-day week, then the chaos wrought by Covid. There was the rise of remote working, then hybrid working, then a mooted return to the office.

Throughout all of it there was a general atmosphere of—let’s face it—confusion.

In 2022, the BBC called a wide-scale return to the office “a myth.” A year later, Fortune reported that CEOs predicted a “ five-day office return by 2026.” Some commentators asked, did presence correspond to productivity? Or, did people get more done at home, as half of all remote workers claimed ?

The last half-decade has been a case study of why, at a time of rapid change, predicting the future isn’t always the smartest course of action. But it’s also been a lesson in employee power. Because whatever CEOs or news reporters or eminent occupational psychologists might think or say, businesses haven’t just been able to compel their workers back into the office as they once had the power to do.

If, as has been claimed, this is the direction of travel, then they’re going to need to make a case to those reluctant to leave behind a world in which they can, if they wish to, sleep in, dress down, do chores, collect deliveries and still report—correctly or not—higher productivity and job satisfaction. That isn’t an easy thing to do .

But it can be done. Not through veiled threats and coercion, but by transforming offices into places people want to be .

To do that, managers must acknowledge what they’re competing with. Even home environments containing unruly pets or small children have a degree of reliability to them. You know, for example, where to find this or that; you know what works and what doesn’t; if you put something in the fridge, you know it’ll be there; and you know which bike is yours and which one belongs to your partner.

This level of reliability and convenience is taken for granted in modern life. We can order almost anything we want, from a takeaway to a new sofa, with a few taps of a finger.

It follows that we want our workplaces to provide us with a similar level of reliability and comfort—or more of both. We want to know things will work when we want them to work. We want to know we can park our bike and it’ll be safe and easy to find when the day’s over. We want to know the shower’s working, the bathrooms are clean and that we’re not going to have to reprint our entry card because the barcode is scratched or has expired.

These little inconveniences conspire to create a frustrating and distracting experience that, in short, makes us wish we’d stayed at home.

Competing With Comfort

Managers have to understand exactly how working life in an office plays out practically. Employees aren’t chained to their desks. They’re on the move. And that’s a good thing: Many of those banging the drum for a return to the office have mentioned the “cultural imperative” of doing so, and culture springs from the diverse, often spontaneous interactions that don’t take place in formal settings.

The CEO of Boots, Seb James (who said in March that there was “no doubt” in his mind that the office was the best place to work, and asked nearly 4,000 of his office-based staff to come to work five days a week), has spoken of how “the informal conversations, brief catch-ups and ability to meet in groups in person” were the essence of his company’s culture.

One way to tilt the scales in favor of the office is to make your office smart. You can’t know the evolving habits of everyone in the office, but a system powered by the IoT—physical sensors linked to the internet—and AI can track footfall and room occupancy, wear and tear to infrastructure, entrances and exits, temperature and air quality. The upshot of this is happier employees , where companies they work for can create the kind of workplace in which people want to work.

The role of culture is as crucial as the role of technology. Bosses who demand their employees work from the office without incentivizing them to do so will have a hard time holding on to them. Convenience, comfort and productivity are all hugely important, but the onus is on the leadership to instill a culture of collaboration, support and respect. So to those bosses scratching their heads as to why their staff aren’t clamoring for a return to the office, ask yourself: Are you championing this kind of culture?

An equally important step is to align getting employees back to the office with sustainability targets. Smart buildings can optimize energy use, but employers could also consider offering subsidies to those who travel to work on bikes. Climate activism is a key concern of Gen Z employees, so giving them a way to make a real difference individually to the company’s carbon footprint could prove very effective in getting them back in the office.

Offering employees discounts on food or drinks from local cafés or restaurants is another simple and effective to convince them to come back to the office.

My view is that, for the big companies at least, a return to the office is inevitable. It might not be five days a week—how many people were ever really working on Fridays, anyway?—but if London is anything to go by, current trends are heading in that direction.

But goodbyes can be hard. People are used to working from the comfort of their own homes. So if you want your team to return to the office, give them a good reason to.

Call for Experts - Technical Advisory Group on  Laboratory Services, Systems and Diagnostics in Health Emergencies

The World Health Organization (WHO) is seeking experts to serve as members of the WHO Technical Advisory Group on Laboratory Services, Systems and Diagnostics in Health Emergencies (TAG-LAB). This “Call for experts” provides information about the advisory group in question, the expert profiles being sought, the process to express interest, and the process of selection. 

Well-functioning and sustainable laboratory services, systems and diagnostics, operating according to international principles of equity, quality and safety, are essential to implement the International Health Regulations (2005)1 and achieve global health security. The World Health Organization (WHO) recently published the health emergency prevention, preparedness, response and resilience (HEPR) framework, describing the critical role of the laboratory to implement Collaborative Surveillance.  

Laboratories also provide essential data to guide clinical care and inform coordination operations, as well as public health and social measures, in a range of emergency situations including outbreaks of pandemic and epidemic prone pathogens and humanitarian settings involving conflict, protracted crises and natural or man-made disasters. Considering this, a global strategy focused on laboratory services, systems and diagnostics for health emergencies is needed to address all of these contexts.  

This strategy will connect global efforts and advance implementation of the laboratory components of the HEPR framework and World Health Assembly (WHA) Resolution 74.7 on strengthening WHO preparedness for and response to health emergencies that called for countries to “strengthen laboratory-based detection capacities”. 

In this context, WHO is establishing a Technical advisory group on laboratory, services, systems and diagnostics for health emergencies (“TAG-LAB”). The TAG-LAB will act as an advisory body to WHO in this field. 

Functions of the Technical Advisory Group on Laboratory Services, Systems and Diagnostics in Health Emergencies 

In its capacity as an advisory body to WHO, the TAG-LAB has the following functions:

  • To provide independent advice on the scientific and technical aspects of the development and implementation of a global strategy for laboratory services, systems and diagnostics in health emergencies;
  • To recommend priorities regarding laboratory services, systems and diagnostics activities and innovations, for emergency preparedness, readiness, response and resilience; 
  • To advise WHO on opportunities, international initiatives and partnerships appropriate to the WHO Health Emergencies programme, related to laboratory, services, systems and diagnostics in emergencies; and 
  • To review and make recommendations to WHO on laboratory services, systems and diagnostics in the context of specific health emergencies, as requested by WHO.  

The Terms of Reference for the TAG-LAB can be found in annex to this open call.

Operations of the Technical Advisory Group on Services, Systems and Diagnostics in Health Emergencies

The TAG-LAB will be convened virtually on a quarterly basis for one to two hours, but additional meetings may be held depending on needs of acute or protracted health emergencies. At each meeting, Members will be asked to review information, evidence and interpretation of data relevant to public health events in the areas of laboratory services, systems and diagnostics . Observers with additional subject-matter expertise may be invited to comment. Based on these assessments, the TAG-LAB may issue recommendations to WHO. The working language of the group is English. 

Who can express interest?

The TAG-LAB is multidisciplinary, with members who have a range of technical knowledge, skills and experience relevant to virus evolution. Up to 25 Members may be selected. WHO welcomes expressions of interest from experts in laboratory services, systems or diagnostics, clinical scientists, academic researchers, healthcare professionals, or others with expertise in one or more of the following areas:

  • Laboratory Systems
  • Laboratory Services
  • Diagnostics
  • National and International Policy, Regulation and Guidance
  • Biosecurity
  • Bioinformatics
  • Clinical Management
  • Outbreak Preparedness, Response and Resilience
  • Emergency response in humanitarian settings involving conflict, protracted crises and natural or man-made disasters
  • Academic Research
  • Public Health
  • Virology, Microbiology, Mycology, and Emerging or Re-emerging diseases

Applicants should have experience applying their expertise in these fields to support public health decision making. 

Submitting your expression of interest

To register your interest in being considered for the TAG-LAB, please submit the following documents by 23:59 CEST on 30 September 2024 to  [email protected]  using the subject line “Expression of interest for the Technical Advisory Group on Laboratory Services and Systems in Health Emergencies”: 

  • A cover letter, indicating your motivation to apply and how you satisfy the selection criteria. Please note that, if selected, membership will be in a personal capacity. Therefore, do not use the letterhead or other identification of your employer;
  • Your curriculum vitae; and
  • A signed and completed Declaration of Interests (DOI) form for WHO Experts, available at https://www.who.int/about/ethics/declarations-of-interest .

After submission, your expression of interest will be reviewed by WHO. Due to an expected high volume of interest, only selected individuals will be informed. 

Important information about the selection processes and conditions of appointment

Members of WHO advisory groups (AGs) must be free of any real, potential or apparent conflicts of interest. To this end, applicants are required to complete the WHO Declaration of Interests for WHO Experts, and the selection as a member of a AG is, amongst other things, dependent on WHO determining that there is no conflict of interest or that any identified conflicts could be appropriately managed (in addition to WHO’s evaluation of an applicant’s experience, expertise and motivation and other criteria).

All AG members will serve in their individual expert capacity and shall not represent any governments, any commercial industries or entities, any research, academic or civil society organizations, or any other bodies, entities, institutions or organizations. They are expected to fully comply with the Code of Conduct for WHO Experts ( https://www.who.int/about/ethics/declarations-of-interest ). AG members will be expected to sign and return a completed confidentiality undertaking prior to the beginning of the first meeting.

At any point during the selection process, telephone interviews may be scheduled between an applicant and the WHO Secretariat to enable WHO to ask questions relating to the applicant’s experience and expertise and/or to assess whether the applicant meets the criteria for membership in the relevant AG.

The selection of members of the AGs will be made by WHO in its sole discretion, taking into account  the following (non-exclusive) criteria: relevant technical expertise; experience in international and country policy work; communication skills; and ability to work constructively with people from different cultural backgrounds and orientations .The selection of AG members will also take account of the need for diverse perspectives from different regions, especially from low and middle-income countries, and for gender balance.

If selected by WHO, proposed members will be sent an invitation letter and a Memorandum of Agreement. Appointment as a member of a AG will be subject to the proposed member returning to WHO the countersigned copy of these two documents.

WHO reserves the right to accept or reject any expression of interest, to annul the open call process and reject all expressions of interest at any time without incurring any liability to the affected applicant or applicants and without any obligation to inform the affected applicant or applicants of the grounds for WHO's action. WHO may also decide, at any time, not to proceed with the establishment of the AG, disband an existing TAG or modify the work of the AG.

WHO shall not in any way be obliged to reveal, or discuss with any applicant, how an expression of interest was assessed, or to provide any other information relating to the evaluation/selection process or to state the reasons for not choosing a member.

WHO may publish the names and a short biography of the selected individuals on the WHO internet.

AG members will not be remunerated for their services in relation to the AG or otherwise. Travel and accommodation expenses of AG members to participate in AG meetings will be covered by WHO in accordance with its applicable policies, rules and procedures.

The appointment will be limited in time as indicated in the letter of appointment.

Creating a letter that eloquently and succinctly expresses your interest in the position and promotes your skills may seem especially daunting if you’re out of practice. But there’s no need to panic. Instead, think of it as an opportunity to tell your story—because you are worthy of consideration even if there’s a gap in your employment.

While it never hurts to review general cover letter advice and read through examples , your situation is unique and should be treated that way. The following cover letter tips are a great place to start and will help put you on the path to restarting your career.

1. Don’t Hide It

When hiring managers look at your resume, chances are good they’ll notice that you’ve been sidelined for a bit. That’s all the more reason not to leave it out of your cover letter.

“It’s always better to call the gap out, rather than wait for someone to read it on a resume and ask about it,” says career coach Megan Crawford, founder of Your Job Search Coach. “The recruiter or hiring manager will relate more if the person is direct about it in the letter.”

As for where you should address it, Crawford advises working it in close to the top, after you’ve explained your interest in the position and why you’d be excited to join the company.

2. Be Confident, Not Apologetic

When parents who’ve been at home for a few years come to see Crawford, many start the conversation feeling burdened by the need to address their employment gap. But, she says, “You should be proud of the fact that you took care of your kids. If that confidence comes through in your cover letter, it’s going to come through in your interview, and the more success you’re going to have.”

Crawford cautions parents to resist the urge to apologize or overcompensate by writing four paragraphs when a simple sentence will suffice. “People want to write a biography, and the reality is that recruiters don’t have time to read that,” she says.

Instead, keep it brief and keep it straightforward. It can be something as direct as, “I spent the last five years raising my kids and I’m excited to join a new organization.” From there, move on to talk about your skills and how they align with the company’s needs.

3. Shine a Spotlight on Transferable Skills

When Neely Raffellini, a career coach and the founder of 9 to 5 Project , meets with clients transitioning back to the workforce, she brings out a transferable skills worksheet and asks them to write down any skills they’ve used during their time at home. “You can count volunteer experience, the Junior League, continuing education or courses,” she says. “Many people believe that just because those things are not in a professional environment that they don’t count, and that’s just not true.”

As Crawford puts it, “Mention any experience that’s not paid, as long as it relates to the job you’re going after.” For example, if you’ve spent any time volunteering—whether it’s for the PTA or a local charity—you could talk about how you took a leadership role in fundraising or event planning. Or if you work in marketing and recently took an online course about best practices for how to market a business on the latest social media platform, include that.

  • It’s essential to create a new cover letter for every application. Employers sometimes receive hundreds of applications for each job role, and will be quick to disregard generic applications. It’s your job to make it as easy as possible for the hiring manager to understand how you would fit into their organisation. 
  • Length: No longer than a single A4 page. Your cover letter shouldn’t rehash your CV, but is the opportunity for you to pick out the most salient points for the role and put them across to the hiring manager in the most succinct way possible.
  • Address your cover letter to the hiring manager if you can find his/her name.
  • Your email address: As you’re likely to be emailing your cover letter, make sure that you have a professional email address that ties in with your CV. Don’t use your husband’s or family’s email address, or an email based on your married name if you’re applying using your maiden name. We would recommend creating your own personal email address for job applications, based clearly on the name in which you are applying.
  • Check for grammar and spelling mistakes – it’s easy to miss these, so try to get someone else to proof your letter too.
  • Start with your background and your target role, not your career break (e.g. "I am a marketing professional with 10 years of international experience and am writing to apply for the position of Senior Marketing Manager advertised on your website").

Even if your technical knowledge feels a bit rusty, you have the same capacity to learn as you always did and you will get back up-to-speed. Your soft skills don’t go away, and many will have grown during your break. For example, although we don’t recommend using parenting as a direct example in your cover letter, if your break was to bring up your children, you will have enhanced skills such as time management, empathy and negotiation!
  • You might be having trouble remembering some of the details of your earlier career. If so, dig out your old performance reviews and any other reports you might have kept. Re-reading these can also remind you of what others valued about your contribution in the past: these will be the qualities that you offer a new employer too. You could also contact old colleagues, who will have a more objective view of your achievements and could provide you with a much-needed reminder of what you did.
  • If you are applying for a role where you are overqualified, address this in your cover letter . Put yourself in the shoes of the hiring manager, consider the possible concerns from the company's side, e.g. that you may be too expensive, that you might get bored, etc. and explain why you are applying for a less senior role than you previously held.

  • Make sure you mention that you have been on a career break, including the length of your break at the time the programme starts. This is a key criterion for candidates and you risk being excluded from these opportunities if you try to cover up your break!

Write in a positive and proactive tone. The employer and employee should thank each other for their cooperation, patience, and understanding. 

Set clear expectations

How to draft a perfect return to work cover letter

When it comes to returning to work after a career break such as caring for children, your mind is probably a maelstrom of different demands and concerns. The result can be that each needed action gets dashed out in a haze of speed, worry and urgency. However, it’s worth slowing down. The result will be greater success.

According to PriceWaterhouseCooper research, 65% of women return to work , after a career break, to jobs which are below their potential. Winning applications start with exceptional cover letters. So, how do you write a return to work cover letter that really hits the spot?

The general principles of a return to work cover letter

You must address the career gap – for integrity reasons if nothing else – but we’ll come on to how to do that shortly.

First, you need to follow good cover letter practice:

  • Keep it sweet: Your cover letter should be no more than one side of A4. Half to two-thirds of a page is the optimum length.
  • Tailor it: Every cover letter should be unique. No copying and pasting. Start afresh for each application.
  • Make it personal: Address it to an individual. Check out LinkedIn to find out names if it’s not in the ad.
  • Your email: Modern cover letters are usually emailed. Make sure your email address is professional.
  • Spelling and grammar: In your cover letter, spelling and grammar must be perfect. Use professional language throughout.

Crafting a return to work cover letter

With these pointers in mind, let’s take a look at the approach you need to take for a fantastic and alluring return to work cover letter .

1. State the basics Succinctly, state the position you are applying for. Then swiftly move on to highlighting your specific experience and skills which are relevant. Try to include brief examples of these skills in action, rather than simply making a generic statement. For example, instead of listing your “exceptional project management skills”, state that you have “exceptional project management skills, as demonstrated through my success on the X Project for Y Company. Here I achieved the stated objectives, within budget and to deadline.”

2. Explain why this is role for you What is it about this specific role, and this specific organisation, that attracts you? What is it that you have that other candidates may not? Now is your chance to state this. Your goal in this paragraph is to show how you are the cream of the crop.

3. Be honest about your career break You’ve hooked them in. Now is the time to professionally explain the reason for your career break. There’s no need to apologise, or excuse it. Be succinct, and then bring it back to focus on the role, and why you are right for it, right now. For example: “Following a 3-year career break to care for children, I am now eager to return to work, specifically with X Company. I have the right skills, experience and dedication to enable the department to achieve Y.”

If, during your career break, you did things which have broadened your experience, or kept your knowledge up to date (for example, volunteering or study), then briefly mention them here.

This is also where you need to address if you are overqualified. Think about things from the perspective of the hiring manager, and explain why this makes you a great bet, not high-risk or too expensive.

4. Call to action Never leave your reader hanging. State that you would welcome the opportunity to be invited for interview and look forward to meeting them.

Often, when someone is returning to work, they will spend most time on updating their CV. This is important, but, the cover letter is the bait. It can hugely increase the chances of your CV even being read. Be honest, be confident, and make a powerful start with a perfect return to work cover letter.
