The Fire Service Week (FSW) is observed nation-wide under the guidance of the Fire Adviser, Ministry of Home Affairs, Govt. of India during April 14 – 20. This is in remembrance of the lives lost in the devastating fire that erupted and the explosions that followed on 14 th April, 1944 at the Victoria Dock in the Mumbai Port and also to prevent fire in all industries.

The National Safety Council (NSC) has been promoting the FSW Campaign since 1999 with a view to propagate Fire Safety awareness amongst employees, their families and the public.

NSC is facilitating industries in the observance of the FSW by developing appropriate promotional material related to prevention of fire and protection of life & property in the form of Special Information Packages comprising of pocket guides, special fire safety posters, banners and promotional utility items.

The National Fire Service Week/Day observance takes place every year on 14th to 20th April throughout India.

In honor of the brave firefighters, there is observance on April 14 as Martyr’s Day. In remembrance of the martyrs, there is a silence of two minutes.

History of National Fire Service Week/Day

The bombay explosion or bombay docks explosion occurred on 14 april 1944, in the victoria dock of bombay now mumbai when the tanker ss stronghold stikine conveying a blended freight of cotton bundles, gold and ammo including around 1,400 tons of explosives, burst into flames and obliterated in two goliath impacts, dissipating flotsam and jetsam, sinking encompassing boats and burning down the area killing around 800 individuals., the 7,142 gross register ton freighter known as the ss fort stikine built in 1942 in prince rubert, british columbia, as part of a lend-lease agreement. it named after fort stikine, a former hudson’s bay company outpost in what is now wrangell, alaska., she left birkenhead on february 24 and traveled through gibraltar, port said, and karachi before reaching bombay on april 12. her cargo included 1,395 tons of explosives, 238 tons of sensitive “a” explosives, torpedoes, mines, shells, munitions, super marine spitfire fighter aircraft, raw cotton bales, oil barrels, timber, scrap iron, and approximately £890,000 worth of gold bullion in 31 crates. at karachi, the 87,000 cotton bales and lubricating oil were loaded, and the ship’s captain, alexander james naismith, voiced his disapproval of the “mixture” of cargo. because it was illegal at the time to transport cotton by rail from punjab and sindh to bombay, merchants were forced to transport cotton by sea route., the cargo was also described as “just about everything that will either burn or blow up,” according to naismith, who perished in the explosion. on april 14, the vessel had been berthed for 48 hours and was still waiting to unload when it suddenly exploded., after three days of fighting the fire, 8,000 men worked for seven months to get the docks back in operation and remove approximately 500,000 tons of debris. the official death toll was 740, with approximately 1,800 injured, including 476 military personnel; the unofficial count is much higher. the slum dwellers were mostly unregistered. altogether, 27 different vessels were sunk or harmed in both victoria dock and the adjoining ruler’s dock, the investigation into the blast recognized the cotton bunches as presumably being the seat of the fire. it pointed out several errors: putting away the cotton beneath the weapons, not showing the warning expected to demonstrate a perilous freight ready, deferring emptying the explosives, not utilizing steam injectors to contain the discharge and a postpone in cautioning the neighborhood shoot detachment., many families were left with nothing but their clothes after everything they owned vanished., thousands became homeless. about 6,000 businesses affected, and 50,000 people lost their jobs. citizens who filed claims for property loss or damage received financial compensation after the government accepted full responsibility for the disaster. many intact gold bars discovered over the course of time during regular dredging operations that carried out to maintain the depth of the docking bays. some of these bars discovered as late as february 2011, and they have since returned to the british government. in october 2011, a live shell weighing 45 kilograms and 99 pounds also discovered. a memorial erected in honor of the numerous firefighters who perished at the headquarters of the mumbai fire brigade in byculla. india observes national fire safety week from april 14 to april 21 in honor of the 66 firefighters who perished in this explosion., significance of national fire service week/day:.

FIRE SERVICE WEEK

Credit for taking initiative action regarding observation of “Fire Service Week” goes to the Standing Fire Advisory Council (SFAC), the council members decided in the very first meeting (Feb’1956) to observe a “Fire Prevention Week” simultaneously all over the country once in a year, preferably before the Diwali.

In the fifth meeting (August’ 1958), a proposal was made to observe “National Fire Prevention Week” annually during April/May rather than in November from year 1959 due to climatic condition of some the states and pre-occupied public with the preparation for the Diwali festival. The SFAC recommended to observe Fire Prevention Week annually in the second week of the February in view of pleasant climatic condition and less likelihood of major festival in this month.

In the eleventh meeting (Mar’1965), The Committee resolved that the observance of the Fire Prevention Week every year was not necessary but instead of this there should be one day designated every year as “Fire Services Day” in order to attract public attention. In respect of the Fire Services Day, the SFAC proposed that this day should be linked with some significant event connected with the fire services and for that purpose several suggestions were made by the members. It was generally felt that “14 th of April” the day on which the Dock Explosion took place in Bombay, in which fire fighters played heroic and gallant part should be considered for this purpose.

The significance of “Fire Service Week” dates back to the fateful yet historical day on 14th April 1944 at 16:40 Hr, at Bombay Dockyard popularly known as the “Great Bombay Dock Fire”. The massive and devastating fire broke out on a ship, the S.S. “Fort Stikene” which was carrying 1,200 tons of explosives, cotton bales and oil drums. In the line of duty to extinguish fire and to save public sixty-six brave and devoted fire fighters of Bombay Fire Service sacrificed their lives.

Every year on 14th of April is observed as “Martyrs Day” to pay homage to those brave Fire Personnel who lost their precious lives while performing their duty. From year 1995, “Fire Service Week” is being observed from 14th April to 20th April all around the country.

In the context of responsibility for safety, special training is carried out regularly in organizations of different profiles. Its main goals are to convey to employees the basic requirements of behavior, study the fire hazard of technological processes of production and equipment, introduce fire protection means, and identify people’s actions in case of a fire (McNay et al., 2019). At the same time, even when delegating responsibilities, control measures are competencies of heads and administrators. This means that some individual parties are responsible for the safety of property and people, which explains the accuracy and regularity of relevant training briefings. Therefore, special regulatory rules exist for both workers and citizens and for those who supervise the appropriate observance of fire safety standards.

One of the key reasons explaining the urgent need and importance of following fire safety measures is the high risks associated with neglecting these rules. In addition to the elementary standards, certain principles require specialized knowledge, for instance, when working with electrical appliances. Kodur et al. (2019) emphasize the importance of educating the population at the present stage of development when the mass of electrical appliances assembled in multi-storey buildings increases the risks of hazardous fire situations. With the appropriate knowledge of how to act in case of a fire and what steps to take to help others, people are safer. Therefore, Kodur et al. (2019) argue that “developing cost-effective fire suppression systems and rational fire design approaches, characterizing new materials and developing performance-based codes” are crucial tasks to introduce (p. 1). Otherwise, numerous human casualties are inevitable, and examples from world practice, when weak measures were taken to ensure all the required security standards, prove this. Thus, control over adherence to the existing regulations, the identification of responsible parties, and an adequate resource base are important conditions for integrated fire safety.

The need to prevent potential casualties and critical property damage is the primary reason for following fire safety norms based on the existing legal regulations. Responsible persons in enterprises are to conduct regular training briefings and allocate material resources aimed at creating a secure environment for work. In everyday life, citizens’ safety standards include keeping people aware of potential threats and how to avoid them. National Fire Service Day Theme 2023: What You Need to Know

April 14th is observed as National Fire Service Day (also known as “MARTYR’S DAY”) every year in India to tribute those brave firefighters who sacrificed their lives in the line of duty during the fire and massive explosion at Mumbai dockyard on April 14, 1944. The Fire Service Week is observed from 14 th April to 20 th April , through out the country for fire safety awareness among the public in order to minimize the losses owing to fire.

The History of National Fire Service Day.

As per the recommendation of the Standing Fire Advisory Council (SFAC) which is an apex body constituted by the Ministry of Home Affairs, Government of India, the Fire Prevention Week /Fire Service Week has been observed since 1956. SFAC in its eleventh meeting held in the year 1965 recommended to observe 14 th April as “Fire Service Day “ to commemorate the memory of the brave firemen who lost their lives during the dock explosion at Mumbai on 14 th April, 1944.

On 14th April 1944, a major fire break out in British freighter “SS Fort Stikine” on Victoria dock at Bombay port in which 71 fire fighter lost their lives. The ship, SS fort Stikine  carried a million liters of lubricating oil barrels, ammunition, detonators, cotton bales, currency note, gold, and currencies. The ship was parked at the port on the 12th of April but on 14th April it caught fire. The ship was destroyed by two giant blasts and its debris was spread in the surrounding areas, entire victoria dock was destroyed due to fire & explosion. In this tragedy approx 800 to 1300 people lost their lives.
